La FAO, institution spécialisée des Nations Unies dans les domaines de l'alimentation et l'agriculture, créée en 1945, a pour mission de «libérer l'humanité de la faim» (préambule de son acte constitutif). Pour atteindre l'objectif de sécurité alimentaire, la FAO n'hésite pas à s'entourer de partenaires. Parmi ceux-ci, on trouve diverses entités appartenant à la société civile internationale : ONG internationales, organisations d'agriculteurs locaux, entreprises du secteur privé, associations de consommateurs… Ainsi, l'intérêt de la présente thèse est double. Tout d'abord, au regard de la FAO elle-même : organisation internationale suscitant peu d'engouement auprès de la doctrine internationaliste, elle fait preuve d'un indéniable esprit d'ouverture à l'égard des entités non gouvernementales. L'étude des modalités (y compris juridiques), des nombreux avantages mais également des limites non négligeables de la coopération permet de mettre en évidence l'utilité d'intégrer ces entités aux activités normatives et opérationnelles de l'Organisation. Ensuite, cette étude est éclairante au regard du droit des organisations internationales : grâce à l'apport précieux de ces entités, on observe une réinterprétation voire un élargissement du mandat initial de la FAO. On peut tirer une telle conclusion en ce qui concerne le domaine normatif mais surtout pour ce qui est des activités réalisées sur le terrain par l'Organisation. / The FAO is a specialized institution of the United Nations in the fields of food and agriculture, founded in 1945. Its purpose is to «ensure humanity's freedom from hunger» (preamble of its constitution). In order to reach the food security goal, FAO does not hesitate to cooperate with various partners. Among them, can be found entities belonging to the international civil society : international NGOs, local farmer's organizations, companies from the private sector, consumer associations... Thus, the concern of thus thesis is twofold. First, regarding FAO itself : as an international organization while inspiring little interest in international legal doctrine, it demonstrates an undeniable attitude of openness towards non-governmental entities. The study of the modalities (including the legal aspects), the numerous benefits but also the non-insignificant limits of the cooperation permits to highlight the usefulness to integrate these entities with FAO's nonnative and operational activities. Thus, this research is enlightening regarding the law of international organizations : thanks to these entities precious contribution, can be observed a reinterpretation and even an extension of FAO's initial mandate. Such a conclusion can be drawn in the normative area but mainly in the Organization's activities realized in the field.

Can NGOs cultivate supportive conditions for social democratic development? : the case of a research and development NGO in Western UgandaKing, Sophie January 2013 (has links)
There is an emergent consensus that the ‘poverty reduction through good governance’ agenda has failed to meet expectations. The capacity of non-governmental organisations (NGOs) to cultivate the political economies and state-society synergies that might be supportive of more pro-poor development trajectories is contested. Advocates of inclusive liberalism identify increased political space for NGOs focused on popular empowerment and policy influence within the participatory spaces created by the good governance agenda. More radical critiques cast NGOs as apolitical brokers of neo-liberal development resources which distract from or are disinterested in more fundamental questions of redistribution. This thesis explores the potential for Ugandan NGOs to cultivate supportive conditions for a more redistributive development process amidst a semi-authoritarian, patronage-based, political regime and within a predominantly agrarian economy, using the lens of a single case study organisation situated in the Western region of the country. The findings suggest Ugandan NGOs should move beyond strategies associated with inclusive liberal governance towards a closer engagement with the politics and political economy of progressive change. Micro-enterprise and economic associational development emerge as more effective enhancers of political capabilities among the poor than strategies aimed solely at promoting inclusive liberal participation because they can tackle the socio-economic power relations that curb political agency in such contexts, and begin to undermine patronage-politics. In contrast, strategies for enhanced inclusive liberal participation engage with the formal de jure rules of the game in ways that either sidestep or re-enforce the de-facto patronage-based political system and fail to tackle the power relations that perpetuate ineffective forms of governance. Creating new cross-class deliberative spaces which engage with grass roots perspectives, can facilitate the emergence of new ways of thinking that promote a more pro-poor orientation among development stakeholders. Triangulation of qualitative primary data and relevant literature leads to the overarching conclusion that NGOs operating in such contexts are more likely to enhance the political capabilities of disadvantaged groups by adhering to a principle of self-determination. This focuses energy and resources on non-directive facilitative support to disadvantaged groups. This enables them to a) make socio-economic progress; b) become (better) organised; c) develop the necessary skills and knowledge to advance their interests; and d) cultivate opportunities for direct engagement with power holders and decision-makers. This approach requires a high level of what the thesis terms ‘NGO political capacity’ and a far more open-ended and programmatic approach to the provision of development aid than currently prevails.

Denna studie undersöker hur demokratisk organisering i det svenska civilsamhället har påverkats av den hastiga digitaliseringen i samband med covid-19. Studien är av induktiv karaktär och syftar till att studera förutsättningarna för demokratiskt deltagande under digitala årsmöten i ideella föreningar. Den empiri som ligger till grund för undersökningen är kvalitativa intervjuer samt en kvantitativ enkätstudie. Urvalsgrupperna är personer som har suttit som mötesordförande under både digitala och fysiska årsmöten samt förtroendevalda och anställda som har arrangerat eller deltagit vid årsmöten under covid-19. Studien visar att det finns ett samband mellan demokratiska förutsättningar under digitala årsmöten och den digitala kompetensen inom organisationen. Vidare att förberedelser och organisationskultur är viktigare för de demokratiska förutsättningarna än om årsmötet arrangeras via fysiska eller digitala kanaler. Resultatet visar att lärdomar från digitaliseringen av årsmöten under covid-19 kan leda till ökade förutsättningar för deltagande och jämlikt inflytande. Empirin pekar på en framtida utveckling där majoriteten av organisationerna i studien kommer återgå till fysiska årsmöten eller hybridmöten. Hybridmöten, där vissa medlemmar deltar fysiskt och andra digitalt, rekommenderas inte då de kan skapa problem gällande jämlikt deltagande och inflytande under årsmötet. / This study examines how democratic organization of operations within Swedish non-profit organizations (NPO) has been affected because of rapid digitalization following covid-19. The study is inductive in nature and aims to study the prerequisites regarding democratic participation during annual meetings. The empirical data that creates the foundation for this research is based on qualitative interviews and a quantitative survey. The selection group studied comprises persons that have acted as chairman during both digital and physical annual meetings, as well as board members and employees within NPO's that have arranged or participated in annual meetings during covid-19. The study shows that there is a correlation between democratic prerequisites during digital annual meetings and the digital competence within the organization. Furthermore, preparations are shown to be more important regarding the democratic prerequisites than whether the annual meeting is conducted via physical or digital platforms. The results indicate that knowledge gained from the digitization of annual meetings during covid-19 could lead to better possibilities regarding participation and equal influence. Empirical data points out a possible future development where the organizations participating in the study will revert to using physical and hybrid meetings when conducting annual meetings. Hybrid meetings, where some participate physically and others digitally, are not to be recommended due to problems regarding equal participation and influence during the annual meeting.

The effectiveness of development cooperation is currently widely discussed. Development cooperation has come to be criticized, both in terms of its appropriateness and for failing to address some of the global challenges that affect poorer nations. Respecting the differences of developing countries, therefore, plays an important role. It is a question of whether developed countries are aware of cultural and other differences and are proceeding in their help concerning these differences. The problem that the thesis wants to draw attention to is the functionality of development cooperation, which can be influenced by various actors and their beliefs. The main goal is to try to explain, using the theory named Advocacy Coalition Framework, how the beliefs of actors can affect development cooperation. One of the other partial goals is to find out whether and how advocacy coalitions are formed in the field of development cooperation. The contribution of the work is mainly the critical application of the ACF theory in the field of development cooperation in the environment of the Republic of Kenya, as well as the application of the Q method in the research of the perspectives of selected actors. Denna uppsats behandlar företags ansvar och samarbeten för ”Corporate Social Responsibility” (CSR) mellan frivilligorganisationer och företag. Arbetet är en fallstudie utförd i Argentina med syftet att studera frivilligorganisationers syn på företags ansvar. Syftet är även att undersöka om ett samarbete skulle kunna innebära att ett företags CSR-arbete stärks. Metodvalet för studien är semi-strukturerade intervjuer med representanter för NGO:s i Argentina som arbetar med CSR. Intervjuerna har analyserats med hjälp av kategorianalys utifrån de teorier för företags ansvar som presenterats. Precis som många av teorierna definierar informanterna företags ansvar utifrån de behov och rättigheter som ett företags ”stakeholders” kan sägas ha. Studien visar vidare att ansvaret sträcker sig längre än att endast följa lagen, företaget ska även vara en god ”coporate citizen”. Ett samarbete är dock inte problemfritt eftersom organisationens legitimitet och självständighet sätts på spel i utbyte mot möjligheten att påverka företaget inifrån. Av de fyra organisationerna i studien menar representanterna för tre av dem att ett företags CSR-arbete stärks genom ett samarbete och att det kunskapsutbyte som är resultatet av samarbetet är mycket värdefullt. Den fjärde organisationen ser inte samarbete som ett alternativ utan har istället valt att påverka staten för att få den att skapa ett strängare kontrollsystem för företags verksamhet. / This essay deals with the responsibilities of corporations and partnerships for “Corporate Social Responsibility” (CSR) between NGO:s and companies. The work is a case-study taking place in Argentina with the purpose to study the view NGO:s has on corporate responsibility. Further on the purpose is to investigate if partnerships could mean a strengthening of a company´s work for CSR. The method of choice is semi-structured interviews with NGO representatives in Argentina that work with CSR. The interviews have been analyzed through a category-analysis based on the theories on corporate responsibility presented. Just like many of the theories the interviewees define a company´s responsibility through the needs and rights that could be considered given to a company´s stakeholders. The study also shows that the responsibility goes further than obeying the law, the company should also be a good corporate citizen. A partnership is though not without problems since the legitimacy and independence of the organization are put in jeopardy in exchange for the possibility to influence the company from the inside. Of the four organizations in the study the representatives of three of them consider that a company´s work for CSR is strengthened through a partnership and that the exchange of knowledge that is the result of the partnership is greatly treasured. The fourth organization doesn´t see cooperation as an alternative but has chosen to influence the state to have it create a stronger system of control for a company´s operation.

The objective in this case study is to highlight typical problems of a planned hydropower dam project in Bokor National Park, Cambodia. The focal point in the line of questioning is the usage of public participation in larger exploration plans in a development country and to give a comprehensive survey of some of the participant involved. The study also discusses how the WCD report is used by non-govemental organisation to validate their claims. To be able to understand how the Cambodian society works, the study also includes a short briefing of recent Cambodian history. The study shows that the local people are more or less neglected in the preliminary investigations. Even if information meetings are held open, they are conducted in such a way that it is hard for common people to participate. The meetings are held in English and not in the domestic language Khmer. Critical groups are not formally invited but welcome to attend, most of their statements are withdrawn from the official protocols. The study also reveals that the leading entrepreneurs more or less neglects the environmental hazards in the construction by focus their information and calculations on the positive effects of the project. The study has been made as a field study, on location in Cambodia.
