causing a profund change in the political and institutional organization of the country.
That reorientation of the Brazilian federative structure had as normative framework
the enactment of the federal Constitution of 1988, occuring after its enactment a
considerable political opening under the cloak of new democratic arrangements of tax
and fiscal decentralization, which generated a new federative order, especially with
regard to municipalities. Such institutions contributed to the creation of several new
municipalities, involving, directly, changes in the structure of national territory, driven
by the political context. This case was notoriouns in the 1990s, increased in the
country's municipal mesh and spread all over the states of the federation. The
Para?ba State was integrated in this context, creating in this period, 52 new
municipalities. In the perspective, it will seek to understand the purpose that
sustained this process of fragmentation of Para?ba state territory. For this purpose
was made use of several bibliographies, secondary data, documentary sources and
research in locus of the municipalities of Casserengue and Riach?o, located in the
Para?ba‟s Curimata? Oriental microregion, which were selected as a focus for
specific analysis of the event. It is understood, however, that the production of
municipalities, includes several intentions through political appropriation of the
territory, although, being permeated by the Institutional / Durante a d?cada de 1980 o Estado brasileiro passou por um processo de
redemocratiza??o, ocasionando uma profunda modifica??o na organiza??o pol?ticoinstitucional
do pa?s. Essa reorienta??o da estrutura federativa brasileira teve como
arcabou?o normativo a promulga??o da Constitui??o Federal de 1988, ocorrendo a
partir de sua promulga??o, uma consider?vel abertura pol?tica, sob o manto de
novos arranjos democr?ticos de descentraliza??o tribut?ria e fiscal, que geraram um
novo ordenamento federativo, sobretudo, no que se refere aos munic?pios. Tal
institucionalidade contribuiu para a cria??o de in?meros novos munic?pios brasileiros,
implicando, diretamente, em modifica??es na estrutura??o do territ?rio nacional,
impulsionadas pelo contexto pol?tico. Este processo foi not?rio na d?cada de 1990,
visto que foram incrementados ? malha municipal do pa?s mais de mil unidades
municipais, difundidas por todos os estados da federa??o. O estado da Para?ba foi
Integrado a este contexto, criando, no per?odo mencionado, 52 novos munic?pios.
Nesta perspectiva, buscar-se-? entender as finalidades que sustentaram este
processo de fragmenta??o do territ?rio estadual paraibano. Para tanto, fez-se uso de
diversas bibliografias, dados secund?rios, fontes documentais e pesquisa in locu no
munic?pio de Casserengue e Riach?o, localizados na microrregi?o do Curimata?
Oriental Paraibano, os quais foram selecionados como foco para an?lise pontual do
evento. Entende-se, entretanto, que a produ??o de munic?pios, embora, sendo
perpassada pelo car?ter institucional, contempla intencionalidades diversas por meio
da apropria??o pol?tica do territ?rio

O espa?o pol?tico-educacional tido como recorte do estudo ? oper?odo de 2003 a 2006, momento em que se verifica, nas diretrizes de governo e naspol?ticas educacionais brasileiras, ?nfase na a??o cooperativa entre os entes federados,real?ando a atua??o municipal na implementa??o e execu??o dessas pol?ticas. Aperspectiva materialista hist?rico-dial?tica, entendida como an?lise da realidade socialcomo elabora??o hist?rica e produto da pr?xis humana, ? expressa como o caminhote?rico-metodol?gico requerido. A investiga??o se operacionaliza por meio de etapas interrelacionadas:uma que envolve an?lise bibliogr?fica e documental, na qual se integram osaportes te?ricos do exame, bem como documentos federais, estaduais e municipaisacessados; e outra, referente ao trabalho de campo, estudando o car?ter espec?fico doobjeto e suas rela??es m?tuas nas municipalidades. O exame traz a no??o de rela??esintergovernamentais e mecanismos cooperativos como ferramentas te?ricas centrais e,dialogando com essas, inserem-se ideias como descentraliza??o, municipaliza??o eautonomia municipal, num corpo te?rico/pr?tico, pelo qual se explicitam os aspectoshist?ricos e l?gicos do objeto. O estudo realiza a descri??o e interpreta??o das pol?ticas deforma??o continuada de alfabetizadores com foco nas diretrizes nacionais formuladasdesde os anos 1990 e na incorpora??o governamental nos espa?os nacionais esubnacionais. Neste sentido, assenta a an?lise na compreens?o da inter-rela??o daspol?ticas municipais e as pol?ticas elaboradas pelo Governo Federal e/ou Estadual paraofertar forma??o continuada de alfabetizadores. A an?lise mostra que o papel do Munic?pio seapresenta sentindo os efeitos das interven??es hist?ricas, pol?ticas e sociais em cadamunic?pio. s the role of the municipalities in the ongoing development of
literacy teachers, having as a field of study the municipalities of Jaguaruana and Palhano,

educational space adopted as a sample of the study
is the p
eriod between the years 2003 and 2006, when the emphasis on cooperative action
among the federated entities is observed in the Government?s guidelines and Brazilian
educational policies, showing the municipal presence in the implementation
and execution
of
these policies.

he historical
-
dialectical materialistic perspective, understood as an
analysis of the social reality as historical elaboration and product of the human praxis, is
expressed as the required theoretical
-
methodological path.
The investigatio
n is
operationalized through interconnected stages: one that involves bibliographical and
documental analysis, in which the theoretical input of the research is
added, as well as the
Federal, State and M
unicipal documents
accessed
; and another, regarding t
he field work,
studying the specific character of the object and its mutual rela
tionships in the
municipalities
.
The research brings the notion of intergovernmental relationships and
cooperative mechanisms as central theoretical tools and, dialoguing with
them, ideas such as
decentralization, municipalization and municipal autonomy are inserted into a
theoretical/practical body, through which the historical and logical aspects of the object are
detailed.
The study describes and interprets the policies of on
going development of literacy
teachers with focus on the national guidelines formulated since the 1990?s and on the
govern
mental incorporation in the national and subnational spaces.
In this sense, the analysis
is based on the comprehension of the interrel
ationship between the municipal policies and
the p
olicies created by the S
tate or
Federal G
overnments in order to offer
ongoing
development of literacy teachers.
Considering the investigated sample, it shows how the
municipal role and the relationships
bet
ween the State and municipalities of Cear? have
emerged, as well as their characteristics regarding the education management policies,
taking into account the practices of municipalization and cooperation between the State and
municipalities in their histo
rical composition. It shows the practices which aim at the
ongoing development of literacy teachers observed in the researched municipalities, pointing
out the realities and specific marks left by municipal presence in the area, demonstrating the
assigned
role and the role played. Based on the points of view of the managers interviewed
in the municipalities of Jaguaruana e Palhano, it is possible to note the meaning and
effectiveness of the policies carried out. With such elements, it discusses the municipa
l
asymmetries in their homogeneities and heterogeneities rega
rding
the
execution of their
federative role.
The analysis shows that th
e role of the municipalities vary
according to the
historical, political and social interventions in each municipality.
In
the fields of formulation
and execution of educational policies, the actions of the municipal governments, situated and
with expressive interferences, reveal asymmetries in the sense that some municipalities have
bigger autonomy and participate more effect
ively
in the production and distribution of
policies than others.
In terms of the researched realities, the study shows that taking care of
the policies of ongoing development of literacy teachers is not a task
that should be
assigned
exclusively to the mu
nicipalities, nonetheless it is a role that they
play with varying degrees
of success.
This role is in fact a joint competence of the federated entities, in the scope
the
Brazilian cooperative federalism.

mem?ria e alerta. Mas quando ingerida pr?xima ao hor?rio de dormir, o que tamb?m pode
interferir na mem?ria. Portanto, o objetivo do trabalho foi avaliar o efeito da cafe?na na
mem?ria, e se este efeito ? dependente de altera??es do ciclo de atividade-repouso, em saguis
(Calithrix jacchus). Foram utilizados 16 saguis adultos (10 f?meas e 6 machos), mantidos
individualmente em laborat?rio e submetidos ao ciclo claro-escuro 12:12 h. Para registro do
ciclo atividade-repouso foi utilizado dois sensores. O sensor baseado em girosc?pio totaliza
atividade a cada 30 seg, e detecta o m?nimo de movimenta??o exercida pelo animal, sendo
in?dito em averiguar atividade noturna. O segundo sensor ? o de infravermelho, que totaliza a
cada 5 min e n?o detecta movimento dentro da caixa ninho, sendo utilizado pra registro
diurno. Ainda utilizamos c?mera para registro da fase de repouso para um sagui. A tarefa
cognitiva teve todas as sess?es gravadas, e contou com cinco fases: 1) dois dias de habitua??o.
2) Treinos, onde os saguis discriminavam um contexto refor?ado (CR) de um n?o-refor?ado
(CNR) por 8 dias. 3) Administra??o oral da cafe?na (10mg/kg ) ou placebo mais ou menos 1
hora antes do in?cio do sono, por 8 dias, com animais ingerido placebo ou cafe?na. 4)
Retreino, seguido da administra??o do placebo (com o grupo placebo - GP) ou cafe?na (com
os grupos cont?nuo- GC e agudo- GA). 5) Teste, para avaliar aprendizagem ao CR. As sess?es
duravam 8 min, e iniciavam ?s 7:00 h para as habitua??es, treinos e teste; e ?s 15:15 h para o
retreino. Os resultados demonstraram que para a primeira valida??o dos sensores baseados em
girosc?pio, que foi a compara??o com o registro da c?mera, houve coincid?ncia dos m?todos
de 68,57% do registro de atividade noturna.Assim, os sensores baseados em girosc?pio foram
capazes de detectar atividade noturna. A segunda valida??o foi a compara??o da atividade
locomotora registrada pelos sensores de infravermelho, onde as curvas de atividade para
ambos os sensores se assemelharam quanto ao padr?o de distribui??o. Ao averiguar o efeito
da cafe?na no ritmo de atividade-repouso para GP, GA e GC, utilizando os sensores baseado
em girosc?pio e de infravermelho, a maioria das diferen?as existentes foram intra-grupo. Para
os dados da tarefa cognitiva, os saguis aprenderam a discriminar CR de CNR. Quanto ao
efeito da cafe?na na evoca??o da mem?ria, o GC apresentou d?ficits para recorda??o da tarefa
durante o teste, e GA n?o foi afetado pela administra??o da cafe?na. Como conclus?es, temos
que a cafe?na pr?xima ao sono possui efeito modulat?rio na mem?ria em saguis. Ainda, o
sensor baseado em girosc?pio foi capaz de registrar atividade noturna. Portanto o uso deste
dispositivo, n?o invasivo, permite os saguis exibirem seu comportamento dentro das
condi??es laboratoriais, o mais natural poss?vel. / Caffeine is the most consumed psychostimulant, with effects on attention, memory, and
arousal. But when this substance is ingested near to bedtime there is a decrease on sleep,
interfering on mnemonic processes. So, our ain was to investigate how the caffeine ingested
near to sleep onset acts on sleep and memory in marmosets. We used 16 adult marmosets,
single housed, in a 12:12h light-dark cycle. For registering locomotor activity were used two
kinds of sensors. The gyroscope sensor registers activity each 30 sec and detects motion with
good accuracy. Because of this we used this sensor for detecting nocturnal activity. The
second sensor was based on infrared and accumulates activity each 5 min and it?s not able to
detect nocturnal activity, just diurnal activity. We also used camera for registering Rest phase
of one marmoset. For the cognitive task, the animals needed to learn a rewarded context (CR)
when compared to a non-rewarded context CNR). This experiment comprises 5 phases: 1)
Two days of habituation to apparatus; 2)Training for 8 days; 3) oral administration of caffeine
(10 mg/kg) or placebo administration ?1h before sleep onset, for 8 days, with marmosets
receiving placebo or caffeine; 4) retraining to apparatus and after that, placebo administration
(placebo group-GP), or caffeine administration (with continuous group-GC and acute groupGA);
5) Test, for evaluating learning to CR. The sessions were filmed and each one had 8 min
of duration. At 7 am started the habituation, training and test sessions, and at 3:15 pm started
retraining. The results for gyroscope sensor showed that there was coincidence of 68,57%
with nocturnal register of the cameras. Then, the gyroscope sensors detected nocturnal
activity for all experimental groups Moreover, when compared sensor gyroscope with sensor
based on infrared, was observed that both sensor presented similarity on patterns of activity
curve. When we observed the effects of caffeine on Activity-Rest Cycle in GP, GA and GC, is
possible to see that that gyroscope sensors and based on infrared presented only intra group
differences. As behavioral results, the marmosets learned to discriminate CR when compared
to CNR. Moreover, GP presented deficits on memory recall during the test, and GA increased
the memory recall, when both were compared to GP. We concluded that the marmosets were
able to learning the cognitive task and that the caffeine ingested near to sleep onset acts
modulating memory in these animals. Moreover the gyroscope sensor can be used as
alternative tool for investigating nocturnal activity. Then, the utilization of this non-invasive
device allows marmosets exhibit their behavior within the laboratory conditions as natural as
possible.

inst?ncia, toda a sociedade. / The object of this study is publicity under the premise ?All actions relating to the right of
other men are unjust if their maxim is not consistent with publicity? (Kant, 2004, 165/8:381).
Considering that the principles of publicity are covered in the Brazilian Constitution of 1988
and infra-constitutional legislation ? specifically in the law of access to information ? the
present analysis aims to establish relations between the fundaments that ground ethical
reflection and the categorical imperative principles of Kant. This study is characterized as
desk research, analyzing, from a Kantian ethical perspective, documents related to the
regulatory legislation constituted by the Statute, General Regiment and other prevailing
norms, at the Federal University of Rio Grande do Norte. The objective, therefore, is, in light
of the theoretical reference, to verify implications, as well as, propose suggestions that can
improve the internal legislation of the institution, such that the publicity permit the entire
university community to participate in propositions and decisions, democratically. Findings
from the analysis carried out show that the institution has significantly evolved in evaluations
given by the Ministry of Education, but that it is still necessary to broaden the publicity of the
institution, to the benefit of the university community and, ultimately, all of society.

De in?cio, ? trazida uma contextualiza??o quanto ? cria??o e desenvolvimento da ind?stria do petr?leo brasileira, sua expans?o para o mar, bem como as caracter?sticas do espa?o mar?timo onde a maior parte da explora??o no pa?s ocorre: a Zona Econ?mica Exclusiva. Em seguida, partindo da Constitui??o Federal de 1988, ? abordado o sistema de prote??o laboral no Brasil, sua import?ncia e princ?pios, seu di?logo de fontes e as particularidades do trabalho embarcado ? que implicam na necessidade de uma prote??o espec?fica. Posteriormente, se analisa aspectos quanto ? terceiriza??o intensa ao qual se submete o setor e ? quest?o da aplicabilidade ou n?o da legisla??o laboral sobre os contratos internacionais de trabalho, comuns na ?rea. Por fim, parte-se para uma an?lise das normas, em sentido amplo, aplic?veis tanto na atua??o do petroleiro propriamente dito como na do tripulante das embarca??es de apoio mar?timo. Este estudo se utilizou dos m?todos monogr?fico e hipot?tico-dedutivo, com revis?o de doutrina e jurisprud?ncia relativas ao tema e investiga??o das normas em sentido amplo incidentes. / This work intends to analyze the question of labour related to the oil industry when it occurs in platforms and maritime support vessels, within the scope of the Brazilian Exclusive Economic Zone. It is intended, primarily, under the prism of the fundamental principle of Labor Law, which is the Principle of Protection, to verify with the help of the hypothetical-deductive method the possibility of actualizing rights through the normatization currently pertaining to the sector, this against the ambivalent context of the discovery of the possibility of extraction in the "pre-salt" layer allied to the recent crisis in the price of the oil barrel. Initially, a contextualization about the creation and development of the Brazilian oil industry is brought, its expansion into the sea, as well as the characteristics of the maritime space where most of the exploration in the country occurs: the Exclusive Economic Zone. Next, starting from the 1988 Federal Constitution, the system of labour protection in Brazil is approached, its importance and principles, its dialogue of sources and the particularities of the offshore work, which incurs in the need of a specific protection. After, aspects on the intense outsourcing to which the sector is subjected and on the question of the applicability or not of the labor legislation on the international labour contracts, which are common in the area, are analyzed. Finally, we incur in an analysis of the norms, in a broad sense, applicable both to the performance of the oil workers themselves as well as to the crew of the maritime support vessels. This study used the monographic and hypothetical-deductive methods, with a review of doctrine and jurisprudence related to the topic and investigation of the applicable norms, in a broad sense.

trabalho. Nesse contexto, abordam-se as quest?es constitucionais referentes ? problematiza??o
da dura??o razo?vel do processo, enquanto direito fundamental, bem como sua aplicabilidade
na justi?a trabalhista. O estudo do tema escolhido ? importante porque traz a discuss?o acerca
da ?demora? na presta??o jurisdicional, notadamente, ?quela que assegura os direitos
fundamentais dos trabalhadores, proporcionando a an?lise das causas e consequ?ncias do tempo
do processo. O presente trabalho tem por objetivo desenvolver uma abordagem constitucional
da dura??o razo?vel do processo na justi?a do trabalho, considerando o tempo razo?vel do
processo no ordenamento jur?dico brasileiro como um direito fundamental. Levantando a
problem?tica dos efeitos do tempo na atividade jurisdicional e o crescente fen?meno da
sumariza??o da cogni??o processual, em que o processo de amplo conhecimento come?a a ser
visto como uma via residual para solu??o de conflitos. Empregando a t?cnica da documenta??o
indireta, atrav?s de pesquisa bibliogr?fica, analisa-se a concep??o de tempo razo?vel do
processo adequada ao processo p?trio; a rela??o entre efic?cia, efetividade, seguran?a jur?dica
e o tempo razo?vel da presta??o jurisdicional; a positiva??o formal da dura??o razo?vel do
processo na Constitui??o Federal de 1988, no direito internacional e em alguns pa?ses latinoamericanos;
e a aplicabilidade imediata desse direito fundamental. Desenvolve-se o tema com
base no vi?s constitucional de interpreta??o de direitos fundamentais e na principiologia
constitucional, abordagem que ter? sempre presente a preocupa??o de pautar-se numa
metodologia que contemple os campos normativo, emp?rico-dogm?tico e de concretiza??o do
direito fundamental ao tempo razo?vel do processo. Adota-se como corte metodol?gico o
estudo dessa problem?tica no ?mbito judicial, mais especificamente, no campo do processo
trabalhista. S?o indicadas a crise do Judici?rio e a demora processual como problemas
relacionados diretamente aos limites e possibilidades de concretiza??o do direito fundamental
em estudo. Por fim, numa vis?o anal?tica e cr?tica, apresenta-se as conclus?es, as quais
demonstram as alternativas e/ou mecanismos que podem ser utilizados na supera??o dos limites
impostos ? concretiza??o imediata do direito fundamental ao tempo razo?vel do processo na
justi?a do trabalho. / The present dissertation deals with the reasonable length of the process, specifically, in labor
justice. In this context, we address the constitutional issues regarding the problematization of
the reasonable duration of the process, as a fundamental right, as well as its applicability in
labor justice. The study of the chosen topic is important because it brings the discussion about
the "delay" in the jurisdictional provision, notably to the one that assures the fundamental rights
of the workers, providing the analysis of the causes and consequences of the time of the process.
The present work aims to develop a constitutional approach to the reasonable length of the
process in labor justice, considering the reasonable time of the process in the Brazilian legal
system as a fundamental right. The problem of the effects of time on the jurisdictional activity
and the growing phenomenon of the summarization of procedural cognition, where the process
of extensive knowledge begins to be seen as a residual way to solve conflicts. Using the
technique of indirect documentation, through a bibliographical research, the design of
reasonable time of the process appropriate to the process of the country is analyzed; the
relationship between efficacy, effectiveness, legal certainty and the reasonable time of judicial
service; the formal validation of the reasonable duration of the process in the Federal
Constitution of 1988, in international law and in some Latin American countries; and the
immediate applicability of this fundamental right. The theme is developed based on the
constitutional bias of fundamental rights interpretation and constitutional principles, an
approach that will always have the concern of being guided by a methodology that contemplates
normative, empirical-dogmatic and fundamental right to time process. The study of this
problematic in the judicial scope, more specifically, in the field of the labor process, is adopted
as methodological section. The crisis of the Judiciary and procedural delays are indicated as
problems directly related to the limits and possibilities of realization of the fundamental right
under study. Finally, in an analytical and critical view, the conclusions are presented, which
demonstrate the alternatives and / or mechanisms that can be used in overcoming the limits
imposed to the immediate realization of the fundamental right to the reasonable time of the
process in the labor courts.

Pilot and control system modelling for handling qualities analysis of large transport aircraftLee, Brian P. January 2012 (has links)
The notion of airplane stability and control being a balancing act between stability and control has been around as long as aeronautics. The Wright brothers’ first successful flights were born of the debate, and were successful at least in part because they spent considerable time teaching themselves how to control their otherwise unstable airplane. This thesis covers four aspects of handling for large transport aircraft: large size and the accompanying low frequency dynamics, the way in which lifting surfaces and control system elements are modelled in flight dynamics analyses, the cockpit feel characteristics and details of how pilots interact with them, and the dynamic instability associated with Pilot Induced Oscillations. The dynamics associated with large transport aircraft are reviewed from the perspective of pilot-in-the-loop handling qualities, including the effects of relaxing static stability in pursuit of performance. Areas in which current design requirements are incomplete are highlighted. Issues with modelling of dynamic elements which are between the pilot’s fingers and the airplane response are illuminated and recommendations are made. Cockpit feel characteristics are examined in detail, in particular, the nonlinear elements of friction and breakout forces. Three piloted simulation experiments are described and the results reviewed. Each was very different in nature, and all were designed to evaluate linear and nonlinear elements of the cockpit feel characteristics from the pilot’s point of view. These included understanding the pilot’s ability to precisely control the manipulator itself, the pilot’s ability to command the flight path, and neuro-muscular modelling to gain a deeper understanding of the range of characteristics pilots can adapt to and why. Based on the data collected and analyzed, conclusions are drawn and recommendations are made. Finally, a novel and unique PIO prediction criterion is developed, which is based on control-theoretic constructs. This criterion identifies unique signatures in the dynamic response of the airplane to predict the onset of instability.

Ao longo do século XIX travou uma luta sem tréguas contra a ideologia liberalista. Os papas do século XIX condenaram o liberalismo de forma aberta e direta. A condenação recaiu sobre as mais diversificadas áreas de influencia liberal, com destaque para o laicismo e a democracia. Já no inicio do século XX o ocidente se encontrava na eminência de uma crise e toda a euforia anterior passou a ser superficial e ilusória. O primeiro resultado da crise foi a eclosão da Primeira Guerra Mundial (1914 a 1918). Com o findar da guerra diversas nações européias estavam enfraquecidas e destruídas. Outras humilhadas, traídas, culpadas. Esse clima de instabilidade política, social e econômica possibilitou a ascensão de governos totalitários e autoritários, tanto de direita com de esquerda em alguns países europeus. Os governos totalitários de direta se mantiveram no poder até o findar da Segunda Guerra Mundial e os de esquerda até a década de noventa do século XX. Em ambos houve perseguição, de forma declarada ou não, a Igreja e ao clero. Diante desse contexto de discórdia e desentendimento, de desrespeito e injustiça, a Igreja agiu a sua maneira. A Instituição católica não deixou de lado seus valores, princípios e não abriu não de seus dogmas, no entanto foi obrigada, em decorrência das necessidades do período a reavaliar seus posicionamentos e aconselhamentos para a sociedade civil. Em conjunto com o abuso e a decorrente falência dos governos totalitários, a Igreja aceitou, por meio do papa Pio XII em 1944, a democracia como a mais justa forma de governo, mesmo sendo a democracia um regime fruto do liberalismo / The Catholic Church has spoken out against liberalism since its inception in the eighteenth century. Throughout the nineteenth century waged a relentless fight against the liberal ideology. The popes of the nineteenth century liberalism condemned in an open and direct. The condemnation fell on the most diverse areas of liberal influence, especially secularism and democracy. Since the beginning of the twentieth century the West was on the verge of a crisis and all the previous euphoria has become superficial and illusory. The first result of the crisis was the outbreak of World War (1914 to 1918). With the close of the war several European nations were weakened and destroyed. Other humiliated, betrayed, guilty. This climate of political instability, social and economic enabled the rise of authoritarian and totalitarian governments, both right to left in some European countries. The totalitarian governments of direct remained in power until the close of the Second World War and left until the nineties of the twentieth century. In both there was persecution, so declared or not, the Church and the clergy. Given this context of discord and misunderstanding, disrespect and injustice, the Church acted his way. The Catholic institution did not put aside their values, principles, and not opened not his dogmas, but was forced, due to the needs of the period to reassess their positions and advice for the society.
