There was an effort to identify the perception of people with disability about the policies and practices of personnel management offered by the organizations where they work; to verify, from the perception of employees with disability, which inclusive policies and practices are adopted by the organizations; and to compare the perception of employees with and without disability on policies and Human Resources practices. The theoretical framework covers four sections: (a) people with disability and initial definitions; (b) the paradigms of people with disability; (c) the labor market, the perspectives and challenges for this population; and (d) policies and practices of personnel management focused on people with disability. In order to facilitate the achievement of the objectives, a descriptive quantitative survey has been carried out. The research was made with people with and without disability, working and living in João Pessoa-PB. In total, 90 people participated – 45 with a disability and 45 without. The questionnaire was administered face-to-face as well online, using Google Docs. Data analysis was made using the software SPSS, which was used for descriptive analysis, the factor analysis, the analysis of variance (ANOVA), the non-parametric test Kruskal- Wallis and the median. The results indicate that, in addition to being indifferent to the policies and practices of personnel management, people with disability do not see the applicability of these policies. Also, companies do not implement any inclusive policy. It was also observed that people with disability better notice the applicability of special policies and practices than people without disability. Only the construct Recognition has significant difference between the two groups. The results revealed that, despite the fact that the individuals with disability can perceive changes in the policies and practices developed for them in the organizations, those are still not sufficient to ensure that people with disability will be included in the job market. / O objetivo central deste estudo é analisar como se configuram as políticas e práticas de gestão de pessoas voltadas às pessoas com deficiência em João Pessoa-PB, no que se refere à sua inserção e inclusão no trabalho. Buscou-se identificar a percepção das pessoas com deficiência acerca das políticas e práticas de gestão de pessoas oferecidas pelas organizações onde trabalham; verificar a partir da percepção dos trabalhadores com deficiência, quais políticas e práticas inclusivas são adotadas pelas organizações; e comparar a percepção de funcionários com e sem deficiência acerca das políticas e práticas de Recursos Humanos. A fundamentação teórica compreende quatro seções: (a) as pessoas com deficiência e suas definições iniciais; (b) os paradigmas sobre as pessoas com deficiência; (c) o mercado de trabalho, as perspectivas e desafios para essa população; e (d) as políticas e práticas de gestão de pessoas voltadas as PcD. Para viabilizar a consecução dos objetivos, foi realizada uma pesquisa do tipo quantitativa, de caráter descritivo, utilizando o método survey. A pesquisa foi desenvolvida com pessoas, com e sem deficiência, que trabalham e residem em João Pessoa-PB. No total, participaram 90 pessoas, sendo 45 com deficiência e 45 sem deficiência. O questionário foi aplicado presencialmente e disponibilizado através do sistema do Google Docs, via internet. A análise dos dados contou com o auxílio do SPSS, e subsidiou a realização da análise descritiva, análise fatorial, análise de variância (ANOVA), do teste não paramétrico, Kruskal-Wallis e da mediana. Os resultados apontam que além de serem impassíveis as políticas e práticas de gestão de pessoas, as pessoas com deficiência, não percebem a aplicabilidade de duas políticas. Além disso, as empresas não adotam nenhuma política inclusiva. Observou-se também que as pessoas com deficiência percebem melhor a aplicabilidade das políticas e práticas de GP do que as pessoas sem deficiência, e que apenas o construto Reconhecimento sinaliza diferença significativa, entre os dois grupos. Os achados revelaram que apesar dos respondentes com deficiência perceberem evoluções nas políticas e práticas de gestão de pessoas desenvolvidas pelas organizações, esses ainda não se apresentam como suficientes para assegurar a efetivação do processo de inclusão das pessoas com deficiência no mercado de trabalho. Accessibility and pedestrian mobility oith phisical disabilities and visual area in urban Tauabté city (SP) / Acessibilidade e mobilidade do pedestre com deficiência física e visual em área urbana do município de Taubaté (SP)

The increase in population, economic development and ease in acquisition of vehicles for individual transportation in Brazil (car and motorcycle) in recent decades have resulted in targeted policies and projects for the road system and the mobility of motor vehicles, with making the pedestrian disabled or not, suits existing environment. Policies and projects aimed at accessibility and mobility of people with disabilities (PCD) are recent and are deployed in some Brazilian cities. From this premise, this paper aims to examine and discuss measures aimed at accessibility and mobility pedestrian sidewalks in the urban area of the city of Taubaté. Field research was conducted with a quantitative approach, and exploratory mode, probabilistic and accessibility. Participatory actors are within the classes of disabled and visually impaired, the sample consisted of 31 shares and the applied instrument for data analysis was the analysis of Pearson (r). The work had as a basic reference the existing literature on the subject, as well as field research. The results show that the difficulties of accessibility and mobility of people with disabilities occur due to the current structure of sidewalks as wide, obstacles, physical barriers, signaling absence and projects targeted physical and visual PCD. / O aumento da população, o desenvolvimento econômico e a facilidade na aquisição de veículos para o transporte individual no Brasil (automóvel e motocicleta) nas últimas décadas resultaram em políticas e projetos voltadas para o sistema viário e a mobilidade dos veículos motorizados, fazendo com que o pedestre com deficiência ou não, se adapte ao ambiente existente. As políticas e projetos voltados para a acessibilidade e mobilidade das pessoas com deficiência (PCD) são recentes e estão implantadas em algumas cidades brasileiras. Ao partir dessa premissa, esta pesquisa tem o objetivo de analisar medidas direcionada a acessibilidade e mobilidade do pedestre nas calçadas na área urbana da cidade de Taubaté localizada no Estado de São Paulo. Foi realizado pesquisa de campo, com abordagem quantitativa, de modo exploratório, probabilístico e por acessibilidade. Os atores participativos, estão dentro das classes dos deficientes físicos e deficientes visuais, a amostra foi composta de 31 participantes. O instrumento aplicado foi um questionário e para análise dos dados foi aplicado a análise de Correlação de Pearson (R). O trabalho desenvolvido teve como referência básica a literatura existente sobre o assunto, assim como na pesquisa de campo. Os resultados obtidos demonstram que as dificuldades de acessibilidade e mobilidade das pessoas com deficiência, ocorrem devido a estrutura atual das calçadas, como largura, obstáculos, barreiras físicas e ausência de sinalização. Conclui-se que o Poder Público precisa adotar um conjunto de medidas, como práticas aplicadas com sucesso em outras cidades e países, por meio de planejamento a longo prazo e elaboração de políticas públicas que respeite as características e limitações das PCD física e visual.

身心障礙者生存機會與社會適應 / Life Chances and Social Adaptation of People with Disability in Taiwan

過去,我們常以旁觀者的觀點出發,以局外人的角度設想身心障礙者所面對的問題,對身心障礙者的了解十分有限。不當的對待或歧視,往往限制了身心障礙者的生存機會,使其處於弱勢中的弱勢,導致身心障礙者及其家庭陷於重重困境之中。 鑒於過去研究對於身心障礙者之統計資訊的缺乏,以及個案分析難以釐清人口群之特徵,本研究著眼於解析障礙圖像,並以不同生命階段可能面對之危機及重要生命事件做為切入的角度,探討身心障礙者在過去三十餘年生存機會與社會適應之差異。由於公務統計之資訊無法呈現細部的障礙者生命歷程,本研究輔以身心障礙國民生活需求調查資料,釐清導致障礙的時點對障礙者可能產生的影響,並分析其需求與福利資源之契合度,以檢討政策施行對身心障礙者造成行為或生存機會的改變。 研究使用民國101年(2012)內政部統計處社會經濟資料庫,以及衛生福利部之統計資訊為主,透過地理資訊系統的呈現,描繪出身心障礙者的分布狀況,以及資源分配的情況。有關生存機會的差異,採用民國99年人口及住宅普查全臺閩地區資料與民國100年身心障礙者生活狀況調查原始資料相互對照,以不同生命歷程作為主要的軸線,釐清障礙者與非障礙者的生存機會(就學、就業、婚育)與多元差異。 研究發現,都會區的障礙人口龐大,偏鄉、山地區域的障礙人口佔總人口比例卻十分驚人。身心障礙者之教育程度較低、成為非勞動力的比例較高,此外,身心障礙者較一般人不易進入婚姻,在進入婚姻後,又曝露於更高的離婚風險。從不同致障時間來看,先天致障者面臨較低的教育、婚育機會,但是在就業部分沒有較大的差異;智能障礙者、慢性精神病患者面臨各種機會的弱勢,然而,兩者致障的時間卻有不一樣的情境;自閉症則是在婚育機會中與智能障礙者同等弱勢,但是在教育和就業面向則有較好的表現。 研究建議,障礙發生的時程反映不同的情境,如以同一套的處遇模式,是無法滿足障礙者的需求。在地方資源分配不均的情況下,應考量福利介入最佳的時點與資源,改善身心障礙者不利的處境,增強其社會適應之可能。 / In the past, misunderstanding of people with disabled resulted in improper treatment or discrimination. This perspective of an outsider vision limited their life chances, and their families were caught in a predicament. Given the lack of previous studies for the disabilities of statistical information, as well as case studies is difficult to clarify the characteristics of population groups, this study focuses on displaying maps of disability, and exploring different life courses in which people may be in face of crisis and major life events. Since the official statistics of the information cannot render detail of life course, researcher supplemented by survey data, to clarify the impact on the time of becoming disabled, to analyze the fitness of welfare resources and needs, and to review the implementation of the policy. Research on the use of the Republic of China 101 years (2012) at the Ministry of the Interior statistics socio-economic database, as well as the Ministry of Health and Welfare statistics information mainly through geographic information system, depicting the distribution of people with disabilities, and the distribution of resources. Researcher also use the data of Republic of China 2010 Population and Housing Census in Taiwan and Fujian area, and 2011 Physically and Mentally Disabled Citizens Living and Demand Assessment Survey to clarify differences life chances about education, employment, marriage and child rearing. The study found that a large number of people with disability live in urban area; however, the proportion of disability is alarming in mountainous regions and rural area. People with disability are lower educated, have less chances to become labor forces. In addition, compared with people without disability, people with disability have less chances to get married. Even getting married, they are easier to be divorced. People born to be disabled are lower educated, have less chances to get married and to have babies, compared with those who are not born to be disabled. People with mentally disability and chronic psychosis face disadvantaged opportunities, but their time of being disabled are totally different. People with autism and mentally disability have less chances of getting married and having babies, but the former with higher educated and higher chances to be employed. Research suggested that the time of becoming disability reflecting different situations. As a result, we have to concern the life course and timing of becoming disabled, and to provide appropriate resources for people with disability. Owing to uneven distribution of resources, we should consider the welfare of the best intervention point with the right resources to improve the well-being of people with disability and enhance their social adaptation.

Background: Historical buildings in Sweden with the highest value of cultural heritage are administrated by the state and are protected by the directive SFS 2013:588. Also there are laws which demands that all public buildings which are administrated by the government should be accessible for everyone, with or without disabilities. This law also demands that in case of fire all visitors should be able to evacuate safely, including people with disabilities. This may be problematic to achieve without damaging the cultural value. Aim: The aim of this work is therefore to investigate a safe way for people with disabilities to evacuate in case of fire in buildings with high cultural value in Sweden, which are administrated by the state, with focus on the technical solutions. The aim is also to investigate improvement measures for the studied buildings and the laws in Sweden regarding the subject. Method: This work in bases on a literature study and a case study. The purpose of the literature study was to identify the previous studies and background information which was needed to find solutions to the problem. The case study were constructed to see how technical solutions are incorporated in actual buildings, but also to see how the evacuation can improve. Results: The work shows that all buildings in the case study has a sufficient evacuation plan for people with disabilities, but could be improved especially for people with visual disabilities without destroying the cultural heritage. Conclusion: One conclusion is that the focus often lies on technical solutions to make it possible for people with mobility impairments to evacuate, but the needs of people with visual disabilities are often overlooked. Therefore the laws regarding the subject should clarified that all people with disabilities also should have the same possibility to evacuate safety. Another conclusion is that it is possible to implement technical solutions in historical buildings without significantly destroying the cultural value. However, more research is required to develop new and improved solutions for these type of buildings.

Porém, no caso das PcDs, atualmente existem leis que visam incluí-las no mercado de trabalho, o que vem contribuindo para a sua contratação. Este trabalho objetivou investigar os principais desafios encontrados no processo de capacitação de PcDs pertencentes ao quadro efetivo do Centro Federal de Educação Tecnológica Celso Suckow da Fonseca (Cefet-RJ), que é uma instituição pública destinada ao ambiente educacional com formação humana, científica e tecnológica. Foi realizada uma pesquisa bibliográfica a partir dos conceitos-chave que auxiliaram na identificação de publicações da temática estudada. A metodologia utilizada foi o estudo de caso com aplicação de questionários, os quais foram respondidos por grupos de funcionários com deficiência, de seus gestores, e também do setor de capacitação, sendo todos servidores públicos pertencentes ao quadro de profissionais do Cefet-RJ. O tratamento dos dados foi realizado através da análise de conteúdo. O trabalho de campo mostrou o envolvimento do profissional PcD com a instituição. Os objetivos almejados nesta pesquisa foram atingidos e direcionados para propostas de melhorias nos processos de inserção, contratação e adaptação das PcDs em seu ambiente de trabalho. / Despite relative efforts in order to sustain citizen equality, Brazilian society still remains inattentive to some groups’ especial needs, such as the elderly, children, pregnant, sick and people with disability (PwD). However, concerning the PwDs, a current legislation aiming to insert them in the labor market actually exists and have been contributing to their hiring. This paper focused on the main challenges found during the PwDs capacitation process in the Centro Federal de Educação Tecnológica Celso Suckow da Fonseca (Cefet-RJ) full-time staff. Cefet-RJ is a public institution destined to be an education environment for human, scientific and technological formation. From key concepts that helped identify publications for this studied theme, a bibliographical research was achieved. We used the case study methodology, in addition of questionnaires, answered by groups of employees with disability, their managers and also by the resource and training center. All questioned employees are from Cefet’s full-time staff. The data handling was done by analyzing the content. The fieldwork showed PwDs’ involvement with the Institution. The targets were achieved and the results directed as improvement proposals for insertion, hiring and adaptation processes in the working environment.

Nowadays disabled persons are actively integrated into social life. Different compensatory equipment allows them to work and travel independently and one of such means is the wheelchair. Not every disabled person has possibilities to travel by his own car, it is more convenient to use public transport facilities. Transportation safety of the wheelchair users is one of the most important problems facing engineers and transit providers, becouse improperly or totally unsecured wheelchair can lose the stability and tip over during the emergency driving situations. The main object of the scientific research work is complex dynamic system "Man - Wheelchair - Vehicle", whis is under action of environmental factors (road roughness, motion oscillations of vehicle). The main tasks of the work are to form and research nonlinear model of dynamic system considered and to define system's stability limits, providing means for safe travel; to determine main characteristics of the external action and analyze its influence on to dynamic system; to build engineering computation methodology for estimation of the rational parameters to fasten the wheelchair to the vehicle.

Deficiência no trato da deficiência: as experiências laborais de servidores públicos

Apesar da pertinência da temática da diversidade em estudos organizacionais, haja vista as pressões internas e externas sofridas pelas organizações, verificamos uma carência de estudos que mostrem a visão das pessoas em situação diversa, em contraponto à ênfase nos potenciais benefícios que a diversidade pode trazer à organização. Detectado esse panorama, restringimos a análise à dimensão da diversidade relacionada à deficiência, haja vista que o tema faz parte da agenda das organizações nacionais, públicas e privadas, devido à obrigatoriedade legal de contratação de trabalhadores com deficiência. Partimos do questionamento sobre se a inserção mandatória de trabalhadores com deficiência possibilita a real inclusão dessas pessoas, em especial no ambiente de trabalho, e se contribui para a redução de práticas discriminatórias, bem como garante a existência de estruturas adequadas para seu exercício laboral. Em acréscimo, por entendermos a importância da educação para o processo de inclusão, decidimos verificar se uma organização que produz e dissemina o conhecimento – uma universidade federal – consegue implementar a proposta com sucesso. Isto posto, nosso objetivo neste trabalho é analisar as experiências laborais de servidores com deficiência na Universidade Federal de Uberlândia – UFU e a relação dessas experiências com as orientações institucionais sobre o trabalho das pessoas com deficiência. Para tanto, realizamos uma pesquisa de natureza qualitativa, envolvendo: i) uma fase de exploração preliminar, que englobou, além de levantamento bibliográfico, pesquisa documental sobre normas federais e institucionais que norteiam as ações da UFU com relação a servidores com deficiência; e ii) uma fase descritiva, composta por entrevistas narrativas com servidores da UFU com deficiência, a fim de identificar suas interpretações sobre a temática. Por meio deste estudo, foi possível detectar que a legislação nacional e as normas e orientações institucionais têm incorporado a mudança conceitual da deficiência, que, de limitação corporal, passou a ser entendida como uma limitação social, o que resultou em propostas de ações que visem à inclusão no mercado de trabalho. A análise da narrativa dos entrevistados mostrou que existem pontos de avanço no processo de inclusão institucional. Entretanto, esses relatos mostram que a UFU ainda se encontra numa fase de integração do servidor com deficiência e em processo lento rumo à inclusão e a todos as modificações organizacionais que essa pressupõe. / Despite of the relevance of diversity issues in organizational studies – due to internal and external pressures that the organizations have to deal with – and in contrast with the potential benefits that comes from diversity, a lack of studies considering the diverse groups' point of view was noticed. Detected this scenario, this study was limited to one of the dimensions of diversity, disability at workplace, since this matter belongs to Brazilian public and private sectors agenda, due to the legal requirement of hiring workers with disability. The work is based on two issues about the relevance of insertion of people with disability by legal requirement: - if this process affords real inclusion, especially in the workplace, and if it contributes to reduction of discrimination practices and provides adequate work conditions as well. In addition, considering the importance of education to inclusion, we decide to investigate if it is successfully implemented in organizations that develop and disseminate knowledge – a public university. Therefore, this work aims to explore what experiences civil servants with disability live at their work in Federal University of Uberlândia - UFU and what are the relation between these experiences and the institutional orientation about people with disability. In order to accomplish this objective, a qualitative research was carried out, in two stages: 1) a preliminary exploratory stage, which comprehended, besides bibliographic research, a document analysis of federal and institutional rules that guide the University's procedures relating to servants with disability; and 2) a descriptive stage, consisted of narrative interview with UFU's servants with disability, whose objective is to identify their interpretation of the subject. Through this study, it was possible to observe that national and institutional rules have assembled the changes of the concept of disability, which has shifted from corporal restriction to social restriction, resulting in the proposition of work inclusion actions. The narrative analysis indicated that the University is in the process of inclusion. The narratives also point that, in relation to their servants with disability, UFU is on an integration stage and slowly changing towards inclusion and the organizational modifications it involves. / Dissertação (Mestrado)

Frågan om aktivt deltagande och inkludering av PmF i samhällets alla delar lyfts allt mer och kraven på tillgänglighet ökar. Därav syftar denna studie till att undersöka på vilka sätt turism- och aktivitetsföretag i Jämtlands län arbetar med att anpassa sina aktiviteter för att kunna inkludera individer med fysisk funktionsnedsättning. För att uppnå syftet var en kvalitativ ansats med semistrukturerade intervjuer studiens huvudsakliga metodologiska verktyg för insamling av empiriska data. Resultatet tyder på att majoriteten av verksamheterna inte erbjuder aktiviteter som är specifikt anpassade för PmF men att en del av utbudet går att kan anpassa om efterfrågan skulle uppstå. Marknadens efterfrågan styr verksamhetens utbud av aktiviteter och en bristande efterfrågan från PmF på tillgängliga aktiviteter har identifierats. Studiens slutsats beskriver att den bristande efterfrågan från PmF ligger till grund för det bristande utbudet av tillgängliga aktiviteter samt att verksamheterna anger resurser såsom kunskap och ekonomiska faktorer som utmanade vid utvecklingen av tillgänglighetsanpassade aktiviteter. / Tourism and leisure activities are an essential part of many people's lives, but for people with disabilities (PwD), their involvement can be highly conditional. The issue of active participation and the inclusion of PwD in all parts of society is increasingly being raised and the need for accessibility is growing. This study aims to investigate how tourism and activity companies in Jämtland County works to adapt and customize their activities to include individuals with physical disabilities. The study had a qualitative method with semi-structured interviews as the key focus for collecting empirical data. The result indicates that the majority of businesses do not currently offer activities that are specifically tailored to PwD, but for most of the companies these activities can be adjusted if there is a demand for it. Market demand controls the companies’ range of activities and a lack of demand from PwD for accessible activities has been identified. The conclusion describes that the absence of demand from PwD is the reason for the lack of accessible activities  and that the companies specify resources such as knowledge and financial factors as challenging for the development of accessible activities. / <p>2020-06-08</p>

Att vara vägledare inom Delaktighetsmodellen : Habiliterares erfarenheter och reflektioner kring vägledarrollen

Bakgrund: Personer med funktionsnedsättning har i förhållande till övrig befolkning en lägre grad av delaktighet. De individer sin får stöd inom ramen för Lagen om stöd och service till vissa funktionshindrade (LSS) hamnar i en beroendeställning till den personal som utför insatserna. I syfte att öka brukares delaktighet används Delaktighetsmodellen, vilken bygger på professionellt ledda dialogmöten mellan brukare och habiliterare. Syfte: Syftet med studien är att undersöka hur erfarenheter och kunskaper från rollen som vägledare inom Delaktighetsmodellen har kommit till användning i habiliterares ordinarie arbete. Metod: En kvalitativ studie med induktiv ansats. Sex habiliterare, en man och fem kvinnor, deltog i semistrukturerade intervjuer. Utöver spridning i kön fanns också en spridning i ålder, utbildning och specifik yrkeserfarenhet. Resultat: Respondenterna upplevde att de erfarenheter och kunskaper de fått i och med sin vägledarroll har lett till reflektioner kring hur ens egna värderingar och attityder påverkar delaktigheten hos brukare samt vilken betydelse dessa insikter har för den professionella utvecklingen. Vidare visade resultatet att vägledarrollen har uppmärksammat respondenterna på maktförhållanden som råder mellan deras habiliterare och brukare samt vilken roll vägledaren kan fylla när det kommer till att skapa förutsättningar för en ökad delaktighet hos brukare. Slutsats: Vägledarutbildningen har lett till att habiliterarna reflekterat kring yrkesrollen samt fått insikt i hur värderingar och attityder påverkar brukares delaktighet. Habiliterarna har även fått en ökad känsla av meningsfullhet och förståelse för uppdraget och därmed en större trygghet i yrkesrollen. Studien belyser även komplexiteten i habiliteraruppdraget och vikten av kompetensutveckling och kontinuerlig reflektion kring uppdraget. / Background: People with disability report a lower level of social participation than others. Getting support through the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS) lead to a dependency towards the support-staff. The Involvement Model is meant to increase the level of involvement among people with disabilities, with the guidance from trained facilitators. Aim: The aim of the study was to describe how the experience from being a facilitator in The Involvement Model have come into use in the support- staff’s ordinary occupation in-group homes. Methods: A qualitative interview with an inductive approach was used. There were six participants in the study, one male and five female. All of them where support-staff in-group homes. Apart from the variation in gender, there was also a difference in age, level of education and professional experience among the participants. Results: The participants reported that their role as a facilitator had led to awareness about how values and attitudes effect the involvement among people with disabilities. The participants describe their experience as professional development. They also report that they see their occupation from a new perspective and have realized their role in facilitating involvement for people with disabilities. Conclusions: This study has showed that the experience the support-staff gained, through the facilitator-education, led to an awareness about their role in empowering involvement. They also reported an increased meaning and understanding in their professional role. This study can also contribute to show the complexity of the support-staffs role.
