La distanza conta: Tre elaborati in Economia Spaziale / DISTANCE MATTERS: THREE ESSAYS IN SPATIAL ECONOMIC ANALYSISCALEGARI, ELENA 27 May 2016 (has links)
Waldo Tobler, con la sua prima legge della geografia, afferma “Ogni cosa è correlata con qualsiasi altra, ma le cose vicine sono più relazionate di quelle lontane" (Tobler, 1970). Se questo era certamente vero nel 1970, tale convinzione è stata messa in discussione con l’avvento delle Tecnologie dell’Informazione e della Comunicazione (ICT). Nel dibattito riguardo al processo di globalizzazione molti studiosi e giornalisti sostengono infatti che, con la velocizzazione delle telecomunicazioni, la distanza fisica è destinata a perdere il proprio potere esplicativo relativamente a molti fenomeni socio-economici (Cairncross, 2001; Friedman, 2005). Questa dissertazione vuole contribuire al dibattito rispondendo, seppure parzialmente, alla domanda “La distanza importa ancora?” e definire alcune possibili implicazioni di policy. L’obiettivo è quello di mostrare il ruolo della distanza geografica in tre diversi contesti economici caratterizzati da differenti dimensioni dell’unità di analisi. I risultati suggeriscono che, anche se su scala globale lo sviluppo delle nuove tecnologie ha modificato la percezione individuale della distanza come deterrente alle interazioni, lo spazio geografico mantiene ancora la sua rilevanza del definire le relazioni socio-economiche locali, aumentando il ruolo di città e regioni quali centri della maggioranza delle attività economiche. / Waldo Tobler, with his first law of geography, stated “Everything is related to everything else, but near things are more related than distant things" (Tobler, 1970). If it was certainly true in 1970, this belief is called into question in an era of development of Information and Communication Technologies (ICTs). In the debate over globalization processes, several scholars and journalists argue indeed that, with the increasing speed of telecommunications, physical distance is losing its explanatory power as determinant of socio-economical relationships (Cairncross, 2001; Friedman, 2005). This dissertation aims to give a contribution to this debate, partially answering to the broad question “Does distance still matter?" and to draw possible policy implications. The purpose is to show the role of geographical distance in three different economic environments, characterized by diversified size of the unit of analysis. Results suggest that, even if at a global scale improvements in ICTs have changed the individual perception of the distance as deterrent in interactions, geographical space still maintains its relevance in defining local socio-economic relationships, increasing the role of cities and regions as the core of most of economic activities.

La tesi propone evidenze empiriche e teoriche sull’importanza delle abilità cosiddette non cognitive come elemento fondamentale del capitale umano individuale.
In particolare, ci si propone di discutere se, e in che portata, queste capacità relazionali incidano sulle performance lavorative e sulle decisioni concernenti la salute. La tesi propone le reti sociali, o “social networks”, come possibile misurazione di queste capacità interpersonali.
Il primo capitolo presenta una dettagliata rassegna della letteratura sulle abilità non cognitive, e sui loro effetti su salari e stato di salute, e discute l’appropriatezza dell’utilizzo delle variabili di “social networks” come misura per tali abilità.
Il secondo capitolo stima a livello empirico l’impatto delle capacità relazionali sui salari. Per una completezza di metodologia e per verificare la robustezza dei risultati, le stime vengono effettuate con diverse metodologie econometriche.
Il terzo capitolo analizza gli effetti di queste abilità sociali sul consumo di sigarette, e discute la loro importanza rispetto ad altri fattori rilevanti, come tasse e comportamenti dei genitori. Il capitolo applica diversi stimatori, lineari e non, ed esamina le differenze, in termini di grandezza e significatività statistica, nei risultati ottenuti. / This thesis provides further evidence on the importance of including non-cognitive and social skills as a component of individual human capital. In particular, it aims to assess whether interpersonal skills, measured through social network metrics, influence labour market and health attainment. The first chapter reviews the literature on non-cognitive skills and their impact on various outcomes, and discusses the use of social network metrics as measure of interpersonal skills. The second chapter empirically estimates the impact of these social skills on earnings. The effect is estimated comparing alternative empirical strategies to model social interactions, to fully examine the robustness and the meaning of the results obtained. The third chapter examines the effect of these skills on individual smoking behaviour over the young adulthood life. In particular, it examines the role of popularity and social skills on smoking decision, and compares the relative importance of these skills to other factors, such as cigarette taxes, and parents’ smoking behaviour. It also analysed the extent to which using non-linear estimators affects the significance and the magnitude of the effects of these factors.

All’interno del quadro teorico del Capability Approach ‘agency’ viene definito come ciò che permette agli individui di raggiungere i propri obiettivi. Quando il concetto di ‘agency’ viene studiato attraverso misure soggettive, insorge il problema delle preferenze adattive. Lo scopo di questa Tesi è di testare una metodologia che possa catturare la percezione individuale di ‘agency’ nelle diverse dimensioni che compongono la nostra vita, limitando i problemi di misurazione dovuti delle preferenze adattive. Per questo fine, ci affidiamo al ‘Relative Autonomy Index’. Inoltre, utilizziamo la metodologia di ‘Achoring Vignette’ per aumentare la comparabilità tra le percezioni dei singoli individui.
Nella prima parte, indaghiamo se il nostro metodo effettivamente riduce l’incomparabilità individuale attraverso uno studio pilota. I risultati dimostrano come il nostro metodo sia in grado di catturare differenze nel comportamento di risposta. Nella seconda parte, sulla base di una seconda raccolta di dati, applichiamo la nostra metodologia al fine di indagare l'impatto dei Gruppi di Acquisto Solidale sul livello di autonomia di un gruppo di produttori italiani. I nostri risultati indicano che il coinvolgimento con i Gruppi di Acquisto Solidale evita la riduzione dell'autonomia percepita dai quei produttori che non sono coinvolti con i Gruppi di Acquisto Solidale. / Within the Capability Approach, agency is one of the components that enable individuals to be empowered. When subjective measures are applied to the study of agency, the problem of ‘adaptive preferences’ arises. The aim of this thesis is to test a methodology that captures the individual perception of agency, while taking into account the bias coming from adaptive preferences. We rely on the Relative Autonomy Index to capture the individual’s agency in several dimensions. In addition, in order to increase the comparability between the individual’s perceptions, we employ the Anchoring Vignette methodology.
We investigate whether our methodology reduces the individual incomparability through a pilot study. The results of this preliminary exercises show that our methodology is able to capture dissimilarities in response behaviours. Through a second data collection, we apply our methodology in order to investigate the impact that the commercial relationship between Solidarity Purchasing Group and Italian producers has on the latter. Our findings suggest that the involvement in the Solidarity Purchasing Group has a mainly positive impact on producers’ level of autonomy, which remains at lower levels for producers that did not develop a relationship with the Solidarity Purchasing Group.

Previous issue date: 2006-05-23 / The strong growth of the Chilean economy in last the twenty years is related to the way the problems generated from the serious currency and financial crisis of 1981-84 were handled. The economic debate emphasized the responsible factors for the catastrophe, in special the unfortunate combination of the opening of the capital account, regulatory and institutional policies mistakes and deficiencies. Less attention was given to the management process and the overcoming of the crisis, based on the ample intervention of the public sector. The essay concentrates in the analysis of the state intervention towards the Chilean crisis, emphasizing its causes and discussing the instruments used and the incurred costs. It also sheds light on the conditions that had allowed the State s agility and the autonomy to distribute costs and concentrate losses, a process that differed from the stereotyped image of Chile as an omen of the Minimum State in Latin America / O vigoroso crescimento da economia chilena nos últimos vinte anos está ligado à forma como foram equacionados os problemas gerados pela grave crise cambial e financeira de 1981-84.

Taking the academic literature, the first chapter presents the structural changes through which have the industrial sector has passed in the world since the mid-seventies decade, the transformations of the productive paradigm and the origins of reorganization in Brazil. Previous issue date: 2007-05-18 / Based on the concept that Hugo Chávez s government of Venezuela has an economic policy in process and that the Venezuelan economy is markedly rentist, this research discusses the determining factors in the economic and political dynamics of Venezuela during the command of Hugo Chávez. The first chapter discusses the theoretical foundations for the development plan of Venezuela as proposed by Hugo Chávez s government, in particular the concept of Endogenous Development and its practical implications since 2003. First, the evolution of the debate about Latin American development is presented. It begins with the ECLAC s Structuralism theory in the nineteen forties and fifties; passing through the Dependency theory of the sixties and seventies; and, concluding with the discussion of the Endogenous Development concept, conceived during the nineties as a neostructuralist response to the Washington Consensus program. The first chapter also presents Rentist Capitalism and the Dutch Disease as characteristics of the Venezuelan economy. The second chapter discusses the historical importance of oil to the Venezuelan economy and its influence in politics, in particular with respect to the creation of PDVSA, the state-owned petroleum company. It poses the very social and economical history of Venezuela as the basis to the emergence and consolidation of Chavezism, and presents the three basic determining factors that brought Chávez to power: the crisis of the development model, which is not exclusive to Venezuela, but typical of nearly all Latin American economies; the exhaustion of the Rentist Capitalism model; and, the fatigue of the political pact that governed Venezuela for forty years. The third and last chapter is an attempt to comprehend Chávez s economic policy by presenting and discussing four distinct stages of the economic and political plan, from 1999 to present days. At first, the government program is analyzed. Next, the analysis turns to state control by the new administration, by way of the new Bolivarian Constitution of 1999 and the enabling laws of November 2001. The third stage is the government s political inflexion point and the conservative response represented by the oil companies strike. The last stage represents the controlled State, enabled by Chávez s strengthening with the end of the strike and, mainly, his victory in the referendum of 2004 / Com base na concepção de que o governo Hugo Chávez tem uma política econômica em processo e a economia venezuelana é marcadamente rentista, a pesquisa discute os determinantes da dinâmica econômica e política venezuelana no governo de Hugo Chávez. O capítulo tenta mostrar que a construção histórica e econômica da sociedade venezuelana foi fundamental para o surgimento e consolidação do chavismo. O capítulo apresenta o que consideramos os três determinantes básicos que levaram Chávez ao poder: além da crise do modelo de desenvolvimento, que não é exclusivo da Venezuela, mas é uma característica de quase todas as economias latino-americanas, o esgotamento do modelo de capitalismo rentístico e do pacto político que governou a Venezuela por quarenta anos. Por fim, o terceiro capítulo é uma tentativa de entender a política econômica chavista com base na apresentação e discussão de seu projeto político-econômico em quatro momentos distintos, de 1999 até os dias de hoje. No primeiro momento, é analisado o programa de governo. Em seguida, o controle do Estado pelo novo governo, por meio da nova constituição de 1999 e das leis habilitantes. State acts in the Brazilian economy. With this purpose, initially is characterize the financial
supremacy and understood how this is part of the own logic of the capital, using the Marxist
concept, in which the financial capital is the most perfect form of the capital, apparently with
the financial capital disengaged in relation with the productivity range. This way, the financial
supremacy can be characterize by the own necessity of capital reproduction, that after strong
accumulation in the decades of 60´s and 70´s demands new ways to reproduce itself. This
stimulated a growing diversification of financial instruments, the emerging of new agents
with the ability of concentrate capital, deregulation, liberalisation, and changes in the financial
intermediation on the markets, besides the financial and commercial globalization. The Latin-
American countries became part of this movement through the reception of capital flows, that
were sent toward those countries considering the excess of international liquidity and the own
necessity of reproduction of the capital, and form a huge public debt. This phase of capitalism
produced deep changes in the National States action and in Latin America that was felt
through the adoption of the neo-liberalism. In Brazil, those changes occurred together with the
crises of the State that previously had a very strong participation in the economy and that
could not deal with the priorities of the elite that were now align with the movements of the
national and international financial capital. This way, it is analyze the adoption of the
neoliberalism and the measures that came together with it as privatization, financial and
commercial opening and the used of liberal economic policies. The financial supremacy of the
economy deeply changed the State intervention previously more attached with productive
gains and that now stand back from the direct intervention in the economic growth. Those
changes can be clearly seen through the evolution of the State budget execution that
previously spend a lot in investments and in activities connect with the national development,
as in industry, services and commerce, energy, transport and during the 90´s and 00´s reduced
the expenses on those and increase the expenses attached with the financial market, as the
payment of interest and redemption of the public debt. Analyzing the budget execution
through charges group or functions shows this same shift. This way, the financial supremacy
guide on the beginning of this XXI century the priorities on expense and all sort of policies
made by the Brazilian National State / Esse trabalho tem como objetivo analisar como a financeirização modificou a inserção
do Estado brasileiro na economia. Com este intuito, busca-se primeiramente caracterizar a
financeirização e compreender como esta faz parte da própria lógica do capital partindo da
concepção marxista na qual o capital portador de juros se posta como a forma mais bem
acabada do capital, com aparente desprendimento do capital financeiro com relação à esfera
produtiva. Assim, a financeirização caracterizar-se-ia pela própria necessidade de reprodução
do capital, que após forte acúmulo nas décadas de 1960 e 1970, demanda novas formas de
reprodução. Isto impulsiona a crescente diversificação dos instrumentos financeiros, o
surgimento de novos agentes capazes de concentrar capital, desregulamentação e
desintermediação dos mercados, além da globalização financeira e comercial. Os países
latino-americanos foram inseridos nesse movimento por meio do fluxo de capitais fornecidos
justamente pela excessiva liquidez internacional à época e pela necessidade de reprodução
desse capital e que gerou um forte endividamento público. Esta fase do capitalismo gerou
profundas mudanças na forma de atuação dos Estados Nacionais, o que se fez sentir nos
países latino-americanos por meio da adoção do neoliberalismo . No Brasil tal movimento
ocorreu em meio à crise do Estado desenvolvimentista, que não poderia mais abarcar os
interesses da classe dominante. Estes agora estão organizados em torno dos ganhos
financeiros nacionais e mundiais. Assim, analisa-se a adoção do neoliberalismo e as medidas
adotadas, tais como a abertura financeira e comercial, além da privatização e da adoção de
políticas econômicas liberais todas as transformações criavam mecanismos para reprodução
do capital financeiro. A financeirização da economia modificou plenamente a atuação do
Estado, antes desenvolvimentista e atrelado a ganhos produtivos, que se afastou da
intervenção direta no crescimento econômico. Tais mudanças tornam-se claras quando se
analisa a evolução da execução orçamentária do Estado, que antes mostrava grandes gastos
em investimento e em funções ligadas ao desenvolvimento tais como indústria, comércio e
serviços, energia, transportes e ao longo das décadas de 1990 e 2000 vai paulatinamente
reduzindo o dispêndio nesses e eleva os gastos atrelados ao setor financeiro, com pagamento
de juros e amortização da dívida pública. Tanto a análise por meio dos grupos de despesa
quanto por função mostram esse mesmo resultado. Tem-se, então, que a financeirização pauta
nesse início de século XXI as prioridades nos gastos e em toda sorte de ações realizadas pelo
Estado Nacional brasileiro

from the recovery of the debt crisis in middle of the 1980s. The developed analysis was given
around three main controversies: the causality between international trade, particularly
exports, and economic growth, the paper of the diversification of the exporting guideline in
this process and the different effect of the ore exports and industrial goods. For this purpose,
the econometrical instrument of time series was used, such as Error-Correction Vector (VEC)
and cointegration techniques. The estimation results suggest an export-led growth model, as
well as evidence of productivity-enhancing effects of industrial exports and of productivity
limiting effects of ore exports. The continuous growth of the Chilean economy, based in the
exporting sector intensive in natural resources and the stability that the economy presented,
even during the turbulent decade of 1990 makes Chile an important object of study for the
relations between international trade and economic growth / O presente trabalho busca investigar o impacto das exportações no crescimento econômico
chileno a partir da recuperação da crise da dívida em meados dos anos 1980. A análise
desenvolvida deu-se em torno de três polêmicas principais: a causalidade entre comércio
exterior, particularmente as exportações, e crescimento econômico, o papel da diversificação
da pauta exportadora neste processo; e efeitos possivelmente diferenciados das exportações de
minérios e bens industriais. Para tanto, foi utilizado o instrumental econométrico de séries
temporais, como Vetor de Correção de Erros (VEC) e técnicas de cointegração. Os resultados
estimados levam a sugestão de um modelo liderado por exportações, assim como a evidências
de que as exportações de produtos industriais promovem ganhos de produtividade, enquanto
as de minérios limitam os ganhos de produtividade. O contínuo crescimento da economia
chilena, baseado no setor exportador de produtos intensivos em recursos naturais e a
estabilidade que a economia apresentou, mesmo durante a conturbada década de 1990, fazem
do Chile um importante objeto de estudo para as relações entre comércio exterior e

the relationship between deficit public, the growth of the public debt, and its
implications of the economic activity. The stabilization of the Brazilian economy was
followed by deterioration of public finance which the outcome was a severe fiscal
disequilibrium and a rise of tax that is not compatible with sustainable economic
growth. During the analyzed period, the government through central bank raised
interest rate in order to avoid speculation attack against real, in order to limit the
devaluation of real, avoiding the so called cost inflation, in order to attract capital
inflows to finance the balance of payment, in order to control inflation by reducing
consumer expenditure, and the investment expenditure as a result decreasing
aggregate demand. The interest rate determined by central bank s reaction raising
the finance cost to the government who is the big debtor. This economic policy of
high interest rate does not estipulate the economic growth. Besides the maintenance
of high interest rate generates volatilities on fiscal budget weakening the government
policies against crisis. As government faces difficult time that obligates to raise
interest rate the impact on public account is immediately validating the expectation of
higher debt since important size of debt relies on the interest rate (Selic), due to
maturity shortens and concentration of debt payments. Therefore, the higher the cost
of debt on public deficit leads to a smaller impact on aggregate demand and
correspond to an increase in the ratio of public debt to gdp, since a good portion of
Brazil s debt is denominated in interest rate, representing a source of uncertainty to
the economic players which demand a higher risk premium to hold public bonds. In a
fiscal policy regime that keeps constant the level of the primary surplus, a financial
shock may put the debt ratio along an unstable path and the economy may fall in a
bad equilibrium which a negative impact on employment and economic activity / O objetivo deste trabalho é analisar, sob uma perspectiva keynesiana, a interrelação
entre o déficit público, o crescimento da dívida pública e seus reflexos na
atividade econômica. A estabilização da economia brasileira foi marcada por um
agravamento das finanças públicas cujas conseqüências foram um desequilíbrio
fiscal crônico e um aumento da carga tributária incompatível com o crescimento
sustentável. Ao longo do período analisado, o governo, via BACEN, elevou as taxas
de juros, ora para evitar o ataque especulativo contra o real, ora para limitar a
desvalorização do real, evitando a inflação de custo, ora para atrair capital externo
para financiar o saldo em conta corrente da balança de pagamento e ora para
combater a inflação, reduzindo o consumo e o investimento e, conseqüentemente, a
demanda agregada. A taxa de juros determinada pelo BACEN implica um custo
financeiro para o governo, que é o grande devedor. Esta política de juros altos não
incentiva o crescimento econômico e torna as contas públicas mais vulneráveis às
crises. Caso o governo venha a enfrentar uma dificuldade conjuntural que o obrigue
a elevar os juros, o impacto nas contas públicas é imediato, devido à indexação dos
títulos públicos à taxa de juros, ao encurtamento dos prazos da dívida e à
concentração de vencimentos em poucos dias. Nesse sentido, quanto maior a
composição financeira do déficit público, menor será o seu efeito na demanda
agregada e maior seu impacto na dívida pública interna, representando uma fonte de
incerteza para os agentes econômicos, que passam a demandar um prêmio de risco
maior para carregar os papéis do governo, com reflexo negativo para o emprego e
atividade econômica

Previous issue date: 2008-10-27 / The intention of the work is to characterize the evolution and the impact of the Direct Foreign Investment (IDE) in the Brazilian economic development. The period delimited for the analysis is the years between the decades of 1950 and 1990. Considering the boom in the flow of IDE directed to the Brazilian economy in recent years, it was searched to collate the different presented periods, in order to investigate the contribution of these resources in the different cycles of economic development of Brazil / O propósito do trabalho é caracterizar a evolução e o impacto do Investimento Direto Estrangeiro (IDE) no desenvolvimento econômico brasileiro. O período delimitado para a análise são os anos compreendidos entre a década de 1950 e de 1990. Considerando-se o boom no fluxo de IDE direcionado à economia brasileira no período recente, buscou-se confrontar os diferentes períodos apresentados, a fim de investigar a contribuição desses recursos nos diferentes ciclos de desenvolvimento econômico do Brasil
