Siekiant skatinti valstybės tarnautojus vadovautis nustatytais etikos standartais, užtikrinti etišką jų elgesį profesinėje veikloje, užkirsti kelią etinių problemų atsiradimui ir plitimui valstybės tarnyboje, reikalinga vadybinė perspektyva, t.y. etikos valdymas, padedantis pasiekti aukštesnių elgesio standartų, kelti valstybės tarnautojų profesionalumo lygį, didinti visuomenės pasitikėjimą valdžia ir jos institucijomis, formuoti teigiamą valstybės tarnybos įvaizdį. Darbe analizuojama etikos valdymo problematika bei tobulinimo galimybės Lietuvos valstybės tarnyboje. Darbo tikslas – išanalizuoti etikos valdymo priemonių sklaidą ir jų realizavimą Lietuvos valstybės tarnyboje. Tikslui pasiekti keliami šie uždaviniai: apibrėžti etikos sampratą mokslinių diskursų kontekste, atskleidžiant jos svarbą valstybės tarnyboje; įvardinti etikos valdymo priemones, padedančias užtikrinti nustatytų etikos standartų laikymąsi valstybės tarnyboje; įvertinti etikos valdymo institucinę ir įstatyminę infrastruktūrą Lietuvos valstybės tarnyboje; atskleisti etikos valdymo tobulinimo galimybes Lietuvos valstybės tarnyboje. Darbe naudoti metodai – mokslinės literatūros, teisės aktų ir dokumentų analizė bei kokybinis tyrimas – pusiau struktūruotas interviu. Atliktas tyrimas atskleidė, kad Lietuvos valstybės tarnyboje etika užtikrinama teisiniu reglamentavimu, institucine priežiūra, įvadiniu valstybės tarnautojų mokymu. [toliau žr. visą tekstą] / In order to induce state servants to follow the established standards of ethics, to guarantee their ethical behavior in professional activity, to prevent the emergence of ethical problems and their spread in state service, managerial perspective is necessary, i.e. ethics management, which helps to achieve higher standards of behavior, to raise the level of professionalism of civil servants, to increase public confidence in the government and its institutions, to form positive image of state service. The increasing usage of personal computers and Internet in organizations made it possible to create, edit and share various documents between different employees of the organization. However, document management becomes very troublesome, especially if several employees can contribute changes to a singe document: it is very hard to locate latest document version, or determine which changes to the document were made by which employee. Document management systems are aimed to solve these problems. However these systems often are highly specialized and very costly to implement, or they are general-purpose and hard to customize and apply to organization business domain. Inabilities to customize often arise from strict and inflexible metadata model, used in document management system. The aim of this work is propose abstract document metadata definition and processing model, based on XML data definition language and concept of XML data processing pipeline. The proposed model is general-purpose and highly flexible at the same time, enabling to apply model to any business domain and customize it to reflect any features specific to this domain.

Document management systems allow organizations to have greater control over the lifecycle of documents from creation through review, storage, retrieval and dissemination all the way to their destruction. Document management provides greater efficiencies in the ability to classify and reuse information. This document deals with issues of storage and retrieval processes of text documents in document management systems. Main focus is made on choosing an effective document format, means and methods for storing and retrieving documents. The paper suggests using XML as the base document format and relational database management system as backend storage of the document management system. A new modification of the standard Edge method for storing and retrieving XML documents from relational database management systems is introduced and the results of its performance experiment are presented. The experiment proves the performance superiority of the modified Edge method over its standard analogue.

Appropriate information in time has developed to a main business resource and requires the same professional management as conventional means of production. However, the huge supplies as well as the customary decentralized storage are aggravating the effective handling of information. Content management approaches to unify the administration of relevant information. There are developing a vast number of software products which aim to apply this concept. However, a clear definition of content management does not exist and thus, the market offers a variety of solutions. This master thesis analyzes content management systems which represent different aspects of content management, such as Web content management, collaboration in Intranets or management of multimedia. As a basis, general comparison criterions are developed, which orientate to the content life cycle. Examples of application areas for each system conclude the comparison.

Master`s Theses inspect on the process of social education as strategic alteration management. The motivation of law basics of students was investigated. The methodogical material which is appointed to juridical education is collected and analysed. The analyses of SWOT juridical basics teaching is made. One project „The prevention of „Elimination“ from comprehensive school system in Siauliai education institutions“ which is carried out by Siauliai municipality is analysed as one of social educational means. The principal theses of Master Work are: juridical education – civic and social part of education, which includes different age stages; presentation of juridical information on time, the development of juridical awareness and development of this process – fundamentals of juridical education of society; timely offering of juridical information and the development of juridical awareness is an important part of andragogics; it is essential to refer to active teaching approaches and methods in teaching juridical basics, to analyze practical situations, which help not even to gain juridical knowledge but also acquire critical thinking and social skills; it is neccessary to instruct educators who are capable to do skillful work with Elimination risk and second chance students; it is neccessary to create the surrounding to study which is psychologically appealing, to give help to initiate the motivation level in studying.

Šiame darbe nagrinėjama įmonių verslo plėtros galimybės koncentruojantis į gamyboje naudojamų įrengimų atnaujinimą, naujų pažangių technologijų įsigijimo savinimą, Kokybės valdymo ir aplinkosaugos sistemų įsisavinimą. Tyrimui naudota mokslinės literatūros, ūkinės patirties ir statistinių duomenų analizė. Ekonominiai duomenys analizuoti matematinės statistinės analizės metodais, santykinių dydžių skaičiavimo, palyginimo, vidutinių dydžių skaičiavimo, grafinės išraiškos ir kitais. Analitinėje dalyje analizuota įmonės gamybinės bei ekonominės veiklos raida, valdymo organizacinė struktūra bei jos tobulinimas, vadovaujantis UAB „Plungės lagūna“ finansinės atskaitomybės duomenimis. Taip pat nagrinėta, kokią turės įtaką pelningumui bei konkurencingumui gamybos modernizavimas. Remiantis šios analizės duomenimis, atlikta įmonės būklės analizė, įvertinta dabartinė rinkos tendencija, numatyta verslo plėtros strategija, įvertinus įmonės strateginės situacijos analizę, vizijos – misijos suformulavimas ir tikslų bei priemonių ir uždavinių nustatymas jiems pasiekti. Susiduriama su moksline problema, išreikšta vienu iš darbe nagrinėjamų klausim�� - kaip atlikti valdymo kokybės, veiklos pasiekimų sisteminį įsivertinimą, siekiant ikimokyklinio ugdymo mokyklos „Ežerėlis“ valdymo tobulinimo? Darbe keliamas tikslas - atlikti ikimokyklinio ugdymo mokyklos „Ežerėlis“ valdymo įsivertinimo analizę. Taikyti metodai: mokslinės literatūros analizė, dokumentų turinio analizė, anketinė apklausa. Parengtas vadovo vadybinės veiklos ir ikimokyklinio ugdymo mokyklos veiklos rezultatyvumo vertinimo modelis yra adaptyvus mokyklos vadovų vadybinės veiklos vertinimo kriterijams ir ikimokyklinio ugdymo mokyklos vidaus audito metodikai, adekvatus mokyklos veiklos pobūdžiui ir atitinka esamas vidines ir išorines aplinkybes. Atliktas įsivertinimo tyrimas pagal vertinimo modelį padėjo pagrįsti vadovo ir ikimokyklinio ugdymo mokyklos „Ežerėlis“ veiklos faktus pagal keturis vertinimo lygius, nustatyti vadovo ir ikimokyklinio ugdymo mokyklos „Ežerėlis“ valdymo atitiktį vadovo kvalifikacijos kategorijai. / The work is based upon systematic attitude theory which assists in showing, analysing and disclosing as well as evaluating the pre-school education school's areas of evaluation and their totality. Scientific problem is encountered, it is expressed in one of the matters analysed in the work - how to perform systematic self-assessment of management quality and achievements in seeking to improve management of pre-school education school "Ezerelis". Aim of the work is to perform analysis of management self-assessment of pre-school education school "Ezerelis". Methods applied: analysis of scientific literature, analysis of document contents, questioning survey. The performance result assessment pattern, prepared for managerial activity and pre-school education school is adaptive as school management's activities evaluation criteria and pre-school education school internal audit methods, adequate to school activities character and is in line with existing internal and external circumstances. 4 areas, 20 criteria, 64 indices and 198 illustrations of the model make management self-assessment system of prie-school education school "Ezerelis". The self-assessment research according to assessment model assisted in basing the facts of activities of pre-school education school "Ezerelis" and its manager in accordance to four evaluation levels and finding adequacy of pre-school education school "Ezerelis" and its manager with his/her qualification category.
