It argues that since the Constitution of the Republic of South Africa Act no 108 of 1996 has given everyone the right to use the language of his or her choice, all official languages must be used equitably in conflict resolutions in divorce discourse in both traditional and government courts. Most of the Vhavenḓa, especially the elderly, cannot speak more than one official language and this is relevant in conflict resolution. This thesis contends that conflict resolution in divorce discourse is mainly dominated by English and Afrikaans while Tshivenḓa as well as sign language is not used. Instead of enjoying the freedom of utilizing Tshivenḓa as a spoken official language as used by the court interpreter. Therefore, this thesis argues that time has come that government courts accord equal status to all official languages and that Tshivenḓa language should be utilized as English and Afrikaans in conflict resolution in divorce discourse. / African languages / D. The library as place : a study of the experiences and perceptions of community libraries users in the Moretele Local Municipality

Bibliography: leaves 97-104 / In this dissertation I examine the public's use of two community libraries in the Moretele local municipality. My research focused on who uses the libraries, for what purpose the libraries are being used, and patrons’ perceptions of the libraries. Data was collected using three methods namely interviews, observations in the form of seating sweeps and written patron surveys. The data collected show that the libraries play an important role in the information and social needs of the communities. They are highly valued for the resources they provide such as study space, books and photocopiers. The libraries are also greatly utilised by local communities, especially UNISA students, and function as public and third places. As public spaces they offer the community a space to meet, work together and discuss issues that are of importance to the community. As third places, the libraries offer ideal places for people, especially the youth, to play and socialise. Promoting the rehabilitation of juvenile offenders in selected South African correctional schools : a wellness perspective

Text in English, with abstracts and keywords in English, Sesotho and Afrikaans / The purpose of the study was to investigate and explore how rehabilitation and wellness of juvenile offenders in selected South African correctional schools can be promoted. A wellness model that can be used to promote the wellness of juvenile offenders was proposed based on the findings of the study. The researcher used the wellness, ubuntu and bio-ecological theories as theoretical frameworks to guide the study. These theories helped the researcher to understand how the promotion of wellness among juvenile offenders can facilitate effective rehabilitation and, ultimately, offender reintegration into society. The interpretive paradigm was employed to understand the experiences and views of juveniles as well as teachers and heads of schools who were directly involved in the rehabilitation of juvenile offenders. The study used the qualitative research method in which open-ended questionnaires were used to collect data from juveniles and teachers whereas semi-structured interviews were to collect data from heads of schools. Participants were purposefully selected to ensure relevant data was gathered. Twenty-one juveniles, twelve teachers and seven heads of schools took part in the study. Participants were drawn from four provinces and seven schools. Data were analysed qualitatively through coding, categorising and developing themes. Themes that developed from data interpretation were used as headings for the findings in each wellness dimension. Themes that developed from the study revealed that schools were making a great effort to promote the wellness of juvenile offenders. Great strides were made especially in promoting the wellness of juvenile offenders through the involvement of different stakeholders although this was inadequate. Schools were facing challenges such as lack of resources, shortage of skilled personnel as well as inadequate stakeholder involvement. Text in English with abstracts and keywords in English and Setswana / Aim: The purpose of the research was to determine the magnitude and factors associated with gestational diabetes mellitus (GDM), and to explore the experiences of gynaecologists/obstetricians and midwives in the monitoring and prevention of GDM- related adverse maternal outcomes in order to propose best practice guidelines which may be implemented to overcome the problem. Methods: A concurrent mixed methods design was used. Participants for the quantitative study were selected using systematic random sampling, with purposive sampling being used for the qualitative part of the study. A total of 2000 medical records were reviewed using a checklist, in addition to which 7 gynaecologists/obstetricians and 12 midwives were interviewed using an in-depth interview guide. Descriptive and inferential statistics were used for the quantitative part, while Colaizzi’s manual qualitative data analysis method wasused for the qualitative part of the study. Findings: The magnitude of GDM was found to be 2.2%. Age and family history of diabetes mellitus were found to be factors associated with GDM (at p < 0.001). Other factors such as obesity, previous GDM, previous history of fetal macrosomia and multiple gestations were identified by respondents as factors related with GDM. In addition, the study explored the experiences of health professionals (HPs) in the monitoring and prevention of adverse maternal outcomes related to GDM, with the results showing some differences in screening and diagnostic techniques. It was also shown that lifestyle modification (physical exercise, diet management) and medication were utilised for managing women with GDM. In this regard, all the HPs agreed that creating awareness is the best intervention for preventing GDM as well as its adverse maternal outcomes. Conclusions: The magnitude of GDM is increasing, and much needs to be done to draw attention to the burden that GDM places on the health of pregnant women and the public. Since GDM is not considered a public health problem, little is being done to monitor the condition and its adverse maternal outcomes. Teachers' perceptions on ICT integration in the classroom : a case study of secondary schools in the Potgietersrus Circuit, Limpopo Province

Abstracts in English, Sotho and Afrikaans / The impact of Information and Communication Technologies on all spheres of life, whether it is for educational, corporate, government or social purposes is undeniable. From an educational point of view, the South African Department of Basic Education acknowledged the impact that ICT has on teaching and learning in the classroom by introducing ICT in the education system. However, ICT integration in South African schools is still in its infancy especially in most rural schools. The phenomenological, qualitative research study employed a case study as its research design, employing the connectivism theory as the theoretical framework. The theory that underpinned this study was the connectivism theory. The research was performed with a sample of six purposively selected teacher-participants. Semi-structured interviews and non-participant observation were the methods of data collection. The aim of conducting the semi-structured interviews was to determine the teachers’ perception on the integration of ICT as a tool to enhance teaching and learning. The non-participant observation assisted in corroborating the data collected from the interviews. The research data collected were studied, analysed, explained and validated. The findings indicated that the integration of ICT is still at its infancy and though the teachers viewed ICT as a valuable tool to enhance teaching and learning, they emphasised the enormous work that needs to be done by the Department of Basic Education in ensuring the full integration of ICT in the schools. Findings of the study highlighted the challenges that teacher’s experience that hindered the proper integration of ICT in schools. Uit 'n opvoedkundige oogpunt, het die Suid-Afrikaanse Departement van Basiese Onderwys die invloed van IKT op onderrig en leer in die klaskamer erken deur IKT in die onderwysstelsel bekend te stel. IKT-integrasie in Suid-Afrikaanse skole is steeds in sy beginfase, veral in landelike skole. Hierdie fenomenologiese, kwalitatiewe navorsingstudie het 'n gevallestudie as navorsingsontwerp en die konnektivisme teorie as teoretiese raamwerk gebruik. Die teorie wat die studie onderskryf het, was die konnektivisme teorie. Die navorsing is met 'n steekproefneming van ses doelbewus gekose onderwyserdeelnemers uitgevoer. Abstracts in English, Afrikaans and Xhosa / Non-governmental organisations (NGOs) play an important and growing role within the global economy and towards public good. Given the escalating economic and social significance of NGOs, the practical importance of being able to demonstrate their accountability in a robust and comprehensive manner is increasingly being recognised. Perhaps surprisingly, the ability to demonstrate their non-financial accountability is also becoming increasingly important. However, various institutional logics have shaped the face of NGOs’ work, as well as their reporting and their accountability mechanisms. This study therefore examined annual reports of sampled NGOs within Namibia and analysed various institutional accountability logics that shape accountability and reporting in the sector. Extending the literature on accountability logics of NGOs to include local regulations logics, financial and non-financial logic and integrated reporting logic, the study adopted a qualitative illustrative case study of the HIV and AIDS sector in Namibia. To this end, it used 13 purposively selected NGOs, subjecting their documents to analysis and through the conducting of interviews to build both theory and practice. The data were then analysed using content analysis to theme the findings towards the novel contribution it was intended to make. The findings of the study are analysed and interpreted through the lens of the institutional logics theory. The findings indicated that, currently, NGOs do not disclose decision-useful information suitable for all major groups of stakeholders. It is clear from the study that funder and local context regulation logics are the dominant logics in shaping the accountability mechanisms of NGOs in Namibia. The results have an implication for understanding the reporting systems of NGOs, particularly in developing countries such as Namibia. It is argued that extended accountability logics, such as local accountability, financial and non-financial and integrated reporting, are emerging in the NGO sector. / Nie-regeringsorganisasies (NROs) speel 'n belangrike en groeiende rol in die globale ekonomie en in openbare belang. Towards pro-conservation attitudes and behaviour by local communities bordering protected areas in South Africa

Biodiversity must be conserved while improving community wellbeing. An increased understanding of key influences on pro-conservation attitudes and behaviour is essential for the future of successful conservation and the creation of realistic solutions for poor communities. Knowledge gaps exist regarding intangible benefits and losses, as well as the relationship between benefits, losses and pro-conservation attitudes and behaviour. Furthermore, there are less qualitative studies in this field than quantitative, nor are there many that include the perspective of park staff. This research followed a novel comparative multiple-method qualitative approach, using contrasting case studies and borrowing from grounded theory. Three nature reserves were selected, each involving two constituencies – (i) the local community and (ii) protected area staff. Individual interviews, focus group interviews, mapping, and adapted nominal grouping technique were used to collect data. The data were first analysed question-by-question for each case study, followed by cross-case analysis which resulted in meta-themes for each research objective. In each case study, benefits and losses were ranked to indicate their level of importance. Key tangible benefits were employment, access to natural resources and support for schools. Intangible benefits drew less focus, but comprise key influences, such as visiting the park, environmental education, information dissemination, and involvement. Key losses were lack of/limited access to the reserve as visitors, insufficient employment, fear of wild animals and lack of involvement/interaction. Findings indicate that communities have a range of responsibilities towards the reserve (some of which are self-imposed), and a strong sense of custodianship. Exclusion from responsibility led to negative attitudes. Good relationships resulted in fewer poaching incidents, although locals are hesitant to report subsistence poaching. Areas of non-alignment between the perceptions of both constituencies highlight areas for rectification, such as parks acknowledging the losses perceived by communities; knowing which benefits are most important to communities; and highlighting benefits not mentioned by communities. The meta-themes were used to construct a data-derived ‘Theory of Influences on Pro-conservation Attitudes and Behaviour’, which indicates how relationship is shaped by benefits, losses, detractors and facilitators; and includes solutions to increase positive attitudes. To drive practical application of the theory, recommendations for park managers and local communities are provided. Finally, this study was integrated with existing literature to develop the ‘People-Parks Win-Win Framework’ – a comprehensive representation of the influences on people-park relationships – which has not been done before. The study makes methodological, theoretical and practical contributions. The application of the modified crude settleable dust approach as a viable asbestos mineral test method

Asbestos is one of the fibrous silicate minerals that was mined predominantly in some regions of Limpopo, Mpumalanga and Northern Cape provinces in South Africa. Despite the cessation of asbestos mining due to associated human health effects in 2002, there is still a concern about possible environmental exposure to asbestos fibres. A single asbestos fibre is made of millions of microscopic needle-like fibrils which break easily to produce inhalable size fractions that are reported to cause lung diseases. The main source of asbestos fibres in former mining areas is asbestos mine dumps and asbestos contaminated surface soil. Asbestos mine dumps in Limpopo Province are partially rehabilitated, while in Mpumalanga Province they are not rehabilitated and all these dumps are now under the care of government because the original owners have abandoned them. The settleable dust is the first indicator of airborne dust pollution and the rate of settleable dust rates was used to select the sites to be monitored. A pilot study was conducted to test the performance of the ASTMD1739:1998 and ASTM D 1739:1970 methods. The method was further modified and optimized to measure asbestos load in settleable dust samples. A total ten sites located around vulnerable human settlements that are in close proximity to the abandoned asbestos mine dumps were chosen in Mpumalanga and Limpopo Provinces respectively. Airborne, surface and trapped dust samples were collected once a month around human settlements that are in close proximity to the abandoned asbestos mine dumps from April 2016 to June 2017. Airborne dust samples were collected using the official settleable dust monitoring method, the general particulate matter E-sampler and the official asbestos Air-Con 2 sampler. Surface dust was collected outdoors around the settleable dust collection units using a brush and dust pan and was stored in labeled zipper bags made of plastic material. Trapped dust samples were collected using sticky tape both indoors and outdoors around the window panes, on surfaces of furniture and on windscreens of old cars and were stored in labeled closed containers. Surface soil samples were also screened with the hand held asbestos analyser before collection. The samples were extensively and carefully prepared and handled to avoid or minimize cross contamination using standard laboratory methods and were analysed using calibrated analytical instruments. An adapted method (ASTMD 1739:1970) was used to determine the presence of asbestos hazard in a form of mineral count. This method was also used for the identification of asbestos and other minerals in different dust samples using the XRD technique. Physical features of all minerals such as the shape, size and type were also determined as part of the characterization process using the SEM-EDS technique. The ASTMD1739:1998 method gave rise to higher retention of settleable dust, hence it was found to be more efficient. Unfortunately, this best performing method is not legislated or regulated by the government. This researcher concludes that the reasons could be due to the different shapes of the windshield designs (which means the different designs of windshields) at may make it difficult to standardize and control. However, this information gap provides an opportunity of a longer focused study of this method with the intention of finding a standardized windshield design that could be recommended for use in the country. Secondly, the units that had both water and algaecide gave rise to higher settleable Mpumalanga. Three exceedances of 600 mg/m2/day of residential limit regulated through National Dust Control Regulation no.28 of 2013 presented in decreasing order in Limpopo were 2724 mg/m2/day at Site E, 1638 mg/m2/day at Site D and 834 mg/m2/day at Site B in the same month of March 2017 . The XRF data of metal oxides, including these top three [Si(IV)O2, Fe2(III)O3 and Al2(III)O3], confirm the dominance of silicate minerals in surface dust samples from both provinces. The XRD mineralogy data from filtered settleable dust show the dominance of the amphibole asbestos particulates ranging from 18 to 56 % in Limpopo province and 2.0 to 3.0 % in Mpumalanga province. Low presence of serpentine minerals with the highest being 2.0 % and 7.0 % in Limpopo and Mpumalanga provinces respectively. About 8.0 to 43 % of amphibole asbestos minerals were measured on trapped dust in Limpopo together with zero detection of serpentine. No asbestos minerals were detected on trapped dust from Mpumalanga, despite the close proximity of the unrehabilitated asbestos mine dumps All airborne asbestos fibres that were captured on the filter substrates were a bove the limit value of 100 f/mL of air. The highest airborne asbestos fibre and concentration counts m easured were 40 fibres and 0, 00434 f /mL concentration in October 2017 at Site A. The second highest fibre count concentration was measured in June with 0,00287 f/mL at Site A in September 2017 and 0,01085 f/mL at the Site D in June 2017 monitoring sites. Again, the highest in June 2017 with 0,00125 f/mL for Site A for Limpopo Province. In Mpumalang a the lowest asbestos fibre concentration which are be low the OHSA no. 39 of 1993 and MDHS 39/ 4, 1995 0.1 f/mL and 100 f/mL However, from the safety perspective all asbestos fibres or minerals inhaled are a hazard to human health. The study established that the adapted asbestos mineral count method succeeded in identifying and quantifying the asbestos minerals that existed in the settleable dust samples from the study areas. These outcome s were successfully validated with the test undertaken using both the officially (Air Con 2 sampler) and unofficial (E sampler) recognized method of asbestos fibre count. The adapted mineral count method provides the research community with an alternative, cost effective and user friendly method of analysis. Also, the validation method s gave additional new information. Of a total of 120 of ex- posed filter papers used in the official asbestos fibre Air Con 2 sampler, 28 filters had positive presence of asbestos fibres, making it 23 collection efficiency And of the 100 exposed filt er papers used in for E samplers, only 8% collection efficiency was recorded. The results means that the official asbestos fibre Air Con 2 sampler has 23 more collection efficiency than the general particulate matter E sampler for air- borne asbestos monitoring. The impact of these results could also be that a general particulate matter high volume sampler c ould still be used for asbestos fibre monitoring in the absence of a specific and selective Air Con 2 sampler, as long as the user appreciates abo ut 23 collection deficiency. These findings go a long way in helping to make air quality research domain accessible. Since the ASTM D1739:1998 method has been found to perform better than the officially recognized method, this study recommends that the regulators of air quality in the country consider it. But, the method will first require some improvement and standardization particularly the different wind shield designs before it could be officially accepted as the method of collection and analyses for settleable dust.
