Charles A. Moose: Race, Community Policing, and Portland's First African American Police Chief

In 1993, Charles Moose became Portland, Oregon's first black police chief. A nationally recognized student of the developing theories of community policing, Chief Moose's promotion was also hoped to help strengthen the diversity of the Portland Police Bureau. Ultimately, Portlanders were unable to look past Moose's public outbursts and demeanor and recognize his accomplishments. As a city, they missed an opportunity. This thesis uses transcripts of speeches and policy papers to present some political history to the reader, but also letters to the mayor's office, letters to the editor and the like to consider the social history of 1990's Portland. Some specific touchpoints of Moose's administration are considered, including when he and his wife Sandy moved to the King Neighborhood, the Daniel Binns birthday party and the resulting march on Moose's home, his outburst at the City Council, and other examples of his legendary anger. Moose's role in gentrification, and the policies he created for the Portland Police Bureau to lead that charge will not be ignored. All the while, the context of Oregon's racist heritage is forefront in this paper. By 1999, Charles Moose had left the bureau and accepted a job in Maryland. He was selected for many of the accomplishments that the Portland public had criticized him for. Ultimately, this study will show that Portland missed an opportunity to discuss how they wanted to be policed, and what philosophies they wanted their enforcers to personify.

台灣金融檢查原由財政部金融局、中央銀行金融業務檢查處及中央存款保險公司以分工方式辦理,後為求檢查標準一致,於2004年7月移撥各金檢單位人力,成立行政院金融監督管理委員會檢查局,統籌辦理金融檢查相關事宜,台灣金融檢查邁入一元化時代。檢查局成立迄今已近七年,現行金融檢查一元化制度是否有調整或檢討之處?本文研究目的將針對台灣現行金融檢查一元化制度之運作情形予以分析,探討以下問題。一、對金融檢查「一元化」情形之探討;二、一元化對金融檢查任務影響之探討;三、一元化對檢查後導正措施影響之探討;四、一元化金融檢查對金融機構成本負擔之探討,並進一步訪談金融機構主管及資深金融檢查人員,提供具體建議供台灣日後檢討金融檢查一元化制度之參考。 / The on-site examinations of financial institutions in Taiwan were carried out by three different agencies - the Ministry of Finance (Bureau of Monetary Affairs), the Central Bank (Department of Financial Inspection), and the Central Deposit Insurance Corporation. For consistent standards of financial examinations, the Financial Supervisory Commission Financial Examination Bureau (FEB) was then set up on July 1, 2004, with examiners came from these three agencies. The FEB is responsible for examining financial institutions and examination connected therewith. The financial examination system in Taiwan is then in unified era. The FEB was set up almost seven years till now. Would there be any adjustment needed for the financial examination system, or should the financial examination system need to be reexamined? The purpose of this study is to analyze the operating conditions of current unified financial examination system in Taiwan and to investigate the following issues: 1. Investigating the situation of “unification” in financial examination system. 2. Investigating the influence of the executing results of financial examination in the implementation of unified financial examination system. 3. Investigating the influence of the correcting mechanisms post financial examinations in the implementation of unified financial examination system. 4. Investigating the influence of the burden costs of financial institutions in the implementation of unified financial examination system. Further more, interviewing some officers of financial institutions and senior financial examiners to provide some amendable suggestions as references when reexamine the unified financial examination system in Taiwan.

本研究旨在瞭解臺北市政府都市發展局(以下簡稱都發局)員工工作生活品質與工作績效關聯之現況,探討個人屬性在工作生活品質與工作績效之差異性,及工作生活品質與工作績效間相關性,研究並提供為主管機關改善都發局員工工作生活品質及工作績效參考,提升組織效能。 本研究係採問卷調查法,問卷經預試修正後,以臺北市政府都市發展局為研究母群體,採抽樣調查方式施測,共202份有效問卷。研究問卷內容包括工作生活品質量表、工作績效表及個人基本資料。問卷資料蒐集運用電腦統計套裝軟體SPSS 進行統計與分析,以敘述性統計分析、獨立樣本T檢定、單因子變異數分析、相關分析及多元迴歸分析等推論性統計方法來進行資料處理,本研究經實證研究分析,歸納結果如下: 一、都發局員工對工作生活品質知覺平均有70.79%表示滿意。各因素平均數比率,以「工作層面」最高(73.44%),其次為「組織層面」(70.24%),以「個人層面」最低(66.20%)。 二、都發局員工對工作績效程度平均有75.95%表示認同。各因素平均數比率,以「脈絡性績效」最高(79.83%),其次為「適應性績效」(74.70%),以「任務性績效」最低(72.30%)。 三、不同個人背景屬性之都發局員工對工作生活品質知覺之差異情形,其中教育程度具有顯著差異存在。 四、不同個人背景屬性都發局員工對工作績效程度之差異情形,其中職務、婚姻狀況、年齡及本機關服務年資等四項具有顯著差異存在。 五、工作生活品質及其因素與工作績效間均具正相關性。 六、工作生活品質構面中「個人層面」及「工作層面」構面等因素對「任務性績效」具有16.3%預測力;另「個人層面」因素對「脈絡性績效」具有19.2%預測力;「個人層面」因素對整體「工作績效」具有19.8%預測力。 根據實證研究及統計分析結果,提出建議如下: 一、對機關行政管理上之建議:增加員工的工作成就感;適度調整福利待遇,以提升員工士氣;建立公平的升遷、考核制度;激發同仁的團隊合作;建立職務輪調機制;定期舉辦員工與局長有約,以瞭解基層心聲。 二、對人事單位之建議:改善機關的獎勵作業方式;增加多元化的訓練課程;加強員工尊榮感;協助員工轉介協談,紓解工作壓力。 三、對員工個人之建議:強化個人對工作的正向思考;加強學習新知的動力;勇於面對環境的變動與未來的挑戰。 關鍵詞:工作生活品質、工作績效、臺北市政府都市發展局 / The purpose of this research is to understand the situation of quality of working life and job performance of civil service personnel of urban development bureau of taipei city government. It discusses the differences of personal property between quality of working life and job performance and the relationship between quality of working life and job performance. It also provides advices for controlling organization to improve the quality of working life and job performance of civil service personnel to increase organization efficiency. Questionnaire survey method is employed in this research while it makes use of urban development bureau of taipei city government and its affiliated civil service personnel as its subjects of research. There are 202 copies of questionnaire are valid. The content of questionnaire includes the scale for quality of working life, scale for job performance of employee and personal information.It uses statistic software SPSS to analyze these data.Descriptive statistics analysis, t-Test, One way ANOVA, Pearson product-moment correlation and multiple-regression analysis are used to process these information. The results are as follows: 1. An average of 70.79% of urban development bureau of taipei city government and its affiliated civil service personnel present their degree of satisfaction about quality of working life.The degree of satisfaction with “work stratification plane” is the highest among all factors (73.44%), and others in order are: “organization stratification plane (70.24%),” and “individual stratification plane (66.20%).” 2. An average of 75.95% of urban development bureau of taipei city government and its affiliated civil service personnel has shown their agreement on job performance.The degree of satisfaction with “contextual performance” is the highest among all factors (79. 83%), and others in order are: “adaptive performance (74.70%),”and “task performance (72.30%)”. 3. Different backgrounds of the public official of urban development bureau have shown different degree of perceptions about quality of working life. Among all the factors, educational background have the most obvious difference. 4. Different backgrounds of the public official of urban development bureau have shown different degree of perceptions about job performance. Among all the factors, position,marital status ,age and the age service seniority have the most obvious difference. 5. Between the quality of working life and the job performance, their factors are all positive related. 6. In the aspect of the quality of working life, it is found that employees have a 16.3% of predicting power to “task performance” regarding the factors of “individual stratification plane ” and “work stratification plane”; There is a 19.2% of predicting power to“contextual performance” regarding the factors of “individual stratification plane”; There is a 19.8% of predicting power to job performance regarding the factors of “individual stratification plane”. According to the research and statistic analysis, suggestions are presented as follows: 1. The recommendation of administrative management: Increasing employee job satisfaction; Appropriately adjust the benefits to boost staff morale;Establishing a fair promotion and performance appraisal system;Inspired team of colleagues;Establishment of job rotation mechanism;. 2. L'éco-conception est, depuis peu, une nouvelle problématique, que l'entreprise pourrait bien prendre en compte pour en tirer, à terme, un avantage concurrentiel. C'est concevoir des produits en ayant considéré, dès leur phase de conception, tous les impacts environnementaux qu'ils pourront engendrer sur l'ensemble de leur cycle de vie. Les équipes projet ont besoin de s'organiser pour s'approprier le paramètre environnement nécessitant de nouvelles connaissances liées à de nombreuses incertitudes. <br />L'objectif principal de ces travaux était donc d'aider à construire la cohérence entre un processus de<br />conception et des outils à disposition des équipes. Il s'est agi de : comprendre les diverses acceptions<br />possibles de cette nouvelle forme de conception, identifier les principaux enjeux qu'elle représente pour une entreprise, observer les modes d'organisation au sein de sociétés pionnières dans ce domaine et<br />rechercher les outils disponibles. Après proposition d'un modèle de processus d'éco-conception où il importe d'insérer les questions d'environnement dans une démarche de conception "classique", nous nous sommes attelés à la classification, la description et la critique de divers outils du panel actuellement à disposition des équipes. Nous avons ainsi identifié deux grandes catégories : certains, dits d'évaluation environnementale(qualitative ou quantitative), et d'autres, dits d'amélioration, permettant aux équipes d'avancer dans la recherche de nouvelles solutions d'éco-conception. D'autres outils encore existent en matière de sensibilisation, de communication et de choix de stratégies. Chacun d'eux devra être employé par un utilisateur approprié, disposant des connaissances requises, des moyens d'exploiter les résultats obtenus, et ce, durant certaines phases pertinentes du processus de conception. Une étude de terrain chez Philips a permis de constater que la mise à l'épreuve d'un outil d'évaluation environnementale est compromise si les enjeux demeurent incompris et les résultats inexploitables par l'équipe projet. A partir d'un engagement fort de la direction, les équipes ont besoin d'apprendre progressivement pour s'approprier une nouvelle démarche ; au cours de celle-ci, elles pourront utiliser des outils simples, pragmatiques, qu'elles sauront exploiter pour progresser et s'améliorer.

During the 19th century the European states experienced a new kind of threat to their existence. The military threats from other countries were now accompanied by civilian threats that inspired mass protest, terrorism and other menaces to the established order. In Sweden, these threats were mainly seen as connected to the rising labor movement and to a growing number of foreign citizens. The aim of the dissertation is to examine surveillance for national security carried out by the Stockholm Criminal Investigation Department and its Police Bureau between 1885 and 1922. Apart from examining what specific surveillance methods that were used, the dissertation gives an answer to the question why the surveillance was carried out, and why it was carried out the way it was. It also discusses how differences and similarities between the surveillance in Sweden and other countries can be explained and how the surveillance between 1885 and 1922 relates to the corresponding activities during the latter part of the 20th century. The main conclusions are that there was a lack of formal rules regulating the surveillance, and that it therefore was based on the following of routines. The bureaucratization process that characterized the period influenced the surveillance, which came to be performed as a bureaucratic machine, characterized by a tendency of expansion. This meant that the surveillance activities were constantly expanded and became more and more extensive. The expansion is connected to the surveillance phenomenon, which could be said to have an unlimited scope. Furthermore, it is suggested that this specific historic legacy has affected the development of Swedish security police activity during the second half of the 20th century.

Les visualisations, dans le sens général de représentations externes et physiques de données, sont plus anciennes que l'invention de l'écriture. De manière générale, les représentations externes encouragent la cognition et la pensée visuelle, et nous avons développé des savoir-faire pour les créer et les exploiter. La révolution informatique a augmenté la quantité de données qu'il est possible de collecter et de traiter, et a diversifié les façons de les représenter visuellement. Les systèmes de visualisation assistés par ordinateur, et étudiés dans le domaine de la visualisation d'information, sont aujourd'hui si puissants et complexes que nous avons besoin de techniques d'interaction très sophistiqués. Grâce au développement des possibilités technologiques au-delà des ordinateurs de bureau, un large éventail d'utilisations émerge. Non seulement des surfaces d'affichage de formes et de tailles variées permettent de montrer des visualisations plus riches, mais aussi des dispositifs d'entrée de nouvelle génération peuvent être utilisés qui exploitent les aptitudes humaines à manipuler les objets physiques. Cependant, ces technologies sont peu étudiées dans le contexte de la visualisation d'information. Tout d'abord, un premier problème découle d'une terminologie insuffisante. Dans cette thèse, je définis et étudie entre autres le concept de corporalisation (embodiment) pour la visualisation d'information. Concernant les visualisations, la corporalisation réfère à la congruence entre les éléments visuels d'une visualisation et leurs formes physiques. Ce concept intègre des concepts déjà connus tels que la tangibilité. Par exemple, l'interaction tangible s'attache à la représentation d'objets virtuels par des objets physiques. Mais en réalité, leur forme physique n'est pas nécessairement congruente avec l'objet virtuel. Un second problème découle du peu d'exemples convaincants d'interfaces tangibles appliquées à la visualisation d'information. Dans le domaine de la visualisation d'information, les écrans standard et les dispositifs d'entrée génériques tels que la souris, sont toujours les plus courants et considérés comme les plus efficaces. Cependant, aussi bien la partie affichage que la partie contrôle fournit des possibilités de corporalisation : les dispositifs d'entrée peuvent être spécialisés et adaptés de façon à ce que leur forme physique ressemble à leur fonction; les écrans peuvent être rendus déformables ou, dans l'avenir, être composés d'une matière programmable capable de prendre n'importe quelle forme imaginable. Mais la recherche sur les écrans et matières déformables est pour l'instant principalement dirigée par l'innovation technologique sans tenir compte des applications possibles à la visualisation d'information. Dans cette thèse, j'propose la corporalisation comme principe de conception pour la visualisation d'information. Je démontre l'efficacité et l'utilisabilité des dispositifs d'entrée corporalisés ainsi que des affichages corporalisés, en présentant trois expériences contrôlées. Par la suite, je présente un modèle d'interaction conceptuel et un système de notation visuelle pour décrire, comparer et critiquer différents types de systèmes de visualisation, et j'illustre l'utilisation de ce modèle à partir d'études de cas. Enfin, je présente un outil de conception pour aider à la création de visualisations physiques. Cet outil s'adresse à des utilisateurs novices en visualisation d'information et en fabrication numérique, et peut contribuer à sensibiliser ces utilisateurs à l'intérêt d'explorer des données qui les concernent dans leur vie quotidienne. En résumé, cette thèse contribue à la compréhension de la valeur ajoutée des interfaces physiques pour la visualisation d'information.

中國大陸國家預防腐敗局之研究 / The research of national bureau of corruption prevention of China

貪腐是先進國家檢視政府行政效率的重要指標,貪腐會影響國家整體形象,甚至左右外國直接投資與金融市場的評比。中國之國家預防腐敗局的機構定位突顯中國內部對貪腐問題與政治結構調整問題。因此,本研究針對中國大陸貪腐問題、貪腐機制之演變過程、國家預防腐敗局現階段工作成效與不足之處、國家預防腐敗局未來工作方向展望與挑戰等問題,以文獻分析方法進行探討與分析。 經過本研究的分析與討論,本研究歸納以下論點: 一、中國大陸貪腐問題可以用尋租理論解釋,當改革開放後,地方官員可以藉由經濟特區許可證或稅務等工作內容,進行利益勾結與建立政商貪腐集團。 二、貪腐機制可分為權權交易模式與權錢交易模式,其貪腐集團的交接與政權交接息息相關。改革開放前的貪腐模式為權權交易模式,改革開放後為權錢交易模式。 三、中共貪腐機制以政治運作角度分析其過程,可以視為政權交接期間的合作式賽局崩解與重新建立,其崩解原因在於內部利益分配不平均導致矛盾加深,藉著政權交接期間之權力洗牌模式,產生新的貪腐集團與經濟利益分配模式。 四、過去中共對於貪腐問題的處理模式屬於政權協商方式,例如屬於江澤明體系的陳良宇貪腐案歷經「陳良宇涉嫌貪污」至「陳良宇同志違紀問題」的兩種處理模式,透露出中共對於貪腐問題的防治處理屬於政權協商的模式。因此,國家預防腐敗局的設立過程背後潛伏著個政治派系的妥協。 五、就組織架構而言,國家預防腐敗局目前位於監察部之下,部門本身並無獨立監察權,僅被視為調研與幕僚單位,此與香港或新加坡之獨立性反貪腐機構的特性有所差異。 六、在中共維持黨政雙軌制下,中紀委與監察部將是反貪腐制度的主軸,所以短期而言,對內部角色定位,國家預防腐敗局的功能將定位於中紀委領導的執行單位,負責實際的反貪腐之協調運作;對外部角色定位,國家預防腐敗局將定位於接收國際組織的意見,國家預防腐敗局的角色將是整合國際反貪腐的科技運作。 七、就國家預防腐敗局之未來發展模式,國家預防腐敗局需要建立獨立監察權,且其成員任命方式必須擺脫派系協商的影子,但在中共目前政治角力過程下,國家預防腐敗局之未來發展將視內部政治利益與輿論壓力的角力結果而定。 / The extent of corruption is an important index to review the administrative efficiency of the governments among advanced countries. The corruption issue affects the image of a country, the foreign direct investment and the rating of financial market. The role of National Bureau of Corruption Prevention of China (thereafter as “NBCP”) stresses the problems of corruption in internal systems of China and political restructuring. Therefore, this study adopts the literature analysis method to explore and analyze the corruption problems in China, the development of corruption prevention scheme, the performance and deficiencies of NBCP, and the future prospects and challenges of NBCP. After the analysis and discussions in this study, the conclusions are as follows. First, the problems of corruption in China could be interpreted by the rent-seeking theory. After China’s reform, the local government officials could take advantage of the permission of economically-designated zone or taxation, etc. to collude with private enterprises based on interests, and form the corruption groups. Second, according to the past literatures, the patterns of corruption in China could be categorized as the exchange of privilege for privilege and the exchange of privilege for money, and the transition of both corruption groups and regimes is closely bound up. From the perspective of rent-seeking theory, the exchange of privilege for privilege is the pattern of corruption before China’s reform, with the exchange of privilege for money standing for the ones after China’s reform. Third, from the perspective of operation of political system in China, the transition of regimes could be interpreted as the process of collapse and rebuilding in the dynamics of cooperative games. The reasons of collapse could result from the disequilibrium in the allocation of internal interests and then conflicts from the disequilibrium. Therefore, by the reshuffle of political interests during the transition of regimes, the new corruption groups and new scheme for the allocation of economic interests appear. Fourth, China used to deal with corruption through regime consultation. For instance, the corruption case of Chen, Lian-yu in the administration of Jiang, Ze-ming ,which was shifted from original tone of “Chen, Lian-yu suspected in corruption” to “Chen, Lian-yu’s violating disciplines”, shows that the strategy for corruption in China could be categorized by the features of regime consultation. Hence, the setup of NBCP implies the compromises among different political groups. Fifth, in terms of organizational structure, NBCP is under the Ministry of Supervision, without independent supervision, and only works as the research and staff unit of independent supervision, which differs from the independence of the anti-corruption institute of Hong Kong and Singapore. Sixth, under the present dual-track system of China, the Commission for Discipline Inspection of the Central Committee of the CPC and Ministry of Supervision play the main roles in the system of anti-corruption. In the short term, as to the internal role, NBCP is regarded as the execution unit of Commission for Discipline Inspection of the Central Committee of the Communist Party of China. As to the external role, NBCP is responsible for receiving the opinions from international organizations and integrating the technology of international anti-corruption. Seventh, the future model of NBCP should build up the independent supervision and appoint the members without the influence of the political groups. However, in the struggle of different political groups in Chinese Communist party, the future development of NBCP will depend on the outcome of the struggle between internal political interests and public stress.

Does trade credit facilitate access to bank finance? : empirical evidence from South Africa

The earlier theories considered trade credit as a substitute for bank credit. Recent theories suggest that bank credit and trade credit can also be considered as two complementary sources of financing. By using South African panel data from 2007 to 2015, the study examines if the problem of financial inclusion in South Africa can be mitigated by utilising trade credit data. The empirical findings using trade credit at current period are consistent with the earlier theories of trade credit that trade credit and bank credit are substitutes, but the model was not robust to estimation techniques. The study also used the lagged trade credit as a variable of interest and found that it is positively related to bank credit. This means that the trade credit data from the previous period can facilitate access to bank credit. Therefore, the information from trade credit can serve as a signal about firms’ quality and thus facilitates access to bank finance. / Economics / M. Com (Economics)

Interface of history and fiction : the Zimbabwean liberation war novel

The research examines the interface of history and fiction. It predominantly focuses on historical fiction on the Zimbabwean liberation war written in Shona, Ndebele and English and published after the attainment of political independence in 1980. Historical fiction on the liberation war is both biographical and autobiographical. Consequently, the study comes to the conclusion that historical fiction is a veritable stakeholder in the history issue in Zimbabwe. It becomes another type or source of history that cannot be papered over when dealing with the nation’s history. In a nation where liberation war history is not only taken seriously, but is also a vigorously contested terrain, historical fiction becomes part of those discursive contestations, particularly on nation and nationalism. It is in this regard that the study problematises the interface of history and fiction by reasoning that historical fiction published in the early 1980s largely advances a state-centered perspective which views history, nation and nationalism in positive terms. This discourse uses history in order to argue for a single nation that derives its identity from the heroic and symbolic guerrilla characters. Nationalism is exclusively presented as humanising and as being the sole legitimate political brand capable of leading the nation. On the other hand, historical fiction written in English and published in the late 1980s onwards represents alternative historical truths that contest nationalism and debunk official definitions of nation. This discourse leads to the pluralisation of perspectives on nation and nationalism. The focus on historical fiction published in three languages used in Zimbabwe is a conscious attempt to transcend ethnicity in critical scholarship. Discussing novels in Shona, Ndebele and English, which are the three main languages in Zimbabwe, makes it possible for the study to draw reasoned conclusions on the bearing of time, language, region and background among others on historical representation. This undertaking brings to the fore how literature responding to similar historical processes appears moderately conjunctive and principally disjunctive. L’année 1919 a été décisive dans l’histoire sociale. En effet, elle fut marquée par la création de l’Organisation internationale du travail (OIT), issue de la partie XIII du traité de Versailles. Cette institution à vocation universelle se plaçait dans la continuité d'expérimentations et de réflexions menées, depuis le XIXe siècle, sur le Vieux Continent. L’objectif des puissances européennes était de définir un cadre international de règles, communes aux Etats, pour empêcher à la fois les excès de certains patrons, les conflits avec les travailleurs, tout en combattant la pratique du dumping social et en garantissant une concurrence loyale, non seulement entre eux mais aussi à l’échelle internationale. La France joua un rôle majeur dans la rédaction de ces textes et dans la création de l’OIT, chargée de poursuivre ce travail. De ce fait, cette institution dut concilier l’européocentrisme dominant le BIT et sa vocation universelle. La solution apparut, durant la Seconde Guerre mondiale, à travers l’interrégionalisme développé par Paul van Zeeland, et que l’institution tenta de mettre en œuvre durant l’après-guerre et la guerre froide. Il s’agissait de créer des regroupements régionaux et de les faire coopérer dans les domaines politique, économique et social pour garantir la paix dans le monde ; l’Europe occidentale devait en être le laboratoire. Cette région, notamment la France, influença donc durablement les réflexions de l’OIT. / The year 1919 was decisive in the social history. Indeed, it was marked by the creation of the International Labour Organization (ILO), resulting from part XIII of the treaty of Versailles. This institution with universal vocation placed itself in continuity of experiments and of carried out reflections, since the 19th century, on the Old continent. The objective of the European powers was to define an international framework of common rules for States, to prevent at the same time excesses of some managers, the conflicts with the workers, while fighting the practice of the social dumping and guaranteeing a fair competition, not only between them but also on an international scale. France played a major role in the writing of these texts and the creation of the ILO, charged to continue this work. So this institution had to reconcile the europeocentrism dominating the International Labour Office and its universal vocation. The solution appeared, during the Second World War, through the interregionalism developed by Paul van Zeeland, and that the institution tried to implement during the post-war period and the cold war. It was a question of creating regional regroupings and of making them cooperate in the policy fields, economic and social to guarantee peace in the world; Western Europe had to be the laboratory about it. This region, in particular France, thus influenced durably the reflections of the ILO.
