No. of bitstreams: 1 2010 - Marilia Massard da Fonseca.pdf: 5929201 bytes, checksum: dda40e0ec60f42aa3c999a459bc01660 (MD5) Previous issue date: 2010-03-31 / In 1992 the Federal University of Rio de Janeiro (UFRRJ acronym in Portuguese) decided to implement a Centre for Child and Youth Support (CAIC acronym in Portuguese) aiming to support children of Seropedica community and UFRRJ?s bachelor students. This Centre was part of a broader project of the Federal Government (presidential decree 539/92) to promote joint activities of education, health, social support and assistantship to children, youth and their inclusion in society. This master study used qualitative primary data (semi-structured interviews) and secondary data (official documents) to analyze the historic implementation process of CAIC Paulo Dacorso Filho (1994-1997) and propose its conversion into a Centre for Education and Research Applied to Agroecology Studies, managed unilaterally by UFRRJ. Key themes were identified: educational context in the 1980?s and 1990?s; decentralization process in Brazil; main ?integral school? programs in the 1980?s and 1990?s; ?integral education? and agroecology. These themes were selected due to its relevance for this study. Key findings suggest that tripartite management model hindered the working of CAIC Paulo Dacorso Filho due to changes in the state and local governments; and due to confronting pedagogical differences with UFRRJ?s proposal. For example intermittent supply of school meals; high replacement of teachers interrupted their ongoing training; constant reduced wage of state staff; among others. This master study proposes that the aims and guidelines of the Centre for Education and Research Applied to Agroecology Studies be aligned with the interests of the UFRRJ. To this effect, agroecology must underpin Education, Research and Extension curricular activities. This study also proposes that this educational unit be a locus of training for local and state government?s teachers; as well as an additional practical field to train UFRRJ?s bachelor students. Finally, this centre will provide the community a quality educational program and will contribute to build up critical judgment and to reduce social inequality. / Em 1992 a Universidade Federal Rural do Rio de Janeiro (UFRRJ) optou por implantar um Centro de Aten??o a Crian?a e ao Adolescente (CAIC) com o objetivo de atender aos alunos dos Cursos de Licenciatura da Universidade e as crian?as do Munic?pio de Serop?dica. Este Centro fazia parte de um projeto do Governo Federal (decreto 539/92) com o objetivo de promover a??es integradas de educa??o, sa?de, assist?ncia e promo??o social relativas ? crian?a e ao adolescente e a sua integra??o na comunidade. Esse estudo de mestrado utilizou dados qualitativos prim?rios (entrevistas semi estruturadas) e secund?rios (documentos oficiais) para analisar o hist?rico da implanta??o do CAIC Paulo Dacorso Filho (1994-1997) e propor a sua transforma??o em um Centro de Ensino e Pesquisa Aplicado ? Educa??o Agroecol?gica, administrado unicamente pela UFRRJ. Os principais temas abordados foram: o contexto educacional das d?cadas de 1980 e 1990; o processo de municipaliza??o da educa??o escolar no Brasil; os programas educacionais de tempo integral de maior visibilidade nas d?cadas de 1980 e 1990; a educa??o integral e a agroecologia. Os temas foram selecionados por sua rela??o com este objeto de estudo. Os resultados sugerem que o modelo de gest?o compartilhada dificultou o funcionamento do CAIC Paulo Dacorso Filho, devido a mudan?as de governo estadual e municipal e por confrontarem com o projeto pedag?gico proposto pela UFRRJ. Por exemplo, descontinuidade no fornecimento da merenda escolar; alta rotatividade de professores que dificultou sua forma??o continuada; perdas salariais para os funcion?rios estaduais, entre outros. Esse estudo prop?e que os objetivos e diretrizes do Centro de Ensino e Pesquisa Aplicado ? Educa??o Agroecol?gica estejam aliados aos interesses da UFRRJ no que se refere ao Ensino, Pesquisa e Extens?o, onde a vertente agroecol?gica seja a base das experi?ncias curriculares. Their discourse and recognition of the advances of SUS, as well as their participation on the implementation of the system, are analyzed. The Brazilian Ministry of Health instituted it in 1994 in order to rebuild the health politics on a new basis, substituting the traditional model. The city-centered implementation of SUS was instituted on May 27, 1992 by the act n? 631/92 and today it experiences a Full Management of Basic Attention. In July 2001 the PSF program was started in the city with 5 teams: 2 in the urban zone and 3 in the rural one. The methodology was developed with the combination of qualitative and quantitative research with the employment of a questionnaire with both open and closed inquiries to 31 members of the program. The study appointed that, no matter how positive and enlarged be the staff s concept of health and SUS, they dont s have on understanding of the total chain of the system on its integrality, hierarchy and regionality what hinders the system performance close to the users. The PSF incorporates and reaffirms the basic principles of the SUS; however, on its everyday employment it has not yet abandoned totally the curative model, which is reinforced by the hospital-centered and physiscian-centerend culture / A pesquisa mostra como os profissionais do Programa Sa?de da Fam?lia (PSF) de Santana do Matos v?em o Sistema ?nico de Sa?de (SUS), analisando o discurso e o reconhecimento por parte da equipe dos avan?os, desafios e do seu papel enquanto integrante na implementa??o do SUS. O Minist?rio da Sa?de criou o PSF, em 1994, com o prop?sito de reorganizar a aten??o ? sa?de substituindo o modelo tradicional. A municipaliza??o de sa?de deu-se no dia 27 de maio de 1992, atrav?s do conv?nio n? 631/92 e hoje vivencia uma Gest?o Plena de Aten??o B?sica. Em julho de 2001 foi implantado o PSF na cidade, composto de 05 equipes: duas na zona urbana e tr?s na rural. A metodologia foi desenvolvida atrav?s da combina??o de pesquisa qualitativa e quantitativa com um roteiro de entrevista de perguntas abertas e fechadas a 31 integrantes do programa. O estudo identificou que os profissionais do PSF, por mais que tenham uma vis?o positiva e ampliada do conceito de sa?de e do SUS, n?o t?m uma compreens?o da cadeia total do sistema integrado, hierarquizado e regionalizado, o que dificulta sua atua??o junto aos usu?rios. O PSF incorpora e reafirma os princ?pios b?sicos do SUS; no entanto, no seu cotidiano ainda n?o rompeu totalmente com o modelo curativo, refor?ado pela cultura hospitaloc?ntrica e medicoc?ntrica.

The various public institutions have assumed the function of responding to a growing demand for medical care and hospital. Monsenhor Hospital Walfredo Gurgel - H.M.W.G. fits into this context as an institution par excellence-oriented service the demand for medium and high complexity. This paper presents some questions about the process of decentralization and devolution occurred in Brazil. To do so is a brief historical background and politics, showing the concepts of reform and counter-reform and how the processes mentioned in the Country Correlates develop local social development of the decentralization process and discusses the modifications in policies social intervention in recent decades and the state health policies. Presents the implementation of a Health System in Brazil and the state showing how the decentralization of health policy occurs in Rio Grande do Norte. Finally, it explores the role of H.M.W.G. in health policy in RN. For this, portrays the institution and is located within the decentralized structure of health policy in the state and capital. An analysis of the demand for hospital care and the budget situation is realized at the close of work, correlating the role of HMWG with the decentralization of health policy in Brazil and Rio Grande do Norte. The methodology used for the preparation of this work was based on documentary research, systematic nonparticipant observation, field diary and analysis of data, documents and content. This set shows a quantitative and qualitative methodology that strips the institution, enabling the understanding of their role, boundaries, threats and opportunities / O processo de descentraliza??o da pol?tica de sa?de no Brasil evoluiu durante toda segunda metade do s?culo XX, avan?ando a passos largos nas ultimas duas d?cadas. As diversas institui??es p?blicas assumiram a fun??o de responder a uma demanda crescente por atendimento m?dico-hospitalar. O Hospital Monsenhor Walfredo Gurgel H.M.W.G. insere-se nesse contexto como institui??o por excel?ncia voltada para o atendimento a demanda por m?dia e alta complexidade. Esse trabalho apresenta algumas quest?es sobre o processo de descentraliza??o e desconcentra??o ocorrido no Brasil. Tuberculose: conhecimentos, representa??es sociais e experi?ncias da doen?a na vis?o do portador / Tuberculosis: knowledge, social representations, and experience with the disease considering the carrier perspective

Taking this into consideration, it was developed a descriptive and exploratory study aiming at analyzing the social representations of tuberculosis made by its patient from the Unidades de Sa?de da Fam?lia (Family Health Units a public health program) in Campina Grande City PB, in relation to the decentralization of the policies that administrate the disease. It was interviewed 34 tuberculosis patient that were being treated from 2007 to 2008. The age group of the interviewees varied from 10 to 60 years old, but most of them were between 36 and 60 years old (58,8%, n=20), some were young adult and adult (21 35 years old), with 11 (32,3%) respondents, and, less frequent, children and teenagers (11 20 years old), with 03 (8,8%) participants. Data was collected through semi-structured interview. The questions that guided the research were elaborated based on the operational recommendations of DOTS strategy; that is: access to laboratory examinations; medication guarantee; directly observed treatment. Besides that, the experiences of the patient were considered in their relation with the family and the different social groups. The analysis of the discursive material was submitted to the Analyse Lexicale par Context d un Ensemble de Segments de Texte software - ALCESTE 4.7. Data interpretation showed five categories for the social representations of the tuberculosis patient that participated in DOTS strategy: 1) the accessibility of the health assistance service; 2) the patient perspective of the disease; 3) the change in the operation of the productive life; 4) the signals and symptoms of the tuberculosis disease; 5) the rearrangement and mechanisms used to face the disease. The Central Nucleus reveals that tuberculosis is a transmissible disease that can be prevented by people through educational practices, health promotion, active search for symptomatic respiratory and control of the carriers communication; these mechanisms should be incorporated to the routine of all participants of the family health groups. The Intermediate Elements, based on quotidian life, as well as the individual experiences of the tuberculosis patient, reveals prejudiced attitude and beliefs that lead to isolation and restriction of interpersonal relationship. Peripheral Elements were constituted by themes that showed the patient feelings of indignation because of the social barriers they had to face in the Family Health Units during the treatment. These elements demonstrate a negative perspective of the representation concerning the accessibility, i.e. inadequate structure of the health service; long distance to the Health Centre, this factormakes it difficult for the patient to continue the treatment; scheduling delay; and limited service regarding other requests (doctor, dentist etc). One expects to contribute for the construction of a new perspective of the health question between the different agents who make the assistencial institutions and formation of professionals, either in central or local scope / A tuberculose, considerada uma das mais antigas doen?as que acometem a humanidade, cujos registros datam desde o ano 3900 antes de Cristo, atualmente constitui-se, no cen?rio mundial, como um grave problema de sa?de p?blica, reflexo da m? distribui??o de renda e conseq?ente precariedade das condi??es de vida, dentre outros fatores. Nesse sentido, desenvolveu-se um estudo explorat?rio e descritivo, com o objetivo de analisar as representa??es sociais da tuberculose pelos usu?rios das Unidades de Sa?de da Fam?lia do Munic?pio de Campina Grande-PB, frente ? descentraliza??o das a??es de controle da doen?a. Entrevistou-se 34 doentes de Tuberculose que realizaram tratamento no per?odo de 2007 a 2008. A faixa et?ria dos entrevistados variou entre 10 e 60 anos, com predom?nio dos 36 aos 60 (58,8%, n=20); em seguida, adulto jovem e adulto (21- 35 anos), com 11 (32,3%) respondentes e, em menor freq??ncia, a faixa correspondente a crian?as e adolescentes (11-20 anos), com 03 (8,8%) participantes. Os dados foram coletados atrav?s de entrevista semi-estruturada. As quest?es norteadoras foram elaboradas com base nas recomenda??es operacionais propostas pela Estrat?gia DOTS, a saber: acesso aos exames laboratoriais; garantia de medicamentos; tratamento diretamente observado. Al?m disso, foram consideradas as experi?ncias do usu?rio nas rela??es familiares e com os diferentes grupos sociais. A an?lise do material discursivo foi submetida ao software Analyse Lexicale par Context d un Ensemble de Segments de Texte - ALCESTE 4.7. A interpreta??o dos dados apontou cinco categorias tem?ticas em que est?o organizadas as representa??es sociais relacionadas aos doentes de tuberculose atendidos na estrat?gia DOTS: 1) A acessibilidade sobre o atendimento nos servi?os de sa?de; 2) A doen?a entendida pelos usu?rios; 3) A mudan?a de funcionamento na vida produtiva; 4) Os sinais e sintomas de estar doente com tuberculose; 5) Os rearranjos e mecanismos de enfrentamento. O N?cleo Central evidenciou a compreens?o da tuberculose como uma doen?a transmiss?vel que pode ser prevenida atrav?s de pr?ticas educativas, promo??o da sa?de, busca ativa de sintom?ticos respirat?rios, controle dos comunicantes; mecanismos que devem estar incorporados ? rotina de atividades de todos os membros das equipes de sa?de da fam?lia. Os Elementos Intermedi?rios, ancorados no cotidiano, e experi?ncias individuais dos doentes de tuberculose, apontam quest?es relacionadas a atitudes e cren?as circundadas pelo preconceito, levando ao isolamento, bem como ? restri??o dos relacionamentos interpessoais. Os Elementos Perif?ricos foram constitu?dos por temas cercados por sentimentos de indigna??o do doente de tuberculose frente ?s barreiras encontradas nas Unidades B?sicas de Sa?de da Fam?lia durante o tratamento. Estes elementos denotam um conte?do negativo da representa??o quanto ? acessibilidade, a saber: estrutura inadequada dos servi?os de sa?de; dist?ncia para o Centro de Refer?ncia (Centro de Sa?de), o que dificulta a continuidade do atendimento; demora no agendamento e resultados dos exames; limita??o dos servi?os em responder a outras demandas (m?dico, dentista, entre outras). Espera-se contribuir para a constru??o de uma nova perspectiva da quest?o sa?de entre os diferentes agentes que fazem as institui??es assistenciais e de forma??o de profissionais, seja em ?mbito central ou local.

More specificaly after the democratic open (1985) begins to be thought ways to make population participates of decisions related to alocation of public resources. The characteristic of participates actualy doesn t exist, population to be carried through is, at top, consulted, and the fact population participates stays restrict to some technics interests at the projects, mainly of public politics of local development. Observe that this implementation happens through a process and that has its limits (pass) that could be surpassed through strategies made to that. This dissertation shows results of a research about participative practices in city of Serrinha between 1997 and 2004, showing through a study of the case of Serrinha what was the process used to carry through these pratices in a moment and local considered model of this application. The analyses were developed through a model of research elaborated by the author based on large literature respects the ideal process to implant a participative public politics. The present research had a qualitative boarding, being explorative and descritive nature. The researcher (author of this dissertation) carried through all the research phases, including the transcriptions of interviews that were recorded with a digital voice recorder. Before the analysis of these data was verified that despite the public manager (former-mayor) had had a real interest in implant a process of local development in city, he was not able to forsee the correct process to do it. Two high faults were made. The first was the intention to have as tool a development plan, what locked up to make this plan was the booster of supossed participative pratice and no the ideal model that would be a plan generate by popular initiative. The second one was absence of a critical education project for the population that should be the fisrt step to carry through a politc like that / A quest?o da participa??o tem sido discutida no pa?s desde a d?cada de 80 na busca de uma melhor maneira de atendimento ?s demandas da popula??o. Mais especificamente depois da redemocratiza??o (1985) passam a ser pensadas maneiras de fazer com que a popula??o participe das decis?es relativas ? aloca??o dos recursos p?blicos. O car?ter participativo na pr?tica n?o existe, a popula??o a ser atendida ?, no m?ximo, consultada, e a participa??o fica restrita a alguns t?cnicos interessados nos projetos, principalmente de pol?ticas p?blicas de desenvolvimento local. Observe-se que esta implementa??o se d? atrav?s de um processo e que este tem suas limita??es (gargalos) que podem ser superados atrav?s de estrat?gias formuladas para tal. A presente disserta??o apresenta os resultados de uma pesquisa sobre as pr?ticas participativas no munic?pio de Serrinha entre os anos de 1997 e 2004, demonstrando atrav?s do estudo do caso de Serrinha qual foi o processo utilizado para realizar estas pr?ticas em um momento e local considerados modelo de tal aplica??o. A an?lise foi desenvolvida atrav?s de um modelo de pesquisa elaborado pelo autor com base na literatura relativa ao processo ideal para aplica??o de uma pol?tica p?blica participativa. A pesquisa em quest?o teve abordagem qualitativa, sendo de natureza explorat?ria e descritiva. O pr?prio pesquisador autor da disserta??o realizou todas as fases da pesquisa, inclusive a transcri??o das entrevistas que foram gravadas com um captador digital de voz. Ap?s a an?lise destes dados verificou-se que apesar de ter havido um real interesse do gestor p?blico em implantar um processo de desenvolvimento local no munic?pio, ele n?o foi capaz de visualizar o processo correto para tal consecu??o. Dois gargalos foram identificados. O primeiro foi a inten??o de ter como ferramenta um plano de desenvolvimento, o que terminou por fazer com que este fosse o impulsionador da pr?tica pretensamente participativa e n?o o ideal que seria um plano gerado a partir da iniciativa popular. It argues the fiscal federalism normative theory, the typology and the role of the intergovernamental transferences in the performance of the public finances of the local governments. Shows that the economy of Rio Grande do Norte went through deep social-economic changes in the last few decades, among which includes the discovery of the oil and the natural gas and its importance for the growth of the industrial and services sectors. It points out that the increase of the production and the international price of the oil contributed for the growth in revenues of royalties and the special participation in the beneficiary cities, what did not mean an automatic increase in the resources destined to the investment and in the quality on the provision of the goods and services come back toward the local development. On the contrary, the main conclusion of the work is that the trajectory of the oil producing municipalities is marked by paths and embezzlements in the performance of the public finances and in the provision of public goods and services. Paths, that lead to the improvement of the performance of the public finances and the quality of the public goods and services. Embezzlements, that lead to the inefficiency in the provision of goods and services and the capture of the public resources. That is, the fiscal decentralization is a necessary condition, however not enough to improve the amount and the quality of the public goods and services given by these municipalities. For that it is necessary to advance in the fiscal federalism normative theories, in search of optimum model of federalism in local governments where still predominated by patrimonialism, clientelism, fiscal illusion and the capture of the public resources in benefit of the private interests / Analisa a magnitude, a natureza e a dire??o das receitas e dos gastos p?blicos nos munic?pios produtores de petr?leo e g?s natural no estado do Rio Grande do Norte no per?odo p?s-constituinte, e, mais precisamente, a partir da aprova??o da Lei 9.478/97, denominada Lei do Petr?leo . Discute a teoria normativa do federalismo fiscal, a tipologia e o papel das transfer?ncias intergovernamentais no desempenho das finan?as p?blicas dos governos locais. Mostra que a economia do Rio Grande do Norte passou por profundas mudan?as s?cio-econ?micas nas ?ltimas d?cadas, entre as quais se incluem a descoberta do petr?leo e do g?s natural e a sua import?ncia para o crescimento dos setores industrial e de servi?os. Destaca que o aumento da produ??o e do pre?o internacional do petr?leo contribuiu para o crescimento nas receitas dos royalties e das participa??es especiais nos munic?pios benefici?rios, o que n?o significou um aumento autom?tico nos recursos destinados ao investimento e na qualidade na provis?o dos bens e servi?os voltados para o desenvolvimento local. Ao contr?rio, a principal conclus?o do trabalho ? que a trajet?ria dos munic?pios produtores de petr?leo ? marcada por caminhos e descaminhos no desempenho das finan?as p?blicas e na provis?o de bens e servi?os p?blicos. The 90 s also highlighted the proliferation of providers and the multiplication of Educational Programs for Youths and Adults (EJA), implemented through partnerships between governmental and nongovernmental agencies. During this period of time, the agenda of educational responsibilities concerning analphabetism was organized in a process of decentralized of the state, with the following political, social, and economic objectives: to reduce the public deficit, increasing public savings and the financial capacity of the state to concentrate resources in areas considered indispensable to direct intervention; to increase the efficiency of the social services moffered or funded by the state, giving citizens more at a lower cost, and spreading services to more remote areas, expanding access to reach those most in need; to increase the participation of citizens in public management, stimulating communitarian acts as well as developing efforts towards the effective coordination of public figures in the implementation of associated social services. Thus, Assistance Programs co-financed by the government try to deal with the problem of analphabetism. Within the sphere of the 90 s educational policy decentralization, we come to see how the agenda dedicated to the reduction of analphabetism was formed by the Solidarity Alphabetization Program (PAS). Between 1997 and 2003, the latter agenda s decentralizing proposal was integrated in the management partnership for the operationalization of tasks and resources faced with the execution of the formal objectives. In this study, we identify the dimensions of the implantation and progress of the tasks carried out by PAS, in the municipality of Lagoa de Pedras/RN. However, we consider these Programs to assist in the process without guaranteeing the reduction of the causes or substituting the responsibility of the system once the monetary resources for program maintenance provided by the partners is exhausted / A reforma educacional na d?cada de 1990 foi condicionada pelas metas do ajuste fiscal, o que acabou por redefinir o papel do Estado no financiamento e oferta dos servi?os de ensino, levando a um deslocamento da fronteira entre as responsabilidades p?blicas e privadas na promo??o da educa??o de pessoas jovens e adultas. Destacam-se, na referida d?cada tend?ncias ? prolifera??o de provedores e ? multiplica??o de programas de Educa??o de Jovens e Adultos - EJA, implementados em parceria entre agentes governamentais e n?ogovernamentais. It analyzes the strategies of decentralization of the education in Rio Grande do Norte, disclosing practices conceived in the governmental plans and programs. It also aims to evidence the aspects of the decentralization proposed in the educational system management model, adopted by the Department of Education and Culture of Rio Grande do Norte from 1995 to 1999. Bibliographic researches and documental analysis were used as sources and semi-structured interviews were held in order to collect data. This work also highlights the concepts of participation, autonomy and democratic management intrinsic to the process of decentralization in the education field. It is clear that decentralization, as the vector of democracy, requires not only certain conditions that assure the universal access to the necessary information, but also that all segments of the institution have a voice in the collegiates and that the management and decision-making processes be transparent. This analysis reveals the importance of creating means to promote autonomy, participation and democratic management in order to consolidate a decentralized system. It is also clear that these mechanisms have been proposed in a vague way by the governmental guidelines, which makes it harder to consolidate a democratic management model. Having this perspective as a parameter, it is possible to realize that the adoption of a management model prompted by the law hasn t established effective means of participation that, consequently, should provide decision centralizers which opposed to the democratic actions / As pol?ticas educacionais, a necessidade de ado??o de novos modelos de administra??o da educa??o e a implementa??o de reformas nesse campo, na d?cada de 1990, constituem-se no foco de interesse deste trabalho. Procura-se analisar as estrat?gias de descentraliza??o da educa??o no Rio Grande do Norte, desvelando as pr?ticas concebidas nos planos e programas governamentais. Busca-se, tamb?m, evidenciar os aspectos da descentraliza??o que est?o propostos no modelo de gest?o do sistema de ensino adotado pela Secretaria de Educa??o e Cultura RN, no per?odo de 1995 a 1999. Para isso, utiliza-se a pesquisa bibliogr?fica, a an?lise documental e, como instrumento de coleta de dados, a entrevista semi-estruturada. S?o real?adas, neste estudo, as concep??es de participa??o, de autonomia e de gest?o democr?tica inerentes ao processo de descentraliza??o na ?rea de educa??o. The idea of this research arose from the need to organize and streamline the work executed in the Agreements Coordination Sector of the Accounting and Finance Department of UFRN, in addition to meeting the requests of coordinators in projects financed by decentralized resources. The general goal of this work is to analyze the processes of Management of Decentralized Execution Terms in the Federal University of Rio Grande do Norte. This research could be classified as applied, qualitative and descriptive. Concerning to its technical procedures, one used in this work bibliographical research, document search, case report and research-action. This work is divided into five chapters. The first one is the introduction of the work, presenting its problem, its justification and its objectives. The second chapter presents a literature review that served as the basis for the research. Chapter three focus on the methodological procedures used in this work. The fourth chapter presents the place where the research was carried out and the proposed intervention in the SIPAC module. In the last chapter the conclusions and recommendations of the research are presented. The research results demonstrate that the proposed SIPAC module will bring many benefits to the work executed in the Agreements Coordination Sector of the Accounting and Finance Department of UFRN, to project coordinators, to UFRN itself, which will execute in a faster and more efficient manner the resources received by budget decentralization, as well as other partner institutions which use systems developed by SINFO of UFRN.

Its main objective is to analyse the management of this politic in the context of the Nacional Sistem of Social Assistance (SUAS) through the management instruments materialized in the city: Social Assistance Plan, Budget, Management Report, Information Management, Monitorizing and Evaluation. It reveals a discrepancy between the instruments purpose and their concretude, and it identifies the main challenges in order to make them real, revealing the contradictions of such politic, through which the advances relate with the retrocesses. It remarks, in this context, the debate about Public Management and some aspects of the trajetory of the Social Assistance management in the brazilian context and the configurations of (SUAS) and of the politics in Currais Novos city. Such path allows us to identify the feebleness in the city ways to adopt the (SUAS) criteria, which is much more effective in burocratic aspects than in the change of the Social Assistance conception and in the effective incorporation of the (SUAS) principles and guidelines. Thus, problems are identified in what concerns to the important aspects for its effectivation, with the human resources, financing and social control mechanisms. It makes possible to reafirm the importance of the analysed management instruments for the effectivation of one participative and democratic management, as well as the urgency of its materialization as one of the important ellements for this politic to happen as a right and to make a stop to the unconformities between the (SUAS) determinations and its materialization / Este estudo analisa a gest?o da assist?ncia social em munic?pios de pequeno porte mais especificamente, a gest?o dessa pol?tica no contexto do Sistema ?nico de Assist?ncia Social (SUAS) por meio dos instrumentos de gest?o materializados nos munic?pios (Plano de Assist?ncia Social; Or?amento; Relat?rio de gest?o; Gest?o da Informa??o, Monitoramento e Avalia??o). Partindo da realidade da cidade de Currais Novos/RN no per?odo de 2004 a 2008, ele possibilita identificar uma disparidade entre as proposi??es dos instrumentos e a sua concretude, al?m de revelar os principais desafios postos ? sua materializa??o, expondo, assim, as contradi??es dessa pol?tica, cujos avan?os est?o em simbiose com retrocessos.
