De l'inadaptation à la réadaptation à l'ère des conflits polycentriques : le corps des fusiliers marins en Irak (2003-2008)

En Irak et en Afghanistan, les Américains croyaient pouvoir appliquer le modèle du stand off (tir de sécurité à distance), une « culture du ciblage » conçu contre un ennemi perçu comme un ensemble de cibles dépourvues d'intelligence à détruire. Suite à ces demi-résultats de succès tactique et d'échecs stratégiques, l'Amérique se retrouve piégée, incapable d'engendrer un ordre nouveau fidèle à ses ambitions de départ: l'Irak est occupé sans être contrôlé. Le fantasme de conduire une guerre sans s'y engager se voit donc lourdement ébranlé, on doit se rendre à l'évidence: l'autre aussi est intelligent. Cette nouvelle réalité amène son flot de re-conceptualisation des définitions classiques de termes comme Guerre, Champ de Bataille, Puissance, Victoire et Ennemis. L'objectif de ce mémoire est d'expliquer les mauvaises décisions stratégiques qui ont été prises au tout début de l'occupation irakienne tout en essayant de comprendre pourquoi il y a eu un changement de cap en cours de route. Pour ce faire, nous allons examiner comment les stratégies (et les organisations) militaires employées sur le terrain pouvaient « construire » des comportements aux effets négatifs ou positifs à l'égard de la population irakienne. En outre, le succès ou l'échec d'une armée d'occupation dépendra en grande partie de sa capacité à se légitimer auprès des populations locales et à isoler les groupes armés résistants, rebelles ou insurgés. Cette capacité, nous allons soutenir que les Fusiliers Marins des États-Unis (USMC-US Marine Corp's) la possèdent. Ceux-ci donnent un exemple d'adaptation organisationnelle et de versatilité tactique à l'ère des conflits décentralisés. En effet, d'une bande désorganisée s'apparentant presque à des bandits de grand chemin qu'ils étaient à l'origine, les Marines, forgés par leur indépendance face au danger, par leur obsession de demeurer les meilleurs et leur paranoïa face à la possibilité omniprésente de perdre ce prestigieux titre, sont devenus la force d'élite de la plus puissante des armées. Information för beslutsunderlag i trafiksituationer inom sjöfarten - hur hanterar vi den?

I detta examensarbete har jag undersökt förmågan hos nautiker att ta fram och tillgodogöra sig information från radar och ARPA för sitt beslutsunderlag i trafiksituationer. Syftet var att få förståelse i om fartygsbefäl haft svårigheter att få fram denna mycket relevanta information. Detta gjordes med hjälp av förstudier i form av intervjuer med erfarna fartygsbefäl. Dessa intervjuer gav kriterier som möjliggjorde analyseringen av 13 olycksfallsrapporter, vilket utgjorde litteraturstudien. Dessa rapporter var författade av engelska Department of Transport, Marine Investigation Branch(MAIB), Statenshaverikommission(SHK) och  Sjöfartsverkets rapportserie(SjöfR). Dessutom användes både sjö- och luftfartsrelaterade artiklar för framtagning av fakta. Slutsatserna visade att man i hälften av fallen använt sig av väldigt låg nivå på funktionalitet för sitt beslutsunderlag, men att även i de fall man använt mer avancerad funktionalitet fann man brister i tolkning av informationen för att i tid ta beslut för att undvika olyckor. / This is a study about the Navigating Mariners ability to locate and use information from the Radar and ARPA, before taking important decisions in Trafic Situations. The purpose was to acquire an understanding if there are some difficulties in receiving this important information. This purpose was accomplished by a pre-investigation using two interviews with experienced deck officers. This pre-study produced criterias, that made it possible to compare 13 Accident Reports. These reports were used as a litterature for the investigation. The Department of Transport, Marine Investigation Branch(MAIB), The Swedish Accident Investigation Board(SHK) and The Swedish Maritime Safety Inspectorate(SjöfR) had produced these reports. In addition to these reports, the author used both maritime- and aeronautical based articles in order to find more facts about the issues around the investigation. The findings showed that in half of the investigated accidents the mariners involved had used a low level of functionality before making the final decisions. It was also shown, that the ones that had used a very high level of functionality, before the accident, misinterpreted the information and failed to take the right decision in ample time before the accident.

Militärteorins inflytande på doktriner : William S. Linds påverkan på svensk doktrin för markoperationer.

Influences from military theory are a part of the development of military doctrines. This thesis has, by using a method with three different dichotomies, traced and classified influences from William S Lind’s theories regarding manoeuvre warfare in the Swedish military doctrine, for land operations. The purpose has been to discuss the connection between military theory and how the Swedish doctrine for land operations (DMarkO) has been formulated. It has also been to show what this influence depends on and what consequences it will present. The examination has shown that William S. Lind’s theory regarding manoeuvre warfare has a great impact and influence on the content of DMarkO. This used through direct literal use of the theory and also through an indirect influence. It has, however, been difficult to reconstruct and to show awareness from the authors’ perspective that William S. Lind has been a deliberate choice to use regarding what to write in the doctrine. On the other hand, the parts that together constitute the theory are known as classical military maxims, and they are therefore as such, hard to relate only to Lind and his theory regarding manoeuvre warfare. “Main effort” or “Schwerpunkt” is such an example, used by Lind as a part of his theory but also known as a military maxim. / I denna uppsats avhandlas hotuppfattningar och strategier för maritim säkerhet i Östersjön ur ett svenskt perspektiv. Ökade varuflöden, oljetransporter och handel inom östersjöregionen har tillsammans med den snabba omvärldsutvecklingen bidragit till ett nationellt och transnationellt intresse för bibehållen maritim säkerhet i Östersjön. Syftet med uppsatsen är att med kunskap om av regering och riksdag identifierade hot under perioden 1998-2009, analysera vilka strategier Sverige valt för att hantera hoten och bibehålla den maritima säkerheten. För att identifiera hoten mot svenska intressen i Östersjön har teorin om det vidgade säkerhetsbegreppet använts för att med sektorerna; politik, ekonomi, samhälle, miljö samt militär identifiera de hot som regering och riksdag lyfter fram i propositioner och försvarsberedningar. Strategierna som har analyserats har fokus både på svenskt nationellt såväl som transnationellt samarbete och berör både nutid och framtid. Resultatet av uppsatsen visar att Sverige lägger allt mer fokus på transnationellt samarbete med bl.a. EU och de nordiska länderna men att även instruktioner till svenska myndigheter betonar ökat behov av samarbete för att hantera de identifierade hoten.

Analýza měření jízdní dynamiky vozidel s využitím matematického modelování / Vehicle Dynamics Measurement Analysis Using Mathematical Modelling

This doctoral thesis is focused in connection of measurement with a model in this meaning. Only relative easier measurable variables are measured on a vehicle and these variables make model inputs. This process can be improved by using dynamic filtering principles, where measured variables are used not only as model inputs, but they are used for the correction of a model motion too. We can obtain an optimal estimate of vehicle real behaviour during a manoeuvre with using this method. Linear discrete Kalman filter (dynamic filter) was used for the connection of the measurement with the mathematic model with regard to chosen model (planar linear single track model). The main task of Kalman filter is try to estimate the state of the discrete time depending process that is determined by the linear stochastic difference equation. Effective measurement system (based on CompactRIO unit) was built within the scope of this PhD thesis. This system is able to measure simultaneously a lot of quantities on the experimental vehicle. Velocity components (measured through optical correlative sensor Correvit), yaw velocity (measured through vibrating gyroscope), lateral acceleration, distance component (measured through MicrosatGPS system) are the basic measured parameters. Big attention was paid to obtain other important inputs of the mathematic model such centre of gravity position, moment of inertia, steering ratio etc. The last part of the thesis is oriented on the real connection of the measurement with the mathematic model. Formula Ford 1600 was used as the experimental car. The driving manoeuvre was arranged according to the norm ISO/WD 3888/2. Three versions of the Kalman filter were realised, which differs in the measured variables used for the mathematical model motion correction. Other possibilities, how to improve the process of state variables estimation eventually how to effective use this algorithm for vehicle parameters identification (cornering stiffness of the tires for example), are sketched in the end of the thesis.

An evasive manoeuvre assist function for over-reactive drivers

Previous studies have shown that many drivers are unable to provide the right amount of steering torque when facing an imminent collision with an upcoming obstacle. In some cases, drivers under-react i.e., they provide too low steering inputs and thus collide with the obstacle in front; in other cases, drivers might apply a higher steering input than necessary, potentially resulting in the vehicle leaving the road or losing stability. The EMA function is an active safety feature which has the sole objective of providing steering torque interference when performing such a manoeuvre. The motivation for the thesis work is to overcome some limitations of the existing MA function which does not incorporate the ability to differentiate driver reactions. In this thesis, an Evasive Manoeuvre Assist (EMA) function is designed to adapt to both types of the drivers, by an optimised steering torque overlay. The existing current EMA function is always amplifying the driver steering inputs using a feed-forward controller. The focus of this thesis work is to identify and dene a proper steering sequence reference model for closed-loop feedback control design. A simple single-point preview model is designed first to calculate the reference steering angle. A few test scenarios are set-up using the IPG CarMakerTMsimulation tool. The reference model is then tuned with respect to the amplitude and frequency by batch simulations to obtain the optimal steering prole. A feedback controller is then designed using this reference model. The controller is implemented in a real-time environment, using a Volvo rapid-prototype test vehicle. Preliminary variation tests have shown that the developed controller can enhance both an over-reacting and under-reacting driver's performance during an evasive manoeuvre, by applying assistance/resistance EPAS torque timely. The designed EMA function is shown to accommodate different driver reactions and provide intuitive torque interference. As opposed to the earlier notion that the EMA function only assists the driver with an additional steering wheel torque, it was shown that the optimal steering torque overlay might be in the form of assistance or resistance.

Manoeuvre warfare in the South African campaign in German South West Africa during the First World War

This dissertation studies the First World War South African campaign in German South West Africa from 1914 until 1915. The campaign was characterised by the high mobility of the Union’s mounted soldiers which enabled swift advances and rapid envelopments. The German forces applied a defensive strategy relying on the lack of water and remoteness of the terrain to deter and prolong the Union’s invasion. The German force also relied on internal lines of communication to concentrate its forces on the Union’s advancing columns. The Union Defence Forces’s numbered approximately 50 000 compared to the German force of about 7 000. The campaign culminated on 9 July 1915 with the surrender of almost the entire German fighting force intact. This study analyses whether the victory can be attributed to the Union Defence Forces’s numerical superiority or the operational strategy and tactics which were applied during the campaign. It is argued that this operational strategy is congruent with the modern theory of manoeuvre warfare and that the campaign is therefore a textbook example of manoeuvre warfare theory / History / M.A. (History)

This thesis is a transdisciplinary study of leading South African Marxist intellectual, political activist and sociologist of language Neville Edward Alexander’s written work in English. It is an attempt to explore the “dialogical narratives” as a proposition in my assessment of his work and it is also a description of a method he employs to arrive at his own political and literary compositions. In tracking his formation as a political subject and an activist, Alexander’s and other writers’ interpretations of his meetings with and his stories about people are explored. His writings cover the spectrum of politics, education and language, and he employed a political economy approach in all his written expositions. The study argues that he had an exceptional ability to “argue against himself” because he was a dialectical reasoner and because he embraced the political and sociological toolkit of historical materialism as the philosophical matrix of his work. / History / D.Lit et Phil. Blue Force Tracking (BFT) är en term för system som lokaliserar och övervakar egna militära förband inom operationsområdet. Ett potentiellt användningsområde för BFT är som hjälpmedel för förbättrad förmåga till eld och rörelse. Innan ett sådant användningsområde undersöks vidare är det dock nödvändigt att studera hur BFT påverkar tillämpandet av uppdragstaktik och manöverkrigföring.      Syftet med detta arbete är att skapa en förståelse för hur teknik och doktrin förhåller sig till varandra, för att besvara om användandet av BFT för eld och rörelse är möjligt inom Försvarsmakten med tanke på rådande doktrin. För att studera detta genomfördes en fallstudie där det undersöktes hur teknik och doktrin påverkar varandra, kopplat mot användandet av ledningssystem med BFT inom Försvarsmakten. För analys av empirin användes ett sociotekniskt synsätt för att förstå förhållandet mellan teknik och doktrin.   Resultatet visade på att användningen av BFT inte påverkade tillämpandet av uppdragstaktik. Däremot försvårar BFT-användningen tillämpandet av manöverkrigföring, främst genom att röja det egna handlandet. Diskussionen berörde skillnader i nyttjande av BFT mellan Flygvapnet och Armén. Diskussionen ledde också fram till rekommendationen, att om BFT ska implementeras på manöverbataljonerna så bör det till förändringar i rådande doktrin för att skapa ett fungerande sociotekniskt system / Blue Force Tracking (BFT) refers to systems for monitor and location of friendly military forces in a particular area of operation. A possible use for BFT is as an aid to improve fire and movement skills. Before such use is investigated further, it is necessary to examine the impact of BFT on the application of mission command and manoeuvre warfare. The purpose of this paper is to create an understanding of what effects technology and doctrine have on each other. The aim is to be able to answer the question whether or not BFT can be used to improve fire and movement in the Swedish Armed Forces. To do this, a case study of the relationship between technology and doctrine in the Swedish Armed Forces was carried out. For analysis of the empirical data, a socio-technical approach was used to understand the relationship between technology and doctrine.  The results showed that the use of BFT had no effect on the application of mission command. However, the use of BFT had a negative effect on the ability to carry out manoeuvre warfare, mainly on the ability to hide our own actions from the enemy. The discussion concerned differences in the use of BFT between the Air Force and the Army. The discussion also concluded with the recommendation that a change in doctrine is necessary, if BFT is to be introduced to battalions, in order to create a functioning sociotechnical system.

<p>The topic of this essay is the strategic importance of the <em>Golan Heights</em> during the period <em>1967-1973, </em>specifically targeting the following<em> </em>questions;</p><p>-          <em>Why were the heights strategically important</em>?</p><p>-          <em>What are the gains of either of the states in controlling the Golan Heights?</em></p><p>A theoretical framework based on Jerker Widén´s and Jan Ångström´s <em>Militärteorins grunder</em> (The fundamentals in Military Theory) and its chapter regarding the strategic context will be used as an analytical framework.</p><p>The framework has been applied on the specific conditions of the Golan Heights during a given and limited period of time; stretching from 1967 to 1973, however, the study will <em>not</em> deal with the <em>war of attrition</em> in 1970 as the impact on the Golan Heights and the surrounding geographical strategically important area was limited if at all. The two wars waged during this particular time are used in an attempt to give a somewhat objective picture of the strategic importance of the area.</p><p>The conclusions are that the importance of the Golan heights during the selected period was significant as the Golan Heights provided a “strategic lock” both ways and provides a favourable area to deploy artillery, intelligence and surveillance sensors.</p> / <p>Denna uppsats behandlar främst de grundläggande teorierna kring strategi applicerade på referensobjektet Golanhöjderna under åren 1967-1973.</p><p>Syftet är att svara på frågorna:</p><p><em>Varför var höjderna viktiga ur ett strategiskt perspektiv?</em></p><p><em>Vilka fördelar vinner endera</em> <em>staten på att besitta dem?</em></p><p>Tidsrymden har valts med tanke på att det är under denna tid som de häftigaste striderna ägde rum på detta specifika terrängavsnitt. De parter som behandlas är Israel och Syrien då dessa gränsar till varandra runt Golanhöjderna.</p><p>De bägge parternas planer och mål under stridigheterna kommer att analyseras enligt en deskriptivt-analyserande metod och även till viss del jämföras vad avser deras avsikter och önskade slutläge.</p><p>Den teoretiska referensramen, vilken skall fungera som ett analysverktyg, består huvudsakligen av sex belysande aspekter som tillsammans kan beskriva den strategiska bilden, hämtade ur Jerker Widéns och Jan Ångströms bok <em>Militärteorins grunder</em>. Utöver dessa sex aspekter kommer även manöverkrig, linjaritet samt rysk krigskonst att beskrivas. Dessa operationaliseras sedan på referensobjektet och leder fram till en diskussion som sedan mynnar ut i ett antal slutsatser.</p><p>De slutsatser som har dragits är att Golanhöjderna har en strategisk vikt i området 1967-1973 då de fungerade som ett ”strategiskt lås” för bägge sidor samt att höjderna var värdefulla ur underrättelse-/spaningshänseende.</p>
