[pt] A produção alienadora das cidades tem avançado mediante ações político-estatais cada vez mais alinhadas com a racionalidade neoliberal. Tal fato, dentre outras características, contribuiu para ampliar a contradição entre o processo de produção social do espaço e sua apropriação privada. Neste sentido, o direito à cidade tem sido um termo cada vez mais utilizado por diferentes sujeitos como possibilidade de reafirmar projetos de emancipação também contraditórios (emancipação política e emancipação humana) que sustentam modelos de democracia distintos. Portanto, partindo-se de uma análise (meta)geográfica, na qual consideramos o direito à cidade como um conceito radical em obra homônima escrita por Henri Lefebvre, estaríamos diante de um processo contraditório de banalização-potencialização deste conceito ainda fundamental para (re)pensar a alienação urbana. Nesse sentido, em relação à experiências concretas, ainda estaríamos à margem de formas de organização social e política que materializem toda a radicalidade contida e expressa neste conceito apresentado originalmente por Henri Lefebvre. Enquanto sujeitos históricos estaríamos (ainda) às margens do direi-to à cidade ao considerarmos os limites e as fronteiras dos diferentes projetos de democracia contidos nos contraditórios projetos de emancipação política e emancipação humana e suas relações com práxis comprometidas com a produção do espaço a partir da dialética entre o possível-impossível. Acreditamos que, a crítica radical proposta pela metageografia, nos proporcionaria pensar a produção do espaço através de um caminho teórico-metodológico comprometido com a reafirmação da radicalidade contida no conceito de direito à cidade desenvolvido por Henri Lefebvre. / [en] The alienating production of cities has advanced through state-political actions increasingly aligned with neoliberal rationality. This fact, among other characteristics, contributed to extend the contradiction between the process of social production of space and its private appropriation. In this sense, the right to the city has been a term increasingly used by different subjects as possibility to reaffirm also contradictory emancipation projects (political emancipation and human emancipation) that support different models of democracy. Therefore, starting from a (meta)geographical analysis, in which we consider the right to the city as a radical concept in a homonymous work written by Henri Lefebvre, we would be in the face of a contradictory process of trivialization-potentiation of this still fundamental concept to (re)think the urban alienation. In this sense, in relation to concrete experiences, we would still be at the margins of social and political organization forms that materialize all the radicality contained and expressed in this concept originally presented by Henri Lefebvre. As historical subjects we would be (still) at the margins of the right to the city when considering the limits and boundaries of the different projects of democracy contained in the contradictory projects of political emancipation and human emancipation and their relations with praxis committed to the production of space from the dialectic between the possible-impossible. We believe that the radical critique proposed by metageography would allow us to think about the production of space through a theoretical and methodological path committed to the reaffirmation of the radicality contained in the concept of the right to the city developed by Henri Lefebvre.

Neoliberalism and education in Russia : global and local dynamics in Post-Soviet education reformMinina, Elena January 2014 (has links)
This dissertation examines the socio-cultural underpinnings of neoliberal educational reforms vis-à-vis the national educational settings in Russia. By drawing upon NVivo-aided Discourse and Frame analysis as a methodological path, this study critically examines a corpus of state laws on education and official government statements from 1991 to 2012 in contrast to contemporary societal discourse on education, where novel and indigenous educational meanings have been contested and re-negotiated. This thesis shows how the conceptual mélange of global neoliberal ideas has been interpreted, institutionalised and resisted in Russia by exploring the semantics of key neoliberal reform ideas - ‘quality assurance,’ ‘educational standards,’ and ‘commercial educational service’ - at the micro-level of policy texts, political debates and public discussions. This thesis shows that having heralded an educational revolution, the official reform narrative rhetorically endorsed neoliberal orthodoxy, while continuing in practice to discursively draw on pedagogical and administrative frameworks which it previously renounced as outdated. In communicating the spirit of radical neoliberal modernisation, the Russian government rhetoric has collectively embraced a number of contradictory concepts, slogans and directives that have never been harmonised in a unified reformatory framework. The study also argues that the public interpretation of neoliberal concepts has been radically different from the intended conceptualisations offered by the global international stakeholders and conveyed by the Russian educational elite. It shows how, when interpreted through the lens of local pedagogical values, the semantics of global modernisation templates, such as ‘educational quality’ and ‘educational standardisation,’ took on unexpected, culturally-specific, meanings. It also finds that the newly introduced principles of entrepreneurship, self-interest, consumer choice, self-responsibility and competition, which underlie the neoliberal economic reform, remained in opposition to fundamental principles of Russian culture, such as communalism, egalitarianism, state paternalism and anti-monetarism. By unpacking opposing ideological and pedagogical frames, this thesis explains the cultural aspects of the widespread public resistance to post-1991 education reform in Russia. This dissertation seeks to enhance the understanding of the policy formulation process and interpretation of global neoliberal ideas from both top-down and bottom-up perspectives. By advancing a culturalist approach to policy analysis, the present study addresses an overlooked piece of the long-standing puzzle of perceived post-Soviet educational crisis, supplementing the broader scholarly discussion on the successes and failures of neoliberal reforms in the post-Soviet space.

Idrottsprofilerad utbildning : i spåren av en avreglerad skola / In the wake of a deregulated school system : school sports in SwedenFerry, Magnus January 2014 (has links)
This thesis aims to contribute to a deeper understanding of the Swedish school sports system, a system which has evolved since the beginning of the 1970s, the prevalence of which has increased significantly at all school levels since the mid-1990s and today attracts a large number of pupils and teachers. Starting with the neoliberal discourse which has had a major impact on the development of the Swedish school system, and inspired by Pierre Bourdieu’s theoretical framework, the reasons for the emergence of the school sports system and the reasons why schools chose to specialise in sport is described. Also examined are the pupils and teachers involved and the mechanics behind their participation. Empirically, this thesis is based on registry data, telephone interviews with principals at schools offering school sports and questionnaires responses from pupils and teachers involved in school sports. The results of the thesis suggest that the main reason school sports has become so common is closely connected to increased competition on the local school market; by offering school sports, schools have found a possible way to attract more pupils. Furthermore, the results show that the social characteristics of pupils who have been selected or have chosen to participate in school sports differs from the national population of pupils and participants in sports clubs. This suggests that the available supply of school sports is better adapted to some pupils’ social backgrounds and habitus. In relation to the teachers involved, the results show that other resources than what is normally required to become a teacher is valued in school sports. Instead of a teacher certificate, a coaching education and experiences in competitive sport is valued highly which suggests that this is recognised as symbolic capital for teachers in school sports. In conclusion this thesis demonstrates that school sports is influenced by both the fields of education and sport, and that the increased supply of school sports has implications for both fields. / Forskningslinjen Utbildning

Race Talk in Neoliberal Higher Ed: “Diversity” Curriculum at a Large Urban University in the U.S. Mid-AtlanticPryor, Olivia D 01 January 2016 (has links)
The contemporary United States is at a crossroads with race: some believe achieving political equality rests in the ability to wilfully ignore race, while others assess colorblindness is a racial frame that only serves to prolong and irritate inequalities. Higher ed institutions have become involved in this conversation due to critiques of higher ed devaluing racial minorities both in the curriculum and in hiring practices. As a response, higher ed has promised to restructure their institution with diversity and PoC in mind. This research study seeks to understand if higher ed has maintained this promise. Twelve participants were qualitatively interviewed to assess their satisfaction with higher ed and the curriculum as it pertains to race. It was found that students were generally heavily critical of their education, particularly in the “diversity” claims made by the school. Their narratives additionally highlight the importance of sociological spaces within a neoliberal university.

Making Plans - Telling Stories : Planning in Karlskrona/Sweden 1980 - 2010Walter, Mareile January 2013 (has links)
The aim of this thesis is to understand how a repertoire of municipal planning narratives evolved and how these were used as a means to explain, legitimise and produce change in a city that went through a process of urban transformation. The focus is set on the role of narratives in municipal plans as a mental preparation for change. In order to reach this aim, a framework for narrative analysis is developed that shall facilitate a critical reading of such municipal planning documents as comprehensive plans. This shall help to understand among other things how place and community are constructed. This framework is used to interpret four documents of the municipality of Karlskrona, one introductory guide for new inhabitants from 1980, and three consecutive comprehensive plans, adopted in 1991, 2002 and 2010. In short, the narrative analysis consists of four different ways of reading each respective document. First, more or less coherent narratives are identified in the texts. Second, they are analysed with respect to their literary and rhetoric form, in a way that is inspired by historian and literary theorist Hayden White. A third reading places the documents’ narratives into their historical context. Finally, they are classified as certain narratives of place identity on the basis of a typology developed by sociologist Manuel Castells. He states that identities can be constructed with help of narratives that legitimise the existing societal structures, that stand in opposition to these structures, or that create a new identity out of available resources. Based on these readings, I find that the four documents use very different literary and rhetorical forms and that they construct the place’s identity in ways clearly distinct from each other. They express various moral and political perspectives and convey clearly distinct social norms regarding the role of inhabitants and the municipality. Over the decades, there has been a clear shift of expressed values from those that support a leading role of the (local) state in fostering local development to those that highlight the importance of market actors and market forces. A similar change has occurred from the pronunciation of state responsibility for the inhabitant’s well-being to a greater focus on individual responsibility. This confirms the notion that municipal planning is increasingly influenced by ideas of neoliberal development. It could also be observed that storytelling and a purposeful narrative construction of place identity have become more prominent as instruments of planning. Planning narratives were clearly used to explain and legitimise shifts or persistence in municipal policymaking. Due to this it can be concluded that in the eyes of local policy makers, the municipality seems to have gone through a complete process of urban transformation from being in a state of decline to one of stabilised growth.

Previous issue date: 2017-03-29 / Propõe-se investigar o expansionismo do trabalho precário no Brasil e, especialmente, em relação às Organizações Sociais de Saúde, entidades privadas, sem fins lucrativos, que constituem o denominado “público não-estatal”, responsáveis pela prestação de serviços de saúde, bem como pela gestão privada de recursos provenientes do setor público. Buscou-se questionar de que forma a racionalidade governamental neoliberal opera na produção de relações de trabalho precárias e flexíveis notadamente a partir das Organizações Sociais de Saúde. Tendo como referencial teórico a “governamentalidade neoliberal”, situamos a precariedade e a flexibilidade das relações de trabalho que se desenvolvem nas Organizações Sociais de Saúde como produto de uma racionalidade governamental orientada pelos princípios de mercado, cujo marco político e institucional teve seu ápice na década de 1990, com a Reforma Gerencial do Estado, articulada e influenciada pelo economista Luiz Carlos Bresser-Pereira. A pesquisa tem como objetivos: a) Analisar a precariedade das relações de trabalho que se desenvolvem no interior das Organizações Sociais de Saúde a partir da governamentalidade neoliberal, categoria analítica elaborada por Michel Foucault; b) Articular elementos constitutivos dessa racionalidade governamental que nos permitam confrontar sua aplicação com a implementação de práticas e de políticas de estímulo ao trabalho precário; c) Contextualizar o intervencionismo jurídico na economia de mercado por meio da análise de proposta legislativa (PL nº 4330/204), bem como de decisão judicial (ADIn 1923/1998) que corroboram a adoção de práticas de estímulo ao trabalho precário no âmbito da saúde e, consequentemente, no enquadramento das Organizações Sociais de Saúde. A articulação de elementos constitutivos da categoria estruturante desta pesquisa permitiu vislumbrar o trabalhador como um capital humano e o Direito como um campo de intervenção na economia, ambos desdobramentos da indexação do governo e da sociedade pelo modelo da empresa. Da aplicação da teoria do capital humano aos apontamentos que sugerem uma intervenção biopolítica sobre a vida do trabalhador, analisamos como o trabalho humano se estabelece sob a ótica de uma racionalidade de governo mercadológica que o fragiliza tanto pela precariedade quanto pela flexibilização, comprometendo substancialmente o exercício e a efetivação desse direito fundamental. / The aim is to investigate the expansionism of precarious labor in Brazil, especially in relation to Health Social Organizations, private non-profit entities that constitute the sector named “non-state public sphere”, responsible for providing health services and for the private management of public resources. We sought to question how the neoliberal governmental rationality operates in creating flexible and precarious labor relations in the Health Social Organizations. Having as a theoretical basis Foucault’s category of “neoliberal governmentality”, we situated the precariousness and flexibility of the labor relations that develop in the Health Social Organizations as a product of a governmental rationality oriented by market principles, whose political and institutional mark had its peak in the 1990s, with the Public Management Reform, articulated and influenced by the economist Luiz Carlos Bresser-Pereira. This research has the objectives of: a) analyzing the precariousness of labor relations that develop inside the Health Social Organizations, having the neoliberal governmentality, an analytical category created by Michel Foucault, as a starting point; b) articulating constitutive elements of this governmental rationality that allow us to confront the application of its rationality with the implementation of practices and policies that stimulate precarious labor; c) contextualizing legal interventionism in the market economy through the analysis of legislative proposal (PL nº 4330/204) and judicial decision (ADIn nº 1923/1998) that corroborate the adoption of practices of labor precariousness stimulation in the health sector, and, consequently, in the Health Social Organizations. The articulation of constitutive elements of the structuring category of this research has allowed for seeing the laborer as a human capital and the Law as a field of intervention in the economy – both being results of the indexation of government and society by the business model. From applying the theory of the human capital to the notes that suggest a biopolitical intervention in the life of the laborer, we analyzed how human labor is established in the point of view of a market rationality of government, weakening this laborer with its precariousness and flexibilization, compromising substantially the exercise and effectiveness of this fundamental right.

The research material consisted of 20 front covers of Vestibular/ZH, a weekly supplement of Zero Hora (the newspaper with the largest circulation in Rio Grande do Sul) directed towards students preparing to start a university course. The concepts of discourse and governmentality have been taken as analysis tools, both stemming from theorizations of Michel Foucault. Changes in cultural configurations in contemporaneity have produced university subjects with specific characteristics. Changes occurred in the work world, new governmental rationalities, with the emergence of neo-liberalism, and the centrality of media in the production of subjectivities, have been some of the possibility conditions for the emergence of those subjects.

Previous issue date: 2007-08-24 / Esta dissertação objetiva fazer uma análise de como o discurso dos Estados hegemônicos neoliberais capitalistas, que denomina discurso oficial , escamoteia a possibilidade da construção de relações democráticas na escola ao prescrever uma gestão escolar subsumida aos interesses da gestão capitalista, através de uma reflexividade neoliberal oposta a uma reflexividade crítica que seria condição para a emancipação dos sujeitos. O discurso oficial será analisado através do Programa de Formação à Distância para Gestores Escolares, Progestão, considerado como metáfora deste discurso, bem como de uma leitura das respostas a questionário sobre uma aplicação concreta do curso junto a Diretores de Escola. Procurando demonstrar o sentido do conceito de gestão democrática da escola como didática de participação funcional na prática da administração escolar no discurso oficial, discute o conceito de gestão democrática da escola sob o axioma da qualidade total na teoria da administração capitalista, a subjetivação da liderança como condição para reprodução do capitalismo e a prescritividade neoliberal de um discurso sobre a reflexividade para os sujeitos da educação. Desta forma, a presente dissertação pretende se inserir no contexto das análises críticas às políticas educacionais neoliberais, procurando colaborar na desconstrução do discurso oficial que as representa. Discute a axiomática de uma subjetivação capitalística tal qual conceituada por Gilles Deleuze e Félix Guattari. Entende o conceito de administração escolar e as concepções de gestão escolar, com base nos estudos de Vitor Henrique Paro e José Carlos Libâneo. Discute o conceito de uma reflexividade critica com base nas proposições de Selma Garrido Pimenta e José Carlos Libâneo. Pauta o campo de tensão decorrente das oposições entre o discurso oficial e a imanência das práticas da administração escolar, nas concepções de Pedagogia e de Educação trazidas por Maria Amélia Santoro Franco e por Dermeval Saviani. exercised by the use of telematic monitoring, over the so-called criminals, according
to the current demands for security. The equation liberty-security that is suffused by
the effectuation of rights is also problematized. The research is situated in what
Michel Foucault called neo-liberal governmentality and investigates the recent
strategies of conducts conduction that extends the penal control to out of the bodies
confinement spaces, without abdicating them. It is showed how the offenders tracking
waters down the prison limits by its coupling to electronic modulations that formats
jails without walls, mobile and flexible, in open environment. Punctual precedence of
monitoring technologies in the United States is studied, as well as its transformations
serving the current penal economy. Different punitive practices that nowadays are
resized in electronic controls are presented. Eclectic discourses and the several
political forces that bring about the offenders tracking are analysed. The
implementation of the electronic monitoring of condemned and processed people by
the penal system in Brazil is situated as a truth construction from the inextricable
relation between legalisms and illegalisms. The questioning of the continuity of the
punishment over bodies as a support of the politics that is today exercised and
lengthened by means of new punitive controls anchored in the expansion of the
double rights-security. / Este trabalho apresenta a emergência de novas técnicas de controle e punição,
exercidas por meio de monitoramentos telemáticos, efetuados sobre os designados
criminosos, atendendo às atuais demandas por segurança. Problematiza-se a equação
liberdade-segurança atravessada pela efetivação de direitos. A pesquisa situa-se diante
da consolidação do que Michel Foucault chamou de governamentalidade neoliberal e
investiga as recentes estratégias de condução das condutas que estendem o controle
penal para fora dos espaços de encerramento de corpos, sem abdicar ao confinamento.
Mostra-se como o rastreamento de presos faz diluírem-se os limites do cárcere por
meio de seu acoplamento a modulações eletrônicas, que formatam prisões sem muros,
móveis e flexíveis, em ambientes abertos. São estudadas procedências pontuais de
tecnologias de monitoramento remoto nos Estados Unidos, bem como os
deslocamentos que o fazem atender à atual economia da pena. São apresentadas as
diferentes práticas punitivas que hoje se redimensionam em controles eletrônicos.
Analisa-se os discursos ecléticos e as diversas forças políticas que suscitaram a
emergência dos mecanismos de rastreamento de presos. Situa-se, por fim, a
implantação do monitoramento eletrônico de condenados e processados pelo sistema
penal no Brasil, como ratificação de uma verdade, construída a partir de práticas de
gestão da relação indissociável entre legalismos e ilegalismos. Interessa o
questionamento da continuidade do castigo sobre corpos como sustentação da política
que se exercita e se prolonga hoje por meio de novos controles punitivos ancorados na
ampliação do duplo direitos-segurança

A Tese tem como objetivo evidenciar práticas de integração, tecnologias avaliativas e estratégias de comparação acionadas pelo que denomino dispositivo do Compromisso. Esse dispositivo atua por meio de mecanismos de governo das instituições escolares do país para dar conta do que é produzido discursiva e praticamente como a qualidade da educação pública brasileira. A pesquisa foi feita no âmbito da política municipal de Educação Integral de Porto Alegre, instituída Programa Cidade Escola/SMED-PoA, em sua relação com as políticas nacionais de avaliação da qualidade da educação pública, como aquelas implementadas pelo Plano de Metas Compromisso Todos pela Educação, a partir do Plano de Desenvolvimento da Educação Básica/MEC, no ano de 2007 e pelo Plano Nacional de Educação/MEC com vigência para o decênio de 2014 até 2024. Foram usados como referencial teórico-metodológico estudos produzidos por Michel Foucault, os quais remetem aos conceitos de problematização, governamentalidade e dispositivo. Demonstro na Tese como o dispositivo do Compromisso se engendra à racionalidade contemporânea neoliberal de produção, avaliação e comparação de distintos saberes de sociedades, de instituições escolares e de sujeitos educacionais. No que se refere às políticas nacionais, a definição de metas percentuais e índices numéricos para avaliar, medir e monitorar a qualidade dos sistemas de ensino, das gestões escolares, das aprendizagens dos alunos, da formação de professores, monitorar a evasão escolar, a reprovação e tantos outros fazeres educacionais conduz para a produção de mecanismos de governo que promovam o alcance desses valores numéricos. A Prova e a Provinha Brasil, assim como o Ideb, constituem-se em tecnologias avaliativas que se conformam às estratégias comparativas usadas pela Secretaria de Educação de Porto Alegre para avaliar o impacto da integralização educacional neste município. Para dar conta das metas percentuais de integralização, a Secretaria, elemento constituinte da governamentalidade contemporânea, recorre a práticas de integração que objetivam minimizar conflitos institucionais que ameacem a atuação do dispositivo. Defendo na Tese que esses mecanismos de governo mobilizam a articulação dessa Secretaria com as mais diversas instituições e atores sociais e têm por finalidade produzir efeitos na educação municipal que comprovem o sucesso do sistema de ensino da Rede Municipal, a partir do alcance das metas e índices nacionais de qualidade. Ao mesmo tempo em que o sucesso do sistema de ensino de Porto Alegre vincula-se à responsabilização social, na medida em que os elementos do dispositivo assumem um compromisso político, ético e social com a qualidade da educação pública brasileira. / The Thesis aims to highlight integration practices, evaluative technologies and comparative strategies activated by what I denominate device of Commitment. This dispositif works through government mechanisms of educational institutions of the country to deal with what is discursive produced and just as the quality of Brazilian public education. The survey was made within the municipal policy of Integral Education of Porto Alegre, nominated City School Program/SMED-PoA, on its relationships with national evaluation policies of the quality of public education, such as those implemented by the Development Plan of Basic Education/MEC in 2007 and by the National Plan of Education/MEC with validity for the decennary of 2014 until 2024. As theoretical-methodological references were used studies produced by Michel Foucault, which refer to the concepts of problematization, governmentality and apparatus. In the Thesis it is shown how the dispositif of Commitment interlace with contemporary neoliberal rationality of production, evaluation and comparison of distinct knowledge of societies, educational institutions and educational subjects. With regard to national policies, definition of percentage targets and numerical indices to evaluate, measure and monitor the quality of educational systems, schools management, students learning, teachers training, monitor school dropout, school failure and many other educational doings leads to the production of governance mechanisms which promote the achievement of these numerical values. The Prova and the Provinha Brazil, as well the Ideb, are evaluative technologies that comply with the comparative strategies used by the Secretariat of Education of Porto Alegre to assess the impact of integral education on this city. In order to deal with these percentage targets of integralization, the Secretariat, constituent element of contemporary governmentality, uses integration practices that aims to minimize institutional conflicts that threaten the dispositif performance. In the thesis, I support that these government mechanisms mobilize the articulation of this Secretariat with the most diverse institutions and social actors and intend to produce effect in municipal education which prove the success of the educational system of the city, based on the achievement of national goals and indices of quality. While the success of the educational system of Porto Alegre is linked to the social responsibility, as the elements of the dispositif assume a political, ethical and social commitment to the quality of Brazilian public education.
