Magistro darbo tema – Lietuvos žydų bendruomenės vidinė ir išorinė komunikacija. Darbo objektas – tautinės bendruomenės lyderis. Iškelta hipotezė, jog Lietuvos žydų bendruomenėje nėra profesionalios komunikacijos, kuri rūpintųsi lyderio įvaizdžio formavimu bei komunikacija su suinteresuotomis publikomis. Magistro darbo tema – Lietuvos žydų bendruomenės vidinė ir išorinė komunikacija. Darbo objektas – tautinės bendruomenės lyderis. Iškelta hipotezė, jog Lietuvos žydų bendruomenėje nėra profesionalios komunikacijos, kuri rūpintųsi lyderio įvaizdžio formavimu bei komunikacija su suinteresuotomis publikomis. Hipotezė suformuota ne vienus metus stebint Lietuvos žydų bendruomenės veiklą, susipažinus su LŽB valdymo struktūra – Taryba. Darbo tikslas – išanalizuoti tautinės bendruomenės lyderio įvaizdį ir jo raišką. Hypothesis of this works is that Lithuanian Jewish Community does not have professional public relations, which would take care of the image of Lithuanian Jewish Community leader and communicate with publics. Objective of this work is the leader of national minority. The aim of the work is to find out how the image of Lithuanian Jewish Community leader is formatting and how does it express in Lithuanian internet media. Several tasks have been accomplished. First of all, clearing up theoretical aspects of community in a broad sense. Then, exploring Lithuanian Jewish Community history and evolution. Furthermore, preparing for 4 researches and finally, analysis of the results, making conclusions and suggestions for the future. The topic of this work is new, so there are very few theoretical information sources. Covering lack of information, every assumption needed a research. That’s why there were 4 different researches made. These researches are first ever made researches of Lithuanian Jewish Community. Organization does not have financial possibilities to order any researches and there are no funds for a public relations professional. That is why this work has a special practical meaning. If Lithuanian Jewish Community is looking for its professional improvement, this work would help to reach this goal.

Tiekėjų teisių gynimo priemonių sistema viešuosiuose pirkimuose / A system of measures defending the rights of suppliers in public procurement

Viešųjų pirkimų teigiamas poveikis valstybių ekonomikai paskatino šios teisės šakos vystymą ir nuolatinį reguliavimo tobulinimą. Tai ilgainiui tapo itin parankia ekonomikos, inovacijų, konkurencijos skatinimo priemone. Sparčiai plečiantis tarptautinei rinkai ir skverbiantis į viešųjų pirkimų sritį, egzistuojantis viešųjų pirkimų reguliavimas nebeatitiko esamų sąlygų. Atsirado poreikis šalinti tarptautinės prekybos barjerus viešuosiuose pirkimuose, tapo reikalinga gerokai padidinti skaidrumo, nediskriminavimo garantijas ir sukurti veiksmingesnę ir efektyvesnę viešųjų pirkimų sistemą. Kad būtų pasiekta apčiuopiamų rezultatų ir šių tikslų realiam įgyvendinimui, reikalingos veiksmingos, neatidėliotinos teisių gynimo priemonės, be kurių nebūtų įmanomas joks teisinis reguliavimas. Efektyvios tiekėjių teisių gynimo priemonių sistemos užtikrinimas tapo vienu iš prioritetinių tikslų modernizuojant viešųjų pirkimų reguliavimą globaliu, regioniniu ir nacionaliniu lygmenimis. Lietuvos viešųjų pirkimų reguliavimui didžiausią įtaką padarė Europos Sąjungos teisės aktų įgyvendinimas. Iki dabartinės tiekėjų teisių gynimo priemonių sistemos įtvirtinimo buvo nueitas ilgas kelias, lydimas dažnos įstatymų kaitos ir nestabilumo, kas neišvengiamai sukėlė neigiamų padarinių tiek tiekėjams, tiek pačioms perkančiosioms organizacijoms. [toliau žr. visą tekstą] / A positive influence of public procurement for countries economics gave the impulsion for development and permanent modernisation of public procurement regulation. This eventually became a good measure to promote economics, inovation and competition. Due to the fast and continual expansion of international market and penetration into public procurement, the regulation level of public procurement became insufficient and inapplicable to existing conditions. It bacame necessary to eliminate barriers for the opening-up public procurement sector to international market, improve transparency, non-discrimination guarantses and create more effective system of public procurement. To have tangible effects and achieve these purpose, an effective and rapid remedies, without wich none of the legal regulation could normally operate, became necessary. The effective remedies system of suppliers in public procurement became one of the main priorities for modernisation of legal regulation in global, regional and national levels. The main inffluence to legal regulation of public procurement in Lithuania made the implementation of European Union legal acts. Lithuania had long and full of many changes of public procurement regulation way till now existing regulation was implemented. Įmonės, įstaigos, organizacijos vadovo ir juridinio asmens tarpusavio santykiai nėra vienalyčiai, jie yra kompleksiški. Vadovas yra sudėtinė ir neatskiriama šių juridinių asmenų dalis, jo dėka juridinis asmuo gali funkcionuoti, įgyvendinti savo teises, vykdyti pareigas. Taigi, viena vertus vadovas įstatymų pripažįstamas juridinio asmens valdymo organu. Kita vertus, vadovo ir juridinio asmens santykiams būdingas darbuotoją ir darbdavį siejančio darbo santykio elementas. Atsižvelgiant į vadovo atliekamų funkcijų reikšmingumą, jo teisinio statuso vertinimas svarbus ne tik pačiam vadovui ar jį į pareigas priėmusiam darbdaviui, bet ir visai visuomenei. Taigi, šiame darbe analizuojamas įstatymų leidėjo, teismų, bei teisės teoretikų požiūris į įmonės, įstaigos, organizacijos vadovo teisinį statusą sudarančių elementų visumą. Vadovo teisinio statuso specifika atskleidžiama nagrinėjant darbo sutarties su vadovu sudarymą, vykdymą, nutraukimą, bei vadovo atsakomybę. Išanalizavus įmonės, įstaigos, organizacijos vadovo teisinį statusą reglamentuojančias teisės normas, įstatymų leidėjo poziciją, bei teisės mokslininkų opiniją prieita išvados, jog požiūris į vadovo teisinį statusą yra nepastovus ir kintantis. / Personal relationship between head of an enterprise, companie or organization and legal person is not homogeneous, they are complex. Head is an integral and inseparable part of those legal entities, thanks to its, legal persons may be able to exercise their rights and perform their duties. So, on the one hand head is recognized by the laws of legal person’s management body. On the other hand, these relationships are characterized by the employee and employer connecting element of an employment relationship. Given the significance of the functions performed by the head, his legal status of the evaluation is important not only to the head or employer which took him to the office, but also society as a whole. Thus, in this work we analyze the legislature, the judiciary and legal academics approach to the legal status of the head of an enterprise, company or organization. Specificity of legal status of the head is revealed by examining signature, execution and termination of employment contract, and also head responsibility. After analyzing legal status of the head of an enterprise, company and organization governing law, opinion of the legislator and legal scholar, we concluded, that approach to the legal status of the head is non-permanent and variable.

The questions is what possible reasons of conflicts can occur among tourism organizations’ employees and what possible solutions are there. Conflicts exist and it is necessary to analyze them, so that they wouldn’t impede to achieve the best selling results and organization could achieve more solid intercommunication goals. Subject of the paper - reasons of conflicts among tourism organizations’ personnel. While all the modern world is moving to the electronic space and the services are assuming a digital form, one also gives thought to the means to approach to this more and more often, and one of many of the means is digital signature. Electronic signature would even overtake its inky prototype not only in science or IT business, but also in the heads of the consumers, if there were not any traditional, organizational barriers, any fear of innovations and uncertainty amongst many other factors that are useful to explore. The most popular implementation of digital signature - PKI (Public key infrastructure) – can fill a lot more than one function; the variety of all of the PKI application areas is very wide. Also known as assymetric cryptography, PKI can provide an opportunity not only to sign a document, but also a reverse process is possible, that is to communicate safely in the Internet or other net using public key for encoding and private key for decoding. The paper strives to point out the essence and the main principles of PKI, to disclose its possibilities and means for the organizations and the users, to analyse the empirical information in an organization, to measure the current PKI situation in Lithuania also touching Europe, to reveal the mindset and behaviour peculiarities of a potential user of the digital signature. / Visam šiuolaikiniam pasauliui persikeliant į elektronines erdves, paslaugoms įgaunant skaitmeninę formą, vis dažniau susimąstoma ir apie visas priemones tam pasiekti, iš kurių viena – e.parašas. E.parašas kai kuriais atžvilgiais netgi lenktų rašalinį savo prototipą ne tik moksle ir IT versle, bet ir vartotojų galvose, jei ne tradiciniai, organizaciniai barjerai, naujovių ir nežinomybės baimė, bei daugelis kitų veiksnių, kuriuos naudinga ištirti. Labiausiai paplitusi e.parašo realizacija PKI (Public key infrastructure) – viešojo rakto infrastruktūra – gali atlikti žymiai daugiau nei vieną funkciją, visos PKI taikymo sričių įvairovės darbe nepavyktų atskleisti dėl vietos ir laiko stokos. Dar vadinama asimetriniu šifravimu, PKI gali ne tik suteikti galimybę pasirašyti dokumentą, bet įmanomas ir atvirkštinis procesas, t.y., užšifravimui naudojant viešąjį, o iššifravimui – privatųjį raktą, saugiai komunikuoti internete ar kitame tinkle. Darbas siekia parodyti PKI esmę ir pagrindinius principus, atskleisti galimybes ir priemones organizacijoms ir vartotojams, išanaliztuoi empirinę informaciją organizacijoje, įvertinti dabartinę PKI situaciją Lietuvoje, paliečiant Europą, atskleisti galimo skaitmeninio parašo vartotojo elgsenos ypatumus.

In this work was considerable implementation of the adopted international maritime rules and standarts. In case that IMO enclose security of the maritime, decrease of the pollution from ships, legal maritime reguliation, facilitation of the maritime trade, technical maintenance cooperation e.t.c and the size of the material which was discovered was too huge in comparison with master‘s degree, I decided to cut it down work size and using discovered material and methodological methods to examine properly all IMO legal activity in the light of security of maritime. All work consist of three parts. In the first main principles of IMO legislation was analyzed, in the second part – main standart acts and conventions regarding ensuring of maritime security, trird part considerable implementation of the adopted international maritime rules and standarts. This post-graduate work is an independent part of a team research work. The aim of the project is to adapt the German team test “Team Plus” and new test Organisation Climate to Lithuanian cultural conditions. The writer this post-graduate work was trusted to try the test by investigating Regional Customs office. This very investigation and the written report on it is the subject of the post-graduate work. In Siauliai Regional Customs office had 9 teams to be investigated. 81 respondents who were questioned. The data was processed using typical SPSS programmer. The signs of dissemination (variance) in the joint teams were investigated. The influence, of the demographic varies, such as sex, status, experience on the productiveness of the team work and Organisation Climate was analyzed. The guides for the continuation of the work are given in the post-graduate thesis.The quantitative and qualitative methods of analysis were constantly co-coordinated. The post-graduate thesis consists of three parts: theory, methods of investigation and the results. Conclusions, discussions and the list of literature used is also included.
