Information och makt : Svenska militärattachéers rapportering gällande Norge och Ryssland 1914-1918 sett ur ett underrättelsepolitiskt perspektiv

Using a qualitative text analysis tying into the hermeneutic tradition, this study aims to explain how Swedish military attachés, as part of the process of professionalization, reported information as possible proponents of their own armed service during WW1. Michael I. Handel’s taxonomy, including four definitions of politics in the intelligence process, will here be used to analyze how the interests of the Swedish army as a stakeholder in the competition for state funds came to light in intelligence reporting. Based on the perceived conflict between a “professional intelligence culture” and the political use of intelligence, Handel’s taxonomy will also be used to discuss the attachés attitudes regarding the relationship between professional military officers and political decision making. These conclusions are made to create a Swedish historical perspective in research geared towards the politicization of intelligence, a field dominated by Anglo-Saxon perspectives and generalizations based on empirical findings not necessarily relevant to Swedish conditions. This study is therefore an attempt at relating the Swedish intelligence history to the phenomenon of intelligence politicization in an era where the professionalization of the military trade was highly prevalent. The study concludes that the reports show a tendency, with slight exceptions, where the attachés defend and propagate the interests of the army. This especially in cases where there is a clear rival in the competition for state funding within a political bargaining process, here exemplified by the Swedish navy. Cultural ideals emphasizing professional judgements over political opportunism, where officers who can propagate military demands in spite of political opposition are idealized, come to light in the reports. This suggests that the socioprofessional change within the Swedish officer corps between 1890-1914 coincides with a will to speak truth to power in line with the interests of military professionals.

Slaskrum och kulturell odling : Hur museer legitimeras och samproduceras i debattartiklar isvenska tidningar

Syftet med denna uppsats är att beskriva den debatt som förts om museer i svenska tidningar från 2020fram till början av 2023, belysa hur debattörerna legitimerar sina åsikter och därigenom vilka diskursersom går att finna inom dessa debatter. Syftet är även att undersöka vilken idealbild och vilkafunktioner hos ett museum som samproduceras av texterna i debatten. Materialet består av tio debattoch ledarartiklar publicerade i Sveriges fyra största tidningar och delas upp i tre teman: fri entré,politisering och ekonomisk satsning. För att besvara uppsatsens frågeställningar utförs enlegitimeringsanalys på materialet, vilket mynnar ut i en diskursanalys. Resultaten av dessa två analyseranvänds sedan för att beskriva hur debattörerna samproducerar en bild av museers funktion. Resultatetvisar hur typerna av legitimeringar som används i texterna skiljer sig mellan materialets olika teman.Två diskurser framkommer i materialet: en demokratidiskurs och en kulturarvsdiskurs. Genomgåendeför alla tre teman är att värdena demokrati och kulturarv behandlas som legitima. Det framkommeräven fyra idealfunktioner för ett museum som samproducerats av debatten. Dessa är museet somförvaltare och förmedlare av ett gemensamt kulturarv, museet som offentligt rum, museet somfolkbildare samt det oberoende museet.

Opposition I Riksdagens Eu-Debatter : En kvantitativ innehållsanalys av förekomsten av opposition i riksdagens EU-politiska debatter år 2021 och 2022.

In Sweden, Parliament debates regarding EU politics was held in 2021 and 2022. The aim of this paper is to examine the degree, form and type of opposition in the debates and to analyse if mainstream parties express opposition to a lesser degree. Using a quantitative content analy-sis, speeches made by the party representatives have been categorized by applying an analysis scheme developed by Karlsson, Mårtensson & Persson (2018). In terms of results, the study shows that debates contain a high degree of opposition. When it comes to forms of opposition and we scope into criticism and alternatives, both form of opposition was found among speeches made by representatives from all political parties. In relation to support, opposition is what characterizes the debates. The strongest opposition was addressed against the content, but to a lesser degree, some of the opposition was also directed against the procedure and EU as a system. In contrast to the cartel party theory developed by Katz and Mair (1995;2009), Moder-aterna is the party that, to the highest degree, expresses opposition. Analysing the results, the conclusion is that opposition is present in the investigated Parliament debates.

Politisk kommunikation genom film : En studie kring hur den realpolitiska agendan speglas i den moderna spelfilmen / Political communication through film : A study of how the polical agenda is reflected in the modern feature film

The aim of this study is to explore the correlation between contemporary political agenda and film themes, how and if the antagonists’ behavior is depicted in relation to whom the political opponent was at the time of the making of the film. The literature is concurrent: movies are used to spread norms and political messages. There are several examples; during the Cold War people and antagonist behavior could clearly be linked to the Soviet Union. During the Gulf War the antagonists was often depicted as Arabic terrorists, but after the war the villain character became unclear and was often represented by natural disasters, organized crime, corruption etc. Following the September 11, 2001 terrorist attacks on the United States, Arabic terrorists once again became the new antagonists. The film selection is made out of the five most profitable movies (adjusted for inflation) that take place in our world that was produced during the Cold War, and five films that fill the same criteria that was produced after the Cold War. My goal was to see if I could see a correlation between the political agenda at the time of the making of the movie, how the antagonists are portrayed and what political themes were addressed. Unexpectedly, I found no such correlation in my film selection. However, I could see similarities in certain genres, such as action, thrillers and adventure movies, that support the theories in the literature. / Jag studerar huruvida man kan dra en parallell mellan den rådande politiska agendan och filmens politiska teman samt hur skurkgestaltningen ter sig i relation till vem den politiska motståndaren var då filmen gjordes. Litteraturen är tydlig kring att film används för att sprida normer och politiska budskap. Det finns flera exempel kring hur man under kalla kriget främst hade Sovjet eller personer och beteenden som tydligt kunde kopplas till Sovjet som skurkar. Efter kalla kriget, i samband med Gulfkriget, blev det under en tid araber för att därefter vara en mer oklar skurkroll (ofta naturkatastrofer, organiserad brottslighet, korruption, etc.). Efter terrorangreppen mot USA den 11:e september 2001 fick man återigen en tydlig motståndare och den arabiske terroristen blev den nya antagonisten. I min studie utgår jag från de fem filmer som drog in mest pengar (justerat för inflation), som utspelar sig i vår värld och som kom under kalla kriget, samt de fem filmer inom samma kategorier som kom därefter. Detta för att se om jag kan se en tydlig parallell mellan den rådande politiska agendan och hur skurkarna gestaltas samt vilka politiska teman som tas upp. Oväntat nog finner jag att ingen sådan tydlig koppling finns i de exemplen. Jag finner liknande paralleller inom vissa genres, såsom actionfilm, thrillers och äventyrsfilm, men ingen direkt koppling till filmen generellt kan göras.

Sitter partierna still i båten eller inte? : En studie om konsensus och politisering kring Sveriges militära alliansfrihet i partiernas utrikes- och säkerhetspolitiska debatt mellan 2000 och 2015

The main purpose of this thesis is to analyze the behavior among political parties in the Swedish parliament in the debates on foreign policy from year 2000 to year 2015. The aim is to find out if and how much the parties have politicized the topic of Sweden’s standpoint towards the military non-alignment that has characterized the country’s foreign politics throughout the years. The aim was also to see if turbulence in the international sphere has led to a tendency among the parties to keep a more unanimous debate about Sweden’s military non-alignment for reasons that stem from the interest of maintaining national security. The analysis did not show that parties politicized this political area to a greater extent during this period, but rather kept a low profile in these matters. However, this analyze indicates that parties tend to bring up the topic to a higher degree right after a conflict in Sweden’s surrounding area has occurred. There are therefore reasons to reevaluate the theory that says that parties tend to stick together when international turbulence occurs, as the result of this analyze rather shows a higher level of politicization in the debates on foreign policy during these times.

Denna kvalitativa studie fokuserade på effektiviteten av svenskt utvecklingsbistånd i Zimbabweutifrån på organisationernas synpunkter samt hur de arbetar med utvecklingen i landet. Sammanlagt genomfördes fyra semistrukturerade intervjuer med kvalificerade biståndsarbetare somrepresenterade svenska utvecklingsorganisationer och partnerorganisationer i Zimbabwe.Dessa organisationer var Diakonia, Zimbabwe Women's Resource Center & Network, Afrikagrupperna och Unionen. Resultaten har visat att det finns positiva och identifierbara inverkanav utvecklingsbistånd trots utmaningarna i landet. Dessutom presenteras i denna uppsats deförändringar som biståndsorganisationerna har genomfört i olika städer i Zimbabwe. Slutsatsensom studien har kommit fram till är, för att de möjligheter som biståndsorgan skapar ska varahållbara bör regeringen välkomna aktörerna i det civila samhället och den privata sektorn somhar resurser för att komplettera det som regeringen inte har. Samt skapa en bra politisk miljödär regeringen och det civila samhället kan samarbeta. / This qualitative study focused on the effectiveness of Swedish development aid in Zimbabwe,based on the organizations' views and how the aid organizations work with development in thecountry. A total of four semi-structured interviews were conducted with qualified developmentworkers representing Swedish development organizations and partner organizations in Zimbabwe from, Diakonia, Zimbabwe Women's Resource Centre & Network, Afrikagrupperna andUnionen. The results have shown that there is a positive impact of development aid despite thechallenges in the country. We have presented in this essay the positive and identifiable changesthat aid agencies have accomplished in various cities in Zimbabwe. The conclusion of this studyis, for the opportunities created by aid agencies to be sustainable, the government should welcome the civil society actors and the private sector that have the resources to complement thosethat the government does not have. As well as create a good policy environment in which government and civil society can cooperate.

Politik eller Säkerhet? : Hur Säkerhetsrådet ramar in klimatfrågan

Många frågor har gått från att inte handla om politik till att bli politiserade, men det finns ytterligare ett steg – när en fråga blir så brådskande och hotande att den anses vara för viktig för att lämnas åt politiker, så har den blivit säkerhetiserad. En av de mest debatterade frågorna på senare år har varit klimatförändringar, särskilt efter Agenda 2030 och Parisavtalet antogs. Står klimatförändringar nu inför att säkerhetiseras? Syftet med denna uppsats är att undersöka om klimatfrågan har blivit säkerhetiserad i FN:s Säkerhetsråd under mandatperioden 2017-2018. Olika inramningar från Säkerhetsrådets medlemmar identifieras och kategoriseras, för att sedan undersöka hur dessa inramningar resonerar med publiken. Detta tillåter oss att se vilka inramningar som har accepterats av rådet och vilka inramningar som ignoreras, för att analysera om vissa specifika inramningar har säkerhetiserats och andra inte. Uppsatsens främsta slutsats är att Säkerhetsrådet enhälligt har säkerhetiserat klimatförändringar som ett regionalt problem, men inte som ett globalt. Vissa medlemmar har utan framgång försökt ta säkerhetiseringen längre, men att säkerhetisera frågan på lägre nivå är även det nytt för Säkerhetsrådet. Vidare forskning kan exempelvis fokusera på vilka anledningar som förekommer för att motsätta sig säkerhetisering av klimatförändringar som ett globalt problem, jämföra säkerhetiseringen i Säkerhetsrådet med andra forum eller undersöka de praktiska effekterna av regional säkerhetisering. / Many issues have taken the journey from being non-political to being politicized, but there is one further step – when an issue becomes so urgent and threatening that it is considered too important to be left in the hands of our politicians, it has become securitized. One of the most debated issues of recent years has been climate change, especially after the adoption of the 2030 Agenda and the Paris Agreement. Does climate change now stand on the brink of securitization? The purpose of this thesis is to examine whether the issue of climate change has been securitized in the UN Security Council during the term of 2017-2018. Different ways in which members of the Council have framed the issue are identified and categorized, before looking at how these frames resonate with the audience. This allows us to see which frames are accepted by the Council and which frames are disregarded, in order to analyze if some specific frames have been securitized while others have not. The main finding of this thesis is that the Security Council unanimously has securitized climate change as a regional issue, but not as a global one. Some members have unsuccessfully tried to take the securitization further, but even a smaller-scaled securitization of climate change is new to the Council. Further research could, for example, focus on what the reasons are for opposing securitization of climate change as a global issue, compare the securitization in the Council with other forums, or study the practical effects of regional securitization.
