Social control over the government appears to be very important to the governments be responsive and move to pursue the public interest. The elections, as a mechanism of accountability, are insufficient to ensure that the governments implement with efficacy, efficiency and effectiveness the policies that the society requires. This research sought to answer how can the Court of Auditors of the state of Rio de Janeiro (TCE-RJ), organ of external control, encourage and stimulate the social control exercised over the managers of organs under its jurisdiction. For this, this study used a field survey in other Courts of Auditors with the objective of pointing out possible actions that the TCE-RJ can implement in order to induce citizenship and increase social control. It was verified that the TCE-RJ can have, in fact, an effective action in the stimulaton to the state of Rio de Janeiro ́s society aiming the increment of the control of the actions and politics implemented for the public managers. The study suggests a set of fourteen measures that can be taken by TCE-RJ with this objective. / A consolidação da democracia e o fortalecimento das instituições em nosso país, aliados a uma persistência do patrimonialismo e do clientelismo nas relações entre a sociedade civil e o Estado brasileiro, fazem emergir a necessidade do estabelecimento de uma cultura democrática em que os cidadãos acompanhem permanentemente as principais ações dos governantes e gestores públicos. O controle social sobre a administração pública revela-se de fundamental importância para que os governos sejam responsivos e caminhem no sentido de perseguir o interesse público. As eleições, como mecanismo de accountability, mostram-se insuficientes para assegurar que os governantes implementem de forma eficaz, eficiente e efetiva as políticas públicas de que a sociedade necessita. A presente pesquisa buscou responder como pode o Tribunal de Contas do Estado do Rio de Janeiro (TCE-RJ), órgão de controle externo, fomentar e estimular o controle social exercido sobre os gestores dos órgãos sob sua jurisdição. Para tal, este estudo utilizou-se de pesquisa de campo em outras Cortes de Contas com o objetivo de apontar possíveis ações que o TCE-RJ possa implementar com vistas à indução de cidadania e incremento do controle social. Verificou-se que o TCE-RJ pode ter, de fato, uma ação efetiva no estímulo à sociedade fluminense com vistas ao incremento do controle das ações e políticas implementadas pelos gestores públicos. O estudo sugere um conjunto de quatorze medidas que podem ser tomadas pelo TCE-RJ com este objetivo.

The management of the logistical supply chain drivers in Sowetan small businesses

The performance of small businesses contribute substantially to the South African economy. In recent years the South African Government has prioritised the development of township retail industries by implementing numerous initiatives. The primary objective of this study was to determine how formal independent small retail businesses in Soweto manage their logistical supply chain drivers, namely facilities, inventory and transportation, in terms of responsiveness and cost-efficiency in order to survive. The logistical supply chain drivers should not only be managed as a cohesive unit, but also be aligned with the orientation of the selected supply chain strategy, in terms of responsiveness and cost-efficiency. During 2014, a quantitative survey was conducted among 650 formal independent small Sowetan businesses of which the responses of 556 retailers were analysed in terms of responsiveness and cost-efficiency. The study also investigated the role of the relevant industry group in the management of the logistical supply chain drivers by the business owners. The data was analysed and tested by the Kruskal-Wallis test, the Pearson Chi-square test and factor analyses were performed. Two binary logistic regression models were developed to determine the influence of the management of the logistical supply chain drivers on the small retailers’ odds of survival. The results showed that the small retailers manage facilities and inventory focused more towards responsiveness, whereas transportation is managed focused on either cost-efficiency or responsiveness. The study concluded that age and growth in income can predict the odds of survival for small businesses. / Business Management / M. Com. (Business Management)

Exploring community support of adolescent's sexual reproductive health in the Acholi sub-region, Uganda

The study explored the community role in support of adolescents’ sexual reproductive health (ASRH) in Acholi sub-region, which was affected by over two decades of LRA war. The study aimed at establishing the impact of the war on Acholi socio-cultural norms of adolescents’ socialisation on sexual matters by exploring the effects of the war, mass media and the modern education system on the socio-cultural norms of socialisation and compared with the current modes of promoting sexual education among adolescents as mandated by the national adolescent health policy; the study then assessed the community responsiveness to ASRH needs. Based on the findings, community strategy for enhancing community response to adolescent health was developed. Exploratory, descriptive and case study methodology was used to execute a three- phased concurrent study with five sub-studies. Data were collected from selected participants and respondents including teen mothers, guardians, midwives, parents, adolescents, local, cultural and religious leaders as well as policy makers, technocrats and implementers at the community and district levels. The study was implemented in Gulu, Kitgum and Pader districts of Northern UgandaThe study results found that the LRA war greatly impacted on the Acholi tradition of socialising children; the war destroyed the socio-cultural, economic and family protection structures. The teen mothers’ case study vividly documented the stories. Confounded by the influence of mass media and modern education system, the Acholi community is experiencing what the study called ‘intergenerational cultural shock’ in which the old and young generations are shocked and amazed with the cultural difference. community responsiveness to adolescent health needs, amidst the societal changing contexts and emerging new youth cultures, the study proposes a community model and a strategy to promote community participation in ASRH but with many implications to policy, programs, and further research as detailed under the recommendations.. / Health Studies / D. Parenting style and first year students’ adjustment at university : mediation via trait emotional intelligence in higher education institutions– a dimensional and typological approach

The primary purpose of this study was to examine the potential mediating effect of TEI on the relationship between parenting style/dimension and first year students’ university adjustment in higher education institutions of Ethiopia. The study sought to test a model where parental responsiveness, parental demandingness and the TEI interactively and individually, relate to adjustment. A total of 464 first year university students from three public universities participated in this study. The results of preliminary analyses pertaining to the predominantly practiced parenting style in the families of Ethiopia revealed that if gender is ignored, the most common parenting style is the neglectful style followed very closely by the authoritative style. However, parenting styles varied as a function of students’ gender. A statistically significant TEI score difference was found among the four parenting style categories. Results also revealed that a statistically significant difference on adjustment mean score was found among the four parenting style categories. The t-test result revealed that there was a statistically significant difference between male and female first year university students with regard to TEI score but there was no a statistically significant difference between male and female first year university students with respect to the adjustment score. The path analysis result also revealed that parental dimensions (responsiveness and demandingness) and TEI had a statistically significant and positive direct effect on adjustment. The multiple regression result showed that TEI, parental responsiveness and parental demandingness interactively explained 31.9 percent of the variance on adjustment. Finally, the mediation analysis results revealed that TEI plays a meditation role, but only partially, in the parental demandingness and adjustment relationship, and in the parental responsiveness and adjustment relationship, which potentially confirms that the adjustment scale can explain the relationship between the demandingness and responsiveness dimension-variables of parenting style and TEI. Based on the results of the present study, some practical, theoretical and methodological implications of the study for designing interventions to maximize students’ adjustment in higher education institutions are addressed. Moreover, recommendations, limitations and future directions are addressed for researchers to take lesson in undertaking this or similar types of research in the future. / Psychology / D. Phil. Um die konfessionslosen Ostdeutschen besser mit dem Evangelium zu erreichen, ist es jedoch hilfreich zu wissen was sie glauben. Denn in dieser Untersuchung wird davon ausgegangen, dass auch Konfessionslose an etwas glauben. Der Fokus dieser Studie, richtet sich auf die Glaubensvorstellungen der ostdeutschen jungen Erwachsenen, im Alter von 18-26 Jahren, die nach der Wende 1989 geboren und sozialisiert wurden und somit ,,postsozialistisch" sind. Von Interesse ist die inhaltliche Fullung, die sinnstiftenden Elemente, die Pragung, sowie die Lebens- und Alltagsrelevanz des Glaubens dieser jungen Erwachsenen, als auch die missionarische Ansprechbarkeit auf der Grundlage dieser Ergebnisse. Dazu wurde in der brandenburgischen Stadt Cottbus, auf die sich diese Studie beschrankt, eine qualitative Studie mit halbstandardisierten Leitfadeninterviews durchgefuhrt. / Approximately 70% of Germans living in East Germany (the former German Democratic Republic) belong neither to a church, nor to a religious fellowship. These "confession-less" are, however, not a homogenous people group. To describe people as confession-less is negative terminology, which says simply that they do not believe. In order to better reach the confessionless East Germans with the Gospel, it is helpful, of course, to know what they believe. This study proceeds from the assumption, that every person believes on something. The focus of this study is on young adults in eastern Germany from 18-26 years of age, who were born and received their socialization after the peaceful revolution of 1989 and who are therefore "post-socialistic''. The belief of these young adults is analyzed in regard to its content, the elements that give it meaning, its characteristics and its relevance for their lives in general, as well as for their everyday life. In addition, of concern is their level of missional responsiveness, based on the results of this analysis. The concepts achievement motivation (from a humanistic point of view} and assertiveness, responsiveness and versatility {from a behavioristic point of view), have been described in this research. The chosen measuring instruments, namely the Management Motive questionnaire for achievement motivation and the Interpersonal Relations questionnaire for interpersonal styles, were administered by means of sampling a group of 155 from middle management who participated in the senior assessment centre in a semi-government organisation. The results were processed by using correlation and regression (simple and multiple) techniques. The correlation analysis showed significant statistical correlation between achievement motivation and assertiveness. The single regression analysis indicated that assertiveness, responsiveness and versatility have an influence on achievement motivation. The correlation and regression analysis showed that responsiveness and versatility impact negatively on achievement · motivation. Administração pública e poder discricionário no Brasil: contribuição para uma nova teoria do poder discricionário sob uma perspectiva responsiva / Public administration and discretionary power in Brazil: a theoretical renewal towards a responsive approach

O presente trabalho busca examinar, em perspectiva histórica, aspectos sociopolíticos e jurídicos relacionados à formação da Administração Pública no Brasil e às suas características, notadamente no que concerne ao processo de legitimação do exercício do poder pelo aparelho burocrático e ao seu potencial controle pelos cidadãos. Argumenta-se que, se por um lado tais características revelam a resistência de um modelo associado ao legado ibérico, de outro evidenciam uma peculiar e progressiva abertura ao controle democrático, especialmente após a redemocratização e a promulgação da Constituição Federal de 1988. Adotando o exercício do poder administrativo discricionário como categoria de análise, os aspectos inerentes ao processo de transformação daquele modelo são examinadas a partir de quatro eixos, a saber: a singular tensão entre Iberismo e Americanismo no Brasil; a renovação teórica acerca da democracia representativa e das perspectivas sobre o controle democrático; o pós-positivismo e sua potencial conexão com uma concepção responsiva do direito e, finalmente, a queda de velhos paradigmas de legitimação do exercício do poder discricionário estatal, em âmbito mundial, a partir dos anos 1980, o que teria dado ensejo ao crescimento e fortalecimento de um escrutínio pragmático e consequencialista das decisões discricionárias da administração pública também no Brasil. / This work intents to analyze, in a historical perspective, some sociopolitical and juridical traits of the Brazilian public administration formation and its associated characteristics, particularly those related to the legitimization process of the bureaucratic power exercise and its accountability by citizens. We shall argue that, if at the one side those characteristics testify the resilience of an original bureaucratic model, by the other they open some ways to a peculiar and progressive democratic accountability, specifically after the return of the democracy and the few years later adoption of a new Constitution in 1988. Taking the discretionary power as an analytical frame, the main traits related to the progressive transformation of the Iberian original administrative model are here analyzed under four major axes: the peculiar tension between Iberism and Americanism along Brazilian history; the theoretical renovation of the representative democracy and of the perspectives over democratic accountability; the post-positivism and its links with the transition toward responsive law and, finally, the fall down of the old paradigms that used to legitimate the exercise of discretionary powers, all over the occidental world, until the early 1980s, what brought and made grow up new promising kinds of pragmatic and democratic scrutiny over some States traditionally discretionary decisions in Brazil.

A capacidade de premiar ou punir : responsabilização eleitoral, responsividade e legitimidade do regime democrático no Brasil

Reduzir o abismo que separa representante e representado tem sido um dos desafios à democracia. O conceito de electoral accountability, ou responsabilização eleitoral, poderia ser um instrumento que melhoraria a qualidade da representação. Contudo, há claros limites para o seu desenvolvimento, entre eles, a necessidade de eleitores informados politicamente. Além disso, parte da literatura argumenta que o conceito é um valor normativo somente em arranjos institucionais majoritários. Assim, este trabalho objetiva analisar a responsabilização eleitoral no Brasil, através do nível informacional presente no eleitorado. Ao utilizar o Estudo Eleitoral Brasileiro de 2002 (ESEB), examina-se o grau em que as pessoas são politicamente informadas e como isto altera padrões de comportamento político, incluindo a percepção sobre a legitimidade do sistema político. Concluímos que pessoas com maior capacidade de responsabilização eleitoral possuem um comportamento político diferenciado e têm maior probabilidade de perceberem a democracia como sendo legítima. Argumentamos, ainda, que o conceito de responsabilização eleitoral deve ser valorizado em todas as democracias, independente do arranjo institucional. / Reduce the gulf between representative and voter has been one of challenges to democracy. The concept of electoral accountability could be a tool to improve the quality of representation. However, there are clear limits to its development, including the need to politically informed voters. Furthermore, the literature argues that the concept is a normative value only in institutional arrangements majority. Therefore, this work aims to analyze the electoral accountability in Brazil, through the informational level in electorate. Using the Brazilian Electoral Study of 2002, we examined the degree to which people are politically informed and how this alters patterns of political behavior, including the perception about the legitimacy of political system. We conclude that people with bigger capacity of electoral accountability have a different political behavior and are more likely to perceive democracy as legitimate. We argue that concept of electoral accountability should be enhanced in all democracies, regardless of institutional arrangement.

Análise dos processos de integração interfuncional em organizações orientadas para o mercado : um estudo na Costa Rica e no Brasil

A Orientação para o Mercado é uma perspectiva estratégica que preza a geração e a disseminação de conhecimento sobre o entorno para satisfazer as necessidades do mercado. Essa satisfação de necessidades de mercado deve ser buscada por meio de estratégias responsivas, que envolvam a participação de diversas funções e níveis organizacionais para geração da inteligência de mercado. Desta forma, a Orientação para o Mercado acontece por uma série de processos interfuncionais que buscam atender às necessidades do mercado, a partir de informações geradas por seus atores: clientes, concorrentes, consumidores, compradores, fornecedores. A Integração Interfuncional, por sua parte, são os esforços e trabalhos nos quais há participação ativa de várias funções ou departamentos de uma organização, buscando gerar melhores resultados a partir da união de percepções, por meio de fatores formais e informais. A literatura apresenta a Integração Interfuncional como um antecedente da Orientação para o Mercado, e uma lista de nove fatores de integração orientados para o mercado. Não obstante, esses estudos não mostram a forma como a Integração Interfuncional é operacionalizada para que as organizações consigam ser orientadas para o mercado. Essa pesquisa tem como objetivo analisar como o processo de integração interfuncional contribui para que as organizações consigam adotar estratégias de Orientação para o Mercado no contexto industrial de alimentos Latino Americano. Para isto, um estudo multicaso foi realizado na Costa Rica e no Brasil, com duas organizações orientadas para o mercado do setor de alimentos e bebidas. Entre junho e outubro de 2016, foram realizadas 24 entrevistas semiestruturadas com gerentes, líderes e supervisores dos departamentos de: marketing, comercial, logística, produção, planejamento, finanças, compras, recursos humanos. Além disso, com o intuito de triangular os dados, foi utilizada uma escala quantitativa para medir o nível de integração interfuncional nos processos estudados de cada organização. Os resultados mostraram que nas organizações são realizados processos de integração orientados para o mercado, isto é, pontos de contato que envolvem mais de duas ou três departamentos na organização com o intuito de melhorar a resposta que a organização oferece ao mercado. Estes processos são: Entrega de produtos e serviço, Lançamento de inovações, Solução de reclamações e projetos de inovação e melhoria interna para o fortalecimento da Orientação para o Mercado. Estes processos precisam de fatores de integração que facilitam o alcance de resultados relacionados à orientação para o mercado, como: responsividade, disseminação de conhecimento de mercado e satisfação do cliente. São apresentadas sete proposições teóricas geradas a partir desta pesquisa, com o intuito de acrescentar elementos ao conhecimento da operacionalização da Orientação para o Mercado dentro das organizações, por meio da Integração Interfuncional. / Market orientation is a strategic perspective looking for knowledge generation and dissemination about context, to satisfy market needs. This market needs satisfaction must be searched through responsive strategies, involving the participation of several functions and hierarchical levels for the generation of market intelligence. Hence, market orientation occurs through interfunctional processes looking for attending market needs through information obtained from: competitors, consumers, customers, shoppers and suppliers. On the other hand interfunctional integration is about the efforts and tasks with active participation of many functions or departments of an organization, looking for the generations of improving results through perceptions union with formal and informal integration factors. Literature shows interfunctional integration as an antecedent for market orientation, and a list of nine market oriented integration factors. Nevertheless, these studies do not show how interfunctional integration is operationalized in the organizations in order to achieve market orientation. This research has the objective of analyzing how interfunctional integration process helps organizations to adopt market orientation strategies, on the Latin American Foods Industrial Sector. To do this, a Multi-Case study was conducted in Costa Rica and Brazil, with two market oriented firms. A total of 24 in depth interviews were realized between June and October 2016, with managers and supervisors from diverse departments such as marketing, commercial, logistics, finance and human resources. Moreover, for triangulation, integration level of the organizations was evaluated though a quantitative scale. Results show that both organizations have market oriented integration processes, as contact points involving more than three departments, to improve responsiveness. These processes are: innovation launch, products and service delivery, claims solution and innovation and improvements projects for a stronger market orientation. These processes require integration factors to help the achievement of results related to market orientation: responsiveness, market intelligence dissemination and customer satisfaction. Seven theoretical propositions are presented, with the aim of increasing elements to the knowledge of the operationalization of market orientation on organizations, through interfunctional integration. / Dissertação (Mestrado)

Adotando o exercício do poder administrativo discricionário como categoria de análise, os aspectos inerentes ao processo de transformação daquele modelo são examinadas a partir de quatro eixos, a saber: a singular tensão entre Iberismo e Americanismo no Brasil; a renovação teórica acerca da democracia representativa e das perspectivas sobre o controle democrático; o pós-positivismo e sua potencial conexão com uma concepção responsiva do direito e, finalmente, a queda de velhos paradigmas de legitimação do exercício do poder discricionário estatal, em âmbito mundial, a partir dos anos 1980, o que teria dado ensejo ao crescimento e fortalecimento de um escrutínio pragmático e consequencialista das decisões discricionárias da administração pública também no Brasil. / This work intents to analyze, in a historical perspective, some sociopolitical and juridical traits of the Brazilian public administration formation and its associated characteristics, particularly those related to the legitimization process of the bureaucratic power exercise and its accountability by citizens. We shall argue that, if at the one side those characteristics testify the resilience of an original bureaucratic model, by the other they open some ways to a peculiar and progressive democratic accountability, specifically after the return of the democracy and the few years later adoption of a new Constitution in 1988. Taking the discretionary power as an analytical frame, the main traits related to the progressive transformation of the Iberian original administrative model are here analyzed under four major axes: the peculiar tension between Iberism and Americanism along Brazilian history; the theoretical renovation of the representative democracy and of the perspectives over democratic accountability; the post-positivism and its links with the transition toward responsive law and, finally, the fall down of the old paradigms that used to legitimate the exercise of discretionary powers, all over the occidental world, until the early 1980s, what brought and made grow up new promising kinds of pragmatic and democratic scrutiny over some States traditionally discretionary decisions in Brazil.
