Kundval Rusta och Matcha - Handledarnas förutsättningar på sin arbetsplats : En kvalitativ studie om handledarnas förutsättningar i arbetet med tjänsten Kundval Rusta och Matcha (KROM)

Som en del av den pågående reformeringen av Arbetsförmedlingen lanserades under våren 2020 en ny matchningstjänst på svensk arbetsmarknad, tjänsten Kundval Rusta och Matcha (KROM). Handledarna är anställda på privata företag och arbetar för att coacha de som är inskrivna på KROM-tjänsten. Syftet med denna studie är att skapa ökad förståelse för de förutsättningar som KROM-handledarna har i sitt arbete. Studiens har undersökt förutsättningar för åtta handledare som är anställda i fem olika externa leverantörer, det vill säga privata företag som levererar KROM-tjänsten. Studiens bygger på personliga förutsättningar samt interna förutsättningar. För att besvara studiens syfte användes en kvalitativ ansats med semistrukturerade intervjuer. Studien använde ett hermeneutiskt förhållningssätt och tillämpade deduktiv ansats. Resultatet visar att handledarna har nästan likadana förutsättningar när det gäller coachning erfarenheter och färdigheter. Handledarna använder sig av GROW-modellen i sin coachningsmetod och med en tro på egen intuition och tysta kunskap. Resultatet visar att handledarna upplever att ett stort socialt nätverk ökar handledarnas möjlighet att hjälpa deltagarna till en få en anställning. Resultaten visar att de interna/organisatoriska förutsättningarna för varje handledare är olika där en del handledare upplever att de inte har tillräckliga förutsättningar angående lärandet och kompetensutveckling. Även gällande feedback finns det variation vissa handledare upplever att de får tillräckligt feedback och återkoppling av sin chef och en del önskar mer feedback på sin prestation. Resultatet visar också att samtliga handledarna upplever stort flexibilitet och arbetsfrihet i sitt yrke. / As part of the ongoing reform of the Swedish Public Employment Service, a new matching service was launched in the Swedish labor market in the spring of 2020, the Kundval Rusta och Matcha (KROM) service. The supervisors are employed by private companies and work to coach those who are registered in the KROM-service. The purpose of the study is to create an understanding of the conditions that the supervisors have in their work. The study has examined the conditions of eight supervisors who are employed by five different external suppliers, ie private companies that supply the KROM-service. The study is based on personal conditions as well as internal and external conditions. To answer the purpose of the study, a qualitative approach was used, and semi-structured interviews were conducted. The study used a hermeneutic approach and applied a deductive approach. The results show that the supervisors have almost the same conditions when it comes to coaching experience and skills, the supervisors use the GROW-model in their coaching method and use their strong intuition and tacit knowledge. The results show that the supervisors experience that a wide social network increases the supervisors' ability to help KROM-participants to find a job easily. The results show that the internal / organizational conditions for each supervisor are different, some supervisors experience that they do not have good enough conditions regarding learning and competence development, some supervisors experience that they receive sufficient feedback from their manager, some have lesser conditions and strives for more feedback on their performance. The results also show that all supervisors experience great flexibility and freedom of work in their occupation.

Denna studie har undersökt vilka förutsättningar en chef upplever sig ha för att tillämpa ett stödjande ledarskap inom den offentliga förvaltningen Vård och omsorg. Bakgrunden till denna studie bygger på att det finns ett behov av att personal som arbetar inom den offentliga förvaltningen Vård och Omsorg att utveckla sin kompetens. Detta behöver ske på grund av att personalens kunskapsbrister inom dessa verksamheter har medfört att brukare utsätts för risker om missförhållanden på grund av personalens kunskapsbrister. Studien har belyst vilka behov av stöd som de anställda inom Vård och omsorg kan tänkas behöva ha för att kunna utveckla sin kompetens. Det framkom att det kan finnas ett behov av stöd för eventuella kognitiva nedsättningar som kan beskrivas vara ett dolt funktionshinder. Efter detta har chefer som arbetar inom Vård och omsorg blivit intervjuade för att beskriva sin upplevelse av sina förutsättningar för att kunna ge sina medarbetare de stöd som kan tänkas behövas. Resultatet visade att det kunde ske om cheferna upplevde sig ha rätt förutsättningar för att arbeta med syfte, metod och ledarskap i relation med att det tydligt att det var brukarfokus som var syftet. Syftet förtydligade vad som skulle göras och varför det var viktigt med brukarfokus. Det gav också metodiska förutsättningar inför att kunna planera och utvärdera arbetet i verksamheten samt för medarbetarens utvecklings. Om brukarfokus var ett tydligt syfte kunde deras ledarskap liknas vid ett verktyg för att ge ett individanpassat stöd till medarbetaren. / The study has examined the conditions a manager feels he or she has for applying supportive leadership within the public administration Health and care. The background tells that there is a need for the employers in the public administration Health and Care to develop their skills. This is happened because the employers insufficient knowledge has affected the residents who need their support being exposed to risks of misconduct due to the staff's lack of knowledge. The study has highlighted the need for support that employees in Health and Care may need to be able to develop their skills. It emerged that there may be a need for support for any cognitive impairments that can be described as a hidden disability. After this, managers who work in Health and Care have been interviewed to describe their experience of their conditions to be able to give their employees the support that may be needed. The results showed that it could happen if the managers felt they had the right conditions to work with purpose, method, and leadership in relation to the fact that it was clear that it was the user focus that was the purpose. The purpose clarified what was to be done and why user focus was important. It also provided methodical conditions for being able to plan and evaluate the work in the business and for the employee's development. If user focus was a clear purpose, their leadership could be likened to a tool to provide individualized support to the employee.

Increasing the access to post-secondary education is a top priority around the world, but still many graduates experience serious challenges in entering the labor market. In Tanzania the issue is prominent and partly associated with the skills mismatch, but also with the imbalance of the number of jobs available in relation to the number of graduates seeking for a job. Skills development is a critical element of all efforts in this challenging area, and therefore a number of organizations has emerged to focus on this, especially in Tanzania. The area has been explored in the literature, but mainly quantitatively on a macro-level. Hence, there is a need of more qualitative research regarding the best practices of organizations focusing on skills development. This thesis therefore aims to investigate how skills development organizations can support graduates in entering the labor market in Tanzania. The thesis is a Minor Field Study, implying that semi-structured interviews with graduates and skills development organizations were conducted on-site in Tanzania. Further, hypotheses, regarding challenges that graduates experience when entering the labor market, were formulated and tested through qualitative and quantitative data. The findings imply that the challenges graduates experience can be categorized into three groups: structural, skills and attitude. Skills development organizations can therefore support graduates in entering the labor market by addressing these challenges and adopt measures in three different operations: the planning, the execution and the evaluation of skills development activities. Except for specific actions within each operation, the findings accentuate the importance of incorporating both the graduate and employer perspective, as well as viewing the support as a long-term process, from the first years of studies to obtaining employment. / Att öka tillgången till eftergymnasial utbildning har hög prioritet runt om i världen, men trots att fler utbildas är arbetslösheten bland unga fortfarande ett stort problem. I Tanzania är detta särskilt påtagligt och delvis förknippat med kompetens- och kunskapsbrist, men också med obalansen mellan antalet lediga jobb och antalet utexaminerade som söker jobb. Hur organisationer kan stötta unga i övergången från utbildning till arbetsmarknaden har undersökts tidigare, men då främst genom kvantitativ forskning på makronivå. Därför behövs fler kvalitativa studier om hur organisationer effektivt kan stötta unga personer in på arbetsmarknaden, vilket detta arbete syftar till. Studien har utförts som en mindre fältstudie på plats i Tanzania. Den empiriska data som har använts i studien har samlats in genom intervjuer med studenter och organisationer samt genom ett frågeformulär. De empiriska resultaten kombinerades sedan med litteratur för att besvara forskningsfrågorna. Resultaten visar att utmaningar som utexaminerade studenter upplever kan delas in i tre kategorier; strukturella-, kompetens- och attitydutmaningar. Organisationer kan därför stödja utexaminerade studenter att komma in på arbetsmarknaden genom att möta dessa utmaningar och vidta åtgärder inom tre olika områden: planering, genomförande och utvärdering av aktiviteter för kompetensutveckling. Förutom specifika åtgärder inom vardera områden, betonar resultaten vikten av att införa både student- och arbetsgivarperspektivet, samt att se stödet som en långsiktig process, från de första studieåren till anställning eller självanställning

The evaluation of skills development facilitation in Gauteng public further education and training (FET) colleges

South Africa is a developing country that contends with a serious skills deficit that hampers its economic growth prospects. To address this skills deficit particularly at intermediate level, the government identified the public Further Education and Training (FET) College sector to serve as a medium to counter the challenge. Subsequent to the aforementioned decision by the government, political and financial support was pledged to the sector. Legislation that is attributed to the sector was also enacted and amended to capacitate the sector to perform optimally. The focus of this research was the capability of the public FET College sector in the province of Gauteng to respond credibly and qualitatively to the skills needs of the province‟s labour markets. Thus, the primary purpose was to evaluate the role that the sector in the province plays to address the skills shortage. The research design for the study was triangulation in nature, encompassing qualitative and quantitative methods. Nine public FET colleges, six companies and the Indlela Training Centre were sampled for gathering information regarding the responsiveness, articulation and efficiency of the province‟s public FET College sector. Students, lecturers, HODs and company‟s skills development managers were interviewed and sampled for the completion of questionnaires. Some significant differences in perceptions relating to the role played by the province‟s public FET college sector in addressing the skills shortage were found. Findings indicated that the massive financial and political support pledged to the sector by the government did not translate into efficiency, credibility and responsiveness nor capacitate the sector. In terms of the findings employers are skeptical about the quality of graduates that the province‟s public FET colleges ect or produces. Further, it was found that the sector‟s lecturers are inappropriately qualified and this contributes to the inefficiency of the sector in performing optimally. The lack of a formal skills development partnership between the sector and the labour markets hampers the articulation and the responsiveness of the sector to the skills needs of labour market. However, the current development whereby all the skills development institutions have been placed under one department has the potential to add value to the skills development landscape, particularly the public FET College sector. / Educational Leadership and Management / D. Recognition of Prior Learning (RPL) implementation in library and information science (LIS) schools in South Africa

Owing to past injustices, the South African higher education sector is characterised by inequalities of resource allocation and of learning opportunities. Through the National Qualification Framework (NQF), recognition of prior learning (RPL) was established to address the previous inequalities in higher education and training. RPL can be used as a mechanism to offer non-traditional learners such as workers, adult learners, and community workers access to learning programmes in Library and Information Science (LIS) schools. It can also be used for up-skilling within LIS sector, to enable staff to migrate from paraprofessional to professional roles. LIS schools could possibly use this approach to offer experienced but unqualified library workers opportunities for progressive professional development and career growth. Despite it being a national policy and its obvious benefits, very little is known about RPL implementation in LIS schools in South Africa. This study was conducted to investigate the nature of RPL implementation in LIS schools in South Africa and make recommendations for effective and efficient RPL practice in these schools. The study used the questionnaire as the main data collection tool. In addition, document analysis was used to validate the collected data. The results of the study indicated that there were islands of good RPL practice in LIS schools in South Africa specifically with regard to the aspect of RPL assessment process. However, certain weaknesses were identified in other aspects of RPL implementation in LIS schools including the policy environment, training of personnel conducting RPL assessment and the quality management systems. Among other things, the study recommends that RPL quality management system (QMS) should ideally be driven by the head/chair of the school/department. This mixed methods research design, which was modelled on the constructivist view of schooling, sets out to investigate the effect of developing mathematical problem solving skills of grade 8 learners on their performance and achievement in mathematics. To develop the mathematical problem solving skills of the experimental group, a problem-centred teaching and learning environment was created in which problem posing and solving were the key didactic mathematical activity. The effect of the intervention programme on the experimental group was compared with the control group by assessing learners’ problem solving processes, mathematical problem solving skills, reasoning and cognitive processes, performance and achievement in mathematics. Data were obtained through questionnaires, a mathematical problem solving skills inventory, direct participant observation and questioning, semi-structured interviews, learner journals, mathematical tasks, written work, pre- and post- multiple-choice and word-problem tests. Using individual needs analysis to promote the effectiveness of foundation phase teachers in Imfolozi Circuit, KwaZulu-Natal

The purpose of the study was to investigate individual professional development needs of teachers with the aim of developing guidelines that may assist foundation phase teachers to do individual needs analysis effectively. The main research question was: Which strategies can be used to conduct individual needs analysis effectively among the foundation phase teachers in order to improve their effectiveness? The researcher was guided by the interpretive paradigm which implies that participant’s interpretations, perceptions, meanings and understandings were regarded as primary sources. The qualitative research design was used to obtain participants’ primary data. Interviews and observations were used to collect data and to maximise trustworthiness of the findings. Purposive sampling was used to select key informants who were going to provide rich information to help achieve the objectives of the study. The researcher selected the sample of 10 foundation phase teachers, 5 principals and 5 Development Support Groups attached to primary schools under Imfolozi Circuit. Data analysis was done throughout data collection through open, axial and selective coding. The hierarchical category system illustrated in schematic representation representing the main theme and subthemes was used. The findings suggest that there is a serious gap regarding how individual professional development needs and provision of professional development are concerned. The focus was more on training teachers about the new curriculum leaving behind the individual needs of each teacher. The study identified some inconsistencies and lack of uniformity in the way needs analysis was currently done in schools. The major recommendation of this study is that needs analysis should be integrated within all school activities instead of once a year. There is a need for close monitoring of teacher development in order to improve the current learner performance in schools. Perceived influence of inequality on the career development of emerging adults in South Africa

After the transition from the Apartheid government to the first democratically elected government of South Africa in 1994, massive challenges of inequality had to be addressed. The career development and ability of those individuals who were discriminated against, to participate economically, are still a challenge today which indicate that past inequalities have not yet been addressed. The study aimed to gain a deeper understanding of how inequality influence the career development of emerging adults in South Africa. The findings indicated that the legacy of inequality in South Africa is still a highly influential factor in the career development of emerging adults with regards to the lack of mentorship and access to information experienced. The inability of South Africans as a collective to address the legacy of inequality also influence prospects for career development with regards to emerging adults not being financially able to gain access to career development opportunities. / Industrial and Organisational Psychology / M.
