Política industrial no Brasil a partir da perspectiva das capacidades estatais: o programa Inovar-Auto / Industrial Policy in Brazil from the perspective of state capacities: the Inovar-Auto program

Este trabalho busca contribuir com a discussão sobre política industrial no Brasil a partir da literatura que versa sobre capacidades estatais, propondo abordá-las a partir de uma perspectiva bifocal do conceito. Isso se dá com a combinação das óticas institucional e situacional das capacidades estatais. A primeira se encontra respaldada no arcabouço teórico do neoinstitucionalismo histórico, enquanto que a segunda tem como base essencialmente as contribuições oriundas do conceito de capacidades de governo de Carlos Matus. Essa escolha se deve à dependência ainda verificada da orientação político-ideológica de qual governo se encontra no poder para que a política industrial esteja na agenda, o que se mescla às capacidades reunidas pelo Estado também entendidas a partir do legado histórico-institucional acumulado até então. Desse modo, justifica-se a combinação das perspectivas situacional e institucional. Este trabalho se constitui metodologicamente em um estudo de caso que reúne os elementos necessários para o exame de política industrial no Brasil nos termos propostos. O referido caso é o programa Inovar-Auto, cujo desenho prevê uma espécie de benefício fiscal atrelado ao cumprimento de contrapartidas pelas empresas participantes. Assim, o programa abarca quatro capacidades estudadas: financeira, que engloba a institucionalidade fiscal e as condições orçamentárias para promover políticas públicas; de coordenação interburocrática, elemento requerido para ações públicas de natureza intersetorial como a política industrial; de monitoramento de contrapartidas por parte das empresas beneficiárias, cuja conclusão é que, mesmo sendo a maior contribuição potencial da formulação do programa, trata-se da capacidade mais frágil no momento de sua implementação; e, por fim, a capacidade política, envolvida nas relações entre Estado e iniciativa privada necessária à formulação e implementação do Inovar-Auto. Essas capacidades supracitadas foram levantadas na fase de revisão de literatura desta dissertação e entendidas como úteis como resultado da pesquisa de campo / This dissertation seeks to contribute to the debate about industrial policy in Brazil from the literature about state capacities, proposing to approach them with a bifocal perspective of the concept. It combines the institutional and situational perspectives of state capacities. The first perspective is supported by the theoretical framework of historical neoinstitutionalism, while the second is essentially based on the contributions from Carlos Matus\'s concept of capacities of government. This choice is based on the dependence still verified of the political-ideological orientation of which government is in power. It is needed to industrial policy be in the agenda. The capacities reunited by the State, also understood from the accumulated historical-institutional legacy, are demanded too. Therefore, the combination of situational and institutional perspectives is justified. This dissertation is methodologically a case study that brings together the needed elements for the analysis of industrial policy in Brazil. This case is the Inovar-Auto program, which is formulated with a kind of tax benefit vinculated to counterparties to be achieved by its participating companies. The program encompasses four capacities studied: financial, which includes fiscal institutionality and the budgetary conditions to promote public policies; Interbureaucratic coordination, required for intersectoral public actions as industrial policy; Monitoring counterparts provided by the beneficiary companies, being the conclusion that, even though it would be the greatest potential contribution of the program\'s formulation, it consists in the weakest capacity at the moment of its implementation; Finally, the political capacity, involved in the relations between State and private sector, and needed for the formulation and implementation of Inovar-Auto. Domestic Capacities for Building Post-Conflict Peace

The existing democratization and peacebuilding literature often neglects the important role the domestic realm plays in post-conflict peacebuilding. To explain why some post-conflict peacebuilding operations have a greater likelihood of success than others, some scholars have examined the impact of factors such as international coordination, external donor interest, democratic sequencing, and hostility levels. This analysis focuses on domestic capacities for building peace in the aftermath of civil conflict in order to systematically explore the relationship between the domestic sphere and peacebuilding success. Using Sambanis and Doyle’s (2006) peacebuilding triangle model, new local capacities indexes will be created and tested.

In this thesis, analysis of the creative act in architecture and art is tried to be dwelled upon. The capacities of the &#039 / creative mind&#039 / personality and ethics are the fields that are focused on to elaborate the subjective qualities of the architect. Three aspects are designated in this framework through the literal works of architect M. Ziya Tanali. Tanali is a man of profession for the several years. He is not only contributed Turkish architecture with buildings, but also wrote extensively on art and architecture. Then to evaluate these aspects in the practice of architecture his projects are scrutinized. Thesis can be interpreted as a kind of autobiographical study that is supplemented with the theoretical framework on the &#039 / creative act&#039 / . This kind of a study gives an opportunity of tracing the phenomena of an architect deals with in her/his architectural practice.

SUMMARY The education and training of entrepreneurship is a new thing in Lithuania. It includes knowledge, skill development, and individual qualities corresponding student’s age and logic level. Primary, secondary, and vocational training schools develop entrepreneurship and learning by doing. Because of entrepreneurship, the cooperation between training institutions and business enterprises, teachers’ training, encouragement of business initiatives at universities takes place. The work’s research problem consists of questions like entrepreneurship conception, aspects, and growth potential. The objective of this research is to show secondary schools students and teacher’s attitude towards entrepreneurship education competence. To achieve this objective and to reveal problematic aspects, different scientific pedagogical, psychological, and other issues were used. The research is made to evaluate the importance of entrepreneurship education from the secondary schools students and teacher’s viewpoint; to develop the ways of entrepreneurship teaching, to explore education abilities of the entrepreneurship competences; to determine the necessary qualities and skills for entrepreneurship competence and give recommendations. Resilience, self-efficacy and burnout of employees in a chemical organisation / Louisa Pretorius

The objectives of this study were to investigate the relationship between positive psychological capacities (state ego-resilience and state self-efficacy) and burnout levels of employees (N = 164) in a chemical organisation and to determine whether state ego-resilience and state self-efficacy can be used to predict burnout levels of employees in a chemical organisation. A cross-sectional survey design was used. The Ego-Resiliency Scale (ER89), the State Self Efficacy Scale (SSES) and the Oldenburg Burnout Inventory (OLBI) were administered to measure the constructs. The research method for this article consists of a brief literature review and an empirical study. Confirmatory factor analyses, Cronbach's alpha coefficients and the inter-item correlation coefficients were used to assess the reliability and validity of the measuring instruments. Descriptive statistics were used to describe data, and Pearson's product moment correlation coefficients, and regression analyses were used to examine the relationships between the constructs employed in this research. Results obtained confirmed the internal consistency and one-dimensional factor structures of the state ego-resilience and state self-efficacy measuring instruments. Although the two - dimensional factor structure of the OLBI was confirmed, the two subscales were not consistent with the expected factor structure. Consequently, only the total burnout scale (which presented with adequate internal consistency) was used. A significant statistical and practical correlation was found between state ego-resilience and burnout. State self-efficacy and burnout demonstrated a significant statistical and practical correlation. Regression analyses indicated that both state ego-resilience and state self-efficacy hold predictive value with regard to burnout. Conclusions were made, limitations of the current research were discussed and recommendations for future research were put forward. / Thesis (M.Com. Associação entre as capacidades perceptivo-motoras e o desempenho de tarefas motoras em sujeitos de 7 e 13 anos de idade / Association between the perceptual-motor abilities and performance of motor tasks in individuals of 7 and 13 years old

A presença de diferenças individuais no desempenho motor de crianças e jovens da mesma faixa etária é um aspecto relatado por grande parte da literatura. O presente estudo escolheu o modelo de capacidades perceptivo-motoras para explorar estas diferenças e focou na questão de níveis diferenciados de maturação do sistema nervoso central (SNC). Uma vez que a maioria dos estudos sobre capacidades perceptivo-motoras investiga adultos e não se conhece como o nível do SNC influencia a associação entre as capacidades e desempenho motor. Com isso, o presente estudo teve como objetivo investigar a associação entre as capacidades perceptivo-motoras e o desempenho de tarefas motoras em sujeitos de 7 e 13 anos de idade. A amostra refere-se aos sujeitos que fizeram parte do estudo de Crescimento e Desenvolvimento Motor Longitudinal Misto de Muzambinho-MG. Foram selecionados 110 sujeitos, contrabalanceados em termos de sexo e idade. As capacidades perceptivo-motoras analisadas foram a de coordenação multimembros (CM), timing coincidente (TC), tempo de reação (TR) e tempo de movimento (TM), por sua vez as tarefas motoras analisadas foram correr, rebater e receber. Para a análise da correlação foi utilizado o teste de Spearman, uma vez que não houve distribuição normal. Os resultados indicaram que o desempenho do correr se associou a CM tanto para os 7 anos (ρ=-0,33) quanto para 13 anos (ρ=-0,34). Por sua vez, o desempenho do receber se associou com a CM (ρ=0,41) e TR (ρ=-0,41) para os 7 anos, mas apenas com a CM (ρ=0,29) para os 13 anos. E o desempenho do rebater não se associou com nenhuma das capacidades perceptivo-motoras analisadas. Com base nestes resultados, pode-se inferir que o desempenho em tarefas motoras típicas da infância é associado as capacidades perceptivo-motoras, mas o nível maturacional do sistema nervoso central pode ser um aspecto que interfere nesta associação. Estes resultados permitem identificar um campo de investigação promissor para entender as diferenças individuais que ocorrem no desempenho de crianças e jovens / The presence of individual differences in motor performance of children and teenagers of the same age group is a reported aspect for much of the literature. This study chose the model of perceptual-motor abilities to explore these differences and focused on issue of different central nervous system development levels (CNS). Since most of the studies investigate perceptual-motor abilities in adults and it is not known how the CNS level affects the association between ability and motor performance. This study aimed to investigate the association between perceptual-motor abilities and performance of motor tasks in individuals of 7 and 13 years old. The sample refers to subjects who participated in the study of mixed longitudinal motor growth and development in the city of Muzambinho - Minas Gerais/Brazil. It was selected 110 individuals, balanced in terms of gender and age. The perceptual-motor abilities analysed were the multilimb coordination (MC), coincident timing (CT), reaction time (RT) and movement time (TM) in turn analysed motor tasks were running, batting and receiving. For the correlation analysis it was used the Spearman\'s test, since there were no normal distribution. The results related to the running performances were associated with MC for both 7 years old (p = -0.33) and for 13 years old (p = -0.34). In turn, the receiving performances were associated with the MC (p = 0.41) and RT (p = -0.41) for 7 years old, but only with the MC (p = 0.29) for the 13 year old. Moreover, the batting performances were not associated with any of the perceptual-motor abilities analysed. Based on these results, we can infer that the performance in typical motor tasks of childhood is associated with the perceptual-motor abilities, but the maturity level of the central nervous system can be an aspect that interferes in this association. These results identify a promising field of research to understand individual differences occurring in the performance of children and teenagers

FundaÃÃo de Amparo à Pesquisa do Estado do Cearà / A pesquisa tem como tema a Qualidade de Vida no Trabalho â QVT de Pessoas com DeficiÃncia â PcD. Este assunto à relevante pela reflexÃo que proporciona sobre as possibilidades de inserÃÃo e manutenÃÃo desses trabalhadores no mercado de trabalho, promovendo um ambiente propÃcio ao desenvolvimento de suas habilidades pessoais e profissionais. A pesquisa tem como objetivo analisar a QVT de PcD a partir da relaÃÃo dos estudos de QVT e de fatores de capacidade profissional numa instituiÃÃo de ensino superior. O estudo se propÃe a identificar fatores de QVT, tendo como referÃncia o modelo teÃrico de Walton; identificar fatores de capacidade profissional tendo como referÃncia o modelo IMBA â IntegraÃÃo de pessoas com deficiÃncia no mercado de trabalho; relacionar e analisar os estudos de QVT com os fatores de capacidade profissional do modelo IMBA. A abordagem metodolÃgica adotada foi a qualitativa, atravÃs do instrumento de entrevista. A anÃlise dos dados foi feita atravÃs da tÃcnica de anÃlise de conteÃdo. Os resultados referem um determinado grau de ausÃncia de QVT, na percepÃÃo grupo pesquisado. Os fatores remuneraÃÃo e condiÃÃes de trabalho foram destacados como os mais valorizados. O desenvolvimento profissional, o crescimento profissional, a estabilidade na instituiÃÃo e o equilÃbrio entre trabalho e vida pessoal foram fatores indicados com valorizaÃÃo mediana; a integraÃÃo social na instituiÃÃo, os direitos na instituiÃÃo e a importÃncia da empresa na comunidade foram apresentados como os fatores que menos interferem na manutenÃÃo da QVT. Com relaÃÃo aos fatores de capacidade profissional do modelo IMBA, o grupo apresentou compatibilidade parcial entre capacidade profissional e demandas do trabalho. Dos vinte e quatro fatores, apenas quatro tiveram correspondÃncia entre demandas do trabalho e capacidade profissional, a saber: atenÃÃo no ambiente de trabalho; ser Ãgil no trabalho; capacidade pessoal nas decisÃes do trabalho e capacidade de comunicaÃÃo com os clientes. Os instrumentos utilizados nesta pesquisa foram eficazes para a obtenÃÃo dos objetivos estabelecidos e contribuÃram para a compreensÃo da temÃtica, podendo ser Ãteis para aplicaÃÃo em outras pesquisas e prÃticas na Ãrea da Psicologia Organizacional. / The research theme is the Quality of Working Life â QWL for People with Disabilities â PCD. This issue is relevant for consideration of possible insertion and maintenance of these workers in the labor market, promoting an environment conducive to the development of personal and professional skills. The research aims to analyze the QWT of PCD based upon the relationship between QWL studies and professional factors in a higher education institution. The study aims to identify factors QWT, with reference to the theoretical model of Walton; identify factors of professional reference to the IMBA model, relate and analyze studies with QWL factors IMBA professional model. The adopted methodological approach was qualitative, through interview. Data analysis was performed using the technique of content analysis by Bardin. The results refer to a certain degree in the lack of QWL in the researched group. The factors remuneration and working conditions were highlighted as the most relevant. Professional development, professional growth and stability in the institution and the balance between work and personal life factors were pointed with a median level of importance; social integration in the institution, the institution tights and the meaning of the enterprise in local community were presented as the factors that less interfere in the maintenance QWL. Concerning the factors of the professional capacity in the model IMBA, the group presented partial compatibility between professional and work demands. Among the twenty-four factors, only four of them correspond to work demands and professional abilities, namely attention in the workplace, agility at work; personal capacity to take decisions at work and communication skills with customers. The instruments used in this study (QWL factors and professional Capacity Factors Model IMBA) have been effective for the achievement the of established objectives and contributed to the understanding of the theme as well as, and may be useful for application in other researches and practices in the field of Organizational Psychology.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / O estudo tem como objetivo geral: entender como as atividades desenvolvidas pela FIEMG construÃram e mobilizaram as capacidades para o desenvolvimento da Simbiose Industrial. Simbiose Industrial - SI ocorre atravÃs das trocas fÃsicas de materiais, de energia, de Ãgua, e/ou subprodutos entre indÃstrias (geograficamente prÃximas) em uma abordagem coletiva para a vantagem competitiva, melhorando assim o desempenho ambiental das empresas, bem como diminuindo seus custos totais (CHERTOW, 2000; CHERTOW, 2007). Dentre diversos casos de SI no mundo, destacam-se o caso do Parque industrial de Kalundborg na Dinamarca e o National Industrial Symbiosis Programme â NISP na Inglaterra. No Brasil, A FederaÃÃo das IndÃstrias do Estado de Minas Gerais â FIEMG coordena o Programa Mineiro de Simbiose Industrial â PMSI, versÃo adaptada no programa de simbiose britÃnico. Foram entrevistadas representantes de sete empresas de diferentes setores e regiÃes do estado alÃm de quatro atores: a FederaÃÃo das IndÃstrias do Estado de Minas Gerais, o ÃrgÃo ambiental, um sindicato setorial e uma associaÃÃo de catadores. A anÃlise dos dados procura identificar os elementos presente no framework de Spekkink (2014): Contextos, Capacidades Institucionais, Atores, InteraÃÃes e Redes de Simbioses na realidade mineira. Os resultados apresentam como a FIEMG utiliza suas capacidades institucionais na promoÃÃo do PMSI; como os atores sÃo envolvidos na simbiose atravÃs de suas crenÃas, desejos e oportunidades; como ocorrem as interaÃÃes entre esses atores e os resultados em forma de rede de simbioses. Como conclusÃes, esta pesquisa constata a importÃncia do promotor da SI e sua articulaÃÃo com os atores, principalmente os sindicatos setoriais; a fraca influÃncia dos contextos de governanÃa, econÃmico e fÃsico na promoÃÃo do PMSI; a fraca participaÃÃo de atores como o ÃrgÃo ambiental no processo de simbiose e as barreiras que surgem nas trocas entre as empresas. / The main objective of this study is to understand how the activities developed by FIEMG â the Federation of Industries of the State of Minas Gerais, have built and mobilized the capacities for the development of Industrial Symbiosis. Industrial symbiosis - IS occurs through physical exchange of materials, energy, water, and/or by-products among (geographically close)industries in a collective approach to increase competitive advantage, thus improving the environmental performance of companies as well as reducing their total costs (Chertow, 2000; Chertow, 2007). Among several cases of IS in the world, we highlight the case of Kalundborg Industrial Park in Denmark and the National Industrial Symbiosis Programme - NISP in England. In Brazil, FIEMG coordinates the Mining Industrial Symbiosis Programme - PMSI, which is based on the British symbiosis program. Representatives of seven companies from different sectors and regions of the state were interviewed, as well as four actors: the Federation of Industries of the State of Minas Gerais, the environmental agency, an employerâs association and a cooperative of waste pickers. Data analysis aims at identifying the elements present in Spekkink framework (2014) Contexts, Institutional Capacities, Actors, Interactions and Network of Symbiotic Exchanges in mining reality. The results show how FIEMG uses its institutional capacity to promote the PMSI; how the actors are involved in symbiosis through their beliefs, desires and opportunities; the way the interactions occur between these actors and the results as a symbiosis network. This study evidences the importance of the IS promoter and its connection with the actors, especially the employerâs associations; the little influence of governance, economic and physical contexts in promoting PMSI; the low participation of some actors, as the environmental agency, in the symbiosis process and the barriers that come from the exchanges between companies.

Capacidades de governo em processos participativos de urbanização / Government capacities in participatory processes of urbanization

Nas últimas décadas, os projetos urbanos e habitacionais começaram a prever a participação da população nas intervenções. De acordo com as normas estabelecidas pelos manuais dos programas urbanos, nas instruções normativas e portarias do Ministério das Cidades, o trabalho social na urbanização de assentamentos precários ou favelas teve a incumbência de promover a autonomia, o protagonismo social e o desenvolvimento da população beneficiária, favorecendo, também, a sustentabilidade dos empreendimentos. Diante deste contexto, buscamos evidenciar quais são as capacidades de governo demandadas pelo processo de participação nos projetos de urbanização. A pesquisa aponta as capacidades políticas, técnicas, administrativas e institucionais relacionadas à participação dos beneficiários na construção do projeto e implementação da urbanização. Sob o viés teórico advindo de diversas disciplinas, a pesquisa deteve-se na metodologia de estudo de caso do PAC Alvarenga e Conjunto Habitacional Três Marias, para encontrar as referidas capacidades. A partir de um estudo de caso da esfera municipal, essa dissertação visou salientar as condições em que se desenvolveram a participação, de acordo com a visão dos atores que executam o trabalho social e dos moradores que vivenciam esse processo. Esta pesquisa vislumbra, sob o viés da capacidade de governo, analisar a participação da população e, também, aventa a possibilidade de que com o fortalecimento de algumas capacidades haveria uma melhor condução do processo participativo. Finalmente, concluímos, apontando possibilidades de pesquisas futuras a respeito do tipo de participação conduzido e a correlação com as capacidades de governo / In recent decades, urban and housing projects have begun to require the involvement of the population in the interventions. According to the regulations norms established by the manuals of government policies, the normative instructions and regulation of Ministry of Cities, the Social Work in urbanization of precarious settlements and favelas had the task of promoting the autonomy, the social protagonism and the development of the beneficiary population, contributing to the sustainability of the projects. Facing this context, we seek to highlight what are the capacities demanded by government participation in the process of urbanization projects. The research points out the political capacities, technical, administrative and institutional changes related to the participation of beneficiaries in the project construction and implementation of urbanization. Under the theoretical bias arising from various disciplines, the research stopped at the case study methodology Growth Acceleration Program (PAC) Alvarenga and Housing Complex Três Marias, to find such capacities. From a case study of the municipal level, this thesis aimed to point out the conditions under which developed the participation, according to the vision of the actors running Social Work and residents who experience this process. This research envisions under the bias of the ability of government to analyze the participation of the population and also raises the possibility that with the strengthening of some capacities would be a better conduction of the participatory process. Finally, we conclude by pointing possibilities for future research on the type of driven participation and the correlation with the government capacities
