[pt] O presente trabalho de dissertação verifica a mudança de paradigma de interpretação ensejado pelas decisões de caráter concretista provenientes da jurisdição constitucional brasileira através das quais se exterioriza o fenômeno jurídico político denominado por expansionismo jurisdicional, gênero constituído pelas espécies denominadas por ativismo judicial e judicialização da política, que têm na ineficiência do Estado em executar políticas públicas, bem como na omissão de documentos legislativos que restringem a fruição, por parte da sociedade, dos direitos fundamentais garantidos constitucionalmente, como elementos motivadores para a mudança do parâmetro. Para tanto, realiza pesquisa para identificar conceitos e elementos históricos da evolução do fenômeno jurídico para melhor compreender as possíveis causas para a alteração da performance na interpretação das decisões que realizam os magistrados. / [en] This dissertation verifies the paradigm shift of interpretation occasioned by decisions concretist character from the Brazilian constitutional jurisdiction through which externalizes the political and legal phenomenon called by jurisdictional expansionism genus comprises the species named by judicial activism and legalization of politics, that have the inefficiency of the state run public policies, as well as the omission of legislative documents that restrict the enjoyment, by society, the constitutionally guaranteed fundamental rights, as motivators for change of parameter elements.For both, conducts research to identify concepts and historical elements of the evolution of the legal phenomenon to better understand the possible causes for the change in performance in the interpretation of decisions that carry the magistrates.

[pt] Esta pesquisa aposta nas relações de aliança e contaminação interespécies (humano-animal) como forma de sobreviver criativamente neste mundo em crise. Diante da urgência de encontrar outras formas de viver a vida e habitar a Terra, o objeto escolhido para a pesquisa é o tecido social, poético e sensorial do Santuário animal Vale da Rainha, refúgio dedicado ao resgate e acolhimento de animais de produção vítimas de maus-tratos e descartes. Por atenção às práticas em curso no Santuário, busca-se multiplicar versões para as histórias dos animais que ali se encontram, sob a hipótese de que as histórias normalmente contadas a seu respeito são desatentas às suas formas criativas de ser. Parte-se do conceito de version da filósofa e psicóloga belga Vinciane Despret, explorando-se em especial, nas práticas que ele recobre, exercícios de tradução experimental interespécie. Sob o ponto de vista implicado no conceito de version, a tradução é entendida como forma de produzir sentidos a partir de diferenças nascidas no encontro entre humano-animal, opondo-se assim às práticas tradutórias que operam sob a lógica da sinonímia intermundos e que tendem, muitas vezes, à igualação do não igual segundo parâmetros antropocêntricos. A pesquisa pergunta: como as traduções interespécies conduzidas como versions podem transverter histórias frigorificadas (animais de corte) em histórias vivas e abertas (espécies companheiras)? Como através dessas traduções é possível reviver relações emaranhadas – e nada óbvias – antes apagadas, silenciadas, dessensibilizadas? Como essas histórias podem criar, nos termos de Donna Haraway, response-ability, isto é, tornar-nos mais hábeis para responder de modo responsável e inventivo às vidas não humanas que nos cercam? Ao lado das proposições de Vinciane Despret, têm importância especial aqui os conceitos de espécies companheiras e fabulação especulativa, de Donna Haraway. O trabalho se origina dos encontros com os animais do santuário, três em especial: a vaca Gaia, a búfala Chacrona e o bezerro Nandi. A escrita da tese busca materializar em sua própria trama o trânsito não hierárquico entre saberes preconizado por Despret e por Haraway - saberes práticos, científicos, filosóficos, poéticos. Nos experimentos de tradução interespécies propostos, mostra-se como uma ecologia da atenção e do cuidado subverte a lógica binária dos discursos apocalípticos e salvacionistas – e se revela em um ativismo sensível. / [en] This research bets on the interspecies relationships of alliance and contamination (human-animal) as a way to survive creatively in this world in crisis. In face of the urgency to find new ways to live life and inhabit Earth, the chosen object of study is the social, poetic and sensorial fabric of the Vale da Rainha Animal, a refuge dedicated to rescuing and caring for livestock animals victims of mistreatment and disposal. In attention to the current practices at the Sanctuary, this work aims to multiply versions for the stories heard about these animals under a hypothesis that the stories traditionally told usually neglect their creative ways of being. The starting point is the Belgian philosopher and psychologist Vinciane Desprets concept of version and this work explores specially its practices: exercises of interspecies experimental translation. From the perspective implied in the version s concept, translation is understood as a way to produce meanings for the differences risen from the human-animal encounter, and it opposes translation practices based on the logic of interworlds synonymy that frequently tend to the levelling of non-equals based on anthropocentric parameters. This research asks: How can interspecies translations, performed as versions, convert frozen stories (livestock animals) into live and open ones (companion species)? How can these translations make it possible to relive relationships that are entangled – and not at all obvious – and previously erased, silenced, desensitized? How can these stories create what Donna Haraway called response-ability, that is, make us more able to be responsible and inventive in the response to the non-human lives around us? Alongside Vinciane Despret s propositions, Donna Haraway s concepts of companion species and speculative fabulation have special importance. This work originates from the meetings with the sanctuary s animals, three in particular: the cow Gaia, the buffalo Chacrona and the calf Nandi. The writing of this thesis aims to materialize, in its own plot, the non-hierarchical flow among the knowledges advocated by Despret and Haraway – the practical, scientific, philosophical and poetic knowledge. The interspecies translation experiments proposed show how an ecology of attention and care subverts the binary logic of apocalyptic and salvationist speeches– and reveals itself as sensitive activism.

[pt] Esta é uma pesquisa no campo da internet e política nos subcampos da esfera pública e do ativismo transnacional. O objetivo deste trabalho é identificar a constituição de públicos transnacionais, que se expressam por meio do ativismo, utilizando as mídias digitais. A partir de uma revisão de literatura, serão analisados dois casos emblemáticos do ativismo transnacional: os protestos coordenados de 15 fevereiro de 2003, realizados simultaneamente em diversos lugares do mundo contra a iminente Guerra do Iraque, e os protestos de 2011 no Egito até a renúncia do então presidente Hosni Mubarak, localizados no contexto da Primavera Árabe, que incluiu eventos parecidos em outros países da região e forte uso das mídias sociais. Serão trabalhadas as seguintes questões nos casos estudados: 1) quais as características desses públicos?; 2) de que forma as mídias sociais são utilizadas?; 3) o que torna esses movimentos transnacionais? Nossa tentativa é a de contribuir para as pesquisas sobre o ativismo - e sobre a esfera pública - transnacional, utilizando como fonte estudos já realizados na área. / [en] This is a research in the field of Internet and Politics in the subfield of the public sphere and transnational activism. The aim of this work is to identify the constitution of transnational publics, which are expressed through activism, using digital media. Based on a literature review, two emblematic cases of transnational activism will be analyzed: the coordinated protests of 15 February 2003, held simultaneously in many countries against the imminent Iraq War, and the 2011 protests in Egypt that took place until the resignation of the president Hosni Mubarak, and were located in the context of the Arab Spring, which included similar events in other Arab countries and strong use of social media. Both cases will be studied in light of the following questions: 1) which are the characteristics of these publics that may be formed around certain issues?; 2) how was social media used?; 3) what makes these publics transnational? By doing so, we hope to contribute to the research on transnational activism and public sphere.

[pt] A centralidade assumida pelo STF na cena política brasileira tem suscitado diversas reflexões teóricas sobre o papel a ser exercido pela jurisdição constitucional e sobre sua legitimidade democrática. No âmbito latino-americano, muito tem se falado em um novo constitucionalismo caracterizado, dentre outros aspectos, pela ampliação da gama de direitos previstos e pelo fortalecimento do Judiciário. O presente trabalho tem por objetivo discutir a atuação do Supremo Tribunal Federal em face das perspectivas criadas pelas teorias que buscam justificar seu protagonismo. Para tanto, parte-se da premissa de que a análise crítica do fenômeno deve contemplar não apenas os elementos jurídicos, mas também a natureza política de muitas das escolhas realizadas pela corte e por seus membros. Nessa linha, são trazidos alguns julgamentos históricos do tribunal, escolhidos para demonstrar como ele construiu seu personagem ao longo do tempo, dando destaque tanto para as dimensões políticas como jurídicas de sua atuação. Em seguida, discutem-se as possibilidades de desenhos institucionais em países marcados por fortes desigualdades sociais, dentro de um contexto de entusiasmo com o desempenho das cortes constitucionais na efetivação de garantias básicas da cidadania. Após este panorama teórico, o trabalho se debruça sobre a realidade empírica da atuação do tribunal, verificando em que medida sua conduta corresponde às expectativas criadas em torno das capacidades institucionais da jurisdição constitucional. / [en] The central role assumed by the Federal Supreme Court in the Brazilian political scene has raised various theoretical considerations about the part that the constitutional jurisdiction will play, and about its democratic legitimacy. In the Latin-American context, a lot has been said about a new constitutionalism, which is characterized, among other aspects, by a greater scope of prescribed rights and by the strengthening of the judiciary. The present work intends to discuss the Federal Supreme Court’s practice, taking in consideration perspectives created by theories that seek to justify its protagonism. For this purpose, this work assumes that the critical analysis of the phenomenon must contemplate not only legal elements, but also the political nature of many of the choices made by the Court and its members. Therefore, historical judgments of the Court were selected to demonstrate how it has built its persona through time, highlighting both the political and legal dimensions of its action. After that, this work will discuss institutional designs possibilities in countries characterized by strong social inequalities, inside a context of social excitement about the performance of constitutional courts in implementing basic citizenship guarantees. After the theoretical overview, the research approaches the empirical reality of Court practices, verifying to what extent its conducts correspond to the expectationsvcreated around the institutional abilities of constitutional jurisdiction.

[pt] Em sua expressão contemporânea, os processos de ativismo tornaram-se transnacionais, com suas causas, ações e organização realizados além dos limites das fronteiras nacionais, estabelecendo uma dinâmica com a lógica de horizontalidade da comunicação digital. Através da internet, os ativistas teriam mais possibilidades de estabelecer redes entre si, divulgar suas causas e ações, promover seu ponto de vista sobre os acontecimentos e gerar mais engajamento no debate público e na participação dos processos pelos cidadãos globais. Por isso, o objetivo deste trabalho é promover uma reflexão de como os artigos acadêmicos analisam casos específicos de ativismo transnacional e seus contextos sociopolíticos para que seja produzido um entendimento da forma e extensão dos potenciais de horizontalidade da internet que estão sendo concretizados. Essa reflexão foi baseada em duas perguntas de pesquisa: quem são os ativistas envolvidos no debate público de mudanças climáticas nas mídias sociais; e como a formação de redes de relacionamento entre ativistas no debate público promovido pelas mídias sociais é analisada pelos acadêmicos. Como conclusão, é possível encontrar indícios de quebra de agenda-setting, divulgação de novos enquadramentos de discurso, estabelecimento de redes epistêmicas complementares e organização transnacional e colaborativa de causas e ações de ativismo pela internet, apesar da análise de big data das mídias sociais ainda estar pouco aprofundada nesta área. / [en] In its contemporary form, the processes of activism became transnational, since its actions, causes and organization is done beyond the limit of national borders, establishing a dynamical relationship with the logics of digital communications. Using the internet, activists would have more possibilities of establishing networks of collaboration, publicize its causes and actions, promote specific points of view and generate more engagement in the public debate and more people to participate in activism. Therefore, the purpose of this work is to promote a brief review of how the academic literature is analyzing specific cases of transnational activism and its sociopolitical context to generate a better understanding of which and how the potentials of horizontalization from the internet are manifested. Two research questions are addressed: how are the actors of climate change activism analyzed in the social media data analysis of the literature, and how are the social networks of activists being explored. The conclusion is that it is possible to find evidences of activists breaking the agendasetting of traditional media, as well as promoting new framing of the discourse surrounding its actions and causes, new networks of collaboration and transnational and collaborative forms of organizing and creating actions through social media. However, big data analysis of activism processes in social media is still beginning and new research with more depth in the information analysis would benefit immensely in the comprehension of its dynamics

[pt] O estudo se preocupa em examinar o caráter da abstração dos efeitos conferidos aos julgados do Supremo Tribunal Federal em âmbito de controle concreto de constitucionalidade, ao qual vem sendo atribuídas características típicas do controle abstrato e concentrado, ora sob a denominação de abstrativização, ora com a expressão objetivização do controle de constitucionalidade. A partir de uma contextualização da jurisdição constitucional brasileira sob a influência de suas principais matrizes históricas, em especial a norte-americana e austríaca, verifica-se que tal fenômeno vem se ampliando na jurisprudência da Corte de modo a desvirtuar o desenho institucional delimitado pelo constituinte. Busca-se delinear, ademais, outros institutos e fatos pontuais representativos da referida tendência de objetivização, realçando as modificações constitucionais e legislativas que demonstrem tal ocorrência, o que denota maior amplitude do fenômeno, não apenas no que tange ao controle difuso, mas em relação à própria jurisdição constitucional como um todo, reflexo de uma postura jurisdicional ativista. Em sua segunda parte, o trabalho faz análise crítica do objeto empírico sob a luz de perspectivas democráticas e minimalistas, tendo por pano de fundo o processo judicial que questionou a demarcação da Terra Indígena Raposa Serra do Sol, bem como casos concretos paradigmáticos da jurisdição constitucional estrangeira e brasileira. / [en] This study is concerned with examining the abstraction’s character of the noted effects of the Brazilian Supreme Court’s trials regarding the concrete control of constitutionality, which have been given typical characteristics of the abstract and concentrated control, sometimes under the denomination abstrativization, sometimes with the expression objectivization of the control of constitutionality. From a contextualization of the Brazilian’s constitutional jurisdiction under the influence of its main historic matrices, specially the North American and Austrian, is verified that such phenomenon is increasing in the Court’s jurisprudence in order to misrepresent the institutional layout limited by the constituent. Still is desired to outline, other institutes and single facts meaningful of the noted tendency of objectivization, highlighting constitutional and legislative modifications which show such occurrence that shows the phenomenon’s larger magnitude, not only concerning the diffuse control, but related to the constitutional jurisdiction as a whole which reflects an activist jurisdictional position. In it’s second part, the work does a critical analysis of the empiric object, based on the democratic and the minimalistic’s perspectives, having as background the lawsuit which questioned the delimitation of the indian reserve Raposa Serra do Sol, as well as other brazilian and foreign concrete paradigmatic cases of the constitutional jurisdiction.

[pt] Esta tese pesquisa os arquivos que subjazem às criações da coreógrafa Lia Rodrigues em 31 anos de trabalho, a partir de um conjunto de cenas de Fúria (2018), peça que abraça os principais estratos da obra da artista. A análise parte de arquivos seminais das cenas anteriores e constituintes do que virá ao palco, atravessadas pelas artes plásticas, pela literatura e pela própria territorialidade do projeto coreopolítico da coreógrafa na favela da Maré, sede da companhia desde 2004. O trabalho se dá sobre materiais plásticos, textuais e corpóreos que explicitam e desdobram os contornos da dramaturgia de Lia Rodrigues dentro e fora dos palcos, tanto como artista quanto como ativista. A seleção dos arquivos investigados não esconde nem se furta ao que é oriundo do meu corpo-testemunha, ele mesmo baseado na convivência de 25 anos com a artista. Este corpo privilegiado se desvela na estrutura da tese a partir de memórias e reflexões que vão tecendo e percorrendo os capítulos. Do mesmo modo, o corpus do estudo dá destaque à voz da própria artista, através de entrevistas, conversas e palestras. / [fr] Cette thèse recherche les archives sous-jacentes aux créations de la chorégraphe Lia Rodrigues dans ses 31 ans de travail, à partir d un ensemble de scènes de Fúria (2018), pièce qui contient les principales strates de l oeuvre de l artiste. L analyse démarre par les archives séminales des scènes qui précèdent et constituent ce qui ira sur scène, traversées par les arts plastiques, par la littérature et par la territorialité même du projet choréopolitique de la chorégraphe à la favela de Maré, siège de la compagnie depuis 2004. Le travail se fait sur des matériaux plastiques, textuels et corporels qui explicitent et démultiplient les contours de la dramaturgie de Lia Rodrigues, sur scène autant qu en dehors, comme artiste ainsi que comme activiste. La sélection des archives étudiées ne cherche ni à cacher ni à éviter ce qui ressort de mon propre corps-témoin, au fil de 25 ans de relation personnelle et professionnelle avec l artiste. Ce corps privilégié se dévoile dans la structure de cette thèse, à partir des mémoires et réflexions qui tissent et parcourent les chapitres.

[pt] A presente dissertação investiga e analisa a instrumentalização do processo penal, convertido em arma de guerra – lawfare -, para viabilizar práticas autoritárias punitivas amparadas no casuísmo, no âmbito da chamada Operação Lava Jato, bem como analisa o manejo/utilização/implementação de mecanismos de exceção dentro da rotina democrática brasileira com o fim de eliminar um inimigo personificado na figura do ex-presidente Lula, objetivando retirá-lo da corrida eleitoral de 2018, estabelecendo, assim, a consolidação do golpe iniciado em 2016, com a derrubada da Presidenta Dilma Rousseff. O trabalho discute a Operação Lava Jato abordando o fenômeno do intercruzamento entre direito e política (ativismo judicial, judicialização da política e politização da justiça), analisando criticamente a atuação da grande mídia hegemônica oligopolista brasileira. Desta forma, esta pesquisa enfrenta essa questão a partir do fenômeno identificado como lawfare. No capítulo introdutório, é apresentado o tema, problema, hipóteses, objeto da pesquisa, a justificativa do trabalho, referencial teórico e metodologia da pesquisa. No segundo capítulo são apresentadas algumas abordagens conceituais sobre o termo lawfare, desenvolvidas por diversos intelectuais que se debruçaram sobre o tema, trazendo a discussão para o contexto brasileiro. No terceiro capítulo, analisase o lawfare para fins geopolíticos e empresariais, a extraterritorialidade coercitiva universal estadunidense e como esse emaranhado de legislação internacional impacta na soberania econômica do Brasil. No quarto capítulo defende-se que a Operação Lava Jato foi um maxiprocesso jurídico-político-midiático utilizado como instrumento de lawfare, interferindo no realinhamento de forças políticas no país e abrindo caminho para implantação de um governo neoliberal extremado, com suporte da mídia hegemônica oligopolista e da ofensiva restauradora do campo neoliberal ortodoxo. No Anexo 1, apresenta-se parte das mensagens periciadas pela Polícia Federal no bojo da Operação Spoofing. No anexo 2, apresenta-se a decisão favorável ao ex-Presidente Lula, proferida pelo Comitê de Direitos Humanos da ONU. / [en] The present dissertation investigates and analyzes the instrumentalization of the criminal process, converted into a weapon of war - lawfare -, to enable punitive authoritarian practices supported by casuism, within the scope of the so-called Operation Car wash, as well as analyzing the management/use/implementation of mechanisms of exception within the Brazilian democratic routine in order to eliminate an enemy personified in the figure of former President Lula, aiming to remove him from the 2018 electoral race, thus establishing the consolidation of the coup that began in 2016, with the overthrow of President Dilma Rousseff. The paper discusses Operation Car Wash addressing the phenomenon of the intersection between law and politics (judicial activism, judicialization of politics and politicization of justice), critically analyzing the performance of the Brazilian oligopolistic hegemonic media. Thus, this research addresses this issue from the phenomenon identified as lawfare. In the introductory chapter, the theme, problem, hypotheses, research object, work justification, theoretical framework and research methodology are presented. The second chapter presents some conceptual approaches to the term lawfare, developed by several intellectuals who have focused on the subject, bringing the discussion to the Brazilian context. In the third chapter, we analyze lawfare for geopolitical and business purposes, the universal coercive extraterritoriality of the United States and how this tangle of international legislation impacts Brazil s economic sovereignty. In the fourth chapter it is argued that Operation Car Wash was a legal-political-media maxi-process used as an instrument of lawfare, interfering in the realignment of political forces in the country and opening the way for the implantation of an extreme neoliberal government, with the support of the oligopolistic hegemonic media. and the restorative offensive of the orthodox neoliberal camp. In Annex 1, part of the messages examined by the Federal Police in the context of Operation Spoofing is presented. Annex 2 presents the decision in favor of former President Lula, delivered by the UN Human Rights Committee.

[pt] Esta dissertação trata do processo de construção social da norma internacional, na área de segurança química. Partiu- se de uma realidade local --- a ocorrência de um acidente industrial ampliado --- e de seus impactos sobre o ambiente internacional. Nesse sentido, foi fundamental perceber aquela realidade local como um fato social, construído por meio de uma conscientização ambiental ou anuência coletiva mais ampla. Daquele processo de construção social, aliás, faz parte a constituição dessa consciência coletiva quanto às ameaças ambientais, fortalecida politicamente pelo aval da comunidade de Nações, quando das Conferências de Estocolmo (1972) e do Rio de Janeiro (1992). Por isso, seguindo parâmetros teóricos construtivistas, optou-se pela análise da forma como se deu o processo de construção ideacional e normativa mais abrangente, em matéria ambiental, nas relações internacionais contemporâneas; para, posteriormente, abordar a construção social do acidente e da norma gerada, parte daquele processo. Quanto à organização e à mobilização da sociedade civil, bem como quanto à influência dessa mobilização sobre os Estados, atribuiu-se destaque especial aos agentes de propagação de idéias, referidas à proteção ambiental e à segurança química, bem como a suas plataformas organizacionais. Para tanto, dada sua relevância social e empírica, escolheu- se, como objeto de estudo, o acidente industrial ampliado, ocorrido em 1984, na cidade de Bhopal, Índia; e a Convenção 174 da Organização Internacional do Trabalho para a prevenção de acidentes industriais ampliados. / [en] This paperwork deals with the social construction process of the international norm in the chemical safety realm. The point of departure was a local reality -- the occurrence of a major industrial accident --- and its impacts on the international environment. The perception of that reality as a social fact, constructed from a wider environmental awareness or collective acquiescence, was essential. The constitution of that collective awareness is part of the referred social construction process and was politically strengthened by the international community when it assembled in the Stockholm Convention (1972) and the Rio Convention (1992). Following certain constructivist theoretical parameters, the wider ideational and normative scenario, related to environmental questions in the contemporary international relations, was first analysed. Afterwards, the focus was directed towards the social construction of the accident and the norm negotiated. In relation to the civil society organisation and mobilisation, as well as to its influence on state behaviour, it was given emphasis on the role of agents of environmental protection and chemical safety ideas and its organisational platforms. As per its social and empirical importance, it was chosen as object of analysis the major industrial accident, occurred in 1984, in Bhopal, India, and the Convention 174 of the International Labour Organization concerning the Prevention of Major Industrial Accidents.

[pt] A democracia é um conceito em constante disputa que se reconstrói em torno das relações de poder fundadas com base no poder enraizado de suas instituições. Isto é, a força e a estabilidade da democracia e suas instituições dependem de sua vigência na mente das pessoas (Castells, 2018). Rompido o vínculo subjetivo entre o que os cidadãos pensam e querem e as ações daqueles que os representam, produz-se o que denominamos crise de legitimidade política. Se nos anos 1990 e primeira década dos 2000 há uma confluência nas discussões sobre Sociedade Civil Global e Governança global que apontavam na direção de que a atuação da sociedade Civil Global ampliaria a democracia, aqui propomos um passo crítico a essa abordagem a partir da discussão sobre Capitalismo de Vigilância. Assim, o presente trabalho tem o objetivo de contribuir para a discussão sobre crise da democracia, especificamente contestando a ideia de que a atuação da sociedade civil global levaria necessariamente a ampliação da democracia. Sob essa égide, observamos aspectos que eram base para a utopia da sociedade civil global foram colocados em cheque à medida que a tensão existente entre a horizontalidade da rede e as políticas de controle, vigilância e datificação da realidade foram reveladas. Diante dessa controvérsia, aqui pretendemos explorar o como a atuação da Sociedade Civil tensionou a democracia no século XXI explorando possibilidades de atuação e limites impostos pela disseminação das Tecnologias da Informação e Comunicação no Capitalismo de Vigilância. / [en] Democracy is a concept in constant dispute which is founded on the basis of its institutions. The strength and stability of democracy and its institutions depend on its validity in people s minds (Castells, 2018). Once the subjective link between what citizens think and want and the actions of those who represent them is broken the legitimacy of the system can be questioned. In the 1990s and the in first decade of the 2000s there was a confluence between the discussions on Global Civil Society and Global Governance that pointed in the direction of the expansion of democracy through the Global Civil Society. Conversely, here we propose to give a critical step using the discussion on Surveillance Capitalism. Thus, this work aims to contribute to the discussion on the crises of democracy, specifically challenging the idea that the role of global civil society leads necessarily to the expansion of democracy. We observe how aspects that were the basis for the global civil society utopia were put in check by the tension existing between the horizontality of the network-society and the policies of control and surveillance. In the face of this controversy, we explore how the workings of Civil Society have tensioned democracy in the 21st century. We also explore possibilities of action and limits imposed by the dissemination of Information and Communication Technologies whiting the context of Surveillance Capitalism.
