[pt] A dissertação tem como objetivo apresentar e comparar as
trajetórias e
pensamento de Angela Yvonne Davis (Alabama/EUA, 1944) e
Lélia Almeida
Gonzalez (Minas Gerais/Brasil, 1935 - Rio de
Janeiro/Brasil, 1994) - duas
intelectuais e militantes dos movimentos negros nos EUA e
no Brasil. Angela
destacou-se internacionalmente na década de 1960 como
símbolo da luta negra nos
EUA, o impacto da sua imagem se inscreveu na memória
daqueles que viveram
aqueles anos. Lélia foi militante importante do movimento
negro brasileiro de finais
dos anos 1970, quando também participou ativamente luta
política pela
redemocratização do país. Minha discussão das obras dos
autores enfatiza as
teorizações desenvolvidas acerca da inserção das mulheres
negras em seus países,
com destaque para o debate a respeito das experiências das
mesmas com a escravidão.
Explora-se, ao longo da dissertação, o legado conceitual
que deixaram para os estudos
contemporâneos sobre relações raciais. / [en] My goal with this thesis to present and compare the
trajectories and thoughts
of Angela Yvonne Davis (Alabama/USA, 1944) and Lélia
Almeida Gonzalez (Minas
Gerais/Brasil, 1935 - Rio de Janeiro/Brasil, 1994) - both
women intellectuals and
activists of the Black movements in the US and Brazil.
Angela became internationally
known in the 1960s as a Black struggle symbol in the US.
The impact of her figure
still lingers on in the memory of those who lived in those
years. Lélia was an
important activist in the Brazilian Black movement of the
late 1970s, when she
intensively took part in the political struggle for the
return of democracy in Brazil.
My discussion of the authors´ main works emphasizes the
theoretical essays they
developed on the social insertion of black women in their
countries. It specially
highlights the debate forwarded on black women experiences
under slavery.
Throughout the thesis I call attention for the
contribution of their conceptual legacy
for contemporary studies on racial relations.

[pt] Mecanismos são essencialmente (mas não exclusivamente) compostos por vários corpos rígidos que possuem movimento relativo entre si. Cada corpo rígido está ligado através de uma junta a um ou mais corpos, sendo a sequência de corpos conectados chamada de cadeia cinemática. Cadeias cinemáticas abertas (ou em série) não têm restrições sobre uma de suas extremidades, já cadeias fechadas
(ou paralelas) têm restrições em ambas as extremidades. O foco neste trabalho será dado no estudo de mecanismos com cadeias cinemáticas fechadas ou mecanismos paralelos. Assim, este trabalho apresenta a determinação da solução analítica do modelo dinâmico de um mecanismo paralelo plano com três graus de
liberdade através da caracterização do fluxo de potência entre os seus componentes. A partir das relações geométricas associadas ao deslocamento dos seus graus de liberdade, as relações cinemáticas associadas às suas velocidades são determinadas. Considerando o fluxo de potência entre os graus de liberdade, e também entre estes e os elementos de atuação (atuadores lineares elétricos), as relações de equilíbrio das forças e torques são obtidas. Levando em consideração os efeitos inerciais dos componentes do sistema, a rigidez e efeitos de amortecimento, as equações de movimento ou as equações de estado são analiticamente determinadas e representadas em qualquer sistema de referência, local ou global. Além disso, as relações entre a cinemática inversa e a dinâmica direta são apresentadas. Esta abordagem adota os mesmos fundamentos, conceitos e elementos da técnica dos grafos de ligação, com a sua notação simbólica e representação gráfica. A metodologia proposta é generalizada e aplicável em qualquer tipo de mecanismo (aberto ou fechado, plano ou espacial). O modelo cinemático inverso do mecanismo de cadeia fechada, que tem uma solução fácil quando comparado com o modelo direto, pode ser desenvolvido por qualquer metodologia conhecida. Neste trabalho, a técnica da cadeia vetorial é usada para determinar o modelo geométrico inverso, e com a sua derivação, as relações cinemáticas são obtidas, e, portanto, a matriz Jacobiana inversa. Desse modo, é construída a estrutura em grafos de ligação da cinemática inversa e, a partir das relações de causa e efeito, encontra-se o modelo dinâmico direto do mecanismo. Assim, esta metodologia (grafos de ligação ou fluxo de potência) é mais eficiente e segura para determinar os modelos dinâmicos analíticos (fechados) de mecanismos paralelos. Um conjunto de simulações foi realizado para validar esta abordagem, usando os dados reais (geometria, inércia, amortecimento, forças de atuação, etc.) a partir de um mecanismo plano projetado e construído especialmente para a finalidade de comparar os resultados simulados e experimentais. Uma estratégia de controle de malha fechada usando a cinemática inversa e os modelos dinâmicos diretos é proposta. Finalmente, testes experimentais validam esta estratégia. As equações analíticas levam a um processo de simulação e controle em tempo real mais eficientes destes sistemas. / [en] Mechanisms are essentially (but not exclusively) made up of multiple rigid bodies that have relative motion between themselves. Each rigid body is connected through a joint to one or more bodies, wherein the sequence of connected bodies is called kinematic chain. Open (or serial) kinematic chains have no restrictions on one of their ends, as closed (or parallel) chains have restrictions on both ends. The focus in this work will be given on the study of mechanisms with closed kinematic chains or parallel mechanisms. Thus, this work presents the analytical form determination of the dynamic model of a parallel planar
mechanism with three degrees of freedom through the characterization of the power flow between its components. From the geometrical relations associated to the displacement of their degrees of freedom, the kinematic relations associated to their speeds are determined. Considering the power flow between the degrees of freedom, and also between these and the actuating elements (linear electric actuators) the equilibrium relations of the forces and torques are obtained. Accounting for inertial effects of system components, the stiffness and damping effects, the equations of motion or the state equations are analytically determined and represented in any reference frame, local or global. Besides, the relation
between the inverse kinematics and the direct dynamics is presented. This approach adopts the same fundamentals, concepts and elements of the Bond Graph Technique, with its symbolic notation and graphical representation. The proposed methodology is generalized and applicable in any type of mechanism (open or closed, planar or spatial). The inverse kinematic model of the closed chain mechanism, which has easy solution when compared to the direct model, can be developed by any known methodology. In this work, the vector loop technique is used to determine the inverse geometric model, and with its derivation, the kinematic relations are obtained, and therefore the inverse Jacobian
matrix. Thereby, the inverse kinematics bond graph is built and, from the cause and effect relations, the direct dynamic model of the mechanism is found. Thus, this methodology (bond graphs or power flow) is more efficient and secure to achieve the dynamic analytical (closed) models of parallel mechanisms. A set of simulations are performed to validate this approach, using the real data (geometry, inertia, damping, actuators forces, etc.) from a planar mechanism designed and built especially for the purpose to compare the simulated and experimental results. A closed-loop control strategy using the inverse kinematic and the direct dynamic models is proposed. Finally, experimental tests validate this strategy. The analytical equations lead to a more efficient simulation process and real-time control of these systems.

[pt] Procuro perceber se uma parte significativa do imaginário
descrito na literatura canônica portuguesa está marcada
pela relação de dependência estabelecida ao longo de
séculos com a Inglaterra. Tomando o procedimento da
descrição como algo que nunca é ideologicamente neutro e
tematizando também o lugar a partir de onde escrevo, indago
se as cicatrizes comumente encontradas em textos de ex-
colônias também aparecem na produção literária portuguesa.
Apesar de Portugal já ter sido apontado por estudiosos de
várias áreas como um país que fora historicamente submetido
pela Inglaterra a uma espécie de colonialismo, esta
perspectiva, em geral, não é levada em consideração nos
estudos literários. Considerando a situação de semicolônia
como uma singularidade cultural, proponho uma estratégia de
leitura para textos nela produzidos utilizando a
experiência dos estudos culturais e conceitos desse espaço
e tempo - também teóricos - chamados de pós-coloniais.
Talvez, então, outra singularidade se desdobre: a relação
de contigüidade entre as literaturas da ex-metrópole e das
ex-colônias. O recorte temporal foi feito em torno da data
do Ultimatum, 1890, por isso o estudo de caso recai sobre
Eça de Queiroz. / [en] I try to notice if the dependence relation established
along the centuries with England marks a meaning part of
the imaginary described in the Portuguese canonical
literature. Supposing that the description procedure is
something that is never ideologically neutral, and also
taking into account the place where I write from - Brazil -
, I do observe if the scars that are usually found in ex-
colonies also appear in the production of Portuguese
literature. Although Portugal has already been indicated by
studious from many areas as a country that was historically
submitted to England as a sort of colonialism, this
perspective, in general, is not considered among literature
studies. Considering the situation of semi colony as a
cultural singularity, I suggest a reading strategy for
texts pertaining to this semi colony literature making use
of the experience of cultural studies and concepts from
this time and space - either theoretical - called post-
colonials. Maybe, then, another singularity is unfolded:
the contiguity relation between the literatures of the ex-
metropolis and the excolonies ones. The temporal cutting
was made surround the date of the Ultimatum, 1890, this
is why the study remits me to Eça de Queiroz.

A partir de experiências precedentes de repatriação voluntária, efetuadas na África, serão investigadas as linhas gerais desenvolvidas pelo ACNUR para solucionar a questão dos refugiados angolanos. / [en] The purpose of this dissertation is to understand the policy of voluntary repatriation of refugees developed by the United Nations High Commissioner for Refugees (UNHCR) with reference to the process of repatriation of Angolan refugees between 1975 and 2013. This dissertation will also examine the historical factors, especially between the Cold War and its end, the processes of construction and reconstruction of the figure of the refugee and how it fits into the international system of States. The process of formation of the Angolan State, after independence, and the presence of Peacekeeping Missions of the United Nations in Angola form the backdrop of the various attempts to repatriate refugees in the last forty years. From previous experiences of voluntary repatriation in Africa, the dissertation investigates the general guidelines developed by UNHCR to solve the question of Angolan refugees.

[pt] Honduras e El Salvador, desde a época de suas
independências, em 1821, têm uma relação bastante
conflituosa. Após várias tentativas de resolução pacífica
de suas disputas fronteiriças, alguns fatores
demográficos, políticos e sócioeconômicos são agregados à natureza da
relação desses dois Estados e dão origem, em julho de
1969, a um confronto armado conhecido por - Guerra do Futebol -
ou - Guerra das Cem Horas -.A resolução imediata, ou
administração, da Guerra do Futebol foi realizada
pela Organização dos Estados Americanos (OEA), através da
atuação coordenada de quatro de seus órgãos: a Comissão
Interamericana de Direitos Humanos, o Conselho
Permanente, o Secretário Geral e a Reunião de Consulta dos Ministros
das Relações Exteriores. A principal contribuição do
presente trabalho, trazida à tona através da
análise da ação coletiva da OEA no caso em estudo,
permite concluir que esta organização exerceu três importantes
papéis, que contribuíram para a resolução imediata da
Guerra do Futebol, a saber: (i) ator autônomo; (ii)
modificador do comportamento do Estado; e (iii)
arena/espaço de discussão. Ademais, trata-se de
um conflito que não conta com a participação, direta ou
indireta, do membro mais poderoso da OEA, o que configura
uma exceção à política intervencionista norteamericana
para a América Latina na década de 1960. / [en] Honduras and El Salvador, since their independences in
1821, have a conflicting relationship. After countless
attempts to achieve a peaceful resolution in their frontier
disputes, new factors - demographic, political and
socioeconomical - are added to the nature of the
relationship between these two states and would give rise,
in July 1969, to a armed conflict known as - Soccer War - or
Hundred-years War -. The immediate resolution of the
Soccer War was accomplished by the Organization of the
American States (OAS), through a coordinated action of four
of its main bodies, that is, of the Inter-American
Commission of Human Rights, the Permanent Council, the
Secretary-General and the Meeting of Consultation of
Ministers of Foreign Affairs.The main contribution of this
study, brought up through the analysis of the OAS
collective action in this case, leads to the conclusion
that this organization has played three main roles, which
have largely contributed to the immediate resolution of the
Soccer War, namely (i) autonomous actor; (ii) modifier of
state behavior; and (iii) forum/space for dialogue.
Moreover, it is worth noting that the most powerful member
of the OAS has not participated, nor direct or indirect, to
the achievement of the immediate resolution of this
conflict, which can be considered as an exception to the
North-American interventionist politics towards
Latin America in the 1960s.

[pt] Atualmente, pesquisas envolvendo metais e suas ligas têm como um de seus
objetivos o controle microestrutural, como forma de aprimorar as propriedades de
interesse, para as aplicações desejadas. Um fator importante que possui influência
nas propriedades dos materiais policristalinos são os tipos, e distribuições de
contornos de grãos e/ou de fase. A aplicação de processos que envolvam altas
temperaturas, como tratamentos térmicos ou processos de soldagem, podem levar
a transformações de fase, as quais modificam a cristalografia, composição química,
distribuição e tamanho dos grãos. Os aços inoxidáveis duplex são ligas bifásicas
constituídas de proporções aproximadamente iguais de ferrita e austenita
pertencentes ao sistema Fe-Cr-Ni. Essa estrutura bifásica combina elevada
resistência, boa tenacidade e excelente resistência à corrosão. Devido à essas
excelentes propriedades são utilizadas em vários setores industriais como:
indústrias químicas, petroquímicas, de petróleo e gás, e de construção naval.
Incrementos na concentração de Cr e Ni nestes aços levam a formação de duas
novas classes, os aços super e hiper duplex, cujas propriedades são semelhantes aos
aços duplex, porém superiores. Neste caso, devido ao aumento no teor dos
elementos de liga os processos de soldagem podem levar a formação de fases
intermetálicas e/ou precipitados, as quais são deletérias as propriedades dos aços,
facilitando o processo de corrosão. Muitas das transformações no estado sólido que
ocorrem nos aços, seguem determinadas relações de orientação cristalográfica.
Essas relações descrevem as interfaces de baixa energia que determinam os
processos de nucleação e crescimento de novas fases. Portanto a determinação das
relações de orientação presente nos aços duplex, super-duplex e hiper-duplex, a
partir de transformações de fase obtidas em condições de equilíbrio e paraequilíbrio
foram estudadas com a intenção de correlacionar com a susceptibilidade à corrosão
por pites. Foram estudados os aços UNS S32205, UNS S32750 e UNS S33207,
respectivamente pertencendo as classes duplex, super e hiperduplex A
determinação das relações de orientação e fração de fases foi obtida por difração de
elétrons retroespalhados (Electron Backscattering Diffraction - EBSD). A
composição química das fases foi obtida por Espectroscopia de Energia Dispersiva
(Energy Dispersion Spectroscopy - EDS). Estes dados foram correlacionados com
os resultados obtidos após testes de corrosão ASTM G-48. Para todos os aços se
observa a tendência do aumento da relação de orientação KS após submissão aos
ciclos térmicos. No entanto, para as condições estudadas não foi encontrada uma
correlação clara entre a presença da orientação KS com a formação de pites na
ferrita. / [en] Currently, research involving metals and their alloys has microstructural
control as one of its objectives, to improve the properties of interest, for the desired
applications. An important factor that influences the properties of polycrystalline
materials are the types and distributions of grain and/or phase boundaries. The
application of processes involving high temperatures, such as heat treatments or
welding processes, can lead to phase transformations, which modify the
crystallography, chemical composition, distribution and size of the grains. Duplex
stainless steels are biphasic alloys made up of approximately equal proportions of
ferrite and austenite belonging to the Fe-Cr-Ni system. This two-phase structure
combines high strength, good toughness and excellent corrosion resistance. Due to
these excellent properties, they are used in various industrial sectors such as:
chemical, petrochemical, oil and gas, and shipbuilding industries. Increases in the
concentration of Cr and Ni in these steels lead to the formation of two new classes,
super and hyper duplex steels, whose properties are like duplex steels, but superior.
In this case, due to the increase in the content of alloying elements, the welding
processes can lead to the formation of intermetallic phases and/or precipitates,
which are deleterious to the properties of the steels, facilitating the corrosion
process. Many of the solid-state transformations that occur in steels follow certain
crystallographic orientation relationships. These relationships describe the lowenergy interfaces that determine the processes of nucleation and growth of new
phases. Therefore, the determination of orientation relationships presents in duplex,
super-duplex and hyper-duplex steels, from phase transformations obtained under
equilibrium and paraequilibrium conditions, were studied with the intention of
correlating with the susceptibility to pitting corrosion. The UNS S32205, UNS
S32750 and UNS S33207 steels were studied, respectively belonging to the duplex,
super and hyperduplex classes. of the phases was obtained by Energy Dispersion
Spectroscopy (EDS). These data were correlated with the results obtained after
ASTM G-48 corrosion tests. For all steels, there is a trend towards an increase in
the KS orientation ratio after submission to thermal cycles, however no clear
correlation between the presence of the KS orientation and the formation of pits in
the ferrite was found.

[pt] Quadros comparativos entre as relações raciais no Brasil e nos Estados
Unidos abundam no campo dos estudos raciais e da história comparada. Mas a
prática de comparar essas duas sociedades transborda o meio estritamente
acadêmico. Elaborar uma visão sobre o local a partir de comparações com outras
porções do mundo é uma prática comum à circulação atlântica de sujeitos e ideias.
Assim, é possível encontrar discursos que sistematicamente opõem Brasil e Estados
Unidos desde o século XIX, cujas autorias são bastante diversas. Esta tese busca
mergulhar nesse universo comparativo a partir de um fio condutor específico: as
visões norte-americanas de um paraíso racial brasileiro. O paraíso racial consiste na
miragem de uma idílica sociedade com duas grandes características: um sistema
escravista mais suave e a ausência de barreiras raciais legais. Perseguir a história
dos coautores do paraíso racial significa, portanto, adentrar a longa história da
democracia racial, que remonta a dinâmicas que antecedem a sua nomeação e
posterior denúncia como mito. A partir da revisão bibliográfica e do acesso a fontes
primárias – como imprensa, cartas e discursos – foram identificados e analisados
sujeitos históricos produtores dessa visão do Eldorado brasileiro. Esses
interlocutores da tese estão dispostos em quatro grandes tempos, entre 1833 e 1947:
começando pelos abolicionistas imediatistas do pré-Guerra Civil, em 1833; a
seguir, os abolicionistas do pós-Guerra Civil, em 1865; na década de 1920, são
evocados os ativistas negros entusiastas da migração para o Brasil; por último,
atravessando a década de 1920 até 1947, estão Gilberto Freyre e Frank
Tannenbaum, responsáveis por uma consolidação científica do paraíso racial. O
amplo recorte se volta aos momentos de criação e sedimentação da ideia de
democracia racial, antes da sua crescente derrocada, na segunda metade do século
XX. O objetivo é analisar de que forma esses sujeitos, ao retratarem o Brasil como
um paraíso racial, apresentavam os aspectos jurídicos dessa sociedade idílica. De
pronto se conclui que as duas dimensões caracterizadoras do paraíso racial estão
bastante intrincadas com o direito. Por um lado, a noção de escravidão suave se
sustenta na notícia de uma elevada taxa de alforrias, que teria sido possibilitada por
normas e instituições sistematicamente favoráveis à liberdade. Por outro lado, a
imagem de uma sociedade na qual negros e negras livres não possuiriam diante de
si qualquer barreira racial frequentemente usa como parâmetro a ausência de lei
impeditiva do acesso a cargos militares, eclesiásticos e políticos. Mas além do
endosso, durante a longa trajetória dos discursos estadunidenses sobre paraíso racial
houve movimentos de contestação dessa mesma imagem, e neles a crítica jurídica
se mostrou um argumento central. A partir da polivalência estratégica dos discursos,
entendeu-se que direito e raça foram associados por sujeitos num amplo espectro
político e, ainda que os sinais táticos fossem invertidos, elementos de continuidade
permaneceram. / [en] Comparative charts between Brazil and the United States race relations
abound in the field of racial studies and comparative history. But the practice of
comparing these two societies goes beyond the strictly academic milieu. Drawing
up a local view based on comparisons with other parts of the world is a common
practice in the Atlantic circulation of individuals and ideas. Thus, it is possible to
find discourses that systematically oppose Brazil and the United States since the
19th century, whose authors are quite diverse. This thesis seeks to delve into this
comparative universe based on a specific guideline: North American visions of a
Brazilian racial paradise. The racial paradise consists of the mirage of an idyllic
society with two great characteristics: a softer slave system; the absence of legal
racial barriers. Pursuing the history of the co-authors of the racial paradise means,
therefore, entering the long history of racial democracy, which goes back to
dynamics that precede its naming and subsequent denunciation as a myth. Based on
the bibliographic review and access to primary sources – such as the press, letters
and speeches – historical subjects who produced this vision of the Brazilian
Eldorado were identified and analyzed. These interlocutors are arranged in four
main periods, between 1833 and 1947: starting with the immediate abolitionists of
the pre-Civil War, in 1833; then post-Civil War abolitionists in 1865; in the 1920s,
the subjects are black activists who were enthusiastic about migrating to Brazil;
Finally, spanning the 1920s to 1947, there are Gilberto Freyre and Frank
Tannenbaum, responsible for the scientific consolidation of the racial paradise. The
broad sample goes back to the moments of creation and consolidation of the idea of
racial democracy, before its increasing colapse during the second half of the 20th
century. The objective is to analyze how these subjects, when portraying Brazil as
a racial paradise, presented the legal aspects of this idyllic society. It is immediately
concluded that the two dimensions that characterize the racial paradise are quite
intricate with the law. On the one hand, the notion of soft slavery is supported by
the news of a high rate of manumissions, which would have been made possible by
norms and institutions systematically favorable to freedom. On the other hand, the
image of a society in which free black men and women would not have any racial
barrier against them often uses the absence of a law preventing access to military,
ecclesiastical and political positions as a defining parameter. But in addition to the
endorsement, during the long trajectory of US discourses on racial paradise, there
were movements to contest this same image, and in them legal criticism proved to
be a central argument. From the strategic polyvalence of the speeches, it was
understood that law and race were associated by subjects in a wide political
spectrum, but even if the tactical signs were inverted, elements of continuity
remained.

[pt] Inspirada pelo instrumental teórico-metodológico foucaultiano e pós-colonial, a presente tese investigará os sentidos atribuídos ao direito à saúde, argumentando que as políticas que permitem a preservação da vida na atualidade têm envolvido, sobretudo, um processo doméstico de (re)definição do demos e de quem a ele pertence, ao mesmo tempo em que tem seus limites influenciados e constrangidos pela política internacional. Para tanto, esta tese observará que a defesa do direito à saúde nos territórios pós-coloniais levanta três problemas. Em primeiro lugar, está a urgência em se enfrentar a racialização que mantém viva a opressão colonial no âmbito doméstico, e que impede a inclusão das parcelas mais vulneráveis da população no conjunto de direitos humanos que devem ser preservados pelo Estado. Em segundo lugar, está o desafio de gerir, de maneira sustentada, políticas globais que tenham como ponto de partida os determinantes sociais da saúde que perpetuam a vulnerabilidade das populações nos países em desenvolvimento. Em terceiro lugar, a presente tese argumentará ainda que é justo quando se logra conceber, constitucionalmente, a totalidade da população como cidadã no terreno nacional, que a própria concepção de cidadania é ressignificada e esvaziada na esfera internacional, impedindo a completude do ciclo de direitos. Na virada para o século XXI, a consolidação da governança neoliberal facilitou as manobras nas interrelações entre saúde, direitos e economia, normalizando o sofrimento humano em escala global e reduzindo a saúde à possibilidade do consumo médico e não à realização de uma vida plena e saudável. Ao excluir as dimensões políticas, socioeconômicas e ambientais dos processos de tomada de decisão que tornam possível a vida com boa saúde, a governança neoliberal nos levaria a um cenário global de generalização da necropolítica, onde o direito à saúde seria ressignificado pela complexidade de sua fragmentação e da multiplicidade de atores envolvidos em sua execução. À luz da experiência brasileira na construção do maior sistema de saúde pública do mundo, esta tese buscará compreender as condições de possibilidade para a preservação da vida em um contexto de encolhimento de direitos e de espaços democráticos ao redor do mundo. / [en] Inspired by a Foucauldian and postcolonial theoretical-methodological framework, this thesis will investigate the meanings attributed to the right to health, arguing that the policies that allow the preservation of life today have involved, above all, a domestic process of (re)definition of demos and of who belongs to it, while having its limits influenced and constrained by international politics. Thus, this thesis will observe that the defense of a right to health in post-colonial territories raises three problems. Firstly, there is an urgent need to tackle the racialization that keeps colonial oppression alive at home, and that prevents the inclusion of the most vulnerable parts of the population in the set of human rights that must be preserved by the State. Secondly, there is the challenge of managing, in a sustainable manner, global policies that have as their starting point the social determinants of health that perpetuate the vulnerability of populations in developing countries. Thirdly, the present thesis will argue that it is right when it is possible to conceive, constitutionally, the entire population as a citizen in the national territory, that the very conception of citizenship is re-signified and emptied in the international sphere, preventing the completion of a cycle of rights. At the turn of the 21st century, the consolidation of neoliberal governance facilitated the maneuvers in the interrelationships between health, rights, and the economy, normalizing human suffering on a global scale and reducing health to the possibility of medical consumption and not to the accomplishment of a full and healthier life. By excluding political, socioeconomic, and environmental dimensions from decision making process that make life in good health possible, neoliberal governance would lead us to a global scenario of necropolitics generalization, where the right to health would be re-signified by the complexity of its fragmentation and the multiplicity of actors involved in its execution. Considering the Brazilian experience in constructing the largest public health system in the world, this thesis will seek to understand the conditions of possibility for the preservation of life in a context of shrinking rights and democratic spaces around the world.

[pt] Raizeiras e raizeiros do Cerrado se organizaram em torno de uma rede
política e socioambiental, a Articulação Pacari, desde 1999, a partir de um processo
marcado por tensões e assimetrias entre reivindicações interrelacionadas de direito
sobre a medicina tradicional, a identidade, o acesso ao conhecimento e à
biodiversidade feitas por esses sujeitos e a expansão de dinâmicas da propriedade
do conhecimento e da vida. Este trabalho reflete sobre processos de
(re)(des)constituição do compartilhamento do conhecimento de plantas medicinais
de raizeiras e raizeiros, na interface com conexões globais. Para alcançar esse
objetivo central, primeiramente, discute-se como se constroem dinâmicas da
propriedade do conhecimento e da vida, a exemplo das interrelações entre patente,
biomedicina e propriedade material, a partir de uma abordagem teórica
interdisciplinar. Em segundo lugar, é analisado o processo de criação da Articulação
Pacari a partir das suas relações locais, regionais e globais. Em terceiro, são
investigadas dinâmicas políticas, normativas e sociais de construção da identidade
de raizeiras e raizeiros integrantes da Articulação Pacari a partir do cotidiano e de
histórias de vida. Em quarto lugar, são discutidos aspectos teórico-conceituais sobre
as interrelações entre identidade, compartilhamento e apropriação do conhecimento
de plantas medicinais e cuidado. Por último, são analisadas dinâmicas de
constituição do compartilhamento do conhecimento de plantas medicinais de
raizeiras e raizeiros integrantes da Articulação Pacari a partir do cotidiano e de
histórias de vida. Emprega-se uma abordagem qualitativa e interdisciplinar e se
utiliza fontes primárias (normas, documentos, entrevistas, observação participante, imagens) e secundárias (literatura acadêmica). Argumenta-se que as formas de
compartilhamento do conhecimento de raizeiras e raizeiros têm sido
(des)(re)constituídas de modo heterogêneo e estratégico, a partir de interrelações de

political and socio-environmental network, the Articulação Pacari, since 1999, from
a process marked by tensions and asymmetries between interrelated claims of rights
over "traditional medicine", identity, access to knowledge and "biodiversity" made
by these subjects and the expansion of dynamics of ownership of knowledge and
life. This research reflects on processes of (re)(de)constitution of the sharing of
knowledge about medicinal plants of herbalists, at the interface with global
connections. To achieve this central objective, it first discusses how the dynamics
of the ownership of knowledge and life are constructed, such as the interrelations
between patent, biomedicine and material property, from an interdisciplinary
theoretical approach. Secondly, it analyzes the process of creation of the Articulação
Pacari from its local, regional and global relations. Third, it investigates political,
normative and social dynamics of identity construction of herbalists members of
the Articulação Pacari from a daily life and life stories perspective. Fourth, it
discusses theoretical and conceptual aspects of the interrelationships between
identity, sharing and appropriation of knowledge of medicinal plants, and care.
Finally, it analyzes the dynamics of the constitution of the sharing of knowledge
about medicinal plants of herbalists members of the Articulação Pacari also from a
daily life and life stories perspective. The research employs qualitative and
interdisciplinary approach and uses primary (norms, documents, interviews,
participant observation, images) and secondary sources (academic literature). It is
argued that the forms of sharing of knowledge and practices around medicinal
plants of herbalists have been (de)(re)constituted in a heterogeneous and strategic way, based on interrelationships of gender, class, race, ecology, faith and care. The
research thus contributes to the understanding of how processes of claiming rights
and ways of life of herbalists are affected by the global expansion of the ownership
of knowledge and life and how these dynamics generate possibilities for
epistemological and ontological reconstruction.
