[pt] Criada em 1948 no seio das Nações Unidas, a CEPAL surgiu
como parte do esforço
de construção de novas instituições internacionais com o
propósito de apoiar o
desenvolvimento regional. Contrapondo-se ao ressurgimento
das teorias clássicas
sobre o comércio internacional - sobretudo o princípio
ricardiano sobre as vantagens
comparativas- a CEPAL apresentará a tese da deterioração
dos termos de
intercâmbio, denunciando as assimetrias da divisão
internacional do trabalho, que
tendia perpetuar o subdesenvolvimento da periferia e não
permitir sua
industrialização. Ao contrário da originalidade das teorias
e propostas dos anos 1950,
o pensamento cepalino não seria capaz de responder à
ofensiva liberal que vinha
ocorrendo desde os anos 1970, seguindo as profundas
mudanças no sistema
econômico internacional. A agenda da CEPAL nos anos 1990
seria elaborada num
novo contexto, após quase duas décadas de experimento
neoliberal na região. O
presente trabalho objetiva compreender as razões da
incapacidade da CEPAL em se
opor às teses do novo reformismo liberal, através de uma
análise sobre sua trajetória
nos últimos cinqüenta anos. / [en] Created in 1948 in the core of the United Nations, ECLAC
emerged as part of the
construction effort to build new international institutions
with the purpose to support
regional development. Contraposing itself to the resurging
of the classical theories
over international trade - specially the ricardian principle
about comparative
advantages- ECLAC will present the thesis over the
deterioration of the terms of
exchange, denouncing the asymmetries of the international
division of labor, which
tended to perpetuate underdevelopment in the periphery and
not to permit its
industrialization. On the contrary of the originality of
the theories and proposals of
the 1950 s, ECLAC s thought would not be able to answer to
the liberal offensive
which was being happening since the 1970 s, following the
deep changes in the
international economic system. ECLAC s agenda in the 1990 s
would be elaborated
in a new context, after almost two decades of neoliberal
experiment in the region.
This work seeks to understand the reasons of ECLAC s
incapacity to oppose itself to
the thesis of the new liberal reformism, through an
analysis about its trajectory in the
last fifty years.

[pt] A inserção da mulher de classe média/alta no mercado de
trabalho, sua busca por realização profissional e
independência financeira transformaram, definitivamente, a
antiga divisão sexual do trabalho. O dinheiro da mulher no
casamento contemporâneo é um marco essencial nas mudanças
que ocorreram nas relações afetivo-sexuais da
segunda metade do século XX em diante. E é, por isso, que a
análise das tomadas de decisão financeira de um casal
pode-nos oferecer informações importantes sobre as
relações de poder, desigualdade e manifestações de
individualidade de cada um de seus membros. Especialmente,
entre recém-casados, foco de nossa pesquisa, em que a
formação dessa negociação acontece de formas diferentes,
envolvendo valores aprendidos nas famílias de origem.
Compreender a(s) conseqüência(s) de tais mudanças
nos relacionamentos conjugais entre homens e mulheres é de
fundamental importância para os avanços nos estudos sobre
conjugalidade no Brasil, ainda carente de pesquisas
específicas sobre dinheiro e casamento. A presente pesquisa
trata do impacto do dinheiro da mulher no casamento
contemporâneo e de como a construção das regras nas
decisões financeiras são percebidas, vividas, definidas ou,
mesmo, questionadas por ela. Para tal, realizamos um estudo
exploratório com 12 mulheres recém-casadas ou recém-morando
junto, entre seis meses e três anos de união, estando ambos
os membros do casal em seus primeiros casamentos,
trabalhando remuneradamente, sem filhos e
pertencentes à classe média/alta carioca. Seus discursos
revelaram que as mulheres reconhecem no trabalho remunerado
a possibilidade de possuírem autonomia em suas
decisões e de definirem e colocarem em prática hobbies e
gostos pessoais. Além disso, a maioria de nossas
entrevistadas se diz organizada com o próprio dinheiro,
muitas vezes, sendo ela quem exerce o controle e o
planejamento financeiro do casal. E de fato, sua
autonomia em relação ao próprio dinheiro está mais ligada a
assumir a sua administração, do que simplesmente ganhá-lo.
Percebemos isso, pois apenas duas de nossas entrevistadas
delegam aos maridos o gerenciamento do dinheiro, perdendo
poder de barganha naquilo que consideram prioridades pessoais. / [en] The inserction of the middle and upper class woman into the
labor market, her search for professional realization and
financial independency definitely transformed
the traditional work division among couples. The woman`s
money in the contemporary marriage is an essential mark that
led to changes in the way couples live together since
the half of the 20th century. And that`s why an analysis of
the financial decision making process in couples is so
important to give us information about the power relations,
differences and individual characteristics of regular wife
and husband. Specially in a just-married couple, objective
of our research, where the development and negotiation
of these behaviors begins, taking into account each side`s
familiar values. To understand the consequence of these
changes in the husband/wife relation is key to
understand marriage itself. And that subject lacks of
studies here in Brazil. This research aims to understand
these woman`s money impact in the contemporary
marriage. How the couple defines its rules, how they are
accepted and questioned upon. The method used consisted of
an interview of twelve women that had recently got into
living together with someone (from 6 months to 3 years), not
necessarily through marriage. To be eligible for the
interview both husband and wife had to be on their first
marriage, both working, no kids and be part of the middle
class or above. Their speeches revealed that women see the
remunerated work a way of acquiring autonomy
in their decisions and a possibility to develop personal
hobbies. Besides that, the majority of the interviewed women
says that she is organized with their own money,
being, most of the times, her who controls and plans the
finances of the couple. In fact, their autonomy is more
linked to assume its planning than to simply earn it. That
was noticed, since only two of the interviewed women
delegate to their husbands the management of their money,
what causes them to lose priority on how to decide the
way money is going to be spent.

[pt] O trabalho aproxima a disciplina de Relações Internacionais ao pensamento social brasileiro. O objetivo é compreender como três entre as principais obras sobre a formação do Brasil moderno empregam o conceito de Estado, e a hipótese geral é de que esse emprego entrelaça o Brasil à política mundial. Casa-grande e senzala e Sobrados e mucambos, de Gilberto Freyre, e Raízes do Brasil, de Sérgio Buarque de Holanda, são analisados tendo-se em vista o modo como aplicam as distinções conceituais Estado-sociedade, Estado-exterior e passado-presente. Argumenta-se sobre as obras de Gilberto Freyre que a intensificação da presença do Estado no século XIX desestruturou um quadro de política mundial existente
na Colônia, submetendo elementos orientais da paisagem social a um discurso civilizador e excludente, e constituindo uma nova sociedade que internaliza normas de europeização. Quanto à obra de Sérgio Buarque, argumenta-se que a coexistência de um ideal de enraizamento e de uma condição de desterro cria um entre-lugar de conflitos inconciliáveis na história do Brasil, em que a instituição de um Estado representativo é complicada pelas dificuldades que o passado recalcitrante coloca ao desenvolvimento de modernas instituições européias. Conclui-se que a aplicação das distinções conceituais nos três livros não apenas mobiliza um discurso de limites, como também aponta para alguns limiares espaciotemporias da presença do Brasil no mundo. / [en] The work brings together the discipline of International Relations and Brazilian social thought in order to attempt to understand the ways that three key works on the formation of modern Brazil deploy the concept of the state. Its general hypothesis is that the use of this concept intertwines Brazil with world politics. The Masters and the Slaves and The Mansion and the Shanties by Gilberto Freyre, and Roots of Brazil by Sérgio Buarque de Holanda are analyzed with reference to how conceptual distinctions between state and society, state and outside, and past and present are applied in each of them. With regard to Gilberto Freyre s works, it is argued that the increased presence of the state in the 19th century unravels a particular framing of world politics that held sway in the colonial period, subjecting Eastern elements of the social landscape to an exclusive discourse of civilization, and constituting a new society that internalizes Europeanization norms. With regard to the work of Sérgio Buarque, it is argued that the coexistence of an ideal of rooting (that is, of putting down roots) with a condition of uprooting creates an interstice of irreconcilable conflicts in Brazilian history, in which the founding of a representative state is hampered by the difficulties that a recalcitrant past poses to the development of modern European institutions. The work concludes that the enunciation of conceptual distinctions in the three books deploys a discourse of limits, while simultaneously suggesting some spatio-temporal thresholds of Brazil s presence in the world.

on Arbitrary Detention, as an evidence of the evolution of
the mechanisms of control at the level of the Commission on
Human Rights. Throughout time, extra-conventional
mechanisms at the disposal of the Commission on Human
Rights have undergone a remarkable evolution. In this
context, thematic mechanisms gathered momentum, among which
the Working Group on Arbitrary Detention -created in 1991-
stands out. This group focuses on the investigation of the
arbitrary character of detentions imposed on specific
individuals, applying to any member of the United Nations,
even those that are not party to treaties or conventions.
It acts, as well, protected from political pressures, only
based on the expertise of its five expert-members to present
its opinions. Given the objectivity and non-selectivity of
its performance and considering its capacity of effectively
protecting specific individuals, the Working Group on
Arbitrary Detention represents a worthy instrument of
investigation and control in the hands of the Commission.

[pt] No século XXI, a globalização e as novas tecnologias estão
transformando a diplomacia pública. O novo conceito de diplomacia pública surge
como uma forma de diplomacia aberta que tem como objetivo influenciar a
opinião pública em sociedades externas com o cultivo explícito de grupos,
organizações e indivíduos não-oficiais. Junto com a nova diplomacia pública, o
termo soft power - habilidade de alcançar objetivos por meio de influência em
vez da coerção - também está ganhando mais atenção dos profissionais e dos
estudiosos da área de diplomacia pública. Esta dissertação argumenta que, ao
tratar soft power como uma habilidade de atração, a diplomacia pública é um
instrumento político que faz uso dessa habilidade. Examina os métodos e práticas
da diplomacia pública, especialmente o caso do Japão nos últimos anos, cuja
diplomacia pública incorporou a noção de cultura popular japonesa. Analisa as
funções e interações dos principais atores de diplomacia pública japonesa - o
Ministério dos Negócios Estrangeiros e a Fundação Japão -, bem como explora os
recursos de soft power japonês. Baseado nos resultados, revela-se que os
formuladores de política japoneses exercem a estratégia de diplomacia pública na
cultura pop como uma das estratégias que permite ao Japão exercer os recursos de
soft power, principalmente em suas atrações culturais, conforme a nova concepção
da diplomacia pública. Além disso, a mudança do Executivo japonês também é

diplomacia pública. / [en] In the twenty-first century, globalization and new technologies are
transforming public diplomacy. The new concept of public diplomacy arises as a
form of open diplomacy in which its objective is to influence public opinion of
foreign societies with more specific on non-official groups, organizations and
individuals. Together with the new public diplomacy, the concept of soft power -
the ability to get what you want by attracting and persuading rather than coercion
– is also gaining more attention from the public diplomacy’s scholars and-
practitioners. This dissertation argues that by treating soft power as the ability to
attract, public diplomacy is a political instrument that makes use of the power. It
examines public diplomacy’s methods and practices, especially, in the case of
Japan in recent years in which its public diplomacy has incorporated the notion of
Japanese popular culture. It analyzes functions and interactions of Japanese main
public diplomacy actors - the Ministry of Foreign Affairs and the Japan
Foundation - as well as explores the resources of Japanese soft power. Based on
the results, it is revealed that the Japanese policy makers use the pop culture
strategy in their public diplomacy as one of the strategies that allows Japan to use
the resources of soft power, in particular its cultural resources, in accordance with
the new concept of public diplomacy. In addition, the change of the Japanese
Executive is also a significant determinant of the rise of its new public diplomacy
initiatives.

Silva para a América do Sul e o processo decisório de seu gabinete nas relações
exteriores em dois casos em que o governo brasileiro decidiu negociar a alteração
de acordos na área de energia: a nacionalização do gás da Bolívia, em 2006, e a
demanda do Paraguai para modificar o Tratado da Usina Binacional de Itaipu, em
2008 e 2009. O objetivo é contribuir para a discussão sobre a participação de
atores domésticos no processo de formulação da política externa brasileira. A
Presidência, o Ministério das Relações Exteriores e outros agentes estatais, como
o Ministério de Minas e Energia, Petrobras, Eletrobras, Casa Civil e Ministério da
Fazenda, participaram diretamente do processo decisório, que também sofreu
influência de agentes sociais, como a Federação das Indústrias de São Paulo
(Fiesp). O Brasil arcou com os custos de seu papel de líder regional, que foi

government for South America and the decision-making process for foreign
affairs of his cabinet. Specifically, two cases will be analyzed in which the
Brazilian government decided to negotiate alterations to energy agreements: the
nationalization of Bolivian gas (2006), and the demands of Paraguay to modify
the Itaipu Treaty (2008-2009). The aim of this work is to contribute to the debate
on domestic actors’ participation in the formulation process of Brazilian foreign
policy. In both negotiations, the President, the Ministry of Foreign Affairs, and
state agents, such as Ministry of Mines and Energy, Petrobras, Eletrobras, Civil
House and Ministry of Finance, participated directly in the decision-making
process. This process was also influenced by social agents, such as the Industry
Federation of Sao Paulo (Fiesp). The Brazilian government preferred profits over
the long-term. Consequently, there is a price of leadership, which Brazil is willing
to pay to become a regional leader; a position assumed more clearly in this
administration. The nationalization of the Bolivian gas and the Paraguayan
demands to alter the Itaipu Treaty, besides its economic consequences, had
political connotations, because of the domestic troubles Evo Morales and
Fernando Lugo were facing when they decided to pressure Brazil. The successful
negotiations became a pledge of political stability in both countries and, therefore,
to the region.

[pt] Embora constitua uma preocupação prática e teórica há muito mais tempo, a partir do fim da Guerra Fria, a Resolução de Conflitos tornou-se concomitantemente mais importante e mais complexa. A explosão de conflitos em grande medida represados durante as décadas anteriores, desencadeados por controvérsias sociais no geral muito enraizadas, forçou uma reinvenção da disciplina. Multiplicam-se demandas práticas por maior inclusão e transparência na condução de processos de paz, de modo que hoje dificilmente uma negociação que não faça acenos à população terá grandes chances de ser vista como legítima. Ao passo que especialistas começam a se debruçar sobre formas de promover a inclusão sem ao mesmo tempo entulhar a mesa de negociações de pontos de vista distintos, vai-se comprovando aos poucos que a paz inclusiva é também a paz durável. Esta pesquisa objetiva contemplar essa discussão por um ângulo menos usual - o da representação política. Ao invés de pensar na inclusão como instrumento de criação da representatividade, averiguaremos o papel da representação em possibilitar (ou não) a inclusão. Argumenta, portanto, que é preciso pensar a inclusão através da representação, e não o contrário. Para isso, será erguida uma ponte teórica entre os campos da Resolução de Conflitos e da Ciência Política. Acredita-se, em última análise, que a representação concretizada pelas mesas de negociação ajuda a explicar o surgimento de padrões de inclusão e exclusão em processos de paz. / [en] While it constitutes a practical and theoretical concern for a much longer time, after the Cold War, Conflict Resolution became simultaneously more important and more complex. The explosion of conflicts largely suppressed over the previous decades, unleashed by ingrained social controversies, forced reinvention upon the discipline. Practical demands for greater inclusion and transparency in the handling of peace processes multiplied, which explains why today hardly ever a negotiation that does not consider popular needs will have great chances of being seen as legitimate. While specialists start to tackle ways to promote inclusion without, at the same time, hoarding the negotiation table with too many different points of view, it is becoming increasingly clearer that an inclusive peace is also a durable peace. This research aims to contemplate this discussion through a less usual lens - the one of political representation. Instead of thinking about inclusion as an instrument to achieve representativeness, we will evaluate the role of political representation in allowing (or not) for inclusion. It argues, thus, that it is necessary to reflect on inclusion through representation, not the other way around. In order to do that, it will build a theoretical bridge between the fields of Conflict Resolution and Political Science. Ultimately, the political representation put forth by negotiation tables may help explain the emergence of inclusion and exclusion patterns during peace processes.

[pt] Esta dissertação tem por objetivo analisar a experiência dos frequentadores
e organizadores dos bailes de música soul na década de 1970 nos subúrbios do
Rio de Janeiro. O fenômeno dos bailes se iniciou em fins dos anos sessenta, e ao
longo da década seguinte se tornou a principal forma de lazer de centenas de
milhares de jovens negros. Inseridos num quadro de circulação de influências que
passavam pelo movimento Black Power no Estados Unidos da América e pelas
lutas de independência de diversos países africanos, aqueles jovens se
reapropriaram das referências culturais e políticas a que tinham acesso e ajudaram
a alterar, junto ao nascente movimento negro contemporâneo, a forma pela qual se
discutia o racismo e as relações raciais no país. A ditadura iniciada em 1964, que
mantinha o mito da democracia racial como importante pilar ideológico, logo
conferiu aos bailes o status de ameaça à segurança nacional. Assim, analisar o
fenômeno nos ajuda a compreender como o regime encarava o questionamento a
esse mito. Mas para além da possível ameaça política representada pelos blacks
para a ditadura, o caso dos bailes nos permite inscrever a violência ditatorial em
uma temporalidade mais larga. Ou seja, observá-la a partir da perspectiva na qual
o controle social das parcelas mais subalternizadas da sociedade – as classes
perigosas – é encarado como objetivo fundamental do Estado e suas instituições
– especialmente as do sistema penal. / [en] This dissertation aims to analyze the experience of promoters and those
who attended the bailes soul in the 1970 s in Rio de Janeiro s suburbs. The
phenomenon of the bailes started in late 60 s. Throughout the following decade,
it became the most important leisure form of hundreds of thousands of young
black men and women. They were inspired by the Black Power movement in the
United States of America and the fights for independence in several African
countries and have re-appropriated those cultural and political influences. The
bailes changed the way that Brazil discussed racism and racial relations. The
dictatorship used the myth of the racial democracy as official ideology and saw
the bailes as a threat to national security. As we analyze the phenomenon, we
can understand how the regime saw the questioning of this myth. However, it was
not only about the political threat. The bailes allow us to insert the
dictatorship s violence in a much larger temporality. Therefore, we aim to analyze
it from a perspective in which the social control of the most subalternized sectors
of the society – the classes perigosas – is seen as the fundamental objective of
the State and its institutions – specially those of the penal system.

[pt] O objetivo do presente trabalho é investigar os projetos coletivos e individuais e as trajetórias de vida de jovens afrodescendentes que buscam, no ensino superior, um mecanismo eficiente de ascensão social. Seguindo os indícios apontados pelos estudos de mobilidade social no Brasil e nos Estados Unidos, será prioritariamente estudado o percurso de jovens que formam a primeira geração de bacharéis em suas famílias. Esta investigação analisará a burocratização do corpo como chave interpretativa de um ethos social que tem na ascensão social, um valor central. Desta forma, a corporificação dos sinais de distinção social acaba por construir um habitus associado ao sucesso e ao prestígio social. Através da investigação etnográfica com jovens afrodescendentes universitários podemos colocar em xeque a pretensa predominância de comportamentos de assimilação, como o branqueamento e o action White, como via principal para a ascensão social. Analisamos em última instância como o projeto ascensional está ligado a dinâmica do englobamento e do individualismo. / [en] The aim of this study was investigate the projects and individual pathways of young African descendent, who seek in higher education, an efficient mechanism for social mobility. Based on the evidence pointed by previous studies of social mobility in Brazil and the United States, is primarily studied the route of young that are the first-generation college students. This research will examine the bureaucratization of the body s sense as key interpretive social ethos, which has in social mobility a central value. Thus, the embodiment of the signs of social distinction ultimately builds a habitus, associated with success and social prestige. In this sense, the present study proposes to conduct an ethnographic study with young African descendent students we can put into question the alleged predominance of assimilation behaviors, such as whiteness and the action White as the main route to social mobility. Will use chains of meanings, feeling and values, built on a unique combination of cultural factors that have in your body privileged locus of analysis. We analyze ultimately as the ascension project is linked to the dynamics of hierarchical and individualism ideology.

[pt] Entre 1835 e 1852, Juan Manuel de Rosas estruturou o segundo mandato como governador de Buenos Aires através de amplos poderes, forte propaganda e censura, coerção política e violência. O objetivo era criar uma esfera de unanimidade, entendendo que esse caminho levaria as Províncias Unidas do Rio da
Prata à ordem republicana, tão desejada desde a década de 1820. Se na cidade de Buenos Aires havia a presença do governo nos âmbitos público e privado, em um cenário de autonomia das províncias a relação de Rosas com os governadores encontrou formas específicas para se organizar, fazendo com que o período em que esteve como governador fosse diferente de tudo que as Províncias Unidas já haviam passado até aquele contexto. O presente trabalho pretende, então, identificar determinadas ações do governo de Rosas a partir de 1835 para com as províncias presente nas cartas aos governadores e na imprensa oficial para entender os caminhos escolhidos pelo líder em busca da consolidação de um governo conhecido como autoritário que se utilizou do discurso federal. / [en] Between 1835 and 1852, the second term of Juan Manuel de Rosas as governor of Buenos Aires was defined by his use of broad powers to control the press, as well as executing censorship, political coercion and violence. His objective was to create a sense of unity, with the promise that this path would take the
Provinces of Rio da Prata closer to a Republican ideal, a political system that had been sought for since the 1820s. Although the presence of the government in the city of Buenos Aires was strong both in the public and private spheres, the provinces enjoyed more autonomy. Rosas reorganized the relationship with each region, so that the period in which he was governor was different from everything that the United Provinces had previously experienced with regards to the political relationship between local provinces and the central government. The present work intends to identify certain actions of Rosas government from 1835 in the provinces available in the letters to the governors and the official press to understand the paths
chosen by the leader for the consolidation of a government that, although it used the discourse of federalism, is widely held to be authoritarian.
