A prática da pesquisa e mapeamento informacional bibliográfico apoiados por recursos tecnológicos: impactos na formação de professores / Research practice and bibliographic information mapping supported by technological resources: impact on teacher education

Este trabalho, realizado no período de 2004 a 2008, relata nossa investigação de acordo com uma abordagem de pesquisa-ação-colaborativa, de natureza qualitativa e dialético-crítica. Analisamos como a pesquisa e o mapeamento bibliográfico, apoiados por Tecnologias da Informação e Comunicação, podem ser usados como estratégia de organização informacional na formação de professores. Um dos desafios, ao realizar pesquisas que utilizam tecnologias contemporâneas, foi construir estratégias de desenvolvimento de habilidades tais como saber acessar informações bibliográficas e organizá-las. No entanto, o mero acesso à informação não garante por si só a construção de conhecimentos. Considerando-se tais desafios, apresentamos fundamentos relacionados a formação de professores na interface com a pesquisa em educação, Tecnologias da Informação e Comunicação e Arquitetura da Informação. Socializamos nossas experiências vivenciadas no Núcleo de Educação de Jovens e Adultos e Formação de Professores da Faculdade de Educação da USP (NEA), no Grupo Alpha de Pesquisa, no Simpósio de Iniciação Científica da USP (SIICUSP), na Disciplina de Didática da Faculdade de Educação da USP, na Disciplina Educação a Distância da Faculdade de Educação da USP, no Seminário Web Currículo, no Anuário Estatístico Brasileiro de Educação a Distância (ABRAEAD), no artigo Mapeamento de fluxos informacionais na iniciação científica de docentes e no artigo Aspectos bibliométricos em EAD. Como resultado, apresentamos como o uso pedagógico das Tecnologias da Informação e Comunicação trouxe significativa contribuição na mobilização e registro da prática docente e socialização coletiva de aprendizagens relacionadas a pesquisa e mapeamento informacional bibliográfico, bem como permitiu qualificar a reflexão efetivada sobre a prática do professor, fortalecendo o espírito crítico, a postura ativa e autoral necessárias à profissão docente. Observamos que o trabalho de pesquisa do fluxo informacional apoiados por recursos tecnológicos se trata de um processo complexo de organização, que leva tempo até ser plenamente incorporado. No entanto, parece ser indispensável investir em atividades desta natureza para contribuir para a formação qualitativa do professor e pesquisador, propiciando autonomia na busca, seleção e organização de informações bibliográficas, ampliando o repertório pedagógico e científico por meio de projetos coletivos de colaboração e cooperação. / This work, was carried out from 2004 to 2008, it reports our research in accordance with an approach of action research, collaborative, qualitative and dialectical-critical. We analyze how the research and the bibliographic mapping, supported by Information and Communication Technologies can be used as a strategy for organizing information in the education of teachers. One of the challenges, to conduct research using contemporary technologies, is the building of strategies to develop skills such as knowledge on how to access bibliographic information and organizing it. However, the sole access of that information does not guarantee by itself the building of knowledge. Considering such challenges, we introduced foundations of related basis of education, Information and Communication Technologies in the Information Architecture. We socialized our lived experiences on Nucleus of Youth and Adult Education and Faculty of Education of Teachers of USP (NEA), in Search Alpha Group, in Symposium of Scientific Initiation USP (SIICUSP), in Didactics of the School of Education at USP, in Discipline Distance Education of Faculty of Education at USP, Web Seminar on Curriculum in the Statistical Yearbook Brazilian Distance Education (ABRAEAD), in the article \"Mapping of informational flows in the initiation of teachers scientifically\" and in \"Bibliometrics aspects in Distance Education. As a result, we presented how the educational use of Information and Communication Technologies brought significant contribution to the mobilization and record of teaching practice and collective socialization of learning related to bibliographic search and mapping information, and helped qualify the reflection affect on the practice of teacher, strengthening the critical spirit, the same active and copyright necessary to the teaching profession. We observed that the work of research of information flow supported by technological resources is a complex process of organization; it takes time until fully incorporated. However, it seems essential to invest in such activities to contribute to the quality of teacher training and research, providing autonomy in the search, selection and organization of bibliographic information, expanding the repertoire educational and scientific projects through collective collaboration and cooperation.

O objetivo do trabalho é compreender as relações desenvolvidas no interior das instituições escolares com esses dispositivos móveis de conexão a internet. A leitura do campo através do conceito de experiência social de François Dubet indica trabalho de autoria exercido pelos atores escolares frente as normas institucionais que organizam os fazeres educativos. A metodologia de investigação utilizou-se da observação participante e da aplicação de questionários com educadores e educandos para aprofundar o entendimento do objeto de estudo. A análise de dados identificou a existência de mediações entre as demandas estudantis e as exigências institucionais veiculadas pelos professos no regramento das posturas em sala de aula. É possível concluir que a dimensão comunicativa da escola deve ser valorizada, sendo necessário experimentar práticas escolares onde os recursos multimídias do celular estejam articulados em projeto educativo de forma a integrar diferentes linguagens na construção dos conhecimentos. / This research is a study about the use of cellphones in Human Science’s class, analyzed on two high schools maintained by State. The investigation explores interfaces between Sociology of Education and Tecnology of Information and Comunication. The point of search is realize about developing relationships in schools with cellphones and learning. Understant how pratices, meanings and questions in this phenomenon contributed for thinking educational spaces in Information Society. The concept of social expirencie formulated by François Dubet produced interpretations of field work in which demonstrated authorship in educational institutions. The metodology work was used participant observation and survey with students and teachers for collect information related to the object of study. The date analysis identified mediations between student's needs and institucional's script in class behavior. It's a possible conclusion the neccessity to valorize communicative and interactive dimension in school from experimenting multimedia resources of cellphone. This experiences should contribute for articulate an educational project with different languages to building knowledge.

Within this social practice, taking into account the different forms of language manifestations, the presence of technology is undeniable, moreover the interaction relations are enhanced by the Internet social networks, especially among the youngsters. Using this reflection as a springboard, this project tries to show the necessity and the importance of the school role in relation to these new textual supports that cause to emerge different digital genres that should be integrated into the academic context, to contribute to a better background knowledge to form an individual to deal with life s challenges. Twitter has acquired different functions due to the current communication that has appeared among its users, hence the awareness concerning the limits and the possibilities of written production and levels of communication of this interface should be catered by the school. The use of this communication platform as a textual support within the Portuguese Language lessons can contribute to a language learning-teaching process, in particular, for the development in the student of a more critical, discriminatory and concerned posture regarding the act of writing. We can put in evidence though, the necessity of a broader knowledge of this subject and the enormous responsibility of the teachers to take an active role in this process, reflecting upon this subject and its methodology to apply these proposals incorporating the social interactionalist theory of the language teaching into the Communication and Information Technology. / As sugestões metodológicas apresentadas pelos PCN s (Parâmetros Curriculares Nacional) apontam para uma prática sociointeracionista, quanto ao ensino da língua(gem), enquanto sistema contextualizado e determinado sóciohistoricamente. Produzir textos, portanto, é agir simbolicamente para o mundo, produzindo sentidos para o outro. Dentro dessa prática social, considerando-se as diferentes formas de manifestação da linguagem, não se pode negar a presença indubitável da tecnologia, que avança nas relações de interação, em especial, entre os jovens, por meio das Redes Sociais da Internet. A partir dessa reflexão, o presente trabalho visa mostrar a necessidade e a importância do papel da escola em relação a esses novos suportes textuais que fazem emergir novos gêneros digitais que deverão ser incorporados ao contexto acadêmico, para uma formação para a vida. A rede social Twitter adquiriu diversas funções a partir das situações comunicativas recorrentes que surgiram da interação entre os usuários, portanto a consciência quanto aos limites e às possibilidades de produção e nível de comunicação dessa interface devem ser trabalhados pela escola. O uso dessa plataforma como suporte textual nas aulas de Língua Portuguesa contribui para o processo de ensino e de aprendizagem da língua(gem), mais especificamente, para o desenvolvimento, no educando, de uma postura criteriosa, seletiva e preocupada frente ao ato de escrever. The strategic planning process of GCIS (2012-2017)

Research is presented for the degree of Masters of Management in Public and Development Management to the Faculty of Commerce, Law and Management of the University of the Witwatersrand , March 2016 / The study examines the GCIS strategic planning process of 2012/13-2016/17 Strategic Plan that failed the requirements of the National Treasury Frameworks (NTF). This is in accordance with the 2012/13 AGSA report (Department of Government Communication and Information System, 2013). Although the strategic plan covers the period of five years, the financial years discussed are from 2012/13-2015/16 because the 2016/17 has not been implemented. A qualitative research approach was followed in identifying challenges in the GCIS strategic planning process; the purpose of the study is to offer recommendations to the GCIS management on improvement of the planning process. The South African public sector introduced an outcome-based planning approach in 2009, and developed the long-term plan which is the National Development Plan: Vision 2030 (NDP). In addition, NTF were drawn up and implemented to support the outcome-based approach. This approach to planning shifted the focus of government from outputs to outcomes and to the impact of service delivery on the lives of South Africans. The GCIS was mandated to ensure that there was a constant flow of information between the government and its citizens. The GCIS is responsible for providing strategic leadership in government communications within national, provincial and local government. In order to do this, it embarks on two planning processes, one to develop the National Communication Strategy and the other to develop the strategic plans of the GCIS. The NCS, in particular, guides communication within the government-wide communication system (GWCS). This study was conducted to answer the primary research question: (1) To what extent does the GCIS meet its strategic planning process? The literature review focuses on strategic planning processes in general and within the public sector in particular. The strategic planning process of the South African public sector gives context to the GCIS strategic planning process. A qualitative research design is followed, with in-depth interviews with the GCIS management, government communicators, members of the oversight bodies and a journalist. The findings from the research illustrate that the GCIS strategic planning process is not effective and does not meet the requirements of the NTF. It is not institutionalised as a management tool to improve the performance of the organisation. The challenges with the GCIS strategic planning process were identified as follows: (1) inadequate application of research to inform the strategic planning process, leading to poor formulation of strategies; (2) failure to set appropriate performance indicators and targets for the organisation as well as within the GWCS; (3) misalignment between the strategic plan and the National Communication Strategy (NCS), causing poor implementation of both documents; (4) prolonged acting leadership within the GCIS, which has caused instability in the organisation and unclear strategic direction; and (5) the need to identify planning approaches that are suited to addressing the dynamic and fluid communications environment. The study concludes with recommendations for the improvement of the GCIS strategic planning process to produce a credible strategic plan to meet the NTF requirements. The implementation of such a plan could enhance the efficient functioning of a GWCS. / MT 2018

From Machine House To Smart Home: The Relationship Between Technology And Private Sphere Throughout The 20th Century

This study is an attempt for providing a socio-historical perspective to the smart home concept that is a proposal for the future domestic sphere by the application of intelligent technologies. For achieving this attempt, the smart home is investigated with its roots within the social history of domestic technology, by posing the question of a relation between the machine house idea of modern architecture and the smart home concept as the main question of the research. After an inquiry on the smart home concept and on the future private sphere that is envisaged within it, the emergence of modern private sphere, the transformation of private sphere under the impacts of industrialization, the appearance and the social consequences of the machine house idea, the introduction of mass produced appliances to the home and the impacts of it on private sphere, the development of communication and information technologies and their domestication processes are investigated. The coconstructive relationship of technology with the private sphere is pursued throughout this investigation. The research questions of the study are answered in the light of the gained knowledge and critical perspective throughout the investigations. At the end, it is revealed that the smart home has conceptual, technical, and ideological constructive roots within the histories of the modern private sphere, modern architecture and design, and domestic communication and information technologies. It is discussed that these roots constitute the smart home as a domain of social reproduction, which also provides the ground for its conceptualization and promotion as the future domestic sphere.

Šio tyrimo tikslas - remiantis Šiaurės, Pietų bei centrin��s Italijos dienraščių straipsnių mafijos tema kiekybine, kokybine bei žanrine analize, o taip pat mokslinės literatūros šaltinių analize, ištirti mafijos fenomeno pateikimą Italijos dienraščiuose kaip vieną iš Italijos įvaizdžio ir saviįvaizdžio formavimo prielaidų ir atskleisti skirtinguose dienraščiuose matomus minėto fenomeno įtakos skirtumus Italijos įvaizdžiui bei saviįvaizdžiui atskirose šalies dalyse. [toliau žr. visą tekstą] / This paper aims at analyzing the articles about mafia published in the present-day dailies of the Northern, Southern and Central Italy and revealing the presentation of the mafia phenomena like one of the Italy’s image and self image forming assumption and revealing the differences of the phenomena presentation in the different parts of the State. The main sources for this thesis are the articles concerning mafia published in the Italian dailies “Corriere della Sera”, “La Repubblica” and ��Il Mattino” covering the period from the 1st of January, till the 31st of December, 2007. It was hypothesized that being a part of the state’s identity, mafia doesn’t have tangible influence on Italian self image but because of its existence, the dailies positioned image of the State is negatively influenced. Content analysis quantitative and qualitative, genre analysis and scientific literature analysis methods were used for the research. The hypothesis was proven and some other facts regarding an image and a self image of Italy were discovered. / Ogni crimine ampiamente proclamato fa un effeto negativo sull’immagine dello stato. Il fenomeno mafioso, per il suo impatto storico e culturale all’idenità italiana, non può essere considerato come solamente negativo. L’obbiettivo di questa ricerca è, basandosi sull’analisi quantitativa, qualitativa, generica, degli articoli sulla mafia dei quotidiani, rappresentanti le diverse parti – Nord, Sud e Centrale – dell’Italia, e anche sull’analisi della letteratura scientifica, esaminare la rappresentazione del fenomeno mafioso come una premessa della formazione dell’immagine e dell’(auto)immagine d’Italia nelle parti diverse del paese. L‘oggetto della ricerca sono gli articoli sulla mafia pubblicati nei quotidiani „Corriere della Sera”, „La Repubblica” e „Il Mattino” nel 2007. L‘ipotesi della ricerca suppone che essendo una parte dell’identità dello stato, la mafia non ha un impatto significativo all’immagine d’Italia. Šiame amžiuje nebeužtenka tik gebėti skaityti ir rašyti. Šiandien žmogus privalo orientuotis globaliame ir komercializacijos įtakos persunktame pasaulyje, kuriame reikia gebėjimo kritiškai vertinti ir interpretuoti visuomenėje vykstančius procesus, žiniasklaidoje pateikiamą informaciją. Žiniasklaidos raštingumas (angl. media literacy) – procesas, kurio metu ugdomas gebėjimas kritiškai mąstyti, analizuoti ir vertinti žiniasklaidos siunčiamus pranešimus. Žiniasklaidos raštingumas – jaunų žmonių kritinių ir kūrybinių gebėjimų vystymasis. Nors kitose šalyse žiniasklaidos raštingumo ugdymas vidurinėse mokyklose pradėtas dėstyti dar septintajame dešimtmetyje, tačiau Lietuvoje šis procesas tik dabar pradeda įsitvirtinti ugdymo sistemoje. Šio darbo tyrimo objektas – moksleivių žiniasklaidos raštingumo ugdymas. Darbo tikslas – įvertinti žiniasklaidos raštingumo ugdymo poreikį, patirtį ir galimybes Lietuvoje. These days a person has to orient in the world marked by globalisation and commerce, where in a compentence is needed to critically evaluate and interpret the ongoing society processes and the information proposed by mass media. Media literacy is a process during which an ability of thinking, analizing and evaluating critically the outgoing mass media messages is being developed. Media literacy is a development of young people‘s critical and creative abilities. Even though the education of media literacy was begun to be taught at secondary schools already in the seventies of the previous century, in Lithuania this process has merely begun to be entrenched in the system of education. Teigiama visuomenės nuomonė apie instituciją prasideda nuo sėkmingos jos veiklos. Visuomenės nuomonei formuoti naudojama ryšių su visuomene veikla. Tačiau valstybinių institucijų ryšių su visuomene tikslai skiriasi nuo privačių institucijų. Kadangi valstybinės institucijos negamina parduodamo produkto, jų ryšių su visuomene pagrindinis tikslas – kad visuomenė teisingai suprastų institucijos misiją ir naudojamas priemones tikslams pasiekti. Valdžios institucijų ryšių su visuomene specialistai turi viešai pateikti kuo daugiau reikalingos informacijos, kuri įgalintų visuomenę teisingai įvertinti priimamus sprendimus. Valstybinių institucijų ryšių su visuomene veikla yra mažai tyrinėta, todėl jos procesų, pritaikymo specifinėms šių įstaigų reikmėms galimybių ir trūkumų analizė yra labai aktuali. Ryšių su visuomene sfera plačiausiai išplėtota centrinėse vykdomosios valdžios institucijose bei savivaldos institucijose. Teritorinėse vykdomosios valdžios institucijose ryšių su visuomene padaliniai įsteigti visai neseniai. Public relations of public institutions are not explored very much, that‘s way this is very relevant. Pastaruoju metu vis dažniau kalbama apie neskaidrią žiniasklaidą, jos komercialėjimą, mažėjantį visuomenės pasitikėjimą ja, taip pat pasigirsta pranešimų apie profesinei etikai nusižengusius žurnalistus. Vis garsiau prabylama ir apie iš��ūkius pačiai žurnalisto profesijai, nes dėl technologijų evoliucijos, interneto teikiamų galimybių plečiasi „žurnalisto“ samprata – dabar kone kiekvienas rašantis gali publikuoti savo straipsnius internetinėje erdvėje ir vadintis žurnalistu. Todėl galima teigti, jog žurnalistinį išsilavinimą turintys profesionalai yra ta grandis, kuri gali ir turi išlaikyti, įtvirtinti bei apginti profesinius standartus, profesionaliąją žurnalistiką. Todėl šio darbo tikslas – įvertinti teorinį žurnalistikos mokymo vaidmenį ugdant profesines vertybes ir jų pritaikomumą praktinėje veikloje bei pateikti šiandienos žurnalisto profesinį portretą. Tyrimo objektas – žurnalisto profesinių vertybių ugdymas ir jų taikymas praktikoje. Pirmoji darbo dalis skirta žurnalisto profesinės etikos problematikai bei normatyvinių profesinių vertybių aptarimui. Rinkos sąlygų įtakos objektyvumo, teisingumo, sąžiningumo, tikslumo, atsakingumo, demokratiškumo ir humanizmo principų taikymui praktikoje atskleidžiamos antrajame darbo skyriuje. [toliau žr. visą tekstą] / It can be noticed recently that more and more often discussions about media transparency problems, its commercialization trends, and the succeeding decrease in public trust arise. One can hear news about journalists who have violated canons of professional ethics. Therefore, not surprisingly more attention is paid to possible challenges the journalist’s profession faces itself, also having in mind that the technological evolution and the possibilities provided by internet broadens the concept of journalist allowing everyone who writes to place his or her article on internet and call himself or herself a journalist. Thus, it can be claimed that professionals who have journalistic education is the very link that can and must retain, strengthen and defend professional standards, as well as professional and qualitative journalism. Regioninės žiniasklaidos veiklos problemos ir įtaka bendruomenei: Alytaus atvejis / Local media problems and influence to the community: the case of Alytus

Žiniasklaidos tyrimai – tarpdisciplininė mokslų sritis, todėl žiniasklaidos problemos, jos kaitos procesai, žiniasklaidos pranešimų poveikis bendruomenės viešosios erdvės formavimui domina ne tik komunikacijos, bet ir sociologijos, politikos, edukologijos ir kitų mokslų šakų tyrėjus. Šiuo metu viešojoje erdvėje netylančios kalbos apie žiniasklaidos transformacijas, jos pateikiamo turinio „komercialėjimo“, žiniasklaidos organizacijų vis didėjančio priklausymo nuo politikos ir verslo asociacijų problemas, paskatino atlikti dar vieną tyrimą, kurio pagrindinis tikslas buvo ištirti regioninės žiniasklaidos organizacijų veiklą ir nustatyti, kokią įtaką vietinės bendruomenės viešosios nuomonės formavimui daro vis labiau „komercialėjanti“, nuo politinių ir verslo organizacijų priklausoma žiniasklaida. Empirinis darbo tyrimas buvo orientuotas į gana nedidelio Lietuvos regiono – Alytaus miesto žiniasklaidą, gautus rezultatus lyginant su kitų regionų patirtimis. Tyrimo metu buvo atlikti 22 giluminiai kokybiniai interviu su žiniasklaidos organizacijų, jų auditorijos, žiniasklaidos stebėtojų atstovais. Buvo siekiama patikrinti, kiek žiniasklaidos tyrėjų anksčiau padarytos įžvalgos yra teisingos praktinėje nedidelio regiono žiniasklaidos veikloje bei išsiaiškinti, kokios galimos naujos problemos, grėsmės visuomenei slepiasi šiandieninėje regioninėje žiniasklaidoje. Gauti rezultatai parodė, kad regioninė žiniasklaida būdama geografiškai arčiausiai savo auditorijos gali daryti didelę įtaką... [toliau žr. visą tekstą] / Media studies is interdisciplinary science, so media problems, changes, influence to society is discussed between many researchers, who are specializing in Communication, Sociology, Politics, Education and many other sciences. There are a lot of talks about recent changes in media, media commercialization, growing influence by political and business organizations. This is research is yet another try to find out, how media is changing, how these changes affect society, what kind of influence businesses and political organizations have in media, how that influence changed in recent slow down in global economy. Empirical research object was media in Alytus, small region in Lithuania, and results were compared with similar regions. 22 follow-up qualitative interviews were carried out between members of media organizations, audience and experts. The main point was to check how theories and predictions, which were made by media experts earlier, work in practice in small regional media nowadays, what new problems are growing and what kind of damage they can do to local communities in near future. The results show, that regional media is very close to its audience geographically and can have a huge impact in formation of public sphere in local community, so the main problems are unclear connections between media and political, business organizations, which has influence in media reports, and media’s manipulation with ‘weakest’ audience in order to get a better sales and profit.
