Tapatumo paieškos šiandieniniame pasaulyje tampa neatsiejamos nuo žmogaus kasdienybės. Pastaruoju metu vis dažniau diskutuojame apie pilietinės visuomenės problemas, toleranciją, seksualines ir tautines mažumas. Šios diskusijos tampa glaudžiai susijusios su visuomenių tyrimais. Šio magistrinio darbo pagrindinis tikslas yra ištirti kokios nacionalinio tapatumo charakteristikos dominuoja Lietuvoje, Latvijoje ir Estijoje 2004 – 2011 m. ir jas palyginti. Šiam tikslui įgyvendinti pasirinktas pagrindinis darbo objektas yra Lietuvos, Latvijos ir Estijos nacionalinės tapatybės. Per pagrindinius darbo su šaltiniais metodus – analizę, taikomą analizuoti apklausų statistiką, bei lyginamąjį metodą, kuriuo buvo lyginami trijų Baltijos valstybių nacionalinių bei regioninių tapatybių bruožai, buvo siekta atsakyti į pagrindines iškeltas darbo problemas - kuo paremti nacionaliniai tapatumai? kiek valstybių tapatumai yra monolitiški ir kiek jie yra pajėgūs priimti kitas tapatumo rūšis? Uždaviniai skambėjo taip: išskirti ir išanalizuoti etnolingvistinės, pilietinės ir regioninės tapatybės modelių pagrindinius kriterijus, ištirti ar etnolingvistinis ir pilietinis nacionaliniai tapatumai išskiria vienas kitą ar papildo Baltijos šalyse, išanalizuoti kiek trijų Baltijos valstybių nacionaliniai tapatumai pajėgūs priimti viršnacionalinę tapatybę ir kiek jie skaidosi į regioninę tapatybę, ištirti, kokią valstybių visuomenę – atvirą ar uždarą atskleidžia tapatybių modelių tyrimas Lietuvoje, Latvijoje... Recently an increasing number of discussion about problems of civil society, tolerance, sexual and ethnic minorites. These discussions are related with national identity analysis. The main aim of this master thesis is to find out what characteristics of national identitiės are dominant in Lithaunia, Latvia and Estonia in 2004 – 2011 years and to compare them. The primary and key surveying object is national identities. The methods used in this work were: analysis which was applied to analize the statistics of surveys and another method was comparison of national and regional features of identities of Baltic States. By using these methods main problems such as: how are based national identities? Are they monolithic enough? Are they able to accept other types of identities? were carried out. One of the tasks was to distinct and analize the main criterias of ethnolinguistic, civil and regional identity models. Another task was to find out whether ethnolinguistic and civil national identities distincts or adds to each other in the Baltic States. Third task was to analize if national identities of three Baltic States are able to accept supranational identity and to reveal if it is possible to disintegrate into regional identity. Research object – economical subjects, which have used SAPARD support in Lithuania. Research aim – to evaluate the usage of the support funds for rural regional development. Objectives: 1. Based on the analysis of the scientific literature, to overview the theoretical aspects of the regional politic. 2. Identify the types of the support funds and their principles. 3. To analyse the distribution of the support between the Lithuania regions. 4. To identify the advantages and disadvantages of the support in the region of Panevėžys. Research methods: analysis, synthesis, data analysis, survey research, interview, graphic presentation. Based on the analysis of Lithuanian and foreign scientific literature sources, the review of types of European Union support funds and their principles is presented in the paper. Besides, it is presented the evaluation of the significance of support funds to the rural regional development and analysis of SAPARD funds distribution in Lithuanian regions, paying the biggest attention to the investigation of advantages and disadvantages of the above mentioned support.

Šiame darbe nagrinėjami Europos Sąjungos ir Turkijos debatai žmogaus teisių tema. Pasitelkus „kalbinių žaidimų“ idėją, kai kalbos aktai prilyginami ėjimui šachmatų lentoje ar sprendimo priėmimui Žaidimų teorijose, analizuojama diskusija, kurioje išskiriamos dvi smulkesnės temos – žodžio laisvės problemos Turkijoje ir religinių mažumų teisės. Darbe nuosekliai išdėstoma, jog Turkijos identitetas yra dvilypis, jis padalintas į kemalistiškąjį bei islamistiškąjį. Tai lemia debatų pobūdį, nes Europos Sąjunga diskutuoja ne su vieninga Turkija, o su kemalistais arba islamistais. Remiantis „kalbinių žaidimų“ prieiga, nustatatoma, kokios taisyklės būdingos Europos Sąjungos ir Turkijojs debatams žodžio laisvės ir religinių mažumų teisių temomis, įvertinama Europos Sąjungos ir Turkijos „kalbinio žaidimo“ būklė, atsakoma į klausimą, ar žaidimas apskritai vyksta, ir jeigu taip, tai kas lemia debatų dalyvių pozicijas, kokius vaidmenis (draugo-priešo ir pan.) jie skiria vieni kitiems. / The paper is devoted to analyze European Union and Turkey debates on human rights. Here the debates are perceived as the scene where both sides put their arguments, positions, values, express intensions. This helps to find out the main reason, why discussion on human rights between European Union and Turkey isn‘t as fluent as it could be. Debates are analyzed in so called “language games” perspective, which means, that all argumentation here is equated to the move making in the game theory. Going along game theory lines, here we make a presumption, that states as international actors are rational, but their identity and interests are not static. Taking into account ideas of Alexander Wendt, identity and interests are presupposed to be a product of mutual states interaction. Interaction in the paper by itself is supposed to be a game, where the biggest stress is put on rules – knowing the rules of the game, it‘s possible to understand state intentions and identity elements. In the paper main theme of human rights is parted into two sections that deal with freedom of speech and religious minorities rights. It is supposed that the first topic is debated between European Union and Turkey‘s Kemalist establishment, and the second – between Union and proislamic movements in Turkey. Having analysed the e-government situation, factors constructing digital divide, the present policy of the development of information technologies and the projects under implementation, solution models enabling to integrate separate regions successfully were suggested.

The road network and its conditions are analyzed, as well as the means allocated for road building, repairement and supervision. The possibility to realize measures for improving road safety and analysis of compliance of the Lithuanian road safety legislation with that of the European Union.The work consists of four parts.The first part analysis the today’s road safety situation in Lithuania.The second part analyses the road safety factors, the measures for improving road safety.The third part describes the purposes and peculiarities of European Union, relation between Lithuania and EU. There is an analyses Lithuanian and Europe Union road safety legislation.The fourth part analyses the methods for calculating losses at accidents and economic evaluation of the road safety measures. In the research part of the work there is given analysis of the benefit – cost for the road safety improvement measures.

Methods of the research – the analysis of the laws, which regulate the activity of the Bank of Lithuania and its monetary policy, analysis of scientific literature, statistical analysis, comparative analysis, logical analysis and synthesis. Lietuva nuo 2004 metų gegužės 1 dienos yra pilnateisė ES narė. Narystė ES reiškia daugelio supranacionalinių politikų įgyvendinimą nacionaliniu lygmeniu, o ES regioninė politika yra viena iš jų. Regioninės politikos įgyvendinimo efektyvumo vertinimas Lietuvoje yra vienas esminių narystės ES klausimų. Šio darbo tyrimo objektu pasirinktas konkretus žemės ūkio sektorius bei ES regioninės politikos įgyvendinimo Lietuvoje 2004-2006 metų programavimo periodu efektyvumo vertinimas šiame sektoriuje. Darbo tikslas yra įvertinti ES regioninės politikos žemės ūkio sektoriaus plėtros priemonių įgyvendinimo efektyvumą Lietuvoje. Detalizuojant darbo tikslą, išskirtini trys pagrindiniai darbo uždaviniai. Pirma, darbe siekiama įvertinti ES regioninės politikos žemės ūkio sektoriaus plėtros priemonių, skirtų žemės ūkio sektoriaus plėtrai, efektyvumą tiek bendrai, tiek ir pagal atskiras jos dalis. The membership in this organization inter allia determines the implementation of supranational EU policies on the national level. One of such policies is EU regional policy, influencing the development of various economical sectors including agricultural sector. The development of this sector is co-financed by The European Agricultural Guidance and Guarantee Fund. The main goal of this research was to find out how effectively Lithuania implements the EU regional policy means in the agricultural sector. It is important to point out, that the term “means implementation” in this particular case involves the selection, the administrative procedures and the institutional implementation of the measures. First of all, it is necessary to define the appropriate evaluation methodology. In the first section of this paper the client-oriented and the economic effectiveness models are chosen as appropriate theoretical models for evaluation. Magistro baigiamajame darbe išanalizuoti trys ES ir Viduržemio jūros pakrantės Artimųjų Rytų regiono šalių bendradarbiavimo etapai, remiantis politinėmis teorijomis nurodytos neefektyvų bendradarbiavimą įtakojusios priežastys ir pateikti siūlymai kaip ateityje užtikrinti efektyvų bendradarbiavimą. Pirmoje dalyje analizuojamos dvi politinės teorijos – patobulinto autoritarizmo ir realizmo –, kurios šiame darbe naudojamos kaip teorinė prieiga neefektyvaus bendradarbiavimo tarp ES ir Viduržemio jūros pakrantės Artimųjų Rytų šalių priežastims tirti ir paaiškinti. Antroje dalyje atskirai nagrinėjami ES ir Viduržemio jūros pakrantės Artimųjų Rytų regiono šalių trys bendradarbiavimo etapai: 1) Nuo 1995 m. iki 2004 m. Political theories of authoritarian upgrading and realism that are used as theoretical framework for indicating and explaining reasons for ineffective cooperation between the European Union and the Mediterranean countries of the Middle East are presented in the first part of this work. Three stages of cooperation between the European Union and the Mediterranean countries of the Middle East: 1) From 1995 until 2004 the Barselona Process; 2) from 2004 until 2008 European Neighborhood Policy; 3) from 2008 Union for the Mediterranean are presented in the second part of this work. Critical view of the EU policies as well as its positive and negative aspects, and reasons for ineffective cooperation are also presented in this part.

The research object- the customs policy of the Republic of Lithuania. The research aim- to determine the changes in customs policy after Lithuania Joined EU. The objectives: 1) to research theoretical foundation of customs- to determine customs conception, functions, to estimate their significance and features of classification, to present the instrumentation of customs; 2) to do the analysis of Lithuania foreign trade and customs policy by joining the EU. 3) analize and evaluate the customs policy and overseas trade after Lithuania has become a EU member country. 4) anticipate the perspectives of customs policy implemented by Lithuania after joining the EU. Research methods- the analysis and synthesis of economical literature, logical abstraction, the methods of comparison, grouping and graphic modeling, interpretation and estimation of statistics. The scientific and economic literature, the regulation of the European community, also the law certificate of the Republic of Lithuania was explored in order to gain the main purpose. There were analyzed the reports of Foreign Office, the department of statistic, which is related to the government of the Republic of Lithuania next to the Board of exchequer. There were introduced the peculiarities of foreign customs and determined changes in trade treatment after joining the E.U.
