A Critique Of Poverty Alleviation As Social Policy:the World Bank&#039 / s Social Risk Mitigation Project In Turkey

This thesis aims to critically elaborate the World Bank&rsquo / s Social Risk Mitigation Project (SRMP) in Turkey for poverty alleviation. Within this context, the thesis argues that the content and means of social policy are re-defined on and around the theme of &lsquo / fight against poverty&rsquo / which is to be realized through (social) risk management. In this sense, there exists a paradigmatic shift in conceptualization of social policy from income re-distributive mechanisms to risk management proposed to achieve through safety-nets and market mechanism, specifically, small-scale income generating activities and investment in human capital. Hence, it is the core claim of this thesis that the strategy proposed by the World Bank for the social policy in Turkish context results in operationalisation of social policy as a means of both political crisis management, and establishing market hegemony in the distribution of welfare which means deepening the dependency on market.

Eliciting the views of disabled young people on friendship and belonging : authentic voices for action research engaging schools in change towards social inclusion

This small-scale study is positioned within a social constructionist interpretive paradigm using a mixed methodology employing principles of adapted grounded theory, simple scale-based questionnaires and action research. Fourteen disabled young people from one specialist and three secondary mainstream settings were interviewed using semi-structured interviews to gain their views on friendship and belonging in schools. Three groups of parents, TAs, SENCos and allied education professionals engaged in action research to examine these views, their own views and values and those of disabled young people in their families and schools in order to better understand the sensitivities and subtleties of successful social inclusion and to consider change to whole school practice. The limitations that non-disabled adults unwittingly ‘construct’ that act as barriers to friendship and social inclusion were explicitly recognised in this interpretive research as a contribution to informing practice and theory in this domain. Paper One focuses on the views of young people and the meaning and importance they placed on friendship and social relationships in their lives. Findings included that young people in specialist and mainstream setting highly valued friendships but that sustaining friendships in the wider community was often problematic for those participants who attended schools outside their local community. This mainly affected the specialist setting students but was also recognised as an issue by some of the mainstream parents who lived outside the catchment area. Findings also revealed that young people gained their sense of belonging from the positive relationships they formed with TAs and teachers as well as friends. In order for friendship and positive social inclusion to develop, however, participants required schools to provide a supportive environment of accessible rooms, doors and lifts and adults who trusted them to have the competency and agency to manage their social times and spaces with choice and autonomy. The issue of ‘surplus visibility’ was highlighted by disabled young people who spoke of an experience of school where lack of choice concerning where and with whom to spend break times limited their friendship opportunities and sense of well-being and inclusion. This was compounded by an expectation of compliance by adults and automatic assumption of their belonging to a disabled group despite differences of sex, gender or common interests. The participants valued genuine connection through humour, interests and social support and were active in seeking private time for talking with friends. Schools that provided a range of highly social or quieter, more private, locations for students were highly valued. Paper Two describes using these views as stimulus for action research to bring about change towards improved social inclusion. Groups of parents, senior management, SENCos, TAs and other education professionals met formally three times over a four month period. These groups examined vignettes selected from data from paper one, engaged in debate and discussions, interviewed disabled young people themselves, formulated key concept maps leading to revised theoretical frameworks, reflected and evaluated the process of the action research and considered practice change or further research. This stage was a continued process of seeking to hear authentic voices, in depth discussion and reflection on what we were learning from disabled young people combined with our own knowledge, values, and beliefs. This led to the development of conceptual models and practical change intentions to promote social inclusion. Intentions to change included •Developing alternative social rooms with minimal TA presence •Including disabled young people in TA selection processes •Involving parents in reviewing the school inclusion policy •Establishing a regular parents’ support group •A commitment to keep listening to young people’s voices and preferences on key matters rather than ‘assuming that we already know!’ •Lengthening the lunch break in the specialist setting to ensure time for socialising and friendship building These commitments to change demonstrated that schools were able to engage successfully in the action research process, valued parents’contributions further and were willing to change practice towards greater social inclusion of disabled young people and parents.

The Diploma thesis examines social economy area, social entrepreneurship in particular, with focus on integration of disadvantaged groups on Czech Republic labor market. The main objective of the thesis is to identify strengths and weaknesses of the social entrepreneurship and work integration concept with emphasis on legislation, financing and historical and cultural influence as well as suitability of the environment for further progress. Particular attention is given to evaluation of purposiveness of creating work opportunities for disadvantaged groups by social enterprise. The thesis also examines social entrepreneurship environment in selected European countries to find inspiration for improvement or to identify areas to be aware of and avoid them. The analytical part of the theses is focused on Czech Republic, using information data gathered form subject matter experts, or based on information provided by social enterprise representatives. The thesis is concluded with a SWOT analysis delivering complex overview of Czech social enterprise and its prospective opportunities or potential impediments.

It has been financed by the Centre of Education in partnership with the Coordination of Personal Improvement of Superior Level (CAPES) and with the National Institute of Studies and Educational Research Anísio Teixeira (INEP). The aim is to analyse by method transdisciplinar of research how PROUNI can promote social inclusion of students from low rent. This study contextualize the brazilians educational policies and the means of concept of social inclusion by access to higher education, advocated by the PROUNI. There is the revision of the theories and visions of the studies of the transdisciplinary in order to sustain method of research that is capable of catch and understand the perceptions, impressions, expectations and anxieties of the scholarships about the personal and professional changes offered by the PROUNI. In the research, there are references to documents and laws of the federal government, and to the authors of the areas of education, social policies, inclusion/exclusion and transdisciplinary. It has been carried focal group of discussions with the scholarships of PROUNI, in the city of São Paulo. The analysis of the focal groups s content has been through by the organisation of analytical categories: a) Accessibility and Inclusion/ Social Exclusion; b) Social Advancement (personal and professional); c) Prejudice and stigma; d) Social assistance and support to the Learning; e) Disability of Public Education and Reform of the Education system. The scholarships valid the educational policy of the federal government, however, understand that the aim of social inclusion is not carried out in full once again because many young people and adults are still without conditions means to enter in the university. The relationship between inclusion and social exclusion is still to be reproduced in the social coexistence of students and teachers, in the educational institutions that have joined the PROUNI / Este estudo está articulado ao projeto de pesquisa de âmbito nacional Programa Universidade Para Todos PROUNI e Inclusão Social , desenvolvido, no período de 2007 a 2010, pelo Núcleo de Estudo Pesquisa sobre Ensino e Questões Metodológicas (NEMESS) da Pós-Graduação de Serviço Social da PUCSP. Os bolsistas consideram válida a política educacional do governo federal, no entanto, percebem que o objetivo da inclusão social não é realizado de forma completa uma vez que muitos jovens e adultos continuam sem meios de ingressar na universidade. Desafios da governança no Grande ABC Paulista: coesão e integração regional das políticas de inclusão social

In 2000 the public and civil society prepared a Regional Strategic Plan (RSP) with a prospect for ten years with seven Thematic Topics (TT). However, that study we will study one of them, the Social Inclusion TT (SITT). This research objective to describe the metropolitan governance in SITT: to understand the relationships among the seven cities and the São Paulo State and the other; to identify the implementation of the programs, projects and policies of social inclusion between 2000 2009; and to investigate the relationship and the consequence of the process of coordination between regional agents this period. We interviewed nineteen key-informants and documentary sources from the cities departments, civil society and Professors to help us to achieve these objectives. We have observed that the movement of metropolitan governance was active between 2000 2002, because of leaders like Celso Daniel and Mário Covas and the regional agents. Moreover, after the death of both in 2001 and 2002, respectively, not much has been achieved in accordance with the regional development; because of competition among cities; political-party conflicts; and lack of administrative synchronization, which has prevented the establishment common interest projects in Social Inclusion TT in the 2000s. We could see that changing the Greater ABC Intercity Consortium to Public Consortium, brought a new impetus to regional strengthening and metropolitan governance in the Greater ABC / A região que engloba Santo André, São Bernardo do Campo, São Caetano do Sul, Diadema, Mauá, Ribeirão Pires e Rio Grande da Serra, o Grande ABC é parte da Região Metropolitana de São Paulo (RMSP), é reconhecido no país pelo pioneirismo nos movimento de articulação, cooperação e pactuação regional, tendo início na década de 1990 e fez emergir na região o processo de governança metropolitana. No ano de 2000 foi elaborado um Plano Estratégico Regional (PER) com perspectiva para dez anos, que estabeleceu sete Eixos Temáticos (ET) de desenvolvimento, sendo que concentramos nosso estudo no ET Inclusão Social (ETIS). Os objetivos do estudo são, ao descrever a governança metropolitana no ETIS, buscar compreender as relações entre os sete municípios e o Estado e entre os próprios municípios; identificar os programas, os projetos e as políticas públicas de inclusão social implementados no período entre 2000 2009; e investigar as relações e os desdobramento do processo de articulação entre os atores regionais no período correspondente. Para alcançar esses objetivos do estudo, entrevistamos 19 informantes-chave, além de fontes documentais das secretarias municipais, sociedade civil e docentes da região. Pudemos observar que o movimento na direção da governança metropolitana causou esperança e entusiasmo nos atores regionais até o ano de 2002, devido as lideranças de Celso Daniel e Mário Covas; por outro lado, pouco foi realizado em termos regionais após a morte dos dois líderes políticos; muito em virtude da competição entre os municípios; dos conflitos políticospartidário e da descontinuidade administrativa, que inviabilizaram a constituição de projetos de interesse comum no ETIS na década de 2000. Vimos também que a mudança do Consórcio Intermunicipal do Grande ABC para Consórcio Público, trouxe um novo alento ao fortalecimento regional e a governança metropolitana no Grande ABC

The role of online networks in supporting young people's digital inclusion and the implications for Australian government policies

This study examines young people’s internet access and use in nine locations in Queensland, Australia. The primary aim of the research is to assess if internet use supports young people’s social inclusion: that is, if internet use supports young people to participate in society in ways they have most reason to value. The research findings demonstrate that the digital divide in Queensland – the gap between citizens with and without access to ICTs – continues to inhibit young people’s ability to participate online. This divide is embedded within historic, economic, social and cultural inequalities. To address this, this study proposes that a digital inclusion framework, founded on the concept of social inclusion, offers the Australian federal and state governments an opportunity to extend digital divide policies so that they connect with and complement broader social policy goals. The research outcomes also illustrate that creative uses of online networks provide a powerful means through which young people can participate in a networked society. While young people’s access to a range of ICTs impacts on their ability to use online networks, gradations of use, social networks and informal learning contexts frequently act as mediators to support effective internet use. This study contends that by understanding the social benefits of young people’s online network use and the role that mediators play in different environments, we can move towards a policy framework that supports equitable opportunities for young people’s digital inclusion.

This type of development is the social business, which itself is far from covering a single concept. Different perspectives from some regions of the world are explained in this work, to show and need to define the concept and legal frameworks that support the corporate business, for the contribution in social development achieved by this type of business asserts its importance in the context current crisis and search for options on income generation and poverty alleviation. From the analysis of the concepts studied four perspectives: the Asian perspective, the European perspective, the perspective of the United States and the perspective of Latin America and Brazil, the research seeks to adapt the concepts considered central to each of a single model, termed as model proposed by the research. The work focused on project experience MidiaCom.net, in the municipality of Aquiraz, Ceará. Fruit of Advanced Vocational Technology Institute-ITEVA, MidiaCom.net born as social enterprise within the legal terms of a Brazilian cooperative, but analyzed in detail and according to the parameters and characteristics explained in this research can consider it as social business. After identifying a need assessment of the community, and using technological tools creatively MidiaCom.net the project is part of the solution which effectively tries to break a cycle of poverty and ignorance in the region where it operates. Social business MídiaCom.net has a positive impact on the region through training and integration of young teenagers in the labor market of qualified digital communication. Social business identified, invests directly in the evolution of society and the alleviation of social problems through an enterprise project and complementary training to help enter the market for skilled labor, young teenagers, mostly low-income, coming from public school and under conditions that would eventually be conducted prior to the informal economy or even marginalization. In short, institutions that believe in training young people invest in a company with promising future. MidiaCom.net is demonstration of that fact, to be created as a social business from a social project and a research institute. It is a social business that generates wealth and social opportunity for choice / O objetivo desta pesquisa é mostrar o surgimento de um novo tipo de empresa que busca conciliar dois dimensões utilizando as ferramentas tradicionais do mercado: a busca pelo lucro e gerar impacto social. Sociální bydlení v České republice, aneb příběh jednoho zákona / Social Housing in the Czech Republic - The Story of one Law

Diploma thesis "Social Housing in the Czech republic - a story of one law" deals with an issue of attempting to adopt a law of social housing in the Czech Republic. The thesis is based on historical institutionalism approach that identifies institutions as the essential factors on development of an enviroment where the formulations of design of the social housing policy come from. The analytical part follows a pattern of social constructivism and applies the features of discoursive analysis. The conclusions drawn from the analysis indicate that there are two dominant discoursive frames which influence the public policy debates on how to deal with the problem of non-existence of social housing in the Czech Republic. One discoursive frame points out the liberal perspective which is based broadly speaking on economical calculus and importance of individual deservedness. The second - social - frame promotes the principles of social cohesion and solidarity with the most vulnerable groups in society. These perspectives influence the shapes of suggested policy arrangements that are presented as a solution of an inaccesability of housing for specific groups in society and most likely determine possible controversions in the future.
