Die Geschichte der Beziehungen zwischen den Vereinigten Staaten und der UNESCO ist seit Gründung der UN-Sonderorganisation von Spannungen geprägt. Diese kulminierten im Austritt der USA aus der UNESCO mit Wirkung vom 31.12.1984. Im Gegensatz zur rechtlichen Dimension des Austritts war die politische Dimension höchst kontrovers. Es zeigte sich, dass ein generelles Unbehagen zu internationalen Organisationen generell und den Vereinten Nationen im Besonderen die Hauptrolle beim Austritt spielte. Die UNESCO spielt auf dem Gebiet der multilateralen Bildungsfinanzierung – neben anderen Organisationen – eine nicht zu unterschätzende Rolle. Neben anderen Problemen auf diesen Gebiet mit denen die UNESCO noch heute zu kämpfen hat, hatte daher der Austritt der Vereinigten Staaten negative Auswirkungen auf den Haushalt der UNESCO und somit auch den Teil der Bildungsfinanzierung.

Economic community of West African states (ECOWAS) : combining sub-regional economic integration with conflict resolution

The study utilizes regional integration theories like neo-functionalism, intergovernmentalism and new regionalism to analyse the formation, structure and transformation of the Economic Community of West African States (ECOWAS). It examines the role of ECOWAS as a sub-regional economic body and its transformation to a political and security body dealing with sub-regional conflict resolution. Though neo-functionalism is generally analysed in reference to European regional integration, the study attempts to draw some lessons from this theory. Also, new regionalism theory is utilized to examine the transformation of ECOWAS from a mere economic body to a security and political entity. Regionalism in West Africa was initially geared towards mere economic cooperation; however, the emergence of ECOWAS on the scene and its subsequent transformation witnessed several changes towards the path of security cooperation. Despite its involvement with the gigantic political and security related activities, a general evaluation of economic integration in West Africa depicts a low level of progress. The poor state of sub-regional economic integration shows that ECOWAS did not complete its regional economic integration agenda before diverting to other sectors of integration. ECOWAS peacekeeping operations have been the dominant topic in sub-regional conflict resolution in West Africa. However, other forms of conflict resolution, including mediation, negotiation, conciliation and arbitration have been severally utilized. Also, in some of the cases, peacekeeping operations have been deployed only after other peaceful efforts have failed. ECOWAS peacekeeping operations are divergent operations with different forms and mandates. Therefore, they are better analysed under the framework of peacekeeping, peace-enforcement and peace-making theories. ECOWAS peacekeeping operations have been a subject of debate by proponents of the principle of non-interference and those of the responsibility to protect. The expediency of military intervention for humanitarian reasons as well as the prevention of genocide, war crimes and catastrophic loss of lives has questioned the principle of non-interference and validated the principle of responsibility to protect. / Political Sciences / D. Réflexions sur la contribution de la Francophonie dans la mise en oeuvre du statut de la Cour pénale internationale / Reflections on the contribution of Francophonie in the implementation of the statute of the International Criminal Court

Prenant appui sur le Statut de Rome et les textes de référence issus des instances de la Francophonie, cette thèse vise à mettre en lumière la contribution de cet acteur, dans le processus de lutte contre l’impunité. Il s’agit, en effet, de démontrer que les crimes, d’une extrême gravité, prévus et punis par le Statut de Rome sont aux antipodes des valeurs humanistes prônées par la Francophonie.Regroupant 80 Etats et gouvernements (54membres, 3 associés et 23 observateurs) dont 55 sont Parties au Statut, disposant d’un vaste réseau institutionnel et comptant 274 millions de locuteurs à travers le monde, la Francophonie, en dépit de ses imperfections, est tout autant légitime que capable pour insuffler le processus de mise en œuvre du Statut. Pour corriger les imperfections de la Francophonie, cette thèse a insisté, tout particulièrement, sur la nécessité de créer, dans chaque État, des organes ayant pour compétence de mobiliser tous les acteurs susceptibles d’être impliqués dans la mise en œuvre du Statut de Rome. / On the basis of the Rome Statute and the reference or authoritative text from bodies or instances of Francophonie, this dissertation aims to highlight the contribution of this author in the fight against impunity. In fact, this is necessary to demonstrate that extremely serious offences laid down or defined and punishable by the Rome Statute are the clear opposite of humanistic values promoted by the International Organization of the Francophonie (IOF).The IOF consists of 56 states and governments, as well as 23 observers, 3 associates and 54 members in 5 continents. With 55 of members being states parties to the Rome Statute, sharing a wide institutional network and having 274 millions of people speaking a common language. The IOF, in spite of its imperfections, is equally legitimate and has the capacity to provide fresh momentum for the Rome Statute implementation process.To overcome the shortcomings of the present system of Francophonie, this dissertation particularly insists on the need or the importance to create in member’s states authorities or departments in order to mobilize and involve actors or partners to the implementation of the Rome Statute.

Cette thèse porte sur le rôle des capacités dynamiques dans le processus d’internationalisation des entreprises chinoises depuis l’entrée de la Chine dans l’Organisation mondiale du commerce en 2001 alors que ces entreprises ne disposaient pas d’avantages concurrentiels préalables clairs par rapport à leurs concurrents occidentaux. L’étude de trois multinationales chinoises – Haier Group, Huawei Technologies et TCL Corporation – est menée dans le cadre théorique des capacités dynamiques (Dynamic Capability View - DCV). Elle vise à identifier la nature et les fondations des capacités dynamiques développées par ces entreprises au cours de leur processus d’internationalisation. Ce processus est caractérisé par la combinaison d'un investissement très significatif en innovation technologique et d’une internationalisation accélérée contribuant conjointement à la création d’un avantage concurrentiel durable. Ces deux dimensions de la stratégie des entreprises bénéficient d'un fort soutien du gouvernement chinois. / This thesis focuses on the role of dynamic capabilities in the internationalization process of Chinese corporations since China’s entry into the World Trade Organization in 2001, even though these companies did not have a clear prior competitive advantage over their Western competitors. The study of three Chinese multinational enterprises – the Haier Group, Huawei Technologies and TCL Corporation – is conducted in the framework of the Dynamic-Capability View (DCV). It aims at identifying the nature and the foundations of the dynamic capabilities developed by these corporations during the internationalization process.This process is characterized by the combination of a significant investment in technological innovation and an accelerated internationalization, jointly contributing to creating and sustaining of competitive advantage. These two elements of the corporate strategies benefit from the strong support of the Chinese government.

Understanding SHERQ managerial perspectives of the risks and oppotunities in ISO 14001:2015 implementation in Durban, KwaZulu-Natal

The implementation of ISO 14001:2015 is aligned with various risks and opportunities, the identification and addressing of which is key in the successful implementation of the ISO 14001:2015 certification. The Durban region is a pollution ‘hotspot’ within KwaZulu-Natal. Assessment of the opportunities and risks of ISO 14001:2015 implementation within the region is key as it can potentially assist with proactive mitigation of risks and the effective utilization of opportunities. The aim of the study is to understand SHERQ (Safety, Health, Environmental, Risk and Quality) managerial perspectives of opportunities and risks of ISO 14001:2015 implementation in Durban, KwaZulu-Natal. The following objectives were outlined: To identify ISO 14001 implementation opportunities and risks internationally and nationally by means of an extensive review of international as well as national literature sources, to generate an evaluation framework to assess SHERQ managerial perspectives of risks and opportunities of ISO 14001:2015 implementation within Durban and to analyse SHERQ managerial responses to the ISO 14001:2015 implementation risks and opportunities within the Durban region. The methods included identifying primary opportunities and risks in ISO 14001:2015 from the literature review through an evaluation framework, thereafter, presenting these in questionnaires distributed among SHERQ managers in Durban via email and LinkedIn. Of 62 questionnaires distributed, 42 participants responded. The respondent’s perspectives were assessed through SPSS identifying key risks and opportunities. Objective 1 was achieved through the literature review in which ISO 14001 implementation risks and opportunities were identified. Objective 2 was achieved by generating the evaluation framework which assimilated implementation risks and opportunities. Objective 3 was achieved through the analysis of the responses of respondents to ISO 14001:2015 implementation risks and opportunities. Study results showed that, in line with international reports, 57.2% of all respondents agreed that the maintenance costs of compliance to the standard are high and 76.2% of respondents shared the perspective that company resources are better managed. Respondents were more agreeable to positive statements, indicating opportunities outweighing the risks. Furthermore, despite the risks, there are opportunities from an industry perspective such as increased investor inputs and increased top management involvement. A follow up study is recommended in the Durban region addressing ISO 14001 implementation risks, opportunities, and their investment impacts in order to further hone in on the organizational implications of certification. From an academic standpoint, multiple studies have posited that ISO 14001:2015 implementation resulted in improved financial outcomes but are associated with high implementation costs and it is recommended that a critical cost versus profits analysis into ISO 14001:2015 implementation be undertaken in the Durban region. / Die Internasionale Organisasie vir Standaardisering se ISO 14001-omgewingstandaard spreek fasette van omgewingsprestasie aan. Die Durban-streek is ʼn besoedlingsbrandpunt in KwaZulu-Natal. Evaluering van die geleenthede en risiko’s van die implementering van ISO 14001:2015 binne die streek is van kardinale belang, aangesien dit moontlik kan help met die proaktiewe vermindering van risiko’s en die effektiewe benutting van geleenthede. Die doel van die studie is om SHERQ-bestuursperspektiewe van geleenthede en risiko’s van ISO 14001:2015-implementering in Durban, KwaZulu-Natal, te begryp. Die volgende doelwitte is uiteengesit: Om ISO 14001-implementeringsgeleenthede en risiko’s internasionaal en nasionaal te identifiseer deur middel van ʼn uitgebreide oorsig van internasionale sowel as identifiseer deur middel van ʼn uitgebreide oorsig van internasionale sowel as nasionale literatuurbronne; om ʼn evalueringsraamwerk te genereer om SHERQ-bestuursperspektiewe van geleenthede en risiko’s van die implementering van ISO 14001:2015 te evalueer, en om SHERQ-bestuursreaksies op die ISO 14001:2015-implementeringsrisiko’s en -geleenthede te ontleed. Die metodes het ingesluit die identifisering van primêre geleenthede en risiko’s in ISO 14001:2015 vanuit die literatuurbeoordeling deur middel van ʼn evalueringsraamwerk, waarna dit in vraelyste wat via e-pos en LinkedIn onder SHERQ-bestuurders in Durban versprei is, uiteengesit is. Van die 62 vraelyste wat versprei is, het 42 deelnemers geantwoord. Die perspektiewe van die respondente is beoordeel deur middel van SPSS se identifisering van die belangrikste risiko’s en geleenthede. Doelwit 1 is bereik deur middel van die literatuuroorsig waarin ISO 14001-implementeringsrisiko’s en -geleenthede geïdentifiseer is. Doelwit 2 is bereik deur die evalueringsraamwerk te genereer wat implementeringsrisiko’s en -geleenthede geassimileer het. Doelwit 3 is bereik deur die antwoorde van respondente op ISO 14001:2015 implementeringsrisiko’s en -geleenthede te ontleed. Studieresultate het getoon dat, in ooreenstemming met internasionale verslae, 57,2% van alle respondente dit eens was dat die onderhoudskoste van die nakoming van die standaard hoog is en dat 76,2% van die respondente die perspektief gedeel het dat bronne van die maatskappy beter bestuur word. Respondente het meer met positiewe stellings saamgestem, wat daarop dui dat geleenthede swaarder weeg as die risiko’s. Ten spyte van die risiko’s, is daar ook vanuit ʼn bedryfsperspektief geleenthede, soos verhoogde beleggersinsette en verbeterde hulpbronbestuur. ʼn Opvolgstudie word aanbeveel om ISO 14001-implementeringsrisiko’s en geleenthede en die beleggingsimpak daarvan aan te spreek. Vanuit ʼn akademiese oogpunt het veelvuldige studies aangevoer dat die implementering van ISO 14001:2015 verbeterde finansiële uitkomste tot gevolg het, maar dat dit met hoë implementeringskoste gepaard gaan, en dit word aanbeveel dat ʼn kritieke koste-versus-wins-analise in die implementering van ISO 14001:2015 in die Durban-streek onderneem word. / Environmental Sciences / M. Paix et sécurité en Afrique conditionnent la durabilité de la coopération sino-africaine et préoccupent les pays membres de la Francophonie. La récurrence des conflits freinant le décollage des pays africains engage les acteurs internationaux de différentes natures, États-nations comme organisations internationales. Chine et Francophonie contribuent de manière différente au processus de paix en Afrique francophone. Malgré les écarts existant entre leurs visions et entre leurs approches, des complémentarités sont explorées dans la consolidation de la paix, dont la multi-dimensionnalité exige l’implication d’acteurs divers. La consolidation de la paix représente également un prisme pertinent pour observer l’évolution de la diplomatie chinoise et les particularités de la Francophonie comme organisation transnationale. Mettre l’une sous le regard de l’autre nous permet de mieux examiner les singularités et les similitudes de leurs perceptions et leurs mécanismes d’action. De quelles manières Chine et Francophonie s’impliquent-elles dans la consolidation de la paix ? Comment abordent-elles les notions de paix et de conflits dans leurs réflexions ? Comment les Africains perçoivent-ils leurs approches respectives ? Ces interrogations conduisent à exploiter les pensées chinoises et les courants théoriques occidentaux, sans oublier les réalités et les attentes africaines révélées par les entretiens de terrain. / Peace and security in Africa both condition the durability of Sino-African cooperation, a reason for concern to the member-states of IOF. Recurring conflicts hinder the take-off of African countries, and demand the commitment of international actors of various kinds, nation states as well as IGOs. China and IOF both contribute to the peace process in French-speaking Africa in different ways. Beyond the gap in their respective visions as well as their approaches, thinking should be elaborated about complementarities in peace-building, the multi-dimensional characteristics of which require involvement by diverse actors.The peace-building process provides a relevant prism for studying changes in Chinese diplomacy, and the specific features of IOF as a transnational organization. Submitting them to mutual scrutiny gives us keener insights on the peculiarities and similarities in their perceptions and operative mechanisms.How China and IOF do they engage in the peace-building? How do they approach the notions of peace and conflicts in their own representations? How do the Africans perceive their respective approaches? This inquiry is correlated to the best of Chinese thinking and Western theoretical trends, without forgetting African realities and expectations as evidenced through our field interviews. / 非洲和平与安全问题是中非合作持久发展的前提条件,也是法语国家组织成员国的共同忧患。反复爆发的冲突成为非洲国家崛起的障碍。这使民族国家和国际组织积极介入其中。中国和法语国家组织以不同方式为非洲法语国家和平进程作出贡献。建设和平的多维性需要不同行为体的介入, 它们的视角和方案虽有所差别,但我们有必要对其政策的互补性进行研究。建设和平不仅为我们的研究提供了观察中国外交政策演变的独特视角,而且充分体现了法语国家组织作为跨国际组织的特殊性。通过中国与法语国家组织的换位分析,我们能更有效地审视它们认知层面和行动机制的特点,同时凸显出两者的共通之处。非洲国家冲突的根源有哪些?建设和平的关键是什么?中国和法语国家组织如何介入其中 ? 它们怎样解读和平与冲突的概念?如何看待民主与发展的关联性?如何定义在非洲法语国家建设和平政策的重点?非洲政府与民众对其政策有何看法?为了思考这些问题,我们以中国传统与现代思想和西方理论流派为分析工具,以非洲实地采访作为研究支撑,进行深入探讨。
