Essa dissertação tem como objetivo verificar se a utilização de ferramentas oriundas da convergência da tecnologia da informação e comunicação pode ser considerada como um fator determinante para a implementação de uma organização com barreiras fluidas. / We are living in an age where the convergence between Information Technology and Communications is being identified, by academics and specialists, as the responsible for the transformations detected in the society, the economy and the role of the State. According to these researchers, with its proclaimed capability in transforming the time and space concepts, the ICT convergence is introducing deep transformations in the business managerial model based in the new critical success factors: speed, flexibility, integration and innovation capability. More and more effectiveness, efficiency, availability and productivity are demanded from the professionals, independently of his hierarchical level, specialization or physical localization. This dissertation objective is check if the use of ICT Converged tools can be considered as a determinative factor for the implementation of an organization with fluid barriers.

Élaboration et mise en oeuvre d'un modèle organisationnel favorisant l'open innovation : contribution à l'innovation collaborative / Design and implementation of an organizational model for Open Innovation : Contribution to collaborative innovation

L’avènement du concept d’Open Innovation a été perçu par les industriels comme une formidable opportunité pour améliorer leur processus d’innovation et augmenter leur marge. En effet, ce concept prônant la large distribution des connaissances, suggère que les entreprises doivent solliciter leur environnement pour acquérir de nouvelles technologies par le biais de collaborations et que la valorisation des technologies internes à l’entreprise peut se faire de divers manières, comme le licensing. Alors les frontières de l’entreprise deviennent poreuses pour permettre une forte interaction avec des partenaires externes. Malgré toutes les promesses de ce concept, celui-ci a apporté un certain nombre de problématiques allant de la propriété intellectuelle à la culture d’entreprise en passant par les freins cognitifs. En accord avec le partenaire industriel de cette thèse, notre observation terrain et les constats bibliographiques, nous nous sommes concentrés sur les aspects organisationnels à mettre en œuvre pour mener une politique d’Open Innovation. Ainsi, cette thèse propose un premier modèle conceptuel pour ancrer une organisation dans son environnement et prendre pleinement en compte le paradigme d’Open Innovation. Ce modèle se base sur l’hypothèse que l’environnement est composé de facteurs d’influence qui ont un impact sur les projets de l’entreprise et que ceux-ci doivent posséder un capital compétence adéquate pour maitriser ces facteurs et atteindre les objectifs. Fort de ce cadre conceptuel, nous avons modélisé mathématiquement une organisation avec une approche coût/bénéfice pour comprendre le fonctionnement d’une organisation en mode « open ». Cela nous a permis de mettre en évidence le rôle de la structure organisationnelle et de la stratégie pour une politique d’Open Innovation. Enfin, en accord avec notre posture épistémologique d’action-recherche, nous avons développé un outil d’aide à l’orientation de l’action, RO²I (Relevant Organization for Open Innovation). L’objectif de cet outil est de proposé aux porteurs de projets, à t=0 du projet, une aide pour prendre en compte les aspects collaboratifs afin de mener leurs projets à bien et de choisir le bon modèle organisationnel pour inclure les compétences des partenaires. Nous avons pu tester la pertinence de notre proposition sur plusieurs projets passés d’une équipe d’innovation de rupture. Une fois validé, nous avons souhaité vérifier que notre outil était utilisable par les porteurs de projet, eux-mêmes, donc nous avons effectué une expérimentation sur deux projets en phase de démarrage dans les services supports de Solvay. Ce travail conclue sur la nécessité de posséder une organisation adaptée aux activités de collaboration et sur la nécessité d’un outil permettant de prendre en compte l’Open Innovation. Nous proposons, en perspective, d’utiliser cet outil pour mesurer la capacité à Open Innover d’une entreprise / Companies showed the arising of the Open Innovation concept as an amazing opportunity to improve their innovation process and increase profitability. Indeed, Open Innovation proposes to solicit external environment to acquire new technologies thanks to collaborations and, also, to add value to internal technologies by different path, like licensing-out, for instance. Then, firm boundaries become porous to allow strong interactions with external stakeholders. Despite to promises of this concept, it brings a lot of specific issues as intellectual property, firm culture or cognitive brakes. According to our industrial partner, our field observation and our state of art, we focused this work on organizational issues to perform an Open Innovation policy. To solve these issues, first, this these proposes a conceptual model to anchor an organization into it environment and to fully encompass the Open Innovation paradigm. We base our model on the next assumption: environment is composed by influence factors which impact projects of organization and these projects have to own an appropriate capital competence to master the factors and reach the purposes. Thanks to this conceptual framework, we modeled an organization with a mathematic cost/benefits approach to understand the functioning of an organization with « open » policy. Then, we highlighted the role of organizational structure and strategy to perform Open Innovation. Finally, we developed a decision-making tool, RO²I (Relevant Organization for Open Innovation). The objective of this tool is to help project manager to take into account the collaborations to lead his project at t=0 and to choose a suitable organization to anchor his project and acquire external competences. We tested our proposal on past project in an innovation team. After the validation, we verified the usability of our tool in industrial context. We experiment our tool on two projects into shared services of Solvay. We conclude this work on the necessity to anchor a project into a suitable organization for collaboration and on the necessity of a decision-making tool to take into account Open Innovation. This study examines how the organizational model of the Church of Sweden as stipulated in laws and regulations can contribute to an understanding of practical board work among members of working committees that are related to individual board members’ understanding of the organizational notions collaboration and responsibility. The study further examines how these two notions may be affected by how the organizational model of the Church of Sweden describes and outlines how collaboration and responsibility should ideally work within the Church of Sweden. Through qualitative analyses of regulatory documents, observations of board work and interviews and surveys with active board members, both clergy and lay members, of working committees within the Church of Sweden, the study finds that an ideal logic of how the organizational model of the Church of Sweden should work is conveyed through laws and regulations, but finds that the studied working committees follow these to a limited extent. Instead the study concludes that the practice of the studied working committees is determined by how individual members understand and believe the organizational model should work, i.e. how clergy and lay members within the working committees should cooperate. There is an indication of a correlation between how the working committees organize their work in the committees and how they relate to the organizational model of the Church of Sweden. The working committees that have a weak co-operation, seem to focus more on internal issues within their local church, while working committees that have a strong co-operation tend to focus more on strategic public issues within their local diocese.

É necessário que pensemos em modelos mais completos de representação de informações que possam interpretar os riscos aos quais as empresas estão expostas da maneira mais clara e detalhada possível. A modelagem i-estrela permite que informações sejam representadas sem que sejam excluídos detalhes relevantes para a gestão de riscos das organizações. Este artigo propõe uma modelagem de gestão de riscos por meio do modelo i-estrela, de forma a atender a necessidade de representação de informações complexas no atual ambiente de negócios empresarial. / [en] Due to the accelerated pace with which market innovations have emerged, with economic uncertainties, the rise of social media, security issues, and many other factors, organizational risks have become increasingly complex and challenging to manage. It is essential to think about more complete models of information representation that can interpret the risks to which companies are exposed, as clearly, and detailed as possible. The intentional modeling approach allows information to be represented without excluding details relevant to organizations risk management. This paper proposes a risk management modeling strategy using the iStar language to address the need for enhanced information representation in today s enterprise business environment.

Un modèle de soins et services en gérontopsychiatrie : quelles conditions pour une intégration en région

Ce mémoire traite de l’intégration d’une offre de soins surspécialisés, la gérontopsychiatrie, au sein du système de soins aux personnes âgées souffrant de troubles mentaux du Québec. L’objectif général de cette étude consiste à faire une analyse en profondeur des facteurs favorisant l’émergence de la pratique surspécialisée de gérontopsychiatrie et son implantation, afin d’en déduire des recommandations pour son développement. Dans un premier temps, nous avons analysé les forces porteuses qui ont soutenu l’implantation de cette nouvelle pratique clinique il y a trente années, dans la région de l’Estrie. Ensuite, nous avons identifié la dynamique conjuguée des facteurs cliniques, organisationnels et symboliques ayant soutenu l’institutionnalisation de cette nouvelle pratique. De cette analyse, nous avons tiré des recommandations pour le développement d’une telle pratique dans le réseau local de santé de Drummondville, puis en région Mauricie-Centre-du-Québec. Ces recommandations prennent en compte les particularités de ce nouveau contexte d’implantation. Notre cueillette de données s’appuie sur des entretiens individuels et de groupe, des observations non participantes et l’analyse de documents. L’information est présentée sous la forme d’études de cas permettant de rendre vivants les apports d’auteurs ayant éclairé la dynamique d’intégration d’une nouvelle discipline (Abbott, 1995; Abbott, 2003; Mintzberg, 1985, 1998; Nonaka, 1994). Quatorze recommandations émergent de cette étude. Les quatre premières traitent de la définition de l’objet gérontopsychiatrie, ainsi que de sa diffusion dans les espaces professionnels et organisationnels. Les cinq suivantes portent sur la construction de la dynamique de soutien qui se résume ainsi : tisser des liens dans l’environnement clinique et organisationnel. Quatre recommandations cherchent à faciliter l’institutionnalisation de cette nouvelle pratique dans une dynamique organisationnelle. Il s’agit d’investir la fonction de « champion » (Mintzberg, 1998), à partir d’un noyau où le leadership est partagé, de solliciter des espaces de création et d’alignement des logiques cliniques et organisationnelles. Enfin, la dernière recommandation encourage le soutien du processus de reconnaissance de la gérontopsychiatrie dans la province de Québec. Cette étude permet de générer certains apprentissages. Le premier est de mettre en lumière que des modèles universels pour améliorer l’organisation des services n’existent pas. Seuls des repères contextualisés à travers une analyse en profondeur permettent d’identifier les forces porteuses de l’environnement. Ensuite, il est possible de les utiliser pour identifier les dynamiques cliniques, organisationnelles et symboliques en présence. La réponse sera ainsi toujours adaptée. Le second apprentissage est venu de la mise à l’épreuve de notre modèle conceptuel. Ceci nous a permis de comprendre que nous ne devions pas considérer les facteurs d’intégration symboliques, organisationnels et cliniques comme séparées, tel que présentés dans notre modèle théorique initial. C’est plutôt en utilisant une représentation d’imbrication en spirale, tel que proposé par Nonaka (1994) comme un système « hypertexte », que nous avons pu trouver les repères utiles à une conceptualisation globale de l’interférence des facteurs entre eux. Nous considérons donc que les recommandations formulées pour l’émergence et le développement de la gérontopsychiatrie à Drummondville pourront avoir une pertinence dans une autre région, à la condition expresse de reposer sur une analyse du contexte local et de son environnement. / This memoir discusses the integration of a subspecialized offer of care: geriatric psychiatry in the healthcare system for older people with mental disorders in Quebec. The general objective of this study is to do a in-depth analysis of factors favoring the emergence of subspecialized geriatric psychiatry practice and its implementation, to deduce recommendations for its development. First, we analyzed the supporting strengths enabling the establishment of this new clinical practice, thirty years ago, in the Eastern Townships. Next, we identified the combined dynamic of clinical, organizational and symbolic factors which supported the institutionalization of this new practice. Then, we have identified the combined dynamic of the clinic, organizational and symbolic factors having supported the institutionalization of this new practice. From this analysis, we have deducted recommendations for the development of this practice in the Drummondville local healthcare network, then in Mauricie-Centre-du-Québec. Our data gathering is based on individual and group meetings, non-participating observations, and the analysis of documents. The information is presented in the form of case studies, permitting to bring alive contributions from leading authors who enlightened the dynamic integration of this new discipline (Abbott, 1995, 1999; Mintzberg, 1985, 1998; Nonaka, 1994). Fourteen recommendations emerge from this study. The first four dealt with the definition of geriatric psychiatry entity as well as its dissemination in professional and organizational spaces. The next five dealt with the support of the dynamic construction which can be summarized by the following: building links within the clinical and organizational environment. Four recommendations aim to facilitate the institutionalization of this new practice in an organizational dynamic. It is a question of fully engaging oneself as a "champion" (Mintzberg, 1998), from a core where the leadership is shared, to request spaces for the creation and the alignment of the clinical and organizational logics. The final recommendation is to support the geriatric psychiatry recognition process in the province of Quebec. This study permits the generation of some learning. The first one is to highlight that universal models to improve organization do not exist. Only contextualized benchmarks, through an in-depth analysis, will allow us to identify and use promising environmental strengths. Afterwards, we will be able to use them for the identification of clinical, organizational and symbolic dynamics involved. The answer provided then will always be adapted. The second learning emerged from testing our conceptual model. This enabled us to realize that we could not use clinical, organizational and symbolic factors of integration in separate boxes, as presented in our initial theoretical model. It is rather in using a spiral nesting representation, such as the one proposed by Nonaka (1994), called an «hypertext» system, that we were able to find the needed benchmarks, within the global conceptualization of the interference of factors between them. We therefore consider that the results, expressed in the recommendations supporting the emergence and the development of geriatric psychiatry in Drummondville, may be of relevance in another region, with the express condition that the local and environmental contexts be analyzed.

Conceptual schemas generation from organizacional model in an automatic software production process

Actualmente, la ingeniería de software ha propuesto múltiples técnicas para mejorar el desarrollo de software, sin embargo, la meta final no ha sido satisfecha. En muchos casos, el producto software no satisface las necesidades reales de los clientes finales del negocio donde el sistema operará. Uno de los problemas principales de los trabajos actuales es la carencia de un enfoque sistemático para mapear cada concepto de modelado del dominio del problema (modelos organizacionales), en sus correspondientes elementos conceptuales en el espacio de la solución (modelos conceptuales orientados a objetos). El principal objetivo de esta tesis es proveer un enfoque metodológico que permita generar modelos conceptuales y modelos de requisitos a partir de descripciones organizacionales. Se propone el uso de tres disciplinas, distintas pero complementarias (modelado organizacional, requisitos de software y modelado conceptual) para lograr este objetivo. La tesis describe un proceso de elicitación de requisitos que permite al usuario crear un modelo de negocios que representa la situación actual del negocio (requisitos tempranos). Nosotros consideramos que este modelo, el cual refleja la forma en la que se implementan actualmente los procesos de negocio, es la fuente correcta para determinar la funcionalidad esperada del sistema a desarrollar. Se propone también un proceso para identificar los elementos que son relevantes para ser automatizados a partir del modelo de negocio. Como resultado de este proceso se genera un modelo intermedio que representa los requisitos del sistema de software. Finalmente, presentamos un conjunto de guías sistemáticas para generar un esquema conceptual orientado a objetos a partir del modelo intermedio. No. of bitstreams: 0 Previous issue date: 2009 / Esta tese tem por objetivo investigar à luz da teoria institucional, o modelo organizacional do Estado brasileiro, tendo como foco de análise o processo de incorporação da força de trabalho no Poder Executivo do Governo Federal e como campo de investigação uma organização federal de Ciência e Tecnologia: a Fundação Oswaldo Cruz - Fiocruz. O trabalho realiza uma análise das abordagens teóricas institucionalistas sobre as Reformas de Estado, utilizando como referência teórico-analítica o modelo proposto por Robert Kaufman. A partir dessa perspectiva faz-se uma discussão sobre as reformas de Estado ocorridas no Brasil, desde a década de 1930. O estudo empírico foi realizado, em uma primeira abordagem, junto ao setor público federal, analisando a composição de sua força de trabalho no período entre 1995 e 2006, durantes os dois mandatos de Fernando Henrique Cardoso e o primeiro mandato de Luís Inácio Lula da Silva, e em uma segunda etapa, na Fiocruz. Investiga-se, nessa organização, o processo de incorporação de pessoal, por meio dos concursos públicos realizados no período entre 1996 e 2006. Para isso, utiliza-se o aporte teórico institucionalista de DiMaggio e Powell (1991). Os resultados da pesquisa evidenciam o fortalecimento de critérios meritocráticos na União, por força dos segmentos setoriais do Estado brasileiro e por força da capacidade organizacional. No caso da Fiocruz é possível verificar a dificuldade em implementar uma política de incorporação de pessoal aderida a uma estratégia organizacional. Por fim é possível concluir com este estudo, que é necessária a implementação de mudanças significativas, uma vez que o tema da qualidade na administração federal entrou na agenda pública, a partir da reforma de 1995. / The objective of this thesis was to investigate the Brazilian state’s organizational model in light of institutional theory, with a focus on workforce incorporation by the Executive Branch of Federal government. The specific field of investigation was a Federal science and technology organization, the Oswaldo Cruz Foundation (FIOCRUZ). The research analyzes the institutionalist theoretical approaches to state reforms, using the model proposed by Robert Kaufman as the theoretical-analytical reference. Based on this perspective, the study discusses state reforms implemented in Brazil since the 1930s. The first stage of the empirical study focused on the Brazilian Federal public sector, analyzing its workforce composition from 1995 to 2006, during the first two terms of President Fernando Henrique Cardoso and the first term of President Luís Inácio Lula da Silva. The second stage was conducted at FIOCRUZ. In the latter, the study concentrated on the incorporation of human resources through public admissions processes from 1996 to 2006. This stage of the research drew on institutional analysis as proposed by DiMaggio & Powell (1991). The research results highlighted the strengthening of meritocratic criteria in the Federal government, due to specific sectors and organizational capability in the Brazilian state. In the case of FIOCRUZ, it was possible to identify difficulties in implementing a policy for workforce incorporation linked to an organizational strategy. Finally, the study identified the need for significant changes, since the issue of quality in the Federal administration emerged on the public agenda in Brazil beginning with the reform in 1995.

Movimento estudantil universitário de Sergipe : modelos de organização, redes sociais e engajamento individual (2000-2015)

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES / This dissertation analyzes the forms of organization of the student movements of the UFS during the period 2000 to 2015. This is more particularly investigate how organizational models and repertoires used by student leaders and the Central Directory of Students former presidents are related changes in political, social networks these actors and individual engagement logic. Dialoguing with a theoretical framework that investigates the organizational dynamics, this study aimed to understand the relationship between the individual engagement, social networks and the choice of certain organizational models and repertoires used by different 13 managements DCE / UFS during the investigated period. Breaking with approaches that analyze the individual engagement as a streamlined and co-option process, we used theories and concepts that comprise procedural and relational forms the engagement of individual actors in multiple spaces of political activism. Thus, we investigated the previous relationship networks, the different spaces of socialization, life experiences and also the changes in the political context that factors which influenced the construction of the organizational models used by managements investigated. The empirical universe considered are the student movements that are organized at the Federal University of Sergipe. To account of the issues raised, this work is divided into four parts: the first is to analyze, from the desk research, the emergency conditions of the University Student Movement in Sergipe, the causes defended, organizational repertoires used and the student movements, between the period 1950 and 1999, focusing mainly in the 1980s and 1990s; the second part examines based on questionnaires and the method previously mentioned, the profile of students who are active, focusing mainly on the militant and political itinerary. Also, investigates three significant areas: the CAs, the Student Assemblies and the CEB's; the third part deals with the process of formation and performance of a DCE management, and how this process mobilizes interpersonal networks of leaders and a political dispute over this space that goes beyond the walls of the University; the fourth part discusses the militants careers of DCE former presidents in the last 15 years, whereas the social origin, the multiple engagements and socialization processes and identification with militancy influenced the transformation of the organizational models used by them. This thesis has allowed to show that the organizational models used is directly linked to changes in the political context, the multiple engagement and the construction of dense social networks and socialization processes that promote continuity in militancy. It also shows that the relationship between student movements and political parties, is both confrontational and conciliatory in the face of financial interests, electoral and representative of both parties. In addition, this paper argues that the engagement of activists and student leaders in political parties stems from a personal and professional identification process of the actors themselves, as they make the associative militancy and partisan a life project. / Esta dissertação analisa os modelos de organização dos movimentos estudantis da UFS durante o período de 2000 a 2015. Trata-se de investigar mais particularmente como os modelos e repertórios organizacionais utilizados por lideranças estudantis e pelos ex-presidentes do Diretório Central dos Estudantes estão relacionados com mudanças no contexto político, as redes sociais desses atores e as lógicas de engajamento individual. Dialogando com um referencial teórico que investiga as dinâmicas organizacionais, o presente trabalho teve como principal objetivo compreender a relação entre o engajamento individual, as redes sociais e a escolha de determinados modelos e repertórios organizacionais utilizados por 13 diferentes gestões do DCE/UFS, durante o período investigado. Rompendo com abordagens que analisam o engajamento individual como um processo racionalizado e de cooptação, lançamos mão de teorias e conceitos que compreendem de forma processual e relacional o engajamento individual dos atores em múltiplos espaços de militância política. Desse modo, investigamos as redes de relações prévias, os diferentes espaços de socialização, as experiências de vida e também as transformações no contexto político, como elementos que influenciaram na construção dos modelos de organização utilizados pelas gestões investigadas. O universo empírico considerado são os movimentos estudantis que se organizam na Universidade Federal de Sergipe. Para dar conta das questões suscitadas, esse trabalho divide-se em quatro partes: a primeira trata de analisar, a partir da pesquisa documental, as condições de emergência do Movimento Estudantil Universitário em Sergipe, as causas defendidas, os repertórios organizacionais utilizados e os movimentos estudantis entre o período de 1950 e 1999, focando principalmente nas décadas de 1980 e 1990; a segunda parte examina, com base na aplicação de questionários e do método anteriormente citado, o perfil dos estudantes que militam, tendo como foco principal o itinerário militante e político. Além disso, investiga três espaços significativos: os CAs, as Assembleias Estudantis e os CEBs; a terceira parte aborda o processo de formação e atuação de uma gestão do DCE, e como tal processo mobiliza as redes interpessoais das lideranças e uma disputa política em torno desse espaço que extrapola os muros da Universidade; a quarta parte problematiza as carreiras militantes dos ex-presidentes do DCE nos últimos 15 anos, considerando que a origem social, os múltiplos engajamentos e os processos de socialização e de identificação com a militância influenciaram na transformação dos modelos de organização utilizados por eles. Esta dissertação permitiu mostrar que os modelos de organização utilizados está diretamente ligado a mudanças no contexto político, ao múltiplo engajamento e a construção de redes sociais densas e processos de socialização que promovem a continuidade na militância. Revela ainda que as relações entre movimentos estudantis e partidos políticos é, ao mesmo tempo, conflituosa e conciliadora diante dos interesses financeiros, eleitorais e representativos de ambas as partes. Além disso, este trabalho afirma que o engajamento dos militantes e lideranças estudantis em partidos políticos resulta de um processo de identificação pessoal e profissional dos próprios atores, em que estes tornam a militância associativa e partidária um projeto de vida.

В диссертации рассматривается внедрение инновационной организационной модели реформирования ЖКХ Свердловской области в формате некоммерческого партнерства, которое в свою очередь объединяет саморегулируемые организации и региональных операторов услуг различных направлений в сфере ЖКХ. Жилищно-коммунального хозяйство (далее ЖКХ) является многоотраслевой сферой, объединяющей жилищный и коммунальный сектора, а также органы местного самоуправления в рамках установленных полномочий, и предполагает их слаженное взаимодействие, результаты которого могут являться для региона фактором развития и роста, или кризисным аспектом. Представленная в рамках магистерской диссертации схема предполагает осуществление слаженного производственного процесса и формирование базы для развития данного сектора, путем сотрудничества всех участников рынка на базе некоммерческого партнерства. Базовым преимуществом является возможность создания правил и стандартов деятельности отдельно по каждому из направлений сферы ЖКХ, а также формирование единой стратегии развития сферы ЖКХ в целом в регионе. Данная схема управления в сфере ЖКХ позволит регулировать процесс деятельности и развития данного сектора путем взаимодействия и сотрудничества всех участников рынка на платформе некоммерческого партнерства. / The subject of the thesis is implementing an innovative organizational model of reforming of housing and communal services in Sverdlovsk Oblast in the form of a nonprofit partnership, which unites self-regulating organizations and regional service operators from different areas of housing and communal services. The housing and communal services sector is a diversified area, incorporating housing and communal sectors, as well as local administration, in the framework of established authority, and presuming their coordinated interaction, contributing either to the region’s possible growth and development, or its crisis. The scheme represented in this master’s thesis implies realization of a coordinated production process and building up a foundation for the sector’s development by means of cooperation among all the market participants within a nonprofit partnership. The main advantage is the opportunity to create separate sets of rules and standards for each area of housing and communal services, as well as a unified strategy for housing and communal services development in the region. This management scheme will enable us to regulate the sector’s functioning and development by means of interaction and collaboration among all the market participants on the basis of a nonprofit partnership.
