O objetivo central desta pesquisa foi identificar como se combinam elementos tradicionais, oriundos da herança patrimonialista, historicamente relacionada à condução dos negócios públicos do Estado brasileiro, e elementos modernizantes introduzidos por ações e programas de racionalização administrativa na busca de maior eficiência da ação do Estado, na configuração burocrática da Secretaria da Educação do estado de São Paulo (Seesp), no período de 1995 a 2010. Objetivo secundário foi investigar por que a relação desta combinação dinâmica com o contexto de ampliação e expansão das ações do Estado na área da educação, concomitante ao desenvolvimento de ferramentas e sistemas informatizados como suporte às ações implantadas, resultou no recrudescimento da centralização na gestão e condução da educação pública no estado de São Paulo. Teoricamente, esta pesquisa se utiliza dos conceitos dos três tipos ideais de dominação definidos por Weber racional-legal, tradicional e carismático , centrando-se no conceito de burocracia como expressão na estrutura do tipo de dominação racional legal. Com base no conceito de hibridismo, desenvolvido por João Barroso e Licínio Lima, confronta-se a burocracia estruturada na Seesp com elementos conservadores e tradicionais da cultura organizacional do Estado brasileiro, centrandose no patrimonialismo e seus componentes. Este instrumental foi utilizado para investigar a forma como a Secretaria da Educação se estruturou no período de 1995 a 2010 e compôs suas equipes, órgãos e instâncias, ora formalmente, ora sem registro oficial. No âmbito de sua estrutura, mereceu destaque a história da Fundação para o Desenvolvimento da Educação (FDE), órgão vinculado com importante papel na execução das políticas e diretrizes educacionais do período. O capítulo seguinte trata dos recursos humanos da Seesp, descrevendo quem e quantos são, como se organizam suas carreiras, como são alocados na estrutura da Secretaria, como evoluem profissionalmente e a forma como são admitidos. É descrita também a política salarial destes anos, com a concessão de gratificações, bonificação por resultados e valorização por merecimento. Por último, é descrita a atuação da Seesp nestes anos, divididos em três períodos correspondentes a gestões diferentes que assumiram a pasta e o governo do estado. Estão aqui arroladas a proposta inicial de cada gestão comparada com os programas e ações implantados, destacando-se aqueles que permaneceram nas gestões seguintes. Este capítulo é finalizado com a recuperação histórica e a análise do Sistema de Avaliação do Rendimento Escolar, implantado na primeira gestão e mantido nas seguintes, com transformações que modificaram substancialmente seus objetivos iniciais. A investigação empreendida demonstrou que as iniciativas racionalizantes implantadas pela primeira gestão do período não foram suficientes para sobrepujar a cultura organizacional tradicional da Seesp; ao contrário, da forma como foi mantido nos anos posteriores, este processo promoveu o recrudescimento da centralização no estado, exacerbando sua herança patrimonialista e nutrindo o esgarçamento do já débil sentido público da ação estatal. / The central objective of this research was to identify how the traditional elements derived from the patrimonial heritage were related historically to the conduct of public affairs of the Brazilian State and modernizing elements. The modernizing elements were introduced by actions and administrative rationalization programs in the search for a greater state efficiency, in the bureaucratic setup of Seesp, from 1995 to 2010. The secondary objective was to investigate the relationship of this dynamic combination with the enlargement context and expansion of government actions in education, concomitant development tools and information systems to support the actions implemented resulted in resurgence of centralization in the management and conduct of public education in the state of São Paulo. Theoretically, this research uses the concepts of the three ideal types of domination defined by Weber: rational-legal, traditional and charismatic focusing on the concept of bureaucracy as an expression in the structure of the type of legal rational domination. Based on the concept of hybridity, developed by João Barroso and Licinio Lima, it confronted the structured bureaucracy in Seesp with conservative and traditional elements of the organizational culture of the Brazilian state, focusing on patrimonialism and its components. This instrument investigated how the Department of Education was structured from 1995 to 2010 and composed their teams, agencies and bodies, sometimes formally, sometimes without official registration. Within its structure, was highlighted the history of the Fundação para o Desenvolvimento da Educação (FDE), an agency with an important role in the implementation of educational policies and guidelines of the period. The next chapter deals with the human resources of Seesp, describing who and how many, how they organize their careers, how they are allocated to the Secretariat structure, how they evolve professionally and are admitted. It also described the wage policy of these years, with the granting of bonuses, bonuses for results and appreciation by merit. Finally, the performance of Seesp is described in these years, divided into three periods corresponding to different administrations that took the folder and the state government. Here they are enrolled in the initial proposal of each management compared with deployed programs and actions, highlighting those who remained for the following administration. This chapter ends with the historical recovery and analysis of Student Performance Evaluation System, implemented in the first term and maintained in the following, with changes that substantially modified its initial goals. The undertaken research has shown that rationalizing initiatives implemented by the first term of the period were not enough to overcome the traditional organizational culture of Seesp; rather, this process, the way it was maintained in later years, has promoted the intensification of centralization in the state, exacerbating its patrimonial heritage and nurturing the fraying of the already weak public sense of state action.

The impact of democratisation on state media system in Zambia : the case of The Times newspapersChirambo, Kondwani 06 1900 (has links)
This thesis explores the manner in which political-economic forces born of
democratisation have shaped media developments in Zambia, affected the welfare of
journalists and the viability of the state owned press epitomised by the Times
Newspapers. The aim is to inform the privatisation policy discourse.
Using a political economy analysis, the thesis unveils the historical intimacy between
nationalist administrations and multinational business elites and how these forces - often
working in collusion - influenced patterns of media ownership, inhibited labour rights and
controlled communicative activity – indicative of how the state and markets can
constrain freedom of expression and association, despite democratisation.
The thesis contends that the uncertainty of neo-patrimonial conditions that characterised
the post colonial era has not dissipated to a great extent and continues to undermine
media and institutional reform in today’s liberally inclined Zambia.
Pervasive clientelism has also compromised popular perceptions of state media
systems, subverting competitiveness and the propagandist function of the Times
Newspapers in the liberalised market, a point empirically illustrated through the analysis

La présente thèse éclaire l’intelligibilité du régime politique gabonais sous Omar BONGO (1968-2009). Plus précisément, elle relève que la domination personnelle et l’analyse élitiste sont deux approches complémentaires dans la compréhension du politique au Gabon et partant, en Afrique subsaharienne. Elle montre à cet effet qu’Omar BONGO n’a pas pu compter que sur lui-même pour se maintenir au pouvoir pendant près d’un demi-siècle. Il a dû également s’appuyer sur un groupe d’acteurs, appelé élite politique, dont l’organisation et le fonctionnement étaient néanmoins empreints de son pouvoir personnel. En effet, l’accès à cette élite était régi par le clientélisme et le népotisme, deux rapports d’échange qu’Omar BONGO avait érigés en principe de gestion du personnel supérieur de l’État. Le premier lui permettait de se constituer une clientèle capable d’œuvrer par délégation ou de façon autonome à sa longévité politique. De ce fait, les acteurs qui composaient cette clientèle étaient dotés chacun d’un capital de ressources variées qu’ils activaient et faisaient fructifier de façon à l’aider à conserver son sceptre. La valorisation de ce capital auprès d’Omar BONGO les conduisait d’ailleurs à se livrer une lutte acharnée dans laquelle la fin justifiait les moyens. Quant au népotisme, il amena à Omar BONGO de faire des membres de sa famille officielle et ceux de sa famille officieuse ses proches collaborateurs dans le gouvernement, l’administration présidentielle et le Parti démocratique gabonais (PDG). Politique de l’affection, il lui permettait ainsi d’avoir une emprise plus importante sur l’élite politique et sur l’appareil d’État car, en faisant de son pouvoir une affaire de famille, Omar BONGO savait pouvoir compter sur des acteurs dont la loyauté et la détermination seraient également un atout pour sa longévité politique. / The present thesis lights the intelligibility of gabonese political regime under OMAR BONGO (1968-2009). More precisely, it notices that personal domination and elitist analysis are two supplementary approaches in the understanding of politics in Gabon and in sub-Saharan Africa. It shows with this effect that OMAR BONGO could not count that on itself to stay in power during almost half a century. He must also have leaned on a group of actors, called political elite, of which the organization and functioning being imprinted by its personal power. Indeed, access to this elite was governed by clientelism and nepostism, two reports of exchange which OMAR BONGO had established in principle of management of the upper personnel of the State. The first allowed him to build up clients able of working on the instructions or in an autonomous manner in his political longevity. Because of that, the actors who composed these clients were endowed to each of a capital of various resources which they activated and made bear fruit in order to help him to keep its scepter. The promotion of this capital to OMAR BONGO led them besides to devote themselves a persevered conflict. As for nepotism, it brought to OMAR BONGO to make members of its official family and those of its semiofficial family his close collaborators in the government, the presidential administration and the PDG, the party in power. Policy of affection, it allowed him so to have a more important hold on political elite and on State apparatus. Because, by making of his power a family business, OMAR BONGO knew how he will count on actors among whom fidelity and determination would be also a trump for his political longevity.

Paix et sécurité en Afrique conditionnent la durabilité de la coopération sino-africaine et préoccupent les pays membres de la Francophonie. La récurrence des conflits freinant le décollage des pays africains engage les acteurs internationaux de différentes natures, États-nations comme organisations internationales. Chine et Francophonie contribuent de manière différente au processus de paix en Afrique francophone. Malgré les écarts existant entre leurs visions et entre leurs approches, des complémentarités sont explorées dans la consolidation de la paix, dont la multi-dimensionnalité exige l’implication d’acteurs divers. La consolidation de la paix représente également un prisme pertinent pour observer l’évolution de la diplomatie chinoise et les particularités de la Francophonie comme organisation transnationale. Mettre l’une sous le regard de l’autre nous permet de mieux examiner les singularités et les similitudes de leurs perceptions et leurs mécanismes d’action. De quelles manières Chine et Francophonie s’impliquent-elles dans la consolidation de la paix ? Comment abordent-elles les notions de paix et de conflits dans leurs réflexions ? Comment les Africains perçoivent-ils leurs approches respectives ? Ces interrogations conduisent à exploiter les pensées chinoises et les courants théoriques occidentaux, sans oublier les réalités et les attentes africaines révélées par les entretiens de terrain. / Peace and security in Africa both condition the durability of Sino-African cooperation, a reason for concern to the member-states of IOF. Recurring conflicts hinder the take-off of African countries, and demand the commitment of international actors of various kinds, nation states as well as IGOs. China and IOF both contribute to the peace process in French-speaking Africa in different ways. Beyond the gap in their respective visions as well as their approaches, thinking should be elaborated about complementarities in peace-building, the multi-dimensional characteristics of which require involvement by diverse actors.The peace-building process provides a relevant prism for studying changes in Chinese diplomacy, and the specific features of IOF as a transnational organization. Submitting them to mutual scrutiny gives us keener insights on the peculiarities and similarities in their perceptions and operative mechanisms.How China and IOF do they engage in the peace-building? How do they approach the notions of peace and conflicts in their own representations? How do the Africans perceive their respective approaches? The "Equalizer" Administration: Managerial Strategies in the Public SectorCavalcanti, Bianor Scelza 08 April 2005 (has links)
The purpose of this dissertation is to understand the managerial "action" of public administrators in the management of their organizations within the Brazilian context.
The research seeks to understand the relationships between managers and formal management mechanisms by exploring the complementary nature of the effective managerial action in the face of structural deficiencies and flaws, considering the possibility of overcoming the structuralism-subjectivism dichotomy present in the construction of the Theory of Organizations.
Initially, the study provides a review of the literature on organizational design. It highlights the "goodness of fit" proposition on strategic choice issues concerning the main organizational variables design and organizational goal attainment. It also calls special attention to the emerging interest of designing theorists on interpretivist approaches to the matter, such that of Karl Weick.
A review of the the administrative reforms in Brazil is made from the perspective of the main stream organizational design conceptual framework. It highlights the complex dynamics of a constant search for differentiation and flexibilization subject to patterns of advances and reversals, due to the centrality, strength and pervasiveness of the bureaucratic model. It is concluded that in no single given moment, a public manager and his team, may count on a formal organizational design which attends the"congruency" criteria, devised by organizational design conceptual frameworks, to explain organizational results in different environmental sets. Although this conclusion may explain failure at the public sector, it can not provide understanding on the many instances of significative success attained by government operations in spite of inadequate formal administrative structures. This point calls for a better understanding from the interpretivist approach, on how public administrators, strongly associated with good organizational results, engage into transformative action, in order to superate administrative structures flaws and dysfunctional cultural patterns of conduct, structurally present and constantly reproduced, in vigorous developing countries, such as Brazil.
The dissertation transcribes the testimony of four outstanding public administrators, doing a deep incursion in the managerial real world of public administration, as subjectively defined by them and transformed by their engagement into action.Through the thematic version of the Oral History methodology, full segments of the complete interviews are categorized into the thirty two managerial strategies captured which are presented on a recategorized manner under eight main strategies: (1) Interchanging Frames of Reference; (2) Exploring the Formal Limits; (3) Playing the Bureaucracy Game; (4) Inducing the Inclusion of Others (5)Promoting Internal Cohesion; (6) Creating Shields against Transgressions; (7) Overcoming Internal Restrictions; (8) Letting the Structures Blossom. Each one of these eight blocks of strategies presented, deserves further reflexive interpretation by the author, on the light of the interpretivist approach to organizational design.
A final effort is made, now on theory building, for improving understanding on the matter. In order to find a significant meaning underlining all the strategies extracted from the "practical consciousness" of the interviewers as revealed in their report, the author resort to a metaphor. This metaphor helps to: (1) better describe and understand a not adequately treated phenomenon, namely, good results under inadequate structural social and organizational conditions; (2) reveal the logic and the meaning underlining all the strategies adopted to generate results under these unfaithful conditions; (3) name, accordingly to the nature of the managerial transformative social action involved, an open ended class of managerial interventions of a pragmatic sort driven by an ethics of results much common to good managers, that is, the concept of "managerial equalization"; and (4) give back to public administrators, represented by the interviewees, to be incorporated in their "discursive consciousness", something the most effective and experienced public managers already have as tacit knowledge built in their "practical consciousness", and so, help the education and development of new talents. / Ph.
