Konstruktionen av det normala förskolebarnet: En Foucaultinspirerad textanalys / The Construction of the Normal Preschool Child: A Foucault-Inspired Text Analysis

Denna uppsats undersöker vilken påverkan som olika maktaspekter har på förskolebarnet. Studiens syfte är att ur fyra av förskolans policydokument utröna hur förskolebarnet konstrueras. Det teoretiska perspektiv som har använts är en verktygslåda som är inspirerad av Foucaults tankar angående makt: disciplinär makt, biomakt, diskurs och genealogi. Det är fyra olika policydokument som har undersökts: Barnstugeutredningen (del 1), Pedagogiskt program för förskolan, Lpfö 98 och Lpfö 18. För att visa hur det normala och patologiska barnet konstrueras i förskolan har dokumenten analyserats med ett diskursanalytiskt förhållningssätt som tydligt involverar Foucaults maktperspektiv. Diskursanalysen visar vilka egenskaper som anses vara önskvärda för förskolebarnen att internalisera, vilka diskurser som är synliga och vilken påverkan olika historiska händelser har på konstruktionen av barnet. Analysens resultat visar att det inträffar olika diskursförskjutningar beroende på hur samhällsstrukturen ser ut i det givna sammanhanget, vilket också har en påverkan på hur barnet konstrueras. Det normala barnet konstrueras efter de normer och värderingar som förespråkas i den rådande diskursen. Det patologiska barnet anses framför allt vara barn med annan kulturell bakgrund som inte lever upp till de förespråkade normerna. En reflektion av resultaten visar att den allt snabbare samhällsutvecklingen, där de sociala klyftorna ökar, bidrar till en situation i förskolan som är svårhanterlig och komplex. En slutsats som dras är att det är av vikt för barnen att förskolan är likvärdig, och för att förskolan ska bli likvärdig bör vissa punkter i läroplanen revideras. / <p>Examinator har godkänt att fulltexten byts ut på grund av en smärre justering som inte påverkar uppsatsens innehåll. Which Gender Is Being Mainstreamed in Global Politics?

Gender mainstreaming is a transnational policy process that has been underway for close to three decades. This paper aims to uncover “which gender is being mainstreamed in global politics” through conducting a textual analysis on twenty global policy documents. The text of the documents was coded into two categories of gender: abolitionist and affirmative. The predictions were that (1) there is a movement toward an affirmative concept of gender and away from an abolitionist one; (2) “women” are being replaced with “gender” in global policies; (3) there is a shift away from sex-based and toward gender-based provisions in global policies; (4) the affirmative concept of gender is being mainstreamed; and (5) that the abolitionist concept of gender is not being mainstreamed. It was found that, out of the five predictions, only the third one is supported by the evidence, i.e., the gender that is being mainstreamed in global politics is abolitionist. Although the results were almost entirely contrary to the predictions, it is important not to underestimate the potential implications of erasing sex-based provisions. In recasting provisions for women as “gender-based” one runs the risk of making them provisions for “femininity”, which consequently could mean limits to female political participation.

An analysis of the rules and procedures of reporting fraud and corruption in the Department of Trade and Industry

The primary goal of this study is firstly to analyse the Fraud Prevention Policy and Strategy, the Policy on Protection of Whistle-Blowers, and the Policy Document on Forensic Audit Process of the Department of Trade and Industry (DTI) in order to establish the reason for the ongoing spate of fraudulent and corrupt activities among employees within the DTI Head Office, regardless of the relevant policies put in place. Secondly, another goal is also to establish other reasons that could be linked to the reoccurrence of fraudulent and corrupt activities within the DTI. During the research survey questionnaires were administered to employees of the DTI. Furthermore, online interviews were conducted with a purposively selected sample within two divisions of the DTI. In addition, a literature study was conducted to acquire relevant information and perspectives from available national and international literature. Various objectives were fulfilled in this study as follows:  It was established whether the reporting of internal or external fraud and corruption and the relevant policies put in place contribute in any manner to the prevention of fraudulent and corrupt activities at the Department of Trade and Industry's national office.  It was determined if there is a policy document on measuring these policies after they have been implemented.  It was determined how the Department of Trade and Industry's national head office addresses fraud and corruption. Other possible reasons for the Department of Trade and Industry employees' lack of reporting fraud and corruption in their departments, other than the fear of being victimised, were identified.  The views and opinions on the internal reporting of fraud and corruption were determined.  The degree of awareness of the investigative procedures related to fraud and corruption among the Department of Trade and Industry management and their employees were determined.  It was established if employees have faith in the Department of Trade and Industry's investigative procedures to fraud and corruption.  The extent of knowledge on the importance of reporting fraudulent and corrupt activities in the DTI were established.  Feedback to help minimise fraud and corruption within the Department of Trade and Industry and improve future strategies was provided. The role that the school governing bodies (SGBs) play in the implementation of language policy in Brits District

The study was conducted in the Brits District. Six schools were chosen of which 3 belonged to the former model C schools where the language of teaching and learning is Afrikaans, and the other 3 schools were previously disadvantaged/rural schools. A qualitative study was used to garner information in the form of interviews, document analysis and observation. The study attempt to find out the exact role that the School governing body (SGBs) play in the implementation of language policy as stipulated in the Constitution. It was revealed that of the 2 types of schools the school governing body (SGBs) for former model C schools are aware of the role they have to play in the implementation of the language policy whereas the school governing body (SGBs) for the rural schools are still grappling with their role as custodian of language policy implementation. A number of concepts emerged from the study where it became apparent that rural schools and former model C school’s play field were not equally levelled from the onset. Former model C school governing body (SGBs) seem to be aware of their role in the implementation of language policy, whereas the rural school, school governing body (SGBs) are aware of their other roles e.g. school maintenance, school fund and hiring of educators. On the other hand they are of the opinion that language policies is for the principal and the school management team. In addition it was observed that the school governing body (SGBs) for rural schools has low morale, do not have the language policy document and generally lack interest in the services they are supposed to provide critical theory underpins this study. / Educational Leadership and Management / M. From the "rising tide" to solidarity: disrupting dominant crisis discourses in dementia social policy in neoliberal times

As a social worker practising in long-term residential care for people living with dementia, I am alarmed by discourses in the media and health policy that construct persons living with dementia and their health care needs as a threatening “rising tide” or crisis. I am particularly concerned about the material effects such dominant discourses, and the values they uphold, might have on the collective provision of care and support for our elderly citizens in the present neoliberal economic and political context of health care. To better understand how dominant discourses about dementia work at this time when Canada’s population is aging and the number of persons living with dementia is anticipated to increase, I have rooted my thesis in poststructural methodology. My research method is a discourse analysis, which draws on Foucault’s archaeological and genealogical concepts, to examine two contemporary health policy documents related to dementia care – one national and one provincial. I also incorporate some poetic representation – or found poetry – to write up my findings. While deconstructing and disrupting taken for granted dominant crisis discourses on dementia in health policy, my research also makes space for alternative constructions to support discursive and health policy possibilities in solidarity with persons living with dementia so that they may thrive. / Graduate / 0452 / 0680 / 0351 / macsuz@shaw.ca
