The Diploma thesis focuses on the topic of Socially excluded locality and its perception by municipal politicians. The topic is researched in three specific municipalities within a region and on the approach of local municipal politicians towards the issue of social exclusion, while the close proximity of the municipalities also allows to monitor the diversity of particular municipality's approaches on the issue of social exclusion. In the thesis the concept of social exclusion is defined and also described historically both in global and European context. The concept of social exclusion is closely related to the topic of socially excluded locality and the adoption of socially vulnerable people by the majority, therefore the second chapter of the thesis is devoted to this topic. Another theme prepared on the basis of the professional literature focuses on description of the specific situation in the Czech Republic, possibilities and scope of national and municipal politicians' activity. In the last chapter the possibilities of support and work with socially excluded citizens are introduced. The purpose of this study was to examine if the criticism aimed at the Swedish media was justified or not. The Swedish media’s coverage of the EU is a heavily debated subject between scientists and politicians alike. The coverage has come under fire for being irregular and for only focusing on the national part of the European union. The study has it stand point in the following research questions: “How frequent is the coverage of the EU”, “what differs in the reporting from an election year and a regular year”, “How much space is the EU given in the newspapers”, “Who is behind the information” and “What subjects is the coverage about and who gets to talk”. The study aimed itself at Swedish local newspapers from three different regions of Sweden. The study used a quantitative content analysis to identify the difference in the reporting during week 22 through the years 2013, 2014 and 2015. By doing this the study found that there was a major difference in the reporting from the election year, 2014, and the other two years where there were no elections. It also found that politics and economics where popular subjects to cover and that Swedish EU-politicians were the most popular persons in the articles. The study also aimed to see if the criticism the media got for only covering the national part of news in from the EU. This the study found was mostly true when it came to local newspapers and also that the EU news mostly took up a large piece of space in the papers because of all the information that had to be in the articles to explain the complexity of the European union. The conclusion of this study is that the Swedish local news media’s coverage of the EU is underwhelming but also hard to improve because the EU also has problems in its information flow and that the Swedish local media tends to use the national angle to sell the news.

Influence of Social Media on Decision Making of the Kuwait National Assembly Members: Case StudyAlfarhoud, Yousef T. 12 1900 (has links)
In Kuwait, an increase in the use of social media by the Kuwait National Assembly (KNA) has allowed it members to reach out to the public and so advance their political agenda. This study examines social media influences on the decision making process; addresses the lack of academic research in relation to KNA members; and seeks to understand the extent to which public political engagement using social media might affect the outcome of their decision making. The proposed social media influence model (SMIM) was used to explore the relationships and relative importance of variables influencing legislator decision making in a social media environment.
The second decade of the twenty-first century saw a number of major issues emerging in Kuwait. A core mixed method design known as explanatory sequential was applied to multiple sets of data generated during KNA members' 14th (2013-2016) and 15th (2016-2018) terms. These data included Twitter messages (tweets), the KNA Information Center Parliamentary Information System legislation documents, and the news media articles. The sample was drawn from KNA membership, some of which used Twitter to comment on major events with specific hashtags and the Kuwaiti news media articles related to the same.
Study results confirm and support the proposed SMIM. They also suggest that a single person or a group of individuals (in this case, legislators) can be influenced and motivated to use social media for self-promotion and/or advancing their political agenda. Consequently, they can be used to devise ways for improving the use of social media by KNA members in support of legislative work, which in turn will provide citizens with access to real-time information and enhanced political interaction.

This dissertation asserts that American political culture faces a crisis of virtue and explores the role of citizens, journalists and politicians in fostering it. The historic election of Barack Obama on a platform of hope and change in 2008 suggests that Americans yearn for an infusion of virtue into political life. I assert, however, that we have lacked a lexicon of political virtue, or any systematic understanding of which virtues we value and which matter most to us. Nor have we understood whether groups who constitute key elements of our democracy—citizens, journalists, politicians, men and women, Democrats and Republicans—value virtues in politics similarly or differently. Without a working knowledge of the anatomy of virtue in the body politic, what is to prevent us from having to change again? By charting the virtue systems of these key groups, I have made explicit what is implicit to reveal that political virtue is more valued—and more present—than Americans likely realize. This exploration, I believe, contributes to the scholarship of political communication by enabling a fuller and more useful understanding of American political culture—and of the contradictions, curiosities, and surprises that enrich it. / text

The nature of political control over the bureaucracy with preference to the Northern ProvinceMavanyisi, Hafusi Jonathan 25 August 2009 (has links)
This dissertation focused on the nature of political control over the bureaucracy with reference to the Northern Province (1994-1998). Bureaucracies are controlled in various ways. Mechanisms aimed at ensuring public accountability towards ministers, national assemblies, the courts or ombudsmen may be instituted. The civil service may become politicised, so that it shares the ideological enthusiasm of the government of the day. Counter-bureaucracies may be formed to create an alternative advisory service and to strengthen the hand of elected politicians. Should the bureaucracy be subjected to political control? The reality of 'government by officials' may function behind the facade of representative and democratic accountability, which is the precise reason why control over bureaucratic power is one of the most urgent problems in modern politics and public administration and why no political/administrative system has found an easy solution to this problem yet.
It is against this background that answers can be found to the question of whether the bureaucracy should be subject to political control and how such control should be exercised. Research questions which could herald possible solutions to the problem, were pursued. The study describes, analyses, and evaluates political control over the bureaucracy as an integral part of public adminstration and an essential ingredient of representative democracy.
The dissertation also investigated the difference between the variables of the political and the administrative systems state-related structures and institutions and the ideological grounding of state-related concepts that influence the milieu of political control over the bureaucracy. Among others, the study determined the nature of the bureaucracy, provided a picture of how bureaucracies function, and described the factors and institutions that influence the interaction between the political and the administrative systems in terms of political control. / Public Administration / M.P.A. Från norr till söder och tillbaka? : En studie av politikers retorik om Norrland i tre rikstäckande tidningar / From the north to the south and back? : A study of politicians' rhetoric about Norrland in three national newspapersUusitalo, Nina January 2016 (has links)
The aim of this thesis is to analyse how politicians produce, reproduce and challenge notions of Norrland through newspaper media. The study is based on 60 different articles collected from three national newspaper agencies, Dagens Nyheter, Aftonbladet and Svenska Dagbladet. Adopting the discourseanalytical method called the logics approach, this paper explores which discourses dominate the politicians rhetoric about Norrland as well as how the discourses challenge and constitute conceptions about the northern region. The study shows that politicians often discuss Norrland in terms of economics, environmental issues or demographical conditions. Even though the politicians tend to reproduce notions of Norrland as a remote and rural region, thus enhancing conceptions of the place as a dying and problematic area, the study reveals attempts to redefine Norrlands' problems as a national matter and concern. By appealing to different subjects the politicians try to create feelings of recognition within the public to prevent the place from becoming the rural area they already represent it as. / Syftet med denna uppsats har varit att undersöka hur politiker producerar, reproducerar och utmanar föreställningar om Norrland via de rikstäckande tidningarna Aftonbladet, Dagens Nyheter samt Svenska Dagbladet. Med ett material bestående av 60 nyhets- samt debattartiklar så har materialet analyserats efter den diskursteoretiska analysmetoden The logics approach, även kallat logikperspektivet. Studien har visat att politiker tenderar att diskutera Norrland med grund i frågor beträffande ekonomi, miljö och klimat samt demografiska förutsättningar. Även om politikerna ofta representerar Norrland som ett avlägset och ruralt område, vilket förstärker föreställningar om Norrland som en döende och problematisk plats, så visar studien försök till att omdefiniera problematiken från att vara "Norrlands" bekymmer till att ses som en nationell angelägenhet. Genom att koppla samman olika subjektspositioner så försöker politikerna konstruera känslor av tillhörighet och igenkännande hos läsarna för att på så sätt förhindra platsen från att bli det rurala område som politikerna redan representerar det som.

Sallye B. Mathis and Mary L. Singleton: Black pioneers on the Jacksonville, Florida, City CouncilWalch, Barbara Hunter 01 January 1988 (has links)
In 1967 Sallye Brooks Mathis and Mary Littlejohn Singleton were elected the first blacks in sixty years, and the first women ever, to the city council of Jacksonville, Florida. These two women had been raised in Jacksonville in a black community which, in spite of racial discrimination and segregation since the Civil War, had demonstrated positive leadership and cooperative action as it developed its own organizations and maintained a thriving civic life. Jacksonville blacks participated in politics when allowed to do so and initiated several economic boycotts and court suits to resist racial segregation. Black women played an important part in these activities--occasionally in visible leadership roles.
As adults, Sallye Mathis and Mary Singleton· participated as educators, family members and leaders in various community efforts. Both had developed wide contacts and were respected among many blacks and whites. Mary Singleton had learned about politics as the wife of a respected black politician, and Sallye Mathis became a leader in the civil rights struggles of the 1960s in Jacksonville. In 1967, a governmental reform movement in Duval County, a softening of negative racial attitudes, and perhaps their being female aided their victories.
While Sallye Mathis remained on the Jacksonville City Council for fifteen years until her death in 1982, Mary Singleton served in the Florida House of Representatives from 1972 to 1976--the third black in the twentieth century and the first woman from Northeast Florida. From 1976 to 1978 she was appointed director of the Florida Division of Elections and in 1978 she campaigned unsuccessfully for Lt. Governor of Florida.
As government officials, Sallye Mathis and Mary Singleton emphasized the needs of low-income people and were advocates for black interests when they felt it was necessary. They were active as volunteers in numerous other community organizations and projects to further their goals. PALMM

An analysis of the politics-administrative interface and its impact on delivery of municipal services: a case of the Mnquma Local MunicipalityNdudula, Mziwoxolo Rutherford January 2013 (has links)
The study took a qualitative approach to the analysis of the effect of the politics-administrative interface on municipal service delivery. It was a case study of the Mnquma local municipality in the Eastern Cape Province. The researcher developed a keen interest in researching on the topic because the political infighting and clashes between politicians and administrators of the municipality have caused a public outcry for the root causes of the infighting to be effectively addressed and redressed. It is hoped that the findings and recommendations of the study will help, reshape public policy implementation, service delivery and fostering of mutual cooperative relations between politicians and administrators both at local government level and any other sphere of government in South Africa. The study, is categorized into five chronological chapters, with chapter one (introduction and background), chapter two (literature review), chapter three (research design and methodology), chapter four (data analysis, interpretation and presentation) and chapter five (conclusions and recommendations). The researcher used a sample size of 40 respondents who were selected using snowball sampling, a non-random sampling design spread accordingly over both politicians and administrators. Data collection was made possible through an open-ended questionnaire, interviews, observations and documentary analysis. Various reports and media statements were also used to augment this empirical study. The study also used an in-depth qualitative data analysis technique which was descriptive in nature and the study made numerous deductions and findings based on the collected and collated data. Findings of the study were, inter alia, too much politicization of the public sector, interference between politicians and administrators into each other’s affairs and vice versa and adverse effects of cadre deployment which are damaging service delivery. The study made numerous recommendations which included, inter alia, training and development of administrators and politicians on their respective roles and responsibilities, enforcement of the politics-administrative interface as a mutually beneficial approach to service delivery, need for proper interpretation of Acts and policy documents and the enforcing of section 139 interventions into municipalities.
