Escrevivências sobre mulheres negras acompanhadas pela Proteção Social Básica : uma perspectiva interseccional

O presente estudo analisou as trajetórias de vida de mulheres acompanhadas por serviços da Proteção Social Básica, no âmbito do Sistema Único de Assistência Social (SUAS). Pretendeu-se compreender, a partir das narrativas dessas mulheres e da observação de sua circulação na rede da Assistência Social, o modo como diferentes marcadores sociais se articulam em suas experiências, desde uma perspectiva interseccional, produzindo sujeitos dessa Política Pública. Tal perspectiva considera, portanto, as articulações entre diferentes marcadores sociais de diferença - como gênero, raça, etnia, classe, idade, etc -, procurando compreender de que modo a experiência de um modifica a experiência de outro, intensificando formas de vida precarizadas, mas também se rearranjando em possibilidades de resistência (BRAH, 2006). A experiência dessas mulheres, ao mesmo tempo em que absolutamente particular, já que os marcadores podem se articular de diferentes formas e em contextos distintos, mesmo na vida de uma mesma mulher, remete ao funcionamento das instituições pelas quais passam, ao local onde vivem e às estratégias que acionam nesses campos. No que se refere aos aspectos metodológicos, tratou-se de uma pesquisa qualitativa em que foi privilegiada a observação participante, com registro em diário de campo, e a entrevista etnográfica. / This study analyzed the life‘s trajectories of women accompanied by social services‘ agencies in Porto Alegre, Brazil. From these women narratives, it intended to understand the ways that different social markers articulate themselves with those experiences in an intersectional perspective, producing subjects from that public police. Such perspective take into account the articulations between different social markers of difference –as gender, race, ethnicity, class, age, etc. – trying to understand how a social marker experience modifies others social marker experiences, intensifying precarious life‘s way, but rearranging itself in resistance possibilities (BRAH, 2006). The narrative of these women, at the same time they‘re particular as the social markers can articulates themselves sin different ways, refers to the institutional operation that they pass through as also to the place where they live. As for the methodological aspects, it consists a qualitative research who privileged the participant observation registered in field journals.

Therefore, search reference in the institution of the state, family and social policies focusing on the organization of social assistance policy and the process of implementation of the laws that regulate protection programs to children and adolescents when it comes to protection policy. The revitalization of this work uses as a reference the exploration of movements of everyday reality of a welcoming institutional member of Own Network organized by the Municipality of Porto Alegre in an attempt to understand through the discourses that mobilize this everydayness, the effectiveness of the law. As an aid in this journey, the theoretical perspective of Michel Foucault approach responds to the multiplicity of relationships agencied this reality / O presente estudo suscita uma análise da política destinada ao atendimento e a atenção a criança e ao adolescente em medida de proteção, considerando aspectos do processo de institucionalização no presente frente ao ECA. La mobilité des adolescents en situation de placement (Rhône) : l'espace, enjeu d'une action sociale et action sociale / The mobility of teenagers placed in institutional foster care in the Rhône department : space, an issue of social care

A travers une enquête menée dans quatre Maisons d’Enfants à Caractère Social du département du Rhône, cette thèse interroge les rôles des déplacements et de la mobilité des adolescents en contexte de placement. Intégré au double dispositif de l’Aide Sociale à l’Enfance et de la Protection Judiciaire de la Jeunesse, le placement en établissement correspond à la prise en charge, en dehors de son domicile familial, d’un mineur pour une durée donnée. Tant dans ses objectifs que dans ses modalités de mise en œuvre, cette action sociale possède une dimension spatiale forte. Elle est en effet fondée sur l’articulation entre distance et proximité aux espaces familiers d’un côté, et discontinuité et continuité entre l’intérieur et l’extérieur de l’établissement de l’autre. Dans ce contexte, les déplacements des adolescents et leur mobilité jouent des rôles à trois niveaux. Pour les adolescents, pour qui le foyer correspond à un espace de résidence, se déplacer permet d’articuler des espaces d’attachements multiples. La mobilité a également un rôle d’ajustement entre les différents individus présents au sein de l’établissement, qui intervient dans l’usage qu’en font les éducateurs, pour qui le foyer est un espace de travail. Enfin, qu’elle soit autonome ou contrainte, la mobilité, au niveau institutionnel, permet la régulation entre différents systèmes de normes mais n’apparaît pas comme une valeur en soi. / This thesis questions the role of mobility and how teenagers placed in institutional foster care move around, through a research conducted in four social care facilities (Maisons d’Enfants à Caractère Social). Within the French child protection system (Aide Sociale à l’Enfance and Protection Judiciaire de la Jeunesse), this form of placement means that a minor is taken care of outside of her/his family home during a given period of time. This type of social care presents a significant spatial dimension, both in its objectives and ways of implementation. It is indeed based on two principles: it seeks to manage both distance and proximity to familiar spaces on the one hand, and the discontinuity and continuity between the inside and the outside of the facility on the other hand. Within this context, how teenagers move around and their mobility play a three-layered role. First, for the teenagers themselves: the foster care facility is their space of residence, and moving around makes it possible for them to deal with multiple spaces of belonging. Second, for the social workers: the facility is their working space, and they use mobility as a means to both handle relationships between themselves and the teenagers, and adjust the number of teenagers they work with based on group dynamics and other parameters. Third, at an institutional level: whether it is chosen or coerced, mobility allows the regulation between different norm systems but is not perceived as being valuable in and of itself.

La tesi affronta il tema dell’utilizzo delle informazioni in ambito pubblico sulla scia di quanto avviato dalle teorie di (bounded) rationality, e di diversi filoni di (public) management che si sono occupati nel tempo di indagare i meccanismi attraverso i quali le informazioni vengono identificate, selezionate e utilizzate nei processi decisionali. Attraverso l’analisi delle politiche sociali nei comuni italiani, la tesi si occupa di indagare tre specifiche situazioni: la presentazione delle strategie e politiche pubbliche; la costruzione di piani strategici; la risoluzione di situazioni critiche e di trade-off complessi. La tesi mostra che le informazioni sono usate per presentare le decisioni tramite meccanismi di razionalità ed altri legati alla creazione di consenso per l’innovazione dei contenuti, governance e contesto di riferimento delle politiche sociali. Nella pianificazione strategica le informazioni vengono spesso solamente raccolte oppure utilizzate in modo strumentale. Nel caso di situazioni complesse e caratterizzate da trade-off, le informazioni di accounting hanno sia una valenza manageriale che politica di costruzione del consenso e delle motivazioni ad agire. / The PhD thesis deals with the issue of information use in the public sector. Building on (bounded) rationality theories and (public) management studies focusing on mechanisms through which information is identified, gathered and used in decision making processes, the thesis analysed what happens in Italian Municipalities, in the field of social care policies. Three different situations are analysed: public presentation of social care policies; social care strategic plans; wicked problems resolutions and trade off discussion. The thesis shows that information is used to present public strategies through rationality or by building consensus towards innovation in contents, governance and context of social care policies. In the case of strategic plans, information is often only presented or used instrumentally. In the case of trade-offs and wicked situation information is used both in a managerial perspective and in a political fashion so to build consensus and motivation for action.

Podporující péče u předčasně narozených novorozenců s psychologicko-etickými aspekty / Supportive Care for Premature Newborns with psychological and ethical Aspects

The thesis, or more precisely its theoretical part, introduces the field of Neonatology, namely the specification of premature newborns concerning supportive care for them. In the thesis, the basic concepts of Neonatology are presented as well as the system of neonatological care, including the needs of premature newborns, which are part of everyday nursing care. Following the above chapters, the thesis describes not only the nursing care as such but also the possibilities of psychosocial care in Neonatology. For a more comprehensive presentation of the issue of premature newborns, the thesis also includes findings concerning ethical issues in Neonatology and it introduces some organizations in the Czech Republic, which are an integral part of the supportive care. The character of the thesis should correspond with the program of nursing care, namely nursing in selected clinical disciplines - the module of paediatrics. In the empirical part of the thesis, qualitative research by interviewing has been used. Despite this scientific approach is more time-consuming, the author considered this method more meaningful and natural concerning the chosen topic because it concerns the support of the lives of these children and their families. Premature newborns are unique, affecting and enriching human being as such. The target of the thesis was firstly to find out how supportive care in premature newborns is perceived by its providers, secondly to disclose the considerations of the care providers regarding premature newborns in České Budějovice. The research was effectuated in connection with the above objectives, which have importance and a significant value for the author. Conclusions of the Thesis: The informants assumed that society didn't have enough information about the provided services. Almost all the informants collaborated on some research or project. As service providers, the respondents acknowledged the comments from the clients. The informants were interested in improving or enhancing the services. The addressed people have specified many factors and difficulties that make their work difficult. The informants concretized foreign experience. The respondents felt considerate enough. The informants expressed sincerely that there was a lot of space for improvement in their profession. The respondents mostly took a partner and gentle stand to the premature newborns and their families. The service providers gave due reasons for a specific approach in their statements. The informants expressed their respect for premature newborns and their families, giving a specific justification. They mostly expressed respect for the needs of the families, for the biorhythms of the baby, for the naturalness, the intuition and the personal pace of the baby. The thesis can be seen as a source of information for both the general and professional public, which could improve current practice. Based on the presentation of the issue through the thesis, the author has published a guide on premature newborns.

Psykosocial arbetsmiljö inom Individ- och familjeomsorgen i Jönköpings kommun / Psychosocial working environment among hired personnel in the Swedish social care focused on individuals and family in Jönköping municipality

This study is a quantitative secondary analysis of existing data from psycho-social working environment questionnaires for the municipality of Jönköping. The goal of the analysis is to study differences between two parts of the individual- and family care, the public authority part and the outpatient care, as well as differences in sex and age-categories. To accomplish this, the methodology is to analyse the existing data from the 2015 questionnaire on psycho-social work environment that the municipality answered. This questionnaire is called QPS/QPS-Nordic and stands for Questionnaire for Psychological and Social Factors at Work. Subsequently, significant findings of differences have been studied and discussed. The result of the analysis shows that while there are some differences, there is many similarities between the two groups. The study does not present any specific causes for the existing significant differences but clarifies which areas the differences occur within. Furthermore, the study gives suggestions for further research of how the differences could be clarified, and what the relevance is for future research into the Swedish social services work performance. The purpose is to spread information about Swedish social worker’s working environment and to figure out where there are any differences. Do social workers at public authority mark their working environment different from the outpatient care workers or are their similar in their beliefs. / Detta arbete är en kvantitativ sekundärstudie med målet att undersöka den psykosociala arbetsmiljön inom individ- och familjeomsorgen i Jönköpings kommun. Den jämför huruvida det finns skillnader mellan de som arbetar med myndighetsutövning och öppenvårdsinsatser men också skillnader mellan personalens köns- och ålderstillhörighet. Metoden för detta har varit att granska numeriska data som tagits fram ifrån 2015 års psykosociala arbetsmiljöenkät som personalen fått skatta sina upplevelser av sin psykosociala arbetsmiljö. Enkäten kallas QPS/QPS-Nordic och står för Questionnaire for Psychological and Social Factors at Work. Därefter har signifikanta skillnader undersökts och diskuterats. Resultatet som studien visar tyder på att det förekommer vissa skillnader mellan myndighet och öppenvård, olika åldrar och kön, men mestadels likheter. Studien presenterar inte orsakerna till detta men klargör dock mellan vilka områden skillnaderna finns. Utöver det ger studien förslag på vidare forskning om hur skillnaderna kan klargöras och vad den har för relevans för dagens forskning om den svenska socialtjänstens praktiska utförande. Syftet är att ge mer kunskap om socialarbetares psykosociala arbetsmiljö och undersöka om  det skiljer sig åt. Skattar anställda inom myndighet på ett sätt och öppenvården på ett annat eller är miljön likvärdig dem emellan?

The main result in this essay is that the question on the vocational relevance of the programme in Social Care is ambiguous. The prospects of performing a good quality in the leadership among management in elderly care also depends on individual skills, earlier work experience and the organization according to number of employees and support. The programme in Social Care is a compulsory education and may not be viewed as sufficient enough in an advanced leadership. Otherwise the education perhaps should change according to these demands of the employer. However this study shows that this demands sometimes is incongruous. To perform a good leadership does not only depend on the education, the conditions in the organization is also as essential.</p>

The dissertation is about people with serious functional impairments who receive support pursuant to the Swedish LSS – the Act Concerning Support and Service for Persons with Certain Functional Impairments. LSS gives compensatory support, so that a person can enjoy the right to live a life like anyone else. The user’s right to influence and self-determination is emphasized in the Act. The overall aim of the dissertation is to describe and analyse conditions, possibilities, and limitations to influence and self-determination for people receiving LSS support. The investigation includes two interview studies. One is a study of influence and self-determination in everyday life with personal assistance. The other study focuses on people receiving some form of LSS service in combination with having a limited guardian. The thesis shows that LSS can be understood on a general level as a judicial recognition of the group’s right to support for citizenship on individual terms. In many cases LSS service give the user influence and self-determination in everyday life. The interaction between the user and the supporting persons are crucial. If it involves mutual recognition of equality and recognition of difference – the right to be compensated for restricted abilities – then the user can act autonomously. The study deals with power and recognition as essential aspects. The analysis shows that recognition and power together contribute to an understanding of the complex situation that users of LSS measures have in their day-to-day lives. The intention behind the care is to ensure the user’s best interest. Relations and encounters around the user are affected by pastoral power with a caring purpose where support and control are interwoven. Mis-directed recognition is perceived as an infringement of integrity. The dilemma is that care that aims for something good without recognition reduces the user to an object and disrespect. The studies reveal a tension between the ideal of influence and self-determination as ”subject of rights” and the user’s everyday life. Personal assistance can be designed to contribute to achieving the intentions. Among many people receiving LSS support and having a legal guardian, the personal influence and self-determination are not distinct and guardianship is unclear. Relations are characterized by dilemmas concerning the preferential right of interpretation. The individuals are seen as “objects of care” by others. Influence and self-determination depend on a fundamental recognition of the user as subject with a need for individually adapted care. This means the right to be and act as a “subject of care”. Recognition, relations and power are keys to influence and self-determination in LSS.

Juozapo globos namų“ vidaus ir išorės aplinkos veiksnių kompleksinė įtaka, identifikuotos probleminės sritys ir tuo remiantis sudaromos prielaidos organizacijos strategijos formavimui bei strateginio plano rengimui. Pirmoje darbo dalyje teoriniu aspektu apibrėžiamos socialinės globos paslaugos, strateginio planavimo teoriniai aspektai ir socialinių globos paslaugų kokybės vertinimo ypatumai apžvelgiant paslaugų kokybės vertinimo modelius bei užsienio valstybių empirinius tyrimus. Antroje dalyje, remiantis tam tikrais metodais (Porter 5 jėgos, PEST, 7 - S, SSGG), atliekama „Šv. Juozapo globos namų“ strateginė analizė. Trečioje darbo dalyje pateikiama „Šv. Juozapo globos namų“ socialinės globos paslaugų kokybės empirinio tyrimo metodika bei organizavimas ir rezultatų analizė. Tyrimo tikslas - palyginti socialines paslaugas į namus gaunančių asmenų bei jų artimųjų ir globos įstaigoje gyvenančių asmenų bei jų artimųjų požiūrį į jiems teikiamų paslaugų kokybę bei identifikuoti kokybės kriterijus, darančius didžiausią įtaką bendram kokybės įvertinimui. Atsižvelgiant į strateginės analizės rezultatus pateikiami siūlymai organizacijos veiklos tobulinimui. / This Master's thesis analyzes and evaluates St. Joseph's Care Home’s internal and external environmental factors’ complex influence, identifies problematic areas and leads to the preconditions for organization's strategy formulation and preparation of strategic plan. The first part of the thesis defines the theoretical terms of social care services, strategic planning in theory and the peculiarities of social care services quality assessment by reviewing service quality evaluation models and empirical studies from foreign countries. The strategic analysis of St. Joseph's Care Home is performed in the second part of this thesis basing on certain techniques (Porter's five forces, PEST, 7 – S, SWOT). The third part of the thesis provides the methodology of St. Joseph's Care Home empirical research on social care service quality, organization and analysis of the results. The aimof the research is to compare the attitudes on services quality of individuals and their family members, who receive social services athomeand the ones living in carehome; also to identify the quality criteria that havethe greatestimpact on the general qualityassessment. Based on the results of strategic analysis the suggestions on how to improve organization’s performance are provided.
