Über die szientometrische Bedeutung des Impact-Faktors

Auf der Basis des Impact-Faktors, entsprechend der Definition Eugene Garfields, werden die Implikationen dieses IF für szientometrische Überlegungen und deren Folgen für das Zeitschriftenwesen untersucht. Die Ergebnisse der vorliegenden Arbeit zeigen: Der Impact-Faktor ist ein Wert, der einen Hinweis auf den durchschnittlichen Bekanntheitsgrad eines Beitrags in einer vom SCI erfassten Zeitschrift gibt. Der Impact-Faktor ist ein Wert, der in hohem Maße vom Umfang des SCI bestimmt ist. Über die dort erfassten Zitationen wird ermittelt, wie oft eine Zeitschrift zitiert worden ist. Der Impact-Faktor ist in hohem Maße davon bestimmt, in wieweit die Quellen zugänglich sind, die zitiert werden. Der lineare Zusammenhang, den R. Rousseau und G.V. Hooydonk (1996) zwischen dem Impact-Faktor von Zeitschriften und der Zahl der darin erschienenen Aufsätze (Produktion) hergestellt haben, gilt nur in dem von ihnen untersuchten Bereich des Impact-Faktors 0,5 – 3. Bei höheren Werten kommt es zu einer Abflachung, bei Werten über 7 sogar zu einer Umkehr der Steigung. Es gibt einen Zusammenhang zwischen der Höhe des Impact-Faktors und seinem jährlichen Zuwachs im SCI. Je höher der IF, desto höher ist auch sein jährlicher Anstieg. Bei genauerer Analyse zeigte sich, dass der Zuwachs, zum Zeitpunkt der vorliegenden Untersuchung, gegen einen Grenzwert von 0,42 ging. Die Impact-Faktoren von Zeitschriften und deren Preise für die Abonnements hängen statistisch nur schwach voneinander ab. Ob Zeitschriften erworben werden müssen ist weitaus stärker von den Zitationen abhängig, die diese Zeitschriften auf sich versammeln. Der IF steigt mit der Auflagenhöhe von Zeitschriften, wenn diese bereits einen höheren IF aufweisen. Für wissenschaftliche Autoren ist der Druck, in Zeitschriften mit einem hohen IF zu publizieren, beobachtsam. Je höher dieser allgemeine Druck ist, desto geringer ist die Wahrscheinlichkeit für einen einzelnen Autor wiederholt in derartigen Zeitschriften publizieren zu können. / The current thesis investigates the Impact Factor (IF) in scientific journals and its consequences for scientometric considerations. The results are: The Impact Factor is a value for Journals listed in the Science Citation Index, which show the average degree of acquaintance in the scientific community. It is much less a sign of quality than often believed. The IF is highly determined by the degree of the extent of the SCI. The Impact Factor is also, to a considerable degree determined by the availability of the cited sources. Methodological the IF depends strongly on the topical adjustment of the SCI. A linear correlation, found by R. Rousseau and G.V. Hooydonk (1996) between the Impact Factor and the number of papers per journal, is only valid in the analysed range of 0.5 - 3 examined by these authors. At higher IF values it comes to a flattening, and for values greater 7 even to a reversal of the curve. There is an annual increase of the Impact Factor in the SCI, in which the annual rate is rising as higher the IF is. More exact analyses have shown that the increase had an upper of 0.42, at the investigated time. Impact factors of Journals and prices for their relations depend only on a weak statistic from each other. Whether Journal is acquired, depends by far more strongly on the citations, which meets these magazines on itself. The IF rises with the number of copies of magazines if these already exhibit a higher IF. A clear separation between a cause and effect cannot be recognized here. It would be both possible that Journals with high IF experience increased demand, so that the copy number thereby rises and that the IF rises, because the Journal enjoys a high interest. Scientific authors are under pressure to publish in journals with Ifs as high as possible. The higher this general pressure is the smaller is the probability for an author to publish in such journals repeatedly. Exceptions are the publishers or editors of these Journals.

Transnational Private Authority in Education Policy: A Case Study of Microsoft Corporation in Jordan and South Africa

This thesis presents a case study of Microsoft Corporation’s Partners in Learning (PiL) program, an example of transnational policy authority in education, with two embedded case studies of PiL in Jordan and South Africa. The constructivist and rationalist approaches highlight the changing nature of governance through the cultural and strategic shifts that led to Microsoft’s policy role in education. Microsoft’s strategic profit interests and its corporate-social-responsibility aspiration to play a policy role in education influenced its educational footprint. From a top-down perspective, Microsoft used supranational forms of power by implementing its global PiL blueprint through similar PiL programs worldwide. From a bottom-up perspective, Microsoft used “localization practices” by engaging different subnational agents and used different strategies to gain footholds in two very different political and policy contexts. Microsoft’s top-down and bottom-up approaches link the supranational policy arena to the subnational or subgovernmental. Microsoft’s economic power and strategic engagement gave it entry into education. It gained expert authority from its extensive history and experience in education. Its expert authority was experessed through strategic relationship building through diplomacy and partnerships, policy networks, and the sharing of best practices. The company was however not able to claim absolute legitimacy because of resistance in both countries. This thesis highlights that at the governmental level, sovereignty does not disappear when transnational corporations become involved in education at the national level. Instead, nation- states become strategic sites for the restructuring of global policy roles. The Jordanian government became a public facilitator, by working with Microsoft to implement a stand-alone PiL program. The South African government became a public integrator, by implementing the PiL program within government policies and programs. Power was also redistributed within both countries, moving away from government education officials towards the monarchy in Jordan and the presidency in South Africa. The findings of the study highlight the need for corporations engaged in public education to be governed within instituted accountability measures, for appropriate partnership frameworks, and for governance tools that can both effectively engage companies in education and ensure that they work within common goals and values set out by international education organizations.

This diploma thesis examines changes, which the Czech-German Future Fund went through during its almost 20 years of functioning. The first part the author dedicated to theoretical concepts, which shed light on study of the Czech-German Future Fund. These theoretical concepts are reconciliation and public diplomacy. Thereafter are in tis thesis described efforts to compensate victims of National Socialism in Czechoslovakia and in the Czech Republic. This part of thesis is followed by description of the Czech-German Future Fund and its history. Based on this German-Czech Declaration of Mutual Relations and their Future Development of 1997 was the fund's mission to compensate victims of National Socialism, who didn't receive a compensation until then. The fund fulfilled this mission after 10 years of its function and also went through by many changes during almost 10 years of its functioning. The author describes these changes on which is based description of the project policy development of Czech-German Future Fund. After that the diploma thesis concentrates on changes in individual fund project groups, which are supported by the fund. A critical socio-historical analysis of the evolution of freedom of expression in the three most recent government of Ethiopia (1930-2014)

This historical study analyses the holistic dynamics of Ethiopia, taking into account political, social, economic, cultural, religious, and media development aspects, with a focus on the three most recent governments (1930–2014), in relation to freedom of expression. The analysis indicates that the Feudalist-Imperial system was clearly the extension of centuries-old imperial hegemony which had used religious, cultural and patriotic hegemony to stifle freedom of expression. During the Socialist-Military regime every sphere of society, including acts of expression, were oriented towards the revolution and socialist political ideology. During the current ethnically based so-called Revolutionary-Democratic regime, freedom of expression has been stifled by means of legislation, government and party structures, complex surveillance, and social networks. While the instruments of repression have differed, relatively speaking, from government to government, the extent of repression has remained similar over a number of centuries. Threats to freedom of expression derive from rulers or governments, in which instances they are entrenched through policies, laws and bureaucracies, from religious and cultural hegemonies, from poverty and a related lack of education and access to information, and from conflicts, rivalry and wars. These threats have their origins in three main interrelated causal or determining factors, namely the Certainty–Uncertainty Dilemma, Ethno-Luminary Thought and Narcissism, which together form a pyramid beneath which freedom of expression in Ethiopia has been trapped. This pyramid is identified in the study as the Social Pyramid, or the Pyramid of Repression Instruments, and it in turn gives rise to an overall web of suppression, that is, the Pyramid Trap of Repression. The study concludes that the repression of freedom of expression in Ethiopia is likely to remain intact, insofar as the threats to freedom of expression and the factors giving rise to those threats persist. While limited gains concerning the right to freedom of expression are achieved periodically, these are routinely undone and rolled back, since the Pyramid Trap of Repression is not dismantled. / In hierdie historiese studie word die holistiese dinamika van Etiopië ontleed, met inagneming van politieke, sosiale, ekonomiese, kulturele, religieuse, en media-ontwikkelingsaspekte. Daar word op die drie mees onlangse regerings (1930–2014) gefokus, ten opsigte van vrye meningsuiting. Die ontleding dui daarop dat die feodalisties-imperialistiese stelsel duidelik die uitbreiding van eeue-oue imperialistiese hegemonie was wat religieuse, kulturele en patriotiese hegemonie gebruik het om vrye meningsuiting te onderdruk. Gedurende die sosialisties-militêre regime was elke sfeer van die samelewing, insluitende dade van uitdrukking, georiënteer tot die revolusie en sosialisties-politieke ideologie. Tydens die huidige, etnies gebaseerde sogenaamde revolusionêr-demokratiese regime, is vrye meningsuiting onderdruk deur wetgewing, regering- en partystrukture, komplekse bewaking, en sosiale netwerke. Hoewel die instrumente van onderdrukking relatief gesproke verskil het van regering tot regering, het die mate van onderdrukking oor ʼn aantal eeue heen soortgelyk gebly. Bedreigings vir vrye meningsuiting is afkomstig van heersers of regerings (en in sulke gevalle word hulle beveilig deur beleide, wette en burokrasieë), van religieuse en kulturele hegemonieë, van armoede en ʼn verwante gebrek aan opvoeding en toegang tot inligting, en van konflikte, mededinging en oorloë. Hierdie bedreigings het ontstaan vanweë drie vernaamste kousale of bepalende faktore wat onderling verwant is, naamlik die sekerheid-onsekerheid-dilemma, etno-voorligter-denke en narsisme, wat gesamentlik ʼn piramide vorm waaronder vrye meningsuiting in Etiopië vasgevang is. Hierdie piramide word in die studie as die sosiale piramide, of die piramide van onderdrukkingsinstrumente, geïdentifiseer, en dit lei op sy beurt tot ʼn algehele web van onderdrukking – die piramidelokval van onderdrukking. Die gevolgtrekking van die studie is dat die onderdrukking van vrye meningsuiting in Etiopië waarskynlik onaangeroer gaan bly, so lank as wat die bedreigings vir vrye meningsuiting en die faktore wat tot daardie bedreigings aanleiding gee, onveranderd bly. Hoewel beperkte suksesse van tyd tot tyd behaal word rakende die reg tot vrye meningsuiting, word sulke prestasies dikwels ongedaan gemaak, omdat die piramidelokval van onderdrukking nie afgebreek word nie. / Communication Science / D. The statue called The Cathedral is a natural extension of my work, which deals with organic morphology of the landscape, both the details and grand compositions, which in the countryside vyskytují.Stejně like most authors is my creative work reflection of my surroundings, both personal so near in geographical terms. Integrating these aspects arise impetus to creation. In the case of sculptures entitled The Cathedral is a rendering of the very strong impression of verticality, which dominates the landscape. Regularly clashing with seemingly ordinary natural objects such as trees, soil, hills or reliefs and reliefs such as landscapes, I got into an imaginary dialogue, which I decided to answer this statue and also portray already mentioned impressed. This feeling is for me identically comparable to a situation where the viewer stands in front of the high Gothic building and trying to accommodate the shape of a giant who stands before him. Its peak, it seems so distant, as if no end, and the broad base is a kind of sign of confidence in the form of stability. Parallels between these seemingly different topics I could not miss, so I decided to call the statue Cathedral. In this work, as in previous ones, I try to get into organic sculptures character with the help of the deformation of materials, or basically draping. Compacting elastic materials to try to create the statues of the tension that fascinates me in nature and creates the impression of growth, which is in the countryside of one of the strongest motives. Shape diversity, which is in the landscape, in my inexhaustible source of inspiration and has become lately a space that fills me. When I release the perception of various aspects of your imagination and build imaginary composition, which would then be identical expression perceived impressions.

Who are we and what do we measure? : A case study of the dynamic relationship between performance measurement and organizational identity

Performance measurements have been described as a tool by which management can communicate expected standards of behavior as well as a shared meaning among members regarding the intended direction of the firm. In parallel, the organizational identity field relies on the premise that members can answer the question “who are we as an organization?” through a sense of shared understanding. The purpose of this paper is to investigate the implications a performance measurement system has on the employees’ perception of “who we are“, related to the theoretical framework of organizational identity. This paper utilizes a qualitative research method, a case-based approach of a Swedish life science company which is conducted in an exploratory manner. The case company is chosen due to its contextual setting regarding the newly implemented performance measurement system, along with the inherent characteristics of the industry in general, which is typically considered to be incongruent with such quantitative measurements. The empirical data is collected through eight interviews with members from the chosen case company, as well as through internal documents describing its performance measurement system. The authors propose a revised theoretical framework in which performance measurements and organizational identity are investigated through a conceptual model which explores their dynamic relationship. The findings reinforce well-known ideas of performance measurements and organizational identity, along with providing new insights on the dynamics between them. “The Nonmusical Message Will Endure With It:” The Changing Reputation and Legacy of John Powell (1882-1963)

This thesis explores the changing reputation and legacy of John Powell (1882-1963). Powell was a Virginian-born pianist, composer, and ardent Anglo-Saxon supremacist who created musical propaganda to support racial purity and to define the United States as an exclusively Anglo-Saxon nation. Although he once enjoyed international fame, he has largely disappeared from the public consciousness today. In contrast, the legacies of many of Powell’s musical contemporaries, such as Charles Ives and George Gershwin, have remained vigorous. By examining the ways in which the public has perceived and portrayed Powell both during and after his lifetime, this thesis links Powell’s obscurity to a deliberate, public rejection of his Anglo-Saxon supremacist definition of the United States.
