Academic Outcomes in Documented and Undocumented Student Advocates: A Test of Social Cognitive Career Theory

abstract: The Student Performance Accomplishments Questionnaire (SPAQ) was developed and validated in two studies with two normative samples totaling 315 college students, including a subsample of undocumented students. This instrument assesses academic performance accomplishments in the context of students' academic, extracurricular, and advocacy roles. Performance accomplishments are theorized to be one of four sources of efficacy (Bandura, 1977, 1986). Study 2 tested part of the Social Cognitive Career Theory model (Lent et al., 1994) in a sample of 154 student advocates. By conventional standards, the results yielded no support for the SCCT model and suggested the need for an alternative model. Results showed that student performance accomplishments in advocacy are highly related to students' academic outcomes, particularly choice actions. Choice actions were subsequently related to career goals and academic performance. No significant differences were found between documented and undocumented students on any of the variables studied. It was found that student advocates were significantly higher in performance accomplishments in advocacy, academic self-efficacy, choice action, and academic performance in comparison to student non-advocates. Not Separate, But Not Quite Equal: Undocumented High School Students, Dual Enrollment, Non-Resident College Tuition And The Dream of a College Education

abstract: Immigration status and educational opportunities are at the forefront of the current national conversation regarding "DREAMers": children of immigrants brought to the United States at a young age who lack legal status but are raised and educated in the American system. In 2006, Arizona voters passed Proposition 300, in part prohibiting in-state tuition for state colleges and universities to individuals who cannot provide proof of citizenship or legal residency. For those DREAMers who hoped to attend college following high school, this policy affected their ability to enroll because of the increased tuition and lack of eligibility for state-sponsored financial aid. This law's impact is also present in Arizona's public high schools. High schools, in partnership with community colleges, have created a robust system of dual or concurrent enrollment courses: college classes offered to high school students as a means of accelerating their learning. In this arrangement, full payments for tuition are required by families or by the programs that support the students, creating a system in public schools where some students are able to participate while others cannot due to their residency status. The aim of this study was to determine the educational, social, and emotional effects of Proposition 300 upon undocumented secondary students. Through qualitative analysis, this study relies upon focus group interviews with high school graduates impacted by Proposition 300 before graduation. Interviews were also conducted with parents and with educators representing both secondary and higher education. A total of nine students, two parents, and four education professionals participated in semi-structured conversations over the course of several months in the fall of 2012. The data was collected, analyzed, and coded, extrapolating common themes related to the review of literature and information from the participants. The findings describe the effects Proposition 300 has had as it pertains to undocumented students, their experience of their unequal access to dual or concurrent enrollment, the disconnect they have felt from their "documented" peers, and the emotional impact they have felt as a result of this law. Illegal and welcome : How school policy practice of secrecy generates conditional schooling opportunities for undocumented children in Sweden

Children who live in Sweden without a legal residence permit have the right to go to Swedish school. Students are thereby welcomed at the same time as they are considered illegal in society at large. In this qualitative study based on interviews, I rely on an explorative approach towards Swedish Compulsory School policy practice and the way it affects the schooling opportunities of undocumented children. Findings include how policy interpretation and enactment involves secrecy and socially compensatory acts. The school policy practice of secrecy is primarily enabling schooling opportunities for undocumented children. However, it also conditions these opportunities as participation presupposes concealment and self-restraint in order for the undocumented student to remain incognito. This ambivalence is identified on macro, meso, and micro-levels, as the ambiguous state policies are built into the school organization and reproduced on the school floor. Schools’ social compensatory support is partly expressed through challenges and resistance against unjust policy practices, and partly through civil commitment. The result show that schools’ social support relies widely on the arbitrariness of individual school agents; a commitment that stems from a situationally emerging ethical responsibility to aid undocumented students. It is thereby recognized as vulnerable, as the social support for undocumented students depends on individual agents.

Bakgrund: Vid genomgång av lagar och etiska riktlinjer som beskriver ramarna för en god vård uppstår betänkligheter kring att till papperslösa tillämpa en begränsad sådan. Personalen som arbetar inom primärvården i Region Skåne ska arbeta enligt stadgade lagar samt förhålla sig till de riktlinjer som tillhandahålls. Enhetscheferna är de som har en övergripande blick över verksamheten och ska leda utvecklingsarbete på vårdcentralen. Det tycks vara en stor utmaning och det saknas en bild av hur detta går till, specifikt avseende en god vård av papperslösa. Syfte: Syftet med denna studie var att undersöka tillvägagångssätt på enhetsnivå inom primärvården för att erbjuda papperslösa en vård i enlighet med svenska lagar och etiska riktlinjer. Metod: Intervjustudie med sex enhetschefer. Datamaterialet analyserades med innehållsanalys. Resultat: De kategorier som framträdde relaterat till hur enhetscheferna uppfattar att Region Skånes riktlinjer och begreppet vård som inte kan anstå omsätts i praktiken var: kontaktväg, definition av patientgrupp, bedömning av vårdbehov och tolkning av vård som inte kan anstå. De utmaningar som enhetscheferna upplevde att de stod inför avseende implementering av riktlinjerna var: försvårande faktorer vid upprättande av kontaktväg, svårigheter att definiera patientgrupp, patientsäkerhet och praktiska problem vid administrering, svårighet att tolka vård som inte kan anstå, samsyn genom vårdkedjan, vårdpersonals värderingar, resurser versus människovärde, vårdpersonalens behov av kunskap och bristande information till patienten. Slutsats: Genomgående i resultatet sågs inkonsekvens genomsyra vården. Således kan en god vård till denna patientgrupp enligt nuvarande lagstiftning inte säkerställas. / Background: A review of the laws and guidelines describing the scope of quality of care create a disinclination towards limiting the care for undocumented immigrants. The staff within primary care in Region Skåne should work in accordance with laws and the proffered guidelines. The nurse managers have an overriding view of the unit and should lead the development work at the health centre. This appears to be a challenge and a depiction of how this is done is lacking, specifically revolving the care of undocumented immigrants. Aim: The aim of this study was to examine how to offer undocumented immigrants a care in accordance to swedish laws and ethical codes on a unit level within primary care. Method: An interview study was conducted with six informants. The data were analyzed with content analysis. Results: The question of how nurse managers perceive the guidelines of Region Skåne and how a care that cannot be deferred is turned into practice resulted in these categories: connection to health care, definition of patient community, assessment of health needs and interpretation of care that cannot be deferred. The challenges that the nurse managers perceived they are facing regarding the implementation of guidelines were: problematic factors in establishing a connection to health care, difficulties to define the patient community, patient safety and practical problems of administration, difficulties to interpret care that cannot be deferred, consensus through the care chain, values among the heath care staff, resources versus human dignity, required knowledge among health care staff and lacking information to the patient. Conclusion: Throughout the result was an inconsistency found to permeate the care. Hence, the quality of care for these patients can not be ensured.

Presenting the Absent : An Account of Undocumentedness in Sweden

This thesis provides an ethnography and critical phenomenology of undocumentedness in the Swedish context. By attending to the forces and processes that circumscribe the life-worlds of undocumented persons, as well as the phenomenology and essential experiences of their condition, a complex and multi-layered illustration of what undocumentedness is and means is successively presented. Employing a dual conceptualization of the state, as a juridico-political construct as well as a practiced and embodied set of institutions, the undocumented position emerges as a legal category defined only through omission, produced and reproduced through administrative routine and practice. The health care sector provides empirical examples of state-undocumented interaction where the physical and corporeal presence of the officially absent becomes irrefutable. This research suggests that the Swedish welfare state – universalistic, comprehensive and with digitized administrative routines – becomes a particularly austere environment in which to be undocumented. Drawing on interviews with regional and local health care administrators, NGO-clinics’ representatives and health professionals, as well as extensive participatory observation and interviews with undocumented persons, I argue that the undocumented condition is characterized by simultaneous absence and presence, and a correspondingly paradoxical spatiality. I suggest that the official absence and deportability of undocumented persons deprives them of the capacity to define space and, in an Arendtian sense, appear as themselves to others. There are, however, some opportunities for embodied political protest and dissensus. The paradoxical qualities of the absent-present condition manipulate the undocumented mode of being-in-the-world and I argue that alienation and disorientation are essential experiences of the undocumented situation.

The policing of undocumented foreign nationals in South Africa

The increasing numbers of undocumented foreign nationals in South Africa not only has affected the provision of services provided by the local municipalities and the Department of Home Affairs but is also a huge challenge to the services provided by the South African police. The aim of this study was to explore the police experiences of dealing with undocumented foreign nationals in South Africa. A literature review was conducted to provide an overview of this problem nationally and internationally. Interviews, observations and document analysis were also considered to explore police experiences of dealing with undocumented foreign nationals. The findings of this study show that the South African police are “caught between a rock and a hard place” when dealing with undocumented foreign nationals within the constitutional framework of this country. They receive little support from the government and the relevant stakeholders on this matter, while on the other hand they are exposed to constant threats and lack of compliance from the undocumented foreign nationals and the criminal syndicates that facilitate illegal cross-border movements and the pressure from advocates of human rights principles and the media. These factors lead to increased frustrations among police officials and self-protective measures such as turning a blind eye to this problem. To deal with the problem the Inclusive and Interactive Refugee Management Model, which focuses on constant interaction among stakeholders, is recommended. Inclusive strategies are also recommended for dealing with undocumented foreign nationals.
