Le compromis clandestin : la condition des migrants thaïlandais sans autorisation de séjour dans la métropole parisienne / Clandestine compromise : the condition of undocumented migrants from Thailand in Paris Metropolis

Praphong, Vijit 20 November 2017 (has links)
This research studies the clandestinity of migrants without authorization of residence in metropolis. Its objective is to report the clandestine condition in the metropolis of the beginning of the 21st century, but also to show its impact and explain its emergence and perpetuation. To achieve the objective, a fieldwork - interviews and observations made with Thai illegal migrants residing in Paris and its suburbs and people in contact with them - was carried out. The survey makes it possible, in the first place, to characterize the clandestine condition by situations of invisibility, insecurity and incarcerated. It shows, secondly, that the clandestine condition draws these characteristics of clandestine personalities : melancholy, fear, reserve and discretion, but also pride. Moreover, another specificity of illegal migrants, built up by the clandestine condition, is they wish to end up returning to society of origin because they do not integrate into host society. Thirdly, the survey serves to identify the contexts, processes or conditions that generate, maintain and perpetuate clandestine condition. This leads to the formulation of this thesis: clandestine condition exists within the framework of the clandestine compromise, that is to say of the explicit and implicit agreements between employers, landlord and illegal migrants around social assistance and the impossibility of powers control or regularization of all illegal migrants. The clandestine compromise is the process that produces, maintains and perpetuates the clandestinity. The metropolis is conducive to clandestinity because it constitutes a place of escape from control and a large market for work and clandestine housing.

"Man måste göra det bästa av situationen" : Skolgång för barn som vistas i Sverige utan tillstånd

Lundell, Emelie January 2019 (has links)
In Sweden, children residing in the country without a permit has had access to schooling since 2013. Yet, only a few people have taken the time to do research on the topic and evaluate the policy change that gave these children right to attend elementary and upper secondary school. This essay adopts an administrative politics-perspective to evaluate their schooling based on a goal-fulfilment criterion. The goals are then used as a reference with which to compare the real policy effects. To gather information about the policy effects, six interviews were performed with centrally given actors within Uppsala municipality, Sweden. The first goal of reference in this thesis is presented in Swedish school law and government bill; all children shall have access to basic schooling. The second goal of reference is that these children’s education should be equivalent to that of other children in the country. This means that they have should have access to the school resources necessary for them to fully participate in their education. Generally, one can see that the achievement of these goals is questionable in Uppsala municipality. This result can also be generalised to a nation-level, with the help of the Swedish School Inspectorate, and thus demonstrating that the issues with the goal fulfilment in Uppsala municipality is strongly dependent on the lack of effective nationally stipulated measures and strategies.

Socialtjänsten och barn till irreguljära immigranter : en rättsvetenskaplig undersökning

Österling, Karin January 2006 (has links)

The aim of this study was to examine how the social services could investigate and support children of irregular immigrants within the boundaries of the law. More specifically it aimed to examine the legal possibilities and obstacles for the social services to support irregular immigrants, how the officials at the social services act considering the legal aspects, and how they reason morally and ethically when dealing with irregular immigrants. To answer the aim of the study the theory of positive law was used combined with qualitative interviews with two officials at the social services. Moreover a small quantitative telephone study with officials in the social services and with voluntary organizations was made. The study has used theories of sociology of law, law and ethics, and professional (civil) disobedience. The conclusions were that children of irregular immigrants are included by the Swedish law for social services, but are hindered from getting support by the legal obligation to inform the police authorities when the social services are dealing with foreigners who did not apply for a residence permit. There is a need for the officials to be extra committed in such cases and they break the obligation to inform to be able to support the children.

The policing of undocumented foreign nationals in South Africa

Mabudusha, Sekgololo Angel 06 1900 (has links)
The increasing numbers of undocumented foreign nationals in South Africa not only has affected the provision of services provided by the local municipalities and the Department of Home Affairs but is also a huge challenge to the services provided by the South African police. The aim of this study was to explore the police experiences of dealing with undocumented foreign nationals in South Africa. A literature review was conducted to provide an overview of this problem nationally and internationally. Interviews, observations and document analysis were also considered to explore police experiences of dealing with undocumented foreign nationals. The findings of this study show that the South African police are “caught between a rock and a hard place” when dealing with undocumented foreign nationals within the constitutional framework of this country. They receive little support from the government and the relevant stakeholders on this matter, while on the other hand they are exposed to constant threats and lack of compliance from the undocumented foreign nationals and the criminal syndicates that facilitate illegal cross-border movements and the pressure from advocates of human rights principles and the media. These factors lead to increased frustrations among police officials and self-protective measures such as turning a blind eye to this problem. To deal with the problem the Inclusive and Interactive Refugee Management Model, which focuses on constant interaction among stakeholders, is recommended. Inclusive strategies are also recommended for dealing with undocumented foreign nationals. This model supports a Left Realism perspective, which advocates collective responsibility towards human concerns / Police Practice / D. Litt. et Phil. (Police Science)

"Mexican Goodbye"

Hernandez, Xaviera 05 1900 (has links)
Mexican Goodbye is a collection of poetry that interrogates the dichotomy of a family fractured in conjunction with a speaker's coming of age. The collection reckons with divorce and the subsequent dissolution of the speaker's Mexican American family. Individual poems deal with sisterhood, daughterhood, Chicanismo, grief, the intergenerational impact of the immigrant experience, and inherited trauma. The titular poem illustrates the typical Mexican goodbye, a Latine despedida which can last hours, extended by continued chisme and prolonged conversation. It is this cultural phenomenon that the collection endeavors to encapsulate by lingering in narrative, listing childhood experiences, and allowing the speaker to yearn to return and remain in the past. Ultimately, the speaker desires to linger in the farewell.

Socialsekreterarnas ställning gentemot lagförslagen om anmälninsplikt : En kvalitativ studie som undersöker socialsekreterares ställning och deras handlingsutrymme inför lagförslaget om anmälningsplikt / The Position of Social Workers Regarding the Proposed Mandatory Reporting Legislation : A qualitative study investigating the position and discretion ofsocial workers regarding the proposed mandatory reporting legislation

Mahmoud, Nawal, Awes, Nada January 2024 (has links)
This study focuses on the proposed legislative amendment regarding mandatory reporting. The purpose of the study is to investigate how social workers within social services perceive the legislative proposal on mandatory reporting, identify ethical dilemmas that social workers associate with the mandatory reporting law, and explore how they reason about handling these dilemmas. Consequently, three research questions have been formulated and answered using a qualitative interview method. We interviewed six social workers and within social services from different areas. Lipsky's theory of Street-level bureaucrats (1980) and previous research in this area were used as theoretical frameworks. Our results indicate that social workers attitudes toward the legislative proposal vary; some remain critical, while others consider it similar to any other legislative proposal that regulates their work. Regarding the question of ethical dilemmas, they agree that such dilemmas can arise, but it does not necessarily affect all social workers. Concerning the management of role conflict and ethical dilemmas arising from mandatory reporting, there are different responses answers range from adapting the law to social workers' varied choices in handling this situation. Some argue that they want to align with the client's side, finding support in the organization's guidelines. On the other hand, there are those who believe it is best to follow the law to avoid potential consequences that may arise and conflict with the organization's mission and requirements. Some even choose to leave the workplace if they cannot align with the client within the organization's framework.
