It presents the conceptualization of the process and also the management process, its importance for the organizations, as well as the methodologies which are used for the implantation of this management model. It emphasizes the change in the managerial model adopted by the Brazilian government in quest for the effective usage of public resources, evinced by the following actions: the creation of the GESP?BLICA, the institutionalization of the service letter for citizens and the Electronic National Program. It was adopted, in this study, the delineation of the field research due to the insertion of the researcher in the study environment. The research has as its objective the accomplishment of the buying process modeling, as well as the formalization of the main activities of the process. The results have contributed to improve the efficiency of the researched process with actions to correct flaws detected throughout the study stage.

It has been common practice to import characteristics of the business environment in the public management of cities. The city marketing is a key tool used by public leaders to promote a linkage between the tourism image and urban image and involves, in addition to promoting the image of the city, the planning of interventions in urban space, trying to formulate a positive image of the city able to facilitate the deployment of capital. This research seeks to understand the nature of city marketing as part of contemporary urban management and analyzes how is its application in decisions concerning the promotion of tourism in Natal/RN. The approach of this research is qualitative, exploratory and descriptive, in which respondents were the main leaders of two of the official tourism site, the Empresa Potiguar de Promo??o Tur?stica and the Secretaria Municipal de Turismo e Desenvolvimento Econ?mico. It was found that there is a strong articulation of public power with private enterprise in the design and conduct of the actions of urban marketing, that from the survey data show that the behavior of target markets provide guidelines for taking strategic decisions relating to tourism. Sun and sea are some key elements explored to form the image of Natal and to authorize the sale of the city as a tropical paradise. However, there is an increase in the diversification of tourism products, seeking to increase flow to the segments of ecotourism, adventure, business and culture. It s also growing the use of local culture as a tourism product, however, the cultural representation focuses on superficial values and does not bring to light the social and historical richness that the city has. Public authorities use the city marketing strategies as a means able to maximize the attractiveness of Natal urban space to investors, business groups and tourists. It can be observed that urban managers seek solutions that can continuously increase the tours, which often manifests in interventions that focus the tourist areas of the city, in oposition of those who do not contribute to a positive reading of the city, which ultimately generate the worsening of spacial and social inequalities / A crescente import?ncia do turismo no conjunto das atividades econ?micas mundiais tem favorecido a intensifica??o da competi??o entre cidades que buscam criar ambientes atrativos para turistas e investidores em potencial. Tem sido comum a importa??o de pr?ticas caracter?sticas do ambiente empresarial na gest?o p?blica das cidades. O city marketing consiste num instrumento estrat?gico utilizado pelos dirigentes p?blicos para promover uma articula??o entre a imagem tur?stica e imagem urbana e envolve, al?m da promo??o da imagem da cidade, o planejamento de interven??es no espa?o urbano, buscando a formula??o de uma imagem positiva da cidade capaz de viabilizar a implanta??o do capital. Com base nessa realidade, o presente estudo busca compreender a natureza do city marketing enquanto elemento da gest?o urbana contempor?nea e analisar como se d? sua aplica??o nas decis?es relativas ? promo??o do turismo da cidade de Natal/RN. The research, exploratory descriptive kind, had theoretical basis on two knowledge areas Administrative Science and Social Communication and was developed at Instituto do Desenvolvimento Econ?mico e Meio Ambiente IDEMA, in Rio Grande do Norte. During data collection, were conducted spontaneous and semi structured interviews with directors and coordinators, besides the application of directed questionnaire to functionaries in two unites of the institution. Through the analysis and interpretation of the data, we came to the conclusion that the process of internal communication at a public organization fall in with same challenges of private organizations, but with peculiarities that attracts the scientific look specially, in concern of the attitude assumed by the administrators in the conduction of communication functions inside the organization, the profile of social actor and the communication channels used. Although the organizational communication represents more and more a strategic function, as an administration tool, the point that research gets to shows that in public organizations the communication refrains from administrative purpose and with the major objective of giving publicity to the institutional acts and actions / O presente estudo constitui uma an?lise do processo de comunica??o interna numa organiza??o p?blica, constru?da atrav?s do levantamento de dados origin?rios da conduta administrativa, da observa??o do padr?o cultural da organiza??o e de como se apresentam os relacionamentos interdepartamentais e interpessoais. The 1988 Constitution recognized the rights of life, liberty and personal integrity, considered torture and racial discrimination as crimes. The prime directive of the National Security and Citizenship (Law No. 11,707 of June 19, 2008 - PRONASCI-Brazil) expresses the commitment of the Brazilian state with the promotion of human rights. But despite this formal recognition, official violence continues to be used as a means of maintaining social order, consolidating a police action violating human rights (Amnesty International report "They go in shooting" - AI Index: AMR 19/025/2005) . This thesis analyzes the police work combined with the extension of citizenship rights, the spaces of freedom and democracy as a measure for the degree of affirmation or denial of the Human Rights in Brazil, and proposes the construction of a human friendly Police Force (Post - Colonial, Post-Abyss, Intercultural and Democratic) / Segundo o Plano Nacional de Seguran?a P?blica, a seguran?a ? The center of our interests is to evaluate if the operational changes in public administration in Brazil have really caused transformations in the municipal government which tend to constitute democracy in our country. The enlargement of civil society participation experiences in public management (at least as a proposal) has led to a great diversity of results even when executed by individuals from the same political party or with the same ideological interests. Thus, we investigate why the participative management process takes place in different forms even when the managers belong to the same party and share the same ideas. We based our analysis in the analytical scheme developed by Esping-Andersen (1991) in his studies about the cause for different welfare states in the world. We defend the thesis that the specifities in management are explained through an integrative analysis between the capacity of organization existent in society, the kind of govern coalition and the institutional legacy present in both cities. The complete analysis of the two experiences studied shows that there are similarities specially in the mayors government forms and in the importance they give in their speech to the participation of society as the element which sustains the management. Nevertheless, although both mayors are connected to the political party project, there are also differences in the advance of such process mainly because of the basis work performed by the left party among the popular movement, the kind of govern coalition which has been developed in the city and by the institutional legacy left by the former administration / Analisar experi?ncias de gest?o participativa em Natal e em Macei? constitui o nosso objeto de estudo, o qual surgiu do interesse em avaliar se as mudan?as operacionalizadas na gest?o p?blica, no Brasil, t?m realmente realizado transforma??es na esfera municipal de governo que tendam a consolidar a democracia no pa?s. A amplia??o das experi?ncias de participa??o da sociedade civil na gest?o p?blica (pelo menos como proposta) tem ocasionado uma grande diversidade de resultados, mesmo quando levadas a cabo por grupos pertencentes a um mesmo partido ou a uma mesma tend?ncia ideol?gica. Assim, a quest?o que nos impulsionou ? investiga??o direcionava-se a analisar por que o projeto de gest?o participativa se realiza em formatos diferentes, mesmo quando os gestores pertencem a um mesmo partido e seguem o mesmo discurso. A base te?rico-metodol?gica que d? sustenta??o a nossa an?lise tem como refer?ncia o esquema anal?tico montado por Esping-Andersen (1991) em seu estudo voltado para a investiga??o das causas da exist?ncia de diferentes tipos de Welfare States no mundo. Defendemos a tese de que as especificidades das gest?es, nos dois munic?pios estudados, v?o ser explicadas a partir de uma an?lise interativa entre a capacidade de organiza??o existente na sociedade, o tipo de coaliz?o governista e o legado institucional presente nesses munic?pios. A an?lise comparativa das duas experi?ncias demonstrou que h? semelhan?as, sobretudo, na forma de governar das prefeitas e na ?nfase que elas d?o, no discurso, ? participa??o da sociedade como elemento sustentador da gest?o. So, agree that there is an institution or public agency created for the purpose of protecting those who suffer most in the face of human rights violations: the needy. In Brazil, among other institutions and public agencies, the responsibility of the Public Defender to promote the protection of human rights. The constitutional system recognizes the institution in its essence the role of the state court, whose duty is to provide guidance and legal defense of the needy. The legal system as a whole sufraga the relevance of the Ombudsman as a mainspring of human rights. In the prison system, with the ultimate regulatory changes, such as Law 12.313 of 2010 which introduced changes to the Law 7.210 of 1984, the institution must ensure the correct and humane enforcement of sentences and the security measures pertaining to the needy. With the Complementary Law 132 of 2009, to systematize other duties of the Public Defender, highlighting their contribution to the movement of access to justice. Within the OAS, to adopt Resolution 2656, 2011, characterizing, with ruler and compass, the relevance of the Ombudsman access to justice and protection of human rights. In this step, the present study concerns the role of Defender in the legal protection of human rights, through monographic and deductive methods, as there remains a technical and theoretical connection between these two points themed legal phenomenon, since the rights humans, especially after the second half of the twentieth century, form the basis of the legal system of the major Western nations in the world. This led, therefore, the emergence of technical and legal institutions aimed at realizing human rights. This applies to the Defender. Access to justice and public service provision of legal assistance are human rights, therefore, essential to humans and necessary for social inclusion. Countries such as Brazil, marked by social inequality, depend on the structuring of institutions like the Defender, designed to promote citizenship to the Brazilian people / A concretiza??o dos direitos humanos consiste num pressuposto ao desenvolvimento dos povos, por isso reclama mecanismos e t?cnicas jur?dicas consent?neas e eficientes ? sua promo??o, prote??o e realiza??o. Assim sendo, conv?m a exist?ncia de uma institui??o ou ?rg?o p?blico criado com o prop?sito de proteger os que mais padecem diante das viola??es aos direitos humanos: os necessitados. No Brasil, entre outras institui??es e ?rg?os p?blicos, compete ? Defensoria P?blica promover a prote??o dos direitos humanos. A coleta de dados secund?rios foi realizada, no Instituto Brasileiro de Geografia e Estat?stica (IBGE), atas dos conselhos regionais; base de dados do Mtur, dentre outros documentos. Utilizou-se o software Excel para ajudar na compila??o dos dados secund?rios. As principais conclus?es s?o que as a??es desenvolvidas por meio do PRT ? executada de forma pontual e desconectada de um contexto maior, ou seja, n?o h? entendimento coletivo e colaborador. Este trabalho tamb?m revela a fr?gil condi??o das secretarias de turismo do interior do RN em recursos humanos e aparelhamento administrativo legislativo. De modo geral o PRT n?o contribuiu de forma substancial para o desenvolvimento do turismo no interior do RN, em grande medida pelos descompassos ideol?gico, funcional e executivo atrelados ao programa / The global political context features a movement in search to decentralize the power State decision-making to lower instances of governance in order to further strengthen democratic links and the governmental actions with legitimacy, efficiency and cooperation. In Brazil this tendency was advocated by the Federal Constitution of 1988, foreseeing that decentralization as a premise to the public policies formulation. Therefore, the Minist?rio do Turismo (Mtur) in 2003 at develop the policy to the sector creates the Programa de Regionaliza??o do Turismo (PRT), exactly in view of promoting the organization of regional councils of the tourist activity to accord peculiarities of the territory as well as to afford the cooperative and synergistic efforts among the private sector, civil society and government, having as one of its objectives the interiorization of the brazilian tourism. This work analyzes repercussions of the PRT in midlands of Rio Grande do Norte (RN) having as spatial area the tourist regions: Agreste/ Trairi and Serid?, both located within midlands. The research has as objective to examine the level of effectiveness of PRT to unleash the process of internalizing of tourism in RN. This research has qualitative character, the primary data collection used has been the interview. The secondary data collection was performed by Instituto Brasileiro de Geografia e Estat?stica (IBGE) datas, minutes of the regional councils; Mtur database, among other documents. It was used the Excel software to aid in compiling the secondary datas. The main conclusions are that the actions developed by the PRT is run-off and disconnected as a larger context, in other words, there is no collective and contributor understanding. This work also reveals the fragile condition of the tourism departments in midlands of RN in relation to human resources and legislative administrative. In general the PRT did not contribute substantially to the development of tourism in midlands of RN, largely by ideological, functional and executive dissonances linked to the program.

A forma fragmentada e desarticulada com que as a??es analisadas s?o desenvolvidas constitui em um limite, frente ao desafio para que a UFRN implemente, consequente e objetivamente, uma pol?tica de Educa??o Ambiental, que possa ser acompanhada e avaliada enquanto pol?tica p?blica eficaz, tanto nos marcos dos objetivos maiores da pr?pria Pnea quanto das demandas de desenvolvimento que se paute numa perspectiva socioambiental cr?tica. / The Environmental Education is a plural and diversified knowledge field, composed by a group of social agents of specific State, government and civil society sectors, with different world views and theoretical matrices that exercised and influenced its genealogy and constitutive dynamic. The Environmental Education ? while specific knowledge field ? has been produced, systematized and diffused in Brazil in the last decades by official State organisms, through public policies, as well as by social movements of popular education, and constitutes a large and historical movement about the environmental question, that was worldwide projected in the 1960 decade (the environmentalist movement). Concerning the creation of public policies and specific programs to the Environmental Education, in the scope of the governmental initiative, the approval of the National Policy of Environmental Education, by means of the Law n. 9.795/99 ? together with its regulatory decree, the Decree n? 4.281 ? represents the consolidation of a inclusion process of the environmental dimension in the educational field. These normative acts, beyond charging the public power with the incumbency to define public policies that incorporate the environmental dimension and to promote the Environmental Education in all education levels, also charge the educational institution with the duty of promoting this component in an integrated and articulated way with the educational programs that such institutions develop. In this context, it is aimed to identify and analyze under the light of the dialectical and historical materialism, the practices and concepts developed under the Federal University of Rio Grande do Norte (UFRN), with regard to its institutional policy on Environmental Education, relating it to establishing the Pnea. The analysis by means specific legislation on the subject and institutional documents UFRN. The research showed that, in general, the National Environmental Education Policy has limits to its effectiveness given the absence of specific funding for this purpose and the little government involvement in that the Brazilian State assumes, by through effective policies, the material conditions of financing actions with respect to this field of education. The fragmented and disjointed way the analyzed actions are developed constitutes a limit to the challenge for the UFRN implement, consistently and objectively, an Environmental Education policy, which can be monitored and evaluated as an effective public policy, both landmarks major goal of own Pnea as the demands of development whose agenda a critical environmental perspective.

O Minist?rio da Sa?de considera o aborto um grave problema de sa?de p?blica no Brasil e reconhece as repercuss?es que este provoca na vida pessoal e familiar das mulheres, principalmente as jovens, em plena idade produtiva e reprodutiva, que, se n?o forem amparadas, podem sofrer graves sequelas f?sicas e psicol?gicas. Esta pesquisa insere-se no campo das pr?ticas psicol?gicas em institui??o, as quais visam oferecer, por meio de modalidades diversas, entre elas o plant?o psicol?gico, uma aten??o psicol?gica nas institui??es. A aten??o refere-se ao acolhimento daquele que sofre no momento da crise e nos mais diversos contextos onde se fa?a presente uma demanda. Os sentidos dessa experi?ncia foram analisados ? luz da hermen?utica heideggeriana, que busca um determinado aspecto da realidade que se pretende conhecer/compreender, acompanhando o pr?prio movimento do homem em sua exist?ncia. Elegeram-se a cartografia e o di?rio de bordo escrito na forma de narrativa como recursos que possibilitam uma aproxima??o da experi?ncia cotidiana. O plant?o foi realizado no setor de curetagem da MEJC, no per?odo de mar?o de 2013 a fevereiro de 2014, todas as ter?as e quintas, das 9h ?s 12h. A trama existencial destecida nessa experi?ncia revelou algumas possibilidades e limites da pr?tica do plant?o no contexto estudado. Entre as possibilidades, o plant?o favoreceu ?s mulheres em situa??o de abortamento a produ??o de novos sentidos, como: perceber a necessidade de retomar o cuidado de si; ver no encaminhamento para a psicoterapia uma possibilidade de lidar com a perda vivenciada ou com outras quest?es de suas vidas; ampliar suas possibilidades de escolha; repensar sua vida sexual e reprodutiva; e rever suas rela??es afetivas e seus projetos de vida. O plant?o apresentou-se como um dispositivo de cuidado em sa?de ao sensibilizar as mulheres a buscarem as condi??es necess?rias para cuidar de sua sa?de e a questionarem o que naquele ambiente era encarado como natural. O plant?o revelou-se como uma pr?tica condizente com as demandas da sa?de p?blica ao criar/inventar modos de atender ?s necessidades das mulheres. Al?m disso, promoveu uma abertura no horizonte t?cnico das mulheres, o que foi visto a partir do aparecimento de quest?es para al?m da sa?de f?sica. Quanto aos limites, algumas demandas extrapolaram o servi?o de plant?o e exigiram encaminhamento para acompanhamento psicol?gico e outros servi?os especializados. O plant?o n?o conseguiu abarcar a totalidade das demandas existentes no setor e n?o sensibilizou a equipe de sa?de em rela??o ? sua procura e a uma mudan?a de postura para al?m do saber t?cnico. Por?m, embora n?o tenha realizado mudan?as concretas nesse contexto, denunciou suas principais dificuldades, como o despreparo da equipe de sa?de em lidar com o aborto para al?m dos procedimentos t?cnicos e a precariedade da infraestrutura e dos servi?os oferecidos. Por fim, o plant?o representou uma morada para as mulheres em situa??o de abortamento, permitindo que o seu sofrimento tivesse um lugar. / The present paper discusses the experience of a psychological emergency attendance in Maternidade Escola Janu?rio Cicco (MEJC) in Natal and has as main objective to investigate the limits and possibilities of this practice in offering psychological care to women in abortion situation. The Ministry of Health considers the abortion a serious medical problem in Brazil and acknowledge the repercussions it causes in personal life and between the women?s family, most of all among the younger ones, in fully productive and reproductive age, that if not supported may suffer deep psychological and physical wounds. This research inserts itself in the field of psychological practices in institutions, by many ways, and aim to offer, by different approaches, among then the psychological emergency attendance, a psychological attention at the institutions. This attention refers to a care during the suffering at the time of crisis and in the many ways that the problem is present. The results were analyzed at a heideggerian hermeneutics optics, which search a determined aspect of reality that intends to know/understand, accompanied by the man?s own movement in existence. The cartography and the logbook were chosen in narrative form as a resource to allow the approximation of daily experience. The emergency psychological attendance was realized on curettage setor of MEJC between march of 2013 and february 2014 at tuesdays and Thursdays from 9h to 12h. The existential plot unveiled at this experience showed some possibilities and limits of emergency psychological attendance as studied. Among the possibilities, the emergency attendance helped the women that suffered an abortion to find new meanings, as: realize the need to self-care; see in the attendance a way to cope with the lost or other issues in their life?s; to enlarge the possibilities of her choice; to rethink her sex e reproductive life, and rethink her relationships and life projects. The attendance has proven itself as a health care mechanism showing the women the need to search for the necessary condition to self-care and to question what in that environment was saw as natural. The attendance showed itself as a suitable practice to the health care demand by creating/inventing ways of meet the woman needs. The attendance promoted an opening at the technical horizons of women?s, what was realized when the complaints moved past the physical health. As refered to the limits, some needs was beyond the emergency attendance service and demanded forwarding to regular psychological care or others specialized services. The service was not able to attend all of the demands of the sector. The attendance did not touched the medical staff to its need or made a change in posture to act beyond the technicality. The attendance, although has not made change in this context, was able to show the main difficulties, like the lack on prepare of the medical staff to deal with the abortion past beyond the technical procedure and the precariousness of the infrastructure of the services offered. At last, the attendance represented a shelter to the women in abortion situation, allowing the suffering to have a place.

Optou-se por fazer um estudo descritivo, de natureza quantitativa e qualitativa utilizando como instrumento de coleta, a Escala de Clima Organizacional - ECO, elaborada e validada por Martins (2008), acrescida de quatro quest?es abertas. Esse instrumento se prop?e a dimensionar o Clima Organizacional a partir da percep??o do colaborador, obedecendo a uma escala de cinco fatores: apoio do gestor e da organiza??o, reconhecimento, conforto f?sico, controle/press?o e coes?o entre colegas. O p?blico alvo da pesquisa constituiu-se de todos os docentes, t?cnicos administrativos, terceirizados e bolsistas de apoio t?cnico da UFRN/Campus de Currais Novos, totalizando 88 colaboradores, sendo 38 docentes, 21 t?cnicos administrativos, 10 terceirizados e 19 s?o bolsistas de apoio t?cnico. A pesquisa de campo teve como locus o Campus de Currais Novos, e a coleta dos dados ocorreu no per?odo de 25 de setembro a 14 de outubro de 2014. Os resultados encontrados revelaram o clima organizacional positivo, o negativo, o predominante e sugest?es de mudan?as na organiza??o pesquisada com rela??o aos fatores do clima. A t?tulo de contribui??o com a UFRN e considerando os objetivos de um mestrado profissional, os resultados deste estudo diagn?stico ser?o apresentados ? dire??o do CERES para que sejam utilizados como mais uma ferramenta a possibilitar poss?veis a??es e ajustes no modelo de gest?o de pessoas no Campus de Currais Novos. / This research aimed to diagnose the Organizational Environment from Campus Currais Novos, taking notice to elaborate a technical report which can serve as management tool for policy and practical decisions about people management, from the perception of those who answered and also looking back to the institution. A descriptive qualitative and quantitative study was chosen, using Martins (2008) elaborated and validated Organizational Environment Scale (OES) as gathering tool, with four additional open questions. This tool intends to dimension the Organizational Environment from server's perception, observing a five elements scale: organization and manager support, acknowledgment, physical comfort, command/stress and colleagues cohesion. All servers from researched institution are part of target audience, in a totalizing 88; of which 38 are instructors, 21 are administrative technicians, 10 are outsourced and 19 are support technician trainees. Camp research happened at Currais Novos campus and data collection was online, from September 25, 2014 to October 14, 2014, with a 96.5% server?s response rate. Results have found an average environment with negative trend, with an overall average of 2.91; the lowest rate was physical comfort with an average of 2.66, directing to a negative perception about human resources development and organization care to its servers. The element found as prevalent from experienced environment for those who answered at Currais Novos campus, was colleagues cohesion element, with an average rate of 3.61, revealing sense of cohesion between servers that may have positive influence in aggregate work process. In the end, results achieved with research allowed to diagnose that Organizational Environment at Currais Novos campus, from servers viewpoint of all working categories and service time, shows average with negative trend pointing that none of the elements represents relevance or importance to researched institution. Based in environment diagnose, as a contribution and considering it as one of professional Master's degree goals, a technical report was elaborated to be presented to Centro de Ensino Superior do Serid? (CERES) direction so that it can be used as a tool that can enable eventual actions and adjustments in human resources management at Currais Novos campus.
