A qualidade da informa????o cont??bil na administra????o p??blica : uma proposta de melhoria da divulga????o da informa????o, com enfoque nos atos de gest??o

The administrative acts are events not directly linked to heritage itself, but that have the potential to affect it, such as contracts and guarantees. The Brazilian Government Accounting provides the record of this type of information in the memorandum accounts, which are among the groups balance sheet account, and during the process of NBCASP creating, a process that aims at the convergence of Brazilian standards with international standards, among many other matters, was treated in the manner of disclosure of administrative acts, and records kept in memorandum accounts and these remained within the Balance Sheet of the Brazilian public administration, even at odds with the provisions of IPSAS. It was found that so far there is no consensus as to how disclosure of such information, so the paper started with the assumption that there is opportunity for improvement. The objective of this research was to provide a proposal for the disclosure of the administrative acts, which more adequately disclose this type of information. To do this proposed demonstrative, was investigated the perception of TCU's user and the quality of information. The research methodology was through a qualitative approach, and data collection relied on literature and documentary, and finally the data were analyzed by using content analysis. Compared with the literature presented, the analysis revealed that information from the administrative acts of the Brazilian public administration is relevant to the TCU's user, however the form of disclosure needs to be modernized. The goal was achieved, therefore the demonstrative proposal will help to improve the disclosure of administrative acts. Because there is also demand for this type of control in private entities, for-profit or nonprofit, it is suggested that the demonstrative proposed to be applied in this study also for private companies. / O presente trabalho estudou a divulga????o dos atos de gest??o na administra????o p??blica brasileira, sendo este o objeto da pesquisa. Os atos de gest??o s??o eventos n??o ligados diretamente ao patrim??nio, mas que t??m potencial de afet??-lo, como por exemplo, contratos e garantias. A Contabilidade governamental brasileira prev?? o registro deste tipo de informa????es nas contas de compensa????o, que est??o entre os grupos de contas do Balan??o Patrimonial, e durante processo de cria????o das NBCASP, processo este que objetivou a converg??ncia das normas brasileiras ??s normas internacionais, entre tantos outros assuntos, foi tratado da forma de divulga????o dos atos de gest??o, e manteve-se os registros nas contas de compensa????o e estas permaneceram dentro do Balan??o Patrimonial da administra????o p??blica brasileira, mesmo em diverg??ncia ao disposto nas IPSAS. Constatou-se que at?? o momento n??o h?? consenso quanto ?? forma de divulga????o deste tipo de informa????o, e por isso partiu-se do pressuposto que h?? oportunidade de melhorias. Em confronto com a literatura apresentada, a an??lise revelou que a informa????o dos atos de gest??o da administra????o p??blica brasileira ?? relevante ao usu??rio TCU, todavia a forma de divulga????o necessita ser modernizada. O objetivo foi alcan??ado, haja vista que o demonstrativo proposto auxiliar?? a melhorar a forma de divulga????o dos atos de gest??o. This is because the expense is a concern among all the directors are not different to government managers. The aim of this study was to find relationship between the indicator of the wealth S?o Paulo index for Social Responsibility and public spending represented by the functions of government, and find possible trends of public expenditures of municipalities of S?o Paulo state, among those considered the richest and poor in 2000, 2002 and 2004. The research was quantitative in nature, with research literature, documentary and explanatory, and use as a statistical tool to multiple regression. We analyzed 75% of municipalities, making the number of 484 of 645 municipalities in the State of S?o Paulo. The difference of 25% is given for the lack of accounting data of the municipalities that did not send their information to the National Treasury Secretariat, which feeds the program FINBRA, preventing the study of all the municipalities of the state in those years. Municipalities that did not submit its accounting to NTS data were excluded from the search. Furthermore, a study was conducted on the functions of government, as proposed in the years to research, there were two doors: the n? 09/1974 and n? 42/1999 of. These ordinances help to standardize the constitutional budget cuts with regard to the functions of government. It must therefore standardize these functions of government for all municipalities and thus facilitate the work. The treatment given to this pattern was so historic, reviewing legislation since its determination from the end of the 1930s. For the indicator of wealth of the SPISR, not requiring special treatment, because all the municipalities of S?o Paulo State had its indicator. The answer to the question of research was that there is relationship between the indicator of wealth of SPISR in public spending made by municipalities in the years 2000, 2002 and 2004, so finding, including trends in spending between rich districts and municipalities as considered poor. It follows that the more rich for the municipality in S?o Paulo state, more spending on the functions of government relating to Health and Sanitation, and Education, Culture, Sport and Recreation, spending less on functions of government relating to Agriculture and Management Environment, Transport more / A presente pesquisa aborda o nascimento e hist??ria sobre munic??pios, sua estrutura, gest??o e uma ferramenta de avalia????o que os gestores p??blicos atualmente vem utilizando: os indicadores sociais. Isto porque o gasto e uma preocupa????o entre todos os administradores, n??o sendo diferente aos gestores governamentais. O objetivo deste estudo foi encontrar rela????o entre o indicador de riqueza do ??ndice Paulista de Responsabilidade Social e os gastos p??blicos representados pelas fun????es de governo, al??m de encontrar poss??veis tend??ncias desses gastos p??blicos de munic??pios do Estado de S??o Paulo, entre aqueles considerados mais ricos e mais pobres, nos anos de 2000, 2002 e 2004. Estas portarias auxiliaram na padroniza????o de pe??as or??ament??rias constitucionais no que diz respeito as fun????es de governo. Foi preciso, portanto, padronizar estas fun????es de governo para todos os munic??pios e assim viabilizar o trabalho. O tratamento dado a esta padroniza????o foi de maneira hist??rica, revendo legisla????es desde sua determina????o, proveniente do final da d??cada de 1930. Para o indicador de riqueza do IPRS, n??o necessitou de um tratamento especial, pois todos os munic??pios do Estado de S??o Paulo possu??am seu indicador. A resposta para a quest??o de pesquisa foi de que existe rela????o entre o indicador de riqueza do IPRS com os gastos p??blicos realizados pelos munic??pios nos anos de 2000, 2002 e 2004, permitindo encontrar, inclusive, tend??ncias de gastos entre munic??pios considerados mais ricos e munic??pios considerados mais pobres. Ado????o das normas brasileiras de contabilidade aplicadas ao setor p??blico (NBCASP) no sistema S : a percep????o dos profissionais do setor

They were instituted to provide assistance or teaching to certain social categories, with administrative and financial autonomy. The process of convergence of accounting practices in Brazil to international accounting standards has reached virtually every profit-making entities, spread to the public sector as a whole, and it was the same for the entities of the \"S\" System. According to NBCASP Brazilian standards applied to the public sector, which deals with the convergence with international standards, in 2012, the \"S\" System had to fully adopt NBC T 16. Considering that such changes can bring significant economic impacts to the sector, the aim of this work was to analyze, from the perception of accounting professionals, the difficulties in the adoption of NBCASP, the likely impact on equity and income, and the relevance to the industry, with new accounting practices adopted by Senac Regional Departments (DR), throughout the national territory. Moreover, to evaluate the stage of adoption. The research was conducted through a questionnaire to professionals responsible for the financial information of the 28 DR that made up the population sample of the sector. The results were submitted to descriptive analysis, to basic techniques of exploratory analysis, and statistical analysis techniques. It was noted, among other things that, in the perception of accounting professionals, the adoption of NBCASP can provide impacts to equity and income for the sector entities. The study revealed variables that cause difficulties in the adoption process and enabled to measure the degree of compliance adoption of NBC T 16. However, about the importance of adopting NBCASP, the adoption brought positive results for Senac, with \"transparency in the disclosure of the entity assets\" ; \"more appropriate and targeted financial position for the economic reality of the Entity\"; \"reliability of financial indicators for decision-making\"; \"professional improvement of with the proper use of accounting mechanisms\"; \"integration between sectors unrelated to accounting.\" / Os Servi??os Sociais, tamb??m conhecidos como Sistema S s??o entidades criadas por lei, de regime jur??dico de direito privado, sem fins lucrativos. Foram institu??das para ministrar assist??ncia ou ensino a determinadas categorias sociais, tendo autonomia administrativa e financeira. O processo de converg??ncia das pr??ticas cont??beis no Brasil para as Normas Internacionais de Contabilidade atingiu praticamente todas as entidades com ou sem fins lucrativos, estendeu-se para o setor p??blico como um todo, e n??o foi diferente para as entidades do Sistema S . Segundo consta nas NBCASP Normas Brasileiras Aplicadas ao Setor P??blico, quem trata da converg??ncia com as Normas Internacionais, o Sistema S ficou obrigado, a partir de 2012, a adotar integralmente a NBC T 16. It starts with the historical evolution of Brazilian Public Administration, the current diagnosis and the Navy situation before the innovation of the State Reform. The main projects and strategies of the State Administrative Reform and the available Public Administration management resources and their influences on Brazilian Navy are presented. Moreover, it shows the importance of the expense control in Public Administration and the Navy cost management implantation program through the system of Service Supplier Military Organizations (SSMO). Regarding the qualification context, it evaluates the teaching evolution of Public Administration in Brazil, public schools and civil and military servant qualification. Therefore, the results obtained in the Navy with the implement of accounting of cost and personnel qualification became evident. / Esta disserta????o procura investigar as condi????es existentes para capacita????o dos servidores civis e militares da Marinha do Brasil no gerenciamento de custos considerando os requisitos da Reforma do Aparelho do Estado, partindo da evolu????o hist??rica da Administra????o P??blica no Brasil, o diagn??stico atual e a situa????o da Marinha antes da inova????o da Reforma. Apresenta os principais projetos e estrat??gias da Reforma Administrativa do Estado e os instrumentos de gest??o dispon??veis para a Administra????o P??blica e para a Marinha. Mostra, ainda, a import??ncia do controle dos gastos na Administra????o P??blica e a implanta????o do gerenciamento de custos na Marinha por meio do sistema de Organiza????es Militares Prestadoras de Servi??os (OMPS). For this reason, a study was made of Campo Grande Region case, in Campinas. We looked to learn about the city s history, of the collective transport development of the region and of the managing agency in charge of the collective transport system. Although the initial mark of this system begins from the railroad foundation in 1872, the public transport administration was relegated to a second plan for more than a century, once Setransp (City Department of Transport) was only created in 1980, and the company administrating the Emdec (Campinas Developing City Company) was only born in 1989. A critical evaluation showed a decrease of the lower class population s mobility caused by the tariff costs of collective transport. Thus, it seems evident that Emdec, a public company, needs to play a more efficient role towards this needy community, who needs buses but which is every day more distant of this way of transport. / Este trabalho teve como objetivo oferecer elementos que ajudem na melhoria dos servi?os de transporte coletivo p?blico, voltados para cidad?os das camadas sociais mais pobres e que vivem em um territ?rio com n?vel prec?rio de urbaniza??o. Para isso, realizou-se um estudo de caso da Regi?o do Campo Grande, em Campinas. Procurou-se conhecer a hist?ria do munic?pio, do desenvolvimento do transporte coletivo na regi?o e do ?rg?o gestor encarregado de cuidar do sistema de transporte coletivo. Apesar desse sistema ter como marco inicial a funda??o da ferrovia em 1872, a gest?o do transporte p?blico ficou relegada a um segundo plano por mais de um s?culo, pois somente em 1980 foi criada a Setransp (Secretaria Municipal de Transportes), e a empresa gestora do transporte Emdec (Empresa Municipal de Desenvolvimento de Campinas) s? surgiu em 1989. Uma avalia??o cr?tica mostrou uma diminui??o da mobilidade da popula??o de baixa renda, causada pelo custo da tarifa do transporte coletivo. Assim ficou evidente que a Emdec, uma empresa p?blica, precisa exercer um papel mais efetivo em rela??o a essa comunidade carente, que mais precisa do ?nibus e que, a cada dia, fica mais distante deste meio de transporte.

The topics include social inequality, power relations in the justice system and healthy human development. These themes are central to the work of psychologists in Public Defender, since this organ works exclusively with whom the law defines as economically needy population. The objective was to find a critical way of action wich is proper to the place of the technical assistant in legal proceedings. Possible interventions was thought to the technical assistant capable to modify the family realities on the prevention of the occurrence of separation of children from their households due to lawsuit. The method used was qualitative documental research, in wich nine Administrative Procedures (PA) of the Public Defender were read and organized into vignettes and cases. The PA contain documents from agencies such as the Public Prosecutor, Court of Justice and others. Thus, it was possible to observe four problem situations that were common in the analyzed procedures. These are: babies institutionalized directly from maternity hospital, evaluation of material issues, individual guilt and lack of theoretical and technical background in the documents. The issues were discussed from the potencial of action of the technical assistant in their confrontation. Practical proposals, like the development of a visitation diary, were thought in the scope of the psychologist s work. It was concluded that preventive and community actions are useful tools to the work of the technical assistant. / A presente disserta??o versa sobre as possibilidades de atua??o do psic?logo como assistente t?cnico judici?rio na Defensoria P?blica em a??es de destitui??o do poder familiar. Os temas abordados abrangem a desigualdade social, as rela??es de poder no sistema de justi?a e o desenvolvimento humano saud?vel. Estes temas s?o centrais para o trabalho do psic?logo na Defensoria, posto que este ?rg?o trabalha exclusivamente com o que a legisla??o estabelece como popula??o economicamente necessitada. O objetivo do trabalho foi o de encontrar uma forma de atua??o cr?tica que seja pr?pria ao lugar do assistente t?cnico em processos judiciais. Foram pensadas interven??es poss?veis ao assistente t?cnico capazes de modificar as realidades familiares a ponto de se evitar a ocorr?ncia da separa??o de crian?as de seus n?cleos familiares decorrente de a??o judicial. O m?todo utilizado foi o qualitativo com pesquisa documental, em que nove Procedimentos Administrativos (PA) da Defensoria foram lidos e organizados em vinhetas e casos. Os PA cont?m documentos de ?rg?os como o Minist?rio P?blico, Tribunal de Justi?a e outros. Foi poss?vel observar quatro situa??es problemas frequentes nos procedimentos analisados. Six practical psychologists who were hired to work in Campinas health public centers took part in this study. They were available to work in the community centers and the income making workshops. In order to collect the data, non-directive active interviews were used which were assigned by the researcher so that the participants could talk freely about their work experiences in the community. Besides the interviews the researcher also used afterthoughts files about important situations in the community center where she has worked. The results showed that the psychology practice major toward the aspects that transcend the interiority of the person and goings on in collective places is fundamental to the development of the enlarged practice. So, it was possible to conclude that the community centers are places where you can have an enlarged practice that differs from the traditional one. The practice that happens there is the one that doesn?t back by the symptoms or healing. The procedures are lined up from what is healthy in the person. There were several elements showed by the interviewed that make the community centers efficient to care the mental health so that we can assure its legitimacy practice. The activities in the workshops bring several positive aspects in the people?s life, such as: abilities discovery and competence, autonomy , contratuality , self-worth improvements, remeaning of life experience from creation, possibility to pass from a incapable person to someone able to produce something with social standards. We can say that the practice highlight is its own social interaction that happens in the several workshops, through relationships lined up by the solidarity and respect of the differences. Regard the community centers potentiality for health care and psychiatric reform, we can point out the importance of legitimate them in the health public service from other theoretical systematizations that can show the practice richness developed in those places. / Esta pesquisa buscou compreender como viv?ncias comunit?rias de psic?logos cl?nicos poderiam contribuir para amplia??o do conceito de cl?nica psicol?gica em sa?de p?blica. Delimitou-se como campo deste estudo, as viv?ncias a partir dos Centros de Conviv?ncia e oficinas de gera??o de renda. Trata-se de um estudo qualitativo que utilizou o m?todo fenomenol?gico para coleta e an?lise dos dados. Participaram desta pesquisa, seis psic?logos cl?nicos contratados para trabalhar na rede p?blica de sa?de de Campinas-SP que dispunham de carga hor?ria para a??es nos Centros de Conviv?ncia ou oficinas de gera??o de renda. Para a coleta dos depoimentos, foram utilizadas entrevistas do tipo n?o-diretiva ativa, que partiram de um convite feito pela pesquisadora para que os participantes falassem livremente sobre suas experi?ncias de trabalho na comunidade. Al?m das entrevistas, a pesquisadora tamb?m utilizou registros de reflex?es sobre acontecimentos significativos a partir do pr?prio espa?o comunit?rio onde ela atuava como profissional. Os resultados apontaram que a forma??o em psicologia cl?nica voltada para aspectos que transcendem a interioridade do sujeito e a??es em espa?os coletivos ? fundamental para o desenvolvimento da cl?nica ampliada. Al?m disso, foi poss?vel concluir que os Centros de Conviv?ncia s?o espa?os comunit?rios onde ? poss?vel desenvolver uma cl?nica ampliada que difere da cl?nica tradicional. A cl?nica que acontece nesses espa?os ? um tipo de pr?tica que n?o se sustenta pelo sintoma ou pela cura. As a??es s?o pautadas a partir do que ? saud?vel no indiv?duo. Foram v?rios os elementos apontados pelos entrevistados que fazem com que os Centros de Conviv?ncia sejam potentes para o cuidado em sa?de mental de modo que possamos afirmar sua legitimidade cl?nica. As atividades nas diversas oficinas trazem v?rios efeitos positivos na vida das pessoas como: resgate ou descoberta de habilidades e compet?ncias; aumento da autonomia e da contratualidade; aumento de auto-estima; ressignifica??o de experi?ncia de vida a partir de uma produ??o; possibilidade de passagem de um lugar de sujeito incapaz, improdutivo, para algu?m capaz de produzir algo de tenha valor social. Pode-se dizer que o ponto alto desta cl?nica ? a pr?pria conviv?ncia que se d? nas diversas oficinas, atrav?s de rela??es e encontros pautados pela solidariedade e respeito ?s diferen?as. Considerando a potencialidade dos Centros de Conviv?ncia para cuidado em sa?de e para a reforma psiqui?trica, aponta-se a import?ncia de legitim?-los dentro da rede p?blica de sa?de a partir de outras sistematiza??es te?ricas que possam traduzir a riqueza das pr?ticas desenvolvidas nesses espa?os.

By mentioning this gap, it was aimed to know better these two categories. In order to do that, it is defended the thesis that psychology is not inserted in the public school day life, therefore, it is not involved with youth, mainly, in its professional orientation practice, which does not face the discussion of education to the work world in the capitalist system. In this perspective, the present study aimed to analyze youths conceptions, students of Adults and Youths Education (EJA), who take the second phase of Fundamental School, about the articulation between school and work as a fundamental element of human life. The methodologic way was based upon a qualitative model, under the light of Historic and Dialect Materialist method; the research was guided by ethics procedures, by an interview guide with the following dimensions: Personal; Schooling; Work; and Future Expectations, and by information which were recorded in Field Rollcalls. The theoretical basis was built starting from four structural axles: 1) The day life and work in contemporaneous Capitalism; 2) Education and Work; 3) Youth; and 4) School Psychology and Professional Orientation. The data were set from the four dimensions that undertook the investigation way and guided the analysis. The outcomes showed that many participants of this research studied and worked, although in poor conditions; and had the acknowledgment of school learning as a tool that enables personal, professional and social growth many of them spoke about their dreams to take a University course. The analysis were performed from each one of the four mentioned dimensions, and conclude that the school psychologist action in public school is relevant because it enables students and the others from school community, the practice of reflections and analysis about concrete reality towards emancipation. / A rar?ssima presen?a do psic?logo escolar na rede brasileira de ensino p?blica, possivelmente apresenta lacunas, como a falta de um trabalho, no ?mbito da orienta??o profissional, que considere a discuss?o da d?ade escola e trabalho como categorias relevantes da vida material em uma sociedade dividida em classes. Ao suscitar essa car?ncia, buscou-se conhecer melhor essas duas categorias. Para tanto, defende-se a tese de que a Psicologia n?o est? inserida no cotidiano da escola, portanto, essa ci?ncia n?o est? envolvida com a juventude de classe popular. Nessa perspectiva, o presente estudo teve como objetivo analisar concep??es de jovens de classe popular, estudantes da Educa??o de Jovens e Adultos (EJA) - Ensino Fundamental, sobre a articula??o entre escola e trabalho como elemento fundamental da vida humana. O percurso metodol?gico baseou-se na modalidade qualitativa, ? luz do m?todo Materialista Hist?rico e Dial?tico; a pesquisa orientou-se por procedimentos ?ticos, por um roteiro de entrevista composto de quatro dimens?es: Pessoal; Escolar; Trabalho; e Expectativas de Futuro, e por informa??es que foram registradas nos di?rios de campo. A fundamenta??o te?rica foi constru?da em quatro eixos estruturantes: 1) A vida cotidiana e o trabalho no Capitalismo contempor?neo; 2) Educa??o e Trabalho; 3) Juventude e Classe Social; e 4) Psicologia Escolar e Trabalho. Os dados foram dispostos a partir das quatro dimens?es que subsidiaram o encaminhamento da investiga??o e orientaram as an?lises. Os resultados mostraram que muitos jovens trabalham, embora em condi??es salariais prec?rias; eles reconheceram a escolaridade como instrumento que possibilita a ascens?o pessoal, profissional e social muitos verbalizaram a vontade de cursar o ensino superior. Os resultados tamb?m sugerem a import?ncia da atua??o do psic?logo no ambiente escolar, de forma integral, especialmente, em programas educacionais, cujos participantes apresentam vulnerabilidades referentes ? sua trajet?ria de vida em ?mbito hist?rico, econ?mico e social.

This methodology was proposed to the public schools of Campinas / SP. The research sought to identify and discuss the action performed by students who joined the program to provide an analysis on the role youth. The objective was to understand and identify the methodology of the Programa Aprendiz Comg?s contributed to the action of the young protagonist of state public schools. Was used in qualitative analysis of information obtained from documents and through a questionnaire applied to pupils participating. He concludes that the Apprentice Program Comgas partially contributed to the formation of juvenile protagonist in schools of Campinas / SP. However, young people were framed in a neoliberalism role, which sees as the social problem. / A presente pesquisa discute o hist?rico de participa??o dos/as alunos/as no processo de elabora??o e execu??o de projetos sociais baseados na metodologia do Programa Aprendiz Comg?s proposta ?s unidades de ensino da rede p?blica estadual de Campinas/SP. A pesquisa procurou identificar e discutir a a??o realizada por alunos/as que integraram o Programa para apresentar uma determinada perspectiva de an?lise acerca do protagonismo juvenil, que, como discutido neste trabalho, ? sujeito a diversas compreens?es. Al?m disso, a inten??o foi compreender e identificar se a metodologia do Programa Aprendiz Comg?s realmente contribuiu para a efetiva??o da a??o protag?nica dos/as jovens das escolas p?blicas estaduais participantes. Nas an?lises qualitativas empreendidas utilizou-se de informa??es obtidas em documentos e por meio de question?rio aplicado aos/?s alunos/as participantes. E, baseado nos conceitos de juventude, pol?tica p?blica, cidadania, bem como nos resultados obtidos com a pesquisa, conclui-se que o Programa Aprendiz Comg?s contribuiu parcialmente para a forma??o do protagonista juvenil em unidades de ensino da rede p?blica estadual de Campinas/SP. Entretanto, nestas unidades de ensino, os/as jovens foram enquadrados numa perspectiva de protagonismo neoliberal e salvacionista, que os/as enxerga como problema social e busca sua adequa??o ? ordem e ?s exig?ncias do mercado do trabalho.
