The purpose of this study is to search and analyze different logics that operators use in the work of helping juvenile delinquents to break their criminal behavior. New institutional theory is used in this study to analyze the results. The study was conducted through qualitative interviews of six professionals in two municipalities which work with juvenile delinquency. There are two questions that we want to address in this study. The first one is what methods the social workers are using in two middle large municipalities to help youth to brake there criminal behavior. The other question is what logics are behind the social workers work so that juvenile delinquency can break their criminal behavior.This study showed that different programs are used by social workers and that the social workers logics are important in choosing what program or treatment they are going to give the young adults so that they can break their criminal behavior. The result also showed that the social workers in two municipalities work with multiple operators such as schools and police to create a network around the youth in difficult situations.

I spänningsfältet mellan profession,marknad och byråkrati : En fallstudie om hur skolaktörerna på en kommunal skola talarom sitt arbete

Den svenska skolan har genomgått drastiska förändringar de senaste decennierna. New PublicManagement-idéerna som trädde in i den offentliga sektorn under tidiga 90-talet innebar förändringari strukturer och processer, bland annat inom skolan i syfte med att ersätta professionell egenkontrollmed management i hopp om att skapa kontrollerbarhet och effektivitet. De nya idéerna som infördesersatte inte de gamla styrningsmodellerna. Det blev istället mycket av allt vilket benämns sominstitutionell trängsel. Flera forskare poängterar att som följd av detta har skolaktörerna ett komplextsammanhang att förhålla sig till, då det råder flera styrningslogiker. Då vi intresserar oss av hur dessalogiker påverkar skolaktörernas arbete har vi utfört en mindre fallstudie på en kommunal skola. Syftetmed studien är att få kunskap om vilka institutionella logiker som synliggörs när skolaktörer talar omsitt arbete och vad samexistensen av flera styrningslogiker inom skolan gett för påverkan förskolaktörernas vardagliga arbete. Resultatet visar på att tre institutionella logiker synliggörs -marknadslogik, byråkratisk logik och profession. Deras påverkan på skolaktöreras arbete tas i uttrycki bland annat en stramare budget att förhålla sig till, större krav på marknadsföring av skolan,upplevelser av minskade möjligheter att fatta beslut och påverka och ökat dokumentationsarbete.Krockarna som uppstår mellan styrningslogikerna orsakar i sin tur stress hos skolaktörerna. / <p>Godkännande datum: 2018-06-10</p>

This study is meant to analyse the purpose of reorganizing cultural activities within the municipal political and management organization, how such a procedure progresses, and to which extend the organizational location reflects the role of cultural activities in the municipal. To depict the procedure of reorganizing cultural activities in the municipal organization I used qualitative content analysis. When I analyse the role of culture and why the reorganization was made I used idea analysis with ideal types as a tool to contrast different reasons for the reorganization. The ideal types I used was Thomson and Svenssons institutional logics and Dorte-skot Hansens cultural-political rationalities. I came to the conclusion that the sources I have used, documents of public decisions, does not include cultural-political motivations for the reorganization, though it includes motivations about organizational location. On the other hand I received an overview of the procedures progression in Forshaga municipal.

Pansarskott och PRIO : En studie om hur logikernas kamp påverkar pluton- och kompanichefernas situation på Skaraborgs regemente

The Swedish Army has seen many changes over the last thirty years and the role of the officer has had to adapt accordingly. Previously, officers at the Skaraborg Regiment began their careers as instructors of conscripted soldiers. As they progressed, they would typically become staff officers. In their formative years, their duties were centred on life in both the field and in the barracks with day-to-day contact with soldiers and other officers. At this level, an officer’s role would be to prepare and train conscripted soldiers for “the demands of war” based on the military logic. If this stage in the officer’s career went well, they would then progress towards administration and management. Taking the place of the barracks and the field, the workplace became headquarters and offices. There would be less contact with conscripted soldiers but instead there would be more interaction with fellow staff officers and civil servants - along with a greater emphasis on the understanding of law, regulations and rules. This part of the officer’s career was based on the civil service logic.    Today, the officer is a manager and employer of both professional soldiers and other officers. It is necessary for them to assume these roles early on in their career. This means that during their formative years they must be ready for changes between training for combat and working in an office; between leading units and following regulations. The officer of today is forced to live in two institutional logics that are totally disparate. Successful platoon and company commanders of today’s army must be fluid between the military logic and the civil service logic: as seamlessly as swapping weapons for pens.    In their daily lives, the military logic and the civil service logic are coupled. The platoon and company commanders of today live in the two institutional logics on a day-to-day basis. But there are conflicts of interest between the two that need to be addressed. The platoon and company commanders of today haven’t the time to work as much in the military logic as they have been able to in the past because the civil service logic takes up much of their time. It’s a little like the police often complaining that they are unable to get out on the beat as they are too busy filling out paperwork.   In order to meet a changed threat to national security, the Swedish Armed Forces wishes to increase the numbers of army brigades and recreate an army division. In order to staff this larger organisation, with its larger need of officers at brigade and division level, the requirement of the Swedish Armed Forces is to accelerate officers’ careers in order to meet demand. This is all well and good, but the challenge for platoon and company commanders still remains that it is essential that they gain enough experience and knowledge in order to become good enough leaders. Their skills must be good enough to lead and train platoons and companies thoroughly, whilst at the same time prepare themselves for battalion, brigade and divisional levels.   The purpose of this study is to increase the understanding of platoon and company how the clash of logics impacts the platoon and company commanders at the Skaraborg Regiment. The study is concluded by suggestions to the Swedish Armed Forces and to the Skaraborg Regiment to meet the growing challenges of the platoon and company commanders.

Sammanfattning Examensarbete i redovisning och finansiering för Civilekonomprogrammet, 4FE17E – VT2020    Titel: Prestationsutvärderingens avspegling av institutionella logiker – En studie i revisionsbranschen Inledning: Kunskap om institutionella logiker är aktuellt för att förstå sig på en organisations agerande. Inom revisionsbranschen återfinns två institutionella logiker, vilka har möjlighet att ge en fingervisning om framtida vägval inom en föränderlig bransch. Det återfinns däremot en avsaknad av metodverktyg för att identifiera institutionella logiker i nutid. Syfte: Studiens syfte är att bedöma utvärderingsprocessens potential som verktyg för att identifiera befintliga institutionella logiker i en organisation samt beskriva hur dessa manifesterar sig irevisionskontexten. Metod: Genom en deduktiv ansats har idealtyper för såväl den professionella som den kommersiella logiken formats, dessa har därefter studerats empiriskt genom en intervjustudie angående utvärderingsprocessen. Utifrån resultatet i den empiriska studien sker en bedömning av utvärderingsprocessens potential som verktyg. Slutsats: Resultatet påvisar att båda logikerna är närvarande hos individer i urvalet. Revisorer med störst möjlighet att påverka utvärderingens innehåll tenderar att vara mer kommersiella, vilket influerar utvärderingen av medarbetare. Utvärderingsprocessen som verktyg visade potential då vi lyckats identifiera institutionella logiker på individnivå. Begränsningar återfanns även i form av svårigheter att identifiera institutionella logiker på organisationsnivå. Därmed uppmanar vi till vidare utveckling av verktyget samt en diskussion gällande användandet av logikbegreppet på en organisationsnivå. / Abstract Degree Project in Accounting and Corporate Finance, The Business Administration and Economics Programme, 4FE17E – VT2020 Title: The identification of institutional logics through performance evaluations – A study within the auditing industry   Introduction: Knowledge about institutional logics is current to understand an organizations behavior. Within the auditing industry two institutional logics are found, which has the possibility to predict the future choices within a changeable industry. However, there is a current lack of tools of methods to identify present institutional logics.   Purpose: The purpose of the study is to assess the potential of performance evaluation as a tool to identify existing institutional logics within an organization and describe how these manifests themselves in the audit context.   Method: Through a deductive approach ideal types for both the professional and the commercial logic have been formed, these have been studied through an interview study regarding the evaluation process. Based on the results of the empirical study, an assessment of the potential of the evaluation process as a tool is made.   Conclusions: The result shows that both logics are present within individuals in the sample. Auditors with the most influential power to affect the content of the evaluation tend to be more commercial, which influences the evaluation of employees. The evaluation process as a tool showed potential as we succeeded in identifying institutional logics at an individual level. Limitations were also found within the form of difficulties in identifying institutional logics at an organizational level. We therefore encourage further development of the tool and a discussion regarding the use of institutional logics as a concept on an organizational level.

Purpose: The purpose of this study is to describe how economical and sporting logics appear, and how they interact in an Allsvenskan football club's budgeting. Method: This study is based on a qualitative method with an abductive approach and has been conducted through semi-structured interviews with the help of four different respondents from four varying football clubs in the Allsvenskan. Theoretical framework: The theoretical framework consists of relevant theories that formed the basis for the work's operationalization scheme. The theories are based on institutional logics, the relationship between the logics, budget and its various processes and what financial and sporting conditions the Allsvenskan football clubs face. Finally, the analysis model that the study's analysis will be based on is included. Empirical: The study includes interviews with four different football clubs at the Allsvenskan level. The selection is based on that the participating football club has been competing in the Allsvenskan for at least seven consecutive years including this season. The respondents who represent each club have the position as either CEO, club manager or CFO. Conclusion: Football clubs are associations that actively work with budgets similar to regular companies. The clubs focus a lot on specifically two institutional logics when implementing their budget, finances and sports. It is along these that the club's goals are planned. An important aspect of the clubs' budget, that affects both the economy and the sports majorly, is audience and sponsorship income. These can vary frequently, and therefore the clubs follow up their budget and analyse it for possible adjustments. Football clubs are complex organizations, and in order to establish a stable budget, structural differentiation strategies can be preferable to get a clearer picture of both economic and sporting logics from the club's sub-activities.

Individens behov i praktiken? En etnografisk fallstudie om styrande principer i den kommunala boendeprocessen för personer med intellektuell funktionsnedsättning

De senare åren har det gått mode i tal om att sätta individen i centrum inom socialtjänsten. Självbestämmande och delaktighet är hörnstenar i Lag om stöd och service till vissa funktionshindrade (1993:387). Men är brukarens behov styrande i praktiken? I uppsatsen studeras LSS-processen utifrån ett slags organisatoriska ideologier, s.k. professionella logiker, och hur de tar sig uttryck i praktiken. Sedan tidigare är det känt att professionella logiker som domineras av hierarkier respektive av klassisk kompetens konkurrerar med varandra. I det teoretiska ramverket deltar även en brukarmandatslogik.I denna etnografiska kvalitativa fallstudie studeras tre kommuner som i huvudsak har en välskött LSS-verksamhet. Huvudaktörer som studeras är biståndshandläggare på beställarenheter och baspersonal på utförarens boenden men också andra aktörer som filtrerar logikerna studeras. Logikernas principer och praktisk applicering av dessa analyseras utifrån kunskapsbas, kontroll, auktoritet och handlingsutrymme samt dokumentation. I analysen har jag kommit fram till att olika logiker visar sig olika starka i processens olika faser. Ett tydligt exempel på nyinstitutionell särkoppling är den formella uppföljningen handläggare ska göra av hur arbetet faktiskt genomförts i den boendes närmiljö. Här ser vi att den röda tråden som är tänkt att gå från beställare via utförare och tillbaka ibland tar en annan väg eller klipps av någonstans på vägen. Den informella samverkan pekar på större dynamik än den formella i samspelet mellan logikerna. / In the last few years, the idea of person-centered care within social services has grown in popularity, seen from a public discourse driven by the National Board of Health and Welfare. Inclusion and empowerment are cornerstones in the Swedish Act concerning Support and Service for Persons with Certain Functional Impairments (LSS). But is the individual’s mandate the ruling principle also in practice? In this essay, the municipal LSS process is studied from the viewpoint of professional logics and how they manifest in practice. Previous research has been carried out in the fields of classical professional logic and the competing organizational professional logic. Together with these, I examine a user-mandate professional logic. By using the qualitative methods of ethnography and case study, I study agents from three municipalities with an overall well-managed care for the target group. Principal agents are care managers and care givers’ staff working close to the residents. These functions are organizationally separated into different units where the manager investigate the individuals’ needs, forward investigations, and decisions to care givers and then review the given social services. Also studied are other agents that have a filtering function of the logics. The principles and practical application of the logics are analyzed from knowledge base, control, authority, discretion, and authority. In the analysis, I have concluded that the occurrence of the different logics varies in strength in the different phases of the process. One distinct example of an organizational decoupling is the formal review where the thought order of the process could be viewed as a “red thread”, running from manager to care giver and back. The empirics show that the read thread takes another route or is cut off somewhere along the route. The informal cooperation, rather than the formal, indicates greater dynamics in the interplay between the logics.

Svenska kommuner har under det senaste decenniet lagt allt större resurser på kommunikationsverksamhet i form av särskilda kommunikationsavdelningar och kommunikatörstjänster. Den här uppsatsen bygger på en intervjustudie där åtta kommunikatörer i fyra svenska kommuner har fått beskriva och reflektera över sina upplevelser av att jobba med kommunikation i kommunal förvaltning. Studien är förankrad nyinstitutionell organisationsteori, mer specifikt i teorierna om institutionella logiker. Med utgångspunkt i intervjumaterialet har jag försökt urskilja avspeglingar av de institutionella logiker, och konflikter och samspel logiker emellan, som på olika nivåer påverkar kommunikatörerna och kommunikationsarbetet i kommunerna. Som teoretiska referenspunkter har jag använt tre idealtyper av institutionella logiker; en demokratisk logik, en ekonomisk logik och en professionell logik. Sammantaget framträder en bild av den kommunanställde kommunikatören som del av en komplex institutionell miljö, i sitt dagliga arbete tvungen att förhålla sig till olika slags värden och logiker, och en bild av ett uppdrag som många gånger handlar om att göra avvägningar och vägval i mellanrummet mellan två ytterligheter – mellan samhällsinformation och glass- och ballongkommunikation. Många kommunikatörer betonar vikten av den förstnämnda, mer demokratiskt präglade, typen av kommunikation. Men på en övergripande nivå har kommunikatörerna snarare att förhålla sig till dominansen av en ekonomisk logik, som till exempel kommer till uttryck i deras egna beskrivningar av omgivningens förväntningar på kommunikatörsyrket och den kommunala kommunikationen; förväntningar om mer glass- och ballongutdelning och fler goda berättelser om kommunen, på bekostad av uppgiften att leverera objektiv samhällsinformation till kommunens medborgare. / During the last decade, Swedish local governments have increased input in developing separate communication departments and setting up specific communication functions, such as communications officers. This master’s thesis builds upon an interview study in which eight communications officers in four Swedish local governments (municipalities) describe and reflect upon their own experiences of working with communication in local public administration. The study draws on neo-institutionalist theory, more specifically on the theories of institutional logics. Based on the interview statements, I have tried to distinguish reflections of institutional logics, and conflict and interplay between logics, on different levels influencing communications officers and communication activity within the local government organisations. As reference points, I have used three ideal types of institutional logics; a democratic logic, an economic logic and a professional logic. Overall, an image has emerged of the local government communications officer as part of a complex institutional environment, in daily work compelled to adapt to different types of values and logics, and often engaged in navigating and making choices in the space between two extremes; community information and a more lightsome and shallow ice cream and balloons type of communication. Many communications officers emphasize the importance of the former, democratically encoded, kind of communication. But on the overall level, communications officers rather need to deal with the dominance of an economic logic, expressed for instance in their own descriptions of the surrounding expectations of their occupational role and local government communication in general; expectations of handing out more ice cream and balloons, and telling more happy stories about the municipality, at the expense of the task of carrying out objective information to local citizens.

Public organizations can collaborate, cooperate or coordinate efforts to reach politically set goals. For the Migration Agency and higher education institutions such as universities, cooperation is required to manage the process when an international student from a third country has chosen to study in Sweden at a Swedish university. The purpose of the essay was to investigate the complex phenomena that different public organizations can face when anorganizing process takes place. The essay is a study in what is described as ”Government” in which the cooperation between authorities is central. The essay's methodology is based on aqualitative study with social constructivism as an analysis tool in the understanding of how organizations are constructed. The qualitative study consisted of seven semi-structured interviews with staff from the Swedish Migration Agency and Universities. These individuals have been able to highlight the different institutional logics that delimit and unite activities. The theoretical ground is based on new institutional theory with a starting point in institutional logics and boundaries. The institutional logics of bureaucratic logic, political logic and market-oriented logic have resulted in finding answers to the fact that there are two dominant parts that becomes visible in the collaboration between the Swedish Migration Agency and universities, where international students are the organizational field. The study has shown that there is: a) the control mechanism at the Swedish Migration Agency and b) the global university. What has been demonstrated is that the control mechanism at the Swedish Migration Agency has a clear bureaucratic logic with influence from a political logic. The global university can be seen as a hybrid organization where the bureaucratic logic is visible with the influence from the political logic. What separates the control mechanism at the Migration Agency and the educational institutions is that, in addition to a bureaucratic logic with influence from a political logic, the educational institutions also show tendencies towards a market-oriented logic. The market-oriented logic contains features of New Public Management with competition and efficiency. The result is that Swedish universities can thus be described as hybrid organizations in their work with international students and the migration process. / Offentliga organisationer kan samverka, samarbeta eller samordna insatser för att nå politiskt uppställda mål. För Migrationsverket och lärosäten krävs samarbete för att hantera processen när en internationell student från tredje land har valt att studera i Sverige vid ett svenskt statligt lärosäte. Syftet med uppsatsen var att undersöka de komplexa företeelser som olika offentliga organisationer kan mötas inför när en organiseringsprocess sker. Uppsatsen är en studie i det som beskrivs som centralstyrning där samverkan mellan myndigheter är det centrala. Uppsatsens metodik bygger på en kvalitativ studie med socialkonstruktivismen som analysverktyg i förståelsen för hur organisationer konstrueras. Den kvalitativa studien har bestått av sju stycken semi-strukturerade intervjuer med personal från Migrationsverket och lärosäten. Dessa personer har kunnat belysa de olika institutionella logikerna som avgränsar och förenar aktiviteter. Den teoretiska grunden bygger på nyinstitutionell teori med avstamp iinstitutionella logiker och gränser. De institutionella logikerna byråkratisk logik, politisk logik och marknadsorienterad logik har medfört att finna svar på att det finns två dominerande delar som blir synliga i samarbetet mellan Migrationsverket och lärosäten där internationella studenter är det organisatoriska fältet. Studien har visat på att det finns a) Kontrollmekanismen hos Migrationsverket och b) Det globala universitetet. Det som påvisats är att kontrollmekanismen hos Migrationsverket har en tydlig byråkratisk logik med påverkan från en politisk logik. Det globala universitetet kan ses som en hybridorganisation där den byråkratiska logiken är synlig med påverkan från den politiska logiken. Det som skiljer kontrollmekanismen hos Migrationsverket och lärosäten åt är att lärosäten förutom en byråkratisk logik med påverkan från en politisk logik, även visar tendenser på en marknadsorienterad logik. Den marknadsorienterade logiken innehåller drag från New Public Management där konkurrens och effektivitet finns. Det resulterar i att svenska lärosäten i arbetet med internationella studenter och migrationsprocessen således kan beskrivas som hybridorganisationer.
