”En dag är aldrig en annan lik” : En studie om Arbetsforum Sydost i Rågsved

This paper is a case study of a local labour market project. The aim of the study is to investigate the staff’s way of working with unemployed people, receiving social assistance, in order to reduce the payment of social assistance in four adjacent city districts of Stockholm. Other objectives of the study are to investigate which criteria the staff uses when selecting participants for the project, in which way the participants’ background affects the measures taken by the staff and how the staff experiences working as part of a project. A short summary of the social services development during the twentieth century and urban politics in the 1990’s in Sweden is used as a background for the local labour market project. The theories used deal with the social services strategies concerning unemployed receivers of social assistance, the participants’ background with particular emphasis on ethnicity and gender, project work and the special case of public projects. The study is based on interviews with four employees. Some of the conclusions are that the selection criteria are put up as criteria for not being selected as a participant and that the staff combines previously developed methods in order to reduce the payment of social assistance. The participants’ background is evaluated individually and the staff shows a certain reluctance to categorize the participants according to ethnicity and gender. The staff communicates an ambiguous image of working in a project by describing it partly as an inspiring challenge but also as involving some uncertainties regarding the terms of employment. / Uppsatsen är en fallstudie av ett kommunalt arbetsmarknadsprojekt och syftar till att undersöka hur personalen arbetar med arbetslösa socialbidragstagare för att minska socialbidragsuttaget i fyra närliggande stadsdelar i Stockholm. Syftet är därutöver att undersöka vilka kriterier personalen använder för urval av deltagare till projektet och hur deltagarnas bakgrund påverkar de åtgärder som personalen sätter in samt hur personalen uppfattar projektformen som arbetssätt. Det kommunala arbetsmarknadsprojektet förankras i socialtjänstens och storstadspolitikens historiska utveckling. De teoretiska utgångspunkterna tar fasta på socialtjänstens strategi gällande arbetslösa socialbidragstagare, deltagarnas etniska bakgrund och kön samt projekt som arbetsform och offentliga projekts speciella drag. I analysen används utsagor från djupintervjuer med fyra anställda. Några av slutsatserna är att urvalskriterierna formuleras som hinder för deltagande i projektet och att personalen kombinerar olika tidigare utvecklade metoder i sitt arbete för att minska socialbidragstagandet. Deltagarnas bakgrund bedöms individuellt och personalen visar en viss ovilja att kategorisera deltagarna efter etnicitet och kön. Personalen ger en ambivalent bild av projekt som arbetsform. Dels beskrivs arbetet i projektet som utmanande samtidigt som den tidsbegränsade projektanställningen upplevs som osäker.

Helgonlika politiker och maktlösa arbetslösa : En undersökning av attityder och värderingar i politikers metaforer

Syftet med denna uppsats har varit att försöka besvara frågan: Vilka attityder och värderingar kommer till uttryck i Lars Ohlys respektive Göran Hägglunds användning av metaforer i debatten om arbetslöshetspolitiken? Jag har valt att studera de metaforer som förekommer när det gäller arbetslösa, arbetslöshet och den egna politiken i frågan. Jag har också analyserat de metaforer som används när de talar om/bemöter sina motståndare och deras politik. De artefakter jag har använt i min undersökning är två tal samt en TV-sänd partiledardebatt. Min ena hypotes var att det i talarens val av metaforer döljer sig attityder och värderingar som kanske inte syns vid ett oreflekterat mottagande av talarens budskap. Efter att ha studerat de båda partiledarnas val och användning av metaforer vill jag, till viss del,  påstå att en stor del av metaforerna öppet signalerar attityder och värderingar, inte minst när de tillskriver varandra negativa sådana. Men vissa värderingar syns först efter lite hårdare skrapande på ytan. Det intressanta är dock att båda partierna tycks vilja tillskriva sig själva liknande attityder och värderingar som i bägge fallen bygger på solidaritet, empati och förståelse. Samtidigt, som de båda, vill tillskriva varandra rakt motsatta värderingar. Min andra hypotes var att jag skulle kunna se övergripande frames som visar på olika underliggande attityder och värderingar, och till viss del tycker jag mig ha fått min hypotes besannad. Ohly och Hägglund visar prov på övergripande frames och metaforsystem som kan påverka hur vi, och de,uppfattar vår omvärld och därmed också hur vi handlar. Ohly skapar en frame för de arbetslösa som oskyldiga offer som står maktlösa inför yttre krafter. Hägglund koncentrerar istället sin frame för arbetslöshetspolitiken kring behovet av goda förutsättningar för företagande. Dessa olika attityder till frågan om arbetslöshet lämnar olika handlingsutrymme. Sammanfattningsvis kan jag säga att det i en undersökning som denna är svårt att dra en kortfattad slutsats, då den rika flora av metaforer som används kan tolkas som olika attityder och värderingar, och därmed präglas attityder och värderingar av mångfald. / In this dissertation (written in Swedish), I have tried to answer the question ”Which attitudes and values are expressed in the metaphores that Lars Ohly and Göran Hägglund uses in the debate of unemployement?” I have studied the metaphores used when they mention the question of unemployement, but also when they talk about their respective political parties’ politics and the other party’s political standpoint. One of my hypothesis was that the choice of metaphores conceals attitudes and values that are not so apparent for an unreflected listening. Though, in some aspects, my reserach has shown that some of  the metaphores openly signals attitudes and values. Not the least when they try to give each other negative values. And yet, some values are not as apparent, it takes some reflection to notice them. One interesting thing, though, is, that they both tries to givet hem selves attitudes and values built upon solidarity, compassion and understanding – meanwhile they both tries to attach the oposing values upon each other. Another hypothesis was that I also would be able to se frames that could show underlying attitudes and values. In some ways I did find this. Ohly, as well as Hägglund, shows examples  of ”overall-frames” and systems of metaphores which can affect the way we percept our world and also the way we chose to act and make decisions. Ohly creates a frame for the unemployed as innocent victims, who powerlessly faces outer forces, while Hägglund concentrates his frame around the need of good conditions for companies. These two different attitudes towards the question of unemployement creates different alternatives on how to decide and act. It is hard to draw a short conclusion in an analysis as this one, since the richness of the metahpores used can be interpreted as different values and attitudes. One conclusion is that values and attitudes are characarized whith multitude. / Bilagor ej bifogade. Exempel på analyserade metaforer finns dock i uppsatsen.

”Tur att man inte är arbetslös” : En kvalitativ studie av socialtjänstens arbete med långtidsarbetslösa i två kommuner/stadsdelar

Unemployment and long term unemployment is a reality for a large number of people in Sweden. This may be the result of structural changes in the labor market, but involves a wide range of issues. Along with other actors, the social services are obliged to support the long term unemployed to find a job. The aim of this study was to describe and analyze the work done by social workers towards the long term unemployed, 25-49 years old, in two municipalities. We performed altogether six qualitative interviews. In each municipality we selected two social workers and the head of the work unit. The interviews were recorded and transcribed. We used a social constructionist perspective and organizational theory for the analysis. Results show that the social workers believe that they have almost twice as many clients as they can handle with a good quality in social work. We also present, in the study that a considerable coordination with other units of the social services and other authorities is taking place, but that the social workers are partly negative towards its functioning.

Getting through tough times : interpersonal communication coping strategies during job loss

This research paper describes what role interpersonal communication plays in coping with and accepting job loss. The study is framed by theories of stress, appraisal, coping, and the theory of Fundamental Interpersonal Relations Orientation (FIRO), where aspects of control, inclusion, and affection are achieved through interpersonal communication. Using a combination of surveys and in-depth interviews, two groups of copers were determined: healthy and unhealthy. Then, messages were themed and communication strategies were extracted, to establish what helps a person to thrive or not thrive through a layoff experience. A majority of healthy coping subjects showed solid social support and/or interpersonal communication elements of FIRO-B. Within those categories of FIRO-B, this study shows laid off workers – with purposeful interpersonal communication containing characteristics of affirmation, belonging & acceptance, encouragement, problem solving, trust, elevation, and reverence – are able to focus on opportunities which facilitate their ability to cope effectively with a layoff. Im Jahre 1999 hatte der damalige Ministerpräsident, Prof. Dr. Kurt Biedenkopf, zusammen mit dem Wirtschaftsminister, Dr. Kajo Schommer, ein Beschäftigungsprojekt für Langzeitarbeitslose initiiert und sodann durch die Beratungsgesellschaft McKinsey im Freistaat Sachsen in einigen Schwerpunktregionen umsetzen lassen. Dieses Projekt erhielt den Namen „Tätigkeit und Aufgaben Regionale Initiativen in Sachsen“ – kurz TAURIS. Die Idee war, Langzeitarbeitslose gegen eine Aufwandsentschädigung in gemeinnützigen Bereichen tätig werden und sie hierbei eine Aufgabe außerhalb des eigentlichen Arbeitsmarktes wahrnehmen zu lassen.

Fundação de Amparo a Pesquisa do Estado da Bahia / When working becomes mainly superfluous merchandise to reach profit, that s when the workforce s owner, the worker, is already sentenced to be superfluous, because the cheaper, miserable and abundant the manufacturing is, the more profitable the production is. This is the structural condition of the capital s accumulating system: turning historical individuals into cheap market things . In this direction, the present paper aims to analyze the capital s success through the workers depreciation in the structural crisis of the accumulating system nowadays. The unemployed workers reality in Vitória da Conquista/BA and the Unemployed Workers Movement s experience, in the same town, were studied. The current capitalism crisis, started in the 1970 s, has shown that the system producer of merchandise has reached structural and historical limits. That s the moment when the wealth production is turned into destructive production. In this context, the maintenance of profit extration and capital valuation have aggravated the workers condition that, without salary or land, face deprivation in country side or urban outskirt areas, as observed in Vitória da Conquista. These are produced territories whose main feature in its landscape is poverty. The capital s territorialization process, widely effectived for the cheap workforce search, becomes a real spatial misery distribution process around the world, actually a Geography of (un)employment. However, territory is produced by its contradictions and along them it s possible to observe the world s social dynamic. The work s social movement itself reproduces the structural classes conflict and the combat against capital. This conflict tends to get radical due to the increasing of global monopoly and workers misery. That s a contradictory process because while more workers become superfluous in order to reproduce accumulation, more workers get together for the urgent need of inverting their condition of superfluous to historical individuals. / Quando o trabalho vira a mercadoria fundamental para o lucro, é porque o trabalhador, seu dono, já está condenado a ser supérfluo, pois quanto mais barata, miserável e abundante for ela, mais lucrativa é a produção. Essa é a condição estrutural do sistema acumulativo do capital: transformar sujeitos históricos em coisas baratas e vendáveis no mercado. Neste sentido, esta dissertação tem como objetivo analisar como se tem dado o movimento da realização do capital a partir da desrealização dos trabalhadores na atualidade da crise estrutural do sistema acumulativo. Foi estudada a realidade dos trabalhadores desempregados em Vitória da Conquista/BA e a experiência do Movimento dos Trabalhadores Desempregados (MTD) no referido município. A atual crise do capitalismo, iniciada na década de 1970, tem revelado que o sistema produtor de mercadorias atingiu limites estruturais e históricos. É o momento em que a produção de riqueza é radicalmente transformada em produção destrutiva. Neste contexto, a manutenção dos processos de extração dos lucros e da valorização do capital tem como corolário imediato o agravamento das condições materiais dos trabalhadores que, sem salário e sem terra, sucumbem no campo e na periferia urbana, como observado em Vitória da Conquista. São territórios produzidos segundo a lógica do sistema acumulativo onde a principal característica estampada na paisagem é a pobreza. O processo de territorialização do capital, que se efetiva em escala mundial na busca desenfreada por trabalho barato, torna-se um verdadeiro processo de distribuição espacial da miséria pelo globo, uma verdadeira Geografia do (des)trabalho. Contudo, o território produzido tem como substância contradições estruturais e é neste movimento que se observa o mundo do trabalho em sua dinâmica social. É o próprio movimento social do trabalho reproduzindo o estrutural conflito de classes e a luta anti-capital. Um conflito que tende a se radicalizar com o aumento dos monopólios globais e aumento da miséria do mundo do trabalho; um processo contraditório em que, por um lado, mais sujeitos tornam-se supérfluos para a reprodução da acumulação e, por outro, mais trabalhadores se unem pela necessidade urgente de inverter a fatalidade histórica do capital. É a luta que caminha no sentido de: supérfluos a sujeitos históricos .
