En ombudsman - intersektionell praktik? : En diskursanalys av statens anti-diskrimineringsarbete

Denna uppsats syftar till att undersöka strömningarna i diskursen kring hur den svenska staten bör organisera sitt anti-diskrimineringsarbete. Teoretiska utgångspunkter och använda teorier är makt, diskriminering, grupp, diskursteori, intersektionalitet och författarnas eget begrepp för att benämna motståndarna till intersektionalitet; särsektionalitet. Metoden bygger på den anglosaxiska diskursteorin genom en identifikation av tre teman byggda på teorierna. Uppsatsen tar avstamp i SOU 2006:22 En sammanhållen diskrimineringslagstiftning Slutbetänkande av Diskrimineringskommittén och låter sju huvudaktörer komma till tals. Genom dessa aktörer identifieras två huvuddiskurser; en delvis intersektionell diskurs som är för en sammanslagning och en särsektionell diskurs som är mot en sammanslagning. Uppsatsen slutsats är att förståelsen för intersektionalitet bland berörda aktörer är väldigt låg och att en sammanslagning av ombudsmännen i dagsläget därmed inte skulle uppfylla det intersektionella syftet flera aktörer verkar förespråka.

O romance Eu sou um Gato, do escritor japonês Natsume Sôseki, publicado entre 1906 e 1907, é marcado basicamente pela critica ao regime em voga, período Meiji (18681912) no Japão e seus costumes sociais. Entretanto, sua construção baseia-se em técnicas pouco utilizadas na época, pois o autor mescla influências dos romances naturalistas ocidentais à tradição oral e teatral do período Edo (1600-1867), a fim de descrever o período em que o homem transitava entre o antigo e o moderno. O autor se baseia, assim como sugere o título, no ponto de vista de um gato pedante e possuidor de uma linguagem aforística, que analisa o ser humano frente aos problemas do seu cotidiano, revelando seu caráter, seus vícios e segredos. Sugerindo que ao olhar para o íntimo do homem, encontramos também as mudanças sociais: a introdução do capitalismo e dos hábitos ocidentais, ainda alienígenas ao povo oriental, era ao mesmo tempo, discutida e porque não criticadas. Verificamos essas nuances desde a estrutura da obra, que mescla influências do conto e da novela, dando origem a uma voz narrativa polifônica e dialógica: o gato. Ele é a voz que narra e porque não escreve também a história, apesar de não possuir nem mesmo nome. Sua voz se alterna conforme pede a situção e durante o decorrer da obra, sua figura de inicio é um simples gato, se transforma em um ser monstruoso, fundamentado nas grandes figuras mitológicas e literárias de outros felinos. Tanto o gato quanto as outras personagens da obra utilizam-se de uma linguagem irônica e satírica revelando uma crítica sutil à sociedade de Meiji. Entretanto, para que esta linguagem surta o efeito desejado há o emprego do cômico e da paródia como apoio para a censura dos hábitos sociais. O cômico favorece o rir de si mesmo e das falhas humanas e a paródia faz alusão a uma desconstrução da literatura, visto que as estruturas sociais estão desgastadas e há algo que ainda precisa ser dito. A obra em questão é, em suma, uma grande afirmação de que a sociedade não está conformada com o que há. / The novel I am a Cat, of the japanese writer Natsume Sôseki, published between 1906 and 1907, it\'s marked basically, with the criticism of the regime in vogue, Meiji period (18681912) in Japan and your social habits. Nevertheless, your construction have based in techniques rarely used in that period, the author mix influences of occidental naturalist novels to oral and theatric tradition on the Edo period (16001867), with the objective of to describe a period that the man passed between the old and the modern. The author has based like was suggested in the title in the point of view from a pedantic cat and owner of a aphoristic language, that analyze the humans in their daily problems, exposing their character, their vices and secrets. Suggesting that when we look to the intimate of man, we too find socials changes: the introduction of the Capitalism and the occidentals habits, yet alienated to the oriental people, was in the same time discontinued and why didnt criticize. We verified this nuances since of the structure of the work, that mix influences of narrative and of novels, giving origin to the polyphony narrative voice and dialogic: the cat. It is the voice that report and because dont write too the history, although dont to posses neither same name. His voice change it according the situation and during the happening of the work, his figure in the start is a simple cat, that transform it in a monstrous be, it is founded in the literary and mythology greats figures of the others felines. So the cat as the others characters of work use it of a satiric and ironic language exposing a sewed criticism to the Meiji society. However, to this language to result in the effect desired must have the application of comic and of parody as support to the censure of socials habits. The comic encourage the laugh of himself and the humans mistakes and the parody make reference to the deconstruction of literature, looking that the social structure are consumed and there are something that yet need to be said. The work in question is a great affirmation that the society dont is resigned with that there is.

The aim of this thesis is to gain a deeper knowledge of how the individual and its rights and duties is portraited against the state, in the question of the abolition and reincorporation of the Swedish conscription and has it occurred a dislocation in the relation between the two. To achieve this a qualitative text analysis is combined with a VBF-analysis and analysing a total of four documents produced by the Swedish state, concerning the conscription. Two of the documents affect the abolition and the remaining two the reincorporation. To be able to examine how the individual’s rights and duties are looked upon by the state, three political philosophies, libertarianism, liberal equality and communitarianism, were used as the theoretical framework. The results of the study show that the view of the individual´s rights and duties has changed from the abolition of the conscription to the reincorporation. Where the abolition was dominated by libertarianism and the reincorporation had a clear communitarian view.

Ett köp av en nyproducerad bostadsrätt är en tidskrävande process som består av flera olika steg. Det är också en transaktion som står för ett stort värde. Därför är det extra viktigt att köparen känner till vilka risker som finns och de många problem som kan uppstå under processen, innan avtal ingås om att köpa den nya lägenheten. Dessa risker och problem kan vara både av privatekonomisk och associationsrättslig natur. Det är således viktigt att köparen är informerad om hur processen genomförs, dess delar och ur vilka situationer som nämnda risker och problem kan uppkomma. I denna uppsats utreder vi de situationer en köpare kan utsättas för under köpprocessen, fråntidigt intresse till inflyttning. Vi för också fram de för köp av nyproduktion relevanta regleringarsom föreslagits i SOU 2017:31 samt prop. 2021/22:171. Vilka konsumentskyddande egenskaper de har och hur de förhåller sig till gällande lagstiftning på området. Vi djupdyker även i dessa regleringar för att förstå bakgrunden till dem samt de konsumenträttsliga situationer som de är tänkta att lösa. Vikt läggs även vid de remissyttranden som myndigheter och intresseorganisationer har lämnat på både SOU och propositionens promemoria. En analys görs av de väsentliga förbättringar som innehållet i förarbetena kan komma att innebära för konsumentskyddet vid köp av nyproducerade bostadsrätter. Förbättringarna analyseras i flera av de steg som köpprocessen består av. Slutligen identifieras kvarstående särskilda brister i konsumentskyddet och en diskussion kring hur dessa kan lösas förs fram.

En undersökning av hur statliga utredningar inom krisberedskap, internationellt och regionalt utvecklingsarbete samt miljö och klimat använt sig av begreppet resiliens över tid. Undersökningen utgår från amerikansk och brittisk kritisk forskning om hur resiliens är ett otydligt begrepp, något som även noterats i Sverige. En kvantitativ-kvalitativ metod anläggs för att få både bredd och förståelse. Undersökningen finner att problemet med otydlighet även finns i Sverige, åtminstonte gällande SOU:er, även om det inte är på samma skala. Otydligheten undersöks genom tre analysaxlar gällande hur resiliens förstås ur ett maktperspektiv (dvs. grad av mänsklig kontroll), ur ett disciplinärt perspektiv samt ur ett perspektiv som mål i sig självt eller en process mot större mål. Undersökningen påtalar att svenska utredare använder resiliens relativt lite men bör sluta använda resiliens som det görs. Undersökningen ger stöd till den resilienskritiska forskningen men visar att den svenska forskningen kan ha överskattat problemet.

Det felaktiga folket : Svenska kyrkans roll i försvenskningen av kvänerna 1840–1950 / The Faulty People : The Role of the Church of Sweden during the Assimilation Policy against the Kvens 1840–1950

This thesis is about the Assimilation Policy against the minority Kvens in the years 1840-1950. The purpose of this thesis is to investigate which role the Church of Sweden played in the assimililation and what made bishops and priests to take this role. The base is the theoretical concepts of nation and nationalism, identity and etnicity, minority and majority and authority. This study is mainly a collocation of previous research. In november 2023, the Swedish state finished a commissionwork about the Assimilation Policy against the Kvens and gave an account for the discrimination, excesses and assimilation from the state and the Church of Sweden against the Kvens. (SOU 2023:68) That work is the main source in this thesis. During the investigated period, the church was intertvined with the state which made it a part of the nationalistic endeavor to make every person in Sweden a good citizen and a good Evangelic-Lutheran Christian. The church contributed in coercive methods such as language compulsion to teach every person Swedish, Racial biology and Eugenics and to make the Kvens change place for worship. The only approved language in both the state and the church was Swedish and this enforced the Kvens to learn a new language and stop using their own minority language Meänkieli. It started with the children, but with time every Kven was affected by the Assimilation Policy. The Religious Revivial movement the Laestadianism became a safe haven for the Kvens because during their services Meänkieli was allowed. Thanks to the Laestadianism the Kvens could continue to meet Kvens in Finland and Norway in a transnational community. Both the Swedish state and the Church of Sweden felt treatened by this transnational community which they feared was a threat to the nation and the homogenization. The church became a part of the nationalistic struggle to make Sweden strong and independent. Both the state and the church believed in "one nation–one language–one church". A strong nation was homogenous with all citizens sharing in traditions, history, religion and language of the majority. The Kvens were faulty people according to race, language and worship.  The period with Assimilation Policy is a dark chapter in the history of both the Kvens and the Church of Sweden.

Detta är en studie av hur ’äldre’ som språklig och social kategori samt åldrande som process konstrueras i tre sammanlänkade offentligheter. Avhandlingens övergripande syfte är att studera och kritiskt granska olika sätt varpå ’äldre’ som kategori förstås och representeras i relation till pågående omförhandlingar av innebörden i den senare delen av livet som livsfas. Valet av material har gjorts utifrån utgångspunkten att medierade offentligheters betydelse för bildandet och upprätthållandet av sociala och kollektiva identiteter, liksom deras roll som platser för diskussion om hur samhället ska organiseras, har ökat. Studien utgår från tre kontrasterande empiriska material; artiklar från dagstidningar, texter från ett pensionärsparti, och en offentlig utredning om den framtida svenska äldrepolitiken. Det studerade materialet är publicerat mellan 2002 och 2004 Genom att materialen analyseras som ingående i en dialog med varandra, ett offentligt samtal, synliggörs relationerna mellan olika konstruktioner. Skillnaderna mellan de olika materialen är betydande. Men analysen visar också på hur samma argument och föreställningar finns närvarande i alla tre offentligheter. Hur ’äldre’ som kategori konstrueras i de olika materialen är relaterat till olika föreställningar både om äldre människor och deras samhälleliga status, men också om samhället och nationen som en föreställd gemenskap. Studien visar bland annat att ’äldre’ är en kategori som det talas om, men inte till. Det är också sällan som ’äldre’ är en position det talas utifrån. I samklang med detta konstrueras kategorin som ett objekt för den nationella gemenskapens ansvar och omsorg. / This is a study of how ‘older people’ as a linguistic and social category, and ageing as a process, is constructed in three interrelated publics. The aim of the thesis is to study and critically investigate the different ways in which ‘older people’ as a category is understood and represented in relation to ongoing negotiations about the meaning of later life as a stage of life. The increased significance of mediated publics for the formation and maintenance of social and collective identities, as well as their role as spaces for deliberation on the organization of society, is a starting point for the study and has bearing on the choice of data. The study is based on three contrastive sets of empirical material; newspaper articles, texts from a pensioner’s party, and a government report on the future old age policy of Sweden. The studied texts were published during the period 2002 – 2004. The publics have been studied as in a dialogical relation with each other. This strategy highlights the relations between different constructions of the category. The differences between the publics are significant. At the same time the analysis also shows overlaps of arguments and in the way that the category is understood between the publics. The ways that ‘older people’ are constructed in the material is related to different notions about older people and their societal status. But also to ideas about society and the nation as an imagined community. The study shows, among other things, that ‘older people’ is a category that is spoken about, rather than to. ‘Older people’ rarely functions as a subject in the studied material. In relation to this, the category is constructed as an object for the care and responsibility of the national community.

Diploma thesis deals a project documentation of a new school pavilion SOU in the location Pisek because of the unsatisfactory existing school bulding, which is located at a small distance from the new pavilion. Investor wants to build a new object of universal classrooms for ca. 180 students and sports hall with hygienic and technical facilities, which will be able for football club FC Pisek (football fields and central object of FC Pisek are close to neighboring plots). Investor wants to let the school canteen be on the current place, which is north of the new object. The object is designed as a two-floor with roof ascent (3.NP terrace), part of the building is embedded in the ground. The structural system of the school object is a ceramic bricks system, structural system of the sports hall is a reinforced concrete system. The roof of school object is warm flat roof and roof of sport hall is warm flat roof as well but mono-pitched type. The object has a U -shaped.
