The cultural paradigms of British imperialism in the militarisation of Scotland and North America, c.1745-1775

This dissertation examines militarisation in Scotland and North America from the Jacobite Uprising of 1745-46 to the outbreak of the American Revolutionary War in 1775. Employing a biographical, case study approach, it investigates the cultural paradigms guiding the actions and understandings of British Army officers as they waged war, pacified hostile peoples, and attempted to assimilate 'other' population groups within the British Empire. In doing so, it demonstrates the impact of the Jacobite Uprising on British imperialism in North America and the role of militarisation in affecting the imperial attitudes of military officers during a transformative period of imperial expansion, areas underexplored in the current historiography. It argues that militarisation caused several paradigm shifts that fundamentally altered how officers viewed imperial populations and implemented empire in geographical fringes. Changes in attitude led to the development of a markedly different understanding of imperial loyalty and identity. Civilising savages became less important as officers moved away from the assimilation of 'other' populations towards their accommodation within the empire. Concurrently, the status of colonial settlers as Britons was contested due to their perceived disloyalty during and after the French and Indian War. 'Othering' colonial settlers, officers questioned the sustainability of an 'empire of negotiation' and began advocating for imperial reform, including closer regulation of the thirteen colonies. And, as the colonies appeared to edge closer to rebellion, those officers drew upon prior experiences in Scotland and North America to urge the military pacification of a hostile population group to ensure imperial security. Militarisation, therefore, provides important insights into how cultural imperialism was implemented in Scotland and how it was transferred and adapted to North America. Further, it demonstrates the longer-term interactions and understandings that influenced transformations in eighteenth-century imperial policy.

Le but de cette recherche est celui d’analyser le développement structurel d’une présence coloniale courte, chronologiquement successive. À partir d’une étude d’histoire comparée, on entend décrire le processus d’installation, création et gouvernance d’une double administration coloniale européenne, celle de l’Italie fasciste et de la France, installée au Fezzan, région du désert sud-occidental libyen. Nous montrons d’abord, dans une perspective de longue durée, comment l’urgence de contrôler les espaces amples du Sahara libyen détermine, du côté des Empires, la nécessité stratégique de créer une macro-région coloniale, à gérer uniquement par l’élément militaire. Le noyau central de la thèse analyse la manière dont les structures de ces administrations ont été conçues et mises en place par les militaires européens, ainsi que leur impact réel sur le tissu social de la région. Enfin, en guise de conclusion, nous évoquons les éléments de rupture et de continuité parmi les deux expériences, et les conséquences de l’action des administrations coloniales en termes de construction idéntitaire de la Libye indépendante. / Desert Libya’s region of Fezzan presents an interesting case of a consecutive colonial military administration. A fascist italian period of ten years is followed by a french shortest-term direct administration of eight years. The research highlights the emergence to bridge an historical gap. In the framework of a comparative study, the main goal of the thesis is to investigate the development of the administrative changeover from fascist Italy to France in the region, illustrating the establishment of the double administration managed by soldiers of the two colonial powers, its impact toward the social regional structures and its elements of continuity and change. The period we take into consideration extends from 1930 to 1951, between the full realization of the italian colonization of Libya, through the so-called fascist “pacification”, and the transition process of the Independent Libyan State. This leads to explore a final understanding hypothesis, concerning the repercussion of this military continuum administration on the independence process of Libya. / Il presente studio analizza lo sviluppo strutturale di una breve presenza coloniale, temporalmente consecutiva. Nel quadro di una ricerca di storia comparata, l’obiettivo è quello di descrivere il processo di instaurazione, esecuzione e governance di una duplice amministrazione coloniale europea: quella dell’Italia fascista e della Francia nel Fezzan libico. Si tratta anzitutto di precisare in che modo le zone desertiche del Sud libico divengono, progressivamente, un oggetto di contesa strategica tra le potenze imperiali, tali da rendere necessaria l’urgenza del ricorso ad una gestione amministrativa a carattere esclusivamente militare. Il nucleo centrale dell’elaborato indaga sulla maniera in cui dette strutture amministrative sono state concepite e messe in pratica da parte dei rispettivi militari impegnati sul posto, e il loro effettivo impatto sul tessuto sociale regionale. Nelle conclusioni, si evocano gli elementi di continuità e discontinuità tra le due esperienze; inoltre, tenuto conto del periodo storico preso in considerazione, compreso tra la piena realizzazione del colonialismo italiano in Libia e l’avvio del processo di transizione che porta il Paese nord africano verso l’indipendenza, si analizzano le conseguenze della gestione amministrativa in termini di costruzione identitaria dello Stato postcoloniale.

This occurs through an organizational scheme that allows crime TV News programs, such as Brasil Urgente, to instill into the social ideal a false feeling of generalized insecurity, since they intensely exploit the details of heinous crimes that take place in the city of São Paulo and other states of Brazil. In this sense, these programs create the image of evil and social enemy, which is usually attributed to the poor, the black and the outskirts residents (the most precarious part of the working class), who are subject to a hidden process of genocide and mass incarceration. We investigated the process of the evolution of the means of comunication and approached their contradictions, especially their ideological participation in social control. We analyzed Brasil Urgente program in an attempt to demystify some features that put crime TV News programs in a state of ideological mechanisms that lead individuals to conform to them and legitimate the policialization and judicialization of life / O objetivo desta pesquisa é analisar o modo como os telejornais policialescos reproduzem uma perspectiva naturalizada e unidimensional da violência. Esta transmissão se dá através de um esquema organizacional que permite a programas, como o Brasil Urgente, incutir no ideário social uma falsa sensação de insegurança generalizada, pois, exploram intensamente os detalhes de crimes hediondos que acontecem na cidade de São Paulo e em outros Estados do Brasil. Neste sentido, estes programas criam a imagem do mal e do inimigo social que geralmente é atribuída aos pobres, negros e moradores da periferia (a parcela mais precarizada da classe trabalhadora) que estão submetidos a um processo velado de genocídio e encarceramento em massa. Investigamos o processo de evolução dos meios de comunicação e abordamos as suas contradições, principalmente a sua participação ideológica no controle da massa. Trata-se de uma pesquisa documental, realizada por meio de alguns exemplares das revistas O Tiro e O Tiro de Guerra, editadas pelo Ministério da Guerra de 1909 a 1930, documentos digitalizados do Center for Research Libraries, Almanach de Pelotas, Relatórios do Município de Pelotas, Álbum de Pelotas, Lembranças do Gymnasio Gonzaga, documentos escolares do Museu da Escola Municipal Pelotense e bibliografias. A primeira parte descreve a história da educação militar, iniciada pelo exército português no território brasileiro em 1694, constituindo-se em matriz e inspiração herdadas pelo Exército do Brasil soberano, que, a partir dos arsenais de guerra, dispensou preocupação educacional não somente aos seus efetivos, como às crianças e adultos civis de suas vizinhanças. Participou, ainda, da alfabetização de parcela de seus militares de baixa patente em outros tipos de aquartelamento, por meio das Escolas Regimentais. Como resultado, Pelotas foi considerada um locus privilegiado para a disseminação daquela cultura, inclusive da pedagogia escoteira em algumas instituições, contribuindo para a formação de uma juventude patriótica e cívica. / This research aimed at analyzing the manifestations of military culture in Brazilian education in part of the First Republic, especially in Pelotas city, in Rio Grande do Sul. This study is about a documental research developed by some magazine samples O Tiro e O Tiro de Guerra, edited by the War Minister from 1909 to 1930, digital documents from Center for Research Libraries, Alamanach from Pelotas city, reports on Pelotas city, Pelotas album, Gonzaga gymnasium memories, scholar documents of the Pelotense school and bibliographies. The first part describes the history of military education, initiated by the Portuguese army in Brazil in 1694, it is formed by matrix and inspiration inherited by Brazil sovereign army, which, from the war arsenal, dismissed educational concern not only to its permanent, as children and civil adults of its surroundings. It made part of the literacy of its low rank militaries in other kinds of barracks, by Regimentals Schools. Also, it highlights the civil participation in the creation of Patriotic Battalions, especially Polytechnic School which ensured its consolidation in the first years. It exposes army's efforts to deal with an update war doctrine, experimenting until the mid-twentieth century, the German, French and American doctrines as ideals. Finally, it describes the historical background of the emergence of physical education in Brazil, and the Brazilian Army performance in its adoption and development. The second part of this study focuses on the beginning of the sporting activities, those ones linked to target shooting in associations of German culture, as well those ones started by militaries and civics in some military institutions. Also, it exposes the creation of Propaganda Society of Brazilian shot, in Rio Grande city, in Rio Grande do Sul, its results and inspirations to the creations of other associations in order to instruct the 16-years-old citizens how to shot to defend their homeland, by command of Brazilian Shooting Confederation, concomitant to the campaign in favor of the mandatory military service. The third and final part relates numerous difficulties faced by the Brazilian Army in the Triple Alliance War, two of them are - the low professional qualification of its troops affected by poor education and lack of shoot preparation – they would endure concerns for a long time. The War Ministry, aware of this, remained in searching of a solution, discovering, in the beginning of twentieth century that it could remedy these deficiencies with the introduction of its military culture in Lines, Shoots and in civil educational institutions, through the Military instruction schools. As a result, Pelotas was considered a privileged locus to the dissemination of that culture, including the scout pedagogy in some institutions, contributing in the formation of a patriotic and civic youth.

De 1872 à 1914, l’armée française s’ouvre à un ensemble toujours plus grand de Français venus accomplir leur service militaire obligatoire. L’armée devient alors une « armée nationale » en ce sens qu’elle réunit la nation et l’institution militaire à travers l'imaginaire politique du « soldat-citoyen ». Au-delà des discours et des postures idéologiques entourant le thème de l’armée nationale, l’objectif de cette recherche est de comprendre comment l’institution militaire a été transformée par l’universalisation progressive du service et de saisir les effets éventuels de celui-ci dans la société française de la Belle Époque. L’approche méthodologique retenue est celle d’une socio-histoire de l’armée, réalisée à partir d’un groupe méconnu, celui des sous-officiers dont la position et le statut permettent d’explorer les mécanismes ordinaires de la promotion hiérarchique et de la discipline dans le rang. Cette approche permet de comprendre comment la défense d’une « spécificité militaire » a renforcé la domination symbolique des officiers sur la troupe. L’attention portée à l’avancement révèle également la progression, à tous les niveaux de la hiérarchie, du principe de la méritocratie scolaire qui transforme les rapports sociaux et hiérarchiques dans l’armée. Enfin, l’étude des « règles du jeu » disciplinaires par lesquelles les sous-officiers exercent leur contrôle sur la troupe permet de mieux cerner les raisons de l’obéissance militaire obtenue dans les casernes avant 1914. Ces dynamiques éclairent en définitive l’organisation d’une institution dont les critères de recrutement, de promotion et les techniques disciplinaires, élaborés en temps de paix, ne disparaissent pas dans les tranchées de la Première Guerre mondiale. / From 1872 to 1914, the French Army kept incorporating a growing number of young men who came to perform their military service. Thus, the Army became a « National Army » , associating the Nation and the military institution through the figure of the « citizen-soldier ». Beyond words and ideological postures, the point of this research is to comprehend how the military institution and the French society have been transformed by compulsory military service. To this end, a socio-historical approach focusing on non-commissioned officers, allows us to explore the features of hierarchical promotion and military discipline. This research reveals how the defense of the « military specifics» was a way of strengthening the symbolic domination of officers. A notice to military promotion also reveals the crucial part of meritocracy which transformed social and hierarchical relations in the French Army. Finally, the analysis of disciplinary rules give reasons for military obedience into the barracks. These elements enlighten how the criteria for recruitment, promotions and disciplinary procedures developed during peacetime did not disappear after 1914.

[pt] Esta tese argumenta que as operações de garantia da lei e da ordem (Op GLO) no Brasil são práticas soberanas internas que se baseiam em uma convergência entre segurança doméstica e segurança nacional que permitem o emprego das Forças Armadas na segurança pública. Ela sustenta que tais operações reforçam a autoridade soberana de formas violentas conforme os militares exercem sua prerrogativa constitucional de garantia da ordem no espaço público quando atuam em funções de polícia ou quando se engajam em esforços de pacificação doméstica. A pacificação no Rio de Janeiro é voltada para certas áreas marginalizadas da cidade que se encontram em território nacional, mas que o Estado considera como áreas fora de seu controle pelo fato das mesmas estarem sujeitas a autoridades paralelas, como o crime organizado. Como o Estado considera esses espaços fora de seu controle e como ameaças à governança efetiva e à integridade nacional, ele busca reintegrá-las forçadamente através meios violentos. Partindo do pressuposto de Michel Foucault de que o Estado não pode ser entendido de forma dissociada das práticas que o constituem, a análise adotará uma concepção de fronteiras como procedimentos excludentes que representam limites violentos do poder soberano para entender como a soberania enquanto prática é reforçada quando as Forças Armadas são empregadas na pacificação dos dentro/fora do Estado para combater um certo inimigo interno. O arcabouço teórico da tese será construído com base na teoria de práticas e no conceito de biopolítica de Foucault como metodologia. / [en] This thesis argues that law and order enforcement operations (Op GLO) in Brazil are internal sovereign practices based on a convergence of domestic and national security which enables the deployment of the Armed Forces for public security. This study sustains that these operations reinforce sovereign authority in violent ways as the military exercises its constitutional prerogative of guaranteeing order within the public space by performing policing roles or engaging in domestic pacification. Pacification in Rio de Janeiro is aimed at certain marginalized areas of the city located within the national territory, yet that the Brazilian state considers to be outside of its control and subject to the rule of parallel authorities, mainly organized crime. Since the state regards these outsides as threats to effective governance and to national integrity, it aims to forcefully reintegrate them by deploying violence. By assuming Michel Foucault s notion that the state cannot be understood apart from the practices that constitute it, a conception of borders as excluding procedures that represent power thresholds of sovereign violence will be adopted to understand how sovereignty as a practice is reinforced when the Armed Forces are deployed domestically to pacify the inside/outsides of the state and tackle a certain enemy within. The thesis theoretical framework will draw from the practice theory and from Foucault s concept of biopolitics as a methodology.

Peace-washing : The pacifization of the Swedish arms export

Sweden’s role internationally is often cited as a paradox which is argued to have its origin in the opposition between the state’s international humanitarianism and its large arms export. The tension here has often been examined from the perspectives of militarization in research on the subject. This thesis instead argued that a comprehensive understanding of peace is needed to analyze the paradox holistically. By semiotically engaging with the Swedish Government's annual reports on arms export control, this thesis could identify the construction of peace within the arms export during the years 2014-2021. A usage of the combined perspectives of pacifization, militarization and an in-depth review of the peace concept, allowed for a comprehensive understanding of peace within these discourses. The thesis discovered that elements of the Swedish arms export were framed as (1) a precondition for peace, (2) an agreement of peace, and (3) an enhancement of peace. Moreover, the material revealed the juxtaposition of two different versions of peace, one liberal and one emancipatory understanding. As these versions are associated with different values and practices of peace, their coexistence in Swedish arms export is argued to be the heart of Sweden’s foreign policy paradox.

[pt] A presente tese é construída com o objetivo de contribuir para compreensão das relações entre mobilizações e controle social repressivo, a partir de uma perspectiva socioespacial, tomando como base o ciclo de protestos de 2013 na cidade do Rio de Janeiro e os movimentos de mães e familiares de vítimas de violência de Estado das favelas e periferias da cidade. Trata-se do resultado de uma experiência de pesquisa na qual foi possível acompanhar diretamente as dinâmicas de mobilização e repressão desenvolvidas durante as manifestações de 2013 e, posteriormente, junto aos coletivos e movimentos protagonizados pelas mães e familiares de vítimas de violência de Estado no Rio. Analisa ainda como se constitui a luta dos familiares em torno da reivindicação pública e elaboração política do luto e do sofrimento pela perda de um ente querido. Observou-se que durante o ciclo de protestos uma lógica repressiva de intervenções militarizadas desenvolvidas tanto no asfalto, quanto nas favelas, alcançou maior expressividade na cena pública, assim como, os eventos de protesto desencadeados pelos atores sociais nos dois contextos. Nesse sentido, a abordagem compreende os efeitos das interações entre repressão e mobilizações e explicita todo um conjunto de repertórios, de enquadramentos e de modos de subjetivação que se produzem, se conservam e se transformam no curso do tempo, resultando, de um lado, na produção da criminalização do inimigo, que pode ser o insurgente e o indesejável da cidade e, de outro lado, na produção de práticas, estratégias e elaborações simbólicas e discursivas por parte dos atores sociais, que constituem enquadramentos de luta por Voz e por direitos. / [en] The thesis aims to contribute to the understanding of the relationship between mobilization and repressive social control, from a socio-spatial perspective, based on the 2013 protests cycle in the city of Rio de Janeiro and the movements of mothers and relatives of victims of state violence from the city s slums and suburbs. It is the result of a research experience in which it was possible to follow directly the dynamics of political mobilization and state repression developed during the 2013 demonstrations and, later, with the groups and movements carried out by the mothers and relatives of victims of state violence in Rio. It also comprises how their struggle around the public claim and the political elaboration of mourning and suffering for the loss of a loved one is constituted. It was noticed that during the cycle of protests a repressive logic of militarized interventions developed in both asphalt and favelas reached greater expressiveness in the public scene, as well as the protest events developed by social actors, in both contexts. In this sense, the approach understands the effects of the interactions between repression and mobilization and clarifying a whole set of repertoires, frameworks and modes of subjectivation that are produced, conserved and transformed over time, resulting on one hand, in the production of the criminalization of the enemy, which may be the insurgent and the undesirable of the city, and, on the other hand, in the production of symbolic and discursive practices, strategies and frames by the social actors who constitute the political struggle for their Voice and for their rights.

This work demonstrates that the progressive sectors of the Catholic Church resisted against the authoritarian state and worked for its moral deligitimation in several ways: politically, with the condemnation of the systematic violation of the Human Rights; ideologically, with the exposition of the totalitarian tendency of the National Security Doctrine; and economically, with critics to a model that stimulated income concentration and social marginalization / A Igreja Católica nos Anos de Chumbo: Resistência e Deslegitimação do Estado Autoritário Brasileiro (1968/1974) é um trabalho de pesquisa e reflexão sobre a ação dos católicos progressistas contra a ditadura militar.
