Since its establishment, UNICEF has been providing development and humanitarian aid in various regions of the world. Firstly, the aid was given to regions damaged by the Second World War. Nowadays, the aid is given to regions hit by natural disasters, wars, famine or diseases. In 2016, UNICEF celebrated 70th anniversary of its existence. In order to maintain its worldwide scope of performance for such a long time, it created a top-bottom organizational structure, from which a top is represented by the headquarter composed of the Executive Board with member states, the Bureau and the Office of the Secretary of the Executive Board. The bottom is represented by field offices and the National Committees for UNICEF, which directly implement the programs and initiatives of UNICEF, and ensure fundraising activities. On the other hand, they provide the top with feedbacks about carried projects and actual situations from their countries. The linking part between the top and the bottom of the organizational structure are regional offices and external committees across UNICEF, such as the Division of Private Fundraising and Partnership (PFP). PFP also manages relationships between UNICEF and the National Committees for UNICEF, which are autonomous nongovernmental organizations. The relation between UNICEF and the National Committees for UNICEF offers a unique example of how an international organization can manage its work. The case-study of the Slovak Committee for UNICEF portrayed more specifically how UNICEF coordinates its work within its structures and why it is a unique example. Furthermore, the case-study focused on answering if and to what extend are the activities of the Slovak Committee for UNICEF influenced by the national environment with its specifics and conditions. From another perspective, it focused on answering if the Slovak Committee can apply its own approaches toward its activities or it must follow general approaches settled by UNICEF.

This study was conducted by using a qualitative textual analysis on UNICEF Sweden’s website with the purpose of problematizing the role of UNICEF Sweden in today’s globalised society. This was done in the context of how organisations of civil society have gained influence. Following questions were answered: How does UNICEF Sweden legitimise its operation? Which strategies does UNICEF Sweden use to encourage involvement and donations? The study shows how UNICEF Sweden legitimises its work by promoting a unique influence, their unique methods of work and by showing how the organisation helps the most disadvantaged children. This is interpreted as strategies to establish donor trust. UNICEF Sweden encourages involvement and donations by packaging relief efforts into products that conveys a sensation of helping others, which can be understood in relation to the consumer society. UNICEF Sweden’s role in society appears to be significant. It is problematic though that the donor phenomenon tends to simplify the social problems and reduces aid efforts into commercialised products. / Denna studie genomfördes med kvalitativ textanalys av UNICEF Sveriges hemsida i syfte att problematisera den roll som UNICEF Sverige spelar i dagens globaliserade samhälle. Detta inom kontexten av att civilsamhällets organisationers inflytande har ökat. Följande frågeställningar besvarades: Hur legitimerar UNICEF Sverige sin verksamhet? Vilka strategier använder sig UNICEF Sverige av för att uppmana till engagemang och stöd? Studien visar att UNICEF Sverige legitimerar sin verksamhet genom att hävda sitt unika inflytandet, sin unika arbetsmetod samt genom att påvisa att organisationen hjälper de barn som är mest utsatta. Detta tolkas som strategier för att etablera givartillit. UNICEF Sverige uppmanar till engagemang och stöd genom att förpacka hjälpinsatser till produkter som förmedlar en upplevelse av att hjälpa, vilket kan förstås i relation till konsumtionssamhället. UNICEF Sveriges roll i samhället framstår som mycket betydelsefull. Emellertid är det problematiskt att givandefenomenet tenderar att förenkla sociala problem samt reducerar hjälpinsatserna till kommersialiserade produkter.

Vad engagerar till att rädda liv? : En semiotisk och retorisk analys av hur välgörenhetsorganisationer kommunicerar för att engagera mottagare / What engages to save lives?

Hur välgörenhetsorganisationer kommunicerar är betydelsefullt för att skapa engagemang. Genom att använda olika element i kampanjfilmer kan organisationerna öka uppmärksamheten och medvetenheten hos mottagaren. Syftet med denna studie är att ta reda på hur två av Sveriges främsta välgörenhets­organisationer kommunicerar via kampanjfilmer för att väcka ett engagemang hos publiken. Vi undersöker vilka element och myter som finns närvarande i kampanjfilmerna, hur celebriteter kan bidra till att väcka engagemang samt vilken roll sociala medier har i publikens engagemang. Den teori vi utgår från i denna studie berör ämnen som celebriteter, publikengagemang samt spridning i sociala medier. Det är en kvalitativ studie med en induktiv ansats och vi genomför en semiotisk bildanalys samt retorisk analys av fyra kampanjfilmer. Urvalet består av två kampanjfilmer från Unicef och två kampanjfilmer från Plan Sverige. Studiens resultat visar att välgörenhetsorganisationer använder celebriteter för att tilltala målgrupper i olika åldrar och för att öka trovärdigheten i deras kommunikation. Genom att använda utsatta barn som element förstärks känslor som medlidande och frustration över barnens situation och detta kan väcka känslor och behov av ett djupare engagemang hos mottagaren. Att använda element som humor, kända talespersoner samt unika budskap kan kampanjer sticka ut från mängden och få en större spridning i sociala medier. Mottagare kan känna en vilja att dela budskapen vidare, dels för att stärka sitt personliga varumärke men även för att inleda en diskussion kring problemet. / How charities communicate is an important aspect in creating engagement. By using different elements in campaign films, organizations can increase the visibility and awareness of the receiver. The purpose of this study is to find out how two of Sweden's leading charity organizations communicate via campaign films in order to create engagement. We examine which elements and myths that are present in the campaign films, how celebrities can help to encourage involvement and the role of social media in audience engagement. The theoretical framework for this study is based upon topics such as celebrity spokespersons, audience engagement and spread in social media. It is a qualitative study using an inductive approach, and we conduct a semiotic and rhetorical analysis of four campaign films. The sample consists of two campaign films by the organization Unicef ​​and two campaign films from Plan Sverige. The study shows that charities use famous people to appeal to audiences of different ages and to increase the credibility of the communication. By using underprivileged children as elements, feelings of compassion and frustration over the situation of children are reinforced and this can arouse a need of deeper involvement of the receiver. Using elements of comedy, celebrities and unique messages, campaigns can stand out from the crowd and get a larger spread in social media. Receivers may feel a desire to share the messages further, partly to strengthen their personal brand, but also to create a debate on the issue.

It is based on the theoretical perspective of the globally structured agenda for education, as defined by Roger Dale. It focuses the educational policies adopted in the federal level during Luiz Inácio Lula da Silva`s first government (2002-2006). The research tries to find out in what measure the elaboration and implementation of the program Strengthened Brazilian Family of UNICEF/MEC can be interpreted as constituting a translation for the Brazilian context of transnational dynamics and processes. The empirical data included official documents obtained both in the country and abroad and interviews with professionals from the Brazilian government and UNICEF. The data collection was accomplished during the years of 2005 and 2006. These sources (interviews and documents) were analyzed in such a way as to identify relationships, convergences and conflicts that characterizes Brazilian early childhood education. The thesis demonstrates the existence of complex relationships between formulation and implementation of educational policies. The analysis sustains that UNICEF guidance influences early childhood education policies and, in doing so, weakens the guidelines defined in the Brazilian main legislation. The research reveals how the agency has been developing a simultaneous relationship of legitimation and mandate with the Brazilian state. The analysis also evidences that relationships between the Brazilian government and the international organizations doesn't happen in an unilateral way, since those influences are subject the redefinition and reinterpretations. Busca pontuar em que medida a elaboração e implementação do programa Família Brasileira Fortalecida pela Educação Infantil, do UNICEF/MEC, podem ser interpretadas como constituindo uma tradução para o contexto brasileiro de dinâmicas e processos transnacionais. Demonstra as complexas relações existentes entre formulação e implementação das políticas educacionais. Na área da educação infantil, estas relações também apresentam complexidades, tendo em vista que as ações do Estado e da sociedade civil são marcadas por confrontos, conflitos, convergências e divergências. Para a pesquisa foram localizados e analisados documentos oficiais, colhidos no país e no exterior e realizadas entrevistas com pessoas situadas nas esferas de decisão do governo brasileiro e do UNICEF. A coleta de dados foi realizada durante os anos de 2005 e 2006. Os depoimentos e documentos foram analisados de forma a identificar nexos que possibilitem compreender as relações de continuidade e descontinuidades que marcam a educação infantil brasileira. Ainsi, afin d’approfondir suffisamment les différents aspects de cette utilisation, nous avons choisi de nous baser sur une approche comparative. / The image of the child takes a central place in the communication of the UNICEF. The use of this image has been a subject of a number of questions that we addressed during this interdisciplinary study. In order to do an in-depth evaluation of the different aspects of the use of this image, we have chosen to base our study on a comparative approach.

O trabalho descreve o modelo de gestão adotado para alcançar os objetivos do Selo e checa o cumprimento das etapas e a eficácia dos resultados gerados pela metodologia. Ele também verifica a concepção da participação cidadã de adolescentes na visão dos sujeitos da pesquisa e o grau de engajamento de meninas e meninos de 12 a 17 anos na iniciativa. Ainda identifica a natureza dos benefícios obtidos por adolescentes, famílias, escolas e município, e apresenta recomendações para a iniciativa do Unicef. O referencial teórico aborda o paradigma de desenvolvimento da convivência com o Semiárido e os princípios da educação contextualizada com a realidade do campo; o conceito de participação cidadã de adolescentes adotado para o estudo, a partir de um debate sobre as dimensões teórica, prática e institucional da participação política; teorias, abordagens e tipologias da avaliação de programas. As limitações do Selo na promoção, monitoramento e avaliação da participação cidadã de adolescentes, e suas consequências na efetividade da metodologia do Unicef, constituem o problema do estudo. Os efeitos do engajamento dos adolescentes em termos do empoderamento, organização e influência dos mesmos na gestão municipal são o foco da pesquisa. A proposta é contribuir para qualificar a iniciativa do Unicef, fortalecer o compromisso com a garantia do direito de crianças e adolescentes de participar de debates e decisões que afetam as suas vidas, bem como melhorar os resultados do envolvimento deste grupo etário na gestão municipal. A análise dos resultados revela que Barrocas realizou plenamente apenas uma das oito atividades definidas na metodologia que demandavam o engajamento de adolescentes: os projetos de educação, cultura e esporte do eixo de Participação Social, que promoveram ampla mobilização de escolas, famílias e comunidades. Outras cinco atividades foram realizadas parcialmente, considerando a fragilidade/limitação do engajamento de adolescentes em termos qualitativos e/ou quantitativos. Duas ações não foram realizadas, nem substituídas por outras equivalentes. Barrocas buscou sinergias entre o Selo e outras iniciativas locais que potencializaram os resultados da iniciativa, no entanto, não promoveu a participação cidadã de adolescentes na acepção adotada por este estudo. Segundo ele, o engajamento de adolescentes em debates sobre questões que afetam as suas vidas deve considerar cinco requisitos: 1) formação continuada para o exercício autônomo da cidadania; 2) acesso à informação, metodologias e ambientes amigáveis; 3) suporte à organização dos estudantes para a construção de suas próprias agendas e intervenções; 4) qualidade do diálogo intergeracional; e 5) capacidade das jovens lideranças de influenciar a gestão municipal em processos de políticas públicas. A Edição 2009-2012 promoveu uma corrida pelo cumprimento de tarefas para o alcance da pontuação mínima necessária à certificação de Barrocas pelo Unicef. Após três edições do Selo e três aprovações do município, ainda não há um alinhamento de informação entre os atores locais sobre o que é, como deve ser e para quê a participação de adolescentes. Somente qualificando insumos do Selo, o Unicef contribuirá efetivamente para que adolescentes tenham voz, sejam ouvidos e influenciem decisões em suas famílias, escolas, comunidades e municípios; para que eles se organizem e atuem coletivamente como agentes de transformação de suas realidades, fortalecendo a sociedade civil e tomando posição sobre o jogo político de forma qualificada e sem manipulação. This dissertation assesses the results of actions undertaken by the city of Barrocas, Bahia, fostering the participation of adolescents in the Unicef Municipal Seal of Approval 2009-2012 Edition. The paper describes the management model adopted by the municipality to achieve Seal’s objectives. It verifies compliance and effectiveness of the results generated by the methodology; the meaning of adolescents’ participation in the research subjects’ view; and the degree of engagement of girls and boys aged 12-17 years in the initiative. It also identifies the nature of the benefits obtained by teenagers, families, schools, and municipality; and makes recommendations to the initiative of Unicef. The theoretical framework addresses the development paradigm of coexistence with Semi-arid conditions and the principles of contextualized education with the reality of the field. It also addresses the concept of participation of adolescents adopted for the study, from a discussion of the theoretical, practical and institutional dimensions of the political participation. It still includes theories, approaches and types of program evaluation. The problem of the study is related to the Seal’s limitations in promoting, monitoring, and evaluating adolescents’ participation; and their consequences on the effectiveness of Unicef’s methodology. The research focuses on the effects of adolescents’ engagement in terms of their empowerment, organization and influence in the municipal management. The proposal is to contribute to qualify Unicef’s initiative and strengthen the commitment with the guarantee of children and adolescents’ right to participate in discussions and decisions affecting their lives. The dissertation also aims to contribute to improve the results of the involvement of this age group in municipal management. Analysis of the results reveals that Barrocas fully accomplished only one of the eight steps that required the engagement of adolescents: the education, culture and sports projects of Social Participation. Such projects promoted broad mobilization of schools, families and communities. Five other activities were carried out partially, considering the fragility/limiting engagement of adolescents in qualitative and/or quantitative terms. Two actions were not carried out or replaced by equivalent. Barrocas sought synergies between the Seal and other local initiatives, which have improved the results of the Seal. However, the municipality did not promote participation of adolescents within the meaning adopted by this study. According to it, the engagement in debates on issues affecting their lives should consider five requirements: 1) continuing education for the autonomous exerci se of citizenship; 2) access to information and friendly methodologies and environments; 3) support the organization of adolescents to build their own agendas and interventions; 4) quality of intergenerational dialogue; and 5) capacity of youth leaders to influence municipal management in public policy processes. The 2009-2012 Edition promoted a race for the fulfillment of tasks to achieve the minimum score required for the city of Barrocas certification by Unicef. After three Seal editions and municipality approvals, there is still no alignment of information between local stakeholders about what it is, how it should be and why to promote adolescents’ participation. Only qualifying the Seal’s inputs, Unicef will contribute effectively to give voice to teenagers and help them to be heard and to influence decisions in their families, schools, communities and municipalities. In this way, Unicef will support better their organization and collective action to transform their realities, strengthening civil society and taking part on the political game in a qualified manner and without manipulation.

[pt] A educação se tornou uma área chave tanto em estados-nação e a nível global, em particular quando se trata da escolarização de crianças. Apesar da responsabilidade pela educação formal ser primariamente do Estado, Organizações Internacionais (OIs) têm se tornado progressivamente mais envolvidas neste campo. Esta dissertação discute as concepções de educação presents nas Nações Unidas através de duas de suas principais agências com um mandato no tema – UNICEF and UNESCO. Uma seleção de relatórios das agências são analisados através da Análise Crítica do Discurso (ACD) em relação com um conceito auqi chamado de escolarização tradicional. Este conceito é baseado em autores que discutem como uma forma de educação foi conceitualizada e institucionalizada como parte de processos politicos, econômicos e culturais na Europa Ocidental entre os séculos 17 e 19, servindo como reprodutores de uma certa ordem social. A disseração conduz um apanhado histórico da emergência e disseminação da escola formal, assim como o papel das Nações Unidas nesse processo, e analisa documentos do UNICEF e UNESCO que se referem à sua visão da educação, seus objetivos, importância, atores e métodos. Conclui-se que as visões das organizações nem sempre se alinham em relação a esses elementos, e apesar de frequentemente servirem como promotoras e disseminadoras da escolarização formal, há iniciativas divergentes que indicam que há espaço para a emergência de outras visões da educação. / [en] Education has become a key policy area both in nation-states and at the global level, particularly when it comes to the schooling of children. Although responsibility for formal education primarily falls to the state, International Organisations (IOs) have increasingly become involved in this field. This dissertation discusses the conceptions of education present in the United Nations through two of its main agencies with a mandate on the subject – UNICEF and UNESCO. A selection of the agencies reports are analysed through the theoretical approach of Critical Discourse Analysis (CDA) in relation to a concept here called traditional schooling. This concept draws on authors that discuss how forms of education have been conceptualised and institutionalised as part of political, economic and cultural processes in Western Europe in the seventeenth to twentieth centuries, serving as reproducers of a certain social order. The dissertation conducts a historical overview of the emergence and dissemination of formal schooling, as well as the role of the United Nations in this process, and analyses UNICEF and UNESCO documents that refer to their vision of education, its goals, importance, actors and methods. It concludes that the organisations visions do not always align education s goals, importance, subjects and methods, and although they frequently serve as promoters and disseminators of traditional schooling, there are dissenting initiatives that indicate there is room for other visions of education to emerge.

Samspelet mellan ideella organisationer och deras kontrollorgan : En studie kring redovisning för välgörenhetsorganisationer / The interaction between non-profit organisations and their supervisory bodies : An analysis of financial statements for charity organisations

Under senare år har världen stått inför en ekonomisk kris, den värsta i modern tid. Trots att denna svåra tid innebar ekonomiska påfrestningar hos befolkningen så har det konstaterats att bidrag till ideella föreningarna har ökat. Allmänhetens ökade intresse har även lett till en ökad medial granskning av de olika välgörenhetsorganisationerna, vilket resulterat i flera negativa rapporter, vilka rubricerats som skandaler. Dessa skandaler har gett ett minskat förtroende hos bidragsgivarna för välgörenhetsorganisationer, vilket visas i en undersökning som presenteras i uppsatsen. Förtroende är därför ett centralt begrepp i denna uppsats. Undersökningen visar även att bidragsgivarna är av den uppfattningen att välgörenhetsorganisationerna brister i att redovisa kostnaderna för att bedriva bistånds-arbete, en av orsakerna till det minskade förtroendet.I Sverige finns två kontrollorgan vilka granskar välgörenhetsorganisationer, med syftet att bibehålla och öka förtroende för just dessa organisationer. I uppsatsen presenterar vi en teoretisk jämförelse mellan regelverken för redovisning som dessa kontrollorgan tillhandahåller samt Bokföringsnämndens allmänna regler kring redovisning för ideella organisationer. Den teoretiska analysen ligger till grund för att besvara vår forskningsfråga kring hur regelverken följs samt hur de verkar för att främja dess syfte. Frågeställningen besvaras utifrån en teoretisk analys av tre välgörenhetsorganisationer; Plan Sverige, Rädda Barnen och Unicef. Dessa tre tillhör de största insamlarna i Sverige. De har också en liknande fokusering samt ursprung vilket möjliggör en jämförelse mellan dem.Genom denna studie har vi genom metoden abduktion, kommit fram till att det finns skillnader mellan de regelverk som jämförts och på de krav som de ställer vid upprättandet av en årsredovisning för en ideell organisation. Dessa olikheter skapar grunder till förvirring hos bidragsgivarna. Riktlinjerna brister således i att ge klarhet och transparens till redovisningen, vilka är avgörande faktorer för att skapa förtroende genom redovisning. Det finns dock tecken på att organisationerna vill utveckla och anpassa sina årsredovisningar till bidragsgivarna och således bidra till en ökad förståelse för hur insamlade medel används, en anpassning som hämmas av de styrande regelverken. Vår uppsats resulterar i att en paradox uppenbarar sig, där vi ställer frågan om det kan vara så att kontrollorganen i praktiken motverkar sitt syfte och bryter ner dess kvalitetsstämpel genom att förhindra välgörenhetsorganisationerna att anpassa sina årsredovisningar utifrån givarnas synsätt.

Para tanto é realizada uma pesquisa documental que tem como fonte de análise o relatório “Ser Criança na Amazônia”: uma análise das condições de desenvolvimento infantil na região norte do Brasil, publicado pelo UNICEF em 2004. Como ferramentas de análise são utilizadas a história-genealógica de Foucault e sua analítica do poder, especialmente em relação ao biopoder. No contexto das políticas da ONU a performance do UNICEF no cuidado da infância é compreendida como parte de uma governamentalidade liberal que atua na promoção do progresso social e desenvolvimento econômico dos países, em prol da segurança. Neste sentido, esta pesquisa procura dar visibilidade ao modo como as práticas do UNICEF são articuladas às práticas vizinhas e engendram um dispositivo de governo que opera através de estratégias disciplinares e biopolíticas no controle da população da Amazônia, em função da gestão de riscos. De acordo com as análises do UNICEF, a saúde da criança é compreendida como efeito de determinadas condições sociais e econômicas consideradas fundamentais para sua sobrevivência e bem-estar. A falta de infraestrutura social e as precárias condições de existência são apontadas como fatores que podem gerar doenças e prejuízos ao desenvolvimento das crianças. Além disso, o relatório enfatiza o papel da mulher enquanto mãe, colocando-a como principal responsável pela sobrevivência e educação dos filhos, e a importância do desempenho da família para a garantia do pleno desenvolvimento infantil. Observa-se como as noções de saúde e infância, compreendidas respectivamente como um campo multideterminado e uma etapa da vida que precisa ser protegida e controlada, são utilizadas pelo UNICEF no governo das populações pobres da região, capturadas em discursos higiênicos que desqualificam as famílias em função de suas condições de sobrevivência e de suas práticas de cuidado em relação às crianças. Estes discursos produzem a demanda por uma rede infinda de proteções para as famílias que promovem a saúde e asseguram a vida, mas implicam em controles que põem em xeque sua autonomia. / This study intends to problematize the conception of child health propagated by UNICEF, specifically analyzing the regimes of truth and practices of power, which are operated by this agency on the health conditions of the children that lives in the Amazon. Therefore it’s made a documentary research that has its source analysis the report "Being a Child in Amazonia: an analysis of the conditions for child development in the northern region of Brazil”, published by UNICEF in 2004. As analysis tools, are used Michel Foucault's genealogical history, and his analytics of power, especially in relation to biopower. In the context of United Nations policy, the UNICEF's performance in the care of children is understood as part of a liberal governmentality that acts in promoting social progress and economic development of countries, for safety's sake. In this sense, this research try to give visibility to how the practices of UNICEF, articulated with surrounding practices, engender a device of government that operates through disciplinary and biopolitical strategies to control the population of the Amazon as function of risk management. According to the UNICEF analysis, the child health is understood as an effect of certain social and economic conditions considered essential for their survival and well-being. The lack of social infrastructure and the precarious conditions of existence are pointed as factors that may cause illness and damage to children's development. In addition the report emphasizes the role of woman as mother, placing her as the main responsible for the survival an education of children, and the importance of family performance in guarantee a complete child development. Notions of health and childhooh, respectively, as a multidimensional field, and a life stage that needs to be protected and controlled, from this point of view, are used by UNICEF in the government of the poor population of the region, captured in hygienic speeches that disqualify families because of their survival conditions and their care practices in relation to children. These speeches sets up a demand for an endless network of protections for families that promotes health and ensure life, but imply controls that put in check their autonomy.

<p>My study is focused on one organization with is Unicef, the organization that is workning on a UN mission. The mission is about children's rights and Unicef has brought children's actions since 1946.The purpose of this essay was to research whether the images can be used alone or as a complement to the text that the communication organizations use. By examining the way images are used, I hoped to be able to deduce the results of image use. I study if the effect out messages with only pictures will be more effective than the message in which the verbal mixed with the non-verbal.Theoretical part of this essay has a communication perspective. The essay is structure by tree elements, non-verbal communication, mass communication and intercultural communication. With these elements, or keywords, have I interpret UNICEFs communications through two media channels, internet and TV.The methodology I have chosen is qualitative method with a hermeneutic approach. I have carried out three qualitative interviews with women within the organization and one group interview consisting of four persons. I have also observation a qualitative media observation of charity gala on TV4.     My conclusions were that non-verbal communication is most likely more effective as a tool too the verbal instead of the only communication. I also got the conclusion that UNICEF communicate with people thought picture that’s gives hope for the future.</p>
