自由的束縛—伊朗革命前後的政治論述與被建構的穆斯林女性主體 / Bonds of freedom: pre- and post- revolutionary political discourses and the constructed subject of Muslim women in iran

伊朗自進入二十世紀遭受西方帝國的殖民後,穆斯林婦女的穿著問題一直成為殖民者與被殖民者討論的焦點。本文以「後殖民」理論學者Gayatri C. Spivak所認為主體與政治的關係,說明女性在歷史、文化論述之中所居「賤民」地位,實與知識暴力、文化霸權等議題相連結,從而影響女性地位的說法,試圖由伊朗在巴勒維時期過渡至伊斯蘭共和國此階段歷史(1953-1989)中對於穆斯林婦女穿著(hijab)論述,商榷或討論Spivak理論與實際上存有的差異。 巴勒維國王延續其父改革意志,並欲以「白色革命」帶領伊朗進入現代之林,利用一系列現代化計畫與執行全國的波斯化鞏固其王權。其所提出的女性政策中,為朝向「偉大文明」之國發展,要求婦女為增加建設、擺脫國家落後形象、投入公共領域而脫下hijab。 左派知識份子如Jalal Al- I Ahmad、Ali Shariati,以及宗教學者Murtaza Mutahhari等人,分別以「中西毒」概念,聖女法蒂瑪形象,以及伊斯蘭公、私領域的概念,批判時下盲目西化的人們,藉此釐清社會現象背後的帝國症狀,與有心人士摧毀伊斯蘭的詭計,他們共同指出復興伊朗的唯一途徑即在於伊斯蘭。 經過其他知識份子的理念鋪陳,何梅尼所建構的「伊斯蘭政府」,其重心在於神聖的律法與合法的統治者,配合精神聖戰的呼籲,扭轉什葉派傳統權威者限制,將治國權威交付通曉伊斯蘭法、且具正義感的教法學者。順利推翻巴勒維政權、確立其個人無可取代領導地位的何梅尼所認定婦女於該理想國度的職責、行為舉止,皆必須與伊斯蘭共和國對於虔信、道德等訴求互為表裡。 本文以殖民者與賤民史家對於女性的論述個別分析,並以何梅尼所建構的「教法學者權威」(wilayat al- faqih)作為「女性賤民可否發言?」此提問的重點,探視伊朗革命的發生,與女性參與此中所指涉的意涵。在後殖民研究的脈絡裡,由宗教角度的分析,能更清晰地描繪出在帝國主義與傳統父權勢力雙方交織下的個別論述,使婦女之聲顯得微弱的現實。 / The attire of Islamic women has been the point of concern for the colonist and the colonized since Iran has been colonized by Western Imperialism. Departing from the Postcolonial theorist Gayatri C. Spivak’s concern of the relationship between the subject and politics, this thesis intends to explicate that the issue of women as the subaltern in the historical and cultural discourses is closely associated with epistemic violence and cultural hegemony and this has greatly affected the status of women in Iran. I will then go to the discourses of Muslim women’s attire, hijab, from transitional Pahlavi regime to the Islamic Republic(1953-1989)to discuss Spivak’s theory and the actual condition. Mohammed Riza Pahlavi, King of Pahlavi regime, followed in his father’s footprints and led the White Revolution to modernize Iran. To consolidate his power, Pahlavi employed a series of modernization programs and carried out persianization. In terms of his policies toward women, he wanted women to take off their hijab and participate in public affairs so that they can help establish the State of Great Civilization. Leftists such as Jalal Al- I Ahmad, Ali Shariati and the ulama Murtaza Mutahhari applied the concept of occidentosis, the image of Saint Fatima, and the differentiation of public and private spheres in Islam to critique people’s blind westernization. They intended to uncover the Imperialist symptoms behind social phenomena and pro-westernizers’ schemes to destroy Islam and pointed out that the only way to revive Iran lies in Islam. Through the theories the various intellectuals proposed, the Islamic government propounded by Khomeini focuses on Divine Laws and legal rulers and through appeals to the spiritual jihad, he maintains that the power should be consigned to the al-faqih (jurist) who has not only excellent knowledge of Islamic law but also a sense of justice. After overthrowing the Pahlavi regime and establishing himself as political authority, Khomeini holds that in the Islamic Republic, the duty a woman needs to fulfill is to act according to what this ideal state requires: to be moral as well as pious. In this thesis, I will analyze respectively discourses on women from colonists and subaltern studies theorists and concentrate on Khomeini’s wilayat al- faqih (the governance of the jurist) in order to respond to the question: Can the Female Subaltern Speak? Therefore, we can take a closer look at the eruption of the Islamic Revolution and the significance of women’s participation in political activities. In postcolonial studies, a religious perspective can help us see even more clearly that women can hardly speak for themselves between Imperialism and traditional patriarchal powers.

政府在電動車產業發展過程中的角色與定位 / The role of government in the development of electric vehicle industry

近年來,全球氣候暖化問題嚴重,造成地球環境的變遷,加上能源安全威脅與經濟、環境永續發展的考量,世界各國對於節能減碳的議題日漸重視。車輛電動化即在減少溫室氣體排放、改善生活環境、加強能源安全及掌握產業發展轉型契機等因素驅動下,成為全球車輛發展的重要趨勢,全球電動車產業結構與產業網絡正在逐漸成形中。 本研究係針對全球主要國家政府在面對電動車這個新興產業發展時,所採取的政策進行分析與探討,並且以日本、美國、中國、德國政府政策為探討目標,從文獻回顧及專業機構報告中整理分析各國政府的產業政策,試圖探討政府的角色與定位,進一步描繪出台灣政府應該扮演的角色,並且提出建議,作為政府於制定產業政策時之參考,期能對電動車產業做出貢獻,讓台灣電動車產業在此波革命浪潮中,創造出更高的價值及競爭力。 本研究發現,電動車新興產業在發展過程中充滿許多經濟面、市場面、環境面以及技術面的發展限制,本研究在羅列出的十六項發展限制中,有高達十一項限制與政府的政策息息相關。汽車百年產業革命成功與否,業界對於政府是否能創造具有競爭優勢的發展環境要求殷切,於是在電池研發技術未臻成熟、產業各項標準尚未建立之際,各國政府紛紛伸出<看得見的那隻手>,從產業研究發展獎勵、消費市場購車、用車以及充電基礎建設普及的促成與補助,配合業者在關鍵技術發展的努力、商業模式的發展、產業群聚的形成、充電基礎建設的普及、維修體系的建置、社會大眾對於環境品質的需求、用車習慣的改變、電動車節能形象的認同……等種種助力,形成產業能量面的推升力量以及市場需求的拉力,形塑出電動車未來發展的良性循環,試圖在此領域內創造出比較優勢,促使這一波新的汽車產業革命形成。   值此關鍵時期,台灣政府如何提供本國產業一臂之力,期於未來世界汽車產業佔有一席之地?這是許多業者關心的議題。目前,各國政府紛紛制訂獎勵政策協助業者以及消費者對於電動車發展與使用的認同;尤其德國政府作法積極,從保持人民生活品質、解決石油倚賴問題、強化經濟傳統命脈的汽車工業,從環境結構、基礎設施到社會大眾的消費習慣宣導著手,具體規劃國家新經濟遠景,將德國塑造成世界電動車大國,這是非常值得台灣政府參考的典範。 本研究建議,電動車產業處發展初階段,眾家車廠以及各國政府皆在摸索前行中,台灣政府應參考各國政府政策後,了解台灣產業的優勢與機會,從基礎設施到新能源政策、基本軟硬體投資環境的建置著手,協助業者發展創造出友善的投資環境並且積極發展國內電動車運行,累積出屬於台灣自己的<台灣EV經驗>,協助業者強化電動車相關技術,除藉由電動車的普及來降低國內對於石油的依賴外,倘若能成功推行電動車成為國際典範,讓世界看到台灣先進的科技與環保觀念,提升國際形象,在時機成熟時,提供關鍵零件技術,利用中國的潛在市場,參與國際標準制定,創造出台灣電動車產業的發展空間。 / The worsening problem of global warming in recent years has led to the environmental changes on Earth. This fact, along with the emerging threats to energy security and the call for sustainable economic and environmental development, has drawn increasing worldwide attention on the issues of energy saving and carbon reduction. As a result, the EV (Electric Vehicle) industry is gaining increasing importance in the global automobile market, driven by various motives including reducing greenhouse gas emissions, improving living environment, safeguarding energy security and seizing the opportunities of industrial transformation. The industrial structure and network of the global EV market is gradually taking shape. The purpose of this research is to explore and analyze the policies adopted by the governments of the world’s leading countries on the emerging EV industry, focusing on Japan, the USA, China and Germany. By reviewing historical documents and professional reports, the author has probed the industrial policies of these countries, endeavoring to identify the roles of the governments in this process and, furthermore, to depict the roles and positions of the government of Taiwan. The author has also provided recommendations to the government for developing industrial policies, with the hope that the research results will contribute to the growth of the EV industry in Taiwan and the creation of higher value and competitive advantages in this revolutionary process. It is discovered in this research that a great deal of development restrictions are involved in the growing process of the emerging EV industry, respectively in the economic, market, environmental and technological fields. Among the sixteen development restrictions outlined in this research, there are as many as eleven items which are closely bound up with government policies. The success of this unprecedented industrial revolution, therefore, relies on whether the government can create a development environment with sufficient competitive advantages, which is anxiously longed for by the EV industry. Given the facts that the R&D technologies for the battery industry are not fully mature and various industrial benchmarks are yet to be established, the “visible hands” are offered by governments, one after another, to support the industry. These government initiatives include: providing incentives for industrial R&D, stimulating the consumer market, as well as facilitating and subsidizing the EV car use and recharging infrastructure. Other supportive policies include assisting the EV industry in developing key technologies, building up business models, shaping industrial clusters, expanding recharging infrastructure, establishing the maintenance/repair systems, accommodating to the public demand on environmental quality and the changes in car-using habits, promoting the identification with the energy-saving image of EV’s, etc. All these measures have turned into a pushing force that gives momentum to the industry, as well as a pulling force that booms the market. They contribute to forming a virtuous development cycle for the EV industry in future; help to create comparative advantages in this specific field; and make impossible this new wave of industrial revolution for automobiles. At this critical stage, how would the Taiwan government lend a helping hand so that the local EV industry could gain a stake in the international automobile market in future? This is an issue widely concerned by the industry. Now, many countries are offering incentive policies to help with the development of the industry and build up consumer identification with the electric cars. The German government, particularly, has taken aggressive actions. Apart from the efforts in maintaining/improving the life quality of its people, the government also endeavors to reduce the dependency on imported oil and strengthen the competitiveness of its automobile industry, which is vital to the economic growth of the country. To realize the new economic vision of the country, the German government has developed specific plans, covering various initiatives including environmental structure, infrastructure construction and consumer education, etc. The purpose is to make Germany a leading country for the EV industry. These we believe are the “best practices” to be considered by the Taiwan government. The EV industry is yet at its preliminary stage of development. Governments, as well as EV manufacturers around the world, are all endeavoring to find the right path ahead. It is recommended, therefore, that the government of Taiwan should firstly study the policies of other countries and understand the strengths and weakness of local industries. The initial efforts should be focused on constructing infrastructures, setting up new energy policies and installing the fundamental software/hardware for a friendly investment environment, so as to support the growth of the industry. The government should, in the meantime, actively promote the electric vehicles in the domestic market, build up the unique “EV Experience of Taiwan” to help improving the relevant EV technology for the local industry. Apart from reducing the country’s dependency on imported oil, the successful popularization of EV in Taiwan will also become one of the best practices in the world and contribute to the elevation of Taiwan’s international image, having showcased its advanced technologies and strong environmental awareness. With increasing sophistication, Taiwan’s EV industry also has the capabilities to provide critical spare parts technologies and to play a role, through the potential China market, in the international standard-setting process, thereby creating further expanding possibilities for the industry.

工作生活品質與工作績效關聯之研究—以臺北市政府都市發展局為例 / Research on the relationship between quality of working life and job performance -- a case study of urban development bureau of Taipei City Government

本研究旨在瞭解臺北市政府都市發展局(以下簡稱都發局)員工工作生活品質與工作績效關聯之現況,探討個人屬性在工作生活品質與工作績效之差異性,及工作生活品質與工作績效間相關性,研究並提供為主管機關改善都發局員工工作生活品質及工作績效參考,提升組織效能。 本研究係採問卷調查法,問卷經預試修正後,以臺北市政府都市發展局為研究母群體,採抽樣調查方式施測,共202份有效問卷。研究問卷內容包括工作生活品質量表、工作績效表及個人基本資料。問卷資料蒐集運用電腦統計套裝軟體SPSS 進行統計與分析,以敘述性統計分析、獨立樣本T檢定、單因子變異數分析、相關分析及多元迴歸分析等推論性統計方法來進行資料處理,本研究經實證研究分析,歸納結果如下: 一、都發局員工對工作生活品質知覺平均有70.79%表示滿意。各因素平均數比率,以「工作層面」最高(73.44%),其次為「組織層面」(70.24%),以「個人層面」最低(66.20%)。 二、都發局員工對工作績效程度平均有75.95%表示認同。各因素平均數比率,以「脈絡性績效」最高(79.83%),其次為「適應性績效」(74.70%),以「任務性績效」最低(72.30%)。 三、不同個人背景屬性之都發局員工對工作生活品質知覺之差異情形,其中教育程度具有顯著差異存在。 四、不同個人背景屬性都發局員工對工作績效程度之差異情形,其中職務、婚姻狀況、年齡及本機關服務年資等四項具有顯著差異存在。 五、工作生活品質及其因素與工作績效間均具正相關性。 六、工作生活品質構面中「個人層面」及「工作層面」構面等因素對「任務性績效」具有16.3%預測力;另「個人層面」因素對「脈絡性績效」具有19.2%預測力;「個人層面」因素對整體「工作績效」具有19.8%預測力。 根據實證研究及統計分析結果,提出建議如下: 一、對機關行政管理上之建議:增加員工的工作成就感;適度調整福利待遇,以提升員工士氣;建立公平的升遷、考核制度;激發同仁的團隊合作;建立職務輪調機制;定期舉辦員工與局長有約,以瞭解基層心聲。 二、對人事單位之建議:改善機關的獎勵作業方式;增加多元化的訓練課程;加強員工尊榮感;協助員工轉介協談,紓解工作壓力。 三、對員工個人之建議:強化個人對工作的正向思考;加強學習新知的動力;勇於面對環境的變動與未來的挑戰。 關鍵詞:工作生活品質、工作績效、臺北市政府都市發展局 / The purpose of this research is to understand the situation of quality of working life and job performance of civil service personnel of urban development bureau of taipei city government. It discusses the differences of personal property between quality of working life and job performance and the relationship between quality of working life and job performance. It also provides advices for controlling organization to improve the quality of working life and job performance of civil service personnel to increase organization efficiency. Questionnaire survey method is employed in this research while it makes use of urban development bureau of taipei city government and its affiliated civil service personnel as its subjects of research. There are 202 copies of questionnaire are valid. The content of questionnaire includes the scale for quality of working life, scale for job performance of employee and personal information.It uses statistic software SPSS to analyze these data.Descriptive statistics analysis, t-Test, One way ANOVA, Pearson product-moment correlation and multiple-regression analysis are used to process these information. The results are as follows: 1. An average of 70.79% of urban development bureau of taipei city government and its affiliated civil service personnel present their degree of satisfaction about quality of working life.The degree of satisfaction with “work stratification plane” is the highest among all factors (73.44%), and others in order are: “organization stratification plane (70.24%),” and “individual stratification plane (66.20%).” 2. An average of 75.95% of urban development bureau of taipei city government and its affiliated civil service personnel has shown their agreement on job performance.The degree of satisfaction with “contextual performance” is the highest among all factors (79. 83%), and others in order are: “adaptive performance (74.70%),”and “task performance (72.30%)”. 3. Different backgrounds of the public official of urban development bureau have shown different degree of perceptions about quality of working life. Among all the factors, educational background have the most obvious difference. 4. Different backgrounds of the public official of urban development bureau have shown different degree of perceptions about job performance. Among all the factors, position,marital status ,age and the age service seniority have the most obvious difference. 5. Between the quality of working life and the job performance, their factors are all positive related. 6. In the aspect of the quality of working life, it is found that employees have a 16.3% of predicting power to “task performance” regarding the factors of “individual stratification plane ” and “work stratification plane”; There is a 19.2% of predicting power to“contextual performance” regarding the factors of “individual stratification plane”; There is a 19.8% of predicting power to job performance regarding the factors of “individual stratification plane”. According to the research and statistic analysis, suggestions are presented as follows: 1. The recommendation of administrative management: Increasing employee job satisfaction; Appropriately adjust the benefits to boost staff morale;Establishing a fair promotion and performance appraisal system;Inspired team of colleagues;Establishment of job rotation mechanism;. 2. The recommendation of the personnel unit: Practices to improve the agency's award; Increasing a variety of training courses ; Increasing in staff a sense of honor; On the referral agreement to help staff to relieve work pressure;Regular discussions with employees to understand the aspirations of the grassroots. 3. 以層級分析法 建構G2B計畫評估架構與指標-從價值鏈觀點出發 / A value-chain approach to build G2B program evaluation framework

近年來,由於ICT的蓬勃發展,政府逐漸增加投資於電子化計畫的線上服務比例與種類,為了理解投資所能獲得的收益,杜絕資源浪費,並促使政府調整施政方向達到良善治理,針對電子化計畫進行評估是勢然必行的。目前許多評估機構逐漸從衡量政府投資電子化政府服務的客觀產出,轉而討論電子化服務使用者端的影響與成果。本研究,以計畫整體流程中所面臨的內部運作與外部感受、客觀產出與抽象成果的評估構面,提出G2B電子化計畫流程評估架構。 本研究結合Heeks (2006)的價值鏈模型與Millard & Shahin (2006)電子化計畫評估流程建立流程模型,透過文獻整理出評比國家型、網頁感知品質型、滿意模型與利害關係人模型指標,從企業途徑與政府內部途徑角度,探討G2B計畫流程評估架構,並使用層級分析法(analytic hierarchy process),由專家給予衡量G2B計畫推動時,前端到後端階段中重要構面的權重,並根據分析結果討論現今台灣計劃評估傾向上的差異。 本研究結果發現,在政府計畫生產過程中,應重視政府領導與支持,並發展衡量方式;專家不論在企業途徑與政府內部途徑上,都認為「服務產出評估是必需的過程,但影響與成果階段,才是價值衡量的終點」,因此,電子化計劃評估應從重視成本比的角度,朝向討論「透過政府對計畫服務的投入與投資,所能帶給企業實際或感知的價值與影響」,更能切中利害關係人關注的關鍵利益。 / This study aims at building an e-program evaluation chain model combining output evaluation with impact assessments, in order to assess the comprehensive G2B e-program from back-office process to the impact of online services. This study contributes a G2B evaluation framework with six processes integrated by e-government value chain model and e-program evaluation process. Given the concept of external and internal customer,「Business approach」and「Internal-Government approach」is developed in view of stakeholders. By evaluating subjective expert judgments via analytic hierarchy process method, this G2B evaluation framework is given weights and priorities in each hierarchy under both of approaches. The results indicate that impact and outcome assessments should be emphasized, no matter which approach is. Evaluation toward objective output is only a necessary process, but not the destination. As policy suggestions, this study addresses that government should focus on what kinds of value e-program can bring, and evaluate them.

從科技契合歷程探討電子化政府發展的轉型:以台灣跨機關整合服務為例 / The transformation of e-government development: insights from the technology alignment process-case studies of integrated public services in Taiwan

政府組織導入資訊科技後,帶來進步與改變的契機。過去研究從發展階段論探討此議題,多預設科技會依獨立自主的邏輯發展而對社會造成衝擊,因此主要的管理工作是協助社會大眾適應不可逆轉的科技發展。然而,這些學理上的臆測,在田野真實性是愈往發展後期愈下降,造成理論與實務的脫節。本研究從科技與社會研究(Science, Technology and Society, STS)學術脈絡下手,從實務觀察中,致力於挖掘科技和社會間雙向互動、相互形塑的關係;並主張以契合式纏繞(aligned-entanglement) 觀點,探討科技與政府組織相互形塑呈現出轉型的動態歷程。 本研究援引交引纏繞式(entanglement model)互動的模型,加上科技契合(technology alignment)觀點,應用於電子化政府整合型服務之研究,以解釋為何纏繞產生非預期結果,以致走向轉型。因為資訊科技特性需連結兩個以上組織才可讓資訊跨組織流通,所以科技與組織互動的轉型態樣有別於以往單一組織與科技互動的態樣。本研究在分析架構上的貢獻有三:1. 提出以科技契合的交引纏繞歷程觀點探討轉型,修正及補強以交引纏繞歷程觀點來分析轉型,2.開發出探討跨組織科技契合的分析構面,抽離出田野背後的運作邏輯, 3.重新詮釋公共服務的創新擴散,將以往僅探討科技創新與採用的關係,再行深入,把科技設計者從科技創新分離出,成為探討科技設計者、科技創新以及採用的關係, 由此進一步剖析當科技展演無效而發生轉型現象的論述。 本研究根據此看法,採質性多個案研究法來分析台灣電子化政府發展中兩個整合型公共服務,分別是「農產品產銷履歷系統」以及「G2G2B公文電子交換系統」,探討社會/科技集體從萌生到關係穩定化的歷程,或是位移如何發生,由此探知轉型過程。研究發現四種交引纏繞樣態皆有可能導致社會/科技集體的轉型,分別是「科技誤用,對服務真諦不了解」、「科技挪用,妥協下的次佳選擇」、「科技不適用,未立即傳遞的服務」以及「科技不用/科技調適,端視服務內容可被替代程度而定」四個纏繞軌跡的樣態。其共同特點是剛開始科技與跨組織各要素是契合的,雖偶有不契合也多以微調方式修正即可;但是逐漸在各執行面都有一些偏差,在科技展演無效後,科技設計者在權衡情境後所採取的解決方案,進一步呈現出可能的解釋因素,分別是對「科技精神」的了解程度、設計者對環境變化的認知、或科技特性在特定歷史環境不易充分發揮、或是對服務真諦的了解程度等。 本研究提出契合式纏繞觀點,相信這樣的研究成果會深化電子化政府轉型式發展的分析。本研究建議,在無效科技展演後,要預留迴旋空間(leeway)重新開啟科技的詮釋,允許不僅檢討「進度」達成與否,更要檢討「目標」是否合適,如此該社會/科技集體的纏繞式轉型才較不會走偏。 / The implementation of information technology by government entities brings opportunities for progress and change. The conventional wisdom of technology determinism considers the development of e-government as irreversible and the key objective is to assimilate the users to adopt the technology. However, these theoretical speculations tend to lose their explanation power during the later stages of e-government deployment. In other words, there is a mismatch between theory and practice. This study argues that the adoption of technology in governmental organizations is a result of interactions amongst factors such as strategic alignment, IT alignment, IT-structural and process alignment, business alignment, and service alignment. This study illustrates the dynamic entangled process in offering integrated services for e-government and describes the trajectories of this transformation. The aligned-entanglement perspective is then used to provide a better explanation than the punctuated-equilibrium and situated change perspectives. Three main contributions are made by this thesis. First, it proposes a new model to explore governmental organizational transformation. Second, it develops an analytical framework and makes explicit the operation logics of field practice. Thirdly, it re-interprets the diffusion of innovation in public services by incorporating technology designers, the technology itself, and the adopters as distinct actors in the transformation process. Qualitative case study method is used to analyze the implementation of two integrated public e-services in Taiwan: “Agriculture and Food Traceability System” and “G2G2B Electronic Document Exchange System”. The field studies show how the social/technical collective becomes stabilized overtime or how displacement occurs. This paper finds four patterns of displacement: misuse of technology through lack of understanding, the inappropriation of technology, the inapplicability of technology resulting in non-usage, and resistance or adaptation depending on suitability to the adopter’s tasks at hand. The common theme of these patterns is that, while minor misalignment can be fine-tuned in the beginning, these misalignments tend to accumulate through out the execution phases resulting in ineffective performance outcomes. Furthermore, the choices of technology designers to remedy these issues shed light on issues influencing the outcome; namely, misunderstanding of “technology spirit”, designers’ lack of sensitivity to environment change, the poor fit of technology features given its contemporary government context, and lack of understanding on the essence of services. This study proposes aligned-entanglement perspective and enriches the understanding of transformation in e-government development. This study suggests that, upon ineffective performances in technology, one should make leeway in the calibration of the deployment. By assessing the appropriateness of the initial goals in addition to reviewing progress milestones achievement, the social/technical collective is less likely to go down the wrong path in this (transformation) process.

受到氣候極端變遷的影響,近年來,世界各地接二連三地出現許多重大天然災害,讓我們賴以生存的地球,正面臨著嚴峻環境災難的考驗。面對這個重要課題,除了政府必須肩負的責任外,非政府組織從環境保護、減災預防、災難準備、以致災難發生時的緊急救援,到災後的復建與重建工作等環節上,也扮演愈來愈重要的角色,近代各國政府都把積極參與人道救援的非政府組織視為災難救援和賑濟上的重要伙伴。 人道救援和一般社會服務工作的動員模式與服務取向不同,除了必須在短時間內滿足無法事先確定的大量需求外,人道救援的目的是在有限資源的前提下,公允地維持受災民眾必要的生存環境、條件與尊嚴。是以,人道救援組織從平時救災人員的訓練、養成,救災器材設備與救援物資的整備,到災難發生時可以快速反應的動員能量,甚至災後不管復原或重建階段各項專業領域的參與,都需要掌握相當實力的資源,才能在必要的時候派上用場。 目前國內主要從事海內、外人道救援的民間組織,其從事人道救援的財源幾乎百分之百依賴民間捐款,而因應每次災難事件的不同,其所募得款項的多寡差異非常大,但國內相關影響重大災難募款金額多寡的因素研究卻很少,為使有限、寶貴的社會資源可以更合理、妥切地被運用,研究者以紅十字會在九二一大地震之後十年來十五起賑災專案募款的結果,運用個案研究的深度訪談以及焦點團體的探討,嘗試彙整出影響國人重大災難捐款的因素。 是以,本研究從災難本身、捐款人、勸募者及社會政經情境等面向,歸納出可能影響重大災難募捐款項的二十個因素,藉以分析說明並對照實務上募款金額的多寡。此外,本研究也提供了幾項重大災難募捐的特性,希望可以做為國人或後續研究者參用。 最後,本研究建議國人應該深切體認資源有限,整體社會的資源不管來自何處、流向何處,其總和也是不變的,因此,無論是資源的擁有者、分配者、執行者,以及在這個過程中可能影響資源分配運用的關係人,如政府、媒體等,都應該珍惜這個寶貴的資源,善用它,讓它發揮應有的社會功能。尤其,人道救援是一個關乎生命,非常嚴肅的議題,很多人認為重大災難捐款是一種衝動性捐款,但研究者卻堅信捐款行為只是表象,其真正是人的「愛心」在驅動,因此,必須從理性、審慎的態度來探究愛心背後可能影響捐款人作為的因素,並進而提供國人的愛心一個更好的捐款與資源運用環境。 / As a result of extreme climate changes, the world has witnessed many major natural disasters. Hence, the earth on which we live is confronting severe environmental challenge. To cope with such a severe challenge, other than the governments which must take up the responsibilities, NGOs are playing more important roles which include environmental protection, disaster prevention, disaster preparedness, as well as in the event of occurrence of natural disasters, emergency relief, recovery and reconstruction. Nowaday, the governments treat NGOs as their indispensable partners in the efforts of disaster rescue and relief. Humanitarian relief is different from social working network. The former must within a short period mobilize resources to meet unpredictable yet huge amount of need. The objective of humanitarian relief is to provide the people who were adversely affected by the disasters with resources, however limited, to live with dignity and fairness. Therefore, NGOs doing humanitarian relief must prepare themselves not only in the training of rescue teams, securing adequate equipments so that they can respond promptly to disasters, but also be in command of substantial resource so as to meet the urgent need in emergency relief, recovery and reconstruction. The humanitarian organizations of Taiwan, whom undertake disaster relief in Taiwan and oversea, obtain funding almost 100% from the private sector. Since the amount of fund raised in different disasters can be vastly different, to help rational allocation of limited yet valuable resources in disaster relief, the author has made efforts to collect data from 15 disaster-fund-raising events since the 921 earthquake in 1999, and to analyse the factors that are relevant to the donors’ behavior. The author has also carried out analysis of the factors by in-depth case study and focus group interview. On the basis of such data, case study and interview, the author has identified 20 factors from such perspective as nature of disasters, donors, fund-raising organizers, social-economic- political situation, etc. This paper also enumerates a number of important characteristics of fund-raising in major disasters. To conclude, the author likes to point out that the sum total of resources available to any disaster effort project is a constant. Therefore, all players in any major disaster relief project, including the organizers, the media, the government and others, must carefully use the resources and to achieve maximum utility of the resource for the benefits of those who are in need, to recover and to re-live from the disaster. Such an observation is meaningful because humanitarian relief is a serious subject and donation is not merely an act of impulse, it is also an act of “love”. Therefore, we must carefully explore the relevant factors that contribute to the donors’ behaviors. Only by so doing, we can structure a better environment under which fund-raising motivated by “love” can be truly successful and meaningful use of such resources to the maximum benefit of the people affected by the disasters be assured.

日本的開發援助與中國的經濟發展 / Japanese official development assistance and China's economic development

日本從1979年開始對中國實施政府開發援助至2009年,金額累計達209.77億美元,占所有對中國援助國家資金的60%以上,日本為對中國的最大援助國,中國也是日本對外援助的第二大受援國(僅次於印尼)。在日本援助投入的建設比較有代表性為:京秦鐵路、南昆鐵路、北京市地鐵、北京首都機場、上海浦東機場、武漢長江第二大橋、北京市污水處理廠、環境示範城市(重慶、大連、貴州)等。 本文發現,日本的援助理念與歐美各國不太一樣,美國的援助是以安全保障及戰略為考量為主,對中東許多國家來進行軍事援助,一旦這些受援國家發生政變,即自動立刻停止援助。英、法兩國的援助則偏向由以前殖民從屬的關係上來考量。日本的援助理念主要著眼於人道立場的考量及各國相互依存的關係。日圓貸款開始是以公共工程基礎建設為主,尤其以鐵路、港口等運輸設施為多,其次為能源、 農業、通信等,而且不同於日本對其他國家之日圓貸款以每年審核為主,日本對中國之日圓貸款則是一次決定多年間之貸放金額。到2000年開始受到日本本身政黨輪替,以及中國發展軍事等因素影響,轉而偏向幫助中國解決中西部地區的環保以及農業問題。 對中國經濟發展方面來看,日本對中國提供政府開發援助,有助於促進中國的經濟發展、對外開放、及改善投資環境。特別是在能源、資源等的基礎產業、交通、通訊、運輸及環境保護方面等的大部分大型建設計畫,都是援助的項目,同時日圓貸款更是中國經濟建設不可或缺的重要資金來源。對日本在東亞國際政治經濟發展而言,日本對中國開發援助,不但有利於日本企業的商品在中國進出,間接促進日本企業對中國投資,加深中日兩國經濟互動,也同時促進兩國之間的民間交流,改善兩國的政治關係。 / The Japanese government began to provide Official Development Assistance (ODA) to China in 1979. By 2009, Japan had given China a cumulative total of US$20,977 million in ODA, accounting for over 60% of all ODA received by China from other countries during this period, making Japan China’s largest source of foreign aid. Japan has given more ODA to China than to any other foreign country except Indonesia. The present study shows that Japan’s attitude towards foreign aid is significantly different from that displayed by the U.S. or the European nations. The selection of recipients of foreign aid by the U.S. government is mainly motivated by strategic and security considerations. For example, many countries in the Middle East have received U.S. aid at one time or another, but a regime change in a recipient nation can lead to the cessation of U.S. aid. Foreign aid granted by the U.K. and France tends to be directed towards countries that were formerly British or French colonies. By contrast, the main focus in Japan’s ODA policy appears to be on humanitarian issues and on the granting of aid to countries with which Japan has a mutually beneficial relationship. Japan’s provision of ODA to China helped to stimulate economic growth in China, encouraged China to open up more to the outside world, and contributed to the improvement in the investment environment in China. A high percentage of large-scale infrastructure projects in China – particularly in “basic industries” such as energy and natural resource extraction, but also in the transportation, communications, transportation and environmental sectors – have benefited from Japanese ODA, while Yen-denominated loans constituted a vital source of funding for China’s economic construction. From Japan’s point of view, the granting of ODA to China by Japan not only helped to facilitate Japanese exports to (and imports from) China, indirectly encourage Japanese firms to invest in China, and strengthen bilateral economic ties between Japan and China, it also served to promote an intensification of interchange between the two countries’ citizens, and to bring about an improvement in bilateral relations at the governmental level.

使用者導向之我國無障礙網路空間服務成效評估 / A user-oriented measure for performance of web accessibility in Taiwan

隨著身心障礙者資訊素養的提升,「網頁可及性」成為各國發展電子化政府服務必須關注的議題,政府對身心障礙者(Government to the Disabled, G2D)的服務在近年逐漸受到重視。由於不同類型身心障礙者的電子治理需求和網路使用方式互異,行政院研究發展考核委員會參考WCAG 1.0,並參照各國在制訂無障礙網頁相關政策和推廣策略,以及國內近年來在身心障礙者保護政策等相關措施,於2002年6月訂定「無障礙網頁開發規範」,建立具體的無障礙網路推廣目標與策略,並自2003年6月展開「無障礙網路空間服務推廣」。 本研究欲瞭解無障礙網路空間計畫對身心障礙者的使用影響,經由電子化政府評估和網站服務品質評估等文獻檢閱,結合Heeks (2006)電子化政府價值鏈模型與DeLone & McLean (2003)資訊系統成功模型,建構以使用者為中心的無障礙網路空間計畫成效評估因果模型,以行政院研考會2010年委託研究案「電子治理成效指標與評估:G2A與G2D」為次級資料,驗證模型各構面間的因果關係暨群組分析。 研究結果證實本研究之無障礙網路空間計畫成效評估因果模型具相當程度的解釋力,同時根據研究結果提出無障礙網路空間計畫未來發展暨後續研究之建議。整體而言,政府現階段應加強計畫行銷推廣,全面優化網站品質,以提升使用效益與滿意度,循序漸進地引導無障礙網路空間計畫長期影響的正向發展。 / In the development of e-government system, Government to the Disabled (G2D) e-service and the issue of web accessibility have becoming gained much attention in many countries all over the world in recent years. Based on the international Web Content Accessibility Guidelines 1.0 (WCAG 1.0), Research, Development and Evaluation Commission (RDEC) has launched a Web Accessibility Initiative Program to improve the web accessibility for disabled users in Taiwan since 2003. In the study, we propose a demand-side causal model consisting of web quality, program quality, and project impacts based on the e-government value chain model (Heeks, 2006) and the information system success model (DeLone and McLean, 2003). The data analysis is obtained from questionnaire collected in the program “Constructing and Evaluating an Assessment Framework for E-Governance Impacts on Association and Disabled”. Many causal assumptions in the model we propose are verified and some suggestions for the development of Web Accessibility Initiative Program and future research are made. To promote benefit and satisfaction and further enhance public trust as a long term objective, the government should emphasize more on marketing strategy and overall optimization of web quality at this stage.

在21世紀的國際關係中,全球事務的複雜性提高,跨國民眾間的互動愈趨頻繁,以國家為中心的傳統外交思維逐漸出現轉變。各國的外交政策也更強調跨文化間的對話與互動,及建立跨國人際關係網絡的重要性。而公眾外交的作用即在於藉由影響他國民眾或菁英份子的認知與觀感,進而在目標國家內部形塑對本國有利的政策環境,遂成為各國政府制定對外政策時的重要工具,更是當前相當熱門的國際關係研究主題。近年來,我國政府也開始透過多樣化的途徑來推動公眾外交,希望提升國家形象以期能增加臺灣的國際能見度。其中,國際教育交流不僅能夠提供國際青年學子相互交往的機會,促使外籍學生以最直接的方式認識臺灣,甚至能建立他國民眾與我國的長期情感聯繫,被認為是最有效的推動途徑之一。在這樣的研究背景及政策環境基礎上,本文將以「臺灣獎學金計畫」作為研究主軸,並針對計畫受獎生進行問卷調查,進而評估政府獎學金計畫推動公眾外交的成效,同時也將釐清「臺灣獎學金計畫」在我國公眾外交上扮演何種角色。 總結而言,本研究首先經由詳盡地文獻回顧,以釐清公眾外交的發展脈絡及不同發展階段的概念核心。其次,本文嘗試賦予公眾外交更多在國際關係和外交政策中具體的理論基礎,並將軟實力、系統理論、結構主義的概念帶入公眾外交領域之中。再者,本文也從臺灣眾多的公眾外交作為中,歸納出其背後所欲追求的政策目標,而後聚焦於說明「臺灣獎學金計畫」,並致力於探討及評析國際間具知名度的政府獎學金計畫,從中歸納出成功推行政府獎學金計畫的關鍵因素,進而與我國獎學金計畫進行比較。最後,本文藉由問卷調查的實證結果來說明我國以政府獎學金推動公眾外交的成效,並提供臺灣日後發展公眾外交的建議。 / International relations in 21st Century has shown the features of highly complexity of global affairs and frequently interaction among cross-borders people; therefore, traditional diplomacy has changed into modern face accordingly. Nowadays, the governments tend to emphasize the dialogues and linkages of relationship between different cultures in foreign policy. The purpose of public diplomacy is to influence opinion in target countries to make it easier for the government to achieve its aims. For this reasons, public diplomacy has become an essential element of many countries foreign policy and a popular research area in the IR studies. Taiwanese Government has implemented public diplomacy in various approaches in order to improve the Taiwan images on the world stages. Among all the approaches of public diplomacy, international educational exchanges can not only let international students experience Taiwan in person, but also facilitate inter-cultural communication and build the long-lasting relationships between Taiwan. Based on the above-mentioned reasons, this article takes the Taiwan Scholarship Program as a study case in order to analyze of the role of the program in Taiwan’s public diplomacy. This study empirically investigates the outcomes of the Taiwan Scholarship Program by conducting the questionnaire for the Taiwan Scholarship grantees, who are studying in Taiwan during 2011-2012. To sum up, this article manages to extensively retrospect the development of public diplomacy in the international relations and capture the core elements of public diplomacy under different ages. Besides, in order to provide theoretical bases for public diplomacy, the article tries to put soft power, systemic theory, and structuralism into discussions. Furthermore, the study dedicates to illustrate its policy goals from the practices of Taiwan’s public diplomacy and compare the Taiwan Scholarship Program with other prestigious government scholarship in world as well. Finally, the study indicates that the Taiwan Scholarship Program plays an important role in Taiwan’s public diplomacy, particularly because face-to face contact between grantees and Taiwanese people helps diminish the stereotypes and increase the mutual understanding.

於承攬人履行工程承攬契約之過程中,有許多無定作人加以配合協力,即難以甚至無法進行之情形,常被提出討論之定作人協力義務包括「提供正確圖說」、「適時提供指示」、「按時提供合於施作之工地」、「關連廠商之協調」、「材料或借用設備之適時提供」、「遵期驗收」等。本文將依前揭脈絡,於簡述工程契約之基本權利義務關係,次介紹定作人協力行為於我國及日本承攬法制之狀況,再則比較我國公共工程契約範本、日本公共工事標準承攬契約約款9及FIDIC範本對定作人協力義務之規定,並分析我國公共工程契約範本與工程實務處理相關爭議面臨之問題,冀希提供未來爭議解決上一個可供參考之明確方案。
