Mairiporã: periferização e conflitos ambientais na região metropolitana de São Paulo

The whole territory of the municipality is include as Environmental Preservation Area of the Cantareira Range Mountains (State Law nº 10,111 of December 4th , 1998, not yet regulated ) and 80.1% are environmental protected by the State (State Laws Nº 898 of December 18th , 1975 and 1,172 of November 17th, 1976) what is related to its better water quality and quantity that supply the region and with the forest remnants preservation. This work presents the recent urbanization of the Municipality of Mairiporã being part of a historic process of land use changes that involve the whole metropolitan context and its inter-relationship with the critical water supply regional situation. / A cidade de Mairiporã dispõe de um dos maiores patrimônios ambientais da Região Metropolitana de São Paulo (RMSP). Todo o território municipal está incluído na Área de Preservação Ambiental do Sistema Cantareira (Lei Estadual nº 10.111 de 4 de dezembro de 1998, ainda não regulamentada), e 80,1% são ambientalmente protegidos pelo Estado (Leis Estaduais Nºs. 898 de 18 de dezembro de 1975 e 1.172 de 17 de novembro de 1976) o que a faz se relacionar com a melhoria da qualidade e da quantidade de água que abastece a região e com a manutenção de seus remanescentes forestais. Este trabalho trata da recente urbanização do município como parte de um processo histórico de mudanças que envolve todo o contexto metropolitano e seu inter-relacionamento com o acirramento da situação hídrica regional.

Nem cidadãos, nem brasileiros: indígenas na formação do Estado nacional brasileiro e conflitos na província de São Paulo (1822 - 1845)

Esta pesquisa trata da questão indígena na formação do Estado nacional brasileiro, especialmente nas duas primeiras décadas. Assim, estudou-se o período comprendido entre 1822 e 1845 com vistas a perceber como o Império e seus membros foram se relacionando com as populações nativas até o momento em que foi implementado o primeiro projeto referente a elas, o \"Regulamento acerca das missões de catequese e civilização dos índios\" (decreto n.º 426, de 24/07/1845). Para apreender esse processo buscou-se mapear as leis e medidas administrativas adotadas no centro do Império, bem como os discursos produzidos por intelectuais e políticos. Além disso, para obter uma dimensão mais concreta da vivência dos nacionais com os indígenas, optou-se por estudar como essa relação se deu na província de São Paulo, procurando reconstruir os conflitos entre os grupos nativos e os paulistas. / This dissertation analyzes the behavior presented by members of the Brazilian Empire and their political actions regarding the country\'s native peoples in the beginning of the national state building process. The research focuses on the period comprehended between 1822 and 1845, year when was passed the first imperial act that dealt specifically with indigenous population, the \"Regulamento acerca das missões de catequese e civilização dos índios\" (edict n.º 426, in 24/07/1845). The analyses of laws, administrative projects and speeches delivered by intellectuals and politicians enabled the unfolding of the major aspects that characterized this process. Finally, in order to apprehend a more concrete dimension of the relation between Brazilians and native peoples the research also focused on the conflicts that occurred in the Province of São Paulo.

O bairro do Guapiruvu está situado entre os municípios de Sete Barras e Eldorado Paulista, na região do Vale do Ribeira, atualmente com cerca de 150 famílias. Localiza-se limítrofe ao PEI (Parque Estadual Intervales), unidade de proteção integral com mais de 41.700 hectares, inserida no Contínuo [Continuum] Ecológico de Paranapiacaba, um dos principais remanescentes conservados daMata Atlântica. Nos últimos dez anos se agravou o problema de extração clandestina da espécie Euterpe edulis - o palmito jiçara como é conhecido na região - entre outros danos ambientais e patrimoniais. Trata-se de um conflito permanente e diretamente relacionado ao processo de exclusão social da região. Neste mesmo contexto surgiu, em 1997, a AGUA (Associação de amigos e moradores do bairro Guapiruvu) e que promoveu e estruturou políticas públicas para o bairro, por meio de parcerias, projetos e ações socioambientais e atos reivindicatórios ao poder público. Sua atuação envolve também a mediação de conflitos entre a comunidade e o Parque. A abordagem de um conflito permanente requer esforço permanente de cooperação. Mais do que possível diálogo [entre moradores-lideranças do bairro Guapiruvu e funcionários-gestores do PEI], faz-se necessário construir instrumentos de parceria mais duradouros entre as instituições envolvidas. / The neighborhood of the Guapiruvu is situated between the towns of Sete Barras and Eldorado Paulista, in the region of the Vale do Ribeira, nowadays, with around 150 families. It is next to the State Park Intervales (Parque Estadual Intervales - PEI), a protected area with more of 41.700 hectares, inside of \"Continuum Ecológico de Paranapiacaba\", one of the main areas remainders conserved of the Atlantic Forest. In the last ten years was aggravated the problem of clandestine extraction of the specie Euterpe edulis, the palm jiçara as is known in the region, among others patrimonial and environmental damages. It deals with a permanent conflict and straightly related to the process of social exclusion of the region. In this same context, arose, in 1997, AGUA (Association of friends and inhabitants of the neighborhood Guapiruvu) that promoted and structured public politics for the neighborhood, by means of partnerships, socioenvironmental projects and claimed acts to the public power. Its action involves also the mediation of conflicts between the community and the Park. The approach of a permanent conflict applies a permanent effort of cooperation. More than a possible dialogue [between inhabitants-leaderships of the neighborhood Guapiruvu and member of staff-administrative of the PEI], it is necessary build instruments of partnership more durable between the institutions involved.

A tese analisa os processos de conquista ecológica ao longo de um conjunto de unidades de conservação e suas áreas de entorno, envolvendo núcleos urbanos, rurais e territórios de comunidades tradicionais, como constituintes de ecofronteiras e sua relação com o desenvolvimento turístico, de forma a subsidiar perspectivas para o planejamento territorial em Mosaicos de Áreas Protegidas no Brasil. Buscouse refletir como as políticas de ordenamento territorial, condicionadas às políticas de proteção ambiental das redes ambientais, constituem estratégias geopolíticas de territorialização ecologizante, incapazes de compreender a abrangência do planejamento na região, produzindo territórios protegidos que não se viabilizam econômica, social e ambientalmente. Nosso percurso metodológico partiu da análise das ecofronteiras como categoria de leitura das formas espaciais e dinâmicas territoriais envolvendo áreas marcadas por valor estético e ecológico forte, onde coabitam tempos distintos, resultando inserções diferentes do lugar no sistema ou na rede global, bem como resultando diferentes ritmos e coexistências nos lugares. Como universo empírico de pesquisa escolheu-se o Mosaico Bocaina, situado na fronteira entre os estados do Rio de Janeiro e São Paulo, tendo como recorte territorial de análise os municípios de São José do Barreiro, Cunha, Paraty e Ubatuba. Os conflitos oriundos da expansão das ecofronteiras no Mosaico Bocaina e sua integração no âmbito do planejamento territorial em relação a outros processos paralelos de desenvolvimento territorial, como o turismo, permanecem até os dias atuais sem resolução. Os resultados aquém dos objetivos postos pela implantação do Mosaico Bocaina, desde sua criação, além de poucas perspectivas demonstradas para viabilização de uma gestão territorial integrada, nos faz crer que sua efetividade passa por mudanças que envolvam processos de governança mais abrangentes que trabalhem as lógicas zonais e reticulares das ecofronteiras constituintes de territórios-rede e seus processos de desenvolvimento. Tal constatação confirma nossa hipótese de que uma proposta de gestão integrada de áreas protegidas que transcenda os limites de um município necessita de mecanismos democráticos e abrangentes de governança que ultrapassem a esfera de domínio dos Mosaicos definidos pelo Sistema Nacional de Unidades de Conservação - SNUC. Frente ao cenário analisado, o planejamento territorial deve buscar a reconstrução das fronteiras das cidades nas quais se formam os núcleos de preservação que dão origem às ecofronteiras. Tornam-se necessários novos mecanismos de governança que englobem os territórios-rede das ecofronteiras dos Mosaicos, valorizando a participação social a partir da articulação de seus atores em diferentes escalas, no intuito de estabelecer projetos de desenvolvimento territorial menos excludente e desigual. / This thesis analyzes the processes of ecological conquest over a set of protected areas and their surrounding areas, involving urban and rural areas and traditional communities, as constituting \"ecofrontiers\" and its relation to tourism development in order to subsidize prospects for territorial planning in Mosaics of Protected Areas in Brazil. We reflected about how political territorial organization, conditioned to the environmental protection policies of environmental networks constitute geopolitical strategies of nature territorialization, unable to comprehend the scope of planning in the region, producing protected areas which do not enable economic, social and environmentally . Our methodological approach started from the analysis of ecofrontier as a category to study the spatial forms and territorial dynamics, involving areas with strong aesthetic and ecological value, where coexist different times, resulting in different inserts of place in the global network system, as well as different coexistences in places. As empirical research we chose the Bocaina Mosaic situated on the border between the states of Rio de Janeiro and São Paulo, with the territorial analysis focused on municipalities of São José do Barreiro, Cunha, Paraty and Ubatuba. The conflicts arising from the expansion of the ecofrontiers of Bocaina Mosaic and their integration in spatial planning in relation to other parallel processes of territorial development, such as tourism, remain to this day unresolved. The results not achieved in the implementation of Bocaina Mosaic, since its constitution, make us believe that its effectiveness undergoes changes involving broader governance processes working zonal and reticular logical of the network-territories and their development processes. These findings confirm our hypothesis that a proposal for integrated management of protected areas that transcend the limits of a municipality needs democratic and inclusive governance mechanisms that go beyond the sphere of the field of mosaics designed by National System of Conservation Units (SNUC). The background of socioenvironmental conflicts in the Bocaina Mosaic as a representative example of a national problem of territorial conflicts in a number of protected areas makes us believe that the territorial planning should seek to rebuild the city boundaries in which form the central core of preservation that give rise to ecofrontiers. Thus become necessary new governance mechanisms covering the network-territories of ecofrontiers in mosaics, valuing the social participation from the articulation of its actors at different scales, in order to establish territorial development projects less exclusionary and unequal.

Intends to examine the motives that lead women "victims" of domestic violence and family of the 3rd Criminal Court to drop out or not to proceed to the demands aimed at responsabilization of "aggressors". It is believed that the verification of internal tensions and the criminal justice field, its relation with the tensions inherent in the social field of the "victims", could yield clues to understand the question before. It was concluded that the actors that make up each of the fields see the crimes of different ways, according to the internal logic of each system (social or legal) / O foco do presente trabalho é o estudo da judicialização das relações sociais a partir da dicotomia público-privada encontrada nos casos de violência doméstica e familiar levados a análise do Poder Judiciário no contexto do Município de Pelotas no Rio Grande do Sul. Pretende-se verificar os motivos que levariam as mulheres vítimas de violência doméstica e familiar da 3º Vara Criminal da Comarca de Pelotas a desistirem ou não de dar prosseguimento às demandas que visam a responsabilização de seus agressores . Acredita-se que a verificação das tensões internas ao campo jurídico penal e a sua relação com as tensões próprias ao campo social das vítimas desse tipo de violência, poderiam trazer indícios para se compreender o questionamento anterior. Building peace through land access and food security in the Nakivale Refugee Settlement, Uganda

Submitted in fulfillment of the requirements for the degree of Doctor of Philosophy in Public Administration: Peace Studies, Durban University of Technology, Durban, South Africa, 2017. / This study was conducted between November 2015 and March 2016 in Nakivale Refugee Settlement, one of the oldest and largest refugee settlements in Africa. The objectives of the study were to determine the forms and causes of land conflicts in the refugee settlement; to establish the relationship between land conflicts and food security in the Settlement; to identify the strategies refugees adopt to cope with land shortage and food insecurity problems in the Settlement; to establish the residents’ perceptions of the effectiveness of interventions aimed at mitigating land conflicts and enhancing food security in the Settlement and its host communities. Interest in the study arose out of the reported persistence of food insecurity and land conflicts despite efforts to ensure food security and restore peace and security in the refugee settlement and the host communities. The study used exploratory, analytical and descriptive research designs to obtain qualitative primary data. Secondary data was obtained through documentary review. Primary data was collected using interviews, focus group discussion and observation. The study found that land conflicts involve the destruction of crops, livestock and even human lives and they sometimes culminate in costly legal battles in courts of law. They pit the Settlement Commandant against Ugandans in the Settlement, pastoralists against cultivators, pastoralists against pastoralists, cultivators against cultivators, refugees against Ugandans and refugees against refugees. The conflicts also oppose host communities against refugees, conservationists against encroachers on protected land and Ugandans in the Settlement against the government. The study also found the causes to be land-grabbing and fraudulent acquisition of, or claims on, land by unscrupulous people, encroachment on others’ land and protected land, high population growth, the presence of vacant land in the Settlement, competition over increasingly scarce land by cultivators and pastoralists, ambiguous settlement boundaries, contested land ownership, jealousy and antipathy. The study further established that there is a strong positive relationship between land conflicts and food insecurity. Violent land conflicts lead to the maiming and death of farmers, destruction of crops and livestock and deterrence of potential agricultural investors from investing in agriculture, thus lowering food production and increasing food insecurity. Land conflicts also render disputed land idle and therefore unproductive, leading to reduced food production; and, within families, land conflicts lead to land fragmentation which leads to reduced food production and increased food scarcity. Regarding refugee coping mechanisms, the study found that refugees in Nakivale resorted to both positive and negative coping mechanisms. Positive coping mechanisms include establishing small businesses, rural-urban migration, farming, education and resettlement, intermarriage, paid employment, and psychosocial support. Others were: borrowing money, casual labour, networking, remittances, spirituality and religion. Negative mechanisms include: cheating the system and self-integration, prostitution, early marriage, drug abuse, theft and robbery. The study also found that interventions in land conflicts in the Settlement were unsuccessful due to corruption and limited involvement of the beneficiaries. The challenges of implementing refugee policy in the Settlement were identified as limited funding, inadequate coordination and consultation between the district and settlement authorities, xenophobia and an increasing refugee population with insatiable demands. The study recommends the following: demarcation of the boundaries of the Settlement; relocation of some refugees to other settlements in the country; housing scheme for both refugees and nationals in the Settlement to enable everyone to live decently; affordable loans for both refugees and Nationals in the Settlement; introduction of plot numbers to resolve land conflicts among refugees; a structural plan for the Settlement; mechanization of agriculture in the Settlement and increased provision of farming inputs, such as fertilisers to all farmers in the Settlement; coordinated and participatory planning between settlement and district authorities, involving refugees and Nationals. / D

Esta deficiencia también ha sido reflejada en los reportes de servicios donde se puede apreciar los largos periodos de tiempo en el proceso de adquisición. Por ello se buscan diferentes teorías que puedan ayudar a solucionar este problema. La teoría más adecuada es la teoría de restricciones del físico israelí Eliyahu M., en donde enuncia un proceso que tiene como resultado buscar eliminar las restricciones. En este contexto la tesis tiene como objetivo aplicar las teorías y metodologías, en cual se abordó la problemática. Asimismo se formuló la solución óptima para mejorar el tiempo del proceso de adquisición. Therefore different theories that can help solve this problem are sought. In this context the thesis aims to apply theories and methodologies, in which the issue was discussed. The optimal solution is also made to improve the time of the acquisition.

La vaste chronique familiale des Thibault couvre les années 1905-1918 et nous relate la vie d'une famille bourgeoise ou plutôt de deux familles jusqu'à la Grande Guerre qui vient détruire leur confort matériel et moral. Le roman montre ainsi la lente agonie d'une certaine bourgeoisie traditionnelle et l'évolution de la nouvelle génération confrontée aux contraintes, familiales et sociales, de ce monde décadent au début du XX siècle. Cette thèse a pour objectif d'étudier comment l’auteur a procédé pour mettre en œuvre à la fois cette chronique et une fresque gigantesque de la vie sociale et de la condition humaine. Pour répondre à cette question, nous avons essayé d'étudier le roman à travers deux macro-parties : le système des personnages et l’univers familial ; l’espace et l’évolution des personnages confrontés à l’Histoire. Nous avons suivi le foisonnement des destinées enchevêtrées des personnages principaux des deux familles et les relations conflictuelles qu’ils entretiennent entre eux. Ils se trouvent en effet, au fur et à mesure du déroulement de l’action, aux prises avec une situation conflictuelle : le conflit familial, le conflit père-fils, l’opposition entre individu et société, jusqu’à la confrontation avec l’Histoire dans L’Été 1914 et l’Épilogue. La guerre a une influence décisive sur la vie des collectivités et des individus car, malgré les apparences, ces deux destinées sont étroitement liées l'une à l'autre, sans qu'il soit possible de différencier leur sort. It recounts the life of a bourgeois family - or rather the lives of two families - prior to the outbreak of the Great War which shattered the material and moral comfort of these individuals. The novel thus depicts a traditional upper-class society which gradually fades away as well as the evolution of a new generation plagued with familial and social pressures, in a decadent world at the dawn of the twentieth century. The aim of this thesis is to examine how the writer managed to compile a family chronicle and a broad portrayal of social life and human existence. In order to tackle this issue, we have been trying to grasp the novel through two macro-parts: the network of characters and the familial sphere; the development of the characters as they face History. We have followed the profusion of intertwined destinies of the main characters of the two families and their conflictual relationships. As the narration gradually unfolds, the characters find themselves in the midst of a confrontational relationship: the familial conflict, the tense relationship between father and son, the antagonism between the individual and society and eventually the confrontation with History in L'Eté 1914 and l'Epilogue. The war has a huge impact on the lives of the communities and individuals for, in spite of appearances, these two narrative threads are tightly connected to one another, so much so that one cannot tell them apart at the end of the day. Albert Camus got it right when he defined Les Thibault as a work "born from a refusal to disappear". This study gives us the opportunity to understand why this incredible work and its "message" transcend boundaries and find echo in other cultures, thus reaching a universal dimension.

A Holistic Understanding of Domestic Democratic Peace

In this study the notion of domestic democratic peace will be examined by using a holistic understanding of internal conflicts. Domestic democratic peace has most commonly been studied by using quantitative methods. This study will be qualitative using an abductive approach when understanding why mature democracies are more stable than other types of regimes. The holistic understanding of internal conflicts used in this study is based on the concepts of relative deprivation, instrumentalisation of politics and politicisation of identity. Burton’s sources of conflict are used to show how relative deprivation can be experienced. The questions to be answered in this essay are as follow: How can the proposed holistic understanding explain why mature democracies are more stable than newly established democracies and autocratic states? In what ways do mature democracies decrease experience of relative deprivation and thereby safeguarding Burton’s sources of conflict? In what ways do mature democracies cater to a more peaceful process of politicisation of identity and instrumentalisation of politics?
