In this case study, policy transfer between municipalities within gender mainstreaming is examined. This thesis wanted to find explanations on why municipalities start with gender mainstreaming and how municipalities learn gender mainstreaming from other municipalities. This study also investigates how much influence the municipal official that are responsible for gender mainstreaming have. Semi structured interviews were conducted with six municipalities and seven respondents and to analyze and interpret the answers the study uses theories about ‘lesson-drawing’, ‘mimicry’ and ’fashion’ as well as policy network. The conclusion of the study is that tendencies to both mimicry and lesson-drawing to why municipalities start with gender mainstreaming. Some municipalities’ answers that their work with gender equality was not satisfying and therefore they started with gender mainstreaming. The other municipalities explained because gender mainstream is in fashion now, they started with it also. To how municipalities learn from each other, the conclusion is that it is only about lessondrawing and the municipalities explained that they have to adjust what they learn in policy networks to their own municipality and not copy their work exactly. Furthermore, municipal officials have a great amount of influence in establishing gender mainstreaming in the municipality. But this influence decreases when gender mainstreaming is established in the municipality.

Jämställdhetsintegrering är idag den främsta strategin för att uppnå det politiska målet om jämställdhet inom statlig verksamhet och politik. En vidareutveckling av strategin innehåller ambitionen att använda ett intersektionellt perspektiv på jämställdhet. Än är forskningen begränsad om hur dessa ambitioner faller ut i praktiken. I den här studien undersöks därför hur intersektionalitet används inom ramen för jämställdhetsintegrering och vilken transformativ potential som användningen medför. I fokus för studien står den svenska biståndsmyndigheten Sida. De grundläggande idéerna bakom jämställdhetsintegrering härstammar från det biståndspolitiska området och i internationella jämförelser framkommer det svenska arbetet med strategin ha påbörjats tidigt. Sidas användning av intersektionalitet undersöks utifrån en organisering av intersektionalitetsbegreppet i tre teman: heterogena genuskategorier, dynamiskt samspel och relationell makt. Dessa teman speglar större akademiska diskussionspunkter och hjälper till att undersöka intersektionalitetsbegreppets transformativa potential.  Undersökningen visar att Sidas jämställdhetsanalyser endast delvis utgår ifrån ett intersektionellt perspektiv på jämställdhet. Resultaten ligger i linje med tidigare kritisk jämställdhetsforskning om jämställdhetsintegrering som visar att implementeringen av strategin ofta är inkonsekvent. Studien visar att Sida vid flera tillfällen riskerar att befästa, istället för att utmana, ojämlika maktordningar. Ett fåtal gånger används emellertid intersektionalitet på sätt som riktar en kritisk udd mot ojämlika maktordningar. Resultaten indikerar således att användningen av ett intersektionellt perspektiv har möjlighet att förse jämställdhetensintegrering med en mer kritisk maktanalys.

Gender mainstreaming is the main strategy for achieving gender equality in Sweden. With gender mainstreaming, a gender equality perspective is to be included in all areas, at all levels and all parts of the policy process. The strategy is considered to have a transformative potential, and the ability to reveal and challenge the genderedness of institutions. However, it has been criticized for being technocratic and not leading to the intended transformative effects. In this thesis, the institutionalization of gender mainstreaming is examined using a qualitative method based on most-likely cases: two Swedish municipalities. The aim of the thesis is twofold – to examine the strategy’s level of institutionalization, and to examine in what way it has been institutionalized in relation to the transformative potential. The study draws on institutionalization theory and theories related to gender mainstreaming’s transformative potential. Interviews with politicians and public officials constitute the main material, and are supplemented with official documents. The findings suggest a medium level of institutionalization, with a slightly higher level in one of the municipalities due to more evolved mechanisms for support and quality assurance. The institutionalization appears to be more transformative than perhaps anticipated based on previous research – it is to a greater extent transformative than technocratic.

Gender mainstreaming has been the official strategy for Swedish equality work since the mid-1990s. Municipal organizations have an important function in this work, with their roles as implementation bodies at local level. This paper aims to analyze a gender equality policy from one Swedish municipal. Furthermore we analyze the policies implications for the practical work within the organization. Using Norman Fairclough’s critical discourse analysis (CDA), this study examines a Swedish municipal gender equality policy and how it is practiced. Focus lies on how gender equality is defined, what is at center of gender equality work and how this work is organized. An interview with a manager has been conducted for the purpose of examining the consequences the policy has on gender equality in a practical sense within the organization. This paper has found that it is not just about practical behavior in the traditional sense, but also that language itself is a form of behavior. The results help understand how language is a form of doing gender.

Syftet med denna uppsats är att problematisera representationen av jämställdhetsintegrering som jämställdhetspolitisk strategi i Malmö stad. Genom att använda oss av diskursanalys som metod har vi undersökt måldokument och årsanalyser producerade av Malmö stad. I vår analys, vilken bestått av sex frågor, har vi funnit mönster i form av fyra olika teman genom vilka vi sorterat vår analys. Vi fann att jämställdhetsintegrering är representerat som något vagt definierat och styrs genom governance. Vidare såg vi att det strukturella perspektivet på jämställdhetspolitik inte reser ner i organisationen vilket leder till en avpolitisering där normativa föreställningar om genus reproduceras genom könsuppdelad statistik. Ytterligare ett fynd är att könsrelaterat våld framställs som något som är valbart att arbeta mot samt särkopplat från jämställdhetsintegrering. Slutligen fann vi att jämställdhetsintegrering framställs som något som är allas ansvar, vilket resulterar i att det inte blir någons ansvar. / The purpose of this study is to problematize the representation of gender mainstreaming in the local government of Malmö stad. Using the method of discourse-analysis we examine annual reports and development plans for gender mainstreaming produced by Malmö stad. Throughout our analysis, consisting of six questions, we found patterns of four themes through which we conducted our analysis. We found that gender mainstreaming is represented as something vaguely defined and governed through governance. We also see that the structural perspective on gender politics fails as the idea travels down in the organization. Leading to a depoliticisation where normative ideas of gender is reproduced through statistics broken down by gender. Another finding is that gender-based violence becomes something optional to work against and unrelated to gender mainstreaming. To conclude we found that gender mainstreaming is represented as something that is supposed to be everyone's responsibility and therefore becomes no one's responsibility.

Hur uppnår vi jämställdhet mellan könen? Detta var frågan som ställdes under FNs fjärde världskonferens om kvinnor i Beijing 1995. Svaret på frågan har kommit att bli något av en nationell strategi för jämställdhet och heter kort och gott jämställdhetsintegrering. Trots att det gått över 20 år sedan världskonferensen ägde rum är forskarna ännu inte eniga om hur integreringen på bästa sätt blir implementerad och forskningen som fokuserar på den lokala nivån är mycket begränsad. Denna uppsats har till syfte att studera två kommunala förvaltningars förutsättningar för en lyckad implementering utav kommunens nya jämställdhetsstrategi, samt se om det blir någon signifikant skillnad i arbetet beroende på förvaltningarnas könsfördelning. Uppsatsen utgår ifrån ett analytiskt ramverk bestående utav 4 villkor vilka teoretikern Lut Mergaert sammanställt för att kunna analysera just implementeringsmöjligheterna för en jämställdhetsintegrering. Studien genomförs vid Hässleholm kommuns barn- och utbildningsförvaltning samt miljö- och stadsbyggnadsförvaltning och de fyra villkoren som skapar det analytiska ramverket är konsensus, kunskap, möjligheter/motstånd och implementeringsansvar. Vid intervju med medarbetare har semi-strukturerade intervjuer används och vid jämförande mellan den kvinnodominerande barn- och utbildningsförvaltningen och mansdominerande miljö- och stadsbyggnadsförvaltningen har metoden ”jämförande – mest lika” används, för att på så sätt se skillnader lättare. Studien kommer fram till att ingen av förvaltningarna lyckas uppnå Mergaerts villkor vilket också betyder att förutsättningarna för implementeringen ser dålig ut. Vid jämförelse mellan förvaltningarna framkommer en distinkt skillnad i deras oförmåga att uppfylla villkoren. Barn- och utbildningsförvaltningen hinder ligger framförallt i bristen av konkreta verktyg för arbetet, till exempel möjlighet för vidareutbildning inom ämnet, extra tid för reflektion eller finansiering. Miljö- och stadsbyggnadsförvaltningens hinder ligger snarare i en misstron för själva ämnet jämställdhet och genus.

I denna studie studeras förutsättningarna för att implementera policyn om jämställdhetsintegrering inom en STEM-fakultet på ett lärosäte inom akademin. Detta görs genom att studera vilka former av individuella och institutionella motstånd som manifesteras i kvalitativa intervjuer med akademiska chefer. Vidare studeras det även vilka konsekvenser dessa motstånd får på förutsättningarna för uppdragets implementering inom STEM-fakulteten. Studien ämnar även att bidra till det aktuella forskningsfältet och bidra med teoriutveckling vad gäller att undersöka hur individuellt och institutionellt motstånd samspelar och påverkar förutsättningarna för jämställdhetsintegrering. Studiens syfte analyseras med hjälp av feministiskt institutionell teori samt Lombardo och Mergaerts (2013) teoretiska ramverk om motstånd som är sprungen från feministisk institutionell teori. Resultatet visar att det finns en hög grad av institutionellt motstånd som samspelar med en lägre grad individuellt motstånd vilket bedöms påverka förutsättningarna för implementeringen av jämställdhetsintegrering inom STEM-fakulteten.

The purpose is to map the concept and phenomenon of feminist snow removal in Sweden and analyze it on the basis of new material feminism. The theoretical review is based on the new material feminism and the theory is operationalized into the factors: thingpower/agency, the distinction between non-human/nature and human/culture, and least rooms built from the standard body. The selected method is feminist discursive work which is based on discursive space in media, discourses/collective performances, and identity/positioning. The result consists of the mapping of feminist snow removal and the space that the concept gets in media. To study collective performances towns with feminist snow removal are compared with towns with traditional snow removal. Identity/positioning is applied by examining the positions of towns and political parties on the issue of feminist snow removal. The feminist snow removal is set to be about clearing snow of bicyclesand footpaths and public transport before car roads. Schools and preschools are given priority. Female-dominated workplaces are prioritized to the same extent as male-dominated workplaces. The conclusion is that when the result is applied from a new material feminist perspective can snow removal is interpreted to have a shift in the agency from snow and nature to human and structures. The feminist snow removal can from different reasoning be attributed to either a mixture of nature and culture or merely one of these distinctions. Traditional snow removal starts from the male body and can be interpreted as discriminatory.

Sweden has a longstanding tradition of working towards gender equality. Since 1994, the Swedish government's primary strategy for achieving gender equality policy goals has been gender mainstreaming. In practice, this means that a gender perspective should be considered in all policy areas affecting people's living conditions. A policy area that should be permeated by a gender perspective is pre-school education, which is one of the forms of education within the Swedish school system. The gender equality mission of pre-schools is established in policy documents, such as the curriculum for pre-schools - Lpfö 18. Despite the well-established gender equality mission in the governing documents for Swedish pre-schools, significant deficiencies have been identified in the implementation of the gender equality mission. The purpose of this thesis is to, through a qualitative interview method, examine pre-school educators' prerequisites for implementing a gender perspective in pre-school activities based on the curriculum for Swedish pre-schools - Lpfö 18. The study is based on the political scientist Lennart Lundquist's theory of understanding, ability and will. The study therefore aims to consider preschool educators as street-level bureaucrats and examine whether they have the understanding, ability, and will to implement the preschool's gender equality mission. To achieve this purpose, seven semi-structured interviews were conducted at a preschool unit in Halmstad municipality. Based on the interview material, it can be concluded that the prerequisite understanding, and willingness constitute favorable conditions for a successful implementation. Among the three prerequisites, knowledge is identified as the most significant obstacle to the successful implementation of the gender equality mission at the preschool that was investigated.
