臺灣中小企業地方產業輔導政策─以地方產業發展基金的政策執行為例 / Public Policy for SMEs and Local Industry in Taiwan─A Case Study of The Fund for Development of Local Culture Industry

過去臺灣對中小企業的輔導以製造業、出口業為主,但隨著服務業所佔比例提高,輔導措施也漸擴展,並逐漸以發展在地化特色為重心,希望各地都能以此提升經濟發展、增加就業率。經濟部中小企業處在地特色的輔導始於1989年,並於2002年以一鄉鎮一特產為目標、2009年轉以地方產業發展基金的模式運作。本文以地產基金為輔導個案,並以政策執行角度出發,以個別深度訪談法為主軸,針對專案辦公室、不同類型的地方政府、實際參與輔導工作的輔導團隊、以及接受輔導及未接受輔導的中小企業主進行訪談,透過不同互動參與者的實際經驗,將地產基金的執行過程加以描繪,同時也了解規劃、制度與執行之間的落差,以彌補過去文獻欠缺整體計畫角度的探討、並補強政策執行的運作過程,以期能提供實務的運作建議。 本文以經費及預算額度、規劃內容、在地資源的內容與多寡、執行者的價值觀等要素間關係作為研究架構。經本文發現,從OTOP轉為地產基金時將地方政府的角色納入,有效發揮地方政府所長並減少資源重複投入,但易發生雙頭馬車及執行方案的衝突;而地方政府及輔導團隊的角色更主動,如行銷、計畫後提供媒合等協助,但有商家類型上的限制;基金在運作上採用層層對口的模式,具明確溝通管道,但也造成中層的地方政府行政負擔大;最後規劃時各角色的需求不同,也會導致執行成效有落差。以上這些發現與問題,透過制度性的設計,都可望得到解決,將使未來地方產業的輔導政策更為完善。 搭配以上研究建議,本文也對應提出實務建議,並認為加強地方政府人員專業訓練、加強計畫願景、加強輔導團隊篩選機制、定期舉辦相關活動以做搭配等方式應可以使執行的過程更為順暢;同時,本文也認為後續可以針對規劃與執行落差、行銷及評估議題、電子化對執行過程產生的影響、比較地方政府自行執行基金的案例等角度切入研究,以俾能將政策執行前後的過程及地產基金的運作更為深入了解。

A APROPRIAÇÃO DO GLOBAL PARA FINS LOCAIS: AS REPRESENTAÇÕES DA IDENTIDADE GAÚCHA EM COMUNIDADES VIRTUAIS DO ORKUT

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This study focuses on the social representations of gaucho s identity in virtual communities on Orkut. Definitions of virtual community, local culture, social representations, identity and cyberculture are part of this study. The objectives are to measure the occurrence of Orkut communities involving gaucho s culture; to examine the main representations for gaucho s identity in descriptive, verbal and iconic texts from the corpus selected for qualitative analysis; to analyze the peripheral representations of gaucho s identity recurrent in the corpus; to investigate the profile of the owners based on age, city, gender and their virtual communities. In the methodology, firstly we used qualitative research methods, analyzing aspects of virtual communities focusing on the gaucho s culture. This qualitative research was carried out in the light of the discourse analysis, and the categories of time, space and person. The corpus was selected considering verbal and iconic texts of the communities and the profile of the owners, based on a quantitative parameter. The data show that the main representations for gauchos in the corpus are originated from the culture conveyed by Movimento Tradicionalista Gaúcho (MTG) and Centros de Tradições Gaúchas (CTG). The peripheral representations found are those considered innovative if compared to the traditionalism. They are the minority in the corpus and contain the largest number of members. In the system of the main representations and the peripheral representations, it was found the reference to territory, institutions, rural sociability, and the occurrence of meaning production defined by the cavalry spirit. In the verbal and iconic texts as well as in the profiles of the communities owners, characteristics related to the topic of the community are predominant. It gives support to the hypotheses that the appropriation of global with local aims reinforces social representations of ordinary people s identities influenced by the cyberculture, and that these identities can be affected by elements from peripheral representations. / A presente pesquisa aborda as representações sociais da identidade dos gaúchos presentes nas comunidades virtuais do Orkut. Os conceitos de comunidade virtual, cultura local, representações sociais, identidade e cibercultura permeiam a construção deste trabalho. Seus objetivos consistem em mensurar a incidência de comunidades existentes no Orkut ligadas à cultura gaúcha; apreender as representações nucleares em que a identidade gaúcha está calcada presentes nos textos descritivos, verbal e icônico, do corpus selecionado para a análise qualitativa; analisar as representações periféricas da identidade gaúcha constantes no corpus; verificar o perfil dos donos com base nos dados de idade, cidade, sexo e comunidades a que pertencem. A metodologia utilizada requereu inicialmente uma abordagem quantitativa, na qual foram levantados aspectos referentes a comunidades virtuais do Orkut que têm como foco a cultura gaúcha. A abordagem qualitativa tomou como base a análise de discurso, com foco nas categorias de tempo, espaço e pessoa. O corpus de pesquisa foi delimitado tomando-se em consideração os textos verbais e icônicos das comunidades e os perfis dos seus donos, e foi selecionado a partir de um parâmetro quantitativo. Os dados analisados permitem afirmar que as representações centrais dos gaúchos presentes no corpus são baseadas na cultura formalizada e difundida pelo Movimento Tradicionalista Gaúcho (MTG) e pelos Centros de Tradições Gaúchas (CTG). As representações periféricas constatadas são aquelas consideradas inovadoras em relação ao tradicionalismo. Estas estão presentes na minoria das comunidades do corpus, porém abrigam o maior número de membros. Como ancoragem destas representações nucleares e periféricas constata-se a referência ao território, às instituições, à sociabilidade rural e a recorrência da produção de sentido nos propósitos definidos pelo espírito da cavalaria. Tanto nos textos verbais e icônicos das comunidades virtuais quanto no perfil dos donos das comunidades prevalecem sentidos isotópicos à temática da comunidade. Sustentam-se, dessa forma, as hipóteses de que a apropriação do global para fins locais evidencia representações sociais das identidades de cidadãos comuns afetados pela cibercultura, e que estas identidades podem estar em transformação diante dos elementos constatados nas representações periféricas.

The main focus of this research is not only to discuss the global organizational culture of a multinational company, its relationship with the local organizational culture of the branch in Brazil, but also the sharing relationships. For this purpose, a German multinational company that sells sportive products with a branch in Brazil was used as object of study. With the intent of answering to the purpose of this assignment an explainable and descriptive study of case has been accomplished in a German multinational company located in the city of São Paulo. The case is composed by 62 people, 07 managers and 55 administrative employees that work in the Brazilian branch. Com intuito de responder ao objetivo do trabalho foi realizado um estudo de caso único, descritivo explicativo, em uma empresa multinacional alemã instalada na cidade de São Paulo. O caso é composto por 62 sujeitos, 07 gestores e 55 funcionários administrativos que trabalham na subsidiária brasileira. Como resultado obteve-se a idéia de que a cultura organizacional é um fator relevante na sociedade pós-industrial globalizada e é necessário que as empresas multinacionais compreendam a cultura nacional do país onde desejam instalar-se e entendam como administrar as diversidades culturais de cada país.(AU)

The objectives are to identify the operating system of community radio as a way to understand how far it falls in oliveirense everyday and articulates the local drive, especially during election periods; determine the type of information conveyed; observe the feeling of listeners for the same. The study is based on bibliographic research to weave theories and guide the whole process of research, and the case study through methodological procedures such as desk research, participatory research and semi - structured interviews, and a survey of receipt by the listeners. We conclude that the Good News Radio that coexists harmoniously with the community communication also established by the speaker articulates a simplistic way information and local culture in their practices because there playing content from mainstream media, besides the fact that no be a wide participation of the community association that is your keeper; also that despite the lack of technical knowledge of most speakers and partisan political relationship present in both the operation of the station as the motivations of communicators, there is compatibility between the radio and conveys the interest of listeners. / Estudo sobre a Rádio Comunitária Boa Nova FM do município de Senhora de Oliveira-MG, no que se refere às suas configurações e as relações com a comunidade local. Os objetivos são identificar o sistema de funcionamento da rádio comunitária como forma de compreender até que ponto ela se insere no cotidiano oliveirense e articula a movimentação local, sobretudo em períodos eleitorais; averiguar o tipo de informação veiculada; observar o sentimento dos ouvintes em relação à mesma. O estudo se baseia em pesquisa bibliográfica para tecer as teorias e nortear todo o processo de pesquisa e no estudo de caso por meio de procedimentos metodológicos como a pesquisa documental, a pesquisa participante e entrevistas semi-estruturadas, além de uma pesquisa de recepção junto aos ouvintes. Conclui-se que a rádio Boa Nova, que convive harmoniosamente com a comunicação comunitária estabelecida também pelo alto falante, articula de forma simplória a informação e a cultura local em suas práticas, pois há reprodução de conteúdo da mídia convencional, além de não haver uma participação ampla da associação comunitária que é sua mantenedora. Apesar da falta de conhecimento técnico da maioria dos locutores e da relação político partidária presente na emissora, há compatibilidade entre o que a rádio veicula e o interesse dos ouvintes.

CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Investigação de um panorama acerca da história da arte na cidade de Uberlândia, sob a égide da formação e consolidação de seu mercado. Para tanto foram levantados em outras pesquisas fatos históricos a respeito dos primeiros artistas da cidade que articularam seus trabalhos no mercado local. A partir do mapeamento dos espaços de arte que não existem mais e alguns que ainda permanecem no circuito, tivemos a percepção de uma dinâmica cultural em transformação nas galerias comerciais de arte, concomitantemente ao desenvolvimento do curso de artes plásticas da Universidade Federal de Uberlândia e outros grupos independentes como a AICA - Artes Integradas CAMARU. As parcerias entre artistas e marchands foram crescentes a partir dos anos 1960 e foi notável a importância do casal Lourdes e Celso Queiroz no processo de comercialização da arte na cidade. Destacamos a Galeria Elizabeth Nasser como ponto- chave na profissionalização do mercado em Uberlândia nos anos 1990 principalmente pela divulgação das suas exposições atreladas à produção e impressão de catálogos com textos críticos. O tratamento dos dados acumulados foi feito a partir de um recorte temporal nas décadas de 1980 e 90, porém não desconsideramos o período anterior dos precursores do mercado na cidade dos anos 1950 a 70 Este trabalho foi dividido em dois capítulos, no primeiro intitulado “Aproximações no tempo e no espaço do campo artístico em Uberlândia” tratamos dos aspectos sociais da estruturação do circuito de arte e abordamos a metodologia utilizada para a pesquisa de campo. No segundo capítulo intitulado “Articulações das instâncias legitimadoras da arte no circuito fora do eixo” buscamos revelar as estratégias de legitimação dos artistas frente às novas instituições e formatos do meio cultural local. / Investigation of a panorama about the history of art in the city of Uberlândia, under the aegis of the formation and consolidation of its market. To this end, historical research on the first artists of the city that articulated their work in the local market was made in other researches. From the mapping of spaces of art that no longer exist and some that still remain in the circuit, we had the perception of a cultural dynamic in transformation in the commercial art galleries, concomitantly to the development of the plastic arts course of the Federal University of Uberlândia and others Independent groups such as AICA - CAMARU Integrated Arts. The partnerships between artists and dealers were growing since the 1960s and it was remarkable the importance of the couple Lourdes and Celso Queiroz in the process of marketing the art in the city. We emphasize the Elizabeth Nasser Gallery as a key point in the professionalization of the market in Uberlândia in the 1990s mainly for the dissemination of its exhibitions linked to the production and printing of catalogs with critical texts. The treatment of the accumulated data was made from a temporal cut in the 1980s and 1990s, but we did not disregard the previous period of market precursors in the city from the 1950s to the 70s. This work was divided into two chapters, the first entitled "Approximations In the time and space of the artistic field in Uberlândia "we deal with the social aspects of the structuring of the art circuit and we approach the methodology used for field research. In the second chapter entitled "Joints of the legitimating instances of art in the off-axis circuit" we seek to reveal the strategies of legitimating artists in front of the new institutions and formats of the local cultural milieu. / Dissertação (Mestrado)

This is roughly the verification of the artistic and literary production of one of the most representative contemporary writers with numerous publications in diverse genres, including the critical essay, and holds a significant critical fortune too. From this perspective our paper seeks to demonstrate the relevance and importance of a singular thematic in the naveirian poetic prose, drawing their connections and dialogues deftly spread in a matrix-practice of intertextuality with other productions and/or artistic spheres aspects of artistic and cultural convergences. This all leads to an operationalization of integrative nature of the intellectual production of the writer in comparison with other artistic voices sharing the same cultural ground; for both the theoretical and critical reflections of Comparative Literature and Cultural Studies of contemporarity provide methodological support necessary to the development of this work. The corpus study, therefore, consists of various and representative selection of poems in poetic prose, justified in our analysis proposal and that were extracted from the following works by Rachel Naveira: Portão de ferro (2006), Casa de tecla (1998), Fiandeira (1992), Fonte luminosa (1990), Via sacra (1989), Stella Maia e outros poemas (2001) and Pele de jambo (1996). / O objetivo principal desta dissertação é a análise da prosa poética da escritora sul-matogrossense Raquel Naveira, enfocando as relações entre literatura e pintura e abordando, particularmente, sob este prisma, os estudos interartísticos contemporâneos como vertente do campo dos estudos de Literatura Comparada. Trata-se, grosso modo, da verificação da produção artístico-literária de uma das mais representativas escritoras contemporâneas, com inúmeras publicações em gêneros diversificados, inclusive no ensaio crítico, bem como já detentora de uma significativa fortuna crítica. Dessa perspectiva, nosso trabalho procura demonstrar a relevância e singular importância temática presente na prosa poética naveiriana, extraindo das suas conexões e diálogos habilmente disseminados numa prática-matriz de intertextualidades com outras produções e/ou esferas artísticas aspectos de convergências artístico-culturais. Isso tudo resulta em uma operacionalização de natureza integradora da produção intelectual da escritora, em confronto com outras vozes artísticas compartilhadoras do mesmo chão cultural; para tanto, as reflexões teórico-críticas da literatura comparada e dos Estudos Culturais contemporâneos fornecem o suporte metodológico necessário ao trabalho desenvolvido. 21世紀,在全球化浪潮之下,文化創意產業成為顯學。根據聯合國數據資料顯示,近十年來,文創產業產值平均年成長率為8.8%,在開發中國家平均年成長率更高達12%,歐洲與亞太各國政府無不視文創產業為新金源或翻身的絕佳機會,文化創意產業已成為未來20年全球發展的主力引擎! 台灣自2002年正式將文化創意產業視為國家發展級重點產業,但近十年產值成長率卻始終落後各國平均,尋找台灣發展文創產業發展的方向,將是台灣經濟發展與產業轉型升級的關鍵力量。 在分析文創產業發展卓著的歐美國家相關文獻後發現,創意產業之所以成功,乃是利用長久積累的在地文化底蘊作為根基,加以創意應用至不同產業,本文遂以田野調查法與訪談法,針對西方主流國家,如義大利、荷蘭、奧地利以及亞洲日本與拉丁美洲的祕魯,參考相關文獻之後,進行實地訪查與調查分析,探討在地文化對一個國家的文創產業發展有何助力與影響。研究最終可得以下結論:這些國家運用其豐富特色的在地文化,且人民對自身文化的強烈認同感,將在地文化落實於日常生活之中,以在地文化作為核心,結合創意與科技,輔以商業模式的思維,形成一種文化產業或是創意產業的成功模式,國家再以鼓勵文創產業相關政策的助攻,進而造就出強有力的國際競爭力。 / The cultural and creative industries have become a significant part of the mainstream economy in the 21st century under the tide of globalization. According to UN data, the average annual growth rate of cultural and creative industries was 8.8% worldwide in the past decades, and as high as 12% in developing countries. Countries in Europe and the Asia Pacific region consider the cultural and creative industries to be a source for new funding as well as a great opportunity for revival. These industries have become a main engine pushing the global economic development forward in the next twenty years. Since 2002, Taiwan has recognized the cultural and creative industries to be one of the key industries to develop at national level. However, their growth rate over the past decade has always been lagging behind the average growth rate when compared to other countries. Identifying the direction of their development in Taiwan will be crucial for economic development as well as business upgrade and transformation. Analysis of relevant documentations concerning the development of the cultural and creative industries in Europe and the US shows that those countries have achieved significant success in these industries due to their solid foundation in local cultures and creativity. This paper therefore aims to discuss the influences and the impact which local cultures have on the cultural and creative industries in a given country, taking the examples of Italy, Netherlands, Austria, Japan and Peru. The surveys were conducted through field research and interviews. In addition, relevant documentation was analyzed. From the research concluded by this paper, the author found the reasons why these countries are successful in the cultural and creative industries can be summarized as follows: These countries have been utilizing their profound local cultures with their specific features, and their people’s strong cultural identity, to implement the local cultures into daily life. With their local cultures at the core, the cultural and creative industries have established a successful business model in which creativity and technology are combined together. Meanwhile, favorable policies from governments have added strong competitive advantages to their respective industries in the global market.

Abstract This dissertation deal with the socio-cultural adaptation of local communities to the external (exogenous) changes by means of internal (endogenous) changes of the elements of the local socio-cultural system. The dissertation builds on the long-term research on local culture conducted by the Department of Cultural Studies, Faculty of Arts, Charles University in Prague. It focuses on issues of socio-cultural potential of towns, which observes from two aspects. In terms of specifics of the towns, especially the differences between the particular components and forms of socio- cultural potential, and in terms of its reproduction, ie the process of changes in their components and forms. Methodologically, the dissertation is based on secondary analysis of data collected in the research and reinterpretation of findings and conclusions made out in past analyzes. The dissertation has three objectives. First, to complete spectrum of views on the issue of changes taking place due to macro-social transformation processes at the level of local communities and local cultures with the view of cultural studies. Politiques éducatives et réformes curriculaires au Gabon à l’ère de la mondialisation : enjeux socioculturels et jeu des acteurs dans l’école moyenne / Educational policies and curricular reforms in Gabon at the era of globalization : sociocultural challenges and actors strategies in middle school

Cette recherche étudie les processus de médiation à l’œuvre dans l’appropriation des directives internationales dans un pays qui a été soumis à diverses influences exogènes au cours de son histoire, influences qui prennent leurs origines dans la colonisation et se poursuivent, sous d’autres formes, voire s’intensifient avec les politiques de mondialisation : celui du Gabon et de son école moyenne. L’analyse des politiques éducatives dans ce contexte conduit à questionner la pertinence d’une certaine « forme scolaire » imposée à une société dont les logiques d’éducation peuvent être antinomiques à celles importées. Comment les politiques nationales d’éducation au Gabon se construisent-elles dans un contexte dominé par le télescopage permanent entre nécessité de construction nationale, histoire coloniale et contraintes internationales ? En faisant le choix de porter l’analyse sur les processus de définition curriculaire notamment sur le curriculum formel d’histoire, la recherche opère un rapprochement épistémologique entre les outils analytiques de la sociologie du curriculum et de l’éducation comparée à partir de la mise en perspective des concepts d’externalisation et de mobilisation des ressources. L’approche méthodologique est double : documentaire et empirique ; elle repose sur une analyse diachronique des programmes et manuels scolaires d’histoire dans le premier cycle de l’enseignement secondaire général (collège) et d’une mise à l’épreuve du curriculum formel à partir des discours d’acteurs pédagogiques que sont les enseignants et les conseillers pédagogiques. Dans le contexte du Gabon, notre recherche met en évidence le financement de la construction de plusieurs infrastructures scolaires par les instances comme la BAD ou la Coopération Française et ses effets. La médiation des politiques internationales au Gabon révèle également la constante inadaptabilité d’un corps éducatif dont le système de pensée et les valeurs qui le sous-tendent sont exogènes à la culture locale. Les efforts d’appropriation du système dans un contexte aux prises à toutes sortes d’influences (interne et externe) s’avèrent particulièrement délicats. Questionnant ces phénomènes sous tension, la recherche montre que la position sur l’échiquier international détermine largement l’action ou l’inertie, de façon décisive. Ainsi, le Gabon n’étant pas en mesure de « naviguer à contre courant », a en quelque sorte, épousé l’agenda éducatif universel au détriment de la maturation de son propre projet de construction nationale. La recherche permet enfin de se rendre compte que le curriculum formel au collège est essentiellement « bipolaire », et ce depuis le début des années 70 et sans évolution réelle. Les deux pôles étant L’Afrique et l’Europe, les autres parties du monde ne faisant que de brèves apparitions. Il en est de même pour le traitement de la culture locale par les programmes et manuels. La recherche révèle aussi que le curriculum formel d’histoire est assez stable dans l’école moyenne et qu’il existe une certaine forme d’inertie curriculaire, que nous analysons à partir des données recueillies. / This research studies the processes of mediation implemented in the appropriation of the international directives in a country which was subjected to various exogenic influences during its history, influences which take their origins in colonization and continue, in different forms, even become intensified with the policies of globalization: that of Gabon and its junior high school. The analysis of educational policies in this context leads to question the relevance of a certain "form school" imposed on a society whose logics of education may be contradictory to those imported. How can the national policies of education in Gabon be built in a context dominated by the permanent telescoping between need for national construction, international colonial history and constraints? By choosing to focus the analysis on the processes of curricular definition and particularly on the formal curriculum of history, research brings together, epistemologically speaking, analytical tools of sociology curriculum and of comparative education starting from the putting in perspective the concepts of for the concepts of “outsourcing” and “resources mobilization”. The methodological approach is twofold: documentary and empirical. It is based on a diachronic analysis of school curricula and history textbooks in the first cycle of junior high school and a testing of the formal curriculum from the speeches of educational actors such as teachers and educational advisers. In the context of Gabon, our research highlights the financing of the construction of several school infrastructures by the authorities like the “BAD” or the “Coopération Française” and its effects. The mediation of the international policies in Gabon also reveals the constant inadaptability of an educational body whose system of thought and values which underlie it are exogenic with the local culture. The efforts of appropriation of the system in a context dealing with all kinds of influences (internal and external) are particularly tricky. Questioning these phenomena under tension, research shows that the position on the international chessboard largely determines the action or inertia, in a decisive way. Thus, as Gabon is not able to “go against the current”, it adopts, to some extent, the universal education agenda at the expense of his own maturation of nation-building project. Research finally makes it possible to realize that the formal curriculum in junior high school is “bipolar”, since the beginning of the Seventies and with no real evolution since then. The two poles are Africa and Europe, other parts of the world making only brief appearances. It is the same for the treatment of the local culture through school curricula and textbooks. Research also reveals that the formal curriculum of history is rather stable in junior high school and that there is some form of curricular inertia, we analyze from the data collected.
