Die historischen Stadtzentren (Downtowns) ländlicher Kleinstädte in den USA unterlagen in den letzten Jahrzehnten des 20. Jahrhunderts einem allgemeinen ökonomischen Niedergang und verloren ihre ursprünglich zentrale Funktion, primäre Einzelhandelsstandorte einer Stadt und ihres Umlands zu sein. Ursachen dafür sind vor allem in der Entstehung attraktiver Einzelhandelsstandorte am Stadtrand zu suchen. Ein genereller ökonomischer Aufschwung der Stadtzentren konnte trotz vielfältiger Bemühungen um eine Revitalisierung bisher nicht erreicht werden. Allerdings bestehen Anzeichen eines in erster Linie qualitativen Wandels und einer Spezialisierung ihrer Einzelhandelsfunktion. Auf der Grundlage des Forschungsstands wird in der vorliegenden Arbeit der Einzelhandel in Stadtzentren ländlicher Kleinstädte untersucht. Dadurch soll der in der Literatur angedeutete, aber weder vertiefend beschriebene noch beurteilte Wandel umfassend charakterisiert werden. Folgende Ziel- und Aufgabenstellungen sind damit verbunden: Erstens sollen der Einzelhandel in den Stadtzentren beschrieben und Typen des Einzelhandels abgeleitet werden. Zweitens geht es um die Kennzeichnung von Einflussfaktoren der Entwicklung unter Herausstellung des Wirkens von Stakeholdern. Drittens sollen Schlussfolgerungen zum funktionalen und strukturellen Wandel der Stadtzentren gezogen werden. Im Besonderen wird die Entwicklung des Arts and Crafts Einzelhandels berücksichtigt, der ein im weiteren Sinne kunsthandwerklich orientiertes Warensortiment mit dekorativem Charakter vorhält. Aus Voruntersuchungen kann von einer hohen Bedeutung dieses Einzelhandelssegments ausgegangen werden. Die konzeptionellen Grundlagen dieser Arbeit werden durch die Diskussion standorttheoretischer Ansätze sowie durch die Analyse der Literatur zur Entwicklung des Einzelhandels und der Stadtzentren in den USA gelegt. Daraus werden Annahmen zur Entwicklung des Einzelhandels und der Stadtzentren als Ausgangspunkte der empirischen Untersuchung abgeleitet. Diese besteht aus drei Teilen. Erstens wird eine auf ganz Ohio bezogene Untersuchung zur Lage des Einzelhandels in ländlichen Kleinstädten durchgeführt. Zweitens geht es um die Analyse des Downtown-Einzelhandels in ausgewählten Städten Ohios. Drittens werden im Rahmen von Fallstudien die Strukturen und Einflussfaktoren der Entwicklung zweier Stadtzentren untersucht. Die Methoden der Datenerhebung umfassen Kartierungen, leitfadengestützte Experteninterviews, teilstandardisierte Befragungen von Händlern sowie Dokumenten- und Datenanalysen. Im Hinblick auf den Downtown-Einzelhandel ist festzuhalten, dass (1) kleine Betriebsformen vorherrschen und Filialen von Mehrbetriebsunternehmen weitgehend fehlen, (2) Anzeichen der weiteren Ausdünnung traditionell in Downtown ansässiger Branchen bestehen, (3) zahlreiche Kleinstbetriebe mit geringwertigem Warensortiment (marginal business) vorkommen, (4) der Anteil des spezialisierten Einzelhandels hoch, aber ein weiteres Wachstum unsicher ist und (5) sich der Arts and Crafts Einzelhandel in den Stadtzentren konzentriert. Aus der Untersuchung von mehr als 100 Betrieben werden neun Typen des Einzelhandels in den Stadtzentren abgeleitet. Die Typenbildung erfolgt zunächst anhand der Sortimentsbreite sowie der Zugehörigkeit zum Arts and Crafts bzw. sonstigen Einzelhandel. Darüber hinaus werden Merkmale des Qualitätsniveaus (Low Quality Stores), der Absatzwege (Delivery Stores), der ökonomischen Rationalität (Self-Realization Stores) und der Betriebsgröße (Downtown Anchor Stores) als Vergleichsdimensionen herangezogen. Im Resultat der Untersuchung von Einflussfaktoren der Einzelhandelsentwicklung können als grundlegend benannt werden: (1) die entscheidende Bedeutung lokaler Faktoren, (2) die bestimmende Funktion des Wettbewerbs als Barriere der Entwicklung, (3) die hohe Bedeutung von Kostenfaktoren und der Kostenminimierung, (4) die grundsätzliche Präferenz der Konsumenten für Standorte mit größerer Angebotsvielfalt und (5) die dezidierte Rolle von Stakeholdern. Die letzte Aussage wird durch die Beschreibung und Beurteilung besonderer Entwicklungsfaktoren weiter untersetzt. Dazu zählen die Tätigkeit von Downtown-Managern, das Wirken privater Investoren sowie das Engagement der kommunalen Politik und Verwaltung für die Entwicklung der Stadtzentren. Schlussfolgerungen zum strukturellen und funktionalen Wandel der Stadtzentren als Einzelhandelsstandorte betreffen (1) die Gefahr der wirtschaftlichen Marginalisierung der Stadtzentren, (2) die Bestätigung einer fortgeschrittenen Standortspezialisierung, (3) die Funktion des Stadtzentrums als „Experimentierfeld“ für den nicht-filialisierten Einzelhandel mit lokalem Ursprung, (4) die Ausrichtung physischer Strukturen an historischen Vorbildern und (5) die weitgehende Stabilität soziokultureller Funktionen von Downtown. Die Untersuchungsergebnisse zu Einzelhandelstypen und Einflussfaktoren werden schließlich aufgegriffen, um stabilisierende und destabilisierende Effekte für die Standortentwicklung zu beurteilen. / Historic town centers (downtowns) of rural small cities in the U.S. underwent a process of economic downgrading in the later decades of the 20th century. In consequence, they lost their originally central function as being the primary retail location of a small town and its surroundings. Reasons for this development, particularly, can be found in the emergence of attractive shopping centers at the suburban edge. In spite of manifold revitalization activities, a true and overall economic recovery of downtown cannot be stated. However, there are signs of further change in downtown, mainly linked to qualitative transitions and to the specialization of its retail functions. On the basis of the current state of research this dissertation aims at a comprehensive analysis of downtown retail in rural small cities. Potential developments and changes that have only been mentioned in the literature will be characterized in detail. Three objectives and tasks are connected to this statement: First, the downtown retail shall be described in detail and types of retail businesses shall be derived. Second, impact factors shall be identified, specifically considering impacts of stakeholder activities. Third, conclusions shall be drawn with regard to the functional and structural change of downtown as a retail location. Special attention of this dissertation is connected to the emergence and possible growth of arts and crafts retail businesses selling goods with mainly decorative character. This interest originates from previous research, naming the importance of arts and crafts retail as a possible growth segment of downtown retail. The conceptual foundation of this dissertation contains a discussion on location theory as well as analyses of empiric and further theoretic studies on the development of retail and downtowns in the U.S. In a preliminary conclusion, assumptions are drawn as starting points for the empiric part of this study. The empiric research contains: first, a survey on the location of retail businesses in rural and exurban small cities throughout Ohio; second, an analysis of downtown retail in several chosen small cities in Ohio; and third, an examination of detailed case studies on the structures and development factors of two Ohio small city downtowns. Methods of data collection contain mapping, expert interviews, semi-structured surveys of retail businesses, and data analysis. From the characterization of downtown retail it can be concluded that there are: (1) high percentages of small retail formats in downtown and almost no chain stores, (2) clear indications of further decreasing “traditional” downtown trade-lines, (3) high percentages of very small “marginal businesses” with assortments of lower value, (4) high percentages of specialized retail stores but without considerable signs of further growth, and (5) concentrations of arts and crafts shops in downtown. Furthermore, nine different types of downtown retail businesses can be derived from an investigation of more than 100 stores. For this purpose, downtown businesses are rated by the range of products they offer and by their belonging to arts and crafts or other retail sectors. In addition, further dimensions lead to special types of downtown retail considering specific characteristics of retail stores such as the quality level (“low quality store”), the means of distribution (“delivery store”), questions of economic rationality (“self-realization store”) and the size of a store (“downtown anchor store”). The analysis of impact factors identifies the importance of: (1) local factors against non-local factors causing differences among downtowns, (2) competition as a barrier for downtown retail development, (3) cost factors and the minimization of costs for downtown stores, (4) the consumers’ general preferences for larger locations with a wider range of supplies, and of (5) stakeholder activities as being decisive for downtown development. The latter fact receives further attention in this research by assessing specific constellations of stakeholder activities. Among them are the effects of downtown manager action, the impact of private investors, and the commitment of local administration and politics to downtown. Conclusions on the structural and functional change of downtown as commercial location pertain to (1) the danger of marginalization of downtown’s economic role, (2) the affirmation of an advanced specialization of downtown locations, (3) the incubator or laboratory function of downtown for locally-based retail, (4) the orientation of physical structures towards historic ideals, and (5) the widely stable situation of socio-cultural functions of downtown. Finally, the types of downtown retail and impact factors that have been generated in this dissertation are subject to further assessments. They are rated with regard to potential effects on the stabilization or destabilization of downtown’s role as a commercial location.

Dans le cadre de cette thèse, nous investiguons la capacité de chaque hémisphère cérébral à utiliser l’information visuelle disponible lors de la reconnaissance de mots. Il est généralement convenu que l’hémisphère gauche (HG) est mieux outillé pour la lecture que l’hémisphère droit (HD). De fait, les mécanismes visuoperceptifs utilisés en reconnaissance de mots se situent principalement dans l’HG (Cohen, Martinaud, Lemer et al., 2003). Puisque les lecteurs normaux utilisent optimalement des fréquences spatiales moyennes (environ 2,5 - 3 cycles par degré d’angle visuel) pour reconnaître les lettres, il est possible que l’HG les traite mieux que l’HD (Fiset, Gosselin, Blais et Arguin, 2006). Par ailleurs, les études portant sur la latéralisation hémisphérique utilisent habituellement un paradigme de présentation en périphérie visuelle. Il a été proposé que l’effet de l’excentricité visuelle sur la reconnaissance de mots soit inégal entre les hémichamps. Notamment, la première lettre est celle qui porte habituellement le plus d’information pour l’identification d’un mot. C’est aussi la plus excentrique lorsque le mot est présenté à l’hémichamp visuel gauche (HVG), ce qui peut nuire à son identification indépendamment des capacités de lecture de l’HD. L’objectif de la première étude est de déterminer le spectre de fréquences spatiales utilisé par l’HG et l’HD en reconnaissance de mots. Celui de la deuxième étude est d’explorer les biais créés par l’excentricité et la valeur informative des lettres lors de présentation en champs divisés. Premièrement, nous découvrons que le spectre de fréquences spatiales utilisé par les deux hémisphères en reconnaissance de mots est globalement similaire, même si l’HG requière moins d’information visuelle que l’HD pour atteindre le même niveau de performance. Étonnament toutefois, l’HD utilise de plus hautes fréquences spatiales pour identifier des mots plus longs. Deuxièmement, lors de présentation à l’HVG, nous trouvons que la 1re lettre, c’est à dire la plus excentrique, est parmi les mieux identifiées même lorsqu’elle a une plus grande valeur informative. Ceci est à l’encontre de l’hypothèse voulant que l’excentricité des lettres exerce un biais négatif pour les mots présentés à l’HVG. De façon intéressante, nos résultats suggèrent la présence d’une stratégie de traitement spécifique au lexique. / In this thesis, we investigate the cerebral hemispheres’ ability to use the available visual information for word recognition in lateral periphery. It is generally acknowledged that the left hemisphere (LH) is more able at reading than the right (RH). Accordingly, the visuoperceptual mechanisms of the brain for word recognition are primarily localized in the LH (Cohen, Martinaud, Lemer et al., 2003). As normal readers use medium spatial frequencies (about 2,5 – 3 cycles per degree of visual angle) to recognize words, it is possible that the LH is better tuned for processing these spatial frequencies than the RH (Fiset, Gosselin, Blais et Arguin, 2006). Furthermore, studies concerned with reading abilities in the cerebral hemispheres commonly present words in visual periphery. However, the effect of visual eccentricity on word recognition is thought to be unequal between hemifields, notably because the first letter in a word usually carries the most information for its accurate identification. It is also the most eccentric letter when a word is presented in the LVF, which may cause a negative bias for the identification of words presented to the LVF regardless of the actual reading capacities of the RH. The main objective of the first study is to determine the spatial frequency tuning functions of the LH and RH for word recognition. The goal of our second study is to explore letter identification biases for words presented to the left and right visual fields as a function of eccentricity by varying the information value of letter positions. Firstly, we discover that the spatial frequency tuning of both hemispheres is globally similar, even though the LH requires less visual information than the RH to reach the same level of performance. Surprisingly however, the RH requires higher spatial frequencies to identify longer words. Secondly, we find that for LVF displays, the first letter, i.e. the most eccentric, is among the most accurately identified, even when it has a greater information value. This argues against the hypothesis that letter eccentricity exerts a negative bias for words presented to the LVF. Interestingly, our findings also suggest a lexical-specific processing strategy.

在市場競爭不斷加劇之環境下,會計師事務所究竟要如何因應?削價競爭固然為一種經營策略,但並非長久之計。過去文獻指出,會計師事務所可藉由發展產業專業化以因應市場競爭,且會計師產業專精對審計公費有正向之影響。然而,過去文獻亦指出客戶產業特性對審計公費訂價有一定之影響力,故本研究目的乃在探討會計師產業專精對審計公費影響力之大小,及是否會計師產業專精對審計公費之影響力會大於客戶產業特性對審計公費之效果。實證結果顯示會計師產業專精與客戶產業特性兩者對審計公費皆有相當之影響力,但客戶產業特性對審計公費訂價之影響較大。另外,在將樣本區分為高科技產業與傳統產業後可發現,會計師在高科技產業之專長對客戶而言較具有價值,產業專精會計師在高科技產業對審計公費訂價之影響力較大、能夠收取較高之審計公費。 / How can accounting firms build up competitive advantages when they face increased competition? One way is to cut costs and decrease prices, but this may not be the best strategy in the long run. Casterella et al.(2004) suggest that product differentiation based on industry expertise may be a more sustainable solution because auditor specialization shows a significantly positive association with audit fees. Prior researches also indicate that client industry characteristics influence audit fees. Therefore, the main objective of this study is to examine whether auditor specialization and client industry characteristics influence audit fees and which one has greater effect. We find evidence that auditor specialization and client industry characteristics both have an influence on audit fees, while client industry characteristics exhibit even greater impacts. Furthermore relative to conventional industries, auditor specialization in high technology industries demonstrates greater value, and contributes to higher audit fees.

Depuis les années 2000, un progrès significatif est enregistré dans les travaux de recherche qui proposent l’apprentissage de détecteurs d’objets sur des grandes bases de données étiquetées manuellement et disponibles publiquement. Cependant, lorsqu’un détecteur générique d’objets est appliqué sur des images issues d’une scène spécifique les performances de détection diminuent considérablement. Cette diminution peut être expliquée par les différences entre les échantillons de test et ceux d’apprentissage au niveau des points de vues prises par la(les) caméra(s), de la résolution, de l’éclairage et du fond des images. De plus, l’évolution de la capacité de stockage des systèmes informatiques, la démocratisation de la "vidéo-surveillance" et le développement d’outils d’analyse automatique des données vidéos encouragent la recherche dans le domaine du trafic routier. Les buts ultimes sont l’évaluation des demandes de gestion du trafic actuelles et futures, le développement des infrastructures routières en se basant sur les besoins réels, l’intervention pour une maintenance à temps et la surveillance des routes en continu. Par ailleurs, l’analyse de trafic est une problématique dans laquelle plusieurs verrous scientifiques restent à lever. Ces derniers sont dus à une grande variété dans la fluidité de trafic, aux différents types d’usagers, ainsi qu’aux multiples conditions météorologiques et lumineuses. Ainsi le développement d’outils automatiques et temps réel pour l’analyse vidéo de trafic routier est devenu indispensable. Ces outils doivent permettre la récupération d’informations riches sur le trafic à partir de la séquence vidéo et doivent être précis et faciles à utiliser. C’est dans ce contexte que s’insèrent nos travaux de thèse qui proposent d’utiliser les connaissances antérieurement acquises et de les combiner avec des informations provenant de la nouvelle scène pour spécialiser un détecteur d’objet aux nouvelles situations de la scène cible. Dans cette thèse, nous proposons de spécialiser automatiquement un classifieur/détecteur générique d’objets à une scène de trafic routier surveillée par une caméra fixe. Nous présentons principalement deux contributions. La première est une formalisation originale de transfert d’apprentissage transductif à base d’un filtre séquentiel de type Monte Carlo pour la spécialisation automatique d’un classifieur. Cette formalisation approxime itérativement la distribution cible inconnue au départ, comme étant un ensemble d’échantillons de la base spécialisée à la scène cible. Les échantillons de cette dernière sont sélectionnés à la fois à partir de la base source et de la scène cible moyennant une pondération qui utilise certaines informations a priori sur la scène. La base spécialisée obtenue permet d’entraîner un classifieur spécialisé à la scène cible sans intervention humaine. La deuxième contribution consiste à proposer deux stratégies d’observation pour l’étape mise à jour du filtre SMC. Ces stratégies sont à la base d’un ensemble d’indices spatio-temporels spécifiques à la scène de vidéo-surveillance. Elles sont utilisées pour la pondération des échantillons cibles. Les différentes expérimentations réalisées ont montré que l’approche de spécialisation proposée est performante et générique. Nous avons pu y intégrer de multiples stratégies d’observation. Elle peut être aussi appliquée à tout type de classifieur. De plus, nous avons implémenté dans le logiciel OD SOFT de Logiroad les possibilités de chargement et d’utilisation d’un détecteur fourni par notre approche. Nous avons montré également les avantages des détecteurs spécialisés en comparant leurs résultats avec celui de la méthode Vu-mètre de Logiroad. / Since 2000, a significant progress has been recorded in research work which has proposed to learn object detectors using large manually labeled and publicly available databases. However, when a generic object detector is applied on images of a specific scene, the detection performances will decrease considerably. This decrease may be explained by the differences between the test samples and the learning ones at viewpoints taken by camera(s), resolution, illumination and background images. In addition, the storage capacity evolution of computer systems, the "video surveillance" democratization and the development of automatic video-data analysis tools have encouraged research into the road-traffic domain. The ultimate aims are the management evaluation of current and future trafic requests, the road infrastructures development based on real necessities, the intervention of maintenance task in time and the continuous road surveillance. Moreover, traffic analysis is a problematicness where several scientific locks should be lifted. These latter are due to a great variety of traffic fluidity, various types of users, as well multiple weather and lighting conditions. Thus, developing automatic and real-time tools to analyse road-traffic videos has become an indispensable task. These tools should allow retrieving rich data concerning the traffic from the video sequence and they must be precise and easy to use. This is the context of our thesis work which proposes to use previous knowledges and to combine it with information extracted from the new scene to specialize an object detector to the new situations of the target scene. In this thesis, we propose to automatically specialize a generic object classifier/detector to a road traffic scene surveilled by a fixed camera. We mainly present two contributions. The first one is an original formalization of Transductive Transfer Learning based on a sequential Monte Carlo filter for automatic classifier specialization. This formalization approximates iteratively the previously unknown target distribution as a set of samples composing the specialized dataset of the target scene. The samples of this dataset are selected from both source dataset and target scene further to a weighting step using some prior information on the scene. The obtained specialized dataset allows training a specialized classifier to the target scene without human intervention. The second contribution consists in proposing two observation strategies to be used in the SMC filter’s update step. These strategies are based on a set of specific spatio-temporal cues of the video surveillance scene. They are used to weight the target samples. The different experiments carried out have shown that the proposed specialization approach is efficient and generic. We have been able to integrate multiple observation strategies. It can also be applied to any classifier / detector. In addition, we have implemented into the Logiroad OD SOFT software the loading and utilizing possibilities of a detector provided by our approach. We have also shown the advantages of the specialized detectors by comparing their results to the result of Logiroad’s Vu-meter method.

L’enfant est un être en devenir, vulnérable et qui doit être protégé. Pour satisfaire cet objectif, le législateur a choisi de construire avec les ordonnances des 2 février 1945 et 23 décembre 1958, un appareil de justice spécialisé capable d'assurer la sécurité de l'enfant en danger et d'éduquer le mineur délinquant. Dans un droit en perpétuel mouvement, l'objectif de ce travail de recherche est de mesurer l'influence contemporaine du marqueur spécialisé irriguant la construction de notre système de justice des mineurs tutélaire, tant sur le plan de l'organisation juridictionnelle que de la procédure suivie par l'ensemble des juridictions. Les récentes transformations du droit des mineurs français et l'évolution de différents systèmes de justice européens le démontrent, l'avenir de ce repère est menacé car le modèle de justice tutélaire dans lequel il s'exprime est en crise. Il subit la concurrence d'un paradigme nouveau cherchant à responsabiliser l'enfant : la justice managériale. Dès lors, le marqueur spécialisé se trouve à la croisée de son histoire tandis que sa survie dépend des choix opérés par le législateur. Conscient de cette réalité, celui-ci a récemment entrepris une restauration qu'il faut encore parachever. / The child is a person at a development stage, vulnerable who must be protected. It undergoes the competition of one new paradigm which is trying to give more responsibilities to the child: the managerial justice. Aware of this reality, this one recently began a restoration which is again necessary to complete.

Previous issue date: 2015-04-16 / This study analyzes profiles and career paths of directors and counselors from the following federal agencies: ANEEL, ANATEL, ANP, ANVISA, ANS, ANA, ANCINE, ANTAQ, ANTT e ANAC. We observe dimensions relating with conditions which, in theory, allow more decision-making autonomy to Brazilian federal regulators: 1) regulator’s level of expertise and skilled knowledge, watching his trainig area, level of education and previous experience in the regulated sector; 2) the existence of party affiliation before his appointment to the post at the agency; 3) the existence of cases of renewal regulators, beyond the government mandates of different presidents; 4) the professional origin of regulators and destination after their performance in regulatory agencies. At the same time, it is observed the institutional design of these Brazilian agencies and how some aspects of its structure and process can interfere with the outcome of the regulatory process, specially in regard to how regulators are indicated. Among the main results of this work, we highlight the strong connection between the training area of regulators and the playing field of regulatory agencies; the recovery of post-graduate courses in qualifying a candidate for a federal regulatory agency; and the proof of previous professional experience in the regulated sector, indicating that Brazilian regulators have relevant indicators of specialization and expertise in the sector. There have also been cases of indicated and reappointed regulators by different presidents, reinforcing the hypothesis that value expertise. Regarding political capture, stands out that just under a third of tregulators had previous party affiliation before their appointments. Most regulators are selected within the public service, but most of them will work in the private industry sphere, reinforcing the evidence that there may have been capture during their mandates in the agency. It is clear, also, a trend of strengthening of agencies’ bureaucracy from the end of the first term of President Lula, movement wich has increased in President Dilma Rousseff’s first term. / Este trabalho analisa o perfil e as trajetórias de carreira dos diretores e conselheiros das se-guintes agências federais: ANEEL, ANATEL, ANP, ANVISA, ANS, ANA, ANCINE, AN-TAQ, ANTT e ANAC. São observadas algumas dimensões que se relacionam com condicio-nantes que, em tese, permitiriam uma maior autonomia decisória do regulador brasileiro federal: 1) o nível de expertise e conhecimento especializado do regulador, observando sua área de formação, nível de escolaridade e sua experiência prévia no setor regulado; 2) a existência ou não de filiação partidária antes de sua indicação para o cargo na agência; 3) a existência ou não de casos de recondução de reguladores, além dos mandados governamentais de diferentes presidentes; e 4) a origem e o destino profissional do regulador após sua atuação na agência reguladora. Paralelamente, observa-se como foi elaborado o desenho institucional destas agências brasileiras e como algumas características de sua estrutura e processo podem interferir com o resultado do processo regulatório, especialmente no que se refere à forma como os reguladores são indicados. Entre os principais resultados do trabalho, destacam-se a forte co-nexão entre a área de formação dos reguladores e o campo de atuação das agências reguladores; a valorização de cursos de pós-graduação na qualificação de um candidato para uma agência reguladora federal; e a comprovação de experiência profissional prévia no setor regulado, indicando que os reguladores brasileiros apresentam indicadores relevantes de especialização e expertise no setor. Também ocorreram casos de reguladores indicados e reconduzidos por presidentes diferentes, reforçando a hipótese de valorização da especialização. Com relação a captura política, se destaca que pouco menos de um terço dos indicados possuía filiação partidária anterior à nomeação. A maioria dos reguladores é selecionada dentro do serviço público, mas boa parte deles vai trabalhar na esfera privada do setor, reforçando os indícios de que pode ter havido captura durante os mandatos na agência. Percebe-se, ainda, uma forte tendência de fortalecimento da burocracia das agências a partir do final do primeiro mandato do presidente Lula, movimento acentuado no primeiro mandato da presidente Dilma Rousseff.

An evaluation of advertising strategies developed according to the FCB grid and the Bendinger formulaYssel, J. C. (Johan Christiaan), 1936- 12 1900 (has links)
This thesis argues that the FCB (Foote, Cone and Belding) grid can not only be
used by advertising students to write strategy, but also to write superior strategies.
To demonstrate this, the research in this study identifies two versions of the FCB
grid that can serve as guidelines for students when writing advertising strategy.
The argument is substantiated by the results of a statistical analysis of strategies
written according to the FCB grid and the Bendinger formula.
A discussion of the areas which were researched and led to the introduction of the
FCB grid, as well as an explanation of the FCB grid, provide the context in which
the grid should be viewed as a guideline for writing advertising strategy.
Thereafter, a summative overview of what advertising strategy and the Bendinger
formula encompass, identifies the complexed nature of advertising strategy, as well
as the minimum areas which need to be addressed when attempting to write
strategy. A detailed discussion of the method which was employed and the
instrument developed to evaluate the effectiveness of strategies, precedes the
experimental results. A critical discussion of the results obtained from the statistical
analysis and the literature on advertising strategy provide a theoretical foundation
on which a model, to be used in conjunction with the FCB grid to write strategy, is
designed. The model is then explained to illustrate how students can, in
conjunction with the FCB grid, apply it to write advertising strategy.
This thesis recommends that, in order to improve on the suggested method of
evaluating strategies, the measurement scale developed in this study could be
considered as a starting point. A further recommendation is that the experiment
comparing strategies written according to the FCB sextant grid to those written
according to the FCB quadrant grid, could provide the need for further research.
The thesis concludes that as far as could be determined, this was the first time that
a study of this nature was undertaken and that the need for future research to
