[pt] O século XXI é o século das cidades. Atualmente, o processo de urbanização é um fenômeno acelerado e em escala planetária, com ritmos desiguais e caminhos diferentes, mas que conduzem a uma mesma realidade: a construção de um planeta de cidades. Apesar da progressiva concentração da população nas grandes urbes, a maior parte da população mundial mora em centros urbanos de porte médio e pequeno. Nesse universo de cidades, no contexto da globalização e o uso intensivo de informação e conhecimento em redes, sobressaem, as cidades intermédias. Entendidas não como pontos isolados na rede urbana, as cidades intermédias têm aparecido nos estudos recentes como importantes nós nas redes, exigindo uma análise que considere as relações entre a cidade e a região e entre as cidades de diferentes níveis hierárquicos, em forma de cidade-rede-região. A presença de cidades de importância regional de porte médio em áreas afetadas historicamente pelo conflito armado sugere que tais cidades devem exercer um rol significativo em seus respetivos espaços geográficos no período do pós-conflito. Desta forma, a partir de uma análise histórico-geográfica do desenvolvimento do conflito armado e fundamentada no conceito de cidade intermédia, a pesquisa pretende identificar aquelas cidades que apresentam o potencial de liderar essa nova fase de transição na procura de atingir o desenvolvimento sustentável das regiões. / [en] Urbanization is a global phenomenon and occurs on a planetary scale, with unequal rhythms and different paths, but leading to the same complex and diverse reality: the construction of a planet of cities. Nowadays, we see a process of urbanization that we can describe as global and accelerated, but it does not develop in a balanced and efficient way on the territory. The progressive concentration of the population in large urban agglomerations, the accelerated and sometimes uncontrolled growth of megacities are spatial effects of the current process and trends of urbanization. Nevertheless, the majority of the world urban population lives in small and medium-sized cities and forecasts indicate that these centers will continue to increase their population. In the last decades, it has been observed that in several Latin American countries, the settlement model is changing and there are areas of economic importance, where decades ago, they used to be entities without much population dynamism. Despite this, there are not many international or regional studies on the smaller cities in urban systems.

Plus du tiers des enfants non scolarisés dans le monde vit actuellement dans des pays considérés comme fragiles. Principalement localisés en Afrique subsaharienne, ces pays, pour la plupart, ne seront pas en mesure de réaliser les objectifs de l’Éducation Pour Tous d’ici 2015. Se situant à la croisée de l’éducation comparée, des sciences politiques et de la sociologie des organisations, cette thèse explore empiriquement les conditions d’achèvement de l’EPT dans les contextes de fragilités.Malgré les ambigüités qui l’entourent, la notion d’État fragile a été adoptée en 2005 en tant que concept opérationnel par la plupart des organismes d’aide. Si les définitions de l’État fragile convergent sur un ensemble de critères spécifiques (institutions dysfonctionnelles, instabilité sociopolitique chronique, accès limité aux services sociaux), la fragilité revêt des dimensions variées et connexes dont la sévérité rend la réalisation de la scolarisation primaire universelle singulièrement aléatoire. Dès lors, l’injonction faite aux États de fournir une édu-cation de base homogène aux populations, notamment aux plus pauvres, peut rencontrer des difficultés d’adaptation dans les contextes particuliers des États fragiles (chapitre 1). Les conflits armés constituent certainement la plus évidente origine de la fragilité des États et des pays. Les effets de ces conflits mettent à mal le développement éducatif et anéantissent toute perspective d’éducation pour une proportion d’enfants difficilement mesurable, parti-culièrement ceux issus de milieux pauvres et isolés. Les périodes d’instabilité signalent égale-ment l’impact des politiques des finances publiques ainsi que l’échec d’un gouvernement à investir dans des domaines sociaux tels que l’éducation, élément contribuant à l’émergence des valeurs d’un système politique à tendances démocratiques (chapitre 2). Dans la mesure où l’investissement éducatif est perçu comme une condition nécessaire, sinon suffisante, de sortie de la pauvreté, l’option d’impulser et d’accélérer le développement éducatif s’impose comme un critère d’opportunité pour la communauté internationale, quitte à exercer des formes d’ingérence. Les conclusions de notre analyse empirique montrent, dans la problématique des États fragiles, l’émergence d’une contradiction actuelle entre le caractère inclusif des objectifs de l’EPT et la nature excluante des paradigmes sur lesquels se fondent l’aide extérieure (efficacité et résultats). Cette situation conduit alors à s’interroger sur une approche de l’aide liée à une analyse morale écartelée entre les conséquences des actions individuelles ou communes et dont les critères et instruments financiers ne sont visiblement pas adaptés aux situations de fragilité (chapitre 3). / Currently, over a third of children not in school live in countries considered being as fragile. These countries, which are mainly located in sub-Saharan Africa, will not reach the objectives of Education For All for 2015. This thesis covers approaches across comparative education, political science and sociology of organizations. It explores empirically the condi¬tions of achievement of EFA within the contexts of fragility. Despite its ambiguities, the notion of fragile states was adopted in 2005 as an operational concept by most of aid agencies. Definitions of fragile state converge on a set of specific criteria (dysfunctional institutions, chronic socio-political instability, limited access to social services). Nevertheless, the former also cover various and related dimensions, whose severity makes universal primary education achievement particularly hazardous. Therefore, the in¬junction made to states to provide homogenous basic education for their population, espe¬cially in the poorest ones, may indeed encounter difficulties in the particular contexts of fragile states (chapter 1). Armed conflicts are certainly the most obvious cause of the fragility of states and countries. The effects of these conflicts undermine the educational system and destroy any prospect of education for a difficulty measurable proportion of children, especially those in poor and isolated environments. Periods of instability can also be seen in the impact of public finances policies and the failure of governments to invest in social areas such as education. The latter being an element that contributes to the emergence of values of a democratic political system (chapter 2). Insofar as investment in education is perceived as a necessary, if not sufficient, to vanquish poverty, the option to stimulate and accelerate the development of education constitutes an opportunity for the international community. Even if it means that the latter also has to ex¬ercise some forms of interference. The findings of our empirical analysis show, that within fragile states, the emergence of a current contradiction between the inclusive nature of the EFA goals and the exclusionary nature of the paradigms on which foreign aid is based (effec¬tiveness and results). This situation leads us to question the approach of aid which is torn morally between the consequences of individual actions or common actions where the finan¬cial criteria and instruments are clearly not adapted to situations of fragility (chapter 3).

The armed conflicts to humanity for centuries. Almost always the reason for armed conflict dominion over certain territories. If we focus on armed conflicts closest to us history, it is clear that these include first and second World War. These two wars have caused thousands of deaths on all sides and great hardship of the civilian population. After World War II it seemed that the end of armed conflicts. Nevertheless, followed by the war in Korea or Vietnam, where once again innocent civilians died. But this is more than fifty years of history. Unfortunately, the armed conflict is still repeated, and since 1990 there were more than a hundred and twenty. Although not a war of such magnitude, which is involved in the entire world, but they have also been responsible for hundreds of deaths. The trend of conflict after the Cold War is undoubtedly the killing of civilians. Unfortunately, the loss ratio for the armed forces and civilians dramatically changed. Particularly in Africa are relatively small losses on fighting units. But civilians are dying by the hundreds of thousands. Reasons for armed conflict after the Cold War are different. In most cases, however, it is the territory and related ethnic cleansing, or wealth, which are eg. in Africa diamonds. The purpose of my thesis was draw attention to the constant threats to fundamental human rights in armed conflicts are totally ignored. The theoretical part describes international humanitarian law, which should be the basis for armed conflict. And describes the basic principles of international humanitarian law and the types of armed conflict under international humanitarian law. The theoretical part also describes some of the articles of the Geneva Conventions and the Additional Protocols to the armed conflict since 1990 are the most commonly used and are very serious. Due to the number of armed conflicts since 1990, which was more than 120, is shown in the work of ten selected armed conflicts. In selected conflicts are described various war crimes that were committed against the civilian population. These crimes are similar in countries that are a common culture or mentality. In African countries is the same crimes. The difference is mostly in scale committing these war crimes. The same is true even in the conflicts in the former Yugoslavia. In this thesis were consumed interviews with some participants armed conflicts, which greatly helps us to better understand the war crimes that were committed during the armed conflict. Processing and evaluation of the results was done in MS Word and MS Excel.

expulsion that date back half of the twentieth century and which has been deepened as a
consequence of internal armed conflict which resumes in 90´s. Since 1985 until nowadays,
3,700,000 people have been displaced.
Who is obliged to flee, leaves rural areas to the cities closest to his place of
housing. However, the deepening of the conflict is forcing people continue moving to the big
cities, where are greater opportunities for anonymity. Thus, considering the peculiarities of
internal displacement, we proposed to characterize -from the perception of actors- the
personal networks of a group of migrants by the internal armed conflict, which today live in
neighborhoods of Ciudad Bolivar in Bogotá. This is, the way of the networks act, are affected
and rebuilt on the migratory path.
Our aim was evident if, in the same way as it happens with other types of
migration, there is a logic of communication, permanence, re-configuration and organization
of social networks; In addition to describe the situations that facilitate, influence or limit these
processes.
The methodology of research emphasized on record -in a notebook and a
record- the comments made by people and the narratives during the contact with the
researcher in informal and formal interviews. The configuration of personal networks was
complemented with the application of a survey.
As a result of search, we can say that there is a logical of networks in time to
elect Bogotá as destination. Usually, relatives or acquaintances, whose migrated before -
because of the violence or economic reasons- or there is a previous experience housing in
Bogotá. These links are essential in processes of adaptation to city.
With the coexistence in the city, displaced persons will meet neighbors, coworkers,
employees of NGOs and institutions of the state, which will be adding to the range
of their relationships.
However, violence, fear and distrust are some factors that influence the
incorporation of new ties and the preservation of ancient, affecting the dynamics and the
configuration of networks / A história da Colômbia se caracteriza por violentos processos de expulsão de
população que datam da metade do século XX, e que têm se aprofundado como conseqüência
do conflito armado interno que recomeça na década de 90. Estatisticamente, desde o ano de
1985 até hoje são 3.700.000 pessoas que têm se deslocado.
Quem está obrigado a fugir, sai das zonas rurais até os municípios mais
próximos de seu lugar de moradia. No entanto, o aprofundamento do conflito obriga as
pessoas a continuarem se deslocando até as grandes cidades onde são maiores as
possibilidades de anonimato. Assim, considerando as particularidades do deslocamento
interno, se propôs caracterizar a partir da percepção dos atores a forma como as redes
pessoais de um grupo de migrantes advindos do conflito armado interno que, hoje, moram
nos bairros da subprefeitura de Ciudad Bolívar, em Bogotá agem, se afetam e se
reconstroem na trajetória migratória.
Nosso intuito era evidenciar se, da mesma maneira como acontece com outros
tipos de migração, há uma lógica de comunicação, permanência, reconfiguração e
organização das redes sociais; além de descrever as situações que facilitam, condicionam ou
limitam estes processos.
A metodologia de pesquisa enfatizou o registro em caderno de campo e
mediante gravação das observações e narrativas feitas pelas pessoas durante os contatos
com a pesquisadora, em entrevistas informais e em profundidade. A configuração das redes
pessoais foi complementada com a aplicação de um survey.
Como resultado da pesquisa, podemos dizer que existe uma lógica de redes na
hora de eleger Bogotá como destino, geralmente porque há familiares ou conhecidos que
migraram antes por causa da violência ou por razões econômicas ou porque existe uma
experiência prévia de moradia ou contato com Bogotá. Estes laços constituem-se chave nos
processos de adaptação à cidade.
Com o convívio na cidade, as pessoas deslocadas vão conhecendo vizinhos,
colegas de trabalho, funcionários de ONGs ou de instituições do Estado, que vão se
adicionando ao seu leque de relacionamentos.
No entanto, a violência, o medo e a desconfiança são alguns fatores que
condicionam a incorporação de novos laços e a conservação de antigos, afetando a dinâmica e
a configuração das redes destes migrantes

Previous issue date: 2013-06-19 / CAPES / This research has as its central objective comparative analysis of defense and security plans adopted by the Colombian government of Alvaro Uribe and Juan Manuel Santos, as well as its political and security agendas. This study considers the common defense and security as State Policy which is part of the common foreign to consider as the main threat to state security to Colombian guerilla activity, production of drug trafficking and human rights abuses suffered by the population. The time frame relevant to the purposes of the research extends the Alvaro Uribe government (2002 - 2010) to half of the first term of the government of Juan Manuel Santos (2010 - 2012), in as much as in the previous period only serves to support historic for understanding of recent events. The main conclusion of this study focuses on detecting differences and / or similarities between the security plans of both governments to resolve the matter then whether there is progress or setbacks in the solution of the Colombian conflict and the search for peace in that country. / Esta pesquisa tem como objetivo central a análise comparativa dos planos de defesa e segurança da Colômbia adotados pelos governos de Álvaro Uribe e Juan Manuel Santos, assim como suas políticas e agendas de segurança. Este estudo entende a política de defesa e segurança como Política de Estado da qual faz parte a política externa para segurança e considera como principal ameaça à segurança estatal colombiana a ação das guerrilhas, a produção do narcotráfico e o desrespeito aos direitos humanos sofridos pela população. O recorte temporal pertinente aos propósitos da pesquisa estende-se do governo Álvaro Uribe (2002 – 2010) à metade do primeiro mandato do governo de Juan Manuel Santos (2010 – 2012), na medida em que o período anterior apenas nos serve de suporte histórico para entendimento dos acontecimentos recentes. A principal conclusão deste estudo incide em detectar diferenças e/ou semelhanças entre os planos de segurança de ambos os governos para então solucionar a questão de saber se há progressos ou retrocessos na solução do conflito colombiano e na busca pela pacificação daquele país.

O presente trabalho é fruto de uma pesquisa desenvolvida com sujeitos pertencentes a populações oriundas de comunidades rurais de regiões da cordilheira dos Andes que foram atingidas pela violência durante as décadas do conflito armado interno no Peru, de 1984 a 2000. O principal objetivo deste estudo foi analisar as narrativas de vida desses sujeitos, considerando-se a memória como processo de reconstrução, essencial para ressignificar a vida na cidade após esse processo migratório traumático. Nessa análise, tecemos uma discussão acerca dos Direitos Humanos em situações de conflito armado e a condição de deslocados internos em relação aos refugiados. Nossos sujeitos deslocaram-se forçadamente, expulsos do campo rumo à reconstituição da vida em uma região urbana, no terceiro Estado mais pobre do Peru. Esse contexto apresentou problemas em relação ao modo de vida dessas pessoas que viviam imersas em sua cultura andina, em que a adoração à Mãe Terra é o centro das relações comunitárias, até que a experiência de deslocamento forçado os alcançou. Em busca da compreensão da constituição desses sujeitos, esta dissertação se fundamenta principalmente nos conceitos de memória de Halbwachs (2003, 2004) e Bosi (1994, 2003), de experiência de Benjamin (2012) e Larrosa (2002) e de narrativa de vida de Bertaux (2010). Apresentamos uma discussão sobre a memória como resistência e como arma, segundo propõe Schilling (2009). E discorremos sobre a ruralidade, conforme propõe Carneiro (1997), enquanto dimensão que perpassa a identidade de nossos sujeitos. A pesquisa foi realizada em uma abordagem qualitativa e utilizamos, como procedimentos metodológicos, a entrevista de caráter biográfico e a observação de campo. Por ter sido um processo de imersão, pautamo-nos nas entrevistas do tipo etnográfico, conforme considerado por Beaud e Weber (2007), ou seja, entrevistas realizadas no contexto estudado, porque não estão isoladas nem são independentes da situação de pesquisa, já que levam em conta a realidade social a que pertencem esses narradores. Nas análises, buscamos refletir sobre as narrativas de violência, considerando as práticas culturais que caracterizam esse grupo social, e o reconstruir da vida na cidade após o processo migratório, no sentido de entendermos a constituição desses sujeitos na condição de violência e desenraizamento. Escolhemos a violência como núcleo de significação porque são as ações do conflito armado que marcam profundamente esses sujeitos de forma a promover o intenso fluxo de migração forçada da população do campo para a cidade. Procuramos entender de que forma a violência surge nas narrativas de lembranças e marca esses sujeitos, tendo em vista as rupturas com a comunidade de pertencimento e implicações para a vida. E também analisamos as histórias contadas pelos sujeitos, com vistas ao período que antecedeu à migração e ao que se relaciona à reconstrução da vida no contexto urbano, quando eles passam à condição de deslocados internos. Interessou-nos conhecer de que forma a memória colaborou com esse processo de reedificação em relação à cultura como eixo estrutural desses indivíduos. / This work is the result of a research developed with subjects in populations from rural communities in the Andes mountains regions that were affected by violence during the decades of internal armed conflict in Peru, from 1984 to 2000. The aim of this study was to analyse the life narratives of these subjects, by considering memory as a reconstruction process, essential to reframe life in the city after this traumatic and migration process. In this analysis, we have a discussion about human rights in situations of armed conflict and also on the condition of internally displaced persons (IDPs) in relation to refugees. Our subjects were forced to move, expelled from the countryside towards the reconstitution of life in an urban context, the third poorest state of Peru. This context shows problems compared to Andean lifestyle, where the worship of Mother Earth is the center of community relations, until their forced displacement experience reached them. In pursuit of understanding of these subjects structures, this thesis is based mainly on the concepts of memory of Halbwachs (2003, 2004) and Bosi (1994, 2003), experience as conceived by Benjamin (2012) and Larrosa (2002) and life narrative of Bertaux (2010). It also brings a discussion about memory as resistance and as a weapon, as proposed by Schilling (2009) and a discussion about rurality, as proposed by Carneiro (1997), as a dimension that permeates our subjects identities. The research was conducted in a qualitative approach using as methodological procedures biographical interview and field observation. Because it was an immersion process, we rely on ethnographic interviews as considered by Beaud and Weber (2007), i.e. interviews in the research context since they are not isolated nor are independent of the research situation as they consider the social reality to each one of the tellers belongs. In the analyses, we try to reflect about the narratives of violence, considering cultural practices that characterize this social group, and the rebuilding of life in the city after the migration process, in order to understand the constitution of these subjects on conditions of violence and uprooting. We chose violence as a meaning core because these actions of the armed conflict deeply marked these subjects in order to promote the intense flow of forced migration of rural people to the city. We seek to understand how violence emerges in narratives of remembrances and affects these subjects, bearing in mind the disruption with the community of belonging and implications for life. And we analysed the stories told by the subjects, concerning the period previous to the migration and the one related to the reconstruction of life in the urban context, when they their condition became of IDPs. We were interested in knowing how memory collaborated with this process of rebuilding in relation to culture as a structural axis of these individuals

Legítima defesa ou represália? O uso da força no conflito armado de 2001 no Afeganistão / Self-defense or reprisal? the use of force in the armed conflict of 2001 in AfghanistanRodrigo Motta Saraiva 14 May 2009 (has links)
Esta dissertação tem por objetivo analisar as ações militares lideradas pelos EUA no Afeganistão, em 2001, como resposta aos notórios ataques terroristas de 11 de setembro daquele ano contra o WTC e o pentágono, tendo como o foco confrontar os argumentos jurídico-políticos dos EUA utilizados no sentido de qualificar suas ações militares no referido conflito armado pretensamente sob a égide da legítima defesa, com os argumentos jurídicos trazidos pelas normas, usos e costumes e doutrina do direito internacional. Na primeira parte do trabalho, são relatados, mediante a utilização da doutrina internacional, e de documentos de política externa, os fatos envolvendo o conflito armado no Afeganistão de 2001, expondo os principais acontecimentos, segundo uma ordem cronológica, abordando também as Resoluções da ONU sobre tais eventos. Também será exposta uma breve síntese contendo uma contextualização histórica e geopolítica sobre o Afeganistão. Na segunda parte do trabalho, são destacadas algumas das seqüelas produzidas por tais fatos, quais sejam: a Estratégia de Segurança Nacional dos EUA, lançada em 2002, também conhecida como a \'Doutrina Bush\', com a respectiva política de ataques preventivos; e a subseqüente e polêmica invasão militar norte-americana ao Iraque em 2003, que ficou conhecida como a Segunda Guerra do Golfo. Finalmente, na terceira parte do trabalho, faz-se um enfrentamento mais direto dos argumentos utilizados pelos EUA para legitimar, sob o manto da legítima defesa individual ou coletiva, o uso da força contra o Afeganistão, expondo, para tanto, contra-argumentos lastreados no Direito Internacional vigente, contendo, em primeiro lugar, a evolução histórica da regulação do uso da força e do sistema de segurança coletiva, a imperatividade das normas internacionais que autorizam o uso da força, e suas exceções legítimas. Demonstrada a solidez dos arts. 2 (4) e 51 da Carta da ONU, e da Resolução 3314/74 da Assembléia-Geral da ONU, \"Definição de Agressão\", conclui-se pela ausência, no conflito objeto deste estudo, do elemento caracterizador da legítima defesa, o ato de agressão atribuível a um determinado Estado (o Afeganistão); da usurpação das limitações ao seu exercício: a proporcionalidade e provisoriedade da situação criada; bem como alertando-se sobre os riscos inerentes na redução dos requisitos previstos pelo artigo 51 da Carta das Nações Unidas. / This dissertation aims to analyze the actions led by the U.S. military forces in Afghanistan, in 2001, in response to the notorious terrorist attacks occurred on 11 September 2001 against the WTC and the Pentagon, mainly focusing on comparing all legal and political arguments which U.S. claim to qualify their military actions in the aforementioned armed conflict under the aegis of self-defense, with the legal arguments brought by the rules, practices and customs of international law and doctrine. In the first part of the work, by using the international doctrine, and documents of foreign policy, the facts involving the armed conflict in Afghanistan in 2001 are reported outlining the main events, according to a chronological order, and also addressing the UN Resolutions on such events. It will also be exposed on a brief contextualization of Afghanistan\'s history and geopolitical situation. In the second part of work, some of the sequels produced by such facts are highlighted, which are the following: the U.S. National Security Strategy, launched in 2002, also known as the \'Bush Doctrine\', containing its policy of preventive attacks, and also the subsequent and controversy U.S. military invasion of Iraq in 2003, which would became known as the Second Gulf War. Finally, in the third part of the work, there will be a more direct confrontation between the arguments used to legitimize the U. S. actions against Afghanistan, under the mantle of individual or collective self-defense, and therefore the counter-arguments supported by the existing international law, that will inc1ude, firstly, the historical evolution of the regulation of the use of force and the collective security system, the imperative international law that grants the legitimate exceptions for the use of force. Whereas there will be demonstrated the consistency of the artic1es 2 (4) and 51 of the UN Charter and the Resolution 3314/74 of the UN General Assembly, \"Definition of Aggression\" it is conc1uded that in this specific armed conflict, an essential element of self-defense is not present: an aggression attributable to a specific state (Afghanistan); and also are missing all the limitations required during self-defense exercise: the proportionality and the provisional character of the created situation in Afghanistan; lastly it is underlined the inherent risks of reducing the requirements established by Article 51 of the UN Charter.

Análise espacial do deslocamento forçado na Colômbia por causa do conflito armado interno / Spatial analysis of forced displacement in Colombia because of internal armed conflictKarol Vanessa Ramirez Duque 07 April 2017 (has links)
O deslocamento forçado na Colômbia entendido como as migrações de pessoas dentro das fronteiras do país geradas ou forçadas pelas ações de violência dos grupos armados colombianos, posiciona hoje o país como o segundo no mundo com o maior numero de pessoas deslocadas forçosamente depois da Síria -segundo o relatório do Centro de Monitoramento do Deslocamento Interno (IDMC, na sigla em inglês) (2015). Desde 1985 a 1º de agosto de 2016, 7.844.527 pessoas têm sido deslocadas no país segundo o Governo da Colômbia, quase 15% da população total na atualidade. Nesta pesquisa se analisa a partir de uma perspectiva espacial o deslocamento forçado na Colômbia analisando através do mapa as relações entre conflitos sociais e espaço geográfico. São representadas e modelizadas as características e dinâmicas do fenômeno ao longo do tempo a partir de diferentes técnicas do mapeamento e da modelização gráfica. Paralelamente, é desenvolvido um estudo da evolução espaço-tempo do fenômeno social utilizando econometria espacial para estabelecer as correlações espaciais entre deslocamento e conflito armado, a partir de uma abordagem estatística. E num terceiro componente desta pesquisa, se desenvolve uma análise da política pública do Governo da Colômbia que responde às vítimas da violência no marco do conflito armado, incorporando como ferramenta de análise a cartografia produzida nesta pesquisa. Como parte dos resultados se constata que o deslocamento forçado é um fenômeno dinâmico que não se distribui aleatoriamente no espaço e pelo contrario apresenta concentração espacial. A cartografia mostra que o deslocamento não tem tido o mesmo comportamento ao longo dos anos, as migrações de pessoas têm diminuído no norte do país incrementando o volume no oriente e pacífico sul, aproximadamente a partir de 2008 quando este conduta se acentua. Da mesma forma se evidencia que os principais destinos da população deslocada são os polos econômicos e populacionais do país, onde geralmente a oferta de programas de atenção e reparação a vítimas é maior. / Forced displacement in Colombia, understood as the migrations of people within the borders of the country generated or forced by the violent actions of the Colombian armed groups, making it the country with the second highest number of internally displaced people in the world after Syria - according to the report from the Internal Displacement Monitoring Centre (IDMC) (2015). Since 1985 to August 1st 2016, 7.844.527 persons have been displaced in the country according the Government of Colombia (GoC), almost 12 percent of the current Colombia\'s population. In this study is analyzed the internal displacement in Colombia using a spatial perspective, where through the map is analyzed the relations between social conflicts and geographic space. The characteristics and dynamics of the phenomenon are represented and modeled over time from different techniques of mapping and graphic modeling. In parallel, is developed a study of the space-time evolution of the social phenomenon using spatial econometrics to establish the spatial correlations between displacement and armed conflict, from a statistical approach. And in a third component of this research, is developed an analysis of the public policy of the Government of Colombia for attention of the violence\'s victims within the framework of the armed conflict, incorporating as tool of analysis the cartography produced in this research. As part of the results it is verified that the forced displacement is a dynamic phenomenon that is not distributed randomly in space and on the contrary presents a spatial concentration. The cartography shows that the displacement has not had the same behavior over the years; the migrations of people have diminished in the north of the country, increasing the volume in the east and pacific south, approximately from 2008 when this trend is accentuated. In the same way, it is evident that the main destinations of the displaced population are the economic centers and main cities of the country, where the offer of programs of attention and reparation to victims is greater.

processo de paz realizado
na Colômbia, durante o governo do presidente Andrés
Pastrana, entre os anos de
1998 e 2002. A realidade local constituía-se num drama
humanitário cuja solução
se mostrava contrária à sustentação de mitos como o de
uma
democracia política
estável ou o da pobreza como a principal causa da
violência. O firme desígnio de
resolver pacificamente a luta armada exigia que se
levasse
em consideração a
natureza complexa e instável do Estado, a identidade dos
atores armados, a
realidade do agravamento da crise social e a difícil
conciliação entre os interesses
internos e externos. O empreendimento conduzido pelo
presidente Andrés
Pastrana era objeto da área de estudos de resolução
pacífica de conflitos, cujas
lentes conceituais foram as escolhidas como ferramenta
para leitura e
interpretação dos fatos. Esta literatura lida com o
contexto sócio-político no qual
se desenvolvia o enfrentamento armado, abrangendo as
várias características
específicas deste contexto. Ela preconizava o
reconhecimento mútuo e a
flexibilização das exigências, para que a negociação
apresentasse avanços. O
colapso do processo de paz colombiano, entre outros
aspectos, tornou evidentes os
obstáculos para a transformação do conflito. Sequer
conseguiu-se fazer que os
dois lados presentes à negociação renunciassem ao uso
das
armas. Decorridos
aproximadamente quatro anos de negociação entre o
governo
e as FARC, os
esforços não lograram substituir uma histórica, vivaz e
destrutiva experiência por
outra, construtiva e benéfica, a qual poderia ter se
sobressaído na eventual
assinatura de um acordo de paz. / [en] This essay is an account and an analysis of the failure of
the Colombian
peace process that took place during the presidential
mandate of Andrés Pastrana
from 1998 through 2002. The local reality actually became
an humanitarian crisis
whose solution necessarily involved abandoning shattered
myths such as that of a
stable democracy or that of poverty as the main root of
endemic violence. The
strong will to solve the armed conflict in a peaceful way
has lead to reflection on
the complex and unstable nature of the Colombian state,
the true character of the
quarrelling actors, the deepening of the social crisis and
the tricky conciliation
between internal and external interests. President
Pastrana´s initiative falls into the
area of studies of peaceful conflict resolution. The
reading and interpretation of
the facts will therefore be undertaken through the lenses
of the literature on
peaceful conflict resolution. That literature deals with
the issue of the
socioeconomic context in which the armed struggles occur,
including its specifics.
It also recommends mutual political recognition among
parties and increasingly
flexible demands in order to spur the smooth advance of
the negotiation. The
ultimate collapse of the Colombian peace process exposed
the multiple obstacles
to a solution to the civil war. It was not even possible
to persuade either party to
drop weapons. After four years of negotiations between the
government and the
Revolutionary Armed Forces of Colombia had passed, all
these efforts were not
enough to replace an ago-old, historical, and destructive
social experience for a
new, constructive, and beneficial experience. Such a new
reality could have been
possible if a peace accord had been reached.
