[pt] O transporte rodoviário de produtos perigosos é a principal atividade econômica geradora de acidentes ambientais no Brasil. No modal rodoviário, durante o carregamento, o deslocamento e a descarga há combinações de fatores adversos à operação prescritas em normas que representam riscos de incidentes e acidentes que, a cada ano, aumentam suas estatísticas nas estradas brasileiras. Esta pesquisa identificou pontos de controle aplicados nos locais de partida, onde ocorrem os carregamentos, operados por condutores de veículos que transportam etanol com vistas à prevenção de acidentes durante o transporte da carga. A partir da revisão de leis, decretos e normas, e considerando o percurso entre os estados do Rio de Janeiro e de São Paulo, o transporte rodoviário de produtos perigosos foi estudado sob o ponto de vista da teoria de prevenção de acidentes de Haddon e modelos de acidentes do Abiquim, programa Olho Vivo nas Estradas. Por meio de entrevistas com funcionários de distribuidoras de combustíveis, a pesquisa identificou práticas correntes utilizadas por motoristas de caminhões para a checagem das condições gerais dos veículos nos pontos de partida com vistas ao atendimento de normas, legislações e procedimentos de segurança das empresas. Os motoristas revelaram que os acidentes ocorridos nas estradas ou até mesmo nas áreas urbanas não ocorrem por falhas de inspeção no ponto de partida, mas sim devido a imprudência de outros condutores que não respeitam as leis de trânsito. / [en] Since 2015, resulting from industrial expansion and driven by exports and cargo distribution and storage logistics in Brazil, road transport has grown significantly. Among the products that had increased volumes are chemicals that, by their nature, present risks when handled and transported. This increase in demand for cargo transportation was higher in road transport when compared to other modes of transport, such as waterway and rail. The Fig. 1 presents the configuration of the different modal of dangerous cargo transportation in 2015.

Perceptions of small business executives on determinants of performance in the construction industry in Gauteng, South Africa

Small businesses growth and profitability is a national problem in South Africa (SA) and the Emerging Contractors (ECs) in the construction industry in Gauteng Province are no exception. The SA government expect ECs to become the main players in economic transformation and growth, job creation and income generation. However, ECs fail to live up to the expectations as some are characterised by low performance levels and are at risk of business closure. The purpose of this research is to examine the perceptions of Small Business Executives (SBEs) on determinants of business performance so that a performance model that could guide ECs within the construction business is developed. The researcher used a mixed approach to examine the perceptions of SBEs on determinants of ECs’ performance by applying both qualitative and quantitative research approaches. The population from which the sample was drawn comprised of 1890 urban based ECs registered with CIDB in the construction industry in Gauteng. Systematic random sampling was utilized and a sample size of 501 ECs was used. A structured questionnaire and interview guide were administered as the data collection instruments. A pilot survey was conducted where 2 key informants (SBEs) and 15 respondents (SBEs) were interviewed as representatives of ECs. A survey was used to assess the four hypotheses in the study. Content analysis was used to identify themes that emerged from qualitative data. The analysis of qualitative data demonstrated the perceptions of SBEs that financial factors, manpower, materials, machinery and equipment, project implementation, quality of work, legal and environmental and strategic planning were the main determinants that should be addressed when setting up and running construction businesses to reduce the negative impact on business performance. Based on the perceptions of SBEs, in quantitative, the univariate and multivariate statistical methods were performed to measure the level of significance between and among the performance determinants were tested at 5% confidence interval. Multiple linear regressions carried out based on the perceptions of SBEs identified strategic planning, project implementation and project performance as the most statistically significant factors in predicting the performance of ECs in Gauteng Province. The results from both qualitative and quantitative methods were synthesised and analysed through data transformation, typological development and case study analysis and the perceptions of respondents indicated a strong agreement between the qualitative and quantitative results. Based on multivariate results which were a result of the perceptions of SBEs, a performance prediction model was developed which is the core contribution of the study. The structure of the model, how it is used, its advantages and disadvantages were presented. The model provides a platform upon which ECs could predict performance and this would benefit ECs, clients, community and policymakers. In conclusion, the study established three significant determinants that include strategic planning, project implementation and project performance as highly relevant variables to improve construction business performance. Based on the perceptions of the respondents, the study recommends ECs to acquire and develop financial management skills that would enable them to understand and manage financial requirements that stakeholders such as financial institutions need in the areas of budgeting and cash flow management, bookkeeping knowledge, financial policies and controls and project pricing strategy. On the shortage of skills, the study recommends SBEs to take an initiative role in training employees, motivating and retaining competent workforce. The government need to establish technical colleges for training workers (apprenticeship) in order to equip them with appropriate industry knowledge, skills and experience. Lack of collateral security was widely reported by most SBEs and the study recommends the formation of a sector bank that would support emerging contractor businesses. / Business Management / D.B.L.

La notion de filiation renvoie au lien familial entre un parent et un enfant, lien qui ancre l'individu dans une lignée généalogique et permet de l'identifier par rapport aux membres de sa famille. Notion universelle, il a semblé pertinent d'examiner comment deux systèmes juridiques distincts, tels que ceux de droit civil et de common law, l'appréhendaient. Évoquant intuitivement un lien génétique entre le parent et l'enfant, la notion de filiation pourrait se réduire à cette dimension purement physique. Pourtant, le droit tient compte du fait qu'elle recouvre d'autres réalités, sociales et affectives, révélant ainsi une notion plus complexe. Entre la réalité génétique, devenue accessible grâce aux progrès de la science, et la volonté, employée pour fonder toutes les fictions juridiques telles que l'adoption, la procréation médicalement assistée et la gestation pour autrui, une tension est née. Le droit s'efforce de trouver un équilibre entre ces fondements grâce à la nouvelle« boussole » qu'est l'intérêt de l'enfant ainsi que grâce au cadre éprouvé de l'ordre public. L'étude comparée des droits français et anglais a permis également d'observer une dissociation croissante entre la notion et son régime, le régime pouvant être attribué indépendamment de l'existence juridique du lien. Cette dissociation en a révélé une autre, aux contours plus précis encore, entre le statut, c'est-à-dire le lien de droit initial auquel est attaché le régime, et le rôle, c'est-à-dire le comportement de fait qui se verra attribuer tout ou partie du régime de la filiation. C'est ensuite autour de l'exercice effectif de ce rôle que se réagrège une grande partie des effets de la filiation, interrogeant par conséquent la notion sur sa capacité à rendre compte des évolutions du droit de la famille. / The notion of “filiation” refers to the family relationship between a parent and a child, which place each on ein a family lineage and identify him from the members of his family. Because of its universality, it seemed appropriate to examine how two different legal systems, such as those of civil law and common law , understood it. Referring intuitively to a genetic link between parent and child, the notion of “filiation” could be, at first sight, reduced to a physical aspect. However, the law recognizes that it covers other realities like social and emotional ones. Thus, it reveals a more complex concept. In recent years, a tension appeared between genetic reality, which became available thanks to advances in science, and will, used to base alllegal fictions such as adoption, assisted reproduction and surrogacy. The law seeks to check and balancethese foundations with the child's welfare and public policy.The comparative study of French and English law also revealed a growing dissociation between the notion and its effects. Indeed, the effects can be assigned independently of the legal existence of the link. This dissociation has revealed a more precise one between the status, that is to say the initial link which isattached the effects, and the role, that is to say, the behavior which will receive all or part of the effects of filiation. Then, the effective exercise of this role can re-aggregate the effects of filiation. Thus, it is questioning the notion on its ability to account for changes in the family law .

USING REINFORCEMENT LEARNING FOR ACTIVE SHOOTER MITIGATION

This dissertation investigates the value of deep reinforcement learning (DRL) within an agent-based model (ABM) of a large open-air venue. The intent is to reduce civilian casualties in an active shooting incident (ASI). There has been a steady increase of ASIs in the United States of America for over 20 years, and some of the most casualty-producing events have been in open spaces and open-air venues. More research should be conducted within the field to help discover policies that can mitigate the threat of a shooter in extremis. This study uses the concept of dynamic signage, controlled by a DRL policy, to guide civilians away from the threat and toward a safe exit in the modeled environment. It was found that a well-trained DRL policy can significantly reduce civilian casualties as compared to baseline scenarios. Further, the DRL policy can assist decision makers in determining how many signs to use in an environment and where to place them. Finally, research using DRL in the ASI space can yield systems and policies that will help reduce the impact of active shooters during an incident.

Abstracts in English, Afrikaans and Southern Sotho / The prevalence of hate victimisation in South Africa remains unknown, as does its full impact. Anecdotal evidence, borne out by recent research findings, suggests hate-based attacks on non-nationals have increased in recent years, distinctly reflecting a picture of heightened vulnerability. For several reasons, the severity of such victimisation, and their physical and psychological impact, go mostly unseen. Hate-motivated incidents, such as hate speech and intentional unfair discrimination, are possible precursors to additional criminal victimisation. Records of such incidents can be helpful to demonstrate both a context of harassment and evidence of escalating patterns of violence. Worldwide, under-reporting of hate victimisation is a longstanding concern and requires an urgent solution. In South Africa, under-reporting has contributed to the nonrecognition of hate crime as a separate crime category. Towards aiding in finding a solution, this study explored the psychological barriers to reporting xenophobic victimisation to relevant authorities. The study, furthermore, explored with a group of victims who experienced xenophobia whether they reported victimisation, the reasons for reporting and under-reporting, and their thoughts and opinions on the workability of a third-party reporting mechanism. Non-probability sampling, specifically applying convenience and purposive sampling was used to obtain 19 participants for the four semi-structured focus groups. While all participants reported being victimised because of their nationality, the study found that multiple psychological barriers prevent such victims of xenophobia from reporting victimisation to authorities. Many of the participants do not believe in the workability of third-party reporting mechanisms. / Dit is onbekend hoe algemeen viktimisering op grond van haat in Suid-Afrika voorkom, en daarom ook wat die volle impak daarvan is. Spatial technology as a tool to analyse and combat crime

This study explores the utilisation of spatial technologies as a tool to analyse and combat crime. The study deals specifically with remote sensing and its potential for being integrated with geographical information systems (GIS). The integrated spatial approach resulted in the understanding of land use class behaviour over time and its relationship to specific crime incidents per police precinct area. The incorporation of spatial technologies to test criminological theories in practice, such as the ecological theories of criminology, provides the science with strategic value. It proves the value of combining multi-disciplinary scientific fields to create a more advanced platform to understand land use behaviour and its relationship to crime. Crime in South Africa is a serious concern and it impacts negatively on so many lives. The fear of crime, the loss of life, the socio-economic impact of crime, etc. create the impression that the battle against crime has been lost. The limited knowledge base within the law enforcement agencies, limited logistical resources and low retention rate of critical staff all contribute to making the reduction of crime more difficult to achieve. A practical procedure of using remote sensing technology integrated with geographical information systems (GIS), overlaid with geo-coded crime data to provide a spatial technological basis to analyse and combat crime, is illustrated by a practical study of the Tshwane municipality area. The methodology applied in this study required multi-skilled resources incorporating GIS and the understanding of crime to integrate the diverse scientific fields into a consolidated process that can contribute to the combating of crime in general. The existence of informal settlement areas in South Africa stresses the socio-economic problems that need to be addressed as there is a clear correlation of land use data with serious crime incidents in these areas. The fact that no formal cadastre exists for these areas, combined with a great diversity in densification and growth of the periphery, makes analysis very difficult without remote sensing imagery. Revisits over time to assess changes in these areas in order to adapt policing strategies will create an improved information layer for responding to crime. Final computerised maps generated from remote sensing and GIS layers are not the only information that can be used to prevent and combat crime. An important recipe for ultimately successfully managing and controlling crime in South Africa is to strategically combine training of the law enforcement agencies in the use of spatial information with police science. The researcher concludes with the hope that this study will contribute to the improved utilisation of spatial technology to analyse and combat crime in South Africa. Die Meinungen über die Chancen einer Demokratisierung im Nahen und Mittleren Osten sind geteilt. Diese Arbeit versucht für Ägypten eine Einschätzung zu geben. Als bevölkerungsreichstes und eines der politisch bedeutsamsten Länder der Region könnte es eine Vorbildfunktion einnehmen. Die Dissertation untersucht an einem Fallbeispiel, den Ausschreitungen zwischen Muslimen und Christen in einem oberägyptischen Dorf 1999/ 2000, in welcher Form und in welchem Ausmaß sich staatliche Akteure, religiöse Institutionen und die Bürger zum heiklen Thema der Gefährdung der Rechte von Minderheiten im öffentlichen Diskurs zu Wort melden und dabei das Kriterium des Pluralismus, im Sinne von Toleranz und Ablehnung von Gewalt, erfüllen. Pessimistische Stimmen versagen dem Nahen und Mittleren Osten insbesondere wegen der dort vorherrschenden Religion eine Reformierbarkeit der politischen Kultur und stigmatisieren den Islam als Demokratisierungshindernis. Diese Arbeit beobachtet jedoch, dass es empirisch bereits einige Merkmale gibt, die auf eine Zunahme von Pluralismus in der ägyptischen Gesellschaft hindeuten. Sie zeigt die Anzeichen für die Herausbildung einer freien Öffentlichkeit und einer Zivilgesellschaft auf, die langfristig auf die Konsolidierung von Demokratie und nicht auf deren Zerstörung hinarbeitet. Gleichzeitig ist diese Arbeit eine Art in Szene gesetztes, lebendiges „Who is who?“ der gegenwärtigen Minderheiten- und Menschenrechtsbewegung in Ägypten. 1 / The current status of democratization and civil society development in Egypt through the example of the discourse on the indigenous Christian minority of the Copts. Opinions regarding the chances of democratization in the Middle East are divided. The thesis attempts to give an evaluation in the case of Egypt. As the most populous and one of the politically most influencing countries of that region Egypt could take the function of a role model. The dissertation investigates, on the basis of a case study – the clashes between Muslims and Christians in an Upper Egyptian village in 1999/ 2000 - in what form and to what extent state actors, religious institutions and citizens take a stand in public discourse on the sensitive issue of endangering the rights of minorities and thereby meet the criteria of pluralism in the sense of tolerance and rejection of violence. Pessimistic voices deny the Middle East a reformability of its political culture particularly with regard to the predominating religion there and stigmatize Islam as an obstacle to democratization. This study however, shows empirically that there are already some indications that point towards an increase of pluralism in Egyptian society and towards the development of a free public sphere and a civil society that in the long term can lead to the consolidation of democracy and not to its destruction. At the same time this study is a kind of status report and “Who’s who?” of the current minority – and human rights movement in Egypt.
