A missiological study of Pentecostal churches in an informal settlement in Nairobi, Kenya

East Africa, with Nairobi at its hub, is currently experiencing unprecedented rates of urban population growth. Much of this growth is absorbed into informal settlements which, in the case of Nairobi, house over 55% of the city's population. The largest of these settlements is Kibera with a population totaling approximately 700,000. The thesis focuses on Pentecostal churches in Gatwikera, one of the twelve urban villages which together make up Kibera. It is argued that what is emerging within these communities is a distinctive type of church which is defined as informal Pentecostal. Consideration is given to why mainline churches appear to struggle within the informal sector while these churches appear to thrive. The explanation for this is given in the way the Pentecostal churches emerge along the same lines as the informal economy. The thesis sets out to identify the distinctive nature of the churches and the way in which they exemplify a different form of Christian presence in the settlements to that of mainline churches and Roho churches. The study offers an analysis of their ministry and their pastors and considers their relationship to the flows of the rural urban continuum and the liminality of informal settlements. The study seeks to identify the contribution these churches make to mission within the community particularly looking at their role in social transformation. It concludes that while the churches provide an important Christian presence within the community and social capital to enable people to better survive and retain hope within the settlements they offer little towards the much needed social transformation within the settlements. It is further argued that for this to be achieved, attention needs to be given to the development of appropriate forms of training and the facilitation of higher degrees of networking and collaboration. The thesis is structured around the pastoral cycle which forms both the theoretical framework and the research methodology. The indigenous law of contract with particular reference to the Swazi in the Kingdom of Swaziland

This study was undertaken to establish whether the legal phenomenon known as a contract exist in indigenous legal systems and in particular, among the Swazi. As the underlying aims and consequences of indigenous contracts differ not only between indigenous peoples but is also affected by the degree of westernisation that has taken place, a micro study has been done in semi-rural areas in the Kingdom of Swaziland to establish if the existing value systems are altered or replaced when western legal institutions are introduced. Data was obtained by way of interviewing a panel of experts and compared with available literature. Through the process of gathering information, the legal principles were described and the functioning of social processes noted. Different indigenous contracts and general principles were identified. It must, however, be noted that a contract is more than a device for establishing the economic and legal implications of a transaction. Most contractual disputes are resolved outside the courts through negotiated settlements to restore harmony in the community. Although the Swazi law of contract is showing clear signs of adapting to new developments, there is proof that established legal principles and Swazi values are being retained. This study will not only be useful as a source of information for both Swazi courts and administration, but could also serve as a basis for codification intended by the Swazi Government. For that purpose, a memorandum has been compiled for consideration by the Swazi authorities. The compatibility of Swazi law and custom with a Bill of Rights was also evaluated and suggestions were made for possible law reform in the Kingdom of Swaziland. / Jurisprudence / LL.D.

Parental involvement as a strategic tool to improve the culture of teaching and learning in the township schools

Since the advent of democracy in 1994, social changes in South Africa have impacted on schools. In the past, parent involvement in the township schools was viewed as unimportant. However, with the change to a democratic South Africa, parents as critical stakeholders were put under tremendous pressure to get involved in the education of their children. The role that parents are expected to play in education has grown immensely and has been receiving greater interest. The South African Schools Act (Act no. 84 of 1996) makes provision for parents‟ participation in the activities of the schools. The underlying principle is to ensure that parents are actively involved in the governance and management of schools with a view to create a conducive environment for a better teaching and learning. According to Bloch (2009:22) the more parents are involved in their children‟s schooling the better their children‟s academic achievements, the more confident their attitudes to schooling and the lower the drop-out rate. However, the parents in the township schools in South Africa have dismally failed to live up to these expectations. Almost 80% of dysfunctional schools in South Africa are predominantly located in the townships (Smit & Oosthuizen, 2011:64). These schools are ineffective and inefficient; and lack of parental involvement has been cited as a key reason for the decline of academic achievement. Efforts to improve the culture of teaching and learning in these schools have failed. In this study, the extent to which parents in the township schools are involved in the education of their children is interrogated as the focus area. Similarly, the objective of this study is to investigate and evaluate the factors that influence or inhibit parents‟ participation in the education of their children in the township schools. The study confined itself to three secondary schools in Ekurhuleni North district and used both educators and parents as its sample. The sample was purposefully selected. A mixed methodology of qualitative and quantitative approaches was used for this study. The data presented in this study are mainly derived from the responses to the ninety questionnaires that were distributed to educators as well as the responses of the six parents from the interviews with them. In this study, the ethical considerations of the research as espoused by Merriam (1998:198) were adhered to. This study v stems from the necessity to contribute to the scholarly debate on the involvement of parents in education as it seeks to determine the factors which hamper parental involvement in the education process of the learners in the township schools; and to suggest possible solutions to eliminate them wherever feasible. The reluctance of parents to participate in the education of their children in the township schools remains a mystery which needs to be unravelled. This is the basic premise of this research. The researcher further hopes that when the Findings and the Recommendations of this study are completed, they will be able to add value to the education system in the township schools by conscientising parents about their full role in the governance of the schools as mandated by legislation. / Department of Educational Leadership and Management / M.Ed. Gesien teen die agtergrond van die fundamentele menseregte handves is 'n bemoeienis van regswee inderdaad geregverdig. / This study traces the development of the "clean break" principle as it has developed in comparable legal systems. It shows that changed socio-economic conditions influenced society's view of marriage. Modern society tends to follow a "clean break" after divorce, with no continuing maintenance obligations. This trend tends to influence the financial position of single parent families after divorce negatively. This fact has been recognised in legal circles and has led to a continuing debate on ways to improve the financial position of women after divorce. My study concludes that substantial equality as seen from a fundamental human rights position point of view, justifies legal involvement with regard to the financial position of spouses after divorce. / Private Law / LL. Ainda que estas pesquisas divirjam quanto à validade dessa forma organizacional como meio para a organização produtiva de agricultores familiares e assentados rurais, pouca atenção tem se dado às práticas empregadas por estes para manter essas organizações operando. O objetivo desta pesquisa é compreender como se dá a manutenção de organizações de agricultores familiares em espaços impactados por ações de reordenamento fundiário. Para tanto, adota uma visão processual da organização, dando ênfase à sua emergência através de interações sociais situadas no tempo e no espaço. À essa visão, fundamentada na abordagem do organizar, procura integrar pressupostos da teoria institucional em organizações. Tomando o Guapiruvu, um bairro de Sete Barras, município do Vale do Ribeira, como espaço de análise, adota o lugar como nível de análise. Entendendo que a ação e a construção de sentidos não se dá em um vazio, mas sim como um processo relacional contínuo e historicamente situado que é delimitado por sistemas locais e extra-locais de sentidos, conclui que a manutenção se dá através de práticas de mediação institucional baseada na delimitação das fronteiras do organizar e, complementarmente, da institucionalização de contradições como forma de acomodação de inconsistências e tensões entre arranjos institucionais que se sobrepõe no lugar sem, no entanto, serem convergentes. Para tanto, propõe um modelo analítico adequado à realização de análises diacrônicas, o que permitiu identificar o relevante papel da história na formação de crenças e emoções e na ressignificação de instituições como a família e a religião, compondo, desse modo, sua substância. / In recent years, a large process of establishing cooperatives in rural agrarian reform settlements has been observed in Brazil. Different researchers have interpreted this emergency as a result of incentives to cooperativism enrolled in public food procurement schemes like Food Procurement Program (PAA) and School Feeding National Program (PNAE). Although research on the subject diverges on the validity of this organizational form as a tool for organizing settlements, little attention has been given to the different practices used by the members of these cooperatives to keep them operating. The objective of this research is to understand how the maintenance of organizations of family farmers in spaces impacted by land reform takes place. To do so, it adopts a procedural vision of the organization, emphasizing its emergence through social interactions situated in time and space. This view, based on the approach of organizing, seeks to integrate some assumptions of organizational institutionalism. The study was conducted at a neighborhood called Guapiruvu, located at Sete Barras, a municipality of Ribeira Valley. The place was adopted as the level of analysis. Understanding that action and the construction of meanings do not take place in a vacuum, but rather as a continuous and historically situated process that is delimited by local and extra-local meaning systems, this research concludes that maintenance takes place through practices of institutional mediation based on the delimitation of the boundaries of organizing and, in addition, the institutionalization of contradictions as a form of accommodation of inconsistencies and tensions between institutional arrangements that overlap in place without, however, being convergent. In order to do so, it proposes an analytical model appropriate to an institutional approach of the organizing that allows performing diachronic analyzes. By doing this, it allowed to identify the relevant role of history in the formation of beliefs and emotions that permitted the re-signification of institutions such as family and religion, thus composing its substance.

Esse processo se diferencia da prática produtiva de alguns assentamentos na região da Zona da Mata de Pernambuco, os quais se têm dedicado à produção da cana-de-açúcar e de lavoura branca. A região da Zona da Mata pernambucana tem sido historicamente dominada pela produção da cana-de-açúcar e pelo processamento industrial de açúcar e álcool. Nos anos 1990, a atividade sucroalcooleira na região sofreu uma crise que tem como origem a conjuntura do mercado internacional, mas também a abertura comercial proveniente da política neoliberal adotada pelo Governo Federal. O resultado da crise foi o desemprego de trabalhadores canavieiros e a falência dos fornecedores de cana, especialmente dos pequenos produtores. As usinas de açúcar e álcool solicitaram ações imediatas para salvar a atividade na região, e o movimento sindical e os movimentos sociais reivindicaram ações que amenizassem a situação de pobreza dos trabalhadores rurais e dos agricultores familiares, dentre elas a reforma agrária. A partir da luta pela terra, o MST, o movimento sindical pernambucano (STRs) a FETAPE e outros movimentos sociais têm buscado pressionar os Governos Federal e Estadual para a desapropriação de áreas improdutivas. O engenho São João, pertencente à usina Tiúma, no município de São Lourenço da Mata, é um retrato da crise. Após o encerramento das atividades da usina do Grupo Empresarial Votorantim, nos anos 1980, o engenho se dedica a fornecer cana a usinas da região. Nos anos 1990, como não mais havia produção de cana, o MST iniciou um processo de luta pela terra com a organização de famílias, ocupação e reinvindicação da área para fins de reforma agrária. As famílias acampadas e depois assentadas experimentam mudanças sociais e produtivas, que caracterizamos como reconversão social, pois se trata de deslocamentos no espaço social, ou seja, trabalhadores da cana ou ex-moradores de engenho passam a ser assentados da reforma agrária, e vivenciam uma reconversão produtiva quando aceitam implantar nos lotes uma proposta de trabalho e de relações sociais, qualificada por técnicos e acadêmicos da Universidade Federal Rural de Pernambuco como Projeto de transição agroecológica. Assim, é modificada a forma de organizar a produção e a comunidade, inserindo-se novas culturas agrícolas na sua área e interagindo com novos atores sociais. / This thesis is the result of a survey conducted concerning the settlement of Chico Mendes III, located in São Lourenço da Mata, North Zona da Mata of Pernambuco. An ongoing process of restructuring the production as well as the emergence of new actors and social relations is notable, where the diversification of crops such as cassava, beans, corn, vegetables, fruit trees vegetation, native atlantic forest and exotic plants can be seen. This process of productive practice differs from the ones seen in some settlements in Zona da Mata of Pernambuco, where they have dedicated themselves to the production of sugarcanes and white crops. The region of Zona da Mata has historically been taken by the strong production of sugarcane and the industrial processing of sugar and alcohol. In the 1990s, the sugar and ethanol activity in the region suffered a crisis that had its origins in both the international market situation, and trade liberalization from the neoliberal policies adopted by the Federal Government. As a result, the crisis caused unemployment among the sugarcane workers and failure for sugarcane suppliers, especially small producers. The sugar and alcohol factory requested immediate action to save the activity in the region. As for the trade unions and social movements, they demanded actions in order to ameliorate the poverty of rural workers and farmers, as well as the land reform. Since the struggle for land, the landless workers movement (or MST), the trade union movement from Pernambuco (STRs), the federação dos trabalhadores na agricultura do Estado de Pernambuco (or FETAPE) and other social movements have sought to pressure the Federal and State governments to expropriate unproductive areas. The mill São João belonging to the Tiúma factory in São Lourenço da Mata, is a picture of this crisis. After the closing of activities performed by the factory Grupo Empresarial Votorantim in the 1980s, the mill is dedicated to providing the canes to factories in the region. In the year 1990 as there were no more cane production, the MST began a struggle process for land with families organization, occupation and demand of area for purposes of land reform. Families that camped and were then settled experienced social and productive changes, which can be characterized as social conversion, thus this is a case of displacement in social space. That is, sugarcane workers or even former residents of mills, become involved in land reform, and experience a productive conversion once they accept to deploy in lots, a work and social relationship proposal, qualified by technicians and academics from the Federal Rural University of Pernambuco as Projeto de transição agroecológica (or Transition agroecological project). Therefore, the way of organizing the production and community is modified by inserting new crops in its area and interacting with new social actors.

Au-delà du cadre classique de la production du logement, des projets originaux à l’initiative de citoyens ou impliquant fortement des habitants, se développent sur le territoire européen et notamment français. S‘émancipant de l’offre professionnelle privée ou publique, ces maîtrises d’ouvrages d’usagers produisent un habitat original, tant du point de vue architectural et environnemental, que de l’insertion sociale et au territoire qui l’accueille. Ce type de dynamique n’est pas un phénomène nouveau. En Amérique Latine notamment, des mouvements populaires et coopératifs développent ce type de démarche depuis plusieurs décennies. Insuffisamment étudié, ce phénomène mérite d’être analysé plus précisément, en particulier dans le champ de l’architecture et du point de vue des porteurs de ces projets : les habitants. Cette recherche vise à montrer, par une analyse des différentes typologies d’organisations collectives, adoptées par ces maîtrises d’ouvrage non professionnelles d’habitants, les atouts et les résultats de leur production, du point de vue de : la question « spatiale », qui interroge la notion de l’habitat et de son usage ; la question du « métier » du concepteur, qui interroge le mode de production du projet au travers de la relation architecte – maîtrise d’ouvrage (non professionnelle) ; et enfin la question de « l’insertion spatiale et sociale », qui interroge la dimension urbaine de ces projets et citoyenne de leurs promoteurs. Se basant sur les notions de « droit à l’œuvre » et de « droit à la ville » définies par Henri Lefebvre et de « bien commun » définie par Elinor Ostrom, cette thèse propose un apport de connaissances visant à contribuer à la réponse des professionnels et des politiques publiques, à une demande sociale chaque jour plus présente en matière d’initiatives citoyennes dans la production de l’habitat. / Further to the production of housing within a traditional Framework are curently developed all over europe and specialy in France. Moving away from public or private standar models, the projects inspired by the end users tend to produce very original habitats, in terms of architecture and environment as well as social and territorial insertion. This kind of dynamic is not a new phenomenom. Particulary in Latin America, popular and cooperative movements have developed this type of approach for decades. Insufficiently studied, this phenomenom merits more precise analysis, particulary in the field of architecture and from the point of view of the managers of such projects : the inhabitants. This research aims to demonstrate, through an analysis of different types of collective organizations adopted by these non-professional inhabitants leadership, the benefits and results of their production, in terms of: the "spacial" question, which looks at the concept of habitat and its use ; the issue of "skill" of the designer, who questions the mode of production of the project through the architect relationship - project management (non-occupational) ; and finally the area of "spatial and social inclusion", which looks at the urban dimension of these projects and their "property developers". Based on the concepts of "right to do" and "right to the city" defined by Henri Lefebvre and "common good" defined by Elinor Ostrom, this thesis provides a contribution of knowledge to contribute to the response of professionals and public policy, to a real social demand present every day in terms of citizen initiatives in the production of housing.

Architectures vernaculaires et processus de production contemporains : formation, expérimentation et construction dans une communauté rurale au Brésil / Vernacular architecture and contemporary productions process : formation, experimentation and construction in a Brazilian rural settlement

Ce travail de thèse propose d’examiner les relations entre les processus historiques de production des cultures constructives traditionnelles, les processus de production des technologies au cœur du système industriel capitaliste et les nouveaux processus de production de technologies - collectives, solidaires, conscientes et soutenables - dans la production de l’habitat rural brésilien, de façon à nous fournir des pistes sur le développement de processus embryonnaires de production de nouvelles « cultures constructives contemporaines ». Notre question principale cherche à analyser dans quelles circonstances les processus de production de « nouvelles technologies » se présentent comme alternatives au déterminisme historique du processus de production industriel/capitaliste, favorisant des mécanismes de développement local, au sein de communautés rurales, principalement dans la production de leur habitat. Dans un premier temps, nous proposons de tisser une réflexion sur les notions de cultures constructives, en cherchant à relever des éléments qui nous fournissent des supports pour mieux comprendre comment certaines sociétés ont pu produire des « technologies » à un moment historique précis, adaptées à leur propre contexte culturel et environnemental, que les gens se sont appropriées et qui ont évolué, étant de ce fait légitimées et reproduites par les générations successives. Dans un deuxième temps, nous traiterons de la mutation de ce processus en un nouveau modèle de production, désormais convenu et hégémonique, fondé sur la rationalisation technique des systèmes de production, l'accentuation de la division sociale du travail, la fragmentation et spécialisation des processus productifs, entre autres facteurs, et de ses conséquences et implications. Enfin, dans un troisième moment, nous essaierons de nourrir la réflexion existante qui cherche à favoriser de nouveaux processus de production de technologies, ne pouvant pas être simplement considérées ou développées en tant qu’alternatives, basées dans la négation ou l’opposition aux caractéristiques présentes dans les technologies dites “conventionnelles”, mais qui peuvent contenir des principes, valeurs et caractéristiques autrefois présents dans les cultures constructives traditionnelles. A partir du dialogue réflexif entre ces différentes mais complémentaires bases de recherche, nous analyserons quelques expériences réalisées dans des communautés rurales brésiliennes, en tissant des réflexions critiques sur les processus de production de leur habitat. / This thesis takes as its analytical perspective the contemporary manifestations of vernacular architecture production and building cultures within the complex correlation of forces and interests that shape and determine the phenomena of capitalist production of popular housing.The analytic framework is delineated from a series of reflections of theoretical and conceptual order, in relation to the analysis of a popular housing building site within an agrarian reform rural settlement in Brazil. This assumes the form of a field school in loco on the building site and is projected as a stage for experiments and experiences, where the proposal is to combine pedagogy and production in the same space. The processes of knowledge formation and construction occur simultaneously and complementarily to practical achievements and development of technologies.This building site is thus transformed into a tool for the constitution of a dialectical space of social work, where the orientation of its productive experimenting is focused on the challenge of designing a house from the local generation of social technologies, through the use of natural materials and reuse of discarded resources. A theoretical work, presented in the initial of the thesis, provides the framework for this fieldwork, which feeds back our reflection on processes of production and development of new vernacular architectures, integrated into their territories. / Esta tese possui como perspectiva de análise as manifestações contemporâneas de produção das arquiteturas vernáculas e culturas construtivas, dentro da complexa correlação de forças e interesses que formatam e determinam os fenômenos de produção capitalista das habitações populares. Seu contorno analítico está delineado a partir de uma série de reflexões de ordem teórico-conceituais relacionadas com as análises de um canteiro habitacional dentro de um assentamento rural de reforma agrária. Este, assume a forma de um canteiro-escola e se projeta como palco de experimentações e vivências, onde se propõe como prática o exercício de conjugar pedagogia e produção no mesmo espaço. Os processos de formação e construção dos conhecimentos ocorrem de maneira complementar e simultânea às realizações práticas e ao desenvolvimento das tecnologias. Tal canteiro se transforma, assim, em ferramenta para constituição de um espaço dialético de trabalho social, onde o experimentar produtivo está focado no desafio de conceber uma habitação a partir da geração local de tecnologias sociais, por meio do uso de materiais naturais e da reutilização de recursos descartados. O trabalho teórico, apresentado nas primeiras partes da tese, define o quadro de sua práxis, que por sua vez, realimenta a reflexão sobre os processos de produção e desenvolvimento de novas formas de arquiteturas vernáculas, integradas aos seus territórios.

De acordo com levantamento realizado pelo Instituto de Pesquisas Tecnológicas do Estado de São Paulo - IPT, os acidentes graves relacionados com deslizamentos atingem de forma recorrente um número relativamente pequeno dos 5.563 municípios brasileiros, girando em torno de 150 os que tiveram vítimas fatais nos últimos 17 anos. Os municípios mais vulneráveis localizam-se nos estados de São Paulo, Rio de Janeiro, Minas Gerais, Santa Catarina, Pernambuco, Alagoas, Bahia e Espírito Santo, localidades, na maioria dos casos, habitadas por pessoas de baixa renda, tornando-se, por conseguinte, expostas a catástrofes ambientais constantes (inundações devido ao assoreamento dos rios e erosão dos solos, os incêndios causados por instalações elétricas problemáticas, deslizamentos de terras, causadas por encostas irregulares e descalçamentos, entre outros). A Bacia Hidrográfica do Córrego Cabuçu de Baixo é um típico exemplo do que aconteceu em muitas cidades brasileiras. É uma bacia em acelerado processo de urbanização, mas ainda em condições para o controle, se bem administrada pelos seus gestores. Este trabalho objetiva a criação de mapeamentos que retratem avaliação positiva das condições ambientais (que pode ser chamado de \"potencial\") ou negativa (genericamente chamados de \"risco\" ambiental). Estes mapeamentos, de alto valor agregado por se originarem, via de regra, de discussões e concordâncias entre profissionais das diferentes modalidades da pesquisa ambiental - geógrafos, geólogos, biólogos, arquitetos e engenheiros, em geral - passam a constituir um valioso acervo de conhecimentos específicos da área estudada; a combinação das avaliações de riscos com o uso atual da terra, a fim de verificar possíveis áreas críticas, ou seja, assentamentos localizados em áreas mapeadas sob iminente risco de ocorrência de inundações e desmoronamentos; o levantamento das áreas indicadas para a transposição dos assentamentos localizados em áreas críticas. Todos os procedimentos computacionais realizados foram conduzidos pela metodologia de Análise Ambiental, utilizando o sistema VISTA/SAGA/UFRJ para processamento dos mapeamentos, obtenção e validação resultados. O resultado final das avaliações ambientais realizadas produz um mapa classificado com notas entre zero e dez, onde as notas mais baixas são atribuídas às localidades mapeadas com baixo risco de ocorrências de enchentes e desmoronamentos. De forma análoga, classes com maiores notas representam localidades com ocorrência de assentamentos precários sob risco iminente de inundações ou deslizamentos de terra e desmoronamentos. Estes mapas são denominados como \"Áreas Críticas\". Também são conduzidas análises para o mapeamento de áreas indicadas para transposições de localidades situadas em áreas críticas. A sobreposição destes dois últimos mapas aponta as localidades indicadas para transposições de assentamentos sob risco iminente dos eventos analisados. Finalmente, em áreas onde ocorram assentamentos precários sob alto risco de inundações e deslizamentos, sem indicações próximas para transposições (áreas favoráveis à habitação), sugere-se a realização de investimentos em infra-estrutura (ex. Programa Favela-bairro) destes locais, a fim de evitar impactos econômicos e sociais para as famílias afetadas por este processo. Assinaturas espaciais também são realizadas a fim de quantificar as áreas de riscos mapeadas. Uma vez realizados estes estudos, os conhecimentos adquiridos, pelo uso do Geoprocessamento, sobre a realidade ambiental urbana e problemática da Bacia do Córrego Cabuçu de Baixo podem ser extrapolados, com as devidas precauções, para inúmeras outras áreas urbanas que possuam características semelhantes e enfrentam os mesmos problemas. / According to studies conducted by the Institute for Technological Research of the State of Sao Paulo - IPT, major accidents related landslides hit so applicant a relatively small number of 5,563 brazilian councils, turning around of 150 who had human lives losses in the last 17 years. The most vulnerable councils are located in the states of São Paulo, Rio de Janeiro, Minas Gerais, Santa Catarina, Pernambuco, Alagoas, Bahia and Espirito Santo. These locations, most cases, inhabited by low conditions people, become, therefore, exposed to constant environmental disasters (floods due to the silting of rivers and soil erosion, fires caused by problematic electrical installations, landslides, caused by irregular slopes, among others). The drainage basin of Cabuçu de Baixo river is a typical example of what happened in many Brazilian cities. It is a basin in accelerated process of urbanization, but also in a position to control, although administered by their managers. This study aims to create mappings facing positive assessment of environmental conditions (which can be called a \"potential\") or negative (generically called environmental \"risk\"). These maps are generated from professional discussions and agreement between the many kinds of researches - geographers, geologists, biologists, architects and engineers in general - are to be a valuable collection of expertise of the studied area, the combination of risk assessments to the current land using in order to check on critical areas, ie settlements located in areas mapped with imminent risk of flooding and landslides; survey of the areas indicated for the transposition of the settlements located in critical areas. All procedures performed are conducted by the computational methodology of Environmental Analysis, using the GIS VISTA/SAGA/UFRJ, processing mappings, obtaining and validating results. The final result of environmental evaluation conducted produces a \"Critical Areas\" map, presenting classified notes between zero and ten, where lower notes are assigned to locations mapped with low risk of occurrence of floods and landslides. Similarly, classes with higher notes represent locations where precarious settlements are mapped under imminent risk of flooding, landslides and landslides. Analyses pointing transposition areas, according to physical factors are also conducted, aiming to locate settlements under critic areas. The overlay of these both maps point transpositions indicated for settlements located under imminent risk areas. Finally, in areas where precarious settlements occurs under high floods and landslides risks, without near indications for transpositions (favorable areas for housing), it is suggested to make investments in infrastructure into these places, in order to maintain the \"roots\" of these affected families by this process. Spatial signatures are also conducted in order to quantify the risk areas mapped. Once these studies conducted, knowledge gain by the use of Geoprocessing, applied to the reality of urban environmental problems in the Drainage Basin Cabuçu, these can be extrapolated, with the necessary precautions, to other urban areas that presents similar characteristics and faces the same problems.
