This study is a qualitative text analysis of the state's public inquiry (SOU 2018:57) according to Carol Bacchi's (2009) Foucault-influenced analysis tool: "What's the Problem Represented to be?" (WPR) which is based in poststructuralist theory. The policy's incentives are the international measurements of fourth-grade and 15-year-olds' reading comprehension, PIRLS and PISA respectively. Quantitative measurements in large population groups are generally stated as motives for initiating policies in contemporary welfare states. The starting point in this study is class as class aspects tend to be toned down in today's society despite the fact that parents' level of education has an approximately as strong connection with basic reading skills and in the long run school results as with the variables gender and Swedish/foreign background together. Based on class the purpose of the study is to investigate how the state's public inquiry, which addresses all children's and young people's reading, assumes that the spread of reading comprehension has increased for decades between socioeconomic groups of children and young people in Sweden alongside with school segregation. The conclusion is that the policy's represented "problem" is a decreasing reading interest in all student groups including the middle class which can affect personal finances and Sweden's position in competition between OECD-countries. The "problem" is furthermore that not all parents have similar resources or attitudes to their children's reading comprehension and reading habits, basically culture and education, as the ideal middle class parent. According to the WPR method "problem" representations within policies result in effects for people, and thus a large share of the population: the group of children, young people and their parents who are highlighted in the study tend, from the position from which the policy is produced, "the bourgeois gaze", to disappear and at the same time to be singled out through the neoliberal and neo-philantrophic discourses that underpins it.

Cykling må vara ett smidigt och miljövänligt transportmedel, men den bakomliggandeplaneringen och de politiska besluten har en problematisk sida. Tidigare forskning visar attgrupper med större politiskt inflytande och högre social status tenderar att få högre prioritetpå bekostnad av andra grupper som riskerar att bli marginaliserade och förbisedda iplaneringen. Det kan i sin tur leda till olika typer av transportfattigdom och förstärktaojämlikheter i samhället. Inga tidigare studier angående den här aspekten av cykling hargjorts i en nordisk kontext. Den här studiens syfte är att undersöka om liknande trenderexisterar i Stockholm. Genom att utveckla och använda en metod för att analysera mängd ochkvalitet av cykelvägar i olika områden, och sedan jämföra resultaten från denna undersökningmed socioekonomisk och demografisk data, identifieras korrelationer mellan tillgången tillcykelinfrastruktur och social status. Resultatet visar att den totala mängden cykelvägar (uttryckt som förhållandet mellancykelvägar och bilvägar) är större i områden med lägre social status, men kvaliteten ökar medhögre status. Skillnaderna är inte jättestora, men kan vara ett tecken på ojämlikhet som inteuppmärksammats tidigare. Utöver det huvudsakliga syftet med studien visar det sig också attStockholms stads data över cykelinfrastrukturen saknar nödvändiga detaljer för den här typenav undersökningar, och vetskapen om hur områden skiljer sig åt är begränsad. Den härstudien uppmärksammar därmed nuvarande brister och behovet av att lyfta frågor gällandeojämlikheter i cykelplanering. / Though cycling may be a convenient and environmentally friendly mode of transport, thepolitics and planning behind it has a troublesome side. Research in other contexts shows thatgroups with larger political influence and higher social status tend to be prioritised at theexpense of other groups, which may risk being marginalised and overlooked in planning. Inturn, this could lead to different kinds of transport poverty and reinforced injustices betweengroups. No earlier research regarding this aspect of cycling has been carried out in a Nordiccontext. This study will investigate whether similar trends exist in Stockholm. By developinga method for assessing the amount and quality of bike lanes in different areas, and comparingthe results from this assessment with socioeconomic and demographic data, correlationsbetween cycling infrastructure and social status are identified. The results show that the total amount of bike lanes (expressed as ratio between bike lanesand roadways) are larger in areas with lower social status, but the quality increases withhigher status. The differences are not extensive, but could be a sign of injustice that are notdiscussed today. In addition to these main findings, it is discovered that the City ofStockholm’s data over cycling infrastructure lacks sufficient information for this type ofassessment, and their knowledge about how areas differ is limited. This study thus highlightsthese issues and the need for considering inequalities in bicycle planning.

Nous évaluons la contribution des inégalités sociales et scolaires, des inégalités économiques, des inégalités régionales et des inégalités juridiques et politiques à la migration des Indiens inscrits et la contribution de la migration à l’atteinte d’un revenu supérieur. Les résultats obtenus auprès des Autochtones sont comparés à ceux des non-Autochtones de façon à pouvoir distinguer ce qui et spécifique aux Autochtones. Des régressions logistiques ont été effectuées afin d’observer la contribution des caractéristiques individuelles et collectives sur la migration non-récente - entre 2001 et 2005, sur l’atteinte d’un revenu supérieur au 75e centile en 2005 et sur la migration récente - entre 2005 et 2006. Les résultats de la présente recherche montrent que le sexe, l’âge et les variables de migration expliquent très peu le fait de bénéficier d’un revenu supérieur. Obtenir minimalement un diplôme d’études secondaire et d’avoir un travail à temps plein augmente considérablement les chances. Chez les Indiens inscrits, la nation d’appartenance et la zone de résidence expliquent beaucoup plus la variance expliquée. Qui plus est, la contribution de l’âge et du sexe explique très peu le fait d’avoir migré - récemment ou non récemment. Par conséquent, la scolarité, l’occupation expliquent beaucoup le fait que les Indiens inscrits et que les non-Autochtones migrent. L’accroissement du déplacement des footballeurs professionnels de l’Afrique vers les ligues européennes, observé dès les années 1990, a transformé la migration du travail du football. En retour, cela a aussi eu un impact sur les revenus des footballeurs africains, leur statut social, et leur relation avec leurs communautés d’origine en termes de soutien socioéconomique. Cette recherche se focalise sur ce sujet en s’appuyant sur la compréhension de l’évolution du football professionnel africain, des itinéraires de migration des joueurs, afin d’expliquer le « phénomène de don en retour » (PDR) lié à la relation entretenue avec leurs communautés d’origine. Elle examine le rôle des facteurs économiques et non économiques qui orientent la manière dont les footballeurs africains donnent en retour à leurs familles, leurs proches, leurs communautés. Celui-ci peut être déterminé dans le but d’un retour sur investissement, par l’influence des valeurs communautaires, des normes, par l’intégration à des réseaux sociaux ou des réseaux institutionnalisés relatifs à l’émigration des footballeurs. En d’autres termes, l’analyse de leur don en retour doit être basée sur la combinaison de facteurs sociaux, culturels et économiques. Aussi, cette recherche mobilise une approche interdisciplinaire à partir du modèle théorique d’analyse de la socio-économie. La méthodologie de Weber contribue à le faire, par l’analyse de l’action de don en retour des footballeurs. Celui-ci est généralement considéré comme la contribution sociale des joueurs, et leurs communautés attendent de recevoir quelque chose de la part des joueurs professionnels africains émigrés ayant réussi financièrement. L’étude est basée sur une enquête qualitative auprès de trente-deux footballeurs professionnels africains incluant aussi des biographies et autobiographies d’autres footballeurs africains. Les résultats montrent que les comportements des footballeurs africains migrants, en termes de don en retour, dépendant de leurs justifications qui sont basées sur des logiques d’intérêt économique, social et culturel.La recherche révèle trois résultats majeurs :1) Une évolution spécifique du football africain et de la perception du football professionnel par les communautés. On identifie une périodisation en trois phases, montrant l’évolution des familles, des structures du football et des stratégies de migration : a) une vision controversée du football (années 1980) : football vs scolarisation ; b) une vision partagée du football (années 1990) : passage progressif d’une activité sociale à une activité professionnelle ; et 3) le football professionnel comme opportunité (années 2000).2) Trois types d’itinéraires migratoires de joueurs qui sont liés à leurs stratégies, aux réseaux mobilisés, et aux ressources disponibles : a) ressources collectives, b) réseaux formels, et c) les ressources individuelles.3) Une typologie du « phénomène de don en retour » (PDR) du footballeur africain migrant concernant les comportements socio-économiques : a) familial hybride, b) familial croisé proche, c) familial partagé, d) familial de l’ombre, qui influencent leurs types d’investissements dans les communautés. D’autre part, certains projets de joueurs tendent à soutenir le développement régional et national de leurs communautés. Toutefois, les joueurs migrants africains doivent gérer et protéger leur réputation et leurs ressources sportives en les utilisant intelligemment et en effectuant de bonnes actions pour leurs communautés, amis et autres au-delà du continent. / The increase in movement of professional footballers from Africa to the European leagues as observed since the 1990’, has transformed the labour football migration. In return, this also impacted African footballers’ incomes, social status, and their relation to the communities of origin in terms of socio-economic support. This research focuses on this subject by drawing on the understanding of the evolution of African professional football, players migration itineraries, as to explain the ‘give back phenomenon’ (GBP) related to their relationship with the communities of origin. It examines the role of the economic and non-economic factors that orient African footballers’ ways of giving back to their families, relatives, and the communities. Their give back may be determined by the aim of return on investments, by the influence of communities’ values, norms, or by embeddedness in social networks or by the institutionalised networks related to footballers’ migration. In other words, the analysis of their giving back may be based on the combination of social, cultural and economic factors. Thus, this research mobilised multidisciplinary approach through the socio-economic theoretical model of analysis. Weber methodology helps to do so, in the analysis of footballers’ 'give back' action. This is generally considered as the players’ social contribution and their communities expect to receive something from financially successful professional African migrant players. The study’s qualitative survey was based on thirty-two interviews of professional players from Africa including, biographies and autobiographies. The results show that African migrant players’ behaviours in term of giving back depend on their justifications, which are based on economic interest, social or cultural logics.The research revealed three major outcomes:1) specific evolution of African football and communities’ perception of professional football. This identified one periodization, with three phases, showing families, football structures and migration strategies evolution: a) the controversial vision of football (the 1980s): football vs. school b) the shared vision of football (the 1990s): gradual shift from social activity to a professional activity, and c) football professionalism as an opportunity (the 2000s) 2) three types of players’ migration itineraries which are linked to their strategies, networks mobilised, and the resources available to them: a) collective resource-based, b) formal networks-based, and c) individual resource-based. 3) typology of 'GBP' based on African migrant players’ socio-economic behaviours was a) hybrid family, b) cross-closed family, c) shared family, and d) shadow family that influenced their type of investments in the communities. On another hand, some projects of players tend to support regional and national development in the communities. However, African player migrants have to manage and protect the fame, and sporting resources by using them intelligently to do good things for their communities, friends and others beyond the continent. In conclusion, the itineraries of players’ show the role of the communities in their migration projects. On another hand, the evolution of African football displays how players’ strategies changed with the structuration of African football and the attractiveness of the European football market. The co-determining of economic and non-economic factors relating to the ‘GBP’, justify the use of economic sociology theories. This research demonstrates that ‘GBP’ is not only based on the players’ economic interest but also the combination of social, cultural and economic elements.

O presente trabalho avalia a renúncia tributária dos entes federativos e os benefícios socioeconômicos gerados pelo modelo da Zona Franca de Manaus (ZFM). Nosso objetivo foi mensurar os custos sociais do modelo por intermédio da desoneração tributária ou gastos tributários dos Entes e confrontá-los com os benefícios locais que foram medidos pelos diversos indicadores socioeconômicos. A plataforma teórica tem como sustentáculo a teoria dos pólos de Desenvolvimento e a Teoria da Base Exportadora. Diversos aspectos da ZFM foram abordados, notadamente: a legislação pertinente, os principais incentivos envolvidos, o histórico, as atualidades, os resultados alcançados, as origens dos principais insumos, as principais dificuldades e as perspectivas do modelo. Além disso, foi dado ênfase na arrecadação dos Entes, principalmente na arrecadação tributária da Receita Federal no Amazonas e na arrecadação tributária do Estado do Amazonas; e a desoneração tributária do Governo Federal. No âmbito da arrecadação, foi comprovada que a arrecadação Federal no Estado é expressiva, aproximadamente 64% de toda arrecadação da segunda região fiscal da Receita Federal; no tocante à receita tributária Estadual, mostrou-se que vem aumentando nos últimos anos e que, em 2009, alcançou cifras de R$ 4,6 bilhões, sendo que a maior parte desta tem origem no ICMS. A arrecadação proveniente do PIM é expressiva uma vez que a arrecadação da indústria corresponde, aproximadamente, a 50%. Além disso, dos 10 maiores arrecadadores do tributo cinco são empresas que pertencem ao PIM. No que concerne ao gasto tributário, cujo estudo foi concentrado nos gastos federais, constatou-se que as desonerações previstas para a Região Norte são relevantes, mas estão distantes das apresentadas por outras regiões, principalmente as das regiões Sul e Sudeste (62,30% do total). Em relação aos gastos tributários com a ZFM, contatou-se que: R$ 3,3 bilhões correspondem a 16,3% do total da função industria; e na função orçamentária comércio e serviços R$ 8,8 bilhões correspondem a 27,7% do total. A criação da ZFM proporcionou pontos positivos (6° PIB do Brasil) e negativos (concentração de 80% do PIB do Estado) para Manaus. O PIB do Amazonas acompanhou o crescimento do PIB brasileiro e foi muito superior ao PIB da Região Norte. Entretanto, se fizermos uma análise tomando como base o ano de 2003, notaremos que o PIBpm per capita amazonense cresceu 61% em 2007, superior ao da Região (58%) e do Brasil (52%). Os resultados finais da pesquisa chegam à conclusão que as desonerações tributárias são expressivas, mas distantes de outras existentes em outras regiões do País e que, apesar das isenções fiscais, a arrecadação tributária no Estado é elevada. Sendo assim, os indicadores nos mostram que os custos sociais para manter os incentivos fiscais são menores do que os benefícios socioeconômicos usufruídos pelo Estado do Amazonas em decorrência da existência do PIM. / This thesis assesses the government´s tax resigns and the socioeconomics benefits created to Manaus Free Trade Zone (ZFM). Our objetive was measure the social cost of model ZFM have represented for public’s entities tax bills and to compare it with local benefits to established several socioeconomics indicators.The revision of literature focused on the theory of growth in industrial poles and export base theory. Were addressed various aspects of the ZFM, mainly: the legislation, the main incentives, the historical, current affairs, the achievements, the main difficulties and prospects of the model. Moreover, we focus on the collection of entities, especially, the tax collection of federal revenue in the amazon’s state and tax collection in the state of amazon; and the government´s tax resigns. As part of the collection, we proved that the collection is a significant Federal-state, approximately 64% the entire collection of the second fiscal region. regarding the state tax revenue, we show that has increased in recent years and in 2009 reached figures of R$ 4.6 billion, with most of this stems from the ICMS (Value Added Tax on Sale and Services). The collection proceeds from the PIM (industrial pole of Manaus) is significant since the collection of the industry corresponds to approximately 50%. In addition, the 10 biggest taxpayers are 05 companies that belong to the PIM. Regarding the expenditure tax, whose study focused on federal spending, we proved that the tariff reductions or tax resigns planned for the northern region are significant, but are far from those given by other regions, mainly in South and Southeast (62.30% of total ). Regarding tax bills with the ZFM, contact: R$ 3.3 billion, representing 16.3% of the total light industry, and commerce and in the civil service budget R$ 8.8 billion, representing 27.7% of total.The creation of the ZFM gave positive points (6º of GDP in Brazil) and negative (concentration of 80% of State GDP) to Manaus. The Amazon’s GDP has followed growth of Brazil's GDP and GDP was much higher than the Northern Region. However, making an analysis based on year 2003, we note that GDP pm "per capita" Amazon grew 61% in 2007, higher than the Region (58%) and Brazil (52%). The final survey results come to the conclusion that the tax bills are significant, but far from existing in other regions of the country and that despite the tax exemptions, tax collections in the state is high. Thus, the indicators show us that the social costs to keep tax incentives that are lower socio-economic benefits enjoyed by the city of Manaus, since there's PIM.

Moreover, we focus on the collection of entities, especially, the tax collection of federal revenue in the amazon’s state and tax collection in the state of amazon; and the government´s tax resigns. As part of the collection, we proved that the collection is a significant Federal-state, approximately 64% the entire collection of the second fiscal region. regarding the state tax revenue, we show that has increased in recent years and in 2009 reached figures of R$ 4.6 billion, with most of this stems from the ICMS (Value Added Tax on Sale and Services). The collection proceeds from the PIM (industrial pole of Manaus) is significant since the collection of the industry corresponds to approximately 50%. In addition, the 10 biggest taxpayers are 05 companies that belong to the PIM. Regarding the expenditure tax, whose study focused on federal spending, we proved that the tariff reductions or tax resigns planned for the northern region are significant, but are far from those given by other regions, mainly in South and Southeast (62.30% of total ). Regarding tax bills with the ZFM, contact: R$ 3.3 billion, representing 16.3% of the total light industry, and commerce and in the civil service budget R$ 8.8 billion, representing 27.7% of total.The creation of the ZFM gave positive points (6º of GDP in Brazil) and negative (concentration of 80% of State GDP) to Manaus. The Amazon’s GDP has followed growth of Brazil's GDP and GDP was much higher than the Northern Region. However, making an analysis based on year 2003, we note that GDP pm "per capita" Amazon grew 61% in 2007, higher than the Region (58%) and Brazil (52%). The final survey results come to the conclusion that the tax bills are significant, but far from existing in other regions of the country and that despite the tax exemptions, tax collections in the state is high. Thus, the indicators show us that the social costs to keep tax incentives that are lower socio-economic benefits enjoyed by the city of Manaus, since there's PIM.

Zona Franca de Manaus : um estudo sobre a renúncia tributária dos entes federativos e os benefícios socioeconômicos gerados pelo modeloOliveira, Jofre Luís da Costa January 2011 (has links)
O presente trabalho avalia a renúncia tributária dos entes federativos e os benefícios socioeconômicos gerados pelo modelo da Zona Franca de Manaus (ZFM). Nosso objetivo foi mensurar os custos sociais do modelo por intermédio da desoneração tributária ou gastos tributários dos Entes e confrontá-los com os benefícios locais que foram medidos pelos diversos indicadores socioeconômicos. A plataforma teórica tem como sustentáculo a teoria dos pólos de Desenvolvimento e a Teoria da Base Exportadora. Diversos aspectos da ZFM foram abordados, notadamente: a legislação pertinente, os principais incentivos envolvidos, o histórico, as atualidades, os resultados alcançados, as origens dos principais insumos, as principais dificuldades e as perspectivas do modelo. Além disso, foi dado ênfase na arrecadação dos Entes, principalmente na arrecadação tributária da Receita Federal no Amazonas e na arrecadação tributária do Estado do Amazonas; e a desoneração tributária do Governo Federal. No âmbito da arrecadação, foi comprovada que a arrecadação Federal no Estado é expressiva, aproximadamente 64% de toda arrecadação da segunda região fiscal da Receita Federal; no tocante à receita tributária Estadual, mostrou-se que vem aumentando nos últimos anos e que, em 2009, alcançou cifras de R$ 4,6 bilhões, sendo que a maior parte desta tem origem no ICMS. A arrecadação proveniente do PIM é expressiva uma vez que a arrecadação da indústria corresponde, aproximadamente, a 50%. Além disso, dos 10 maiores arrecadadores do tributo cinco são empresas que pertencem ao PIM. No que concerne ao gasto tributário, cujo estudo foi concentrado nos gastos federais, constatou-se que as desonerações previstas para a Região Norte são relevantes, mas estão distantes das apresentadas por outras regiões, principalmente as das regiões Sul e Sudeste (62,30% do total). Em relação aos gastos tributários com a ZFM, contatou-se que: R$ 3,3 bilhões correspondem a 16,3% do total da função industria; e na função orçamentária comércio e serviços R$ 8,8 bilhões correspondem a 27,7% do total. A criação da ZFM proporcionou pontos positivos (6° PIB do Brasil) e negativos (concentração de 80% do PIB do Estado) para Manaus. O PIB do Amazonas acompanhou o crescimento do PIB brasileiro e foi muito superior ao PIB da Região Norte. Entretanto, se fizermos uma análise tomando como base o ano de 2003, notaremos que o PIBpm per capita amazonense cresceu 61% em 2007, superior ao da Região (58%) e do Brasil (52%). Os resultados finais da pesquisa chegam à conclusão que as desonerações tributárias são expressivas, mas distantes de outras existentes em outras regiões do País e que, apesar das isenções fiscais, a arrecadação tributária no Estado é elevada. Sendo assim, os indicadores nos mostram que os custos sociais para manter os incentivos fiscais são menores do que os benefícios socioeconômicos usufruídos pelo Estado do Amazonas em decorrência da existência do PIM. / This thesis assesses the government´s tax resigns and the socioeconomics benefits created to Manaus Free Trade Zone (ZFM). Our objetive was measure the social cost of model ZFM have represented for public’s entities tax bills and to compare it with local benefits to established several socioeconomics indicators.The revision of literature focused on the theory of growth in industrial poles and export base theory. Were addressed various aspects of the ZFM, mainly: the legislation, the main incentives, the historical, current affairs, the achievements, the main difficulties and prospects of the model. Previous issue date: 2006-07-31 / The Araguaia River has became one of the greatest point to the ecological
tourism in Goiás region, due to its natural beauties such as beaches throughout its margins. The
unplanned tourism may cause negative consequences to natural resources, thus to know the profile of
the tourist and their knowledge concerning to the whole environment is an important tool into the
ecosystem conservation. The Araguaia River is a food plain river, and it has several cities alongside
the river, such as Aruanã, considered the entrance to Araguaia Valley. As many as 65% of tourists in
Aruanã are men with mean age of 36 years old and married, with a high education degree and
coming from Goiás. The tourists usually remain 10 days in Araguaia River spending an average of
US$ 61,7 per day. The Araguaia River is the main attractive to 45,3% and fishing is preferred activity
to relax to 24,2% of these tourists. Despite the tourist activity be quite connected to the ecosystem,
the ecological wisdom of tourists about vegetation and ecological cycles are low, and 30% of them
consider that they do use any natural resources, compromising the integrity of the ecosystem by the
bad utilization of environmental services of Araguaia River, in Aruanã region. / O Rio Araguaia se tornou um grande atrativo para o turismo ecológico na região de
Goiás, devido as suas belezas naturais como as praias ao longo de suas margens durante o período
de estiagem. O turismo exercido de forma desordenada pode gerar conseqüências negativas aos
recursos naturais explorados por esse turismo, por isso conhecer o perfil do visitante e medir os seus
conhecimentos acerca do ambiente visitado torna-se uma ferramenta importante na conservação do
ecossistema (Rio Araguaia). O Rio Araguaia é um rio de planície e possui as suas margens inúmeras
cidades, entre elas a cidade de Aruanã, que é considerada o portal de entrada do Vale do Araguaia.
Cerca de 65% dos turistas que visitam a região de Aruanã são homens com idade média de 36 anos,
casados com nível elevado de escolarização e provenientes em sua maioria do próprio estado. Os
turistas permanecem cerca de 10 dias no Rio Araguaia perfazendo um gasto diário médio de US$
61,7. O Rio Araguaia é o principal atrativo para 45,3% dos entrevistados e pescar é a atividade de
lazer preferida por 24,2% desses visitantes. Apesar de o turismo estar muito ligado ao ecossistema
(Rio Araguaia) as percepções ecológicas dos turistas acerca da formação fitogeográfica e ciclos
ecológicos são baixas, além disso, cerca de 38% dos turistas acreditavam não utilizar nenhum
recurso natural, o que pode comprometer a integridade dos recursos naturais devido a má utilização
dos bens e serviços ambientais providos pelo Rio Araguaia, região de Aruanã.
