En av de mest centrala rättsakterna i arbetet med att förbättra miljön är FN:s klimatkonvention (UNFCCC). Utifrån konventionen har tilläggsprotokollet Kyotoprotokollet och därefter EU:s handelsdirektiv antagits. Det huvudsakliga syftet med dessa rättsakter är att reducera utsläppen av växthusgaser. I och med Kyotoprotokollet och handelsdirektivet infördes det ekonomiska styrmedlet handel med utsläppsrätter, både globalt och inom Europa. Syftet med ett system för utsläppshandel är att utjämna kostnaderna för utsläppsminskningar för olika företag och länder, vilket i sin tur minimerar den totala reduktionskostnaden. Handelsdirektivet, som reglerar han- deln inom Europa, har genomgått flera förändringar exempel är kompletterande förordningar och direktivet har antagits. Detta har medfört en osäkerhet om hur systemet faktiskt fungerar i praktiken. Medlemsstaterna har använt olika tilldelningsmetoder och i vissa fall har de ekono- miska intressena med systemet har gått före miljöaspekterna. Detta har inneburit att systemet inte har uppnått sin fulla kapacitet. Studier av handelsdirektivet har dock visat att detta främst beror på yttre faktorer. Resultatet av denna studie visar att handelssystemet i teorin är effektiv, men yttre faktorer orsakar att dess inverkan inte blivit vad som önskats. Sveriges utsläppsnivåer har påverkats av handelssystemet, bara inte i särskilt stor omfattning. Implementeringen av handelsdirektivet har genomförts genom att göra den till lag i Sverige.

Carbon leakage occurs when globally exposed industries face increased costs, for instance due to stricter climatic policies, while other industries on the global market are not. Although the intention of stricter climate requirements is good, they risk having the opposite effect, as emissions are moved from one country to another. Since the consequences of emissions are the same regardless of where they are caused, the total amount of emissions will remain unchanged, or increase due to transportation or less ambitious climate policies in the new country. In the European Union Emission Trading System (EU ETS), carbon leakage is a present issue, thus there are methods to identify and compensate industries at risk. The main approach of compensation has been to allocate allowances for free. However, the first two trading periods have resulted in a large surplus of allowances, which have caused low prices on carbon emissions. Since the system is now becoming more ambitious, an accurate analysis on carbon leakage is essential. Therefore, the aim of this study is to analyze in what ways these methods can be improved to enable the system to become more ambitious, without risking leakage. The result shows that the procedures used are not specific enough. Numerous reports and studies presented in my study, show that some industries are over compensated, whereas others are under compensated. Today, carbon intensity is one of the main measurements used to identify industries at risk. However, the EU must pay closer attention to the industries that have invested in renewable energy sources (as a result of the EU ETS incentive structure) and consequently have significantly lower carbon dioxide content in their emissions. These industries are also at risk of leakage due to increased total expense. In conclusion, this study shows that the methods used to identify industries at risk can be improved to prevent leakage. When altering them, not only will the analysis be more accurate, but it will also render a more precise allocation of allowances for free for those at true risk.

Flying can constitute as much as a third of an academic institution’s total emissions and there’s a growing concern among researchers around their academic travel contributing to global warming. This paper is part of KTH FLIGHT, a research project for decreased CO2-emissions in flight-intensive organizations through creation and testing of practical tools. It is a Research through Design work that provides new knowledge about a previously largely unexplored implementation area of emission trading systems like Cap and Trade. These have previously helped reduce emissions at lower costs than tax based systems in various settings but little research exists in terms of design and important factors for a university to promote more sustainable travel patterns. This paper reveals challenges and opportunities regarding implementation and shows current feasibility in implementing in a Swedish university (KTH), and provides suggestions for choosing suitable users and direction of future research. / Flygresor kan utgöra upp till en tredjedel av en akademisk institutions totala utsläpp och det finns en växande oro bland forskare kring att deras resande bidrar till den globala uppvärmningen. Denna rapport är en del av KTH FLIGHT, ett forskningsprojekt med syfte att minska CO2 -utsläpp i flygintensiva organisationer genom att skapa och testa praktiska verktyg. Detta är ett Research through Design-arbete som bidrar med ny kunskap om ett tidigare till stor del outforskat område för implementeringar av utsläppshandelssystem såsom Cap and Trade. Dessa har i olika sammanhang tidigare bidragit till minskade utsläpp med lägre kostnader än skattebaserade system. Men i dagsläget finns det lite forskning gällande dess design och viktiga faktorer för att främja mer hållbara resvanor på ett universitet. Denna uppsats visar på utmaningar och möjligheter vid en implementering och visar aktuell genomförbarhet i ett svenskt universitet (KTH), samt ger förslag på val av lämpliga användare samt inriktning för framtida forskning.

Reducing Swedish Carbon Dioxide Emissions from the Basic Industry and Energy Utilities : An Actor and Policy Analysis

<p>The aim of the thesis is to analyze the design of the present climate and energy policies. The main focus is on how the policy instruments affect the Swedish stakeholders who are included in the European Union’s Emission Trading Scheme (EU-ETS). In-depth interviews have been carried out with representatives from the basic industry, energy utilities as well as industrial and green organizations. The purpose is to illustrate have how these stakeholders view the current policy framework and what amendments that they view as necessary.</p><p>Suggestions to the Government are given regarding the design of national policies and policy instruments to provide for an improved policy framework. The information and synthesis have furthermore been collected through extensive literature studies as well as participating at conferences and seminars.</p><p>The thesis is written as a monograph in order to address a larger group of readers interested in the transition of energy systems towards sustainability as well as policy makers and Swedish stakeholders. The common understanding that the global energy systems have to undergo a transition to renewables and higher energy efficiency due to the earth’s finite sources of fossil fuels and uranium presents large challenges for policy makers and business sectors as well as the society in general.</p><p>Global greenhouse gas (GHG) emissions have to be drastically reduced and the work to achieve this has started through international negotiations such as the Kyoto Protocol. As the present commitment levels are low, an important issue in a short-term perspective is to develop a more comprehensive and efficient system with a much wider participation and more stringent emission targets.</p><p>In order to achieve current national policy goals and international GHG emission commitments the Swedish Government utilizes a number of policy instruments that are either nationally self-assumed or called for by international agreements or the European Union. The Swedish stakeholders that are included in the EU-ETS face a broad policy framework that has a large impact on their daily operations and future investment strategies. It is imperative for the policymakers, i.e. the Government, to act in accordance with the long-term perspective that the climate change issue and the transition of the energy system require. It is likewise important that any actions are in accordance with the operational and investment climate that the business sector faces. It is argued that these aspects are not fully considered as the success of the next national budget or term of public office seems to overshadow these issues. A long-term perspective is required to provide the business sector with stable and reliable incentives. This is needed to provide the economic conditions under which the businesses can realize investments that will result in emission reductions. Short-term policies reinforce the view of environmental investments as a form of risk investments. This negatively affects the possibility of the policy instruments to effectively achieve established policy goals.</p><p>Paying attention to these requirements is however not a simple task for policy makers as it will require agreements between the political parties. This demonstrates the main political difficulty with climate change – the requirement of a long-term and full commitment by all state authorities. It should be noted that the thesis does not attempt to describe the Swedish policy makers as neglecting the urgency of acting to mitigate climate change. The national agenda is far to advanced from an international perspective for such statements. The thesis however pinpoints some important issues highlighted by stakeholders, within the business sector and other organizations, who are concerned with the present climate and energy policy framework.</p><p>Some of the findings are as follows:</p><p>• Reducing GHG emissions in order to combat climate change must include a long-term perspective</p><p>• The design of policy instruments should consequently be long-term to increase the support for investments in GHG emission reducing technologies</p><p>• The design of policies that promote low GHG production alternatives within the energy utilities should be improved</p><p>• The large potential for reduced GHG emission available through fuel switching and energy efficiency improvements in the Swedish basic industry should be promoted by amended policies</p><p>• Reformulate or abandon the national GHG emissions target goal with the current formulation</p><p>• Strive for an emission rights allocation system that is as transparent, fair and predictable as possible</p><p>• The policy framework should aim for a high level of stability through interaction with the affected stakeholders</p><p>• These factors are inherently important for the overall efficiency of the policy framework</p>
