土壤污染與土地利用政策之研究 : 以桃園縣蘆竹鄉鎘污染事件為例陳志仲, Chen, Chih-Chung Unknown Date (has links)
本研究主要以土壤污染問題為探討對象,並採用Milbrath「新環境典範」(new environmental paradigm)之概念,以及Jacobs「後現代主義」(postmodernism)的土地利用計畫概念作為理論基礎,對土壤污染的形成原因;政府、污染者(廠商)及民眾之間在土壤污染事件的互動情形;以及土壤遭受污染後,其土地應如何再利用等問題,進行深入的思辯及探討。
為瞭解上述各項問題,本研究在研究方法上乃採取個案研究法,選擇桃園縣蘆竹鄉鎘污染事件為本研究之研究對象,經由對蘆竹鄉個案的深入研究,本研究有著如下發現及主張:首先,在政策層面上,本研究發現政府及專家們仍然習於環境問題化約為科技問題,往往以科技指標為其解決環保問題及土地利用問題的最佳憑藉。故而,本研究認為,政府此種基於主流社典範的思考模式,是造成蘆竹鄉的鎘污染問題遲遲無法解決之主因,必須予以揚棄,而試著納入新環境典範中之各項重要概念。
其次,本研究發現鎘污染的元凶「基力化工公司」乃以極為不負責任的態度來面對無辜的受害民眾,對於已發生的污染,並未設法加以補救,以致於鎘污染範圍一再擴大,其間僅象徵性的給與農民微薄的賠償及補貼金,並在民國77年停工後,完全跳脫其任何賠償責任。由此我們可以看出工業界不負責任的本質,也可以因此理解此等市場運動的可貴處與不得不然,因為法律與政策所保護的竟是污染性的工廠,在此等情況下,唯有藉由民眾的直接抗爭方足以使得生存環境不再惡化。
最後,在土地利用政策上,本研究認為政府及各界不應再奉科學方法為圭臬,並且純然的由科技專家來掌控,在新環境典範及後現代主義的階段,土地利用政策的決策權力應適度下放至地方及社區,並讓地方民眾的意見進入政策制訂過程之中,並且,土地利用政策也應該是一個政治及社會辯論的重要場域,服膺「民主」、 「公平」及「正義」等社會上的重要價值。
基於上述研究發現,本研究乃提出下列的政策建議:
一、在蘆竹鄉個案問題的解決上:環保署及政府其他單位應對蘆竹鄉當地農民將鎘污染土地予以變更使用之期盼予以回應。至於,變更之方法應採區段徵收、市地重劃、新編都市計畫等何種手段,可以與當地民眾充分進行溝通後決定。
二、在土壤污染的防治上:政府相關應該加強台灣島肉工業污染的防治,讓生產者負擔起其應負的責任與環保改善成本,不再允許其任意污染島內珍貴的環境資源。而且,不應再以科技方法,作為解決土壤污染問題的唯一手段。
三、在土地利用政策上
(一)政府應將權利適度下放:政府應拋棄「由上而下」的政策制訂模式,改以「由下而上」的方式,將權利下放適度至地方及社區,聽取地戶及民眾對土地利用政策上之意見,並可提供辯論的空間,尋求最符合民眾利益之政策走向。
(二)政策規畫者應追求社會價值:政策規畫者在參與政策制訂過程時,應是帶有價值的,應試圖將民主、公平、正義等社會價值納入政策之中,而非僅一味盲從於科技及專家之意見。
(三)專家應調整社會定位:專家們應積極涉入土地利用政策之政策制訂過程,並其中教育民眾,幫助民眾瞭解政策制訂上之問題,而非用高深的理論,將民眾意見完全排除於決策之外。

數位遊戲已成為探討現代生活科技中一項重要的領域。智慧型手機,為近兩年興起的行動平台載具,根據資策會資料顯示,在手機進行娛樂活動應用程式的排行,第一為聽音樂,第二即為進行遊戲。觀察智慧型手機上的應用程式市集(如:android market、app store),使用者可以快速方便的利用網路下載遊戲,在眾多遊戲中,使用者選擇何種類型遊戲下載並進行遊戲,對遊戲開發商非常重要。在智慧型手機上結合許多科技技術(如:無線網路、各式感測器......等),皆有可能影響使用者進行遊戲和選擇遊戲的動機。因此,了解並且針對使用者需求與使用者行為設計遊戲,在數位內容領域進行數位遊戲研究與開發是重要的議題。
為了解使用者在智慧型手機上進行遊戲的動機,本研究使用科技接受模型和動機理論探討使用者的內在動機和外在動機,透過問卷分析初步了解使用者在智慧型手機上進行遊戲的原因,以及在智慧型手機上擷取使用者在手機上進行遊戲的行為和訪談使用者進行遊戲的因子,將兩資料進行比對驗證,找出使用者在智慧型手機上進行遊戲的模型,以及外在和內在動機之相互影響,作為未來規劃與策略發展方向的參考依據。
根據資料分析發現,使用者進行遊戲的動機會受到遊戲的操作性和在遊戲中得到的樂趣影響。並且使用者會因為他人推薦或看到他人進行遊戲,影響到使用者進行遊戲的意願,而使用者在進行遊戲時,遊戲中提供與他人互動的功能也能激發使用者進行遊戲。此外,在智慧型手機遊戲情境中,使用者會受到外在動機影響,改變本身對遊戲的觀點,影響到使用者的內在動機,進而改變使用者對遊戲的意願。 / Digital games have become an important domain of exploration the technology of modern life. The smartphone which is a mobile device rises due two years. Follow the MIC data of entertainment applications on mobile phone rank, the first is listening music and the second is playing games. User can easy download games quickly by wireless from application market like Android market or app store. It is important for game developers to know which game user chooses and downloads in large games.
The smartphone combine different technology and sensors that may influence user’s motivations to choose games and play games. Therefore, to understand user’s need and user’s behavior for game design which is important discuss for digital game study and developer of digital content domain.
To understand the motivations of user playing games on the smartphone, so this study uses technology acceptance model (TAM) to explore intrinsic motivations and extrinsic motivations of playing game. Through questionnaire to find the factors that user plays games on smartphone, and we also collect users’ behavior from smartphone and interview users. The study combines these data to find the model of user playing game on the smartphone, and the relationship between intrinsic motivations and extrinsic motivations.
The study finds that perceived ease of use and the fun in games effect user’s motivation. The user intention influenced by people who around user and also affected in the game which provide user to interact with others. By the way, user’s extrinsic motivations affect intrinsic motivations on smartphone context, and change the mind of playing games.

月老文化之數位化互動體驗形式探究 / The Research of Digitizing Interactive Experience in the Matchmaker Culture賴建成, Lai, Jian Cheng Unknown Date (has links)
隨著文化創意產業的興起,傳統的宗教信仰如何結合數位互動科技,以輔助參與者加深對宗教信仰文化的理解與體驗,是數位內容產業值得研究的議題。月下老人是華人傳統信仰中的姻緣之神。本研究因此將針對月老文化內容,設計一多人互動體驗情境,以探究月老文化內容以傳統和數位化的形式呈現,對參與者體驗感受的影響程度。
在設計研究方法上,包括創作概念發想以及互動裝置雛型實作兩部分。首先透過文獻探討,歸納出互動體驗設計原則,接著針對月老文化進行數位化設計與互動體驗流程設計,並以Unity 3D遊戲引擎結合Kinect體感科技與Android系統平台,實作一數位化月老文化互動體驗情境,以兩大體驗主題:數位化月老之參拜體驗與體感互動之繡球牽線等情境,以呈現月老文化創意設計概念。
針對參與者對月老文化內容的理解程度與體驗感受,進行問卷與訪談分析後發現,本研究設計之互動體驗情境能有效提昇參與者對文化內容起源與意義的理解。再以Schmitt 提出之策略體驗模組(Strategic Experiential Modules, SEMs)進行分析,發現此體驗情境皆有助於提昇參與者於感官、情感、思考、行動、關聯體驗的感受程度與認同感,進而創造深刻的互動體驗感受。最後,期望此互動體驗情境的設計過程與雛形的實作經驗,能轉移到同性質的文化體驗情境設計的應用上,並提供建議給後續研究做參考。 / With the advent of the cultural and creative industry, it is worth to investigate the integration of traditional religious culture with the interactive technology to improve the participants' understanding of culture. The Matchmaker, the old man of the moonlight, is the god of marriage and love in Chinese traditional religious culture. In the thesis, the design of a multiplayer interactive experiential environment for the integration of the Matchmaker culture with the interactive technology is investigated and developed to improve the participants’ experience.
For the design methodology, the creative concept design is performed and the interactive device prototyping is implemented. We draw out the related interaction design principles and used Unity 3D game engine along with the Kinect somatosensory Technology and Android platform to implement the Matchmaker interactive environment. Two themes of the developed environment are the digital prayer experience of the Matchmaker and the interactive embroidered ball throwing.
To evaluation the user experience of the developed environment, the questionnaire analysis and interviews are performed based on the Schmitt’s strategic experiential modules. The result showed that the developed environment can enhance the participants' understanding of the culture of the Matchmaker and improve participants’ perception and recognition towards the experience of sensing, feeling, thinking, acting and relating.

台灣半導體產業協會指出,半導體產業無論是在產值、營運附加價值、外匯收入、稅賦、就業機會、政府投資獲利、興建晶圓廠所帶動的周邊效益等,都有穩定且持續成長之表現,對國家有相當大的貢獻。在半導體產業中,半導體原物料通路商位居上游供應商與下游製造商之間的橋樑位置,維繫通路貨暢其流,在整個產業鏈中扮演重要角色。在此一領域中,以崇越科技的經營績效卓越,足為業界楷模。因此,本研究擬以崇越科技為個案,進行策略研究。
一個成功的營運模式,應該可以解釋如何增強價值展現、如何作好價值傳遞,以及如何達成價值回饋等議題。藉由研究連續成長的個案公司-崇越科技,本研究希望可以確認下列議題所採取的關鍵策略:
(1)個案公司如何確保其在產業價值鏈中的位置?亦即如何增強價值展現?
(2)個案公司如何提升相對於其他同業的競爭力,並更有效地提供客戶最大的價值?亦即如何作好價值傳遞?
(3)個案公司如何作到提升營業利潤及實現公司價值?亦即通路商如何達成價值回饋? / 本研究使用吳思華教授的「策略三構面」及「四個競技場」分析進行個案研究。策略三構面理論主張,規劃企業策略時,可以由下列觀點進行:
(1)營運範疇:產品/市場、活動組合、地理構形、業務規模
(2)核心資源:有形/無形的資源、個人/組織能力
(3)事業網路:體系成員、網路關係、網路位置 / 此外,本研究也將探討三構面之間彼此的調整關係。至於四個競技場分析,則是以下列四個不同觀點,分析企業的策略:
(1)價值與效率競技場
(2)能耐與結構競技場
(3)實力與體系競技場
(4)異質與同形競技場 / 本研究針對崇越科技的四項重要策略事件,包括成立光電材料部、成立水處理部、IPO、成立中古設備部等,進行策略三構面分析,以及四個競技場分析。藉以研究半導體原物料通路商如何增強價值展現,如何作好價值傳遞,以及如何達成價值回饋。茲將各策略事件分述如下所示:
(1)策略事件一:成立光電材料部
成立光電材料部,使得崇越科技的營運模式,由原本的佣金交易,擴增為現品交易。此一策略事件使得崇越科技提昇了倉儲、物管及資金調度的能力。成立光電材料部之後,崇越科技的主要產品,由原有的矽晶片、半導體製程用石英器材,擴展到黃光製程的主要原料-深紫外線光阻液,在2005年該項產品貢獻了逾18億台幣的營業額。其他主要產品如化學研磨液、環氧樹脂積體電路封裝材料、液態封裝材料…等,也可以複製深紫外線光阻液成功的營運模式進行推廣。
(2)策略事件二:成立水處理部
崇越科技成立水處理部,跨入半導體製造廠的廠務系統相關業務。此一策略事件使得崇越科技發展出工程設計、施工維護之組織能耐,並建立了良好的下包廠商體系。之後,水處理部將業務切割為:純水工程及廢水工程等二部份,並在廢水工程此一領域發展自有品牌。在2005年時,水處理部的年營業額達新台幣15億1千萬。此一策略事件也帶來其他額外的商機,如發展潔淨室建造工程以及中央供酸系統等相關業務。
(3)策略事件三:IPO
IPO提供崇越科技較佳的籌措資金管道,使得財務運作上更有彈性。IPO使得崇越科技公司知名度及形象大幅提昇,對於延攬優秀的員工,自然也會有正面的助益。此外,財務管理的能力也因此提昇,與金融體系間的關係也更為緊密。
(4)策略事件四:成立中古設備部
崇越科技成立中古設備部,以成為高科技產業的全方位供應者。崇越科技掌握半導體中古設備的商機,使得營運範疇得以擴展至中古設備的買賣、運送、設備翻新、裝機、零件供應、機台調校、甚至包括製程參數設定。「高科技產業的全方位供應者」的公司願景,也使得崇越科技得以在半導體產業有更明確的定位。 / 經由「策略三構面」及「四個競技場」分析,確定崇越科技的四項策略事件對於其成長具有重大意義。崇越科技的營運範疇、核心資源、事業網路在各個策略事件之後均有顯著的擴展,而不論是在「價值-效率」、「能耐-結構」、「實力-體系」、「異質-同型」競技場,都可看到崇越科技的具體成長趨勢。因此,崇越科技在四個策略事件中所採行的各項關鍵策略,應可成為半導體原物料通路商在勾勒其未來發展的營運策略時的標竿參考。 / 在本研究的事件描述及三構面調整關係當中,我們可以整理出來個案公司在各個策略事件所運用的關鍵策略,並依研究目的所要探討的主題歸納如下:
(1)以個案公司為例,通路商如何確保其在產業價值鏈中的位置,亦即通路商如何增強價值展現。
1)擴大服務平台,滿足顧客整體需求,是通路商確保代理權的重要關鍵。
2)維持暢通而綿密的人脈網路是通路商的天職。
3)對通路商而言,自有品牌的創立應該因勢利導,不該破壞與原有代理的供應商之間的良好關係。
4)踴躍參加各項服務品質競賽有助於提升通路商形象及強化公司體質。
(2)以個案公司為例,通路商如何提升相對於其他同業的競爭力,並更有效地提供客戶最大的價值,亦即通路商如何作好價值傳遞。
1)通路商辨識需求缺口的能耐,與其是否能持續發展有高度正向關係。
2)人才為通路商最重要的資產。
3)顧客內部的各個部門也存在競爭狀態,通路商應善用情勢並維持與各部門的良好互動。
4)通路商應建立完整的支援/外包體系。
(3)以個案公司為例,通路商如何提升營業利潤及實現公司價值,亦即通路商如何達成價值回饋?
1)通路商適用多種營運模式。
2)切割現有的服務內容,創造新立足點。
3)延伸產品線,善用核心能耐,創造新價值。
4)健全而靈活的財務控管是通路商持續成長、實現公司價值的重要基礎。 / As Taiwan Semiconductor Industry Association pointed out, semiconductor industry had been and is of great contribution to Taiwan in the aspects of GDP, foreign currency income, tax income, unemployment rate, government investment achievement, and also subsidiary industry of wafer fabrication. Semiconductor manufacturing raw material distributors play a very important role in semiconductor industrial value chain, who bridging the raw material manufacturers and semiconductor manufacturers. Topco Scientific Co., Ltd (TSC) is a leading company of semiconductor raw material distributor in Taiwan and Great China Region. TSC would be the case to be studied on the strategy of its continuous growth. / A successful business model should cover how to enhance “Value Proposition”, how to perform “Value Delivery”, and how to achieve “Value Capturing”. In the study of TSC’s continuous growth, we shall be able to identify the key strategies which were employed in the following three themes:
1. How does the distributor secure their position in the value chain i.e. how to enhance their value proposition?
2. In what way the distributor compete with their competitors and perform better i.e. how to perform their value delivery?
3. How does the distributor make their own benefit feasible i.e. how to achieve their value capturing? / “Three Aspects of Strategy” theory and “Four Coliseums of Business” analysis by Dr. S.H. Wu were applied in this study. The “Three Aspects of Strategy” theory provides the scope of establishing a thorough business strategy, and “Four Coliseums of Business” analysis exploit the business growth in four different points of view. “Three Aspects of Strategy” theory claims the following aspects should be reviewed when establishing the business strategy:
1.Business Domain : product/market, business activities, business geography, business scale
2.Core Resource : physical/non-physical properties, personal/ganizational competence
3.Business Network : network parties, network relationship, network position
Also, the adjustment/correlation of these three aspects should be discussed. The “Four Coliseums of Business” analysis exploits the status of company’s strategy in four different points of view:
1.Value-Efficiency coliseum
2.Competence-Organization coliseum
3.Power-Networks coliseum
4.Innovation- Authenticity coliseum / This study applied the “Three Aspects of Strategy” and “Four Coliseums of Business” analysis on TSC’s four critical strategic issues including the issues of establishing the “Opto-Electronics Department”, establishing the “Water Treatment Department”, IPO, and establishing the “Used Machine Department”. From which we could conclude how the semiconductor raw material distributors enhancing their Value Proposition, improving their Value Delivery, and achieving their Value Capturing. The briefing of these four issues is as followings:
Issue 1: Establishing the “Opto-Electronics Department”
Establishing the “Opto-Electronics Department” was to extend the TSC’s business model from indent order business to stock sale business. Also, this issue strengthened TSC’s ability of technical service, logistics, and financial management. The success of DUV Resist brought annual revenue of over NTD1.8 billion in 2005. Other major products such as CMP slurry, Epoxy Molding Compound, IC Underfill Material…could also copy the business model of DUV Resist.
Issue 2: Establishing the “Water Treatment Department”
Establishing the “Water Treatment Department” was to create new business in the semiconductor manufacturers’ facility area. TSC built up their engineering capability and also the subcontractor network. The success of separating the water treatment business into pure water and waste water two categories let TSC could have their own brand waste water business. Water treatment business contributed NTD1.5 billion in 2005. Also it brought new business chance like Cleanroom and Chemical Supply System.
Issue 3: IPO
IPO to let TSC has much stronger financial flexibility. The company status has been up rated and could be easier to recruit excellent employees. The financial management capability had been improved and the business network is much stronger.
Issue 4: Establishing the “Used Machine Department”
Establishing the “Used Machine Department” was to address TSC as a Total Solution Provider of High Tech Industry. TSC captured the business chance of semiconductor manufacturing used machine off-shore service from which they could extend the business to used machine buy-and-sale, logistics, refurbish, installation, parts sourcing, calibration/tuning, and process parameter setting. The company vision of Total Solution Provider of High Tech Industry will lead TSC to exploit the semiconductor industry with a higher and thorough position. / Through the “Three Aspects of Strategy” and “Four Coliseums of Business” analysis we could confirm that the above mentioned four critical strategic issues are of great positive effects to TSC in the sense of Business Domain, Core Resource, and Business Networks. Also we could see the continuous growth trend in the Value-Efficiency, Competence-Organization, Power-Networks, and Innovation- Authenticity coliseums. Therefore, the key strategies applied in these four critical strategic issues could be the bench mark of semiconductor raw material distributors for their further growth.
From the description of these strategic issues and the adjustment/correlation of three aspects discussion, we could conclude the key strategies for a successful business model of semiconductor raw material distributor, and list these key strategies with respect to our three themes of study:
How does the distributor secure their position in the value chain i.e. how to enhance their value proposition?
1.Expanding the service base and providing the total solutions to customers is very essential to secure the agency rights
2.Maintaining a freely flowing and circumspect human relationship network is a must-do job of distributors.
3.Distributors should take very caution when developing own-brand products, should not damage the relationship with principles.
4.Attending the service quality contest will strongly promote company’s image and improve competence.
In what way the distributor compete with their competitors and perform better i.e. how to perform their value delivery?
1.The ability of identifying customers’ needs is proportional to the success of continuous growth of distributors.
2.People are the most valuable assets of distributors.
3.Competitions inside customer’s organization should be handled with care, and should maintain good communications with each departments of customer.
4.Distributor should establish an integrated supporting/subcontractor system.
How does the distributor make their own benefit feasible i.e. how to achieve their value capturing?
1.Multiple business models are adequate for distributor.
2.Rearranging current service contents to create new business niches.
3.Fully utilize core competence to extend product lines and create new values.
4.Nimble and integral financial management is the foundation of long-term growth and can capture company’s value.

研發合作之決定因素與績效:以台灣高科技產業為例 / The Determinants and Performance of R&D cooperation: Evidence from Taiwan’s High-Technology Industries黃政仁, Huang, Cheng Jen Unknown Date (has links)
創新是複雜、昂貴、且高風險的活動,並且存在外部性,研發合作為促使企業從事創新的重要機制。本研究目的在於延伸過去理論性架構與實證研究,建立研發合作—創新—財務績效價值鏈。以下為研究問題:
1.吸收能力、知識外溢、與不確定性是否會影響研發合作的頻率?
2.研發合作是否可以提高研發投資、研發產出、與財務績效?
3.不同的研發合作型態如何影響研發合作的決定因素?
4.不同的研發合作型態如何影響研發合作的績效?
5.研發合作與財務績效的關係是否會受到研發投資與研發產出的中介影響?
本研究採用 two-industry, n-firm-per-industry Cournot 競爭模型探討研發合作、研發投資(創新之投入面)、研發產出(創新之產出面—非財務績效)、與財務績效的關係,並以台灣高科技產業為研究對象進行實證分析。對於台灣高科技產業的研發合作與創新活動,研究結果提供學術界與企業界更完整且廣泛的觀點。
實證結果支持公司擁有較高吸收能力的員工是從事研發合作的決定因素之一。另外,知識外溢的提高,亦將促使高科技公司進行研發合作。而在高度吸收能力與知識外溢下,公司採行一般合作之頻率較其他合作模式高。
另外,實證結果也發現研發合作的確鼓勵台灣高科技產業的公司進行更多研發的投資,並且持續創造較高的研發產出與財務績效。相對於其他合作型態,一般合作可以創造較高的研發產出與財務績效,因此為較佳的合作模式。而由於市場競爭的本質,使得水平合作公司之研發投資較垂直合作與一般合作少。最後,僅有研發投資並不足以提升公司的績效與維持競爭優勢,研發合作公司的創新能力與研發產出才是獲利力的決定因素。 / Innovation is complex, costly, and risky and incurs externalities. R&D cooperation is thus a proper mechanism to encourage firms to innovate. The purposes of this dissertation are to extend the prior theoretical framework and empirical studies to establish a research framework for the R&D cooperation—innovation—financial performance chain. The research questions are as follows:
1.Do absorptive capacity, knowledge spillovers, and uncertainty affect the intensity of R&D cooperation?
2.Does R&D cooperation result in higher R&D investments, R&D outputs, and financial performance?
3.How do different R&D cooperation types influence the determinants of R&D cooperation?
4.How do different R&D cooperation types influence the performance of R&D cooperation?
5.Is the effect of R&D cooperation on financial performance mediated by R&D investments and R&D outputs?
In this dissertation I apply the two-industry, n-firm-per-industry Cournot competition models to theoretically examine the relationship between R&D cooperation, R&D investments (input perspective of innovation), R&D outputs (output perspective of innovation—non-financial performance), and financial performance. I then use Taiwan’s high-technology industry as a research sample and empirically test my research hypotheses. The results provide academia and practitioners with a more comprehensive view of R&D cooperation and innovation activity among Taiwan’s high-technology industries.
The empirical results support the argument that absorptive capacity has a positive impact on the frequency of R&D cooperation in high-technology industry. In addition, an increase in knowledge spillovers also tends to increase intensity to collaborate in R&D. Under high absorptive capacity and knowledge spillover, generalized R&D cooperation is preferred to other cooperative models.
The empirical results also show that R&D cooperation does encourage Taiwan’s high-technology firms to invest more resources in R&D, and leads to higher R&D outputs and financial performance under the characteristic of high knowledge spillovers. Relative to other cooperation types, generalized cooperation leads to higher R&D outputs and financial performance and is a superior cooperative model. Due to the nature of market competition, horizontal cooperative firms are not willing to invest too much in R&D relative to vertical cooperation and generalized cooperation. Finally, simply investing in R&D alone is not enough to achieve breakthrough performance and sustain a competitive advantage. The ability to innovate and generate R&D outputs determines the profitability of the cooperative company.

科技的採用問題,一直是資訊管理領域一個重要的議題。而以往研究,為了解為何科技會無法被採用,在研究上會分析科技導入至採用初期所面臨到的障礙與挑戰,以協助組織排除科技採用的困難。然而,對於科技的採用而言,採用困難的發生,並不只局限於科技的「前採用階段」而已,在科技被採用以後,同樣也會面臨到科技因為不適用所帶來的採用問題。為此,本論文之研究目的,即在於理解科技在「後採用階段」,發生科技採用困難的本質與原因。
在本論文中,作者主要從實務契合度的觀點,來理解供應鏈系統的採用困難。實務契合度的觀點認為,科技具有內嵌「實務」的特性,每一種科技,根據它的目的,都會被植入一些實務,來協助採用者進行組織活動。因此,所謂的科技採用就是將科技所內嵌的實務,轉移到採用者身上。然而,由於採用者處於他們所屬社會/組織系統中,可能也有他們自己一套的實務活動方式,所以科技內嵌實務與採用者實務之間的不契合,就會發生在科技採用的過程中。在本研究中,根據這樣的看法,作者以詮釋性質化研究的方式,分析了一家筆記型電腦公司的供應鏈系統採用問題。從中發現,根據組織結構、產品材料技術與產業網路的條件原因所影響,供應商會和該公司形成出不同類型的採購實務,而供應鏈系統所提供出的「實務」,因為和這些供應商與該公司的採購實務之間,有著全然不同的特性與假設,故導致了系統採用上的困難。本論文相信,這樣的研究成果,將會加深對科技採用問題的理解,並對供應鏈系統的管理,有實務的貢獻。 / Technology adoption has always been a central research issue in the information systems discipline. Despite years of investigative effort, most of past studies primarily focus on the pre-adoption stage, but very few studies examine post-adoption behaviors, post IT application, and consequences of adoption. In this dissertation, unlike the typical studies to analyze adoption difficulties during pre-adoption stage, I focus on the post technology adoption stage and aim to understand why technology adoption may become failures in organizations after effective deployment for a period of time.
In this dissertation, I consider an adoption of supply chain system from the practices fit perspective. The practices fit lens argues that organizational practices (such as procurement practices) are embedded in the technology (such as supply chain systems), and the technology adoption could be as a transfer of the practices to the recipient’s adopters. However, since adopters lie in their specific social/organizational context over time, they have gradually developed a variety of practices to deal with organizational matters. In this circumstance, after the technology is adopted, the difficulties of adoption may occur because of the incompatibility between adopters’ practices and technology practices. From this perspective, I apply an interpretive stance in the study to report a case of supply chain system, and to analyze how and why practices misfit may induce the problems of the adoption. The case study reveals that there are different types of procurement practices for an organization to conduct procurement activities with their suppliers. Each type of procurement practices is affected by the organizational structures, product technologies, and industrial network. However, the supply chain system is not to take account of these conditions into the system principles. As a result, the system is considered inapplicable for supporting the procurement activities by adopters. Important implications are provided to enhance the theoretical development of technology adoption. Practical insights are discussed with regard to supply chain management.

北韓核武發展對國際安全之影響鍾俊山 Unknown Date (has links)
2002年元月,美國小布希總統宣稱北韓與伊拉克、伊朗,同屬「邪惡軸心」(Axis of Evil)國家,這些國家均係美國列入防止核武擴散之對象,於是北韓與美國關係旋墜落谷底,北韓之鬥爭策略是先昇溫,復加壓,然後迫使美國讓步;北韓復於2006年10月9日,正式對外宣布成功進行地下核武試驗,此舉無疑對東亞及國際安全均帶來衝擊。台灣基於同為亞太國家成員之一,應該理解北韓核武危機所牽動東北亞安全環境變化,以及美國、日本、中國及俄羅斯等國家多邊體系關係,倘北韓核武危機未能圓滿解決,擁核後之北韓除易成為東北亞潛伏威脅外,將引起日本加速武裝。北韓除製造核武問題外,北韓經濟困頓、民不聊生,朝鮮勞動黨為維繫獨裁政權統治,大肆販售飛彈等軍火牟取利益,甚至遭控訴涉及國際間多起販毒、製造假煙及偽造美鈔事件,而台灣位居東亞海空交通樞紐,台灣海峽為北韓船隻往來必經之路,因而有必要瞭解北韓政軍經現況,深入剖析北韓對於國際間衍生種種安全問題,訂定因應措施,以確保國家安全。
由於台灣外交情勢嚴峻,往往無法參與區域性國際組織,北韓乃伺機對台洽購精密儀器或刺探高科技產業技術,使得台灣容易成為北韓覬覦獲得國際管制性物品漏洞,本論文試圖探究並思索如何防止北韓向台灣採購可供軍事用途之精密儀器等用品,或可供生產提昇國防武器裝備之科技機器流向北韓,並配合國際反恐措施予以列管,這樣不僅符合國際利益,而且可以提昇台灣國際形象與國家地位;況且台灣亦有必要隨時瞭解國際上及美、歐等先進國家之最新出口管制措施,從而監督台灣廠商禁止將進口之高科技戰略性物品與生產之精密工具機,輾轉出口至管制地區(包括:伊朗、伊拉克、利比亞、北韓、中國、古巴、蘇丹等國),並配合國際防止擴散組織,共同防止大規模毀滅性武器擴散,形成全球安全之出口管制制度。 / In January 2002, President George W. Bush declared North Korea, Iraq, and Iran as an “axis of evil”. These countries are regarded as subject to the non-proliferation of nuclear weapons by the U.S. As a result, the relationship between North Korea and the U.S. has deteriorated. North Korea has attempted to gradually increase pressure to force the U.S. to concede; on October 9, 2006, North Korea officially announced the success of its secret nuclear weapon test, which undoubtedly made a tremendous impact on security in East Asia and the world. As a member of the Asia Pacific Region, Taiwan should understand how security in Northeast Asia changes due to the fact that North Korea is now a country with nuclear weapons. Taiwan should also be aware of the multilateral relations between the U.S., Japan, China, and Russia. Without a satisfactory solution to the threat of North Korean nuclear weapons, Japan may accelerate its military build-up in response to this lurking danger in Northeast Asia. Besides the nuclear weapon issue, North Korea has a poor economy and starving people. The Korean Workers’ Party has been accused of being involved in arms sale (such as missiles), international drug smuggling, counterfeit tobacco products, and counterfeit U.S. banknotes in order to maintain its dictatorship. As Taiwan’s geographic position is vital in the air and sea transport in East Asia, it is imperative for Taiwan to understand North Korea’s politics, armed forces, and economy. Taiwan must analyze and understand international security issues related to North Korea and map out corresponding actions so as to ensure national security.
Due to its difficult diplomatic situation, Taiwan is unable to join many regional organizations. Therefore, North Korea takes this opportunity to purchase precision devices or pry into high technology from Taiwan. This makes Taiwan prone to become a legal loophole of which North Korea can take advantage to obtain international control items. This study investigates the ways for Taiwan to prevent North Korea from purchasing precision devices for military use or high-tech machinery that can improve defense weapons. In addition, the study also discusses how Taiwan can have better export control against North Korea by conforming to international anti-terror measures. To follow international principles is not only in line with global interests, but can also improve Taiwan’s international image and status. Therefore, Taiwan must keep itself updated of the latest export control measures implemented by the U.S., Europe, and other advanced countries. By doing so, Taiwan government can also prevent corporations in Taiwan from re-exporting strategic high-tech commodities and related production machinery to controlled territories, such as Iran, Iraq, Libya, North Korea, China, Cuba, and Sudan. With cooperation with international non-proliferation organizations, proliferation of WMDs can be stopped and a comprehensive export control network can be formed to maintain global security.

隨著數位匯流與市場全球化,閱聽人的電視劇收視行為逐漸改變,各種新媒體影音平台搭配不同的裝置,逐漸形成跨媒介、跨平台的觀看。同時,多國電視劇內容並存於網路平台,閱聽人觀看多元內容成為必然趨勢。然而,透過網路觀看多國電視劇是過去研究顯少觸及的新觀看行為,此觀看行為比過去更個人化,且富有多樣性。因此,本研究透過深度訪談與日記法,針對年輕族群透過網路觀看多國電視劇的行為進行討論,面向包含科技媒體的使用、多國電視劇內容的選擇,以及個人觀看與互動模式。
本研究發現,這些年輕觀眾的收視脈絡改變,個人化的收視打破時空限制,使用過程是雙向互動的,已然形成新舊媒體的跨平台觀看,其觀看平台多元分散且沒有忠誠度,本研究以整合性科技接受模型理論(UTAUT)解釋此現象。同時,觀眾擁有自主選擇多國電視劇內容的能力,如此其選擇的方式及動機,敘事吸引力、來源國印象及使用與滿足等理論皆能提供部分解釋,並以第三代接收分析解釋多元浸泡的媒介文化及社會連結意義。
整體而言,受訪觀眾的科技使用行為與過去不同,在不同情境下,可能會選擇不同的觀看媒體,養成跨平台觀看的能力和習慣。同時,這些平台承載的多元內容具有互文性,增加了多國觀看的必然性。同時,觀看行為走向個人化,受訪觀眾擁有選擇內容與觀看方式的自主能力,且過程皆與生活緊密相關。
