舊金山是美國北加州的重要城市,亦是俄裔移民群居的重要據點。俄裔人口18世紀隨著帝國東擴到達北美洲,他們在北美設立眾多據點進行開墾及貿易。直至19世紀中葉俄國退出北美勢力後,俄裔移民仍在北美延續其文化影響。隨著廿世紀四波移民潮的相繼湧入,舊金山灣區的俄裔移民呈現多元文化發展,城市內的小俄羅斯牽繫著俄裔移民的情感。 俄裔移民在不同時期移民美國,他們主因家庭團聚及經濟因素遷移至舊金山灣區。本文主要探討文化傳承中的四個面向:語言、宗教、飲食及節慶,俄裔移民在舊金山灣區的文化傳承現況如下:俄語傳承主要在家中及學校習得、宗教信仰觀念受移民成長環境意識形態之影響而異、飲食習性因便利性與烹飪習慣呈現兩極化、俄羅斯節對於凝聚俄裔移民及推廣俄羅斯文化具重大傳承意義。 / San Francisco, not only the important city of North California, but also home to many Russian-Americans. Russians first reached North America back in the 18th century with the expansion eastward of the Russian Empire. They set up numerous settlements to develop trade in the new continent until mid-19th century. After the end of Russian America, the cultural influence of Russia still last to date. Along with the four waves of Russian immigrants, Russian culture in San Francisco has developed diversely. Despite Russian immigrants migrated to America in different time periods, family reunion and economic consideration has been the main cause. Cultural heritage discussed in this thesis includes language use, religion, cuisine and festival.

上海市台商的流動能力與身份選擇 / Human mobility and membership choices of Taiwanese businessmen in Shanghai City

全球化的移民浪潮湧現,各國紛紛透過放鬆移民限制吸引白領移民前往投資和長期居住,展開對擁有資金和技術的白領移民之跨國爭奪,而活躍於全球市場的台商即為其中之一。另外在台商研究之中,從經濟面向研究者眾多,但台商的跨國生活與社會形態目前仍較少有學者關注,而對於台商為經營跨國生活的身份選擇考量,相關研究仍屬有限。有鑒於此,作者乃以上海市台商為研究案例,從跨國主義的移民研究所提出的核心分析概念「跨國社會場域」出發,整理傳統移民研究中的人員遷移因素,歸納出四種流動能力的要素,並結合公民身份理論,說明台商的流動能力如何影響其在移居國的身份選擇考量。具體而言,根據作者初步調查發現,由個人能力、跨國網絡、全球觀所構成的流動能力,在穿越國家所設下的跨界障礙後,能夠持續形成跨國社會場域,而台商為了要能夠維持其所賴以為生的跨國社會場域,來加以考量是否要選擇中國大陸的成員身份或者是公民身份。如果台商的個人能力較弱、跨國網絡缺乏、經濟發展為主的全球觀,較傾向於會考慮選擇中國大陸的成員身份或者是公民身份來強化既有的跨國社會場域經營;反之則否。

清代前期治臺之撫民與理番政策的研究--康熙二十二年至道光二十二年

一、本文以自康熙二十二年起,迄道光二十二年止,一百六十年間之清代臺灣為研究 範圍。臺灣於該時期甚少涉外事件,影響政之因素,較為單純。 二、臺灣歷史顥示,移民為清代臺灣社會增加最迅速之組成,厥為促成清代臺灣社會 會變遷之主力。治臺官制則為清廷治臺擬定政策及執行政策之工具。基此認識,本文 首先分析臺灣人口成長及社會變遷以及清代治臺官制。 三、本文斷代期間較長,政策更易與社會變遷之間關係甚為複雜,為筆者最感興趣及 關心的問題。本文將就此觀點探究清廷治臺所作作之撫民與理番政策及其推行。該類 政策就適用之對象可分為三:(一)僅適用於漢人者為撫民政策。(二)僅適用於番 人者為理番政策。(三)民、番適用者,原即適用於全中國,或因臺灣地方特殊,曾 稍作調整。若就政策目的而論,則可區分為二:(一)順應地方需要者,前述之撫民 政策及理番政策屬之。(二)維持政權存續者的前途之同時適用於民、番者屬之。 四、本文就現清廷治臺決策權力雖歸屬於清帝,其就行政過程而言,則大都委諸福建 省內長官,且因時局需要,或行政制度變遷,曾有數次轉移。 五、;順應社會變遷而推行之政策,無論撫民抑理番,為謀地方安靖,清廷當知適切 調整政策。朱一貴、林爽文等重大事件也促使清廷必須自省,以期政策符合社會需要 。至於為雀持政權存續而實施之諸種政策,則因環境特殊,除教化外,保甲、積儲大 都未能順利推行。 六、清廷治臺因形勢懸絕難能施展。其所受限制可得而言有三:(一)臺海橫隔,足 以干擾治臺制度之設計,乃至各種政策之推行。凡未顧慮及交通阻隔影響之政策,未 有不遭致嚴重失敗者。(二)移民偷渡入臺,迅速增加,為臺灣墾拓主力,然也嚴重 侵蝕臺灣社會基層組織,遂致臺灣社會鬆散,動亂屢平屢起。(三)治臺決策屬地方 行政決策,指導錯誤或篇頗執行,皆足以引發諸種社會問題,若因遷延時日,政策一 獲修正,以謀彌縫,必致政治動亂。 七、本文研析清廷治臺諸種撫民與理番政策,從而推斷清廷治臺或有基本原則,應為 下述三者:(一)視臺灣如同內地;(二)以漢文化為主;(三)順應臺灣社會變遷 。 /

加拿大難民政策之研究 / The Study of Canada Refugee Policy

難民問題是一個國際性問題,難民是指居住在自己國籍國家以外,無法或不願返國的個人,由於種族、宗教、國籍、特定社會成員身分,或政治立場遭迫害而有所恐懼。由於難民對移入國造成政治、經濟、文化、社會、教育、安全等方面的衝擊,政府必須規劃難民政策並制定相關法規來因應難民問題。加拿大每年收容難民約25,000人,約收容世界上難民的10%,加拿大在2002年制定「移民及難民保護法」等法規,建立了完整的難民政策,並與聯合國難民署及國際移民組織等單位進行合作,共同協力來解決難民的安置問題。加拿大落實人權治國理念,積極參與國際事務,實質進行難民庇護措施,政府與民間共同合作提供難民保護及協助,並因時制宜的對其難民政策進行調整,以利其國家未來發展。本文以加拿大的難民歷史沿革之架構出發,就加拿大難民政策發展歷程、接納難民現況及難民政策實踐及改革措施作一整理,文末筆者以其研究發現提出建議及結論。 / Refugee problem was recognized as an international issue. The term of “refugee” has been perceived as people who face systematic discrimination on the bases of ethnicity, religion, nationality, and membership in a specific social group with “fear of persecution”. The problem of refugee has fostered an intense debate regarding what changes of political, economic, cultural, educational and secure environments are necessary in refugee-receiving countries to provide effective solutions. In Canada, there are about 25,000 people entered to seek asylum every year – with approximately 10% of all refugees worldwide. In order to deal with refugees’ settlement issues, Immigration and Refugee Protection Act came into effect in 2002. In addition, the Canadian government's effort in cooperating with UNHCR and IOM enables refugees to stay in safety. The dissertation presents historical overview of issues of refugees and provides critical review and discussion on refugee policies in Canada. In the end, the author proposed her personal conclusion and suggestion through the research.

近年來,台灣的新移民子女人數遽增,其外籍父母又以東南亞籍最多,如何利用新移民家庭的母語資源,以及處理新移民子女特殊的教育需求,遂成為重要的課題,雙語教育措施可能是重要的途徑之一,目前已經藉由火炬計畫、外籍配偶子女輔導計畫等措施付諸實行。 為了探求雙語教育的憲法定位,本文擬先介紹美國、加拿大的雙語教育學理,將雙語教育區分為若干類型,簡介相關的教育心理學、教育社會學研究,以作為討論法律、憲法爭議的前提問題。 本文以美國法作為主要的比較觀察對象,對移民學生提供雙語教育不論是法律上或社會上,在美國都具有極大的爭議性,本文從歷史脈絡、法律沿革、法院判決中進行爬梳整理,探討美國憲法上雙語教育的定位,發現提供雙語教育可能會遭遇某些憲法上的障礙,人民也有可能依據美國憲法來請求雙語教育,另外有部分篇幅討論國際人權法與加拿大憲法的相關規定,作為比較解釋的參照。 比較法的參照可以給我國憲法若干啟示,本文認為,強勢的雙語教育比弱勢的雙語教育更有利,而憲法平等權之規定將會是新移民子女請求雙語教育的最佳途徑。

台灣地區大陸配偶社會適應問題之研究

自開放探親以來,兩岸交流日趨熱絡,截至民國九十四年底陸續來台團聚及申請居留、定居的大陸配偶已逾廿三萬人,成為新興移入人口的主流。「兩岸婚配」的盟合大多係由台灣男性主動認識大陸女子、或經由親友介紹、及婚姻仲介等方式而結婚,大陸配偶透過「跨海婚姻」的歷程來到台灣,在陌生的社會民情與生疏的家庭環境中試圖展開新生活,她們無不努力地學習並詮釋新的角色;然因兩岸的社經環境、風俗習慣,人民的成長背景及價值觀念等文化之差異與隔閡,建立自己的同儕生活上有所困難,加上在台灣取得社會資源的不易,使其與台灣社會網絡互動貧乏,只能依賴婚姻的狀況下更顯得被孤立,而成為社會的弱勢族群,且因人數眾多已形成嚴重的社會問題。 由於大陸配偶來台者日眾,在相關的社會新聞中,造成台灣民眾常抱持著偏執與異樣眼光看待她們,總將其視為外來者或麻煩製造者而產生了許多誤解,使她們在異鄉的生活適應上備感艱辛,諸如她們漂洋過海的婚姻動機為何?來台後對於兩岸的生活習慣與價值觀念之差異要如何適應?又將如何與台灣的社會相連結?對於國家與社群的認同為何?微視她們真正的心聲是值得我們作抽絲剝繭的探究。本文針對中國移民女性來台的社會適應問題進行研究,讓現實生活中的大陸配偶自己發聲,筆者實地去瞭解她們的生活底層,聆聽她們的心聲、感受與生活經驗,試從其自身的敘述中來勾勒出她們的「台灣經驗」,而非新聞媒體上所建構與杜撰的故事,或是三姑六婆們街頭巷尾的竊竊私語。 / Ever since Taiwan and PRC opened door for citizens to visit their relatives across Taiwan Straits, cross-border interactions from both sides are becoming more frequent. According to statistical data released by Taiwan government, more than 230 thousand PRC immigration requests to Taiwan have been granted by the end of 2005. In consequence, PRC residents are becoming the mainstream in Taiwan immigration population. Typically, cross-border marriage took place through matchmakers or relatives’ introduction or Taiwanese males actively create opportunities to know PRC female. Thereby female is the dominant gentile in PRC immigrant population. Due to different value systems, and vast cultural gap, it is not easy for PRC spouses to quickly adapt to the new environment and families. In addition, for lack of proper access to Taiwan social networks, PRC immigrants are usually isolated and speechless. And the issues become more severe as PRC immigrants increases in Taiwan. From time to time, social incidents caused by PRC immigrants are mistakenly reported or even exaggerated by public media that lead to biased misunderstanding from Taiwanese pollution. And there’s virtually no chance for PRC spouses to speak up. In this paper, we will focus primarily on the following issues: what are the motivations of PRC spouses to come to Taiwan, how they adapt themselves to make up the cultural gap and the new value system, as well as how can they link up with Taiwan societies. Rather than referencing to media reports that could possibly be distorted, we chose to collect first hand experiences by face to face interviews with PRC spouses. Let’s listen to their genuine voice about their “Taiwan experiences”.

國小新移民學童英語學習成就、學習態度及學習挑戰之研究 / A study on new immigrant children's English learning achievement, learning attitude and learning challenge in elementary school

由於國小新移民學童的逐年增加,研究新移民學童的學習情況有其必要性。本研究主旨在專門調查中台灣一所國民小學新移民學童的英語學習狀況。研究主要在探討:(1)新移民學童的英語學習成就;(2)新移民學童的英語學習態度;(3)新移民學童的英語學習成就與其英語學習態度之關係;(4)新移民學童學習英語所面臨的挑戰;(5)新移民學童對自己英語學習的看法;以及(6)教學現場的英語教師對新移民學童英語學習的看法。 本研究的研究對象為十四名五、六年級的新移民學童,並以六十名台灣學童做為比照。研究比較七十四名學童的英語成績,且所有七十四名學童完成一份英語學習態度量表。十四名新移民學童則參與一次訪談,兩名教學現場的英語教師也經歷一次訪談。研究所收集的資料經統計分析及質性分析後,所得的結果如下:(1)大部分新移民學童的英語學習成就不佳;(2)大部分新移民學童英語學習態度是正面的;(3) 新移民學童的英語學習成就與其英語學習態度並無相關性;(4)新移民學童面臨的英語學習挑戰不少,包括他們對不同英語老師的教學風格的適應能力、他們上英語課時產生的焦慮感及緊張感、他們不易牢記英語生字、他們不會寫英語作業、他們沒有辦法去上英語補習班等;(5)新移民學童大部分對自己的英語學習持樂觀看法;(6)英語教師對新移民學童的英語學習則持較悲觀看法。 根據本研究的發現,研究者在本研究報告最後提出數點建議及未來相關研究的研究方向。 / With the increasing of New Immigrant Children in elementary schools, studies to understand New Immigrant Children’s learning conditions become imperative. The purpose of this study was to investigate New Immigrant Children’s English learning conditions in an elementary school in central Taiwan. The study focused on exploring: (1) New Immigrant Children’s English learning achievement; (2) New Immigrant Children’s English learning attitudes; (3) The relationship between New Immigrant Children’s English learning achievement and their learning attitudes; (4) New Immigrant Children’s English learning challenges; (5) New Immigrant Children’s own perspectives about their English learning; (6) English teachers’ perspectives about New Immigrant Children’s English learning. The participants in this study included 14 New Immigrant Children in fifth and sixth grades, with 60 Taiwanese Children working as comparison. These 74 children’s English scores were compared, and they all responded to an English learning attitude scale. The 14 New Immigrant Children then underwent a group interview. Two English teachers were also interviewed. The data collected were then analyzed with statistical and qualitative analyses. The following results were drawn: (1) Most New Immigrant Children were English low-achievers; (2) New Immigrant Children’s English learning attitudes were generally positive; (3) No correlation was found between New Immigrant Children’s English learning achievement and their learning attitudes; (4) New Immigrant Children faced several challenges in learning English, including their adaption to different English teachers’ teaching styles, their feelings of anxiety and nervosity during English classes, their problems to memorize new words and do English homework, their not being able to go to English cram-schools, etc.; (5) New Immigrant Children in general were optimistic about their English learning; (6) English teachers in general were pessimistic about New Immigrant Children’s English learning. Based on the findings of this study, some implications were provided and several suggestions for further studies were offered at the end of the report.
