A股與B股存在資訊不對稱嗎?資訊持有比例的探討顏彣全, Yen, Wen-Chuan Unknown Date (has links)
資訊不對稱的問題在股市中一直是受關注的議題,一個完善的市場,理應不應當存在資訊不對稱的現象。中國大陸股市在政府宣布開放B股前,上海交易所與深圳交易所中的A股與B股市場屬於完全區隔的現象,國內投資人(多為散戶)只能在A股市場投資,國外投資人(多為金融機構)只能在B股市場投資,在此種制度底下,價格發現機能易受扭曲,資訊不對稱的問題是容易產生的。然而大陸宣布B股開放後,國內投資人可到B股市場投資,資訊不對稱的程度應逐漸變小,改善同家公司在A股與B股市場上市的股票同權不同值的現象。
本文研究目的即在於探討A股市場與B股市場之間是否存在資訊不對稱問題。利用Hasbrouck(1995)提出的價格發現模型-資訊持有比例法(Information share method),計算何者在價格發現過程中佔有較多的資訊比例。研究對象為上海交易所及深圳交易所內同時有在A股市場與B股市場上市的公司每日股價收盤價。以B股宣告開放日2001年2月19日為中心,將樣本分為開放前與開放後兩階段。進一步在實證中應用Pascual, Pascual-Fuster, and Climent(2006)的研究發現。
本研究實證結果:第一,B股開放前,不論加入成交量與否,B股市場皆為價格發現支配者。說明A股市場與B股市場間的確存在資訊不對稱現象。第二,B股開放後,A股市場為價格發現支配者,B股與H股市場為衛星市場。推論原因乃來自於2002年後B股市場幾乎停止新股掛牌;B股開放後B股流動性改善,外資以往賺取的溢價減少;人民幣升值議題,加入WTO全面開放資本市場的承諾等。 / Information asymmetry is an important issue in the financial market. A perfect market should not exist this phenomenon. Before 2001, domestic investors could only buy A shares while foreign investors could only hold B shares. Under this regulation, the function of price discovery is easily distorted, and information asymmetry occurs easily. Shares with identical rights offered by one company would have different values while they are located in class A and class B. This problem, however, should be improved after the deregulation that domestic investors could buy B shares.
The main purpose of this paper is to investigate whether information asymmetry exists between A-share and B-share markets. We use information shares approach (Hasbrouck, 1995) to calculate and compare which market has more information share in the price discovery process. The samples include all firms having stocks trading in A-shares and B-shares market on Shanghai Securities Exchange (SHSE) and the Shenzhen Stock Exchange (SZSE). The sample period, October 6, 1997 to October 31, 2005, is divided into two sub-sample periods. Moreover, the model provided by Pascual, Pascual-Fuster, and Climent (2006) is also implied into this paper.
This paper concludes that (1) Before deregulating to allow domestic investors to hold B shares, B-share markets is a dominator in the price discovery process no matter considering trading volume or not. It means that A-share and B-share markets indeed exist information asymmetry. (2) After February 19, 2001, A-share markets become a dominator in the price discovery process while B-share and H- share markets become satellite markets. The possible explanations are that there are seldom companies listing in the B shares markets after 2002; the foreign investor gain less premium than before because of enhancing B-share’s liquidity; Renminbi appreciate and capital markets open completely in the end of 2006.

關稅訊息的總體效果 / Macroeconomic Effects of News on Tariff劉至誠, Liu, Chih Cheng Unknown Date (has links)
本文建構一個小型開放的經濟體系,價格具有僵固性的 DSGE 模型來探討提早釋出的關稅調降訊息所造成總體經濟面的影響。在政府簽訂貿易協定來降低關稅的訊息藉由媒體釋出時,同時民眾具理性預期的假設下,家計單位會因這樣的訊息而改變對未來的預期,在關稅還未實際調降時便改變行為決策。我們研究在不同的協商可能結果: (1)談判破裂,貿易協定未如預期簽訂。(2)談判成功,但貿易協定簽訂的結果比當初訊息所透露的降得更多或較少。(3)談判成功,並完全實現當初訊息的內容。(4)簽訂的時間高於預期,導致實行的時間延期。從結果中我們發現,提早釋出的關稅訊息會抑制民眾的消費和投資,在短期會立即造成需求面的負向衝擊。而降低關稅所帶來的市場活絡,會等到真正調降的時後才出現。所以越早釋出關稅調降的訊息,會造成經濟體系所需付出“等待政策實行的成本”越大。 / There is global trend of economic integration across the world by removing the trade barrier. While the free trade agreements normally include the tariff reduction, the negotiations of the agreement may take a long time, and in some cases, the negotiation may fail. Therefore, the tariff reduction’s effects on the economy can be different if it is realized as expectation or not. With a small open economy DSGE model, this paper examines the effects of news preannouncement on tariffs. With the assumption of rational expectation, households will change their expectation when the news of tariff decrement is preannounced. However, whether or not the news on tariffs can be realized as expectation will lead to different dynamics. In this study, we consider various plausible scenarios: (1) If negotiation fails, thus the news on tariff reduction is not realized (2) If negotiation succeeds, but the amount of actual decrement is more or less than people originally expected. (3) Negotiation succeeds and the content of news is fully
realized. (4) Negotiation succeeds, but it takes more time than expected to be realized, thus the policy implementation is postponed. Our study reveals that the news preannouncement restrains consumption and investment before the negotiation is completed, and leads to a negative impact on the economy in the short run. The benefits of the tariff decrement appear if the policy is
actually implemented as expected. However, the economy suffers more if the negotiation takes too much time after the news is released.

開放陸生來臺政策影響之研究:以政治大學為例 / The Study of Effect of Policy of Accepting Mainland China Students Studying in Taiwan: A Case Study in National Chengchi University宋思緯, Sung, Szu Wei Unknown Date (has links)
2011年政府開放大陸學生來臺修讀學位,陸生來臺成為兩岸關係發展重大里程碑之一,本研究採用深度訪談之方式,選取政治大學2013-2014年間在校之交換陸生及學位陸生共18人為訪談對象,就來臺求學動機、在臺適應情況與陸生政策效果等三個面向,探討開放陸生來臺政策之影響:(1)在來臺動機方面,分別從吸引和阻礙陸生來臺不同原因切入,討論其對於陸生來臺積極促進或消極阻礙的影響;(2)在適應情況方面,依來臺前後預期想法與實際情況之差別,以及受訪者調整適應方式和校方協助建議等角度,分析陸生在臺適應問題與所需協助;(3)在政策效果方面,以受訪者對於臺灣發展情況正面肯定與負面批判之印象,和現行陸生政策對兩岸關係發展影響及未來政策調整方向之建議,進行政策相關影響評估。
經過訪談資料整理,本研究歸納政治大學之交換陸生與學位陸生受訪者回應,分別對陸生來臺利多與利空因素、陸生在臺面臨問題與適應情況、陸生對臺灣發展情況觀察以及開放陸生來臺政策利弊影響的意見反饋,進行相關因果分析與應對建議,期許能發揮權衡利弊揚長補短的效果,作為未來陸生政策影響評估及修改調整之參考。
關鍵詞:開放陸生來臺政策、交換陸生、學位陸生 / In 2011, the government implemented the policy to accept Mainland China students to study in Taiwan, which is regarded as one milestone of cross-straits relationship. In the study, interviewing method was employed to reveal influence and effect of the policy. The interviewees included in total 18 degree and exchange students from Mainland China who studied at National Chengchi University in 2013 and 2014, and they were asked questions in following three aspects.
First, in terms of the motivation, the interview probed into factors that attract and hinder Mainland China students to study in Taiwan, furthermore discussed the factors’ influence. Second, in respect of adjustment, the study analyzed problems faced by Mainland China students to adapt to new conditions and what kind of assistance they require, mainly based on the answers to whether there is gap between interviewees’ anticipation and reality and how they adjust themselves internally and externally. Third, concerning effects of policy, the interview covered the participants’ impressions on development of Taiwan and advice on current policy of Mainland China students, thereby evaluated influence and effect of the policy.
By collecting and analyzing interviewing records, the study concluded the response of degree and exchange Mainland China students at National Chengchi University, demonstrating conclusions and causality of their incentives and barriers to studying in Taiwan, their adjustment and problems in new environment, their perspectives on development of Taiwan and policy of Mainland China students. The findings of the study will provide universities in Taiwan with informative sources for attracting more Mainland China students and understanding their need. In addition, some advice on the policy of Mainland China students are presented for the educational administration to maximize the strengths whilst minimizing the shortcomings.

資訊服務業為知識經濟下的代表性產業,其企業價值的創造可以說完全來自 於智慧資本的累積與影響,而對於台灣經濟而言,資訊服務業亦是新興的成長動 力來源。伴隨著網路科技的發達,近期資訊服務業中亦產生異於過去單方向進行 軟體開發及推廣的平台商業模式(Platform Business Model),舉凡電子商務、 線上遊戲、社群網站及通訊軟體皆在此範疇內,而根據 Chesbrough(2006)的開 放式創新理論,平台型企業是最能適應環境變化,亦能最快、最有效率達到創新 的公司,擁有更強的競爭優勢。
因此,本研究主要探討在資訊服務業中,平台型商業模式如何影響企業在智 慧資本上的投資,以及如何影響企業價值。本研究以台灣上市(櫃)資訊服務業 近 2012-2014 年的資料為樣本,利用追蹤資料迴歸模型(Panel Regression), 控制公司成長面、獲利面、風險面及公司規模,並固定年份所帶來的時間效果, 探討在產業當中平台商業模式對智慧資本投資以及企業價值的影響。
實證結果分為三個部分,(1)選擇平台作為商業模式,能帶來更高的企業價 值,並且顯著異於其他非平台資訊服務同業。(2)資訊服務業的關鍵智慧資本為 人力資本,然而資訊服務業中的平台模式更強調結構資本的重要性,相較之下非 平台的資訊服務同業在顧客資本的投資能帶來更高的企業價值。(3)對於平台模 式而言,人力資本與結構資本之交互作用,能為企業價值帶來顯著性的綜效,但 非平台模式在各個智慧資本間則沒有綜效產生。 / As a representative industry of knowledge economy, all the value creation of Information Service value is from the Intellectual Capital(IC). Besides, for the economy of Taiwan, the sector is also the new engine of economic growth. With the development of the Internet, information service industry in recent years has produced a different business model, transformed from “single direction software development” to “multi-sided market platform”, which included e-commerce, online games, social media and instant message
service. According to the theory of Open Innovation by Chesbrough(2006), this kind of platform business is the most able to adapt to environmental changes, also the fastest, most efficient achieve innovative company, and has a stronger competitive advantage.
This study focuses on the platform business model and IC of Information Service Industry, and tries to decode how platform business model affects investment in IC, and how it affects corporate value. The study collected the listed Taiwan Information Service companies in 2012-2014 for data sample, uses Panel Regression Model with the control of the company's growth, profitability, risk and size, and fixed the year Effect, to investigate the effects of the platform business model for IC investment and the impact on corporate value.
The evidence can be divided into three sections: (1) In the industry, platform business model can lead to higher corporate value, which also significantly different from other internet information services peers; (2) Human Capital is key IC for Information
Service Industry. However, platform business emphasizes more on the importance of Structural Capital, compared with other peers of the industry which investment of Customer Capital would lead to higher corporate value; (3)The interaction of Human Capital and Structural Capital can bring significant synergy on corporate value for platform business, compared with other peers of the industry which have no synergy between ICs on corporate value.

絕大多數在台灣的企業屬於年輕的中小企業,他們所熟知的商業模式是生產代工,並無技術與市場的不確定性問題。如何從生產代工的商業模式跳躍到美國新創公司的知識經濟模式實在是一個對雙方都是很大的挑戰。由於雙方的不對稱性太大有必要讓其它人界入並彌補中間落差。開放式創新中需要技術仲介聯結買方與賣方。而技術仲介則是辦識(破壞式)創新機會的來源之一。在維興國際公司目前所專注的四個不同技術中,同時包括B2B及B2C的產品領域。但無論是B2B及B2C,市場拉力與技術推力在技術仲介的領域中均同樣必須受到重視。
本研究由相關文獻探討,推展出以(買方)目標工業的選擇與管理、(賣方)管理並降低市場的不確定性、技術仲介的需求缺口三構面的研究架構來探討技術仲介業在美國新創公司的技術仲介服務活動的關鍵因素與管理項目。本研究採用個案研究法深入訪談個案公司的高階主管以了解其新創過程的實務作為。由個案分析與研究發現得出研究結論如下:
結論一:成功的技術仲介業對技術賣方的選擇與管理應考慮(1)新創公司生態(2)新創公司的動態管理(3)新創公司的選擇(4)新創公司的管理。
結論二:成功的技術仲介業對技術買方的管理應考慮到(1)社會氛圍與使用者的認知(2)使用者的吸收能力(3)創新與使用(4)降低技術與市場的不確定性。
結論三:技術仲介的成功因素包括(1)技術仲介的加值能耐(2)技術仲介的承諾(3)專利/技術加值增加原供應商的仰賴(4)經營策略的創新與新事業開發。
結論四:技術仲介屬於知識管理的一環,在開放式創新中需要技術仲介聯結買方與賣方。而技術仲介則是辦識(破壞式)創新機會的來源之一。
結論五:台灣目前的技術服務業的主導者是以工研院技轉中心為主要的供需中心,輔以少數私人的智財買賣。
結論六:全世界都在鼓勵創新,國家的競爭力表現於創新與創業教育的養成。 / Most companies in Taiwan are belong to young SMEs, their business model is known for everybody and mainly the foundry model, there is no technology and market uncertainties. It is indeed a great challenge from the production foundry jumping into the knowledge based US startups. Since the dissymmetry from both sides are huge there exist a need for others to bridge the gap. Technology broker links buyer and seller in the area of open innovation. It is also one of the sources of innovation opportunities. WH International currently focused on four different technologies, including both B2B and B2C products. But whether it is B2B and B2C, market pull and technology push in the field of technology brokers are also to be taken seriously.
From the related literatures survey, based on a technology transfer company, this study is to promote the technology sales (the seller) and management of technology uncertainty, to help (the seller) to manage and reduce market uncertainty, to meet market demands of the technology broker, and compose the three dimensions of framework: the seller, the buyer and the broker. This research adopts case study method to analyze the practice of the case company. The research results are as below.
1. The selection factors of a successful technology broker facing technology vendor should consider (1) ecosystem of start ups (2) the dynamic management of start ups (3) the choice of start ups (4) the management of start ups.
2. The management of technology buyers from a successful broker should take into consideration of(1) the user's cognitive and social atmosphere (2) the absorptive capacity of users (3) innovation and the diffusion (4) reduce uncertainty of market.
3. The successful factors for technology broker include (1) the value-added capability (2) the commitment to technology (3) patents / technology development to increase value-added services to suppliers (4) innovation of business strategy and new business development.
4. Technical brokering is a part of knowledge management. Technology broker links buyers and sellers in open innovation while it is also one of the sources of innovation opportunities.
5. Technology Transfer Center of the ITRI is the clear leader of technology services industry in Taiwan. There also existed some small private firms that handled intellectual property transactions.
6. Innovation is encouraged worldwide and national competition is reflected in the cultivation of innovation and entrepreneurship education.

開放性與通貨膨脹之間的關係一直是總體經濟學中重要的議題。Romer (1993) 使用 Kydland and Prescott (1977) 和 Barro and Gordan (1983) 的模型進行分析,發現開放性增加會使的降低背離法則的誘因。本篇論文使用 Galvao (2008), Galvao and Montes-Rojas (2009), 和 Harding and Lamarche (2009) 的追蹤資料工具變數分量回歸模型進行分析,同時也以實證分析開放性和犧牲比率之間的關係。在考慮的開放性的內生性之後,我們發現在通膨越高的國家其開放性的影響越大,動態不一致性也越嚴重。 / The relationship between openness and inflation is an important issue in macroeconomics. Romer (1993) uses the models of Kydland and Prescott (1977) and Barro and Gordan (1983) to argue that greater openness will reduce the policymakers' incentive to deviate from the rule. Cukierman, Webb, and Neyapti (1992) and Romer (1993) have an idea that countries with less political stability have a higher probability to violate the pre-committed monetary policies. In addition, as proposed by Romer (1993), the openness may be endogenous when analyzing the relationship between openness and inflation. Thus,
we apply instrumental variable quantile regression for panel data proposed by Galvao (2008), Galvao and Montes-Rojas (2009), and Harding and Lamarche (2009) to test whether or not the negative effects of openness is stronger when inflation is higher. We also do the empirical work between openness and the sacrifice ratio to test the mechanism that openness affects inflation established by Romer (1993). After dealing with the potential endogeneity of openness, we find that when the inflation is higher the negative effect of openness is stronger. As the argument of Romer (1993), our empirical results show that the time inconsistency problem is more serious in countries with higher inflation. But our empirical results show that the effect of openness on the sacrifice ratio is positive which is different from the mechanism established by Romer (1993).

企業全球化趨勢的日亦普遍,致使全球化的行銷成為必須。廣告為行銷不可或缺的一環,因此,廣告的全球化勢在必行。近年來,全球化企業在台灣使用「全球化廣告」的情況愈來愈頻繁,無論其所使用的全球化廣告類型為何,閱聽人對這些全球化廣告的看法才是最重要的。
因此,本研究以不同類型的全球化廣告為研究主體,依據外國學者對不同類型全球化廣告的六種定義,使用其中的「完全標準化」、「半標準化」、「因地制宜的執行元素」,以及「概念在地化,執行全球化」等四種全球化廣告類型,從「接收分析」的角度出發,探討閱聽人面對不同類型全球化廣告文本時,他們如何解讀這些廣告文本。在探討解讀型態的同時,並設法了解閱聽人的「開放性人格特質」、閱聽人的「媒介依賴程度」、閱聽人對全球化企業所知覺到的「品牌形象」,以及不同類型的全球化廣告文本等概念,是如何影響閱聽人的解讀型態。
本研究透過「符號學」的分析方法,針對不同類型的全球化廣告做文本分析,同時運用「實地問卷調查法」的研究設計,對受訪者蒐集資料。除藉以了解閱聽人與不同類型全球化廣告文本間的互動關係外,並嘗試驗證變項間的因果關係。
研究結果發現,閱聽人對不同類型全球化廣告的認知程度愈深,愈容易對全球化廣告採取優勢型的解讀型態;閱聽人對電視的依賴程度愈高,愈容易對全球化廣告採取優勢型的解讀型態;閱聽人所知覺到的品牌形象愈趨近於正向,愈容易對全球化廣告採取優勢型的解讀型態;閱聽人的開放性人格特質程度愈高,愈容易對全球化廣告採取優勢型的解讀型態。 / With more and more global corporation widespread in the world﹐global marketing becomes necessary. Advertising is an essential part of marketing﹐therefore﹐the globalization of advertising have to be imperative. In recent years﹐the situation of global corporation in Taiwan uses global advertising becoming universal﹐no matter what type of global advertising they used﹐the most important thing is the viewpoint of audience.
Therefore﹐the material of this study are different types of global advertising. In accordance with six different definitions of global advertising from foreign researchers and I selected four types from them﹐they are“Fully Standardized.”、“Semi–Standardized.”、“Varying Standard Executional Elements.”﹐and “Act Global﹐Think Local.”The study started with the approach of“Reception Analysis.”To investigate how the audience interpret different types of global advertising. Meanwhile﹐try to recognize how the audience’s personality trait of openness﹐degree of media dependency﹐cognition of brand image of global corporation﹐and the different types of global advertising itself influences the audience’s interpretation pattern.
The present study uses“Semiology”to analyze the content of different types of global advertising﹐simultaneously﹐using the research design of“on–the–spot questionnaire”to collect the respondents’ data﹐in order to understand the relationship between the different types of global advertising and the audience﹐and try to examine the variable causality.
The results of the study are﹕when the audience have deeper cognition of different types of global advertising﹐their interpretation pattern of global advertising tend to be more dominant. When the audience’s degree of media dependency is higher﹐they well take the dominant interpretation pattern of global advertising easier﹒When the audience’s cognition of brand image is more positive﹐their interpretation pattern of global advertising incline to be more dominant﹒When the audience’s degree of personality trait of openness is higher﹐they well adopt the dominant interpretation pattern of global advertising easier.

環境影響評估制度與地方公民投票衝突之研究—以北宜高速公路坪林交流道開放爭議為例凃鳳瑜, Tu, Feng-Yu Unknown Date (has links)
環境影響評估制度是一種決策程序上的改良,它本身具有程序上的優先性,企圖透過儘早評估與整全評估,將環境因素與其他無法量化的環境適性、人文價值能妥善考量、公平對待,同時透過資訊公開、替代方案的調查研析、各方意見的討論與協商等過程,以獲取對環境衝擊最小之最佳決策。
台灣引進此項制度,除了基於環境保護的目的外,也希望透過此一制度解決長久以來經濟發展與環境保護間無法兩全的問題。然而,國內《環境影響評估法》施行至今已滿十年,我們仍可見到層出不窮的環境保護衝突,尤其是近幾年來地方民眾甚至以公民投票的方式表達捍衛地方環境、生存權益的自主權,這也突顯出地方民眾的意見往往與環境影響評估結論差距甚遠,以及地方民眾缺乏實質參與權力的狀況。
本研究透過政治經濟學中關於權力的探討,以及規劃理論思潮中對於權力的詮釋,說明現行環境影響評估制度受到政治與經濟勢力不當操控、以及民眾部門被排拒於公共政策決策過程以外的事實。接著,本研究以權力的觀點作出發,提出環境影響評估制度得與公民投票進行整合;並主張透過賦權與社區居民,使其擁有創制與複決權,而能以公民投票方式進行決策,而提升其決策地位,以獲取其他決策主體的尊重與重視,並且突破有權力者在決策制訂、議程設定、意識型態掌控上的宰制。
最後本研究以「北宜高速公路坪林交流道開放爭議」之研究個案,說明公民投票確實可為地方民眾爭取意見表達、贏得更多政策選項、與協商空間的工具。然而,公民投票也決非萬靈藥,在實際運作上,應謹慎面對諸如:議題如何設定、選區如何劃定等問題,以避免多數暴力的問題。另外,健全國內的公民投票制度也是必須的。

美國、英國、澳洲國家檔案館檔案網路開放應用之比較研究葉俊宏 Unknown Date (has links)
檔案原是權力的象徵,從古至今,從東方至西方,只有少數人有權力得以使用檔案。而檔案由封閉走向開放,其重要的轉折點是在1794年,由於法國頒布世界第一部檔案法,規定檔案館應實行開放原則。此後,開放國家檔案館的檔案供民眾使用的觀念,也深深影響檔案館營運的方式。因此目前許多現代化的國家,常把檔案開放程度視為是民主化的重要指標。隨著網路通訊技術的發展,對於檔案開放亦產生極大的衝擊。
本研究採用「多重個案法」與「比較研究法」進行研究,首先瞭解美國、英國與澳洲三國國家檔案館檔案在網路上開放情況。並藉由比較研究法,瞭解三國之間的差異性,並且透過描述、解釋、併排、比較的過程,最後進行分析,將比較之結果做一結論,得出具體的建議。
根據研究發現,提出結論如下:一、檔案開放相關法規方面:(一)三國對於個人隱私權均相當注重,但美國則為政府資訊公開重於個人隱私權保護;(二)美、英兩國檔案相關法規針對網路開放檔案有特別之規範,美、英兩國檔案相關法規針對網路開放檔案有特別之規範,澳洲則為沿用原有檔案法規;二、線上參考服務方面:(一)線上參考服務多無專責部門,但仍有專責人員負責;(二)電子郵件、FAQ等非同步線上參考服務,為三國國家檔案館最普遍使用的形式;(三)三國國家檔案館均針對研究者提供特別線上參考服務;三、線上檢索工具方面為(一)三國國家檔案館提供多元化的線上檢索工具;(二)提供電子檔案及檔案內容影像檔已成為三國國家檔案館趨勢;(三)檢索系統的描述規則符合國際標準,有利於未來國際間檔案描述的資源分享與交流;四、線上檔案展覽方面:(一)線上展覽主題皆與館藏特色、社會文化相互結合;(二)線上展覽呈現方式較為傳統,缺乏創新;(三)線上展覽仍需與檔案館相關活動配合,以達最大的成效。
最後針對前述研究結果提出五項建議:一、明確規範檔案開放範圍,以作為我國檔案在網路上開放之依據;二、觀摩國外國家檔案館經驗,加強國內對線上參考服務的概念與認識,並積極推廣線上參考服務;三、建議國內檔案典藏單位,針對研究者提供特別線上參考服務;四、建議國內檔案典藏單位改善線上檢索系統,提供多元化線上檢索工具;五、針對我國檔案典藏單位之館藏特色及社會文化,積極推動線上展覽。

開放大陸地區人民來台觀光政策之評估李依盈, LEE,YI-YING Unknown Date (has links)
二○○一年年底通過了「大陸地區人民來台從事觀光活動許可辦法」,希望藉由此政策之推行,作為向中國大陸釋出善意的證明,以及挽救台灣觀光產業的處方籤。然而此政策是我國單方面的善意開放,再加上未來全面開放的時間表也沒有確定。因此,有相當多的不確定因素影響到此政策的執行成敗。此外,此政策從二○○二年一月執行至今已發生過多次的跳機(觀光客滯留)事件,致使社會各界均對此政策產生疑慮與擔憂。
因此,本文的研究目的在於:一、為該政策作一全面的檢討評估,以期提供整體性與前瞻性的政策分析與政策建議。二、提出更有效地安全管理機制,以減少中國觀光客在台逾期滯留。
研究歷經文獻檢閱、研究架構之提出、深度訪談與資料分析等過程後,研究所得結果彙整如下:
一、此政策執行至今仍然無法達到其預期的政策目標,讓台灣的觀光產業更加蓬勃發展。
二、旅遊品質與旅遊資源在短期內並非為影響此政策達成目標的關鍵因素;不過以中長期來看,旅遊品質與旅遊資源其實是影響台灣觀光產業發展的一個根本因素,也是最為重要的要素。
三、安全管理機制是必要且重要的,然而安全管理機制與其他因素相較之下,安全管理機制則屬於比較微觀的,比較屬於技術層面的東西。
四、在此開放旅遊的政策中,與中國簽訂旅遊協議其實是最基本的前提要件,屬於最重要的一個影響因素,若是少了這道程序,之後的安全管理機制與旅遊品質都會直接或間接受到影響。
五、今日的安全管理機制難以發揮功效,主要的原因在於我們沒有與中國大陸簽 訂協議。而且即使訂定出一套看似百密而無一疏的安全管理機制,也無法百分之百的杜絕中國旅客來台逾期滯留的問題。
